Luftvärnsradarns lokalisering av flygföretag genom emittering av energi gör den sårbar för fientliga motmedel och verkan. Passiva radarsystem, som inte sänder egen energi utan parasiterar på icke-kooperativa sändarantenner undersöks i detta arbete som potentiellt komplement tillluftvärnsförbandets befintliga aktiva radarsystem. Syftet med arbetet är att beskriva hur användandet av passiva sensorer påverkar luftvärnets förmågor inom ramen för luftförsvaret över Sverige. Arbetets frågeställningar är:- Hur skulle en implementering av passiva radarsystem påverka luftvärnets grundläggande förmågor? - Vilken militär nytta har passiva radarer inom ramen för luftvärnsförbandet För att besvara frågeställningarna har MUAFT-metoden använts som en teoretisk ramverksmodell för att analysera och bedöma passiva radarers militära nytta genom att analysera deras påverkan på luftvärnsförbandets grundläggande förmågor. Inledningsvis konstruerades två spelkort utifrån nuvarande luftvärnsorganisation med och utan tillförd passiv radar, vilket presenterades i en SWOT-analys. Därefter bedömdes det passiva systemet påverkan utifrån de militära grundläggande förmågorna, samt faktorerna DOTPMFLI för att slutligen kunna bedöma systemets militära nytta. Resultaten från studien pekar mot att passiva radarer påverkar samtligagrundläggande förmågor, dock främst förbandets uthållighet och överlevnad. Vidare slutsatser tyder på att implementering av passiva radarsystem skulle ge militär nytta inom ramen för luftvärnsbataljon när de nyttjas i synergi med befintligt aktivt radarsystem In the search of hostile aircraft air defence radars emit electromagnetic waves making them vulnerable to enemy countermeasures and effects. Passive radars, lacking dedicated transmitters utilize the electromagnetic radiation of non-cooperative transmitters. The possible introduction of passive radars is examined in this report as a potential complement to the currently used active radars of the Swedish Air Defence. The purpose of this study is to explore how the utilization of passive radars within the Swedish Air Defence effects the military capabilities regarding Air Defence over Sweden. The research questions of this report are:- How would an implementation of passive radars affect the military capabilities of the Swedish air defence?- Would passive radars within the Swedish Air Defence provide military utility? To answer the questions, the MUAFT-method has been used as a theoretical framework model to analyze and assess the military utility of passive radars and their impact on the Air Defence’s military capabilities. Initially, two conceptual technical systems were presented based on the current organization of the Swedish Air Defence. One system with and one without added passive radar. Both systems were then subjected to a SWOT-analysis. Thereafter, the passive radar system was assessed on the basis of its impact on the military capabilities, as well as its footprint according to DOTPMFLI. Finally, the military utility of passive radars in Air Defence was assessed. The results indicate that an implementation of passive radar would impact all of the military capability factors, although most prominently regarding endurance and survivability. Conclusions regarding the implementation of passive radars indicate that the system does have military utility within the Air Defence unit, provided they are used as intended, in synergy with existing active radars.

I näringslivet nyttjas dagligen sprängämnen för att uträtta sprängarbeten främst inom bygg- och gruvbranschen. Dessa sprängämnen tillverkas i och utanför Sverige. I samhället finns det åtskilliga aktörer som nyttjar stora volymer utav sprängämnen. Vid en konflikt på svenskt territorium finns det alltså en möjlighet att tillföra sprängämnen som nyttjas i näringslivet till de militära förbanden. Studien syftar till att beskriva hur förmågan att förstöra objekt skulle öka om civila sprängämnen kunde nyttjas av militära förband. För att påvisa detta måste civila sprängämnen värderas i militära kontexter. För att beskriva hur väl de civila sprängämnena skulle kunna öka de stridande förbandens förmåga till förstöring genomfördes en undersökning av sju civila sprängämnen samt en värdering av dessa utifrån militära krav. Dessa sprängämnen jämfördes sedan med sprängdeg för att på ett tydligt sätt beskriva hur väl de olika sprängämnena uppfyllde kraven. Slutligen diskuterades resultaten utifrån grundförmågorna verkan, uthållighet och tillgänglighet. Resultaten visar att tack vare det breda utbudet av civila produkter kan de flesta militära sprängarbeten utföras med civila sprängämnen, om rätt sprängämne nyttjas till rätt objekt. Över lag passar civila sprängämnen bäst till inneslutna laddningar på grund av den höga relativ arbetsförmåga. För att öka förmågan till förstöring måste verkan säkerställas genom praktiska prov. Tillgängligheten måste säkerställas genom utbildning för militär personal samt krigsplanering av sprängämnen. Uthålligheten ökar genom att de militära förbanden kan ersätta förbrukade sprängämnen. När förbanden får tillgång till mer sprängämnen kan de lösa fler uppgifter och förmågan till förstöring ökar. Explosives are used daily in business by construction sites and mines. These explosives are made both in and outside of Sweden. In the society, there are several actors who deal in large quantities explosives. In a conflict on Swedish territory, there are accordingly a possibility to add commercial explosives to the armed forces. The aim of this study is there for to describe how the ability to demolish objectives will increase if the armed forces where to use commercial explosives. To demonstrate this the commercial explosives must be rated in a military context. To describe how well the use of commercial explosives will increase the ability to demolish, survey was implemented where seven different commercial explosives from the Swedish market were rated by military requirements. These explosives where then compared with blasting dough to, in a distinct way, describe how well the commercial explosives preformed. Lastly the results were discussed in terms of the military abilities effect, endurance and availability. The results shows that thanks to the great deal of different explosives that the market provides, most of the military tasks can use commercial explosives if the right explosive is used for the right task. Overall, the commercial explosives are best suited for enclosed charges due to its ability to throw away masses. To increase the ability to demolish, the effect must be proven by practical tests. The availability must be ensured through education for military personal and war plans for commercial explosives. Endurance increases by the replacement of consumed explosives to the military units. When the units can use more explosives, they can complete more tasks and the ability to demolish increases.

