Se construye un Índice de Pobreza Energética Multidimensional por Regiones para Colombia, denominado IPEM_RC 2013. En términos generales, el IPEM_RC 2013 identifica y ofrece una cuantificación de las carencias energéticas que afectan a los hogares. La información para la construcción del IPEM_RC 2013 proviene de Encuesta Nacional de Calidad de Vida ECV 2013, las regiones se identifican de acuerdo con la división establecida por el DANE. Los principales resultados indican que el IPEM_RC se sitúa en un valor de 0,233 para el total nacional. La aproximación por regiones muestra que la peor situación en términos de pobreza energética la presenta la región Pacífica (sin incluir Valle del Cauca), donde se amplía la brecha urbana [0.28]/rural [0.50]. Al comparar el IPEM_RC con otros indicadores que reflejan aspectos del bienestar, el IPEM_RC se relaciona de la manera esperada, es decir, a mayor nivel pobreza energética [>IPEM_RC] peor bienestar We build the IPEM_RC 2013, which is a Multidimensional Energy Poverty Index for the regions of Colombia. In general terms, thisindex identifies and offers a quantification of the energy lack in Colombian households. The construction of the index is based on information from the National Quality of Life Survey 2013 and the regions are identified in accord with DANE guidelines. Results indicate that at the national level, the IPEM_RC reaches a value of 0.233. By regions, the IPEM_RC indicates that the pacific region (excluding Valle del Cauca) presents the worst situation in terms of energy poverty and it is also the region where the gap between urban [0.28] and rural [0.50] areas becomes widest. When compared to other welfare indicators, the IPEM_RC performance resembles their behavior as well, implying that welfare and energy lack are inversely correlated

En la presente contribución se expone la construcción, validación y resultados de un índice de pobreza energética multidimensional desarrollado al nivel de Departamentos para Argentina. Las variables consideras son: trabajadores sin aportes, ingresos promedio de trabajadores sin aportes, acceso a gas y electricidad, tipos de vivienda, costo de la tarifa de gas y electricidad sobre ingreso promedio, estas variables han sido evaluadas en el espacio Urbano y Rural de manera diferenciada. Mediante Factores Principales se han obtenido dos indicadores, uno relacionado al acceso y otro a las cargas económicas de la energía, ambos factores han sido sintetizados en un índice General de Pobreza Energético (IGPE), el cual es analizado en relación a sus valores. Se presentan resultados del IGPE a nivel de Departamentos de Argentina, se observa mayor concentración de la pobreza en el norte de Argentina, principalmente en las provincias de Salta, Formosa, Santiago del Estero, Misiones y Jujuy., In the present contribution, the Construction, Validation and results of an multidimensional index Energy Poverty developed to Departments level for Argentina is exposed. The databases used are: Survey Permanent Household third quarter of 2010, National Census and Housing 2010 in its expanded and Basic form , databases Rate of Gas and Electricity provided by Energas, and Statistics of the Ministry of Energy and mining of the Nation. The consider variables: workers without contributions, the average income of workers without contributions, access to gas and electricity, housing types, cost rate gas and electricity on average income, these variables have been evaluated in the urban and Rural space. Two factors were obtained by applying the main factors method for Urban and Rural level. One factor is related to access and another to the economic burdens of energy, both have been synthesized in a General Index Energy Poverty, which is discussed in relation to their values., Asociación Argentina de Energías Renovables y Medio Ambiente (ASADES)
