The economic policies implemented in a country can directly or indirectly affect many macroeconomic indicators. One of these macroeconomic indicators is the unemployment rate. The government's aim to reduce unemployment with the economic policies they implement. Especially in times of crisis, fiscal policies come to the fore, find a wider application area and support employment. The effects of fiscal policies may differ between expansionary and contractionary policies. The aim of this study is to investigate the effect of fiscal policies implemented in Türkiye on unemployment. For this purpose, monthly data for the period 2014:1-2022:12 were used in the study. In the study, public expenditures, direct and indirect tax revenues are used to represent fiscal policy. The ARDL bounds test was used in the analysis. In addition, the frequency domain causality test developed by Breitung and Candelon (2006) was used to the robustness check of the findings. The findings show that increases in government expenditures increase unemployment in the long run. On the other hand, while increases in indirect taxes reduce unemployment, increases in direct taxes have no effect on unemployment. The findings obtained from the causality test also support this situation.

PRICE inflation - Abstract
The food sector is one of the areas that causes a continuous increase in the general price level in the economy. Therefore, it is important to determine the reasons for food inflation, which lead to such increases. The aim of this study is to identify the determinants of food inflation for the Turkish economy. According to the results obtained from the Autoregressive Distributed Lag (ARDL)model using monthly data for the period 2016:M1-2022:M8, the Consumer Price Index for Food and Non-Alcoholic Beverages, which is the dependent variable, is positively affected by the Domestic Producer Price Index for Agriculture, Forestry and, Fishing and the Consumer Price Index for Electricity, Gas, and Other Fuels on the other hand, the Consumer Price Index-Based Real Effective Exchange Rate has a negative impact. Moreover, according to the results of the ARDL Error Correction Model, which analyzes the short-run relationship between the variables, the imbalance that occurs in the short run disappears in the long run.

GRANGER causality test , *PARADOX , *COINTEGRATION , *MACROECONOMICS , *HYPOTHESIS - Abstract
The relationship between investments and savings is among the topics that attract the attention of economists in every period. This, one of the studies on investment and saving was made by Feldstein and Horioka (1980). This research suggests that there is a close relationship between domestic investments and domestic savings when there is capital mobility in the economy. This situation, which is contrary to the general economic theory, is expressed as the Feldstein-Horioka Paradox (Puzzle-Hypothesis). The Feldstein-Horioka Paradox (FHP) has been among the most important paradoxes of international macroeconomics. In order to reveal whether the FHP is valid for Türkiye, the relationship between the variables handled using the annual data of the 1980-2021 period was tested with ARDL Boundary Test and Toda-Yamamoto Granger Causality Analysis. As a result of the ARDL boundary test, the hypothesis of "there is no co-integration relationship between the variables" was accepted, and it was concluded that there was no long-term cointegration relationship between the variables. On the other hand, the result of the Toda-Yamamoto Granger causality analysis supports the ARDL boundary test result and shows that there is no causality relationship from both investment to savings and from savings to investment. According to the tests conducted in this regard, it was concluded that the FHP was not valid for Türkiye in the period mentioned. This result reveals that investments in Türkiye are mostly financed by foreign savings. [ABSTRACT FROM AUTHOR]

MILITARY spending , *TERRORISM , *QUALITY of life , *PROBLEM solving , *TERROR management theory ,DEVELOPING countries - Abstract
Terrorism increases the national risk on an economic, political, and social scale. It has a negative impact on individual well-being and quality of life. Defense spending is important to countries' stability, protection from internal and external risks, and confidence. Countries spend more on defense to reduce risks and increase welfare. This study examines the relationship between 1996-2019 data and Turkey's terror and defense spending. According to the results of the Lee-Strazicich test, the variables are sensitive to structural rupture and contain a unit root with structural breaks. According to ARDL results, the long-run association between terrorism and defense spending is negative and statistically significant. A short-run analysis of the variables did not yield any meaningful results. Our research shows that defense spending reduces terror attacks and is effective. However, political or military measures alone are not enough to solve the phenomenon of terrorism. Stability is an essential part of the fight against terrorism. The effectiveness of the precaution to be taken within the framework of social, political, and economic policies in the fight against terrorism is crucial in terms of solving the problem. It is seen that one of the biggest obstacles to the economic development of developing countries such as Turkey is terrorist incidents and the negative effects of terrorism on the economies of the country. Also, as a result of the research, it was concluded that Turkey's fight against terrorism suffered economically and socially and had to invest in defense expenditures the fight terrorism. This research concludes that the relationship between terrorism and defense spending in Turkey needs to be further examined. [ABSTRACT FROM AUTHOR]

