The energy system is undergoing a major transformation where the dependence on fossil fuels needs to be replaced with solely sources of renewable energy. The increased share of renewable intermittent electricity production, together with urbanization, electrification, and digitalization, creates challenges for the operation security in the electricity system. Moving from a centralized to a decentralized electricity system is considered a solution to face the challenges of the energy system. In EU's Clean Energy Package, the concept of energy communities emerged to achieve decentralized energy systems. Energy communities lack a clear definition, but overall, it can be explained as a collaboration between local stakeholders who produce, consume, and manage their own energy systems to create economic, environmental, and social benefits. In this study, the definition of energy communities is broad and is defined as a local area where electricity is shared between at least two buildings through a direct current grid or virtually through smart meters. As the concept is underdeveloped and lacks a clear enabling framework, the purpose of this study is to investigate how energy communities are developing in Sweden today. The focus of the study is to examine the roles of actors in the development of energy communities and the driving forces they have, the challenges and associated solutions that actors have encountered, and the system benefits that energy communities can contribute to. The results show that roles in an energy community are general and can be taken by different types of actors depending on local conditions, interests and knowledge. Despite the variation of roles, the roles of an aggregator, knowledge bank, and a project manager are essential for the development of energy communities. The drivers for developing energy communities are closely linked to the project manager and their internal goals within the organization. Drivers are largely dependent on the roles of the actors within the energy community, where for example electricity grid companies’ focus on creating a system perspective of the energy community's position and role in the energy system. In summary, the results show that the biggest drivers are to reduce electricity grid costs and to balance load of the electricity grid. Several different types of challenges are mentioned by the interviewees, where the challenges can be divided into technical, economic, social, and legislative. The most debated challenge in literature and in the interviews are legislative challenges, where legislation is considered unclear by most interviewees. Important solutions that are mentioned are to create consensus and cooperation between actors and to follow the development to understand the opportunities and consequences of energy communities. The system benefits that energy communities can create for the electricity system are, based on the literature and on the results from the survey and interview study, difficult to define. Several projects are still under development, which means that system benefits have not yet been documented and therefore rely heavily on thoughts about future development. Common system benefits mentioned in this study are that energy communities can relieve the main electricity grid by a decrease in power outtake and providing flexibility services as well as increasing the total share of renewable energy sources.

Med bakgrund av de klimatförändringar som har observerats och klimatfrågans nära koppling till energisystemet är en omställning till ett hållbart energisystem av stor betydelse. Klimatförändringar sker på global nivå och det är därför viktigt att aktörer arbetar tillsammans för att minska utsläppen av växthusgaser och når politiska mål, så som Förenta Nationernas mål att den globala temperaturökningen ska hållas så långt under 2 grader Celsius som möjligt. Utifrån denna bakgrund har syftet med uppsatsen varit att undersöka vilken roll svenska kommuner har i omställningen till ett hållbart energisystem. Svenska kommuners möjlighet att påverka omställningen av energisystemet har delats in i den egna verksamheten, egna bolag, det lokala näringslivet, kommunens medborgare och genom samverkan. Rapporten har avgränsats till att undersöka det lokala näringslivet samt invånarna i kommunen. Även samverkan som är kopplad till dessa två områden har varit en del av uppsatsen. Inom arbetet har en litteratursökning och en intervjustudie genomförts. Litteratursökningen har använts för att skapa en vetenskaplig grund samt en kontext till ämnet. I intervjustudien har intervjuer genomförts med representanter från åtta svenska kommuner. Urvalet har varit strategiskt och baserats på Sveriges Kommuner och Landstings indelning av kommuner i tre huvudgrupper; A, B och C. De kommuner som har intervjuats är Stockholms stad och Malmö stad från grupp A, Linköpings kommun, Umeå kommun och Eskilstuna kommun från grupp B och Piteå kommun, Mora kommun och Markaryds kommun från grupp C. Intervjustudien har resulterat i en beskrivning av arbetet med omställningen av energisystemet i vardera kommun. Det har framkommit att kommuner har en viktig roll i Sveriges arbete med en omställning till ett hållbart energisystem och att aktörer på lokal och regional nivå, så som kommuner, har medverkat till minskade koldioxidutsläpp i Sverige. Kommuner har i sin roll möjlighet att påverka sin egen verksamhet och sina bolag såväl som andra aktörer som kommunens medborgare och näringsliv. De kan även påverka genom samverkan med andra aktörer. I arbetet riktat mot medborgare och näringsliv har kommuner möjlighet att använda sig av verktyg som strategiska dokument, ägardirektiv, planarbete, kommunal energi- och klimatrådgivning, medel och stöd samt samverkan. De kan även använda sig av styrmedel och nudging för att skapa incitament för medborgare och näringsliv att agera i en riktning som är önskvärd för kommunens mål och visioner. Analysen visar att de verktyg som kommuner främst lyfter i arbetet riktat mot medborgare och näringsliv är den kommunala energi- och klimatrådgivningen och näringslivsnätverk. Som framtida möjligheter och utmaningar ses bland annat kommuners uppmärksammande av medborgarnas och näringslivets roll samt inkluderandet av dem i energiomställningen. Det kommunala självstyret och balansen mellan lokal anpassning och samverkan är en annan viktig faktor för kommuners arbete. Det finns även möjligheter för kommuner inom nya områden som konsumtion och resurser samt nudging. Kommunerna ser själva utmaningar i brist på resurser och lokal anpassning utifrån nationell nivå. Det är även viktigt för kommuners arbete att dess förutsättningar behålls konsekventa över tid. A transition towards a sustainable energy system is of great importance given the climate changes which have been observed and the close link between climate changes and the energy system. Climate change is affecting the planet on a global level and it is therefore of vital importance that actors work together to reduce greenhouse gas emissions and achieve political goals, such as the United Nations' goal which state that the global temperature increase should be kept well below 2 degrees Celsius. Given this background, the aim of the thesis has been to analyse the role of Swedish municipalities in the transition towards a sustainable energy system. The ability for Swedish municipalities to influence the transition has been divided into five areas; their own operations, their own companies, the local business sector, citizens and through cooperation. This thesis has focused on municipalities’ work addressing citizens and the business sector. Cooperation associated with citizens and businesses has also been included in the thesis. A literature search and an interview study were used as methods for data collection. The literature search has been conducted to generate a scientific foundation and give a context to the thesis. In the interview study, interviews were held with representatives from eight Swedish municipalities. The selection of municipalities has been strategic and based on The Swedish Association of Local Authorities’ division of municipalities into three main groups; A, B and C. The municipalities that have been interviewed are the City of Stockholm and the City of Malmö from group A, Linköping Municipality, Umeå Municipality and Eskilstuna Municipality from group B and Piteå Municipality, Mora Municipality and Markaryd Municipality from group C. The interview study has resulted in a description of the work related to the transition of the energy system in each municipality. It has been concluded that municipalities have an important role in Sweden's transition to a sustainable energy system. Furthermore, it has been indicated that actors at a local and regional level, such as municipalities, have contributed to reduced carbon dioxide emissions in Sweden. In their role, municipalities have the opportunity to influence the energy system through their own operations and their companies as well as other actors such as the local citizens and business sector. They are also able to influence the energy system through cooperation with other actors. In the work addressed to citizens and the business sector, the municipalities are able to use tools such as strategic documents, owner directives, physical and economic planning, municipal energy and climate advisors, means and support, and collaboration. They can also use policy instruments and nudging to create incentives in line with municipal targets and visions. The analysis shows that the municipalities mainly emphasized municipal energy and climate advisors and business networks as the tools they use in their work addressed to citizens and the business sector. One of the future opportunities and challenges is the municipalities' consideration to the role of citizens and businesses and their inclusion in the energy transition. Municipal self-government and the balance between local adaptation and collaboration are other crucial factors. Opportunities have also been observed by exploring topical areas such as consumption, resources and nudging. The main challenges seen by the municipalities are lack of resources and local adaptation from a national level. It is also important that their prerequisites are maintained consistently over time.

Sala Silvergruva AB är ett av många företag som just nu kämpar med höga energi-kostnader. Denna rapport undersöker vilka möjligheter det finns att skapa ett hållbart energisystem i Sala Silvergruva med avseende på ekonomi, miljö samt sociala aspekter. Rapporten undersöker nio tekniker; vindkraft, vattenkraft, solfångare, solceller, pelletspannor, värmepumpar, effektivisering samt lagring av värme från växthus respektive fjärrvärme. Dessa analyseras var för sig med utgångspunkt i tio krav som speglar hållbarhetsaspekterna. I samband med analysen ges rekommendationer angående investering i respektive energilösning. Rapporten mynnar ut i en resultatskarta där det tydligt framgår vilka krav de olika teknikerna uppfyller. Den följande diskussionen leder fram till en slutsats som presenterar vilka åtgärder som bör vidtas i syfte att skapa ett uthålligt energisystem för Sala Silvergruva AB. Pelletspannor och värmepumpar visar sig i nuläget vara de mest uthålliga tekniklösningarna. På grund av husens ålder och egenskaper bör även energieffektiviserande investeringar göras. Eventuella investeringar beräknas vara återbetalda inom 1-5 år. Det finns finansiella incitament för det lokala energiföretaget Sala-Heby Energi AB att bygga ett fjärrvärmelager i gruvan. En sådan lösning visar sig skapa nytta för såväl Sala Silvergruva AB som regionen i helhet. Återbetalningstiden för Sala-Heby Energi blir mellan 4 till 12 år vid en investering, beroende på lagerstorlek. Sala Silvergruva AB is one of many companies currently struggling with high energy prices. This thesis examines what possibilities there are to create a sustainable energy system for Sala Silvergruva considering economics, environment and social aspects. The report examines nine technologies; wind power, hydropower, solar capture, solar cells, pellet boilers, heat pumps, energy efficiency and storage of heat from greenhouses or district heating. These technologies are analyzed from ten different aspects representing the sustainability demands. In the analysis recommendations are given according investment to each technology. The thesis culminates in a result map which clearly indicates what requirements the various techniques fulfill. The following discussion will lead to a conclusion that present the steps to be taken in order to create a sustainable energy system for Sala Silvergruva AB. Pellet boilers and heat pumps show to currently be the most resilient solutions. Due to the age and properties of the houses energy-efficiency investments should also be made. These investments are expected to be repaid in 1-5 years. There are financial incentives for the local energy company Sala-Heby Energi AB to build storage for district heating water in the mine. Such a solution is found to create benefits for both the Sala Silvergruva AB region as a whole. Payback time for the investment is for Sala-Heby Energi AB between 4 to 12 years, depending on size of the storage.