Sverige har Europas äldsta C-130 Herculesflotta, nationellt benämnt Transportflygplan 84, som ska bytas ut innan 2030 på grund av ökande underhållskostnader. Det har ännu inte identifierats eller beslutats om en lämplig ersättare till TP 84. Detta arbete studerar the fiktiva scenariot av införskaffning och implementering av ett större transportflygplan än TP 84 för att användas i taktiska operationer. Arbetet svarar på frågan Hur påverkas Försvarsmakten av införskaffandet av ett stort transportflygplan med hänsyn till effekt, lämplighet och ekonomisk överkomlighet? Detta ämnas besvaras genom att applicera teorin om militär nytta på flygplanet C-130J Super Hercules, som är i motsvarande storlek som TP 84 samt C-17 Globemaster III som är större och vanligtvis används till strategiska operationer. Syftet med arbetet uppnås genom insamlad empiri från dokumentstudier från både officiella dokument, tidigare studier och elektroniska dokument som kompletteras av en intervju med en före detta överste vid svenska transport- och specialflygsdivisionen. Arbetets slutsats är att en implementering av ett större transportflygplan påverkar Sveriges transportflygsförmåga negativt. Ett flygplan i motsvarande storlek som TP 84 är att föredra för taktiska operationer. Arbetet bidrar även med två förbättringspunkter till teorin om militär nytta där dimensionen Ekonomisk Överkomlighet föreslås få större inverkan på den slutgiltiga bedömningen samt att lägga till ytterligare en indikator under dimensionen Militär Lämplighet som bör beröra området politik. Sweden currently operates the oldest C-130 Hercules fleet in Europe which is to be replaced before 2030 due to rising maintenance costs. A suitable military cargo aircraft has not yet been identified nor decided upon. This report studies the fictional case of acquiring and implementing a larger aircraft than the C-130H Hercules for use in tactical operations. The report answers the question How would an implementation of a large military cargo aircraft affect the Swedish Armed Forces regarding military effect, military suitability and economic affordability? This question aims to examine the implementation by applying the theory of Military Utility on the C-130J Super Hercules which has a size comparable to C-130H Hercules and the C-17 Globemaster III which is larger and commonly used for strategic airlift. The purpose of this study is achieved by gathering empirical data by using documentary studies from both official government documents, previous studies and electronic documents as well as from an interview with a former Air Force Colonel responsible for the development of the Swedish airlift squadron. The author concludes that the implementation of a larger aircraft negatively impacts the airlift capabilities. An aircraft in the same size as C-130H Hercules is preferred for tactical operations. This report also contributes with two key points to improve the theory of military utility by giving the dimension Economic Affordability a larger impact in the final judgement as well as implementing an additional indicator to the dimension Military Suitability, named political.

Helt självkörande fordon är inte längre en utopi eller något som man ser på film. Redan idag finns fullt fungerande prototyper och flera tillverkare påstår sig ha fullt självkörande fordon redan on några år. Autonomi bedöms civilt kunna ge upphov till flera resurseffektiviseringar inom vägtransportområdet. En kapacitetsökning av förmågan till förbandstransporter av stridsfordonsförband, samt en ökning av uthållighet, transportförmåga och tillgänglighet är faktorer som Försvarsmaktens perspektivstudie (2018) och Försvarsberedningens rapport, Värnkraft (2019) anser borde prioriteras fram till 2025. I denna komparativa prediktionsstudie har tre olika alternativ av autonomi jämförts med hjälp av Analytic hierarchy process (AHP), för att analysera vilken grad av autonomi som har störst militär nytta för stridsfordonstransporter. Utgångspunkt för studien har varit utifrån ett scenario där förbandstransport av en mekaniserad bataljon genomförts. Som ingångsvärden för studien har litteraturstudier och intervjuer utifrån tekniken, autonominoch militära kontexten nyttjats. Resultatet indikerar att autonomi har militär nytta vid operativa stridsfordonstransporter genom att den taktiska tillgängligheten, operativa rörligheten och transportkapaciteten ökas. Möjlighet till autonomi minskar transporttiden vilket medger längre tid till förberedelser i insatsområdet för förbandet som transporterades. Self-driving vehicles are no longer a utopian idea or something that you see in the movies. Today there are already fully functioning prototypes and several manufacturers claim they will have fully self-driving vehicles in just a few years’ time. In the civilian world, this new technology is expected to be capable of generating several resource efficiencies in road transportation. Increased capacity in unit combat vehicle transport capability and an increase in endurance, transportability and availability are factors that the Armed Forces' Perspective Study, as well as the Swedish Ministry of Defence´s study report Värnkraft, considers should be prioritized by 2025. In this comparative study, three different autonomy options have been compared, using the Analytic Hierarchy Process (AHP), to analyse what degree of autonomy has the greatest military utility for combat vehicle transport. The starting point of the study was based on a scenario where the transportation of a mechanized battalion had been carried out. The sources of information ​​for the study were literature studies and interviews based on technology, autonomy and the military context. The results indicate some degree of autonomy has military utility in the long-distance transportation of combat vehicles, by increasing tactical availability, operational mobility and transport capacity. Autonomy reduces transport time, allowing longer preparation time for the transported unit in the combat zone.