The present study tries to understand “the effect of socio-economic phenomena observed in a certain time interval on the organization-founding behaviors of entrepreneurs in an organization population in the tourism sector.” In this framework, we focus on the tourism sector in Türkiye and use the data of the organizations under the title of “Accommodation and Food Service Activities” in the NACE-2 classification. To see the effects of economic, political, and social phenomena at the macro level, we use the number of tourists (TUR); Hotel, Cafe, and Restaurant Consumer Price Index (HCRCPI); Transportation Services Consumer Price Index (TSCPI); the weighted average of commercial loan rates applied by banks (CLI) and the CPI-based real effective exchange rate (REER) as data. In addition to these variables, we also include two dummy variables, DCov-19 and DTrvl, for the period of the coronavirus pandemic and the period of restricted domestic and international travel, respectively. We use the Autoregressive Distributed Lag (ARDL) approach designed by Pesaran and Shin (1999) and Pesaran et al. (2001) in data analysis. The results, which are expected to contribute to organizational theories and business economics, studies on the tourism sector, knowledge of the evaluation of socioeconomic effects of the COVID-19 pandemic, and future studies, were obtained in the study.

- Abstract
The acceleration of globalization, population growth, industrialization and technological developments cause environmental effects as well as economic effects. As environmental problems threaten the future, both national and international measures have begun to emerge. As a result of these measures, the concept of sustainability has emerged. Sustainability means ensuring efficiency in resource distribution in terms of economic, social and environmental aspects for future generations and ensuring that future generations benefit from today's opportunities. It is aimed to achieve growth and sustainable development without causing environmental damage. For this, technological development and innovation tools come to the fore. In this study, the effects of environmental technological innovations, renewable energy consumption and economic growth on environmental pollution are examined with annual data for the period 1990- 2018. While the number of patents related to the environment is taken as an indicator of environmental technological innovations, ecological footprint measurement is used as an indicator of environmental pollution. The concept of ecological footprint, which is one of the most important indicators of environmental damage, measures environmental pollution in a comprehensive way. In this study, in which the empirical analysis method is used, the cointegration relationship between the variables is tested with the ARDL bounds test. As a result of the ARDL bounds test, environmental technological innovations and increases in renewable energy consumption both in the short and long term reduce the ecological footprint; however, it is found that economic growth increases the ecological footprint. In order to increase environmental quality, it is recommended to increase environmental technological innovations and increase renewable energy consumption. [ABSTRACT FROM AUTHOR]

- Abstract
Achieving macroeconomic balance in terms of national economies and even making it sustainable are among the main economic targets. The concept of fiscal sustainability, which expresses the sustainability of budget revenues and budget expenditures, which are among the economic policy instruments, comes to the fore in this direction. In this study, whether the financial system is sustainable or not was analyzed by considering the model developed by Hakkio and Rush (1991) and Quintos (1995) using annual budget expenditures and budget revenues data for the period of 1980-2020 in the Turkish economy. First of all, ADF unit root test was used to test the unit root level of the variables. The cointegration relationship between the variables was examined by using the ARDL boundary test approach. In addition, FMOLS, DOLS and CCR methods, which are longterm coefficient estimators, were used. ARDL bounds test findings showed the existence of a cointegration relationship between these variables. The short-term ARDL bounds test findings revealed that the budget deficit is sustainable in a weak form. In the long run, ARDL, FMOLS, DOLS and CCR findings revealed that the budget deficit is sustainable in a strong form. [ABSTRACT FROM AUTHOR]

23. The Long-Run Growth Effects of Foreign Capital Investments in Turkey: An Empirical Analysis Based on Endogenous Growth Theory.

- Abstract
This study firstly defines the relationship between fixed capital and foreign capital investments and economic growth as an optimal control problem, using a broad definition of capital through an endogenous growth model represented by a Cobb-Douglas type production function. Then, within the framework of four empirical models developed on the basis of a simple growth equation produced as a result of the solution of this problem, empirically investigates whether the changes in the rates of fixed capital investment and net capital inflows of direct investment, portfolio investment, other investment, and total investment as foreign capital investment affect the per capita GDP growth rate in the long run for the period 1980-2020 in Turkey, using the ARDL bound test. The findings show that a cointegration relationship is defined between capital investment rates and per capita GDP growth rate, but changes in fixed capital investment and foreign capital investment rates, which consist of different forms, do not significantly affect the per capita GDP growth rate in the long run, but short-term effects occur. GRANGER causality test , *BALANCE of payments , *RENEWABLE energy sources , *MONEY supply ,PARIS Agreement (2016) - Abstract
In this study, the relationship between the current account balance, growth (BUY), money supply (M2) and reel effective exchange rate variables (RDK) for Turkey was analyzed for the period 2003Q1-2020Q4 using Autoregressive Distributed Lag Bound Test (ARDL) and Granger Causality Test. Current account balance excluding energy (EHCD) variable was used as dependent variable in the study. According to the analysis results, a long-term negative relationship was found between BUY and RDK variables with EHCD at the 5% significance level. Granger causality analysis results show that there is bidirectional causality between growth and current account balance excluding energy. Since growth in Turkey is dependent on imports, growth affects the external balance negatively by increasing domestic and foreign demand. On the other hand, there is unidirectional causality running from EHCD to money supply and real exchange rate, and from growth to money supply. In order for Turkey to get rid of the chronic current account deficit problem, it needs to produce export goods with high foreign demand, and reduce its dependence on foreign energy and other imported inputs. In this context, both the risks arising as a result of the current Russia-Ukraine tension and the targets of the Paris Climate Agreement to reduce environmental pollution reveal the importance of self-sufficiency in inputs and investments in renewable energy resources.

