2. Natural Hazards, Social Policy, and Electoral Performance: Evidence from the 2017 Earthquake in Mexico City

Do large-scale and unexpected events, such as natural disasters, affect elections? This article studies the political dimension of the 19-S earthquake that hit Mexico City in 2017, a few months before the 2018 elections. Using fine-grained geospatial data, the results show that candidates from the city-level incumbent Partido de la Revolución Democrática (PRD) had a small increase in vote share in 2018 compared to the previous election in precincts more exposed to damaged caused by the earthquake (in terms of both distance-based and per capita measures), accounting for the seismic profile and socioeconomic characteristics of the neighborhood. The article shows that the implementation of disaster-recovery policy explains part of this relationship. Moreover, voters were as electorally responsive to a future risk reduction strategy as to a reconstruction credit.

Conclusion. | (Abstract) In this Article, we assess to what extent art. 9 TFEU, which contains the social mainstreaming clause, may be used to shore up the social dimension of the EU Single Market. The story of hope of a more socially inclusive internal market starts with the "porous" EU internal market legal framework itself and ends with art. 153 TFEU and the European Pillar of Social Rights. Yet, there are also fears that, despite the language of social mainstreaming, the EU cannot deliver on the promise of art. 9 TFEU for various reasons, including the limited legislative competences of the EU to pursue social policies. While we mainly want to emphasize the story of hope, we will also look into the fears and how some of these could be addressed.

4. Full-time Schools in Portugal: Participation and Educational Achievement

Since its implementation in 2006, Portugal’s full-time schools programme led to a massive increase of curricular enrichment and family-support activities in public schools throughout the country. The literature review brings together important contributions from previous research and assessments of the full-time school programme, including results of similar programmes in other countries and particularities of the Portuguese case. The methodological design is outlined, describing the research questions as well as the variables and categories under consideration. Drawing on extensive administrative data from all public schools in the country, the analysis focuses on participation rates and their link to school location, socioeconomic context, local providers, and educational achievements. The (moderately) positive correlation between participation rates and educational success arises as a key finding, for which possible explanatory factors are discussed. The article concludes with some implications for policy-making and future research on this topic.

5. When the judiciary is the back up: the psychiatric hospitalization at issue

Faced with the precariousness of social policies, which impacts the conditions of the family to exercise its protective function, the judicialization of mental health demands becomes one of the mechanisms used to guarantee rights. In view of this, we aimed to discuss the sharing of responsibilities between the family of the subject in psychological distress and the State, based on the demands of compulsory internment that reach the Brazilian judiciary. This is a documental research in which 23 judgments were analyzed, which were processed between 2001 and 2017, in the second instance of the Paraná State Court of Justice. As results, we highlight that by individualizing and reducing collective demands, the judiciary configures itself as a functional apparatus to the capital in crisis, based on the discourse of legal equality. The primacy of the individual is also evident in the few mentions of families, taken as informants of the condition of the user, their inclusion in the service offered by the network is superficial.

The text will present the complex contexts of the social situation currently prevailing in Poland. Firstly, these are the migration effects of the war on February 24, 2022, when Russia invaded Ukraine. Secondly, it is a crisis related to war refugees (from Iran, Afghanistan, Syria, and various African countries) on the Polish-Belarusian border (since 2021). Both crises are covered in thoroughly different ways by the media, state, and public opinion. In these cases, we are dealing with a situation that does not create a homogenous image of migration and refugees, neither at the level of social assessments nor when it comes to the law or the state support system. To understand the situation, it is necessary to observe the development of non-institutional and grassroots forms of approach to social and humanitarian crises in Polish society, including those led by NGOs. However, the models of assistance used for new groups in crisis in Poland (war refugees) are largely based on the well-known rules of assistance (homelessness). The question is: to what extent are the two crises compatible so that it is possible to use one type of experience (help in homelessness) to organize support for people remaining in another crisis (war refugees)? This is important in the Polish case, although it applied there the system of public social assistance, the authorities use only methods of managing crises and social problems, and not solving them.