Detta självständiga arbete undersöker stridstekniska obemannade luftfarkostsystem (SUAV) och potentiella tekniska system som är motverkande mot obemannade luftfarkoster (CUAS). Nyttjandet av stridstekniska obemannade luftfarkostsystem har ökat kraftigt och har observerats i både Syrien och Ukraina. I den ryska armén har de sett framgångsrik användning i samverkan med befintliga artillerisystem. Syftet med detta självständiga arbete är att analysera och förstå de effekter som tekniken har på militära operationer. I detta arbete används det militärtekniska konceptet ’militär nytta’ Andersson m.fl. (2015) i kombination med Johnsonkriteriet som används för att beräkna räckvidden på infraröda sensorer. Tillsammans med användningen av systemanalys och scenariobaserade metoder, har stridstekniska obemannade luftfarkostsystem och tekniska system som är motverkande mot obemannade luftfarkoster värderats med konceptet militär nytta. Slutsatserna från detta arbete visar att stridstekniska obemannade luftfarkostsystem har en god militär nytta då de används mot en motoriserad skyttebataljon (militär aktör), i förberedelsefasen av en fördröjningsstrid (kontext). Vid värderingen av de två tekniska systemalternativen som motverkar obemannade luftfarkoster; eldvapensystem och robotsystem, har bärbara luftvärnsrobotsystem bedömts ha en bättre militär nytta än automatkanonsystem på grund av dess möjliga användning i avsuttna operationer. This independent project studies Small Unmanned Aerial Vehicles and potential Counter Unmanned Aerial Systems. The usage of Small Unmanned Aerial Systems has grown rapidly and has seen use in warfare in both Syria and Ukraine. In the Russian armed forces, they have seen successful use when used in combination with legacy artillery systems. The purpose of this independent project is to analyse and understand the effects that technology has on military operations. In this project, a military-technology concept called ‘military utility’ Andersson et al. (2015) is used in combination with the Johnson criteria which is used to calculate infrared sensor range. Together with the use of systems analysis and scenario-based methods, Small Unmanned Aerial Vehicles and two identified Counter Unmanned Aerial System alternatives have been assessed with the military utility concept. The conclusions of this independent project show that Small Unmanned Aerial Vehicles have a good degree of military utility when used against a motorized infantry battalion (military actor), in the preparatory phase of a delay operation (context). When assessing the two Counter Unmanned Aerial System alternatives; gun-based systems and missile air defence systems, man-portable air-defence systems have, because of their possible use in dismounted operations, been considered to have a greater military utility in comparison to autocannon systems.

Med den nya omvärldsutvecklingen där NATO moderniserar sitt missilförsvar i Europa samt att Ryssland har placerat taktiska ballistiska robotar i Kaliningrad påverkade Sveriges behov till att anskaffa förmågan att bekämpa ballistiska robotar. Sverige har därför anskaffat Patriotsystemet, dock utan att tillföra ett radarsystem för att invisa ballistiska robotar till luftvärnsförbandet. Missilförsvar är ett väl utforskat område, allt från bekämpningsförlopp till hur en sensorkedja ska se ut. Forskningen tar däremot inte upp vilka förutsättningar ett nyanskaffat radarsystem behöver innefatta för att bidra till att invisa ballistiska robotar för luftvärnsförbanden. I uppsatsen genomfördes en modellering, teknisk analys, där teorin missilförsvar en kedja av event nyttjades för att härleda krav på radarprestanda. En analys om hur organisationerna idag nyttjar radarsystem och hur de tekniska och taktiska kraven påverkar organisationen genomfördes med konceptet militär nytta. Resultatet visar att organisationen där radarsystemet tillförs behövde kompletteras med ett sensorkompani och säkerhetsförband för att uppfylla kravet till invisning. Mot bakgrunden av det scenario som togs fram för undersökning visar den tekniska analysen att radarn vara fordonsburen samt ha en räckvidd på 500 km och en höjdtäckning på 50 km. Den måste även vara kompatibel med Patriotsystemet samt en sensorkedja för strategiskt partnerskap. With the new developments in international affairs, where NATO modernizes its missile defense system in Europe and Russia has placed tactical ballistic missiles in Kaliningrad, Sweden needs to acquire the ability to combat ballistic missiles. Sweden has therefore acquired the Patriot system, however without adding an early warning radar for the Air defense against ballistic missile. Missile defense is a well-explored area, ranging from missile defense events to how a sensor chain should function. The research does not, however, discuss the abilities an acquired radar system needs to help guide ballistic missiles for Air defense units. In this essay, a modeling and a technical analysis based on the theory Missile defense a chain of events are used to conclude requirements for radar performance. An analysis of how the organizations use radar systems today and how the technical requirements affect the organizations was implemented with the concept Military utility. The result indicates the organization there the radar system will be implemented needs to be reinforced with a sensor company and a security unit to meet the requirement for guidance. The background of the scenario that has been developed for the analysis shows that the radar should be integrated to a vehicle, have a range of 500 kilometers and a height coverage of 50 kilometers. Battle management systems must also be compatible with the Patriot system and the sensor chain for strategic partnership.