A transition to a sustainable energy system is urgent due to climate change, on global level and in Sweden. For this transition, wind power plays an important role. According to Swedens national strategy for wind power, the County Administrative Boards were suggested to, in close collaboration with the municipalities, derive expected shares of wind power in order to reach the goal of 100 TWh wind power to year 2040. Simultaneously, wind power can entail social and ecological impacts, among these landscape impacts, noise and flickering shadows, which can affect residential areas, cultural values and recreation. Also reindeer husbandry can be affected. Ecological impacts can be habitat loss and fragmentation as well as collisions with birds and bats, impacting on biological diversity. Wind power development can also create jobs and thus contribute to local and regional economy. In order to develop useful planning support for wind power planning, the current planning practice and permitting process needs to be investigated concerning which aspects of sustainability that are taken into account, factors that are used, and trade-offs that are made between sustainability goals. In addition, planning support tools need to be developed, that can integrate different sustainability goals and work as a dialogue tool in the planning process. A methodology that can be useful in this context is Spatial Multi-Criteria Analysis (SMCA). There are though several challenges associated with using SMCA in real-world planning contexts, where further method development and adaption is needed to increase its applicability. The overall aim of the project “Regional planning support for wind power” (REWIND) was to investigate wind power planning and methods for planning support, to find opportunities for development, where the regional level plays an greater role, providing competence, data, knowledge and coordination. In this way, suggestions can be made on how regional support for wind power planning can be developed to efficiently strengthen municipal planning, acceptance and sustainable regional growth. The project consisted of two interacting parts with a common final discussion. The goal for Part 1 in the project was to investigate the current planning practice and legislation through analysis of municipal policy documents and guiding judgements. Thus, we investigated which sustainability aspects and factors that were considered, with a special focus on the spatial dimension. As well, we investigated trade-offs between sustainability goals in planning and court cases. The goal for Part 2 in the project was to develop a methodological framework for SMCA, as planning support for terrestrial wind power on regional and municipal level in Sweden. The project used a selection of existing methods from SMCA that were adapted and combined with new methods. These were integrated as parts of the REWIND tool, for increased applicability in the planning process. The method development concerned a) a GIS-based tool for more flexible creation and aggregation of the spatial indicators for the factors, b) a new method for weighing of factors, and c) a new method for conflict mapping. The REWIND tool was applied in two case studies in the counties Västernorrland and Västra Götaland, where the methods were tested in collaboration with selected actors. Finally, Part 1 and 2 were integrated in a common discussion, together with a focus group interview with municipal officials. The interview concerned wind power planning and related sustainability perspectives as well as the possibilities of SMCA to strengthen regional and municipal planning and collaboration. The methodology included both qualitative and quantitative methods, in the form of literature reviews, interviews, focus group discussions, as well as case studies with application and method development of SMCA in dialogue with stakeholders. Scientific literature was reviewed targeting planning of wind power, its preconditions and effects on different sustainability targets, as well as methods and applications of SMCA in planning contexts. Swedish wind power plans and judgements were analysed, to understand which factors were involved and how they were treated, trade-offs between sustainability goals, and problems and opportunities for sustainable wind power planning. From the results, together with interviews for understanding significance and treatment of selected factors, such as the electricity grid, the REWIND framework was developed. It consists of a selection of existing SMCA methods together with new methods developed within the project; for deriving spatial indicators, weighing and conflict mapping. Method development and application was carried out with the help of the case studies in Västernorrland and Västra Götaland counties, including involvement of stakeholders through focus group discussions. About two-thirds of the Swedish municipalities have carried out some form of wind power planning, even if these to varying degrees have become outdated. We found that the main themes that are balanced against wind power in wind power plans and judgements are noise, landscapes, cultural environment, outdoor recreation, nature conservation, reindeer husbandry, and defence. Themes that appear to be especially difficult to handle are those that concern reindeer husbandry and defence, but also possibilities to connect to the electricity grid. There is a great variation within wind power planning concerning how the spatial analysis is organised, themes that are included and how they are treated, as well as trade-offs between wind power and other sustainability aspects. The analysis of judgements indicate that the comprehensive plan is often considered in the assessment of permit applications. Thus, more updated and well informed municipal plans would be a help as decision support also in the permitting process. Concerning SMCA, there are several challenges related to its integration in realworld planning contexts. Challenges that emerged through the focus group discussions were, among other, knowledge and data gaps, difficulties in identifying factors and their spatial indicators on different scales, standardisation of spatial indicators, weighing of factors and aggregation of their spatial indicators that to some extent can hide conflicts, and control of the weighing. The REWIND framework consists of three steps, 1) scoping, 2) design of planning alternatives, and 3) evaluation. The GIS-based REWIND tool was developed to enable creation and change of spatial indicators for the factors. A relatively simple but systematic weighing method was developed, the Ranking-Rating (RR) method, which allows a transparent integration of the stakeholders input with the target to get weights that represent their view on the factors’ importance. In addition, the understanding of the meaning of the weights can increase through comparisons with the planning tree, which gives an instant overview of different dimensions of sustainability. A method for conflict mapping was also developed, in order to enable elimination of areas with high conflict between factors. These new methods were integrated in the REWIND framework. The general overview of wind power planning that emerged in the study is, that it can be difficult to handle the complex technical-economic, social and environmental challenges in municipal planning and decision making. Simultaneously, there is a need for a more continuous and proactive wind power planning. Possibilities to strengthen this could be financial support and through regional collaboration processes together with the municipalities, in order to strengthen their capacity for wind power planning. This could include a collaboration platform where municipal initiatives and planning processes can interact with counties and regions, for knowledge building and exchange of experience. SMCA can be part of such a platform, as a useful tool for integration and trade-off of relevant knowledge and interests, in a systematic and transparent way. This could increase the possibilities to interact with the planning processes for the electricity grid, as well as facilitate knowledge and capacity building including dialogue with key actors of the defence interests, reindeer husbandry, and other. Such a collaboration platform could also strengthen the inter-municipal cooperation as well as the handling of areas of national interest and trade-offs between these. This can contribute to development of a more coordinated and sustainable wind power planning, with potential to, in the long run, form part of a more cohesive landscape planning and sustainable development of the energy system in Sweden. In the middle of Australia there is a city called Alice Springs. The city has one of the highest amounts of daily sunshine hours and sun irradiation in the world. The Australian Government runs a project called Solar Cities, and Alice Springs is one of the participators. The main part of the goal with the Solar Cities project is to increase the amount of electricity generated by solar power and by doing that lower the impact on the environment. This thesis examines the possibilities for construction of a large scale solar power plant in Alice Springs. This is done to determine the potential of creating a more sustainable energy system in the city. Two different types of solar power methods are compared, solar cells and Stirling systems. One specific model of each two solar power method is selected. Calculations with respect to efficiency, costs and environmental impacts are made for each solar power method. The credibility of the results is analyzed by changes in the input used for the calculations and comparisons with results from other projects. Comparisons are made between the two different solar power methods based on the results of the calculations. Eventually, conclusions are presented about a construction of a large scale solar power plant in Alice Springs. The result shows that the potential of creating a more sustainable energy system in Alice Springs, by constructing a large scale solar power plant, is considered to be great. The results obtained by the calculations indicates that both types of solar power systems are economical profitable, and at the same time lower the amount of carbon dioxide emissions heavily. Differences in the results retrieved from the calculations of the solar power plants are small. The power plant consisting of solar cells generates 80,6GWh/year and the one consisting of Stirling systems 77,4GWh/year. In addition calculation shows a lowering of carbon dioxide emissions during generation of electricity by 22-34 % for the solar cell plant, and 18-30 % for the Stirling system plant, depending on which of the fossil fuels that are replaced. The payback time of the investment is calculated to 17 years for the Stirling system plant and 18 years for the solar cell plant. Both types of solar power plants have different benefits and disadvantages, and the difference between the results is small. Changes in the input used for the calculations highly influences the results between the solar power plants. It is therefore, based on this study, impossible to determine which kind of the solar power plant that would provide Alice Springs with the best conditions in sustainable energy perspective. Störningsräkningarna visar dessutom att små skillnader i indata har stor inverkan på resultatet mellan de två solkraftsparkerna. Det är därför utifrån denna studie omöjligt att fastställa vilken av solkraftsparkerna som ger Alice Springs de bästa förhållandena ur ett hållbart energiperspektiv.

