The fact that the agricultural structure in Turkey consists of small fragmented and scattered lands, animal and plant production practices that are not managed with a modern management approach, require agricultural cooperatives to be a balance element in agriculture. Moreover, agriculture is not a sector that can be left unattended and it is not a market that can be expected to take shape on its own in a free market economy. Therefore, it is imperative that agriculture is credited, guided by projects, and managed with the logic of economic business. However, it is seen that this importance is not understood sufficiently, that there are problems in implementation and that determined policies are not put forward to eliminate it. During the research, the contributions of the agricultural credit cooperatives in Tekirdag Province to their partners were presented and solutions were discussed. In the study, 13.747 out of 18.190 partners were active partners in 43 units of cooperatives in Tekirdag Regional Union and sample was determined as 121 partners. The questionnaire was carried out through face to face interviews. The impact assessment of the multi-purpose activities of the Agricultural Credit Cooperatives in the province of Tekirdag on the target audience partners has been interpreted with various graphical and statistical analysis methods. The partners do not find the loan interest rates of the Agricultural Credit Cooperatives low enough. This result means that the solution suggestions such as the Agricultural Credit Cooperatives' reducing the resource cost by creating Cooperatives Bank or mutual fund resources should be evaluated. The multi-purpose activities of the agricultural credit cooperatives were evaluated in line with the opinions of the partners, and the effects of multipurpose policies on the cooperative partners were analyzed by correlation analysis. There is a strong positive correlation between multi-purpose policies and faciliating the work of farmers (Correlation coefficient: 0.298). A very good positive correlation was observed between participating in projects and faciliating the work of farmers (Correlation coefficient: 0.408). In the study, it is revealed that the Agricultural Credit Cooperatives carry out many agricultural activities together,which is positively received by the partners. The partners of the Agricultural Credit Cooperatives see these cooperatives as an important tool in running their business and a good alternative source of finance. However, in order to achieve a full democratic structure, the Cooperatives Bank to be established should take an active place within the Bank.

Ülkemizdeki tarımsal yapının, küçük parçalı ve dağınık arazilerden oluşması, modern işletme anlayışıyla yönetilmeyen hayvansal ve bitkisel üretim uygulamaları, tarımsal kooperatifçiliğin, tarımda bir denge unsuru olarak bulunmasını zorunlu kılmaktadır. Kaldı ki, tarım hiçbir zaman serbest piyasa ekonomisi içinde, başı boş bırakılabilecek, kendiliğinden piyasa şekillenmesi beklenebilecek bir sektör değildir. Bu yüzden tarımın kredilendirilmesi, projelerle yönlendirilmesi, ekonomik işletme mantığıyla yönetilmesi, büyük bir zorunluluktur. Ancak bu önemin yeterince anlaşılamadığı, uygulamalarda aksaklıklar olduğu ve giderilmesi yönünde kararlı politikaların ortaya konamadığı, sanayi ve bilişim sektörlerinin diğer tarım ve hizmet sektörlerini baskılamasına, mevcut piyasa yapısının nasıl izin verdiği hususu, bu çalışmada çeşitli verilerle ve tespitlerle ortaya konulmuştur. Araştırma sırasında elde edilen bulgular özetlenerek sıralanmış ve kooperatifçilik ile ilgili teorik bilgiler de göz önüne alınarak tartışılmıştır. Ayrıca daha önce bu konuda yapılan çalışmaların bulguları ile de karşılaştırılarak Tekirdağ ilindeki tarım kredi kooperatiflerinin 32 anket sorusunda ve demografik sorularda analizi ve tarımsal girdi kullanımındaki payı ile ilgili olarak varılan sonuçlar sunulmuştur. Bulgulardan hareket edilerek Tarım Kredi Kooperatiflerinin ortaklarına katkıları ortaya konmuş ve çözüm önerileri tartışılmıştır. Sonuçlar; Tekirdağ ilindeki Tarım Kredi Kooperatiflerinin; genel yapısı ve modern kooperatifçilik anlayışı, tarımsal girdi, genel ihtiyaç, sigortacılık, ürün değerlendirme ve iştirak ürünleri satışı vb. çok amaçlılık faaliyetlerinin hedef kitle ortaklar üzerindeki etki değerlendirmesi, çeşitli grafik ve istatiksel analiz yöntemleriyle yorumlanmıştır. The agricultural structure in our country, small and scattered terrain of modern business unmanaged consist of animal and vegetable production applications, agricultural cooperatives have to, as a balance to be found in agriculture. Moreover, agriculture is never in a free market economy, the balance of the market that might be on the loose, spontaneous is not a sector that can be expected. That's why agriculture accrediting, managing the logic of economic operation of the directing projects, big is a must. However, this important enough not understood, that the deficiencies in the application and removal direction of not revealing the stable politics, industry and information industry and other agricultural and service sectors, pressures to, how to let the issue of the existing market structure has been put forward by various data and identified in this study. It summarized the results obtained during the investigation and theoretical knowledge about the cooperative ranked are also discussed in mind. It has also been previously presented the conclusions regarding the findings of the studies on this issue by comparing the agricultural credit cooperatives in Tekirdag province with a share of 32 survey questions and analysis of demographic questions and the use of agricultural inputs. Results set forth under the light of their contribution to the Agricultural Credit Cooperatives partners and solutions were discussed. Results; In the province of Tekirdag Agricultural Credit Cooperatives; The general structure and the modern understanding of cooperatives, agricultural inputs, general purpose, insurance, product reviews and participate in product sales and so on. multifunctionality audience ratings effect on the activities of the partners was interpreted with various graphs and statistical analysis.

