Social participation in the management of local development is vital for its success and sustainability. The involvement of all local actors in their own development is a maxim for the government and Cuban society today. In view of this challenge, the objective of this research is to design a methodological guide for the application of participatory budgeting as a tool for participation in the management of local development in Cuba, based on the "Por tu Barrio" experience of La Oficina del Historiador de la Ciudad de La Habana. For this purpose, the following methods were used: historicallogical and systemic-structural, from a mixed methodological perspective. Based on the systematization and evaluation of the exercise, a methodology composed of five fundamental stages was proposed: preparation, organization, development, evaluation and feedback, and the lessons learned were determined, highlighting that the participatory budget should be developed in articulation with the rest of the public management instruments, that the municipal government should set itself up as a leader and that the neighborhood identity, the socio-demographic characteristics and the culture of participation condition the model. The relationship of the tool with the Municipal Development Strategies was also analyzed, showing the singular elements in the Cuban context for its socialization and replication. This research, due to its scope and object, constitutes a scientific novelty and an important reference, not only for studies on the subject, but also for local governments that determine the implementation of participatory budgeting in Cuba. The present narrative review discusses the relevance and challenges of community participation in health for health system strengthening. Based on a definition of community participation in health as a dynamic process that gives people access and control over health resources through involvement and experience, the article summarizes information obtained from documents and debate at an international event (Seminario Internacional: Experiencias y Modelos de Participación en Salud en América Latina y el Caribe). In addition, the SciELO, PubMed and Google Scholar databases were searched using the terms "community participation", "community engagement", "social control" and "community health planning" to identify national or transnational review and opinion articles. Community participation in health is a current concept, acknowledged in the recommendations for health policies described in recent documents and publications. Around the world, the number of studies on the subject is growing; however, in the Americas, three countries (United States, Canada and Brazil) accounted for most of the scientific publications identified in the databases. The studies address timely questions and show consensus among investigators within each individual research group. However, the area lacks exchanges and comparative analyses that contrast different experiences transcending national borders and expanding knowledge on community participation in health. The creation of more spaces for the sharing of experiences and research is advised, as well as the establishment of professional and research networks in the field of community participation in health. Objective. Shed light on the experiences and determinants of young people's and adolescents' participation in formal participation mechanisms during the SARS-CoV-2 pandemic in Chile. Methods. Cross-sectional, descriptive study with a qualitative approach, within the constructivist research paradigm. Three focus groups were conducted with key informants: young people and adolescents who regularly participate in advisory councils of Chile's Ministry of Health (MINSAL). Content analysis was applied for theoretical and emerging categories in the study. The reports were transcribed and studied with data analysis and hermeneutics. This study was conducted during the COVID-19 pandemic, between the months of March and November 2021. Results. During the pandemic, adolescents' and young people's experiences of health participation were affected; however, formal participation mechanisms such as advisory councils allowed for continuity. In this context and based on their experiences, young people and adolescents highlighted some factors that facilitated or limited their participation at three levels: individual, relational, and structural. They highlighted virtual communication, use of social networks, and digital health as excellent tools for the participation of young people and adolescents during the pandemic in Chile. Conclusion. The pandemic affected the participation mechanisms used by young people and adolescents in Chile; however, among the experiences highlighted by young people, aspects that facilitated participation emerged, such as virtual communication, digital health, and other strategies. The purpose of the article is to propose a critical and decolonial reflection on the limits, challenges and alternatives of risk governance in the context of the COVID-19 pandemic. The paper begins with an invitation to think about the current crisis of multilateralism as a first step to problematize the emergence of SARS-CoV-2 virus and its effects on the institutional frameworks of global politics. To understand the consequences of the current pandemic in the shaping of governance schemes adopted to address the emergency, reference is made to a body of literature that addresses perspectives on risk and uncertainty in contexts of transition towards sustainability. It also delves into the notion of geography of knowledge --developed by Latin American political ecology-- to explain the deep entanglements between the coloniality of knowledge and the construction of public imaginaries and knowledge devices on risk control and governance. We understand this reflection as "being part" of an exercise of sociological imagination that seeks to contribute to the construction of possible futures, in