The United Nations (UN), with its declaration of 2012 as the "International Year of Cooperatives," recalled the contribution that this business model has made to economic and social development in many regions and countries of the world, suggesting the need for greater support and greater visibility of its benefits. This paper presents the results of a survey of experts from national sector organizations in different countries, following the Delphi method. The questionnaire was designed to gather information about the status, issues and framework of cooperative activity in their countries. Analysis of the qualitative information provided by the experts identified barriers that hinder the development of more favourable national frameworks for the sector, and also the positive assessment of the political boost achieved by the International Year of Cooperatives. The World Bank is an important external funder of health aid to developing countries. However, many accounts of health sector change and reform do not account for the role that international financial institutions may play in these policy changes. In this paper, I review the World Bank's health policies since 1975, discussing its changing role and policies for developing countries' health policies. I then summarize the existing empirical evidence for the effect of the World Bank in developing countries' health sectors, focusing on Latin American countries. [ABSTRACT FROM AUTHOR]

This paper analyzes the impact of the return migration on regional economic activity, as well as its impact on regional social indicators in Mexico. A multivariate regression model was established to estimate the effect of the flow of the return migration on the social and economic development of Mexico. At national level, the average annual growth rate of the population with secondary education was moderate and low for those with technical studies. However, the states with higher return migration such as the states of Michoacán, Guanajuato and Zacatecas experienced a rapid growth of population with secondary and technical education. The econometric results suggest a positive effect of those return migrants with higher levels of education and remittances on regional economic and social development, as well as a negative effect of the return migration that exerts pressure on labor market formal and informal by increasing unemployment rates and the active economic population. This paper presents a trend analysis by examining the factors of population growth, quality of housing and gaps in coverage by basic urban services, education and health services on the northern Mexico border area. The data show that in this area that includes 80 municipalities and more than 7 million people distributed along one of the world's largest international borders (approximately 3,200 kilometers long), there are large disparities between the towns of larger and smaller population and significant social deficits persist even in the largest cities of the strip. This situation entails challenges that require urgent and differentiated attention of all government levels authorities. For small communities the main challenge is survival, considering that the majority have negative population growth rates; for larger populations the urgency lies in reconciling their indices of economic dynamism with population growth, as well as with providing the infrastructure and the indispensable services required for social and economic development. The present paper is a case study which aims to disseminate the educational, urban and geographical value of the territory which now houses the old "Storage Tax" of Valparaiso, to raise awareness in the national community and, specially, in universities and academic of geographical, environmental and historical sciences that social and economic development of the port city of Valparaiso is inextricably linked to its spatiotemporal evolution on seaboard of "Puerto" district and around the base of the current hills "Artillería" and "Playa Ancha". Also to make clear that the current buildings of Supply Center of Valparaiso -old General Stores of the nineteenth century- are a historical piece and an engineering work of post industrial revolution unique in its kind and logistical role, used for supplies and services within the Latin American Pacific west coast. Trans-European Transport Networks (TEN-T) contribute to improve the competitiveness of the international markets within the European Union, EU, and strengthen the economic and social development of its countries. The aim of this paper is to analyze the infrastructure policy promoted by the EU. To that end, we describe and assess both the planning process of the TEN-T, and the financial instruments implemented by the EU to foster them. In the last decades some steps have been conducted to improve the EU infrastructure policy. However, these measures have not been sufficient to ensure the development of such infrastructures. In order to solve this problem, in the future, the EU should play a greater role in developing cross-border infrastructure. [ABSTRACT FROM AUTHOR]

This paper analyses the role and mission of the ILO in promoting core labour standards (CLS) and monitoring its compliance. It also makes a critical assessment to the effectiveness of the methods employed by the ILO to secure the CLS, in a complex context of different degrees of social and economic development, political ideologies, as well as dealing in some occasions with divergent purposes of its social actors (employers, workers and governments). The article discusses the main debates and issues faced by the ILO when interacting with its diverse range of member States. The paper presents some reflections about the possibilities which the development offers as a theoritical-pratical concept, capable of allowing the Latin American people to think of themselves, in an environment- of neoliberal globalization- hostile to their interests and finding out the ways that could take them to overcome the actual facet of transition characterised by the tough questionings to the postures of "consensus of Washington" and forges others of different content. The hypothesis which guided the elaboration of the work was that the theorisations of the Latin American thinkers that always have responded to the necessity of finding out the ways of social transformation. Since then, the development- understood sometimes as progress, sometimes like modernisation, some other times like social change and lastly, like merely economic growth-, can be considered one of the articulating concepts of Latin American thought. Consequently, there are some other reflections about the way that the Latin Americans have tried to understand their reality and up to which extent they have brought up their transformation. Above all, the reconceptualisation of development must be done considering the actual facet of capitalism; it is to say, under the conditions of neoliberal globalization and overcoming the slanted visions which consider its economic front only, putting sideways the social dimensions implied in the development. In this paper, I argue that the State's agenda deals basically with issues of development, governance, and equality. Starting out from this premise, I explore whether the differences between countries in terms of these three variables have a structural pattern and, if so, how stable this pattern is throughout the period under study. Using cluster analysis, I conclude that the world can be divided in two main groups whose composition remains relatively stable. In addition, it is shown that the governance gap between the two groups tends to diminish, but this is not followed by a concomitant improvement in development and equality gaps. The purpose of this paper is to analyze the implications of development at the macro -- regional, local and micro -- regional levels skating from the central hypothesis from the development theory that draws on economic development will bring with it social and political development. After a conceptual approach of development, the existent theories od development are briefly reviewed as tools of analysis of reality. In the discussion it is concluded that the process of local and regional development require of a substantial transformation of negotiated relationships between economic agents and political actors. Because the Welfare State is slowly going backward in contemporary societies, one of the main challenges is the empowerment of social and communitarian organizations which have to perform an active role in the processes of local and regional development. This aspect is the one that we try to come closer taking as axis some ideas expressed by the provincial of Jesus' Company in the region of the Paraguay during the first years of its installation in the region of the Rio de la Plata.