Historiskt har soldater till fots burit sin personliga utrustning till fots. Den övriga utrustning som soldaten behövde transporterades ofta i vagnar dragna av olika dragdjur. Då stridstempot och framförallt framryckningshastigheten har ökat, har behovet av att bära med sig all nödvändig utrustning ökat. I takt med att nya system tillförts, har därmed också den burna vikten för den enskilde soldaten ökat. Undersökningen har genomförts som en komparativ studie av olika typer av obemannade markfarkoster, så kallade UGV-system, genom att deras möjligheter och begränsningar har analyserats och jämförts utifrån de krav som ställs av scenariot, och av den militära användaren, vid lösandet av en specifik taktisk uppgift. Kriterierna för jämförelse har med hjälp av konceptet militär nytta, framtaget av Andersson et al (2015), tagits fram ur scenariot. Studien kan konstatera att den militära nyttan med dessa UGV-system är att soldaternas egen rörlighet och uthållighet ökar, samtidigt som den skaderisk som tunga bördor innebär minskar. En soldat som inte är utmattad efter att ha burit tung utrustning har en högre stridsberedskap och agerar med större skärpa. Förbandens operativa rörlighet och uthållighet ökar också och beroende på vilket UGV-system som används återfinns olika grader av militär nytta. Historically, soldiers on foot have carried their personal equipment. Other equipment that the soldier needed was often transported in wagons drawn by different beasts of burden. As the high operational tempo, and above all, forward speed has increased, the need to carry all necessary equipment also has grown. And, as new systems have been added, the load to carry for the individual soldier has thus increased. The survey has been conducted as a comparative study of different types of unmanned ground vehicles, so-called UGV systems, by analyzing their possibilities and limitations based on the requirements of the scenario and also the requirements by the military user in solving a specific tactical task. The criteria for comparison have been developed from the scenario using the concept of military utility, developed by Andersson et al. (2015). The study concludes that the military benefits connected to the UGV systems are that the individual mobility and endurance of the soldiers increases, and that the risk of injuries from carrying heavy loads decreases. A soldier not exhausted from carrying heavy loads has a higher combat preparedness and acts with greater focus. The operational mobility and endurance of the unit also increases and, depending on which UGV systems are used, different degrees of military benefit are to be found.

Studien kopplar införandet av ett nytt självgående förbandsknutet bataljonsartilleri vid namn Granatkastarpansarbandvagn 90, GRKPBV 90 till teknisk tjänst. Studien tar en militärteknisk ansats då teknisk tjänst historiskt sett ofta blir förbisett i militära sammanhang. GRKPBV 90 bygger på en idé om ett självgående bataljonsbatteri som var på tal redan under 1990-talet vid namn Granatkastarpansarbandvagn 90120, men som ej förverkligades. Tidigare studier har visat att det kan finnas viss problematik vid införande av tekniska system med avseende på exempelvis teknisk tjänst. Det nya tekniska systemet GRKPBV 90 som ska införas i försvarsmakten kan bli komplext och kan ge en påverkan på militär verksamhet och i synnerhet teknisk tjänst. Studien kopplar den militära nyttan som är central i militär verksamhet till ett införande av ett nytt militärt tekniskt system och den tekniska tjänsten. Syfte: Studiens syfte är att utforska hur införandet av ett nytt tekniskt system, i detta fall GRKPBV 90, kan påverkar den tekniska tjänsten hos ett mekaniserat förband samt hur det kan påverka tillgängligheten av indirekt eldförmåga. Frågeställning: Hur påverkar införandet av GRKPBV 90 den tekniska tjänsten vid ett svensk mekaniserat förband? Metod: För att svara på den frågeställning som ställs nyttjar studien en kvalitativ metod i form av en fallstudie med innehållande litteraturstudie samt intervjuer. Resultat: Studien pekar på att införandets påverkan på den tekniska tjänsten för de mekaniserade förbanden kan komma att vara liten med avseende på struktur och utbildning. Anledningen till detta är GRKPBV 90 militära lämplighet, det vill säga systemets militära nytta. Den tekniska tjänsten kan dock blir mer belastad med avseende av att fler vagnar kan innebära fler mekaniker, verktygssatser och reservdelar. Sammantaget kan detta påverka den tekniska tillgängligheten på GRKPBV 90 och i sin tur tillgängligheten av indirekt eldförmåga. The study deals with the introduction of a new self-propelled artillery called Granatkastarpansarbandvagn 90, GRKPBV 90, linked to technical service. The study takes a military technical approach, as historically, technical service is more than rarely overlooked in military contexts. GRKPBV 90 is based on an idea of a self-propelled battalion battery that was already under development in the 1990s, called Granatkastarpansarbandvagn 90120, but not realized. Previous studies have shown that there may occur problem when introducing technical systems with regard to, for example, technical service. The new technical system GRKPBV 90 that will be introduced into the Armed Forces can be complex and may affect military activity and, in particular, technical service. The military benefit that is central to military activity should be linked to the introduction of a new military technical system and the technical service. Purpose: The purpose of the study is to explore how the introduction of a new technical system, in this case GRKPBV 90, may affect the technical service of a mechanized unit and how it can affect the availability of indirect fire capability. Research question: How does the introduction of GRKPBV 90 affect the technical service of a Swedish mechanized connection? Method: To answer the question posed, the study uses a qualitative method in the form of a case study containing a literature study and interviews. Result: The study shows that the answer to the research question is that the impact of the introduction on the technical service of the mechanized links may be small in terms of structure and education. The reason for this is GRKPBV 90 military suitability, that is, the military utility of the system. However, the technical service may be strained with the fact that more vehicles can involve more mechanics, tool kits and spare parts. All in all, this may affect the technical availability of the GRKPBV 90 and, in turn, the availability of indirect fire capability.