För att möta problem med ökande klimatförändringar kan fjärrvärmen ha en betydande roll ur både en svensk och en internationell kontext. Samtidigt står svenska fjärrvärmebolag inför betydande utmaningar då värmepumpar blir ett allt vanligare val för att möta uppvärmnings- och tappvarmvattenbehovet, tillgången till avfall och biomassa som bränsle förutspås bli mer begränsad och byggnaders uppvärmningsbehov blir allt lägre. För att fjärrvärme ska fortsätta vara ett konkurrenskraftigt och hållbart alternativ för att möta uppvärmnings- och tappvarmvattenbehovet har konceptet fjärde generationens fjärrvärme (4GDH) tagits fram. 4GDH karaktäriseras av lägre nättemperaturer, fler förnybara energikällor för fjärrvärmeproduktion samt ökad integrering med andra delar av energisystemet. I detta examensarbete har dels möjligheter med att arbeta mot 4GDH i Borlänge Energis fjärrvärmenät undersökts och dels har potentialen med att uppnå ett hållbart energisystem genom att konvertera existerande svenska fjärrvärmenät till 4GDH undersökts. Examensarbetets fokus har primärt legat på den aspekt av 4GDH som innebär lägre nättemperaturer. Beräkningar på Borlänges fjärrvärmenät visar att det finns fördelar med att sänka nättemperaturen i form av (1) ökad elproduktion i kraftvärmeverk (KVV), (2) effektivare rökgaskondensering samt (3) mindre värmeförluster. Störst kostnadsbesparingar och undvikta CO2-utsläpp erhålls genom effektivare rökgaskondensering följt av minskade värmeförluster. Den ökade elproduktionen i KVV medförde små kostnadsbesparingar och undvikta CO2-utsläpp i förhållande till tidigare nämnda faktorer. Simulering av Borlänges fjärrvärmenät i dagsläget och med 4GDH visade på att 4GDH skulle kunna leda till att en stor mängd drifttimmar undviks i Borlänge Energis avfallseldade hetvattenpanna samtidigt som fjärrvärmesystemet blir oberoende av fossila bränslen. Detta innebär stora undvikta CO2-utsläpp men grundat i att avfallsförbränning är en tjänst som fjärrvärmebolag får betalt för i dagsläget leder det totalt sett till en ökade bränslekostnader för Borlänge Energi. Vid analys av kunder i Borlänges fjärrvärmenät valdes fem fastigheter ut som till stor del uppfyllde framtagna kriterier för att en fastighet skulle lämpa sig väl för 4GDH. Av dessa var tre fastigheter planerade byggnationer och två befintliga fastigheter. Av de presenterade tekniska lösningarna fanns endast tydlig ekonomisk lönsamhet, miljönytta och teknisk möjlighet i ett av fallen, där majoriteten av fastighetens fjärrvärmebehov kunde täckas av returvärme tack vare låga temperaturkrav. I två andra fall kunde ekonomisk lönsamhet och miljönytta konstateras men dessa krävde investeringar av externa aktörer för att tekniskt möjliggöras. I de övriga två fallen begränsades den ekonomiska lönsamheten och tekniska möjligheten av ett begränsat flöde i närliggande returledningar som föreslogs användas som framledning för lösningarna. De långsiktiga fördelarna med 4GDH indikerade att det är ett angreppssätt man på sikt bör jobba vidare med i Borlänge eftersom det kan bidra till att uppfylla kommunala miljömål. Samtidigt visade de studerade kundfallen att det finns tydliga hinder för implementering av 4GDH trots att fastigheter bedöms väl lämpade för att nyttja lågtempererad fjärrvärme. Således drogs slutsatsen att 4GDH främst bör implementeras i form av större sekundärnät vilket kräver samordning av ett flertal aktörer och långsiktig planering. För att stödja Borlänge Energis arbete mot 4GDH togs en handlingsplan fram med rekommenderade åtgärder i dagsläget, på fem till tio års sikt och på längre än tio års sikt. För att avgöra potentialen med 4GDH i svenska fjärrvärmenät generellt nyttjades resultat från beräkningar och simuleringar av Borlänges fjärrvärmenät för att simulera fyra typiska svenska fjärrvärmenät med olika produktionsmixar. Simuleringarna visade på att 4GDH i samtliga fall ledde till kostnadsbesparingar och undvikta CO2-utsläpp samtidigt som tillförseltryggheten ökade. Simuleringarna indikerade på att fjärrvärmenät där restvärme eller biomassa är de primära energikällorna främst drar fördel med 4GDH i form av minskade bränslekostnader medan fjärrvärmenät där avfall eller fossila bränslen är primära energikällor drar större fördel i form av undvikta CO2-utsläpp. Resultaten från detta examensarbete visade att potentialen för att uppnå ett hållbart energisystem genom att konvertera svenska fjärrvärmenät till 4GDH är god. Beroende på vilken typ av svenskt fjärrvärmenät det är bör policys och styrmedel anpassas för att gynna en utveckling mot 4GDH, extra betydande är detta i fjärrvärmenät där avfallsförbränning står för en betydande del av fjärrvärmetillförsel. Generellt kan arbete mot 4GDH påbörjas på ett förhållandevis likvärdigt vis i svenska fjärrvärmenät, därför presenteras en generell metodik för hur svenska fjärrvärmebolag kan initiera en omställning mot 4GDH. To face the emerging climate crisis, district heating could play an important role both in Sweden and internationally. Meanwhile, Swedish district heating companies are facing major challenges as heat pumps become more common to meet the heating and domestic hot water demand in buildings, the availability of waste and biomass as fuel is predicted to be limited and the heating demand of buildings is reducing. In order for district heating to maintain a competitive and sustainable alternative to meet the heating and domestic hot water demand in buildings, the concept of the fourth generation of district heating (4GDH) has been created. 4GDH is characterized by lower temperatures in the district heating network, more renewable energy sources used for heat production and increased integration with other parts of the energy system. In this master thesis, the possibilities with working towards 4GDH in Borlänge Energi’s district heating network has been evaluated. Also, the potential of achieving a sustainable energy system by converting existing Swedish district heating networks to 4GDH has been examined. The focus of the master thesis has primarily been on the aspect of 4GDH considering lower network temperatures. Calculations show benefits with lower temperatures in Borlänge Energi’s district heating network such as (1) increasing electricity production in the combined heat and power plant (CHP), (2) more efficient flue gas condensation and (3) decreased heat losses. The largest reductions of costs and CO2 emissions are obtained from more efficient flue gas condensation followed by decreased heat losses. The increased electricity production in the CHP plant resulted in smaller reductions of costs and CO2 emissions compared to the above-mentioned factors. Simulations of a scenario where 4GDH is fully implemented in Borlänge, shows that 4GDH could lead to a lot of operating hours being avoided in the waste-fuelled hot water boiler and the district heating network being independent of fossil fuels. This means significant reductions of CO2 emissions but due to that waste incineration is a service that district heating companies gets paid for the total costs of fuel are increased. When analysing customers in Borlänge Energi’s district heating network, five buildings were selected that largely fulfilled presented criterions for a building to suit well in a 4GDH system. Of these five buildings, three were planned buildings and two were existing. Of the presented technical solutions, there were only economic and environmental benefits with few technical barriers in one case. In this case, the heating and domestic hot water demand could mainly be covered by return heat owing to low temperature requirements. In two other cases, the economic and environmental benefits depended heavily on investments by external actors to be technically feasible. In the remaining two cases, the economic benefits and the technical feasibility was limited due to a limited flow in nearby return pipes which were proposed to be used as supply pipe to the buildings. The long-term benefits with 4GDH indicated that it is an approach that should be continued with in Borlänge in the long term as it can contribute to reaching municipal environmental targets. However, the studied customer cases showed significant barriers to implementing 4GDH, although the buildings were assessed to be suited well for using low-tempered district heating. Thus, it was concluded that 4GDH should mainly be implemented by building larger low-tempered secondary networks. This requires coordination of multiple actors and long-term planning. To support Borlänge Energi’s work towards 4GDH, an action plan was presented with recommended measures today, in five to ten years’ time and in more than ten years’ time. To generalize the results from Borlänge on a national level, the results from calculations and simulations of Borlänge Energi’s district heating network were used to simulate four typical Swedish district heating networks with different production mixes. The simulations showed that 4GDH in all cases led to reductions of costs and CO2 emissions and increased security of supply. The simulations indicated that district heating networks where residual heat or biomass is predominantly used mainly benefits from 4GDH through cost reductions, while district heating networks where waste or fossil fuels are predominantly used mainly benefits from 4GDH through reduced CO2 emissions. The results of this thesis shows that the potential of achieving sustainable energy systems by converting Swedish district heating networks to 4GDH is high. Depending on the characteristics of the district heating network, policies and instruments should be adjusted to support a development towards 4GDH. This is especially important in district heating networks where waste incineration is a major source of the district heating supply. However, work towards 4GDH could generally be initiated in a relatively similar way in Swedish district heating networks. Therefore, a general method for initiating a transition towards 4GDH was presented