En este artículo se desarrolla un análisis de las políticas de mercado de trabajo del gobierno nacional a favor de los desempleados en el periodo 2003-2009, sobre la base de la normativa, los datos presupuestarios y las estadísticas oficiales. En una primera parte, se discute teóricamente el impacto de las ideas políticas del neoliberalismo sobre los paradigmas de la lucha al desempleo en la Argentina de los años 90. En una segunda parte, se investiga la persistencia de esa lógica individualista y del papel residual del Estado en los programas vigentes durante la etapa 2003-2019, un periodo marcado por la informalidad laboral y la creciente volatilidad económica. A partir de un relevamiento de las características, cobertura, montos y presupuesto de los planes de empleo, emerge la fragmentación institucional, la baja prioridad presupuestaria y el insuficiente alcance de la política de mercado de trabajo en Argentina.

8. Affect and subjectivity of child welfare policy workers in Chile

In recent decades, affect theory has gained interest in the study of work and subjectivity. Due to its focus on pre-conscious and sensory factors, the study of affect has enabled understanding the production of subjectivity overcoming rational models of subjectivity that (re)produce an ideal of the sovereign neoliberal subject. This article seeks to affectively analyze the labor subjectivity of workers in the Chilean child protection program. We carried out a digital ethnography with six workers of the Servicio Nacional de Menores [National Service for Minors]. One of the interviews conducted was analyzed considering that the particular experience of this interviewee describes a co-constitutive relationship with other subjects of the program. We analyzed the data using the technique of textual-affective and carnal-word analysis. Our findings indicate that these workers' subjectivities are constituted by/in the assemblage of their bodies with other bodies – human and non-human – that are part of the childhood program. In the assemblages with human bodies, the workers are endowed with agency, enabling new ways of inhabiting their daily workspaces. Thus, by studying the production of subjectivity from an affect lens, it is possible to reclaim and recover the voices of the workers in the child protection program by understanding them as a central and fundamental element in the gears from which this social program emerges.

The article analyzes in historical perspective the ways in which Non-Governmental Organizations (NGO) in Argentina become agents considered efficient for the management of social policy from the 90's. It focuses on the forms of legitimation that referents -NGO directors and senior officials of the socio-assistance field- display in different periods about the legitimacy granted or denied to NGOs to intervene in the socio-assistance field, the ways in which the relationship with the State is configured and the boundaries of a complex, changing, non-linear link are drawn. This paper uses interviews with directors of organizations and state officials; and the analysis of regulations and institutional documents.

10. Research background on early childhood, approaches as a field of knowledge in Colombia between 2000 and 2020

This review article makes the state of the art of early childhood known as a field of knowledge, based on the bibliographic review of a corpus of fifty-three (53) texts published in the last twenty years. Theoretical and disciplinary approaches are presented with which early childhood has been approached, especially in Colombia; as well as trends in epistemological and methodological perspectives. The analysis plan included a linear and cross-sectional review of the information, with which the sources were compared to identify coincidences, gaps, confirmations and extensions. According to the analysis of the conceptual categories: early childhood, notion of the field, initial education, development and comprehensive care, and public policies, the following trends were identified: historical accounts of early childhood; approaches to early childhood from hygienist and economistic positions; academic and institutional approaches to early childhood; projections of the perspectives of gender, ethnicity, territory, and of boys and girls as political subjects, social actors and agents with the capacity to participate and influence.

