The University is faced with the challenge of becoming one of the primary sources of knowledge generation, and that the same contribution to progress at the national, regional and global level, in all areas. In Paraguay, the National University of Asunción seeks to position itself internationally through academic, scientific and technological excellence. In this context, it is relevant that the University's guidelines, as those that guide the development of the country, are aligned. Within this framework, a study is presented that aims to: Analyze the link between the academic production of the Postgraduate Programs of the National University of Asunción, with the research and development policies of Paraguay. For this purpose, a research was proposed with a mixed approach, descriptive and cross-sectional scope. The population under study was made up of Master's and Doctoral studies from Postgraduate Programs, corresponding to the period 2017-2021. The Academic Units of the UNA constituted the sources for the provision of the data. The findings of the study show that around a third of the works analyzed are linked to the country's research and development policies, particularly those in the social field. [ABSTRACT FROM AUTHOR]

The article "BIBLIOGRAPHY ON TECHNIQUES OF THE SELF: FUNDAMENTAL TEXTS, DEVELOPMENTS AND APPLIED RESEARCH" published in the journal Andamios presents a bibliographic compilation on techniques of the self according to the Foucauldian concept. Public policies can be interpreted as the result of government decision-making, which is built on preferences expressed in parliament through political discourses. Objectives: to identify which are the preferences and objectives introduced in the agenda of the regional governments in order to deepen the role they play within the governance of the Higher Education System (SES). Methodology: through documentary analysis of the investiture discourses of four Spanish regional cases (Andalusia, Catalonia, Galicia, and Madrid), governmental preferences in Higher Education (HE) and Research and Development (R&D) between 1980 and 2021 are identified. It also describes territorial diversity and change in HES governance over time. Results: territorial variations in HES governance have been identified, as well as differences in the connection between HE and R&D issues. Conclusions: HES governance has moved towards self-regulation and state supervision, although this trend is far from being general, given that differentiated strategies are established at the regional level, some of them compatible with traditional forms of rational planning and control of the HES. This article presents the results of a research study on the impact of a transdisciplinary course, Practicum II, on self-recognition and the appraisal of the teaching profession. The course integrates science, body, technology, and art. Thirteen second-semester students from the Bachelor's in Natural Sciences program participated with informed consent. After the course, students showed improvements in most aspects related to self-recognition and the valuation of the teaching profession. They developed new expectations for teaching work, such as personal development and research drive, and increased their awareness of their strengths and weaknesses in aspects such as self-image, social performance, and the pleasure or difficulty of teaching work. The research is based on a normative analysis, from the theoretical proposal of Guarantee, in terms of basic education and social and economic vulnerability. The development of the research starts from the following questions: What mechanisms or instruments of administrative action guarantee the right to education in conditions of vulnerability? And what are the guarantees for its fulfillment? It is important to identify the duties established in the regulatory instruments, as well as the guarantees that allow their enforceability before the educational authorities when the right to education is violated or is at risk of being violated. En este trabajo se evalúa el impacto de las ayudas a la innovación empresarial en el desempeño de las empresas mexicanas y se analizan sus prioridades, creando un perfil de las empresas que reciben frecuentemente esas ayudas. Se aplica el método de correspondencia basada en la puntuación de la propensión (propensity score matching) --en este caso como un emparejamiento basado en la probabilidad de ser beneficiario-- a los datos provenientes de la Encuesta sobre Investigación y Desarrollo Tecnológico (ESIDET) de 2017. Los resultados indican que el dinero público incentiva el gasto total en investigación y desarrollo, pero no tiene ningún efecto en el nivel inicial previsto del gasto en investigación y desarrollo cuando se considera el gasto neto (excluido el dinero público). Además, se encuentra que las ayudas tienen un efecto positivo en el desempeño empresarial y el capital humano, y que las empresas que frecuentemente reciben apoyo son las de servicios, las más innovadoras, grandes y competitivas, y las dedicadas al desarrollo tecnológico cercano al mercado más que las de investigación básica. The general objective of the research was to analyze the training and financial management of micro and small enterprises. The development of this research was based on the quantitative approach, where the orientation of the research process is the numerical measures used in the collection of data to analyze. In addition, it was supported by the documentary-bibliographic review. The analytical-synthetic method was also used. The instrument used was the survey, which was applied to a sample of 43 companies from the sample obtained from 237 MSEs located in the district of El Porvenir. It is concluded that the municipal authorities of El Porvenir are urged to develop and implement a financial training program and that the MSEs of El Porvenir and the province of Trujillo should receive ongoing training