The article presents an evaluation of the Sistema de selección de beneficiarios (Sisben) in its application to the subsidized health regime. It analyzes both the results of the subsidy assignation to the poor and the magnitude of the errors of inclusion and exclusion, as well as some changes in the behavior of different sectors of the population before the incentives promoted by the focalization and by the way it's implemented. It also examines the capacity of the Sisben index to select the population without capacity to pay, and some traits of the Sisben's state of application and it's instrumentation problems. It evaluates the grade of «focalization» achieved in the first subsidized regime, the results of coverage provision to the poor with the application of the ley 100 and the unfairness it has promoted in the access to health services. The article recognizes the contributions made by the «new» Sisben program the Departamento Nacional de Planeación has been implementing, abut it finds limitations in its orientation as its not placed in a context that looks for better long term solutions to carry out the focalization of health subsidies and to provide the instruments to the Sistema de seguridad social en salud, towards the unification of the services of the two regimes and the integration of the mechanisms to fix tariffs and partial subsidies. It criticizes the secretiveness surrounding the details of the methodologies of the «new» Sisben index, as it's soundness in legal terms is suspect, as well his effectiveness. With this procedure the reigning distrust is reaffirmed and rests legitimacy to the instrument, under the assumption that the population is passive and dishonest. The Welfare State left welfarism as a characteristic element of community relations in the different contexts in which it was applied. The same crisis reached by this model of state raised the so-called 'Window State' as an exercise of access of various groups to 'demand satisfaction' needs and even to 'negotiate' those aspects of general interest through explicit or implicit situations of high social vulnerability agreements. Such is the case of the processes of the called consulta previa in Colombia, arranged to ensure the protection of ethnic identity and descendant communities. The method reached such a point that communities gather around this instrument of participation for the public sector with the private sector, to achieve the support for large infrastructure projects, focused on private sector business interests but ignoring the social cohesion that these human groups should experience. Food and nutritional insecurity (INSAN) refers to limited access to adequate food. In 2015, the prevalence of INSAN in households within the Medellín District stood at 53.6%. To address this issue, the Special District of Medellín has developed the Family Food Package strategy, targeting beneficiaries based on ten sociodemographic variables and the Latin American and Caribbean Food Security Scale (ELCSA). This study aims to assess the weighting between individual and household factors in relation to INSAN levels among families benefiting from the Family Food Package strategy in the Medellín District in 2022. A cross-sectional cohort observational and descriptive study was conducted, utilizing retrospective data. A total of 4,985 records of families participating in the Family Food Package strategy in 2022 were analyzed, examining individual and household variables concerning INSAN. The analysis employed descriptive, inferential, and multivariate statistics. The multivariate model's included variables accounted for 19.5% of severe INSAN cases in the population (Nagelkerke's R²). The percentage contribution of each variable highlighted the most significant factors explaining the event of interest: age, occupation, educational level, forced displacement of the household head, and the presence of household members with disabilities. The study concludes that the variables used in the targeting instrument have differing weights in explaining the presence of severe INSAN. This paper presents some policy guidance on main targeting indicators for social programs and criteria for their evaluation. Several methods exist to target poverty population to social programs. In Colombia there are several indicators among them the following: Poverty Line (LP), Unsatisfied Basic Needs (NBI) and the I-SISBEN (Poverty Index), they were judged on the basis of some criteria. Considerations of political feasibility was made. A poverty indicators must be efficient when it minimizes the type I error, that is probability of excluding individuals who should be included. This paper presents results from two research projects aimed at inquiring about socioeconomic stratification in Bogota from the perspective of its value as representation of social order and hierarchy. Although socioeconomic stratification was implemented as a targeting mechanism of subsidies for the poorest households with the objective to enable them to have domiciliary potable water, electricity, sewer, gas and telephone, the policy has deeply affected the way social differences are collectively evoked. Research results from projects conducted in Bogota between 2005 and 2007, based on a variety of sources and methods, are approached with a view on social representations as a group of ideas and practices that are collectively shared and socially generated. Starting from the assumption that there was a similar social context showing a ‘deficit in democracy’ both in Italy and Argentina in the nineties, we will analyze the evolution of the Italian judiciary since the postwar years in order to determine which factors contributed to the emergence of a growing judicial activism behaviour, which has been gradually evidenced by the struggle against terrorism and the Mafia, and has reached its highest point with the performance of the Milanese initiative mani pulite [Italian for ‘clean hands’] and its investigation into cases of corruption. A synthesis of the historical evolution of the Italian judicial system focusing on the internal debate over its organization allows us to consider Argentine magistrates institutional behaviour vis-à-vis the Italian one, in view of the fact that the comparison of both processes would lead us to a more thorough understanding of Argentine judges' historical role as well as their conduct during the nineties. Thus, four points of discussion are put forward: (1) the internal debate in the judiciaryits existence or non-existence; (2) the general legislative framework; (3) the judiciary as an exponent of a society and its cultural values; and (4) the handing over of responsibilities from the political sphere to the judicial one.