Cumhuriyetin ilk yıllarından bu yana Türkiye ekonomisi içerisinde tarımın payı sürekli azalmakta olup, bu azalışta tarımsal üretimden vazgeçilmesine paralel olarak bitkisel üretim miktarlarındaki düşüşler önemli rol oynamaktadır. Tarımsal üretimden vazgeçilmesinde temel sebep ise uygulanan tarım politikaları çerçevesinde gelirin, üreticiler açısından istenen seviyelerde olmamasıdır.Çalışmada Tarım sektörünün mevcut durumu yanı sıra Türkiye ve dünyada yağlı tohumlar sektörünün tarım sektörü içerisindeki durumu üzerinde durularak, yağlık ayçiçeği tohumu özelinde, 2012 yılı itibariyle son 10 yıllık dönemde bölgesel bazda yurtiçi üretim miktarları ve değişimleri, uluslararası ve iç piyasa fiyat hareketleri ve bu hareketlerin üretim tercihleri üzerine etkileri, tarımda kullanılan girdi maliyetlerindeki değişimler ve bu değişimlerin tarımsal maliyetler üzerindeki etkileri üzerinde durulmuştur. Lisanslı depoculuk, biyoenerji ve arazi toplulaştırma gibi üretici gelirleri üzerinde olumlu etkisi olabilecek faktörler değerlendirilmiştir. Ayrıca ayçiçeği üreticilerinin sosyo-ekonomik yapıları, arazi yapıları, tarımdan elde ettikleri gelirleri, üretim tercihleri ve sürdürülebilirliği ile uygulanan tarımsal politikaları ve tarımsal desteklemelere olan bakış açılarını gösterebilmek adına anket çalışması düzenlenerek sonuçları paylaşılmıştır.Bu çalışmanın, 2012 yılı itibariyle son 10 yıllık dönemde uygulanan tarım politikaları, tarım sektörü girdi maliyetlerindeki değişimler, tarımsal ürün fiyat hareketleri gibi faktörler çerçevesinde yağlı tohumu ve özelde ayçiçeği üreticilerinin mevcut ekonomik ve zirai durumunu ortaya koymanın yanı sıra, yağlı tohum sektör ve üreticilerinin mevcut sorunlarına uygun politikalar geliştirilmesi ve bu sayede mevcut potansiyelin hayata geçirilerek yağlı tohumlar üretim açığının giderilmesine ışık tutacağı düşünülmektedir. Since the beginning years of Turkish Republic, the rate of agriculture in Turkey's economy has been decreasing in permanent as the diminished amount of vegetable yield took an important role parallel with the assigned agricultural production in the case that the income has not been at level which is demanded by producers in accordance with the applied agricultural policies.In this study, the amount and changes of domestic production, peculiar to oil sunflower seed, as of the year of 2012 within last decade on the regional base, the price movements in international and domestic market and influences of these movements on production preferences, the changes in input cost, which is used in agriculture and influences of these movements on agricultural cost has been put emphasized by examining both the available situation of agricultural sector and the situation of oil seeds sector in agricultural sector of Turkey and the world. Besides, such factors which could affect producers' income in positive as the licensed storage, bio-energy and land consolidation have been analyzed.Moreover, a questionnaire has been prepared to emerge sunflower producers' socio-economic and land structure, income which are acquired from agricultural activities, point of views to the production preferences and production sustainability and the applied agricultural policies, agricultural support, results of which have been released in this study.This study which has been aimed at revealing oil seed and the existing specific economic and agricultural situation of sunflower producers in the context of such factors as agricultural policies which were applied as of the year of 2012 within last decade, the changes of input cost in agricultural sector, the price movements of agricultural production, has been considered as guide in order to remove the product deficit of oil seeds production by carrying out available potency thanks to the fact that favorable policies to the existing problems of oil seeds sector and producers could be developed. 143

Ülkemizde genel itibariyle çok sayıda, küçük ve dağınık parçalı işletmelerden oluşan tarımsal yapı, teknoloji ve tarımsal girdilerin verimli ve etkin bir biçimde kullanımını zorlaştırmakta, bu da genel olarak tarım sektöründeki verimliliği düşürmektedir. Bu noktada üreticilerin güçlerini birleştirmeleri, uygun fiyatla girdi temin etmeleri ve ürünlerini değer fiyattan pazarlamaları büyük önem kazanmaktadır. Bu durum ise kooperatifçiliğin ülkemiz tarımı için önemini ortaya koymaktadır. Ülkemizde tarımsal alanda kalkınmanın bireysel faaliyetlerden daha çok karşılıklı dayanışma neticesinde sağlanabileceğinin farkına varılması ile kooperatifçiliğin önemi daha fazla anlaşılmaya başlanmıştır. Bu sebeple tarım alanında faaliyet gösteren üreticilerin