Since the return to democracy, Argentina has witnessed two stages with respect to defense priorities. In the first stage, which lasted 20 years, civilian control of the armed forces dominated the agenda, while the management of strategic areas was postponed. During the second stage, the institution of the Cycle of Planning of National Defense (CPDN) in 2007 signaled an inflection point that granted political authorities with the tools for taking on strategic areas; however, the empowerment of civilians sparked marches and countermarches. This article covers the management of defense between 2015 and 2021, with the aim of analyzing sectorial strategic planning and actions implemented in relation to the CPDN during the governments of Mauricio Macri (2015-2019) and Alberto Fernández (2019-2021). Methodologically, the study is qualitative-comparative, and it is based on primary and secondary sources and interviews with key actors. It is concluded that the administration of Cambiemos (2015-2019) reflects a case of “deficient civilian accommodation.” By contrast, during the first half of the government of Alberto Fernández a “political government of defense” advanced, as evidence shows a firm governance will for the exercise of this mandate; expertise in the political ranks and technicians of the ministry for supervising the CPDN; and operating capacity for implementing the defined policies.

Research was conducted for the Large Millimeter Telescope Alfonso Serrano (LMT), a joint project between the US and Mexico. A Balanced Scorecard (BSC) was created based on the approach suggested by Niven in 2008. Eleven indicators and seven strategic objectives were noted, and a performance measure, goal, type of monitoring, and data collection technology were suggested for each indication. The outcomes demonstrated that the BSC provides a cause-and-effect link in all observatory operations and a framework that is adaptable to the particulars of the observatory.

Purpose – The objective of this paper is to improve the method for the strategic planning and management of food and agribusiness chains. Design/methodology/approach – Several research methodologies are used to develop the ChainPlan methodology. The theory (literature review) provided the basis on which to build a preliminary framework ten years prior. Then, empirical application of the initial method provided insights regarding needed additions to and subtractions from the original method. These insights, combined with continued research on advances in the theories, contributed to further development of the ChainPlan methodology Findings – A method is proposed to fill the theoretical gap regarding the strategic planning applied to agribusiness chains. The ChainPlan method is a theoretical-empirical method, built based on the academic literature and perfected over the years through its application in several productive chains Originality/value – Many authors have proposed a method to build strategic plans in organizations, but when planning agribusiness chains is concerned, the academic discussion revolves around the coordination of agribusiness chains and analyses to be applied in this sector. This article fills this theoretical gap and proposes a tool, which is a specific strategic planning method to be applied in agribusiness chain

Background. The current challenges of agri-food chains make it necessary for them to be efficient not only from the standpoint of costs, but also to develop the capacity to adapt to the ever-changing environment and set up a long-term vision, i.e., the use of strategic foresight for the production chains planning. Objetive. The objectives of this systematic review were: 1) to compare the use of prospective methods in research’s carried out from 2010 to 2021 for agri-food production chains in Latin America and the Caribbean, 2) to discuss the main scope and achievements of recent studies and 3) analyze the areas of opportunity for the following investigations. Methodology. The study was carried out by the PRISMA statement (Preferred Reporting Items for Systemic reviews and Meta-Analyzes), a systematic literature review was conducted in the global databases ScienceDirect, Elsevier, EBSCO, Springer, Wiley and academic Google using the following key terms: “foresight studies, methodologies, agri-food productive chain and strategic planning”. Implications. Given the complexity of the environment and the high level of competition in which agri-food production chains work, it is necessary to join a long-term vision, i.e. the use of strategic foresight for the production chains development. To make prospective studies, there are a variety of methods available that were analyzed and compared in this research. Conclusions. Despite the enormous contributions of prospective studies, in terms of publications, projects and research results of regional scope are basically published. The systematic analysis carried out indicates that the methodological bases of the recent investigations carried out are based on the French school of prospective and not on the foresight. There is still work to be done in the establishment of Observatories or scientific councils that can process and evaluate strategic studies on the future and also in matters of institutional development of prospective. It is therefore necessary to redouble efforts and continue to develop foresight studies for the priority production chains for the development of the Latin American and Caribbean region.

This article presents a study of the interrelationships between teacher professional development and academic development in a Teacher Training School (Escuela Normal) in the State of Mexico. It is based on strategic planning in two dimensions: both internal and external characters. The external dimension provides an account of the academic profile of the Institutions of Higher Education regarding the demands of professional teacher development that international and national organizations, such as the Secretariat of Public Education (SEP), the National Association of Universities and Higher Education Institutions (ANUIES), the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the Organization for Cooperation and Development (OECD) have recommended and established in the different official documents of the Mexican educational system. The second dimension establishes the efforts that a Teacher-Trainig School (Escuela Nomal) makes through the strategic planning so that it could be related to the profile of professional development framed in the academic development that is demanded to the institutions of higher education. In this sense, it is questioned: which of the strategic actions that were planned in the institutional ProFEN of the period 2009 to 2011 regarding the professional development of their teachers have made a suitable transition from a teacher- training school (Escuela normal) to the academic profile of an institution of higher education?