Energy efficiency has made great progress in today’s technologies to contribute to a better environment and increasingly sustainable energy system. In this work will the biggest focus be to make the rotational speed sensor more energy efficient. The overall purpose in this work is to see if the implementation of the SparkFun RedBoard Artemis card together with the Bosch BMI 270 gyro sensor could be an energy efficient system to respect of the Bosch BMG-250 gyroscope and the Rigado BMD-350 development board that has been used in a previous work. In the report was a method used to measure the current and energy consumption that occurred when the development board and gyroscope sensor was working. In this method did also a analyze went for to see if a difference occurred at current and energy consumption of the development card when the complete system was communicating with eighter I2C or SPI communication. Another method that has performed in this work, was to see how much current that has been consumed when a varying amount data that have used the buffer of the Bluetooth module. The result from this work showed that the SparkFun RedBoard Artemis development card together with the Bosch BMI-270 gyroscope sensor did consume considerably more energy compared to the result that was expressed in the previous work. Also did the result show that the current consumption was the same regardless to how much data that was used in the Bluetooth modules buffer. The work concluded that the development card SparkFun RedBoard Artemis together with the Bosch BMI-270 MEMS gyroscope sensor would not be imagine to be an energy efficient system regardless to the units that was used in the previous work. Energieffektiviteten har gjort stora framsteg inom dagens teknologier för att bidra till en bättre miljö och allt mer hållbart energisystem. Inom detta arbete läggs störst fokus på att energieffektivisera ett inbyggt sensorsystem som används för att trådlöst mäta rotationshastigheter. Det övergripande syftet för arbetet är att se om implementeringen av SparkFun RedBoard Artemis kortet tillsammans med Bosch BMI 270 gyrosensorn skulle kunna vara ett energieffektivt system till avseendet av gyroskopsensorn Bosch BMG-250 och utvecklingskortet Rigado BMD-350 som användes inom ett tidigare arbete. I rapporten användes en metod för att mäta fram den ström samt energikonsumtion som förekommer när utvecklingskortet och gyrosensorn arbetar. Inom denna metod undersöktes det även om det förekom någon skillnad på utvecklingskortets ström samt energiförbrukning när den kompletta konstruktionen kommunicerar med antingen I2C eller SPI kommunikation. Byggnaders energianvändning påverkar hela energisystemet. Att välja klimatmässigt gynnsamma energilösningar och renoveringsstrategier i byggnadsbeståndet är därför en viktig del i omställningen till ett mer hållbart energisystem. Det har länge saknats praktiska verktyg som bygg- och fastighetsbranschen kan använda för att analysera klimatprestanda för olika energilösningar och som tar hänsyn till interaktionen med energisystemet. Projektet har utvecklat ett verktyg för att beräkna hur en förändring i byggnadens energianvändning (el, värme, kyla, bränslen) påverkar utsläpp av växthusgaser med hänsyn tagen till interaktionen med energisystemet. Verktyget kallas Tidstegen och bygger på en metod som har utvecklats i olika forskningsprojekt. Metoden tar hänsyn till när i tiden byggnaden använder och/eller producerar el, värme och kyla och energisystemens utveckling över tid. Det är konsekvensen av en förändring som analyseras. Detta brukar kallas miljöbedömning i beslutsperspektiv eller konsekvensanalys och är en vedertagen metodik i livscykelanalys. Analysen av energisystemet inkluderar konsekvenser som uppstår både i det lokala fjärrvärmesystemet och i det nordeuropeiska elsystemet. Verktyget innebär att det nu finns ett hjälpmedel för klimatmässigt mer välgrundade beslut vid renovering och nybyggnation av fastigheter. Det kan användas av t.ex. fastighetsägare, konsulter, kommuner eller byggherrar som ett av flera beslutstödsverktyg vid planering av både energieffektiviseringsåtgärder och lösningar för egen produktion av förnybar el, värme eller kyla i eller på byggnaden. I verktyget Tidstegen jämförs energiåtgärder för en byggnad mot en referensbyggnad utan åtgärderna installerade. Verktyget kan även användas av energiföretag för klimatbedömning av exempelvis olika investeringar i fjärrvärmenäten. Konkret går beräkningen till så att användaren matar in energidata (producerad och använd el, värme och kyla) i verktyget, dels för en referensbyggnad, dels för ett antal fallstudier som ska analyseras. Referensbyggnad kan vara befintlig byggnad vid upprustning och basalternativet vid nybyggnad och läggs in av användaren i verktyget. Dessa data bör vara timupplösta. Om byggnaden är kopplad till ett fjärrvärmenät, väljer användaren detta fjärrvärmenät om det finns inlagt i verktyget. Annars är tanken att det lokala energibolaget matar in sina fjärrvärme¬data enligt en särskild metod. Initialt kommer det även att finnas tre typnät med fjärrvärme, litet, medelstort och stort, att välja om det saknas lokala data. Elsystemet (Nordeuropa) är redan inlagt i verktyget med tre framtids¬scenarier och uppdateras centralt. Verktyget beräknar sedan skillnaden i klimatpåverkan mellan varje fallstudie och referensbyggnaden och redovisar resultaten i siffror, diagram och staplar. Beräkningarna beaktar i nuläget enbart energianvändning och energiomvandling under driftsfasen. Energianvändning för produktion av byggnadsmaterial och liknande har inte ingått i projektet. För detta finns andra verktyg, såsom Byggsektorns Miljöberäkningsverktyg BM (IVL, 2019). Det pågår just nu ett flertal aktiviteter där ett verktyg likt Tidstegen skulle vara mycket användbart. Nyttan för bygg- och fastighetsbranschen är bland annat att i tidigt skede kunna planera energilösningar ur klimatperspektiv och att de bättre kan se konsekvenserna av olika val, även om energiomvandlingen sker utanför Sveriges gränser. Energibolagen ser nyttan i att klimatsmarta beslut i bebyggelsen kommer att hjälpa energisystemet att också utvecklas i rätt riktning, och som hjälp behövs verktyg och miljöbedömningsmetoder som Tidstegen. De faktiska konsekvenserna av en åtgärd är alltid osäkra. Tidstegen uppskattar konsekvenserna med hjälp av modeller, vilka alltid är förenklingar av den komplexa verkligheten. Resultat från verktyget Tidstegen kommer också av vissa aktörer troligen uppfattas som kontroversiella och resultaten är inte alltid intuitiva. Den här typen av systemeffekter bör hellre ses som indikativa och användas för att få ökad förståelse för de system som byggnaden är kopplad till, snarare än att räkna exakt vad olika energilösningar innebär för klimatpåverkan. För bred användning av verktyget krävs samtidigt att det är så användarvänligt och buggfritt som möjligt. Nästa steg är därför att testa verktyget i några pilotprojekt. I takt med att ny kunskap och nya data genereras kommer verktyget också att behöva uppdateras för att inte bli inaktuellt. Efter att pilotprojekten genomförts kommer verktyget att finnas tillgängligt på IVL:s hemsida. The energy use of buildings affects the entire energy system. Choosing climate-friendly energy solutions and renovation strategies in the building stock is thus an important part of the transition to a more sustainable energy system. The construction industry and the real-estate sector have been lacking practical tools to assess the climate implications of different energy solutions in buildings, accounting for the interaction with the energy system. We developed a tool for calculating the climate impact of a change in a new or rebuilt building, taking into account the interaction between the building and the overall energy system, regarding greenhouse gas emissions. The tool is called Tidstegen and is based on a methodology that has been developed in several research projects. The methodology takes into account the point in time when the building uses and/or produces electricity, heat and cooling, and also the development of the energy systems over time. It analyzes the consequences of changes. This is usually referred to as an environmental assessment from the decision perspective or consequential assessment. It is an established approach in life cycle assessment. The calculations include consequences that occur in the local district heating system and also in the North European electricity system. The Tidstegen tool allows for making more informed decisions when renovating and building new properties. It can be used by, e.g., property owners, consultants, municipalities or builders as one of several decision-support tools when making decisions on energy efficiency measures or investments to produce renewable electricity, heating or cooling at, on, or in the building. In the tool Tidstegen you compare a building with energy measures to a reference building, which is similar but without the measures being installed. The Tidstegen tool can also be used by energy companies for the climate assessment of, for example, different investments in their district-heating networks. The user of the tool feeds it with energy data (on produced and used electricity, heating and cooling) for the reference building and for each of the case studies to be analyzed. The reference building, which could be a current building in the case of retrofitting or a base alternative in the case of new construction, is entered by the user. Energy data should have a high time resolution, where hourly data is preferred. If the building is connected to a district-heating network, the user selects this district-heating system if it is available in the tool. Otherwise, the idea is that the local energy company adds new district-heating data in the tool according to a specified method. Initially there will be three modelled district-heating grids available in the tool, a small, a middle-sized and a large, if local data is not available. Data on the electricity system (North European) is already in the tool with three future scenarios that are updated by the coordinators of the tool. The tool then calculates the difference in climate impact between each case study and the reference building and presents the results in numbers, diagrams and bars. The calculations currently only consider energy use and energy conversion during the operational phase. Energy used to produce building materials has not been included in the project. For this there are other tools available. There are currently several activities where a tool like Tidstegen would be very useful. The benefits for the construction and real estate industry are, among other things, that they are able to plan energy solutions from a climate perspective at an early stage and that they can better see the consequences of different choices, even if the consequences of energy conversion occur beyond the borders of Sweden. Energy companies see the benefit in that climate-smart decisions in buildings will help the energy system to develop in a sustainable direction. To accomplish that, tools and environmental assessment methods like the Tidstegen are needed. The actual consequences of a measure are always uncertain. Tidstegen estimates the consequences with models, which are always simplifications of the complex reality. Results from the tool Tidstegen will also probably be considered controversial for some, and the results are not always intuitive. This type of system effects should rather be seen as indicative and used for increased understanding of the systems to which the building is connected, rather than counting the exact climate impact for different energy solutions. A widespread use of the tool, however, requires that it is user-friendly and free of bugs. Our next step is therefore to test the tool in several pilot projects. As new knowledge and new data are generated, the tool will also need to be updated to avoid becoming outdated. After the pilot projects have been carried out the tool will be available on IVL:s webpage. Energy use in buildings accounts for a large part of the world's energy demand and has an importantimpact on the future's sustainable energy system. Geo-energy and district heating and district coolingsystems have become an increasingly common method for heating and cooling buildings around theworld. In order to effectively heat or cool a building, it is crucial that the supply temperature and roomtemperature are close to each other in order to reduce energy losses and energy use. To achieve this, theroom units must be able to maintain thermal comfort in buildings when using these temperatures. In thisthesis, a literature study has been conducted to identify and compile which room units are used inbuildings. A model has been built in IDA ICE to simulate and evaluate thermal comfort when using theroom units found in the literature study. The purpose of this thesis is to provide an overall picture ofwhich hydronic room units are available for buildings and to evaluate the room units with regard tothermal comfort when using supply temperatures close to room temperature. The main results indicatethat room units with high proportion of radiation and capacity with scaling ability provide the bestthermal comfort. Furthermore, the results show that it is possible to maintain thermal comfort in amodern office building with most of the room units when using supply temperatures close to roomtemperature. Finally, the result shows that the need of cooling, in a modern office building located inStockholm, can be covered with all room units using high temperature cooling. Energianvändningen i byggnader står för en stor del av världens energikonsumtion och har en viktiginverkan på framtidens hållbara energisystem. Geoenergi och fjärrvärme och fjärrkyla har blivit en allt mervanlig metod för att värma och kyla byggnader runt om i världen. För att effektivt kunna värma eller kylaen byggnad är det avgörande att framledningstemperaturen och rumstemperaturen ligger nära varandra föratt minska energiförlusterna och energianvändningen. För att uppnå detta krävs det att slutapparaternaklarar av att upprätthålla termisk komfort i byggnader vid användning av dessa temperaturer. I arbetet haren litteraturstudie utförts för att identifiera och sammanställa vilka slutapparater som används i byggnader.En modell har sedan byggts upp i IDA ICE för att simulera och utvärdera termisk komfort vidanvändning av de slutapparater som funnits i litteraturstudien. Arbetet har som mål att ge en övergripandebild av vilka hydroniska slutapparater som finns tillgängliga för byggnader samt att utvärderaslutapparaterna med avseende på termisk komfort vid användning av framledningstemperaturer som liggernära rumstemperaturen. De främsta resultaten indikerar att slutapparater med hög andel strålning ochkapacitet med möjlighet till uppskalning ger bäst termisk komfort. Fortsättningsvis visar resultaten att detär möjligt att upprätthålla termisk komfort i en modern kontorsbyggnad med de flesta slutapparater vidanvändning av framledningstemperaturer som ligger nära rumstemperaturen. Slutligen visar resultatet attkylbehovet, i en modern kontorsbyggnad placerad i Stockholm, går att täcka med samtliga slutapparatervid användning av högtemperaturkyla.