örgütlenmelerinin sağlanması son derece önemlidir. Tarım sektörünün ekonominin önemli bir dayanağı haline getirilmesi için, tarımsal girdilerin tedariki, tarım ürünlerinin işlenmesi ve pazarlanmasında çağdaş yöntem ve projelerin geliştirilmesi gerekmektedir. Tarım kooperatifleri bu açıdan üreticilere önemli hizmetler sağlayabilecek organizasyonlardır. Bu çalışmada öncelikle; Tarım Kredi Kooperatifleri'nin genel yapısı, işleyişi, amaçları, çalışma konuları ve başlıca sorunları incelenmiş, bunların Tekirdağ ilindeki Tarım Kredi Kooperatifleri üzerindeki yansımaları ile ortaklarının sorunları ve beklentileri ortaya konulmuştur Ayrıca Tarım Kredi Kooperatifleri'nin ortaklarına sağladıkları girdilerin çeşitleri, miktarları, yıllar içerisindeki değişim oranları belirlenmiş ve diğer girdi pazarlayan kurum ve kuruluşlar ile Tarım Kredi Kooperatifleri çeşitli açılardan karşılaştırılmıştır. Çalışma sonucunda, Tekirdağ ilindeki tarımsal girdi satışlarında, Tarım Kredi Kooperatifleri'nin pazar paylarının kimyevi gübrede % 46,41, zirai mücadele ilaçlarında % 12,37 ve mazotta % 47 olduğu ve Tekirdağ ilindeki tarım kredi kooperatiflerinin Türkiye genelindeki kooperatiflere oranla pazar paylarının daha yüksek oranlarda olduğu belirlenmiştir. Ayrıca özel bayi ve tüccarlarla karşılaştırıldığında, yüksek fiyat ve hizmet kalitesi yetersizliğinin Tekirdağ ilindeki tarım kredi kooperatiflerinin en önemli sorunları olduğu saptanmıştır. Bu sorunların çözümü noktasında ise kooperatiflerin rasyonel birer işletme olarak varlıklarını sürdürebilmeleri ve ortaklara sunulan hizmetlerde uzmanlaşabilmeleri için mutlak suretle dar bölgelerde birleştirilmeleri ve çeşitli alanlarda uzmanlaşmış yeterli sayıda personel ve yeterli araç-gereçle takviye edilmeleri gerektiği sonucuna varılmıştır. As a whole in our country, the agriculture is done by many people consisting of fragmented and scattered agricultural structure, technology and agricultural inputs are difficult to use efficiently and effectively, thus this generally lowers productivity in agricultural sector. At this point, the producers to join forces, to provide their demands affordably and to sell their products worth the market value gains the utmost significance. This situation reveals the importance of the cooperatives for our country's agriculture. The development of agricultural areas in our country is much more appreciated these days by the power of unity rather than individual activities done solely are the resulted in mutual solidarity to acknowledge the importance of the cooperatives that began to be more widely understood. For this reason, the organization and the unity of producers operating in the field of agriculture is extremely important to them. For the agricultural sector of the economy to become one of the foundation stones of gross domestic product, the supply of agricultural inputs, the processing and marketing of agricultural products are in the need of developing contemporary methods and projects. Looking at the picture as a whole agricultural cooperatives are organizations that could provide important services to producers. In this study primarily; the overall structure of Agricultural Credit Cooperatives, functions, objectives, its work areas and the main issues are examined, and with the general reflection on Agricultural Credit Cooperatives in Tekirdağ province, their partner problems and expectations are studied. Additionally the Agricultural Credit Cooperative’s provide input varieties, quantities, the percentile changes over the years have been determined to its partners and on the other hand other input markets, institutions and organizations from various angles were compared with the Agricultural Credit Cooperatives. As a result, in Tekirdağ province agricultural inputs in sales agricultural credit cooperatives market shares of the fertilizer% at 46.41, pesticides% at 12.37 and in fuel was 47% and in Tekirdağ province agricultural credit cooperatives compared to the other ones in Turkey, Tekirdağ ones has market share at higher rate was found. In addition, compared with private dealers and traders, the high price and lack of quality of service of the agricultural credit cooperatives in Tekirdağ province was found to be the most important issues. At the point of to solve those problems, the cooperatives as a rational businesses for their survival and to provide common services as professionals to their partners, they have to specialize in narrow areas and combine their power and hire specialized staff in various fields with adequate tools to reinforce the current system of the Agricultural Credit cooperatives have been found out.