This paper reviews briefly the rise of modern management sciences and of the idea of development in the post-World War II period, shares some thoughts on the nature of strategic planning and management that emerged in subsequent years, examines a few of the challenges of the twenty-first century, and ends with some reflections with a suggestion on how to approach the renewal of strategic planning and management. It proposes a paradoxical approach to confront the challenges that organizations in all types of countries will face in the coming decades, highlighting that developing regions have had to cope with the instabilities and difficulties that rich countries are now also facing. It concludes that joint efforts to review the management science experience of developing countries may provide new insights and ways of dealing with future wicked problems and complex conditions, and with a plea for management schools to prepare professionals who are at ease with inconsistencies, contradictions and paradoxes.

The objective of the research is to analyze the prospective strategic planning for the Cañar-Ecuador Judicial Council. It was approached methodologically from the descriptive type with non-experimental field design, collecting information on 13 people who work in the Provincial Directorate of the Council of the Judiciary of Cañar del Ecuador. The variables with the greatest deficiency are control audits, permanent training, internal process ambassadors, and process reengineering. The variables with the most conflict within the institution is the lack of coordination of internal processes, having ratings that range between more or less bad (3) and bad (2), having as a reference within the liker scale as the optimal point very good (7). The action strategies on these indicators have allowed a notable improvement, obtaining valuations of more or less good as a result.

The research aims to analyze the situational strategic planning (SSP) of the Institute for the Promotion of Human Talent of Ecuador. The methodology was based on a descriptive type with a non-experimental field design, with the population sample made up of 269 scholars from the Institute for the Promotion of Human Talent of Ecuador. The SSP helped to set priorities, allowing to focus on the strengths and weaknesses of the institute, helping to solve the problems of changes in the internal and external environment, it depends on it that the organizational objectives are successfully achieved. The IFTH in a period of 10 months can improve all the services in terms of scholarships in order to satisfy the needs of the scholarship recipients who are currently dissatisfied due to issues of dissatisfaction of the scholarship recipients.

This paper systematically reviews strategic planning models implemented in tourist destinations affected by natural disasters. For this, case studies from various regions are analysed to identify key research topics, the most common strategies, connection points, and the most innovative methodologies, as well as systematising the most successful experiences. A synthesis of characteristics found shows that, although certain regularities appear, researchers have not reached a consensus regarding the selection of factors and measures to be included in the strategic recovery plans of destinations after a crisis, nor in the methodology for its instrumentation. No model can be considered complete because each contains strengths and opportunities, but also limitations and weaknesses. After a discussion of results and validity, guidelines are proposed for cases of affected destinations in aspects such as recovery of image, marketing, cooperation between actors, governance system, or the revaluation and requalification of the heritage offer and tourist services.

As teorias consequencialistas postulam que as consequências da ação devem ser o foco principal do pensamento sobre a ética profissional. Aplicadas ao campo do papel do relações-públicas no planejamento estratégico, as teorias consequencialistas podem oferecer subsídio à tomada de decisões, pois o consequencialismo costuma ser entendido como um padrão que pode indicar fatores ou propriedades que tornem uma ação moralmente certa ou errada. Apresentam-se teorias de base consequencialista aplicadas à área de Relações Públicas e discutem-se seus objetivos. Conclui-se que, ao se comunicar com diferentes públicos, os relações-públicas podem trazer para o processo de planejamento estratégico as opiniões dos públicos que são afetados pela organização e, consequentemente, permitir sua participação na tomada de decisão. / Consequentialist theories postulate that our actions’ consequences should be the focus on our thoughts over professional ethics. When applied to discussions regarding the role of public relations in strategic planning, consequentialist theories may subsidize decisionmaking, as consequentialism is often understood as a pattern that indicates factors and properties which may classify an action as morally right or wrong. Central consequentialist theories applied to the Public Relations field are presented. It is then possible to conclude that, when communicating with different audiences, professionals in Public Relations may bring to the process of strategic thinking the opinions from audiences affected by their organization and thus enable them to participate in decision-making.