which integral and safe spaces are available for the reproduction of all forms of life on the planet. This reflection concludes with some ideas on the need to stimulate a new and different set of relations between sciences, technologies and knowledge, which ensures the adequate exercise of citizen practices and diverse subjectivities, in harmony with social participation in pluralistic contexts and full recognition of rights. COVID-19 represents an important opportunity to think about different ways of environmental cosmopolitanism, capable of bringing these ideas to the political arena through social movements, which could be taking shape in addressing the emergency at the local and community levels. The article addresses the analytical and factual derivations of a university extension project on public space, which articulated a process of participation of different social organizations, institutions, and the community of the Cuenca XV neighborhood of the city of Neuquén. From the methodological point of view, the participatory action research approach was applied as a way of transferring knowledge and reciprocal experiences, thus promoting self-learning, both for the extension team and the neighborhood community. The institutionalized confinement to prevent the spread of SARS-CoV2 forced us to take into account new alternatives for obtaining data and rethinking the methodologies of citizen participation, through the articulation of virtual meetings and workshops. The project generated new demands and perspectives, promoted by the territorial actors themselves in the framework of a collective reflection that allowed the revaluation of public space. The globalization and neoliberalization of the economy have altered urban spaces and its governance. New models of sustainable governance base on active participation and social networks to the design and uses of public spaces. This happens in the studied case of Pinacoteca a Cel Obert. This is a project promoted in Barcelona (Spain) from the public administration, with the collaboration of the economic fabric and the citizenship participation. With the artistic intervention of 24 comercial shutters, there are various objectives reached, where it is highlighted the involvement and joint responsability in destination management with a network governance and horizontal work that guarantees sustainability, consensus, and acceptation of the implemented actions. Knowledge of the feeding process allows the design of specific programs on food and nutritional security for different social groups, as is the case of indigenous communities that deserve a differential approach. Objective: to understand the experiences of the Curripaco indigenous people settled in the Tierra Alta reservation in relation to the feeding process and the meaning they give to it. Methodology: qualitative study with an ethnographic approach and techniques such as participant observation and semi-structured interviews for collecting information. Results: the following emerging categories were obtained: obtaining food, with the subcategories the conuco, the river or pipe and the jungle; food preparation, which includes the process from the time when the food is obtained to the final dish; special foods, with two subcategories, sacred foods and forbidden foods; and serving the food which includes, among other things, the temperature of the food and the hierarchical order within the family group to serve it. Conclusion: the preservation of ancestral practices related to the feeding process is an important element that has contributed to the conservation of the health of its members over time, so that it is necessary to tend to protect these practices and include them as an essential component of health promotion in the food and nutritional security plans that are developed in the territory. Objective: To train an interdisciplinary group of undergraduate students as university health promoters and evaluate their results. Methodology: Participatory action research with 13 undergraduate students of the Pontificia Universidad Católica de Ecuador during the period 2012-2014. The process was developed in four phases: 1) training in health promotion of the group; 2) diagnosis of the general health situation of the students; 3) design, planning and implementation of a project executed by trained students; and 4) evaluation of the intervention. Qualitative and quantitative techniques were applied in each phase for the diagnosis and evaluation of results. Results: Phase 1: 100% of the students completed the training process; Phase 2: The main health problems in the university student population were identified as related to mental health (stress, anxiety, and depression), inadequate diet and violence; Phase 3: An intervention project was designed and executed based on the diagnosis made, which benefited 2916 peers; Phase 4: As a result of the intervention, 76.2% of the beneficiaries stated that they faced daily problems, 90.6% considered it important for their personal spiritual, emotional and corporal development, 94% improved relations with their peers, 68, 9% learned about their rights and 38% acknowledged that they modified their life habits. Conclusions: The methodology implemented gave students tools to design, execute and evaluate interdisciplinary health promotion projects. Objective: To establish the relationship between the Social Determinants of Health and the human functioning, considering the activity and participation components of people with Stroke at San Juan de Pasto city. Methods: The cohort study with an intentional sample of 98 people with Stroke, over 18 years, with a minimum of 6 months of evolution of the lesion, without cognitive or language deficit, users of health institutions and specialized centers in the city of Pasto. It was used the instrument of Social Determinants of Health and tool of evaluation activity limitations and participation restrictions. Results: the highest percentage of the population is male (54,1%), over 65 years of age, from strata 1 and 2 (78,6%), with a low level of education (they attended until preschool and incomplete primary -17,1 y 27,1%- respectively) they do not report current labor activity (84.6%), nor economic income (51.1%). Significant correlations were found between the socioeconomic stratum, the housing condition and the consumption of medications, with the limitation in activity and restriction in participation (p < 0.05). Conclusions: The results provide evidence regarding activity limitations, participation restrictions and social inequities in the population studied with Stroke at San Juan de Pasto city. This information can be used to advance initiatives and public actions at the departmental level, emphasizing social conditions and multidimensional aspects of disability. [ABSTRACT FROM AUTHOR]