on financial management issues. The objective of the article is to analyze some scientific research training experiences of indigenous women from Oaxaca, an entity in southern Mexico, as well as understand the methodological and epistemic complexity involved in the scientific training of indigenous women in a context of inequalities. The experiences of the participating indigenous women are collected within a research project that was developed in the period 2020-2023, with financing from the Sectoral Development and Research Fund of the National Women's Institute and the National Council of Humanities, Science and Technology. The analysis of some training experiences in scientific research, as well as the methodological journeys and epistemic challenges detailed in the following sections, are framed in the confinement situation caused by the COVID-19 pandemic. Among the results obtained, we can see the ways in which the pandemic generated new aspects of the concurrent inequalities experienced by indigenous Oaxacan women, but also the ways in which this situation motivated a different experience of inquiry to rethink the meanings and ways of doing research. The agency capacity of the women themselves was strengthened to overcome their adverse circumstances due to ethnic and gender status, and the social impact in their community environments with other women. In Ibero-America, studies on "institutional research policies" in "higher education" constitute a little explored or emerging field; the absence of publications on the subject evokes multi-causal factors such as the lack of maturation of administrative structures oriented to the development of science, technology and innovation-CTeI in the countries, low valuation of knowledge in society, insufficient budgetary and infrastructural capacities in the territories; the instability in the governance of Latin American nations and the volatility in the regulations oriented to research development; makes that for the most part, a divulgative scenario composed of succinct cases with annualized statistical data and without periodicity/transcendence in time is established. This article describes the findings found in the systematic review of the scientific literature on institutional research policies in higher education published from 2014 to 2023. The methodology adopted the guidelines of the PRISMA Statement method and the Cochrane Collaboration manual, to establish a map of motivations, thematizations, and theoretical and methodological contributions; from the deconstruction of records through the MAXQDAÒ qualitative analysis software. The results, discussions, and conclusions are framed in a humanistic perspective of "science and technology studies-ECT" that seek in / from institutional research policies an opportunity to constitute a "research culture" at the various levels of higher education oriented/evaluated from representational, regulatory, identity, productive and usability of knowledge elements. This paper aims to identify the necessary or sufficient conditions that promote the installed photovoltaic (pv) capacity in Mexico. To do this, different configurations of conditions are identified, which can lead to the same desired case, through the comparative qualitative analysis of complex cases. The analysis suggests that, to boost the installed pv capacity, a long-term planning of the Mexican pv industry should be carried out. The starting point of such a plan should consists of the following five necessary conditions: a) tax credit for investment or production; b) feed in tariff & feed in premium; c) development of intellectual, technical and professional capital; d) the promotion of research and development of pv technology, and e) to include installed pv capacity in smart grids. Hausmann, Rodrik, and Klinger determine the quality of exports according to the level of complexity of economies. The method is based on the closeness of goods produced within a country, which is established by the production structure. Products simultaneously present in a country’s production structure are close. Products are specified according to the Standard International Trade Classification (sitc) and, more recently, to the Harmonized System. We argue that, in the context of increasing international production fragmentation, the complexity of economies should be established in line with their specialization by stages in the production processes. The quality of Mexican exports is estimated based on indicators of export composition, origin of the value of exports, backward linkages of exporting sectors, types of exported goods and their use by importers, capital ownership of exporting firms, research, and development in exporting sectors, as well as unit prices. The article analyzes the Marxist influence over Chilean historiography, as well as in the national proposals for history teaching at school level during the 1960's decade. Specifically, it addresses the meaning that was given by intellectuals, academics, and students to the development of historical research and teaching. Thus, beyond the matters referred to methods and conceptual drifts, the article aims to capture the function that was given to the social role of the historical discipline through an ideological platform, highlighting the political, social, and democratizing meaning that the study of the past immanently charged for the referred actors. The article proposes that, unlike conservative history and the ways of teaching history that arose from it, the proposals analyzed here have in the center of its questioning the historical present, as well as the political conjunctures and the phenomenon of the inequalities, thus redefining the usefulness of the study of the past from an ethical and political perspective, with a socialist and Latin American projection, interrupting the linear and progressive historical time that characterized the "traditional" history in Chile in