The term ‘Green infrastructure’ was first used in 1994. This term was coined for the purpose of reflecting the fact that natural systems are as important as grey infrastructure. In this sense, the objective of this article is to analyze and identify, in the best green infrastructure practices, the relevant aspects of its application in different countries. The methodology used was bibliography and document research of items referring to scales of application, forms of financing, parties responsible for managing and operating green infrastructure, among other things. This work concludes that green infrastructure is managed and operated as a strategic planning network for the purpose of guaranteeing the ecosystem services offered by the spaces that comprise the network.

The paper describes a methodology for strategic planning in colleges of education. Theoretical methods were extensively used in the construction of the framework and in evaluating prior approaches to this object, including the models of strategic planning in higher education. The method of systematization of experiences was used in formulating theoretical generalizations. The most outstanding result is the suggested methodology together with the definition of a new planning stage: strategic perspective, grouping prospective elements for guiding strategic planning design in the context of educational institution.

Este artículo presenta la implementación de planes estratégicos por medio de la metodología de clase mundial del Balanced Scorecard de Kaplan y Norton en ministerios de varios países de América Latina, así como las adaptaciones necesarias, experiencias y lecciones aprendidas en el proceso. This article presents the results of a study conducted in the framework of the doctoral thesis that investigates the impacts from the (dis) satisfaction of information needs for decision making concerning strategic planning of a public organization. The research strategy adopted was the case study, involving the use of sequential methods of approach in the search for convergence and triangulation of data from different sources of evidence. The first phase consisted of document analysis, and the second expansion and validation of findings through in-depth interviews and participant observation third. Grounded in literature from the areas of Administration, Public Management and Information Science, notably, the last one, with regard to the model of information use within the ‘knowledge organizations’ proposed by Choo, investigations were carried out with the actors involved in context studied to understand the problems related to the need of information relating to strategic planning. We identified the steps and decisions related to the construction process of organizational strategy, the main difficulties of the builders of the strategic planning, focusing on the problems of information, as well as the strategies used to circumvent the unfavorable scenarios originated by informational deficiencies associated with the decision. The study shows that the unavailability of the necessary information, the lack of technical knowledge of those responsible for the search and presentation of information, associated with low quality of information obtained were the most relevant information problems. Furthermore, it is shown that, to achieve make decisions in situations where there were informational deficiencies, the stakeholders developed boundary strategies outline how decisions on grounds of personal experience (empiricism), generalization, interpretation (subjective) and indirect use of information.

En el artículo se realizó una revisión de los modelos de planificación estratégica en sentido general, pero que son aplicados en los momentos actuales en el ámbito de las instituciones de educación superior. El modelo globalizador, el cual es el básico en la mayor parte de los ejercicios de planificación; el modelo sectorial, que tiene un importante arraigo en el sector educativo latinoamericano, y el modelo situacional, cuya noción básica consiste en que planificar es una acción de todos los actores. Igualmente se describen otros como el denominado complejo, el cual va cobrando interés en los estudiosos del tema; pues aunque esta línea de pensamiento posee sus ángulos de interés en el campo específico de la planificación estratégica, en el ámbito universitario aún le queda camino por recorrer para el logro de una mayor profundización en la temática, de manera que ella pueda ser aplicada al proceso formativo universitario.In the article, a general revision of the strategic planning models that are applied to the present times in the field of high education institutions was made. The models are: the globalizing model, which is the basic in the most part of the planning exercises; the sectorial model, which is very well established in the Latin-American educational sector; and the situational model, the basic notion of which consists on the fact that planning is an action that correspond to all the actors. The model known as complex was described as well. This model has become important among the specialists in the subject because, although this line of thinking has established its angles of interest in the specific field of strategic planning, it still has a long way to run, in the university field, for getting a greatest deepening in the theme, in a way that it could be applied to the university formative process.

Artykuł charakteryzuje proces opracowywania dokumentów strategicznych w Stanach Zjednoczonych w latach 2017–2108. Głównym celem artykuł jest analiza procesu planowania w czasie administracji prezydenta Donalda Trumpa oraz przedstawienie wniosków do wykorzystania w innych państwach. W treści artykułu znajduje się objaśnienie najważniejszych podstaw teoretycznych z obszaru planowania strategicznego, głównych procesów, jak również najważniejszych podmiotów organizacyjnych z obszaru bezpieczeństwa państwa. Artykuł skupia się jedynie na okresie 2017–2018 ze względu na znaczące zmiany, które zaszły w obszarze legislacyjnym, jak również udział w całym procesie planowania strategicznego kluczowych oficerów Sił Zbrojnych Stanów Zjednoczonych. W artykule wykorzystano technki oraz narzędzia badawcze z obszaru wojskowości, jednak szeroko zaprezentowano informacje dotyczące aktów prawnych czy odniesień historycznych w celu ułatwienia zrozumienia skomplikowanego procesu planowania strategicznego.

