Effective water resources management is crucial for the sustainable development of the province of Manabí. The importance of evaluating existing models and institutional changes in the search for efficient water resource management is highlighted. The objective of this research is to analyze the relevance of water resource management agencies in the development of the Province of Manabí, considering previous models and institutional changes. A qualitative study was carried out using documentary and bibliographic methods, applying the analytical-synthetic approach, involving the review of government documents, technical reports and data on water management. An exhaustive search was implemented in academic sources and interviews with experts and members of local communities. The analysis was based on 25 documents selected with specific criteria, supported by a documentary analysis matrix and an interview questionnaire. The results are based on the continuity in water management models in Manabí, with institutional changes in the National Secretariat of Water (SENAGUA) and merger with the Ministry of Environment. Achievements and challenges are identified, highlighting the importance of community participation and the need to assess the institutional impact of these transformations. The SENAGUA-Ministry of the Environment merger has generated both positive aspects and challenges in water management. The importance of complying with the institutional competencies established in laws and regulations is highlighted. The relevance of the Political Constitution of the State in water management in Manabí is underlined as a key factor. [ABSTRACT FROM AUTHOR]