11. The Potential of Friendship: A Case for Social Resilience and New Care Optics

In this article, we call for greater recognition of friendship as a basic social relation that should play a pivotal role in re-imagining social resilience if it is to be future-proof in the face of social upheaval, such as the current pandemic. Drawing on existing research and early scoping of emergent information about the impact of the Covid-19 pandemic, we suggest that friendship is an important component of heterogenic social realities. The specific focus of our discussion is twofold. Firstly, attention is paid to the narrow lens of social policy that privileges particular familial set-ups and living arrangements, and in doing so marginalises groups which are already disenfranchised; secondly, we consider the dangers of nationalism and Eurocentrism as they relate to these issues. We suggest that thinking in terms of friendship can open up new avenues of academic and political imagination, offering strategies with greater potential for building socially resilient communities.

13. The value of longevity: An international analysis

The economic value of increases in the length of life is estimated for a large set of countries using age-specific data on consumption, leisure earnings, and mortality. Estimates are sensitive to parameters on intertemporal substitution and minimum consumption, and to the interest rate. A scenario of improvement of 1/10000 survival probabilities across life results in Value of Statistical Life (VSL) gains at the beginning of life of around USD $500 for the wealthier countries, $200 for middle-income, and $30 for the poorest. Benchmark income elasticities are in general below 1, except for low-income countries at older ages. The income elasticity of VSL is calculated directly, and not, as in previous literature, calculated for less developed countries based on measurements for wealthier countries.

The article considers the number of women giving birth in Russia in the context of the existing demographic problems caused by the depopulation of the country. The study evaluates the social, economic and medical factors influencing the dynamics of the number of women giving birth in the Russian Federation based on correlation and regression analysis, and also provides a short-term forecast for their further change. The implementation of the increase in the number of women giving birth in Russia is one of the current important sociodemographic tasks for the State; This will improve the demographic situation and will lay the foundations for the formation of a sufficient human resource, which will later form the country's high human capital. According to the results of forecasting the dynamics of the number of women in the work in the short term, it was determined that the downward trend in the number of women in the work will continue, since the negative impact of medical factors will remain unchanged. changes, while economic and social factors will not change.

The high rate of population aging that Cuba has presented has led to the adoption of a policy for attention to the demographic dynamic, based on the guidelines of the economic and social policy of the Party and the Revolution. This policy demands that, within its universal approach, focused attention be given to the different age groups and the particularities of each of them, specifically the elderly. This material refers the attention to the institutionalized older adult in Placetas, the second oldest municipality in Cuba and belonging to Villa Clara, the oldest province in the country. It is framed fundamentally in the Home for the Elderly and in the House of Grandparents, the only institutions of its kind in the municipality that provide direct assistance to the elderly. A characterization of both institutions is carried out: structure according to sex and age, the social and family situation, its main sufferings, the main services that are provided. The main objective is to analyze the relationship between social policy, needs and social services in terms of the powers that local governments have to search for solutions on issues that affect the territory. The main results refer to the articulation of the national, provincial policy, and the adoption of municipal programs to care for the elderly, showing as a limitation the need to encourage actions that take into account the heterogeneity of this population group, both by the ranges of ages, the territorial context, as well as the particular situations that they live. Resumen El elevado índice de envejecimiento poblacional que presenta Cuba ha llevado a la adopción de una política para la atención a la dinámica demográfica, amparada en los Lineamientos de la Política Económica y Social del Partido y la Revolución. Esta política demanda que, dentro de su enfoque universal, se les brinde una atención focalizada a los distintos grupos etarios y sus particularidades, específicamente el adulto mayor. Este material refiere la atención al adulto mayor institucionalizado en el municipio Placetas, el segundo más envejecido de Cuba y perteneciente a Villa Clara, provincia más envejecida del país. Se enmarca fundamentalmente en el Hogar de Ancianos y en la Casa de Abuelos, únicas instituciones de este tipo en el municipio y que brindan atención directa a los adultos mayores. Se caracteriza a la población que se atiende en ambas instituciones: estructura según sexo y edad, la situación social y familiar, sus principales padecimientos, los principales servicios que se brindan. El objetivo fundamental es analizar la relación política social, necesidades y servicios sociales en función de las atribuciones que tienen los gobiernos locales para la búsqueda de soluciones en temáticas que afectan el territorio. Los principales resultados refieren la articulación de la política nacional, provincial, hasta la adopción de programas municipales para la atención a los adultos mayores, mostrándose la necesidad de incentivar acciones que tengan en cuenta la heterogeneidad de ese grupo poblacional, tanto por los rangos de edades, el contexto territorial, así como por las situaciones particulares que viven.