In 1956 the first health promotion agencies were founded in Colombia and were intended to enhance the health condition in the populations in the most alienated territories. The promoters, especially women, became leading actors in the rural community when their role transcended the public health endeavors. This study seeks to critically understand both the social and public-health roles of the health promoters in the town of Andes, Antioquia during 1976-2015. A study case was conducted using interviews and document reviews. Female promoters with a wide track record, public servants and community leaders took part in the study. The institutionalization of the promoters emerged as the main health alternative for the rural communities in our country. The transformations in the health system have brought about some pressure on this social practice, even though they still prevail. The promoters have had a role with an impact beyond the public-health care as they perform an important function in the construction of the social fabric and the management for a social cultural change in the Colombian rural life. Objective: To analyze learning for managers and local technical teams of Health Promotion by using the "the social learning tree", educational approach in the problematization of needs of social transformation in Jalisco, Mexico in 2017. Materials and methods: Qualitative phenomenological study developed in 2017 with 74 participants of the approach in four rural localities; 30 informants were selected conveniently defining them through theoretical sampling. For the gathering of information, two focus groups were worked with in spaces selected by informants. Interviews were audio-recorded and semiotically analyzed. Results: The results allude to being useful when initiating processes of Health Promotion, identifying and clarifying the work, in addition to the group integration. Likewise, they are picked up again in the evaluation of the process. The technique considers the political, historical and sociocultural moment of the local context interpreting the situation to be addressed in a structural way. Diversity of leadership and opinions are emphasized as limitations which can discourage participation. Finally, ethical implications such as not respecting the culture and autonomy of the populations to participate are described. Conclusions: The educational approach allows the local gathering of diverse actors for intersectoral work revitalizing territorial management with the recognition of the participants as self-reflective subjects of their changing and complex historical reality developing in a particular way in each experience and context guided by the political, historical and sociocultural moment, the skills of the educator, and the diversity of leadership and opinions keeping in mind not to lose respect for the culture and the autonomy to participate. This paper presents ideas, questions and reflections on the resistance forces which arise and develop in different times of life in reaction to the historical processes of socio-cultural, political and economic domination, in the most diverse forms of insurgencies that have occurred in recent decades. Initially, it seeks to establish the understanding of what place is as a force of resistance. Subsequently, the nuclear object of the movements and forces of resistance are weighed and the levels and forms of resistance that this place tends to offer are identified, considering the scale of the State and of the nation, and leading to a reflection on the relations between the place resistance and the future construction. In its theoretical-methodological perspective of exploratory character, the use of selected bibliographies was effective with incursions in the interdisciplinary field of the sciences of human space. Finally, the ongoing reflections on themes related to or complementary to the approach on the resistance strength of the places were synthesized relating general problems regarding the issues of social participation and citizenship, as they are studied and discussed nowadays in the perspective of democracy as way of life and the reconstruction of the knowledge about the cities or any other place of the territory of the country. This essay underscore the fundamental role that the traditional communities of the inter-Andean valleys of the southern highlands of Peru should play in the patrimonialization processes promoted by the State on pre-Hispanic agricultural infrastructure for ancestral use. The sample under study represents a set of terraces and agricultural systems of the Inca period located within the Archaeological Park of Pisaq, located in the Vilcanota basin, near the city of Cuzco. It is proposed that the traditional use of platforms, terraces and pre- Hispanic irrigation systems constitutes a long-term preventive and sustainable conservation strategy, opposed to orthodox concepts of intangibilization or expropriation, important in the mitigation of damage by natural phenomena or in the preservation of the social organization around ancestral agricultural knowledge. Consequently, the application of integrated