Den urbana miljön är en av de mest komplexa miljöer som svenska förband ska kunna strida i. Bristfällig information, tredimensionellt hot, korta stridsavstånd och civila är bara några av de utmaningar soldater ställs inför i urban miljö. Vissa av dessa utmaningar skulle kunna minskas genom nyttjande av obemannade sensorer, som skulle kunna ge chefer en tydligare lägesbild. Studien har genomförts som en komparativ fallstudie, där ett representativt flygande system har jämförts med ett markgående. Syftet med studien är att utröna vilket system har störst militär nytta. Utgångspunkt för jämförelsen är en konceptmodell för militär nytta, där systemen jämförts inom tre dimensioner; militär effektivitet, militär lämplighet samt ekonomisk överkomlighet. Utfallet av studien tyder på att det markgående systemet, UGV, har en något högre militär nytta än det flygande systemet. Vidare påvisar studien att det finns tydliga skillnader i kravuppfyllnad beroende på var och i vilken strid som systemen används. Det flygande har en tydlig fördel utanför byggnader under anfallsstrid, medan det markgående har en fördel inne i byggnader. Studien påvisar även att båda systemen bidrar med militär nytta till förband i urban miljö. The urban environment is one of the most difficult environments that Swedish units are supposed to fight in. Inadequate information, a three-dimensional threat, close range combat and civilians are just a few of the challenges that face soldiers in urban environment. Some of these challenges could be reduced by the use of unmanned sensors, which could enhance the situational awareness. This study has been conducted as a comparative case study, where a representative aerial system has been compared with a ground system. The aim of the study is to determine which system has the highest military utility. The study is based on a concept model for military utility that has compared the systems within three dimensions; military effectiveness, military suitability and affordability. The result of the study indicates that the ground system, UGV, has a slight advantage in military utility compared to the aerial system. Further the study indicates that there are apparent differences between the systems depending on where they are used and in what combat situation. The aerial system has a clear advantage when used outside buildings and in offensive actions, whereas the ground system has an advantage inside buildings. The study also shows that both systems contributes with military utility to units in urban terrain.

Sea mines are a cheap weapons system useful for hindering an opponent’s freedomof movement. Controllable sea mines, that can be activated and deactivated after they havebeen laid out, can be laid out prior to break out of war. The main bulk of sea mines storedtoday in Swedish depots are not controllable. This thesis compares the military utility between two controllable mine systems. The existingM9-system and a system draft based on wireless underwater communication. With theSwedish navy as the military actor using the systems, the comparison is set against abackground scenario of an escalating crisis. In this context the military effectiveness, militarysuitability and affordability of the systems is studied. The results indicate that the KT-system introduced in this study has a slightly greater militaryutility. At the same time, the results point out a number of differences between the systems,which in the end might be of greater use to a decision maker than a summed up rating. Sjöminor är ett billigt vapensystem som kan användas för att hindra enmotståndares rörelsefrihet. Sjöminor som är kontrollerbara kan aktiveras och stängas av efterfällning vilket möjliggör minering före ett krigsutbrott. Huvuddelen av de minor som idagfinns i svenska förråd är okontrollerbara. Denna studie jämför militär nytta mellan två kontrollerbara sjöminsystem. Det existerandeM9-systemet och ett idésystem baserat på trådlös undervattenskommunikation. Resultatet indikerar att det i studien presenterade KT-systemet som introduceras i denna studiehar en liten fördel ur ett militärt nyttoperspektiv. Samtidigt visar de på ett antal skillnadermellan systemen vilket i slutänden kan mer användbara för en beslutsfattare än ett sammanvägtbetyg.

Sverige har idag några av Europas äldsta militära transportflygplan av typen TP 84 Lockheed Martin C-130H Hercules. Försvarsmakten har beslutat om att modifiera flygplanen så att de kan fortsätta att flyga fram till 2030 men på sikt måste ett nytt system köpas in. Uppsatsen avhandlar det beprövade flygplanet Lockheed Martin C-130J mot det nya Embraer KC-390. Analysen avhandlar en komparativ jämförelse mellan två olika transportflygplan samt systemens införande i Försvarsmakten. Fallet är en del av en jämförelse mellan flygplanen med turboprop-och turbofläktmotorer. Jämförelsen kommer att kopplas mot Andersson et al:s teori om militär nytta. Slutsatserna från analysen är att vid ett införande av C-130J kommer ett driftsäkert system med lång erfarenhet av att operera i konfliktzoner med provisoriska landningsbanor tillföras Försvarsmakten. Flygplanets prestanda och begränsningar är redan kända. Vid införandet av KC- 390 är uppgifterna om prestanda och begränsningar en osäkerhet då systemet ännu inte är i tjänst. Osäkerheter som förmågan att operera från provisoriska flygfält måste tas i beaktande. Dock är flygplanet bättre avseende räckvidd, lastkapacitet samt hastighet, detta på grund av flygplanets turbofläktmotorer. This thesis considers the problem of Sweden currently having some of Europe's oldest military Hercules transport aircraft of the type TP 84 Lockheed Martin C-130H Hercules. The Swedish Armed Forces have decided to modify the aircraft to extend it to 2030, but in the long term a new system must be procured. This thesis deals with the proven aircraft Lockheed Martin C-130J compared to the new Embraer KC-390. The approach uses Andersson et al's theory of military utility to compare two different transport aircraft as well as the system's introduction into the Swedish Armed Forces. The case is part of a comparison of aircraft with turboprop against turbofan engines. The conclusions from the analysis are that the C-130J is an operational system with long experience of operating in conflict zones from provisional runways, and the aircraft's performance and limitations are already known. With the KC-390, performance and limit data are an uncertainty whilst the system is not yet in service; as is its ability to operate from temporary airports. However, this aircraft is better in terms of range, load capacity and speed, due to the aircraft's turbofan engines.