In recent years, the use of normative information—social norms—for promoting pro-environmental behavior has received remarkable attention, showing great potential for psychosocial interventions. This paper makes research on normative information accessible with the aim of translating it into pro-environmental programs and public policy. The concepts of descriptive and prescriptive social norms are reviewed, as well as the main recommendations for their effective use in applied contexts. A number of factors found relevant for effective normative interventions on pro-environmental behavior are discussed: the use of behavioral feedback, the dynamic character of the norms, and personal involvement. Social norms represent an important contribution from environmental psychology to the intervention on environmental problems.

The objective of this article is to analyze the Brazilian National Food and Nutrition Security Policy (PNSAN) and its implementation towards indigenous peoples. To do this, a socio-demographic description of the indigenous peoples of Brazil is made to have a general overview of the characteristics of this population. Likewise, the legal framework, structure, components and concrete actions of the PNSAN are analyzed. The findings indicate that, in the case of indigenous peoples, although there is significant progress in the inclusion of their participation in the processes of the politics, there are still several things to do before they can reach a full adaptation. In broader terms, the ethnic diversity recognized in the PNSAN must include an adequate quantification of the various vulnerable groups that make up Brazilian society, as well as the design of a policy that resolves conflicts in the distribution of land that contributes to stimulating the production of food in indigenous communities

This study examines the parallel consequences of the Russian Revolution of 1917 and the food shortage in connection with the disintegration of the Habsburg Empire and the rise of the Social Democrats.It also presents and compares both State and Social Democratics Parties’ reactions in the two different parts of the Empire, the Austrian and the Hungarian. The following questions are at the center: why was the Austrian Social Democratic Party able to increase social base and gain significant political positions in the last phase of the war and why did not it all happen to its Hungarian equivalent? The detailed exploration of these reasons will show through which causes Austrian Social Democracy managed to stop a dictatorship drift in 1918-19, while the Hungarian Left did not.

This article goal is to understand, by bibliographic and documental research and the approach of historical sociology, the changes in the post-authoritarian Brazil of labor and penal institutions under the processes of flexible and global accumulation, on the one hand, and punitive hardening, on the other. In Brazil, historically, the developmentalism, in more or less democratic or authoritarian versions, populist or conservative ways, structured a stratified citizenship. The democratic transition inaugurated a universalist and egalitarian conception of citizenship, whose implementation was limited by both authoritarian tradition and macroeconomic orthodoxy. In this way, Brazil combined inclusivism and punitivism, a latent contradiction that exploded in open conflict with the dissolution of the lulist coalition into the economical and political crises of 2010s years.

This article is an analysis of the social policy of practical activities implemented for seniors in the environment of their local residence. Tarnów was chosen as the local environment, in which seniors are the majority of the population. It discusses the principles of social policy, the resources of the Tarnów local government, activities and initiatives for seniors in Tarnów as well as the objectives and tasks of the Tarnów local government implemented in 2015–2020 The analysis of social policy shows that the local government authorities in Tarnów organized many valuable and good initiatives for the benefit of seniors. This is demonstrated by the cafeteria of activities undertaken by social institutions (state and local government), non-governmental organizations, religious associations (church), and other economic entities (enterprises and business). However, there are some lacunae, especially in the area of care standards.