Fossil fuels have long been the primary energy source for the world's energy system, which has been economically beneficial. However, the use of fossil fuels has impacted the climate severely. The energy system is therefore shifting towards a renewable energy system to combat the climate change caused by the use of fossil fuels. Transitioning to a more sustainable energy system affects the reliability and continuity of the electricity supply since renewable energy is often intermittent and dependent on external factors. With the use of energy storage, reliability and continuity of the electricity supply can more easily be ensured. Some Swedish industrial companies require large amounts of electricity for their production. High electricity prices when production is very energy demanding together with the possibility of power outages can be costly. Therefore, the possibilities of energy storage from a profitability perspective are of interest. The workflow begins with a literature review in which various energy storage technologies for electricity are reviewed, followed by a selection of an industrial company. For this study an industrial company that produces steel with an electric arc was chosen. Based on the power requirements of the electric arc and Sweden's geographical conditions, pumped hydro energy storage plant was considered to be the most suitable energy storage technology. Therefore pumped hydro energy storage plant was chosen to be analyzed from a profitability perspective. The results have shown that pumped hydro energy, as the selected energy storage technology, is an unprofitable investment with the assumptions that were made. The electricity price difference is not large enough to cover the investment costs and the operating and maintenance costs. Fossila bränslen har länge varit den primära energikällan för världens energisystem vilket har varit ekonomiskt gynnsamt. Däremot har konsekvenserna för klimatet varit allvarliga. Energisystemet ställs därför om i allt snabbare takt för att motverka den klimatförändring som användandet av fossila bränslen orsakat. Omställningen till ett mer förnybart energisystem påverkar tillförlitligheten och kontinuiteten av elförsörjningen i och med att elproduktion med förnybar energi ofta är intermittent och beroende av yttre faktorer. Med användning av energilagring kan tillförlitligheten och kontinuiteten av elförsörjningen säkerställas. En del svenska industriföretag kräver stora mängder elektricitet för sin produktion. Höga elpriser då produktionen är som elintensivast tillsammans med eventuella strömavbrott kan bli kostsamt. Därför undersöks möjligheterna med energilagring ur ett lönsamhetsperspektiv. Undersökningen inleds med en litteraturstudie där olika energilagringstekniker för elektricitet granskas, följt av valet av industriföretag vilket blev ett industriföretag som producerar stål med en ljusbågsugn. Utifrån de effektkrav som ljusbågsungen ställer på elförsörjningen och Sveriges geografiska förutsättningar ansågs pumpkraftverk vara den mest lämpade energilagringstekniken. Därför valdes pumpkraftverk för att analyseras ur ett lönsamhetsperspektiv. Resultatet har visat att med pumpkraftverk som vald energilagringsteknik är det en olönsam investering med de antaganden som gjorts. Elprisvariationen är inte tillräckligt stor för att täcka investeringskostnaden och drift- och underhållskostnaderna

Generering av el med hjälp av solen står idag för en väldigt liten andel av Sveriges totala genereringav el. För att komma upp till en högre nivå krävs inte enorma solcellsparker över hela Sverige, utan tvärtom skulle det kunna gå att använda redan befintliga tak. Det förhållandet är bara ett av flera som påvisar behovet av större kunskapsspridning om dagens energisystem och solcellsteknik. Det finns också ett behov av ökad kunskap om karaktäristiska svenska hus- och taktyper och om vad som är möjligt att göra med varierande slag av solcellsteknik, för att konvertera de olika hustypernas tak till en liten energikälla. Ren solenergi kan inte ensam konkurrera ut fossila bränslen, men det finns god potential för en mycket högre andel av den än vad som är installerat idag. Wallenstam AB är ett energimedvetet fastighetsbolag som bland annat är verksamma i Göteborg. Deras intresse av förnybar energi och av att ersätta fossilt bränsle med mer miljövänlig teknik gav upphov till ett samarbete mellan författaren och Wallenstam AB. Arbetets första del syftar till att inbringa mer och fördjupad kunskap inom ämnet solceller och solcellsanläggningar. Syftet med arbetets andra del är att undersöka vilka möjligheter och hinder det finns med solcellsinstallationer på några olika typiska svenska fastighetstyper. En projektering genomförs på tre olika fastighetstyper i Göteborgsområdet; en industri/kontorslokal, ett modernt flerbostadshus och en fastighet i centrala Göteborg med både bostäder och kommersiell verksamhet. Målet är att utifrån varje fastighets förutsättningar finna den eller de mest lämpade solcellspanelerna för respektive fastighet med avseende på ekonomisk fördelaktighet, estetik samt i vad som är tekniskt möjligt utifrån exempelvis tidigare installerade energisystem. Rapporten och dess resultat är skapat utifrån litteraturstudier, platsbesök på fastigheter, mätningar på ritningar och satellitkartor, beräkningar för hand, samt modellering i PVsyst. Fortlöpande diskussion med personer inom solenergibranschen har också hållits. För att beräkna respektive anläggnings elproduktionskostnad samt för känslighetsanalyser används en webbaserad beräkningsapplikation, tillhörande rapporten El från nya och framtida anläggningar 2014. Huvudresultat är att endast två av de tekniskt möjliga anläggningarna har en elproduktionskostnad som är i närheten av det jämförande elpriset på 0,75 kr/kWh. Det är de polykristallina solcellsanläggningarna på Kvillebäcken 3:1 och Mölnlycke 1:1. Beräkningarna visar på att anläggningarna med polykristallina solcellspaneler på Kvillebäcken 3:1 och Mölnlycke Fabriker 1:1 är riktigt konkurrenskraftiga om kalkylräntan sänks från 4 % till 2 %, eller om investeringskostnaderna minskar med 15 %. På fastigheten Inom Vallgraven 26:8 ligger samtliga elproduktionskostnader över en krona per kilowattimme, men installation av solcellsteknik på en sådan central byggnad skulle kunna ha ett marknadsföringsvärde. Generation of electricity by use of solar irradiation is today a very small part of the total electricity generation in Sweden. It is not necessary to build a great amount of solar parks all over Sweden to reach a higher level, it could instead be possible by using already existing rooftops. That is one of the situations that indicates the need of a greater knowledge dissemination, about today’s energysystem and the technology of photovoltaics. It also exists a demand of knowledge about characteristic Swedish houses and rooftops. To convert the different kinds of rooftops to small powersources, there is also a demand of knowledge about installations that is possible to do with different kinds of photovoltaics. Although, solar power alone cannot compete with fossil fuels, but it should have a good possibility to reach a much higher level than what exists today. Wallenstam AB is anenergy-conscious company within the real estate business in Gothenburg. Their interests in renewable energy and their ambition to replace fossil fuel with more environment-friendly technology facilitated this cooperation.The first part of the report aims to get more and deeper knowledge about the subject photovoltaics and solar plants. The second part of the report aims to investigate what possibilities and impediments there is with photovoltaic installations at different kinds of typical Swedish houses. A planning work is made at three different types of buildings in the area of Gothenburg. One at an industry/office space, one at a modern apartment block and one at a central building in Gothenburg that has both apartments and commercialized activity. The goal is to find the most suitable photovoltaic installation to each of the three buildings, based on economic advantageousness, appearance and esthetic, and the possibilities with the technology of earlier installed energy systems.The report and the result are formed on the basis of literature studies, site visits at the buildings, measurements at drawings and satellite maps, calculations by hand and modelling in the software PVsyst. Many discussions with people in the solar energy industry were also held. To calculate the Levelized Cost Of Energy (LCOE) and to perform the sensitivity analysis, a web-based calculator was used. The web-based calculator belongs to the report El från nya och framtida anläggningar 2014. The main result shows that only two of the possible photovoltaic installations gets a LCOE that is competitive relative the comparative electricity price at 0,75 SEK/kWh. Installations with polycrystalline solar panels at Kvillebäcken 3:1 and Mölnlycke 1:1. The result also shows that the two installations with polycrystalline solar panels at Kvillebäcken 3:1 and Mölnlycke Fabriker is really competitive if the capital interest rate is reduced from 4 % to 2 %, or if the investment cost isreduced by 15 %. At the property Inom Vallgraven 26:8, the LCOE for all possible installations are over one Swedish krona per kilowatt hour, but an installation with solar panels at a central building like that could have a marketing value. It would also show Wallenstams standpoint for renewable energy, new technology and a sustainable energy system.