This thesis studies the counterpiracy in the Gulf of Aden. Pirates has made the international community deploy military forces to police the Gulf of Aden. However most of the systems usedare not designed for counterpiracy. Many are remnants from the cold war. Also downsizing of military forces in the West has resulted in the need to prioritize resources. The purpose of this thesis is to analyze five systems fighting pirates in the Gulf of Aden using Andersson et al. (2015)´s theory of military utility. The five systems are: light utility helicopter, medium utility helicopter, reconnaissance aircraft, combat boat and drone on tasks of detect, disrupt and deter. With the analysis the thesis discuss how the Swedish Armed Forces can use available recourses more efficiently as possible to aid in producing a greater operative effect on the national and international arena. The conclusions show that all systems have the potential to contribute to counterpiracy. Reconnaissance aircraft and drones are suitable to detect pirates. Light utility helicopters are able to detect and disrupt and partially deter. The combat boats are suitable to disrupt and deter. The medium utility helicopters are suitable for all three tasks. The thesis concludes with discussing the importance of the subsystems carried and its effects on a system´s military utility. Den här rapporten undersöker piratbekämpningen i Adenviken. Piraterna har gjort att världssamfundet skickat militära styrkor för att patrullera Adenviken. De flesta system som används för piratbekämpningen är däremot inte designade för det ändamålet. Många är kvarlevor från det kalla kriget. Samtidigt som en minskning av de militära styrkorna har lett till behovet att bättre prioritera tillgängliga resurser. Syftet med den här rapporten är att analysera fem system som bekämpar pirater i Adenviken genom att använda Andersson et al. (2015)´s teori om militär nytta. De fem systemen är: Lätt helikopter, medeltung helikopter, spaningsflygplan, stridsbåt och drönare. Uppgifterna de ställs mot är: att upptäcka, avbryta samt avskräcka. För att med den analysen diskutera hur Försvarsmakten kan använda tillgängliga resurser effektivare och skapa operativ effekt, nationellt såväl som internationellt. Slutsatserna visar att alla system har potential att bidra till piratbekämpningen. Spaningsflygplan och drönare är lämpliga för att upptäcka pirater. Lätt helikopter är lämplig för att upptäcka och avbryta samt delvis avskräcka. Stridsbåten är lämplig för att avbryta och avskräcka. Medeltung helikopter är lämplig för alla tre uppgifter. Rapporten har diskuterat den betydelse som subsystemen har för systemens militära nytta.

The traditional landings with large warships near the coastline have been replaced by means of vessels moving beyond the horizon from the coast where the landing will take place. The old landing crafts have been replaced by transport helicopters and close air support, a threat that the amphibious battalion lacks resources to meet. The Swedish Armed Forces faces a possible acquisition of MANPADS and therefore the main purpose with this study was to examine the systems: FIM-92 Stinger RMP, Mistral and RBS70 NG, in order to assess which one of them who had the greatest potential to be effective when used by the amphibious battalion in a coastal defense operation. The study was conducted as a multiple criteria decision analysis, based on the concept of military utility. The result indicated that the RBS70 NG was the system that best met the requirements and demonstrated the greatest potential to be military efficient, although Mistral with minor exceptions fulfilled the requirements. As the study was delimited to a theoretical study based on three specific scenarios, further studies are recommended with simulations, as well as field trials before the result can be given a higher validity. The result, however, already helps us to understand how MANPADS contributes with military utility in coastal defense operations. De traditionella landstigningarna med stora fartyg uppträdandes kustnära har ersatts med metoder innebärandes att fartygen rör sig bortom horisonten från den kust där landsättningen/landstigningen ska ske. De gamla landstigningsbåtarna har i hög grad ersatts med helikoptrar som understödda av attackhelikoptrar och flygplan utgör den nya dimensionerande hotbilden. En hotbild som amfibiebataljonen saknar resurser för att möta. Då Försvarsmakten står inför en eventuell anskaffning av ett buret luftvärnssystem till amfibiebataljonen har denna undersöknings främsta syfte varit att bedöma vilket av systemen FIM-92 Stinger RMP, Mistral eller RBS70 NG som uppvisat störst potential att vara militärt effektivt när de nyttjas av en amfibiebataljon i kustförsvarsoperationer. Undersökningen genomfördes som en komparativ analys med multimålmetod och tre olika typfall som grund. Jämförelsen tog sin utgångspunkt kring teoribildningen om militär nytta och då mer specifikt militär effektivitet. Resultatet indikerade att RBS70 NG var det system som bäst mötte amfibiebataljonens krav och därmed uppvisade störst potential att vara militärt effektivt, även om Mistral med enstaka undantag också uppfyllde kraven till synes utan begränsningar. Då studien avgränsats till en teoretisk jämförelse i tre specifika typfall, rekommenderas fortsatta studier med såväl simuleringar som praktiska prov innan resultatet kan ges en högre validitet. Resultatet bidrar däremot redan nu till en förståelse för vad som ökar den militära effektivitetenvid genomförande av kustförsvarsoperationer.

Studiens syfte är att öka förståelsen för möjligheterna med modern artificiell intelligens (AI) vid militär användning genom att bidra med information om ny teknik. Moderna civila applikationer av datorseende som skapats genom användande av så kallade artificiella neurala nät visar resultat som närmar sig den mänskliga synens nivå när det gäller att känna igen olika saker i sin omgivning. Denna studie motiveras av dessa observationer inom området AI i förhållande till situationer i luftstrid då pilotens syn används för att känna igen flygplan innan det bekämpas. Exempelvis vid användande av hjälmsikte riktar pilotens ögon målsökaren hos en luftmålsrobot mot det flygplan som robotens målsökare sedan låser på. Utanför visuella avstånd kan pilotens ögon av naturliga skäl inte användas på detta sätt, varför datorseende använt i en luftmålsrobot undersöks. Resultaten från studien stödjer att datorseende genom användande av artificiella neurala nät kan användas i en luftmålsrobot samt att datorseende kan utföra uppgiften att känna igen stridsflygplan. This study is aimed at increasing the knowledge to those concerned within the Armed Forces by providing information on the possibilities of modern artificial intelligence (AI). Motivation comes from observations of civilian technology on the use of AI in the field of Computer Vision showing performance equaling the level of the human vision when using the technology of Deep Learning of Artificial Neural Nets. In air-combat aircraft the pilot´s vision is used for recognizing the aircraft that is about to be shot down. For example when utilizing helmet mounted displays, the seeker of an air-target-missile is directed upon the aircraft on which the pilot´s eyes are looking. However when air-target-missiles are utilized beyond visual range the pilot´s vision cannot help in directing the seeker on a specific target. Therefore computer vision within an air-target-missile is studied. The results of the study support that the technology of neural networks may be used in an air-target-missile and that computer vision provided by this technology can do the job of recognizing a combat aircraft.