Abstract: In this paper, effect of electricity consumption, growth and trade openness on CO2 emission in Turkey between 1970-2014 was analyzed. As an econometric method, ARDL (Auto Regressive Distributed Lag Model) bounds test approach was applied. The increase in electricity consumption, GDP and trade openness by 1% increases carbon dioxide emission by 0.15%, 0.60%, 0.17%, respectively. Error correction coefficient is negative and statistically meaningful. The impact of the variables on carbon dioxide emission clearly show that measures to be taken on environmental pollution in Turkey have become mandatory.

CLIMATE change , *INDUSTRIAL revolution , *SNOW cover , *HUMIDITY , *WEATHER - Abstract
Although there was a change in the climate of the world due to the effect of natural factors until the Industrial Revolution, the pace of change increased with the addition of the effects of human activities in addition to the effect of natural factors after the Industrial Revolution. The increase in climate change after the Industrial Revolution has caused notable changes on many factors of societies, including socio-economic, environmental, and cultural. One of the areas where the change is most intense is the agricultural sector, which is directly affected by the weather events. The aim of this study is to analyze the impact of climate change in Turkey on the agricultural sector in the period 1985-2018 with the ARDL bounds test approach. In the analysis, it has been concluded that the change in the amount of precipitation and humidity affects the share of the agricultural sector in GDP positively and significantly, while the changes in the number of days covered with temperature and snow affect the share of the agricultural sector in GDP negatively and significantly. - Abstract
The aim of this study is to investigate the determinants of private consumption for Turkey's economy in 2000: 3 2020: 2 with quarterly data. Within the scope of the study, the course of private consumption expenditures over the years and its contribution to economic growth were given. The stationarities of the variables in the model have been tested with traditional unit root tests and Fourier unit root tests. According to unit root test results, series have unit root hence, long-term relationships between series were examined by Fourier-Shin cointegration test and ARDL bounds test approach. Cointegration test results reveal that the series move together in the long term. According to the ARDL bounds test, the GDP variable and the series reflecting the net change in assets positively affected private consumption expenditures as expected. A 1% increase in GDP increases private consumption expenditures by 0.61%. As expected in theory, the increase in interest rates reduces private consumption expenditures. However, the magnitude of the effect was relatively small. The inflation variable, which represents the economy's uncertainty, negatively affects private consumption expenditures. A 1% increase in inflation rates causes a 0.59% decrease in private consumption expenditures. Public expenditures affect private consumption expenditures negatively. 1% increase in public expenditures reduces private consumption expenditures by 0.34 %. This result shows a partial Ricardian equivalence is valid for Turkey. [ABSTRACT FROM AUTHOR]

ECONOMIC models , *ECONOMIC expansion , *LABOR supply , *CAPITAL investments , *COINTEGRATION - Abstract
The aim of this study is to analyze, the link between import and economic growth in Turkey over the period of 1980-2017. In the study, fixed capital investments, labor force and financial development are included in economic growth model as other explanotary variables. The import-led growth hypothesis is tested for Turkish economy through the ARDL bounds test, FMOLS estimation technique and Granger causality method. According to the empirical results, there exists a cointegration between the variables. Empirical results also reveal that import negatively affects economic growt in the long run. There exists no causality between import and economic growth. All the results suggest that the import-led growth hypothesis is not valid for Turkish economy. It is possible to derive an important policy implication that the export-oriented growth approach is favorable for sustainable growth. [ABSTRACT FROM AUTHOR]

ENERGY consumption , *ENERGY function , *ENERGY policy , *TIME series analysis , *ECONOMIC expansion , *OPENNESS to experience - Abstract
The main aim of this study is to empirically analyze the link between trade openness and energy consumption in Turkish economy. The study integrates economic growth, financial development, capital and industrialization into the energy consumption functions by using the time series data from 1975 to 2015. The ARDL bounds test is preferred to investigate the cointegration between the series. The Toda-Yamamoto causality test is applied to determine the causal linkages between the series. There exists a long-run relationship between the variables. The empirical results determine the presence of a long-run positive relationship between trade openness and energy consumption in all three models. The empirical results also determine that trade openness causes energy consumption. The empirical findings will present important suggestions related to energy policies. [ABSTRACT FROM AUTHOR]