Det pågår idag en omställning av energisystemet mot ett hållbart energisystem och det ställer också krav på utvecklingen av elnätet. För att skapa ett hållbart energisystem behövs incitament för såväl kunder som för nätbolagen att skapa effektivare nätanvändning. Nätet kan inte samhällsekonomiskt dimensioneras efter största möjliga potentiella effekt och lasttoppar behöver reduceras och kunna styras, i synnerhet med avseende på framtida användning i form av laddning av elbilar och intermittent elproduktion. Efter energieffektiviseringsdirektivet ska nätbolagen ges incitament till att skapa efterfrågeflexibilitet och en attraktiv väg att undersöka är genom ny utformning av nättarifferna. Ett hinder med dagens tariffer mot utvecklingen av smarta elnät är att de inte stimulerar till hushållning av effekt och därmed inte leder till att elnäten utnyttjas på ett effektivt sätt. Dessutom har de nuvarande tarifferna dålig kostnadsriktighet, vilket innebär att kundernas kostnader för elnätet inte speglar de kostnader som nätägaren har. Detta ger en orättvis kostnadsfördelning för kunderna och skickar inte rätt signaler om vilken typ av nätanvändning som är gynnsam. Dessutom skapar det risker för nätbolaget då intäkterna inte drivs på samma sätt som kostnaderna, vilket medför att intäkterna fluktuerar på ett annat sätt än kostnaderna. Syftet med denna uppsats är följaktligen att ta fram ett förslag på kapacitetseffektiv tariffportfölj för Ellevios småkundsegment med målsättningen att den ska vara mer kostnadsriktig än nuvarande portfölj. Denna tariffportfölj ska också analyseras med avseende på förmåga agera laststyrande och se vilka konsekvenser ett eventuellt införande skulle ha för företaget och berörda kunder. Tariffportföljens robusthet vid förändringar på elmarknaden, så som ökad penetration av elbilar och solceller samt temperaturvariationer evalueras också med avseende på företagets intäkter och kundernas kostnadsfördelning. För att uppfylla syftet gjordes en litteraturstudie för att inhämta relevant teori inom området. Dessutom gjordes simuleringar för olika tariffalternativ för att erhålla resultat kopplat till företagets intäkter, lastförflyttningsförmåga och känslighetsanalyser. Simuleringarna gjordes baserat på ett dataset bestående av timvisa mätvärden av elanvändning under drygt ett års tid från cirka 14 000 kunder, resulterande i cirka 140 miljoner mätvärden. Resultaten visar att det är lätt att utforma en kapacitetseffektiv tariff med bättre kostnadsriktighet än i dagsläget när tariffen består av tre komponenter, varav en är en effektbaserad komponent. Kostnadsriktigheten visar sig också vara mer stabil under framtida förändringar och variationer på elmarknaden, vilket minskar behovet av kontinuerliga justeringar av avgifter för att driva in rätt intäkter. En trekomponentstariff med effektavgift skapar också betydande incitament för kunder att hushålla med effekt och framförallt att minska spetslasterna, vilket agerar dimensionerande för nätet och utgör majoriteten av nätbolagens kostnader. Kostnadsförändringarna blir för de flesta kunder inom ± 30 %, vilket tydligt signalerar om kunden har ett effektivt eller ineffektivt användningsmönster med avseende på elnätet samtidigt som tarifferna också ger kunderna större potential att styra över sin egen elnätskostnad. Kostnadsförändringen grundar sig i att kunderna helt plötsligt bär sina egna kostnader för nätet i en allt större utsträckning, vilket också kan anses vara mer rättvist för kunderna. Marginalkostnaden för effekt ökar avsevärt, vilket också skickar starka styrsignaler åt alla kunder att minska effektanvändningen, även för kunderna med oförändrad totalkostnad. Detta leder till ökad hushållning med effekt snarare än energi, vilket är en önskvärd utveckling för elnätsbolagen. Det kan också konstateras att Ei:s incitamentsstruktur är svag i sin utformning och inte ger stora incitament för nätbolag att driva utvecklingen mot effekttariffer, utan att det snarare är andra faktorer som motiverar en sådan övergång. Studiens känslighetsanalyser påvisar en generell trend att tariffer med en effektkomponent är mycket stabilare än tidstariffer och nuvarande tariffstruktur under betydande marknadsförändringar. Variationer ivintermedeltemperatur bedöms inneha den största risken av de utförda känslighetsanalyserna, då den kan ge kraftiga utslag mellan enskilda år och inte heller kan förutses, till skillnad mot ökad penetration av elbilar och solceller. Effekttarifferna väntas också skicka kraftigast prissignaler om lastförflyttning och investering i hushållsutrustning och teknik som hushåller med effekt snarare än energi, vilket är önskvärt ur ett elnätsperspektiv. Baserat på studiens resultat och diskussion rekommenderar författarna en övergång till antingen en årlig effektavgift eller månatlig effektavgift då båda tariffstrukturerna har en god finansiell prestanda och kundvänlighet. För den slutgiltiga utformningen av tariffen och eventuell implementeringsstrategi rekommenderas fortsatta studier inom bland annat förståelse och tillämpning av tariffen hos kunderna. There is an ongoing transition towards a more sustainable energy system, setting higher requirements on the electricity distribution system. In order to achieve this transition there is a need for incentives for consumers as well as electricity distribution companies to achieve a more efficient utilisation of the grid. It is not socioeconomically viable to design the grid to handle highest theoretical power demand and it is of great importance to be able to reduce the peak load. Especially when considering new changes on the electricity market such as a more electrical vehicles and intermittent power production. According to the energy efficiency directive electricity grid owners shall have incentives to promote demand response, and one possible way is by modernising the pricing strategy accordingly. One barrier against the development of smart grids is that the current tariff design does not incentivise the customers to conserve with power, only the amount of transferred energy. Furthermore, the current tariff design has a poor match between income and cost drivers. The result is an incorrect cost allocation between different customer segments as well as questionable price signals regarding how to use the electricity grid efficiently. The purpose of this report is to propose a new capacity efficient tariff portfolio for Ellevio´s small customer segment with improving the match between income and cost drivers. Furthermore, there is an evaluation on how price signals effects load management and how they will impact Ellevio and affected customers. The new tariff designs’ robustness will also be assessed under several market uncertainties. Investigated uncertainties are temperature deviation and a higher degree of electrical vehicles and micro generation. In order to achieve this purpose a comprehensive literature review of existing knowledge within the field have been performed. Furthermore several simulations for the different design tariffs have been made in order to evaluate monthly cash flows, revenue allocation between the tariffs components, dynamic load management initiated by price signals as well as multiple sensitivity analysis. This has been done by utilising a big data methodology based on hourly measurements of roughly 14 000 customers during 14 months, totalling roughly 140 million measurements. The results indicate that it is easy to design a three component tariff to achieve an excellent revenue-cost allocation. It has been shown that tariffs with a power-based component also maintain this property under considerable changes in the market situation. This results in an increased revenue stability over time and thus reducing the frequency needed of updating the prices. Furthermore, a power-based component in the tariff design increases the costumers´ incentives to adjust their consumption behaviour and ability to reduce their grid costs. This also benefits grid owners by reducing the maximum grid capacity needed and thus reducing the amount of invested capital. A majority of all customers will experience cost changes within ± 30 % of current levels and only a small fraction will face considerable cost increases. This is a direct result of the fact that each customer would carry their own cost that arises for the grid owner. To generalise it can be said that consumers who have a higher than average ratio between peak usage and total usage will face cost increases, but the fact is also true for the other way around. The marginal cost of electricity will at peak hour increase drastically but will also be considerably lower at off-peak hours. This results in a powerful incentive to conserve maximum power usage rather than total energy usage. From a grid owner’s perspective this is a beneficial behaviour and will lead to more efficient investments. From the results it can also be concluded that the incentives from the Swedish energy markets inspectorate1 is weak and has limited economic benefits. Thus, they do not alone act as a driver in the transformation of pricing strategy but can be viewed as a bonus. The study´s sensitivity analysis shows a general trend that a tariff structure with a power-based component creates an increased revenue stability compared with current design and time-of-use (ToU) tariffs. The authors believe that revenue risk arising from mean temperature fluctuations during the heating season should be considered as the largest uncertainty as it heavily influences the revenues and is unpredictable. Power-based tariff designs can steer the development and behaviour of micro production and electrical vehicles to an increased market efficiency. Based on the finding in this report the authors recommendations a transition from current tariff design to a tariff design consisting of three parts including a power-based component. A yearly or monthly power tariff design are the two most attractive options. More knowledge regarding implementation strategy as well as customers response are needed before a final recommendation can be made.

To meet new regulations and the demand for a more sustainable energy system, the electricity grid will play an important role. Since the grid owners operate in a monopoly environment a regulating authority, the Swedish Energy Markets Inspectorate (Ei), sets a revenue cap that determines their profits. Changes were made for the regulating period 2016-2019, which now states that grid operators no longer can charge their customers with already depreciated grid components. To spur the grid operators to invest in smarter and more efficient technology, Ei also introduced two new economic incentives to make companies decrease their electricity losses and use the grid more evenly. The first aim of this thesis was to investigate how this new regulatory framework affected the grid operators, by performing interviews and sending out a survey. The result showed that the new regulatory decreases the grid operators’ profitability and also affects their investment strategies. The age of a grid has become more important than both efficient use of the grid and voltage quality when considering investments, since age now has a major impact on the profits. The new incentives however, has almost no effect on the way the grid operators act. The second aim of this study was to investigate how much a grid operator could save with these new incentives. A case study were conducted at Upplands Energi, a small local grid operator, and calculations with their usage data were performed in MATLAB. The results showed that load management by installing control equipment on costumers’ heat pumps and thereby decreasing their power peaks, could save money. By connecting 500 customers Upplands Energi could save about 150 000 SEK per year, and with 5 000 customers they could save almost half a million SEK per year.

Feedback tools support electricity users within the Swedish residential sector to increase their knowledge of electricity and the electricity market as well as to become more aware of their electricity consumption, which in turn encourages a reduction and an increased flexibility of electricity use. The primary aim of this study is to identify and analyse how existing feedback tools can be improved, to ensure that they contribute efficiently to the achievement of the EU objectives congruent with a more sustainable energy system in 2030, emphasizing: greenhouse gas reduction, increased energy efficiency and an increased share of renewable energy. In order to reach the primary aim of this study, existing feedback tools have been identified and mapped and interviews with feedback tools providers have been conducted. The study is limited to three research areas: the practical functions of feedback tools, available technology and the use of feedback tools. The use of more efficient feedback tools will provide an increased success rate for energy management, which includes both behavioural changes and energy efficiency. According to the results from the interviews conducted for this study, an increased use and user frequency is important to utilise the energy management potential. Efficient feedback tools can be achieved by developing existing tool functions. The desired development aims to reduce the effort required of the user, promote immediate and continuous feedback and to increase usability. However, the study shows that in order to achieve maximum effect, adaptions to specific needs of the users have to be made. An increased efficiency may also be achieved with additional features to allow more flexible consumption and encourage further energy efficiency measures. The technical aspect is important in order to implement more efficient feedback tools. Existing techniques for data collection should be developed in order to reduce the effort required of the user, enhance the quality and resolution of the data and finally prevent technology limitations, hence enabling feedback tools to be used by all users.