While COVID-19 affects all ages, there is an unheard side of a vulnerable group of older people across the globe amid the current crisis. This article discusses the condition of senior citizens in the Philippines during the COVID-19 crisis. The review showed that various enabling laws have been enacted to secure the welfare of senior citizens. However, the current crisis revealed issues such as deprivation of income sources, inaccessibility to essential needs, inadequate physical space, and unspoken negative perceptions, which all greatly affect the senior citizens. Thus, to implement the laws and solve the issues, shared efforts should focus to improve social pension payout, guidelines for mobility, different approaches of remote access to essential goods and services, and meaningful internet connectivity in the context of senior citizens.

Mediante este trabajo se evidenciará la importancia de nuestras intervenciones con la población indicada, las competencias que nos capacitan para trabajar con los mismos, las leyes que les cobijan, las necesidades que presentan, entre otros aspectos. De igual forma cómo las y los trabajadores sociales podemos impactar positivamente la vida de estos niños y niñas con TEA y sus familias mediante nuestras intervenciones. Conclusion. | (Abstract) Social integration is often depicted as a means of enhancing the Union's legitimacy. Most recently, a reinvigorated "social Europe" has been back on the agenda following the United Kingdom's Brexit vote. And yet, ironically, the EU citizenry often appears resistant to the very mechanisms that seek to make the Union about its people rather than the market. To explore this phenomenon, this Article conducts a much-need historical analysis of the concept of "social integration" within the EU legal order. The investigation identifies the operation of an economic/social dichotomy operating across European/national dividing lines, established by the Rome Treaty. As the market freedoms expanded, coming into ever-more frequent contact with domestic social policies, this dichotomy ultimately proved to be a myth. And yet, the legacy of the economic/social dichotomy has been not only to leave national social policymaking structurally disadvantaged when it clashes with the market freedoms but to constrain the Union's capacity to offer social integration as a counter-balance to the deregulatory effects of the internal market at the supranational-level: European social policymaking is conceptualised as further interference with the traditionally national social sphere. Efforts to pursue social integration, instead, via the mechanisms of the internal market through Union citizenship have also been inherently limited by its market origins. Indeed, as the political winds have changed, "social integration" has been converted from a Union "aim" into an individual duty of economic activity in that context. This undermines the Union's contemporary social aims, whilst doing little to address perceived Euroscepticism. Instead, a further model of social integration is needed; one which sees domestic and Union activities as jointly contributing to a shared constitutional social space and which is realised through a new method of adjudication that structurally recognises the significance of social goals in the present-day Union.

This article analyses the design process of official multidimensional poverty measures in Colombia, Chile, El Salvador and Mexico, and discusses the extent to which such processes have been able to reflect the priorities of people living in poverty. We argue that although these countries have faced limitations in conducting a ”pure participatory-driven” strategy, they have advanced towards measuring poverty in a way that better reflects what disadvantaged people consider to be an impoverished life. We propose guidelines to continue improving the design of official multidimensional poverty measures and make them more open to information on what people value and more sensitive to public reasoning.