cultural policies to traditional uses of ancestral spaces could guarantee a more solid, responsible, renewed and permanent valuation of Andean cultural landscapes while ensuring their conservation over time. Objective: To identify the theoretical-methodological evolution of the health situation analysis (ASIS) in Latin America and the Caribbean and analyze the challenges in its implementation. Methodology: Narrative review based on the analysis of research works, reflection articles and manuals published between 2000 and 2017, related to the analysis of the health situation at the population level,the EBSCO, PubMed, Redalyc, Scielo and Lilacs databases wereconsulted. The review procedure included search in search engines, selection of documents, analysis and comparison of the contents of the ASIS carried out in the region. Results: 67 publications were selected,It was found that the guidelines to guide the implementation of ASIS reproduce an epidemiological / administrative health diagnostic model, although some subscribe as axes of the analysis the perspective of gender, social determinants, intersectoriality and social participation,this is reflected in 90 % of the 19 government reports recovered. 80 % of the 10 original researches recovered are identified as descriptive, observational and cross-sectional studies, with little action by the health teams of the first level and minimal participation of the populations and representatives of other sectors related to health,the main sources used are official demographic and epidemiological statistics and a minimum proportion of the ASIS concludes in the generation of action proposals. Conclusions: The implementation of ASIS faces as challenges: transcending the pathological and sectoral concept of health,incorporate positive health indicators as well as others of health inequity, which allow a broad assessment of the population health situation, its social determinants and the gradients of inequality in the expression of the disease and access to services for its attention,articulate in its practice the epidemiological method with ethnographic techniques and social participation, to support the comprehensive and intersectional analysis of health,and to train health teams, especially first level ones, for the effective development of these studies with the purpose of monitoring and understanding trends and differentials in health / disease of population groups. The article deals with actions taken in the Brazilian society to face the corruption, a recurring practice in Brazil which is considered one of the main problems of the world nowadays. It focuses on the protagonism of the civil society, highlighting successes and barriers toward the control and monitoring of the public investments, without the intermediation of representatives. It is an illustration of the experience of the Popular Task Force (FTP), a civil society movement that has been active in the State of Piauí using as main action strategy the "March Against Corruption and for Life", to raise to awareness and mobilize people and organizations to the anti-corruption fight, being the March, the empirical environment of the PhD research in Public Policies, by the Federal University of Piauí (UFPI), using the case study as its method of analysis, and as methodological instruments the narrative interviews and the direct observation in the light of the participative observation. This research, aimed to analyze the ‘Cerrado Fair' as a local development instrument with social participation of artisans. The purpose was to indicate how and whether a craft fair can contribute to local development through a group of artisans. The methodological procedure was the exploratory research with a literature review in the areas of sustainable local development and social participation; and a case study about the ‘Cerrado Fair', a craft fair, located in Goiânia, Brazil. It was used the technique of descriptive study and fi eld research with semi-structured interviews applied to managers and fairground, as well as the observation of the fair and informal conversations with this fairground in order to identify the actual situation and make an analysis of how has been the relationship between leaders and fairground. And then is given the focus on the craft activities and the ‘Cerrado Fair' object of study, with the expectation that local development is facilitating the improvement of the quality of life of specifi c groups. Notwithstanding being a key figure in corporate financing, today is quite natural to discover some outdated and inadequate angles of the shareholders' loans regime - conceived for a partially obsolete corporate reality custom designed for the 20th century. Health systems face different obstacles that threaten their proper performance. One such obstacle is the fragmentation of health systems. In return, the social participation in health is mentioned with the same intensity that integrating phenomenon. This study aimed to provide a more concrete framework on the complex relationship between these factors emerging health systems and for that use different methods: A review of literature, a qualitative approach to define the dimensions of analysis and in a third time a classic technique assay (expository essay) to argue each dimension. The final product 12 theses were defined, and together aim to satisfactorily explain this phenomenon and propose lines of work that effectively improve the performance of health systems. This work aims to confer elements for government action, from the information recorded in online media centers that allows social participation in its information processes and promote its dissemination in social networks. To fulfill this purpose the news that people share on social networks massively are identified and comments expressed analyzed. For this work a case study approach is applied to the online newspaper media of Medellin, Colombia, which integrate aspects of the netnographic method.
