The case of arts is seen to be an important education and socialising tool. Halkevleri, which were established in 1932, were cultural institutes that were organised in every city and county and had important studies on culture and arts until they were closed in 1950. Education in 9 different branches ranging from literature to agricultural education was given in these institutes and people from all parts of the society could join by becoming a member. Arts departments in Halkevleri branches educate volunteer groups and these groups produce performances in their neighborhood and they organize tours to near villages and cities. The society was reached with a non-isolating language with shadow plays like Karagöz, village theatrical plays in the village square, folk dance activities and theatre representations and new society values were narrated by means of arts. Reading rooms in villages succeeded to convey the love of reading to wide range of the society starting from the early ages. Cultural and artistic studies held in Halkevleri, which were established as a part of Atatürk's national cultural development and modernization projects, will be a sample for the applications that are intented to meet the artistic need of the society in terms of quality, quantity and continuity.