Till följd av Försvarsmaktens tidigare inriktning mot insatsförsvar och den strategiska time-out som präglade början av 2000-talet förfogar luftvärnet idag över luftvärnssystem som är flera decennier gamla. Systemen är inte dimensionerade för att möta dagens högteknologiska motståndare och regeringen har därför beslutat att en ersättare till Robotsystem 97 skall vara på plats senast 2020. Valet står mellan Patriot och Aster SAMP/T, syftet med detta arbete är därför att undersöka och bedöma den militära effektiviteten för respektive luftvärnssystem. Undersökningen baseras på en komparativ analys där luftvärnssystemen jämförs utifrån ett scenario med tillhörande händelseförlopp och kravställningar. Slutligen sammanställs och presenteras resultatet i en multimålmodell för att på ett kvantitativt sätt kunna mäta skillnaderna mellan systemen. Resultatet visar på att Aster SAMP/T har störst potential att vara effektivt i en given kontext men att Patriot också uppfyller de krav som ställs nästintill utan begränsning. Då jämförelsen grundar sig på ett begränsat scenario med specifika förutsättningar är det viktigt att ha i beaktande att resultatet endast har validitet mot det scenario och kravställningar som luftvärnssystemen jämförts utifrån. As a result of the Swedish Armed Forces previous focus on international operations and strategic timeout in the beginning of the 21st century, the air defense today has surface-to-air missile systems that are several decades old. The systems are not designed to handle today’s high-tech opponent and the government has therefore decided that a replacement for MIM-23 HAWK must be in place by 2020. The choice stands between Patriot and Aster SAMP/T, the purpose of this paper is therefore to investigate and assess the military effectiveness of each surface-to-air missile system. The survey is based on a comparative analysis where the systems are compared to each other in a scenario which includes several events and requirements. Finally, the results are compiled and presented in a multi-goal-model to quantitatively measure the differences between the systems. The result shows that Aster SAMP/T has the greatest potential of being effective in a given context, but that Patriot also meets the requirements almost without any limitations. As the comparison is based on a particularly limited scenario with very specified conditions, it is important to take into account that the result is valid only against the scenario and requirements from which the systems are compared.

För att känna igen eller identifiera egna förband och enheter har man sedan långt tillbaka använt sig av olika metoder. Oftast har dessa utgjorts av olika symboler och tecken på fanor, flaggor, uniformer med mera. I nutid har allt fler olika tekniska system för igenkänning och identifiering, eller så kallad Combat Identification (CID), av egna förband, börjat användas. Dessa system uppvisar mer eller mindre komplexitet, har olika för- respektive nackdelar och bidrar i olika utsträckning till förmågan att framgångsrikt genomföra CID. Syftet med uppsatsen är att jämföra olika CID-system konstruerade för avsutten trupp för att öka kunskapen avseende den militära nytta systemen har med avseende på minskad risk för vådabekämpning när ett förband sätts in i urban miljö. Vid jämförelsen av de olika systemen kan konstateras att CID-systemen endast ger militär nytta när ett förband har en uppgift där stridsförloppen är långsamma, till exempel övervakning. De CID-system som särskilt utmärker sig vid övervakning är TIR-systemen. Since long ago different methods have been used in order to recognize or identify own units. Most often the methods consisted of different symbols and signs placed on banners, flags, uniforms and so on. Today several different technical systems for recognition and identification of own units, so called Combat Identification (CID), are entering service. The systems show more or less complexity in their construction, hold advantages as well as disadvantages and thus contribute in varying degree to the ability to successfully carry out CID. The purpose of this essay is to compare different CID-systems designed for ground soldiers, in order to increase the knowledge of what military utility the different systems may have in terms of reducing the risk of friendly fire when a unit is deployed in an urban environment. When comparing the different systems it is clearly that CID-systems only give military utility when a unit has a task where the battle progress is slow, such as surveillance. The CID-system that especially excels when used in surveillance is the TIR-systems.

Mobilt Kärnnät (MKN) är benämningen på kommunikationsinfrastrukturen i Försvarsmaktens Ledningssystem IO 2014. MKN realiseras genom sammankoppling av mobila noder som är grupperade vid staber och förband inom markarenan. Ett flertal transmissionssystem och transmissionsmedia kan användas för sammankoppling. I detta arbete har sammankoppling med två olika radiolänksystem studerats. Radiolänk 371 utvecklades för att hantera transmissionen i arméns tidigare sambandssystem, Telesystem 9000. Radiolänk 373 är under utveckling och införande. Utgångspunkten för jämförelsen har varit MKN kravställning. Kraven har inordnats under ett urval den militära lämplighetens indikatorer, som är en del i konceptet för militär nytta, för att ge svar på om det införandet av det nya systemet kan bidra till den militära nyttan. Arbetet indikerar att införandet av ett nytt radiolänksystem som transmissionssystem i MKN kommer att bidra till den militära nyttan genom ökad överföringskapacitet i nätet, möjligheter till större flexibilitet vid upprättande av transmissionsnätet och det nya radiolänksystemets förmåga att sända och mottaga i två riktningar samtidigt, med olika moduleringsformer, med endast en utrustning. Radio relay links is used to connect the system nodes within the land component commands communication network structure. The radio relay link-system used today, Radio relay link 371, was developed in the mid-80s to support the former communication network structure, Telecommunication System 9000. The development of technology since has made the old radio relay link outdated and the Swedish Defence Materiel Administration has developed a new radio relay link system, RL 373, to the Swedish Armed Forces. The purpose of this study was to examine whether the new radio relay link better contributed to the military utility, by comparing the two radio relay link systems towards the demands that are set for the communication network structure. The study indicates that the implementation of the new radio relay link better contributes to the military utility by adding increased flexibility, both tactical and technical and it also supports higher transmission speeds. The new system is also able to establish two connections in different directions from one piece of equipment and the adaptive modulation capability built in the system also contributes to the desired flexibility.