One step towards a more sustainable energy system is to create a more flexible electrical grid, where increased demand response among electricity consumers can play an important role. A distribution grid owner can encourage their customers to use electricity more evenly distributed during the day by introducing different types of grid fees such as time-differentiated power tariffs. In this master thesis, the theoretical economic impact of a flattened load profile for a distribution grid owner is investigated. Different factors that impact the distribution grid owner’s economy are identified and two are chosen to be quantified; losses in the grid and the fee to the feeding grid. The possibility to save money by avoiding future investments is discussed but not quantified. Models are developed for modifying an existing load profile, calculating the losses associated with a certain grid and load profile, and calculating the value of a lowered subscribed power to the feeding grid. The models are applied on the distribution grid owner Sala-Heby Energi Elnät AB. The results show that with a load profile that is flattened out 100% every day, which is the theoretical best possible scenario, the losses can be reduced with 2.6% which corresponds to a value of 81 000 SEK. By lowering the subscribed power to the feeding grid as much as the highest peak of the year is reduced in the modified load curve, the cost to the feeding grid would be reduced 1.2 million SEK, or 10% of the fee to the feeding grid. In the 20% curve modification case, which would be more realistic to achieve in reality, the losses decreased by 0.9% which corresponds to a value of 29 000 SEK. Furthermore, the fee to feeding grid would be reduced with 0.34 million SEK which corresponds to 2.8% of the total fee. In summary, the theoretical economic saving potential is around 10 times higher for the fee to feeding grid than for grid losses. Marknadsbaserade styrmedel i bostadssektorn

The energy sector is facing an impending paradigm shift. Today’s technology enables the end-user to generate their own energy locally at home. Furthermore, recently developed storage technologies make it possible to balance energy demand with stored energy and integrate district heating with the local power grid. This means that in the future heat and electric power will interact and energy flows is converted over energy boundaries. This places high demands on the energy systems dynamic and adaptive functions as a whole. Distributed System Operator (DSO) will therefore need to transform the local energy system, which requires initial investment of energy technology and intelligent system solutions that are technically efficient, flexible, and economically viable.Halmstad Energi och Miljö (HEM) owns a local energy system that is well prepared to implement the vision of a sustainable energy system. The city of Halmstad has politically established that renewable energy will play a more crucial role in the future. A greater proportion of "locally-generated" renewable energy will be implemented in this reference system that includes about 60 000 inhabitants, a great number of different heating/cooling customers and 40,000 electricity customers.In the future, it will be required by HEM to integrate intelligent energy solutions, where energy consumers are increasingly micro generation and able to control their energy demand patterns according to the most economical forecast. The local energy system needs to be able to handle a larger share of intermittent electricity from solar, wind or hydropower that can automatically interact with thermal energy from biomass and waste in a flexible, efficient and economical manner. The project group therefore advice HEM to urgently take steps to reserve the rights to a future aggregator role within the municipality. For this to be possible, new business models and contracts are examined within the energy branch.This master thesis provides suggestions for an appropriate mix of energy that can be achieved by 2030 for the reference system. The proposed energy mix generates 20% of the electricity demand and 100% heat production (except peak load) locally from Renewable Energy Sources (RES) according to local political goals. It also provides suggestions for alternative technological configurations where electricity and district heating systems interact across system boundaries. Energibranschen står inför ett stundande paradigmskifte. Ny teknik tillåter idag slutanvändaren att generera sin energi lokalt från sitt hem, utvecklade lagringstekniker gör det möjligt att behovsstyra lagrad energi samt integrera värme- och elsystemen. Detta innebär att värme och elkraft i framtiden kommer att interagera och energiflöden omvandlas över energi-gränssnitten och det ställer höga krav på energisystemets dynamiska och adaptiva funktioner som helhet. Energiaktörer behöver därför förändra det lokala energisystemet vilket kräver nyinvesteringar av energiteknik och intelligenta systemlösningar, som är tekniskt effektiva och flexibla samt ekonomiskt lönsamma.Halmstad Energi och Miljö (HEM) äger ett lokalt energisystem som är väl förberett att tillämpa visionen om ett hållbart energisystem. Halmstad kommun har politiskt fastslaget att förnybar energi i framtiden kommer spela en avgörande roll. En större andel ”kommungenererad” förnybar energi kommer implementeras i detta referenssystem med ca 60 000 invånare, xxx fjärrvärmekunder och 40 000 elnätskunder.I framtiden krävs det av HEM intelligentare energisystemslösningar, där energianvändaren i en större utsträckning själv genererar och behovsstyr sitt användningsmönster efter den mest ekonomiska prognosen. Det lokala energisystemet behöver kunna hantera en större andel intermittent elenergi från sol, vind och vatten som automatiskt kan interagera med värmeenergi från bioenergi och avfall på ett flexibelt, effektivt och ekonomiskt vis. Projektgruppen rekommenderar därför HEM att snarast möjligt vidta åtgärder för att reservera rättigheten till en framtida aggregatorroll inom kommunen. För att detta skall vara möjligt krävs att nya affärsmodeller och avtalsformer undersöks inom energimarknadsområdet.Denna magisteruppsats ger förslag på en lämplig och konkret energimix som rimligtvis kan uppnås fram till år 2030 för referenssystemet. I den föreslagna energimixen genereras 20 % av elproduktionen och 100 % till värmeproduktionen (förutom spetslast) lokalt från förnybara energikällor enligt politiskt lokala mål. Det ges också förslag på alternativa tekniska konfigurationer där el och fjärrvärmesystemen samverkar över systemgränserna.

Humanity stands before a huge challenge to lower its emissions of carbon dioxide and its use of energy at the same time as the global population is rising and the developing countries are being industrialized. A lot of newly built buildings are due to this challenge, designed to be more energy efficient but also use renewable energy resources instead of pollutant fossil fuels .Solar energy is one of the purest forms of energy that exists in abundant amounts, which is why it is most likely that it could come to play a major part in the future energy market. The main purpose of this report is to investigate the possibility to implement a sustainable energy system with solar thermal heat and heat storage as main sources of energy in the neighborhood “kvarteret Lagern”, which is the area where the old football stadium “Rasunda Stadion” was located. New developments within different heat storage techniques have opened up new approaches to enable buildings an all year round heat supply from solar energy. This report will focus on heat storage in boreholes. At the present here is only a preliminary plan of how the neighborhood is supposed to be designed. This plan has been used in all the calculations regarding the potential areas where solar collectors and a heat Storage system could be integrated. The solar collector area has been maximized according to these conditions to be able to maximize the use of solar energy in “kvarteret Lagern”. The results show that the energy from the solar collectors would supply the total demand of heat energy during May to September, where the potential heat excess would be stored in the boreholes to be extracted and used during the winter. The heat storage system that has been designed for “kvarteret Lagern” consists of 36 boreholes. The borehole system has the potential to store 977 MWh per year where the heat losses are estimated to be around 44 percent. The heat excess that would be stored during the summers will enable 611 MWh of heat to be extracted and used from the boreholes during the winter. The result of the economic calculations and the sensitivity analysis show that an implementation of this type of energy system in “kvarteret Lagern”, would lead to positive net present values and therefore be a profitable investment. They also show that the payback time is significantly shorter than the lifetime period of the solar collectors. En stor utmaning som människan står inför är att minska utsläppen av koldioxid och minska energianvändningen, samtidigt som jordens befolkning ökar och utvecklingsländer industrialiseras. Många nybyggnationer som sker idag är därfor anpassade till att vara mer energieffektiva samt utnyttja förnybara energikällor. En av de renaste formerna av energi är solenergi som ar en outtomlig resurs och således en av de främsta energikällorna som antagligen kommer spela en mycket stor roll i framtidens energimarknad. Rapportens huvudsakliga syfte ar att integrera ett hållbart energisystem med solvärme och säsongsvärmelagring som energikalla i det ännu ej byggda kvarteret Lagern, vilket kommer ligga i området där gamla Råsunda stadion låg. Utvecklingen av olika värmelagringstekniker har öppnat nya vägar for storskalig uppvarmning året om av byggnader med solvärme. Energilagring i borrhalsystem är den teknik som rapporten kommer att utreda. Det finns i dagens läge endast en preliminär detaljplan över hur kvarteret Lagern kan komma att utformas. Denna detaljplan har använts som underlag for att dimensionera hur stor solfångararea som kan integreras i omradet. En maximering av solfångararea har beräknats utifran dessa förutsättningar for att maximera användningen av solenergi i området. Resultatet visar att den energi som produceras av solfångararean täcker det hela värmeenergibehovet under maj till september. Under dessa månader produceras även överskottsvärme som kan lagras for att anvandas under vinterhalvåret. Ett borrhålslagersystem har tagits fram som består av 36 borrhål. Detta system har en uppskattad lagringskapacitet pa 977 MWh per år där förvöntade värmeförlusterna beräknas ligga runt 44 procent.Lagring av värmeöverskottet som produceras under sommaren möjliggör därfor att 611 MWh solenergi kan utvinnas fran borrhålslagret under vinterhalvåret. Resultatet for de ekonomiska kalkylerna visar att en implementering av ett solvärme och borrhålsvärmelagringssystem i kvarteret Lagern ar en lönsam investering som kommer att återbetala sig långt innan solfångarnas livslängd har passerat.

Studien undersöker energisystem i förindustriella Malmö (1700-1845) samt Edo (förindustriella Tokyo 1603-1867). Syftet är att undersöka faktorer som gjorde att två förindustriella städer under en längre tid fungerade utan att stora mängder resurser och energi tillfördes utifrån, förstå vad som förändrade detta samt analysera vad dagens stadsplanerare kan lära av dessa exempel.Undersökningen har gjorts i form av en kvalitativ studie. Studien bortser således ifrån kvantifiering av energidata. Systemperspektiv är en viktig aspekt av studien. Textgenomgång och analys har varit vår huvudmetod för datainsamling. Studien har kommit fram till att för ett hållbar energisystem ärsociala aspekter som invånarnas attityd/mentalitet är en viktig aspekt. Anledningen till att Edo och Malmö kunde upprätthålla sig långt lokalt var att geo-polititiska förutsättning förhindrade de att handla med omvärlden. Industrialiseringen och kapitalismen var huvudfaktor som förändrade lokalenergiförsörjning av båda städerna. Att ständigt utveckla tekniska delen av energisystem till en mer lokala och förnybara är en viktig aspekt men för hållbar stadsplanering är det också viktigt att ta hänsyn till sociala aspekter som invånarnas attityd och kunskaper. I rådande globala ekonomiska systemet är helhetsperspektiv också viktigt för samverkan mellan aktörerna i en stad samt mellan andra städer i världen. This study examines energy systems in pre-industrial Malmö (1700-1845) and Edo (pre-industrial Tokyo 1603-1867). The objective is to examine pre-industrial facts that made two cities possible to sustain themselves for a long time without consuming a lot of energy and resources, understand the factors that changed it and analyze what today's city planner can learn from these examples. This study takes the form of a qualitative study. It therefore disregards the quantification of energy data. System Pespective is an important aspect of this study. Literature reviews and analysis has been our main method of data collection. Findings of this study indicates that attitude and mentality of inhabitants is an important aspect for a sustainable energy system. The reason why Edo and Malmö could maintain themselves with local energy and resource was due to the geo-political conditions of the cities that prohibited them from interacting with the world. Industrialization and capitalism was a main factor that altered local energy supply of the two cities. To continuously improve technological part of energy system to more local and renewable one is also an essential aspect however for sustainable city planning, inhabitants' attitude and knowledge is also a important part. Under current global economic system, a holistic perspective is also useful for cooperation between actors in a city and other cities in the world.