O propósito deste artigo é compreender as relações entre a configuração organizacional e as práticas de planejamento estratégico. A pesquisa, qualitativa com característica exploratória, aborda comparativamente dois estudos de caso de empresas que têm obtido sucesso acima da média em relação a seus concorrentes. Os procedimentos metodológicos se apoiam na análise de conteúdo em profundidade de entrevistas, observação e dados secundários. A triangulação dos dados sugere que ambas as empresas apresentam práticas de planejamento fortemente relacionadas às características contrastantes dos elementos da configuração organizacional. Características de planejamento emergente são identificadas na rede de lojas de material de construção (MC). Características de planejamento formal são identificadas na empresa de tecnologia (ET). Como base para estudos futuros, a pesquisa sugere que a configuração organizacional condiciona o processo de planejamento de modo recursivo.The aim of this paper is to understand the relationships between organizational configuration and the strategic planning practices. The research, qualitative with an exploratory nature, approaches in a comparative manner two case studies of companies which achieved success above average when compared to their competitors. The methodological procedures are based on in-depth content analysis of interviews, observation, and secondary data. Data triangulation suggests that both companies present planning practices strongly related to the contrasting characteristics of the organizational configuration elements. Emergent planning characteristics are identified in the building material stores network (MC). Formal planning characteristics are identified in the technology company (HT). As a basis for further studies, the research suggests that organizational configuration conditions the planning process in a recursive manner.

This study proposes the strategic planning process for development in model forests, based on the case study of the Yoro Model Forest in Honduras. In this forest the timber industry –and specifically the carpentry and furniture subsector– has the greatest competitive potential for supplying products for export and generating wealth in the area, given the region’s scant purchasing capacity. Strategic analysis, strategic choice and strategic implementation are applied to this subsector, and the results show that the subsector could be developed by creating a cooperative enterprise capable of supplying furniture parts to an international company whose marketing strategy includes the sale of natural, environmentally-sustainable furniture, and which has a policy of social engagement.

Este artigo apresenta os fundamentos para a construção de uma proposta de gestão estratégica para escolas de Ensino Básico com princípios do Balanced Scorecard em uma abordagem multicultural, consolidando um conjunto integrado de procedimentos e recomendações metodológicas, de modo a promover a valorização da diversidade cultural para o sucesso escolar. Para atingir este objetivo, buscou-se identificar e analisar elementos que facilitam ou dificultam a gestão nesta perspectiva. As vantagens encontradas neste trabalho são seu foco na melhoria institucional, proporcionando maior comunicação entre as partes. Apoia, assim, a realização dos objetivos de democratização da gestão do ensino.Este artículo presenta los fundamentos de un enfoque multicultural para la construcción de una propuesta de gestión estratégica para escuelas de Enseñanza básica con principios del Balanced Scorecard, consolidando un conjunto integrado de procedimientos y recomendaciones metodológicas, con el objeto de promover la valoración de la diversidad cultural para obtener éxito escolar. Para alcanzar este objetivo, se buscó identificar y analizar elementos que facilitan o dificultan la gestión intercultural. Se enfocó la mejoría institucional a través de una mayor comunicación multilateral. De esta forma, el trabajo da soporte a la obtención de los objetivos de democratización de la gestión de enseñanza.This paper presents the basis of a multicultural approach for the construction of a strategic planning policy proposal for Basic Education schools based on Balanced Scorecard principles, in a multicultural approach, strengthening an integrated set of procedures and methodological guidance in order to promote cultural diversity appreciation in order to obtain teaching success. To meet this goal, the elements that simplify intercultural planning or make it more difficult were identified, analyzed and elucidated. The advantages found in this work are the focus on institutional improvement, through an increase of multilateral communication . In this manner, this study helps to reach the democratization objectives of teaching planning.

El objetivo fundamental del presente trabajo es desarrollar un modelo de planificación estratégica,que incorpora la Responsabilidad Social Universitaria con enfoque de procesos, e integra a losprocesos sustantivos de las instituciones de educación superior, el respeto al ambiente, el ejerciciode los derechos humanos, los derechos de los trabajadores y el compromiso con los grupos deinterés. Este modelo considera 4 etapas aplicadas en el orden siguiente: planificación,implementación de medidas, monitoreo y evaluación; exponiéndose en este trabajo los resultadosalcanzados en la etapa de planificación. Como principales resultados de su aplicación sonesperados, además de los impactos directos generados por la Responsabilidad Social Universitariaen la sociedad, la formación de capacidades y valores en los estudiantes que le permitanresponder a las necesidades de la sociedad y, sobre todo, establecer esta cultura deResponsabilidad Social en el ejercicio de su profesión.