La atención al envejecimiento poblacional y en especial al adulto mayor es un tema relevante a nivel mundial y en particular para Cuba por el elevado índice de envejecimiento que presenta su población, por lo que se deben diseñar acciones, desde la política social, encaminadas a dar respuesta a esta situación. El propósito de este trabajo estuvo dirigido a socializar el procedimiento para el diseño de una propuesta de intervención dirigida al adulto mayor en el municipio Santa Clara. Es resultado del trabajo realizado por el Grupo de Atención a la Dinámica Poblacional de la provincia de Villa Clara, adscrito al CITMA, que tuvo como encargo adecuar la política nacional aprobada para la atención al envejecimiento poblacional, a las características y posibilidades de la provincia. La metodología utilizada combina métodos cualitativos y cuantitativos afines al objeto de estudio. Para la experiencia se partió de la caracterización sociodemográfica de la población adulta mayor del municipio, que permitió que se escogieran para la intervención el consejo popular Centro, el Hogar de Ancianos No. 2, la Casa de Abuelos del Reparto Manuelita y el Sistema de Atención a la Familia del consejo popular Hospital. En el estudio se pudo constatar la necesidad de establecer relaciones de cooperación entre los diferentes sectores que tienen una incidencia sobre el adulto mayor, así como los actores sociales de la comunidad, destacándose los procesos de cooperación intersectorial como un principio por el cual se debe regir la política social destinada a ese grupo poblacional a escala municipal. Attention to population aging and especially to the elderly is a relevant issue worldwide and in particular for Cuba due to the high aging rate of its population, so actions should be designed, from the Social Policy, aimed at giving answer to this situation. The purpose of this work was aimed at socializing the procedure for the design of an intervention proposal aimed at the elderly in the municipality of Santa Clara. It is the result of the work carried out by the Group of Attention to the Population Dynamics of the province of Villa Clara, assigned to the CITMA, which had as commission to adapt the national policy approved for the attention to population aging, to the characteristics and possibilities of the province. The methodology used combines qualitative and quantitative methods related to the object of study. The experience was based on the socio-demographic characterization of the older adult population of the municipality. The popular council Centro, the Home for the Elderly No. 2, the Grandparents House of the Manuelita neighborhood, and the Care System to the Family of the popular council Hospital, were chosen for the intervention. It was possible to confirm the need to establish cooperative relationships between the different sectors that have an incidence on the elderly, as well as the social actors of the community, highlighting the processes of intersectoral cooperation as a principle by which it should be governed the social policy aimed at this population group at the municipal level.

Latin America experienced a process of reduction in income inequality between 2002 and 2014, a period in which most other countries experienced an increase. However, since then inequality has started to increase again. The Scandinavian countries are often regarded as models of low inequality, in spite of recent increases. If compared to Latin America, what stands out about Scandinavia is that one has managed to sustain processes of inequality reduction over several decades in spite of political shifts and changing economic conditions. This paper seeks to identify aspects of the interaction between structural factors, policy changes, and strengthening or weakening of change agents, that have led to sustained inequality reduction in the Scandinavian countries (with a particular emphasis on Norway), and discuss their relevance for Latin America.

This text aims to discuss the tensions in the relationship between the public and the private sectors in the Brazilian Unified Health System (UHS). The celebrations of the 30th anniversary of the UHS took place in a political conjuncture in which the country was facing an unprecedented setback in the political and institutional process and a disintegration of the guarantee of citizenship rights. Assuming an exploratory nature, the study was based on a bibliographical and documentary review of UHS regulations. It deals with counter-reforms that have been striking the UHS since its inception and displays indicators of how it has become functional to the private health sector. All this critical analysis does not disregard the fact that the UHS has built relevant public services and that it is one of the most important achievements in social policies for democratic and popular struggles, and can therefore be considered a national heritage.

343 p. Las políticas corporales emergen como un fuerte movimiento de resistencia y expansión de derechos, uniendo la dimensión política del cuerpo con una forma radical de democracia. Gracias a la incidencia de los movimientos de mujeres, a partir de la Conferencia de Beijing de 1995, es obligatorio realizar intervenciones con enfoque de género. Sin embargo, la mayoría de los proyectos de cooperación al desarrollo mantiene una estrategia más afín al enfoque de Mujeres en Desarrollo, basada en una visión biologicista del cuerpo de las mujeres, representadas principalmente como madres o víctimas.Un ejemplo de cómo las intervenciones de cooperación al desarrollo han puesto en sombra al cuerpo es el caso de la menstruación. En los últimos años se han comenzado a realizar los primeros intentos para incluir el tema en intervenciones en Asia y África, pero éstas han sido centradas en la gestión de la higiene menstrual (MHM por sus siglas en inglés) en el ámbito de programas de agua y saneamiento (WASH por sus siglas en inglés) con el objetivo de reducir el ausentismo escolar de las niñas. Siguiendo el mensaje principal de los países occidentales, este sector ha reproducido una visión medicalizada del cuerpo femenino a partir de una representación de las niñas como precarias, reforzando la idea del cuerpo femenino como sucio y a gestionar en el espacio privado. Después de realizar un análisis feminista descolonial de estas intervenciones, introduzco el estudio de caso realizado en Santa Rosa de Copán, Honduras.