the 1960's. This paper examines the labor incorporation of postgraduates from the Universidad de Guadalajara considering four aspects: 1) labor characteristics, 2) employment perception, 3) assessment of the programs pertinence, 4) development of academic / research activities. We use gender as control. Methodologically, we used hypothesis tests in order to identify the presence of gender gaps. We processed information from 46 postgraduate programs considering specialty, master's and doctorate's programs during 2020. As principal findings, we observed adverse gender gaps for the female graduates applicable in both working conditions and research development making evident their multidimensional and intricate nature. The article "Ethical considerations in the development of research on sexual and gender minorities: An integrative review" highlights the importance of considering ethical aspects in research with sexual and gender minorities. 258 articles were reviewed and 14 were selected that met the inclusion criteria. The results revealed the need to consider research preparation, data collection, analysis and presentation of results, and considerations for transgender authors and academics. It is recommended to evaluate the risks and benefits of research without parental consent and to ensure the comfort of participants in studies involving biological samples. Research in Higher Education Institutions (HEI) is one of its substantive functions that supports the generation of new knowledge. In order to establish the state of intellectual production in Colombian HEIs, an exploratory documentary research was carried out with a qualitative approach, taking information from the Sapiens 2021 rankings and the Industrial Property System of the Superintendency of Industry and Commerce (SIC). According to the research production, it is found that by 2021, the first five positions are occupied by the National University of Colombia-Bogotá, the University of Antioquia-Medellín, the Universidad of Valle-Cali, the Pontificia Javeriana University-Bogotá, and the Andes University-Bogotá. A growth of the indicators for technological products (new creations) is found in the period 2017-2021, although in 2021, the production of research groups is associated with the indicator of regulations, standards, and technical regulations, followed by the products of consultancy, and in third place the new creations. Among the 15 HEIs with the best results in technological development in 2021, it is found that between 1991 and 2021, they registered 472 new creations in the SIC, of which 267 patents have been granted, 62 of them related to agriculture. The largest number of records corresponds to the National University of Colombia-Bogotá and the HEIs with the highest number of patents are the National University of Colombia-Bogotá, EAFIT University-Medellín and the Pontificia Bolivarian University-Medellín. There is evidence of growth in technological production in Colombian HEIs and the protection of new creations through patents for new processes/techniques, at 50%, equipment, at 23%, and products, at 27%. The systematization of the 89 degree works of the Specialization in Environment and Local Development, of the District University, Francisco José de Caldas. These works were elaborated in the period 2010-2018, research development during sabbatical year. The research included the development of a referential framework, for organizational management, that can be applied to any type of healthcare services SMEs, resulting in the improvement of organizational and operational processes of the companies. We have considered both the contributions that conceive the current state of Canarian speech as an uninterrupted historical process, as well as those that rely on a methodology based on the transcription of historical documents. The latter are mainly part of the "Project for the Historical Study of Spanish in America", carried out by the Asociación de Lingüística y Filología de América Latina (ALFAL) since 1993. In both cases, the bibliographical relationship will serve as the status quaestionis in this field of Canarian research. Today we have an extensive bibliographic panorama that shows how Canarian Spanish has evolved historically in the context of the Castilian expansion towards the Atlantic since the beginning of the 15th century. Currently, the use of ICTs is a very useful resource for education, making possible more didactic pedagogical processes that enable the review and self-regulation of student learning. However, these new conceptions of the educational process incorporate technological and pedagogical options, which may constitute a barrier for those teachers who do not have the necessary competences for their assimilation; namely, training, and technological skills to assume the teaching of classes. The objective of the research is to propose activities to enhance the competencies related to the mastery of ICTs by the teachers of the subject of Mathematics of the Higher Basic Sublevel of the Galileo Galilei Educational Unit. This institution has 64 teachers and 6 of them teach mathematics. For the development of the research, unstructured interviews were applied to 100% of the mathematics teachers in order to determine the deficiencies related to the subject and a structured questionnaire with closed questions which makes it possible to corroborate if the characteristics of the activities contribute to enhance the competences in relation to the mastery of Tics in the teachers of this institution, as well as the feasibility of its application. As a result, by applying group work techniques, a proposal of activities for the mastery of ICT competences in Mathematics teachers is obtained, technically based, and considered by the teachers themselves as contextualized, continuous, with an integrating character, with a holistic and systemic conception and possessing rationality and applicability.