Municipalities have traditionally played key roles in the Swedish energy system as suppliers of gas, electricity and district heating to the public sector and end-use consumers. Sweden has a tradition of strong local self-government, and the municipalities are expected to play important roles in implementing national energy strategies and formulating municipal ones. The purpose of this thesis is to study how power was exercised in the policy processes of two municipal energy systems between 1977 to 2001. The specific research questions were as follows: How did actors exercise power in the policy process? What sort of power resources did policy coalitions have access to? How did policy coalitions act to enforce their demands? What obstacles did actors encounter when attempting to influence energy policy? To answer these questions I integrate theories about large technical systems with theories about power and public policy. The case studies are based on multiple sources of data from two municipalities, Linköping and Norrköping. It is drawn from written primary sources (such as minutes, notes and documents) and from interviews. I have focused on four categories of actors, namely elected politicians who are members of the municipal council; representatives of the local energy companies; officials of the municipal housing companies; and municipal officials, such as those at the town planning office and environment office. In the case studies I analyse circumstances during the 1980s and 1990s that affected the energy systems. These circumstances were: 1) new energy investments and fuel choices; 2) work on local energy plans; 3) local Agenda 21 plans; 4) measurements taken for efficient energy use and a greater level of energy conservation: and 5) power relations between politicians and representatives of the local energy company. In the municipalities studied, the energy system was divided into three independent policy areas, one dealing with supply, one with conservation and one environmental questions related to the Agenda 21 vision of an ecologically sustainable energy system. These three policy areas were handled separately because they were separated organisationally, based on different knowledge foundations and had different objectives and time perspectives, different system limits, and different visions of how to build an ecological energy system. I Sverige har kommunerna av tradition en viktig position vad det gäller att hantera energifrågor. Sedan de svenska kommunerna under 1860-talet byggde upp både gas-, vatten- och avloppsverk i egen regi har det kommunaltekniska verksamhetsområdet vuxit mycket snabbt och kommunerna är tillsammans landets största förvaltare av ledningsbundna försörjningssystem. Kommunen är som geografisk arena spännande eftersom många aktörer med olika intressen ofta möts där. I kommunerna möts och förhandlar förtroendevalda politiker och tjänstemän från både förvaltning och bolag ständigt, vilket aktualiserar frågeställningar om hur olika aktörer utövar makt i dessa ständigt pågående förhandlingar. I min avhandling Makten över energin - policyprocesser i två kommuner 1977-2001 analyserar jag hur dessa aktörer utövar makt i policyprocesser kring två kommunala energisystem. Som empiriskt underlag för analysen har jag material från intervjuer och dokument från energiarbetet i två kommuner (Linköping och Norrköping) från perioden 1977-2001. Detta material är knutet till specifika praktiker, såsom olika former av kommunalt beslutsfattande eller till energibolags, energirådgivares eller Agenda 21:s faktiska energiarbete. De aktörer som jag intervjuade var förtroendevalda politiker, förvaltningstjänstemän, företrädare för de kommunalägda energibolagen och tjänstemän på de kommunalägda bostadsbolagen. Det visade sig i mina fallstudier att energisystemen i kommunerna var uppdelade i tre olika områden som styrdes av olika policyer och delvis engagerade olika aktörer. Energisystemen var uppdelade i tre från varandra relativt fristående och oberoende policyområden, där ett policyområde hanterade energitillförseln, ett område energihushållning och ett område hanterade miljöfrågor och var kopplade till Agenda 21 och Agenda 21-planens visioner om ett ekologiskt uthålligt energisystem. De tre policyområdena hanterades ofta var och en för sig eftersom de var organisatoriskt åtskilda, byggde på olika kunskapsbaser, hade delvis olika målsättningar och olika tidsperspektiv, samt hade olika systemgränser och olika visioner om energisystemets inriktning. Energisystemets uppdelning i tre policyområden i de studerade kommunerna medförde att det uppstod tre parallella policyer för energisystemet som hanterades i olika processer, snarare än att en och samma policy hanterades i olika processer. På tillförselområdet skapades policy kring hur el och fjärrvärme skulle produceras och distribueras. Målet var att kommuninvånarna (och senare kunderna) skulle erbjudas en säker energitillförsel till låga priser. I botten fanns ett resonemang om att energianvändningen ständigt skulle öka. I båda kommunerna framhävdes fjärrvärme vanligtvis som det bästa värmesystemet ur både miljö- och kostnadssynpunkt. Fjärrvärmesystemets förespråkades dessutom eftersom fjärrvärme producerades i kraftvärmeverk och därmed blev underlag för egenproducerad el i kommunerna. Hushållningsområdets policy kom främst till uttryck genom antagna mål för energirådgivningen när sådan verksamhet fanns i kommunerna och om att energiförbrukningen i de av kommunen använda fastigheterna skulle minska. Energi-rådgivningens mål formulerades vanligtvis utifrån nationellt satta mål och handlade om att effektivisera och minska energianvändningen hos främst hushållen. Verktygen för att minska energianvändning var att tillämpa olika tekniska lösningar såsom att justera in pannor för en effektivare funktion och isolera fönster. Under 1990-talet kom användarnas beteende att uppmärksammas mer och mer, vilket bl.a. märktes genom att energirådgivarna på 1990-talet gav större utrymme åt beteendefrågor i informationsmaterial som gick ut till allmänheten än vad som var fallet på 1980-talet. Fortfarande bestod emellertid huvuddelen av informationen av vilka tekniska lösningar som kunde effektivisera energianvändningen. De kommunalägda bostadsbolagen antog under främst 1990-talet egna mål för energianvändningen i sina fastigheter. Båda bostadsbolagen problematiserade under 1990-talet även hyresgästernas energianvändning och tog fram informationsbroschyrer, ordnade informationsträffar och påbörjade tester med individuell mätning av värmeanvändning för varje lägenhet. När Agenda 21-samordnarna påbörjade arbetet med att ta fram lokala Agenda 21-planer med visioner och målsättning för energiområdet bidrog dessa till att ytterligare ett policyområde för energi uppkom, nämligen miljöns policyområde. Målen för energisystemet i miljöns policyområde var att utveckla ett ekologiskt uthålligt energisystem. Agenda 21-verksamheten var ett försök att ta ett helhetsgrepp på bland annat energisystemet med utgångspunkt i vad som kunde göras lokalt i ett längre tidsperspektiv för att skapa ett uthålligt energisystem. Den uttalade energipolicyns innehåll utgjordes av mål för både energitillförsel och energianvändning. Målen som rörde energianvändning fokuserade både betydelsen av att energianvändarna ändrade sitt beteende och olika tekniska lösningar som minskade energianvändningen. I framtiden skulle dessutom främst förnyelsebara energikällor användas. Avfallsförbränning ansågs enbart vara en lösning för brännbara fraktioner där återanvändning och återvinning inte var möjlig. I princip ansågs fjärrvärme vara en del av ett ekologiskt uthålligt energisystem även om olika alternativa närvärmelösningar ansågs intressanta att utveckla. Dessa tre policyområden existerade parallellt i kommunerna. Det visade sig bland annat genom att de beslut och målsättningar som fattades inom ett policyområde inte var beroende av andra policyområdens beslut. Det medförde till exempel att de miljömål som fanns för tillförselområdet inte påverkades utav de mål som fanns i vare sig hushållnings- eller miljöområdet. Miljömålen för tillförselområdet handlade främst om att hålla sig inom statligt uppställda utsläppsvärden. Bränslevalet skedde utifrån att billigaste bränslealternativ skulle väljas givet att rådande utsläppsnormer inte överskreds. De mål om att använda biobränsle och bygga nya vindkraftverk som återfanns på miljöns policyområde påverkade inte målsättningarna för tillförselområdet. De övergripande målsättningarna i både hushållningens och miljöns policyområde handlade om att minska energianvändningen. Under hela den studerade perioden ökade samtidigt produktionen av el och fjärrvärme i båda kommunerna. Det som bidrog till en parallell hanteringen av de olika policyområdena var att olika institutionella regelverk styrde de olika policyområdena. Tillförseln område styrdes av hur energimarknaden utformades, där bl.a. avregleringen av elmarknaden bidrog till att priskonkurrens och upparbetande av kundrelationer hamnade i fokus. Verksamheterna för energiproduktion och distribution var även taxefinansierad. Energibolagen skulle också tillämpa aktiebolagslagen och de förtroendevalda politikerna var tvungna att använda till exempel ägardirektiv för att styra bolagen. Ägaren, d.v.s. kommunen, ställde dessutom avkastningskrav på bolagen. Miljö- och hushållningsområdenas verksamheter fanns vanligtvis i den kommunala förvaltningen. Det var ofta ett förvaltningskontor som ansvarade för t.ex. Agenda 21 eller energirådgivning och de tillämpade då kommunallagen. De förtroendevalda styrde dessa verksamheter via beslut i kommunfullmäktige och i kommunala nämnder. Dessa verksamheter saknade vinstintresse, var ofta inte avgiftsfinansierade utan tilldelades medel från den kommunala budgeten samt erhöll tidvis statsbidrag.

The public sector in Sweden has charged its institutional structures with a newgoal for societal development under the rubric "The Sustainable Sweden". Thishas been the result of international agreements that Sweden has entered intoand domestic debates concerning the need for a sustainable development. Theinteraction between the public sector and the development of the energysystem has entered a new phase. At the same time market reorientation hasradically changed the public sector's possibilities to directly control theimplementation of the sustainability goals in the energy system. Influencethrough ownership and the direct political control that this entailed has moreor less been voluntarily phased out during recent years by governmental andmunicipal organizations. The desire for a change towards sustainabledevelopment has, however, meant that the public sector needs new ways toinitiate, push for or support processes of change within the energy system inits new, multifaceted shape.Therefore in this study we focus on the energy sector and the possibilities todevelopment steering methods for a sustainable energy system by:- Studying processes of change in different parts of the energy system withthe purpose of identifying different forms for strategic change,- Describing the pressures, barriers and possibilities which are made visiblein these processes,- Discussing and developing methods for managing and steering theprocesses of change.