This article describes these matrices and analyzes their effects on laws and municipal services in Quito, Ecuador. The analysis demonstrates that the actors and voices that attempted to generate ruptures in the status quo have been silenced, while those that have perpetuated the patriarchal order have become hegemonic.

The liberalization and outsourcing of public services, in conjunction with increased pressure on public budgets, has played a considerable role in this development: in procuring services they previously had provided themselves, public authorities fostered price competition among private operators vying for public contracts, which in turn exacerbated the pressure on wages. In response, some public authorities conceived of strategies aimed at neutralizing the downward pressure on wages they effected. Among the measures developed in this context is the establishment of a wage floor via public procurement that contractors and their sub-contractors have to comply with. In principle, European procurement law allows public authorities to set special performance conditions that exceed general regulatory standards. This is also the case in the social area. However, attempts to implement wage floors via public procurement have been repeatedly challenged on the basis of Directive 96/71 (Posted Workers Directive) and Art. 56 TFEU, as the decisions Rüffert (Court of Justice, judgment of 3 April 2008, case C-346/06), Bundesdruckerei (Court of Justice, judgment of 18 September 2014, case C-549/13) and, most recently, RegioPost (Court of Justice, judgment of 17 November 2015, case C-115/04) attest. The present text analyzes the decision RegioPost and sketches the extent to which public procurement can be employed to pursue social policy objectives. It will be shown that RegioPost confirmed the right of public authorities to pursue social objectives via procurement law, which also includes the setting of a procurement wage (even if it exceeds general wage levels), provided that it conforms to the formal requirements of Directive 96/71. The decision clarifies and partly overturns the controversial judgment Rüffert, and - despite its perhaps somewhat technical nature - may contribute to an integration process that is more balanced in socio-economic terms.