FOREIGN investments , *ENERGY consumption , *CONSUMPTION (Economics) , *COINTEGRATION - Abstract
This paper explores the symmetric/asymmetric causal linkage between foreign direct investments and energy consumption in Turkey over the period 1975-2015. The unit root properties of variables are tested by the Ng-Perron and Lee-Strazicich unit root techniques. The ARDL bounds test is used to examine the cointegration between the variables. The Toda-Yamamoto and Hacker and Hatemi-J causality tests are used to investigate the symmetric causalit analysis. The Hatemi-J causality approach is applied to explore the asymmetric causal relationship between the variables. Empirical results show that there exists cointegration between the variables in the existence of structural breaks and the presence of symmetric causality running from energy consumption to foreign direct investments. There exists causality from positive foreign direct investment shocks to positive energy consumption shocks. There also exists causality from negative energy consumption shocks to negative foreign direct investment shocks. The findings will present policy implications related to Turkish economy. FOREIGN investments , *CARBON dioxide , *EMISSIONS (Air pollution) , *AIR pollution , *POLLUTION - Abstract
This study aims to analyse the effect of foreign direct investments on environmental pollution for Turkey by using ARDL bound testing in accordance with three different air pollution indicators. The analyses cover the yearly observations from 1970 to 2015 for carbon dioxide model and from 1970 to 2012 for nitrogen oxide and total greenhouse gas models. The results obtained show that foreign direct investments have an increasing effect on carbon dioxide emissions and therefore pollution haven hypothesis is valid for Turkey. However, there is no long-run relationship between foreign direct investment and nitrogen oxide and total greenhouse gas emissions. [ABSTRACT FROM AUTHOR]

In this study, the relationship between inflation and economic growth have been analyzed for Turkey economy. According to as called Mundell-Tobin effect; cost of holding money increases, when inflation rates increase in the economy. Hence, individuals tend to hold capital stock in order to keep real level of income and in the circumstances economic growth increase with increased level of investment. In the study, with the aim of testing the relationship between inflation rate, gross fixed capital formation and economic growth have been investigated by Autoregressive Distributed Lag (ARDL) model for the period 1980-2016. According to the findings, it has been observed that economic growth has been decreased, during the period of rising inflation. According to these results, Mundell-Tobin effect is not valid between 1980-2016 period in Turkey. [ABSTRACT FROM AUTHOR]

Empirical differences about indirect effects of public investments on private investments (crowdingin or crowding-out effect) reflect different theoretical ideas. The potential reason of these differences is that studies applied traditional unit root and cointegration tests which ignore structural breaks. Since, the power of these tests might decrease in the presence of structural breaks. For this purpose, in this study which analyzed the relationship between public investment expenditures and private fixed investments over 1970-2013 period in Turkey, Unit Root Tests taking into account the structural breaks such as Zivot - Andrews Unit Root Test (One Break) and CMR Unit Root Test (Two Break) was applied. Consequently, the vital differences between findings of traditional tests and tests with breaks were detected. ARDL Bounds Test which to construct in terms of these findings indicates that there is no long-run relationship between public investment expenditures and private fixed investments contrary to general findings in literature. On the other hand, Classical Regression Analysis indicates that public investment expenditures have exhibited crowding-in effect on private fixed investments in short-run

In today's world, where scientific developments are increasing rapidly, the technology levels of the export structures of countries have become a prerequisite for being successful in global competition. High technology exports, which are considered as an important indicator of the level of development, are a very important factor in ensuring a sustainable and permanent growth for countries. In this context, the effect of high technology exports on economic growth in Turkey was investigated with the ARDL Bounds Test approach using quarterly data covering the 2014Q1-2021Q4 period. Cobb-Douglas production function was used in the models discussed in the study. Obtained findings; exports of air and space vehicles, exports of basic pharmaceutical products and pharmaceutical materials, It indicates that there is a long-run relationship between fixed capital formation and total labor force and real gross domestic product. The existence of a causal relationship between the variables in the model was examined using the Toda-Yamamoto causality technique. As a result of the analysis, a one-way causality was found between the dependent variable, real gross domestic product, and total labor force. In the causality analysis between the independent variables, a unidirectional causality was found from exports of air and space vehicles to exports of basic pharmacy and pharmaceutical materials, and a bidirectional causality among other variables. A unidirectional causality was found between the dependent variable, real gross domestic product, and total labor force.