Local councillors and public managers have to face a recurrent problem: with scarce resources they have to be responsive to the citizen's demands and other actors in the local arena, combining the delivery of efficient local services with democratic quality. Using qualitative data, this article analyses a process of strategic planning in a local government to ascertain to what extent such a process contributes to conciliate the demands of more local democracy and better provision of public services with the participation of both citizens and local economic actors. Evidence provided by this case is positive although more comparative research is needed.

In a globalized world where places compete with each other, the image of the city plays a crucial role to attract tourists and investors, and to make citizens stay with satisfaction and avoid their moving away. By exploring the connections and implications between theory and empirical outcomes of some Italian cities as to its attractiveness for tourists and investors, this paper intends to offer a useful overview both for academicians and practitioners. The purpose is not only to go through the extensive literature on strategic planning place marketing and city branding, but to focus specifically on some Italian cases (Turin, Genoa, Venice, Piacenza), where the application of the above mentionedinstruments has provided interesting results to compare.

Strategic management is a technique which has as structuring basis the Strategic Administration and the Strategic Planning, adding to its improvement the administrative perspective of organization changes. However, the organization change models developed in the last years have been elaborated aiming the managing of general organization changes, and do not have a specific approach to the managing and improvement of Strategic Planning and the Changes caused by them, it means they are not models which focus directly on the Strategic Management. This work had as objectives to develop a Model of Strategic Administration and a Model of Organizational Change, which associated turn efficient and effective the Organizations’ Administration. In order to develop this work were used concepts and approaches preconized by qualitative research. As results, the two Models are presented, as well as their validation in an organization with lucrative objectives.

Since the 1996 the Educational Directives and Bases Law, the Brazilian educational sector has been going through a revolution in the flexibility and extension of the supply of higher education (Brasil 1996). This can also be seen in stricto sensu postgraduate programs (which require dissertation), due to the increase in the number of new courses which have been offered by higher educational institutions, and because of the quality requirements which these courses are expected to fulfill by the Brazilian Ministry of Education, specifically Coordenação de Aperfeiçoamento Pessoal de Nível Superior – CAPES. The demands imposed by CAPES have forced the higher educational institutions and their postgraduate programs to plan and manage in a more professional way. The aim of this paper is to show the importance of strategic planning as a managerial tool for graduate Programs in Business Administration. To do this we designed the research as an action-research, using Almeida’s (2003) Strategic Planning Model to frame the research process. The main results indicate that the combination of CAPES’ quality parameters used in a systemic way, according to the selected strategic planning model, allow Graduate Program Chairmen to reach pursued vision. In the case studied, the action-research method induced the Program Chairmanship to change the Program’s status from business orientation to academic orientation, targeting to its new strategic trajectory.

Este trabajo pretende analizar el proceso de producción de un plan situacional, de acuerdo con una obra de referencia de la filosofía del lenguaje y teoría argumentativa. El enfoque básico en análisis fue desarrollado por Carlos Matus. Específicamente, se busca identificar la estructura y los esquemas argumentativos inherentes a la explicación situacional y al diseño normativo de las operaciones de un plan, asumiendo como parámetros de análisis los enfoques argumentativos de la pragma-dialéctica y de la lógica informal. Se utiliza un caso de explicación de un problema de salud para ilustrar este estudio. Metodológicamente, el estudio se apoya en la revisión bibliográfica sobre el asunto en cuestión y en el análisis de casos. Como resultado, el trabajo apunta al planteamiento de que el uso de las referencias apuntadas significa introducir un mayor rigor en el análisis de la validez de los argumentos causales y en el diseño de las propuestas de intervención, de tal manera que éstas pueden ser más concluyentes para el logro de los objetivos de un plan.This study analyzes the process of producing a situational plan according to a benchmark from the philosophy of language and argumentation theory. The basic approach used in the analysis was developed by Carlos Matus. Specifically, the study seeks to identify the inherent argumentative structure and patterns in the situational explanation and regulatory design in a plan's operations, taking argumentative approaches from pragma-dialectics and informal logic as the analytical parameters. The explanation of a health problem is used to illustrate the study. Methodologically, the study is based on the existing literature on the subject and case analyses. The study concludes with the proposition that the use of the specific references means introducing greater rigor into both the analysis of the validity of causal arguments and the design of proposals for interventions, in order for them to be more conclusive in achieving a plan's objectives.