Det militära sambandssystemet RA180 börjar bli föråldrat samtidigt som mobiltelefoni utvecklas snabbt. Systemen skiljer sig från varandra ur flera aspekter, men den allmänna färdigheten i att använda mobiltelefoni ger fördelar för militärt samband. Tidigare forskning har visat att det finns en del brister hos mobiltelefoni, men hur dessa brister förhåller sig till ett sambandssystem som redan används av Försvarsmakten finns inte att studera. Den här uppsatsen syftar till att undersöka om det finns någon militär nytta av att använda mobiltelefoni för samband, istället för RA180. För att göra det görs en systemanalys där systemen jämförs och värderas sinsemellan. I uppsatsen framkommer flera av de möjligheter som finns om mobiltelefoni används som sambandssystem och en av de största är att systemet har en högre tillgänglighet tack vare den befintliga infrastrukturen. Mobiltelefoni har en lägre militär nytta än RA180 i ett specifikt scenario, men flera av de anledningar som gjorde den militära nyttan lägre finns det lösningar för. Kryptering är en av dessa och det finns alternativ som skulle höja säkerheten avsevärt hos mobiltelefoni. The military communication system RA180 is aging while mobile telephony is evolving rapidly. These systems differ from each other in many aspects, but the overall skill in using a mobile phone offers benefits for military communication. Previous research has shown that there are some flaws in mobile telephony, but how these deficiencies relate to a communication system that is already in use by the Armed Forces have not been studied yet. This essay aims to investigate whether there is any military utility of using mobile telephony for the communication instead of RA180. A systems analysis, where the systems are compared and evaluated, will be implemented for this purpose. The essay reveals several opportunities available when mobile telephony is used as communication systems and one of the main potential is that the system has a higher availability due to the existing infrastructure. Mobile telephony has a lower military utility than RA180 in a specific scenario, but for several of the reasons that resulted in a lower military utility there are solutions. Encryption is one of these and there are options that would improve security significantly in mobile telephony.

The transformation of the Swedish Armed Forces is bringing about major changes in many areas. Indirect fire is one capability affected by these changes. Financial savings, a shrinking organization and higher eligibility requirements mean that fewer soldiers will gain access to exclusive high-tech support resources such as the JAS 39 Gripen aircraft and the ARCHER artillery system. This thesis aims to examine whether access to indirect fire capability can be increased through the use of civilian products and communication networks. Technology development in the civilian mobile communications area is exponential and nations such as the USA, facing challenges similar to those of the Swedish Armed Forces, devote substantial resources to research and development. Is the use of mobile phones for military purposes the innovation needed by the Swedish Armed Forces, do the necessary technical conditions exist and is the technology applicable during peace and wartime operations? The results indicate that the military use of commercial technology is too low at the moment, but that the technology itself sets no limits, and that there is a need and a demand to develop military mobile apps. The robustness of commercial networks does not meet Armed Forces’ requirements and the Armed Forces need a clear strategy that states the aims and objectives before procurement and implementation is possible. The results show further that, regardless of the challenges identified, there are good reasons to continue to pursue these issues in order to build up experience and knowledge in this area of technology. The development of civil mobile phone technology for military purposes will mean that there is an economically viable resource to use in the future.

Minor utgör ett hot mot civilbefolkningen men även personal i fredsfrämjande insatser riskerar att skadas av minorna under patruller i insatsområdet. Idag används minhunden i Försvarsmakten för att lokaliera minor i kombination med minpik och metalldetektor. Hunden har sina begränsningar och har under flera perioder varit på väg att fasas ut till förmån för tekniken. Minans doftbild, minhunden och den elektroniska nosen beskrivs och mynnar ut i en analys där för-/nackdelar presenteras och därefter diskuteras. Den militära nyttan i den militära kontexten, insats med undsättningsstyrka (MRT) utgör ramverk i uppsatsen. Vid en undsättningsinsats med MRT är det av största vikt att minorna kan lokaliseras, märkas ut och undvikas. Hunden har förmåga till lokalisering av minor vilket den elektroniska nosen Fido saknar. Minornas doftbild överlappar varandra. Fido kan inte särskilja minorna från varandra utan endast bekräfta förekomst i ett område vilket inte bidrar till den militära nyttan när en fri väg ska sökas fram till en skadeplats. Landmines pose a threat to the civilian population but personnel in peacekeeping operations could also be harmed by landmines during patrols in the area. Today the Swedish Armed Forces use mine detection dogs to locate landmines. The mine detection dogs are used in combination with prodders and metal detectors. The dogs have their limitations and there have been several attempts to phase them out and replace them with technology. Substances detected by dogs and electronic noses, the mine detection dog and the electronic dog nose Fido are described and incorporated in an analysis where advantages/disadvantages are presented and then discussed. Military utility in a military context constitute the frame of the essay. The military context is an operation with a mine rescue team to rescue an injured person in a mine field. In a rescue operation with a mine rescue team the most important thing is to locate, mark and avoid the landmines. The dog can locate landmines but the electronic nose Fido cannot. The chemical signatures from the landmines overlap each other making it difficult for Fido to pinpoint the exact location. Fido can confirm the presence of landmines in an area which does not have military utility during mine rescue team operations to find a free path and rescue an injured person out from a minefield.