Introducción. Tras el término de un período de conflicto y represión política donde se violan los derechos humanos, los Estados deben abordar las vulneraciones de derechos cometidas en el pasado reciente, asumiendo una serie de medidas para reparar a las víctimas. En Chile, tras la dictadura cívico militar de 1973-1990, una de dichas medidas fue la implantación del Programa de Reparación y Atención Integral de Salud (PRAIS). Pese a los beneficios particulares que el programa incorporó y a ser en la actualidad un referente internacional en este tipo de políticas, desde la perspectiva de su diseño, presenta una serie de lagunas que le han dificultado lograr el cometido reparador. El objetivo de este trabajo es analizar el caso del programa PRAIS, valorando su proyección como programa de reparación en la modalidad de rehabilitación social y su adecuación al enfoque de derechos humanos. Metodología. Para abordar el caso se emplea el análisis cualitativo aplicando dos estrategias, de una parte, el modelo de la reconstrucción de la lógica del programa y, de otra, el enfoque basado en derechos humanos. Como fuente de datos se recurre al análisis documental de los instrumentos que establecen los lineamientos de dicha política de reparación. Resultados. Se apunta como problema al trauma social y la necesidad de su reparación, enfatizando en los efectos en la salud que la impunidad ha provocado; sin embargo, no se señalan actuaciones dirigidas a solventar aquel problema. Respecto al planteamiento del programa, se adopta un enfoque biomédico centrado en la reparación de los daños biopsicosociales, sectorializando la intervención en el sector sanitario. No se consideró el abordaje de otros factores muy relevantes que inciden en el daño como, por ejemplo, la impunidad, que genera un efecto retraumatizante. En cuanto al diseño del programa, no se explicita la relación entre los objetivos y las estrategias desarrolladas, con la efectiva solución del problema aludido. Por último, no cumple a cabalidad la garantía de un trato digno para las víctimas y sus familias, ni el derecho de estas a disponer de recursos contra las violaciones de derechos humanos. Tampoco se incorpora una perspectiva de género coherente, ni de interseccionalidad, ni resiste el análisis sobre la realización de los criterios de garantía del derecho a la reparación. Discusión. Dadas las lagunas del programa, se puede afirmar que el PRAIS se ha venido improvisando con el paso del tiempo en los distintos gobiernos, se ha omitido su articulación con servicios jurídicos y se ha minimizado la actuación de los servicios sociales, al tiempo que se ha insertado en una política sectorial preexistente y de carácter general. Conclusiones. Se destaca que la lógica subyacente al diseño del programa no garantiza el cumplimiento de sus objetivos ni el abordaje del trauma social. Al integrarse en una política preexistente y no contemplar actuaciones intersectoriales concretas tiende a dificultar una rehabilitación efectiva y parece más bien favorecer la revictimización de sus usuarios/as. Introduction. At the end of a period of conflict and repression, States must address past human rights violations by establishing a series of measures among which, reparations to victims. In Chile, after the 1973-1990 civic-military dictatorship, one of these measures was the implementation of the Programa de Reparación y Atención Integral de Salud (PRAIS) [the Comprehensive Health Care and Reparation Programme]. The programme has brought about a number of benefits and is currently an international benchmark for this type of policy. Yet the design of the programme presents a series of gaps that have made the reparation task difficult to fulfil. The objective of this work was to analyse the PRAIS programme, assessing its claim to be a reparation policy of social rehabilitation and its adaptation to the human rights approach. Methodology. A qualitative analysis was conducted by applying two strategies: on the one hand, the model of the reconstruction of the programme rationale and on the other, the human rights-based approach. The documentary analysis of the instruments establishing the reparation policy guidelines were used as a source of data. Results. Social trauma and the need for its reparation were identified as a problem, notably the health effects caused by impunity. However, no actions aimed at solving that problem were found. Regarding the orientation of the programme, a biomedical approach was adopted that focused on repairing biopsychosocial damage. Other relevant factors that contributed to the damage caused were not considered, among which impunity, which has a retraumatising effect. Regarding the programme design, there was no explicit relationship between the goals and the strategies developed to effectively solve the problem. Lastly, the programme does not fully guarantee a dignified treatment for the victims and their families, nor their right to take action for human rights violations. Furthermore, the programme does not present a coherent gender or intersectionality perspective either, nor does it allow meeting the criteria that guarantee the right to reparation. Discussion. Given the gaps in the programme, we can affirm that PRAIS has undergone improvisation over time across different governments. Its coordination with legal services has been omitted, and the action of social services has been minimised. At the same time, the programme has been incorporated into a pre-existing sectoral policy of a general nature. Conclusions. The programme rationale does not guarantee the fulfilment of its objectives nor its approach to social trauma. On the contrary, the fact of integrating the programme into a pre-existing policy and of failing to contemplate specific intersectoral actions has hindered effective rehabilitation. For these reasons, the programme seems to be favouring the re-victimisation of its target recipients instead. Es importante reflexionar sobre las dos décadas de resistencia, impugnación y ofensiva de los movimientos sociales frente al régimen que surgió en los países andinos fruto de la doble transición: el retorno a la democracia liberal y el inicio del neoliberalismo. Esa es la reflexión que presenta Alexander Gamba en este libro, fruto de su investigación de maestría en la UNAM. El autor se pregunta sobre los actores sociales, su organización y repertorios, así como por el proceso sociopolítico que enmarcan los movimientos en el periodo 1989-2011. El autor escoge para el análisis movilizaciones emblemáticas que se realizan en los cinco países andinos: el Caracazo de los barrios populares en Venezuela, los levantamientos indígenas en Ecuador, las guerras del agua y del gas en Bolivia, las luchas territoriales en Perú, así como las acciones de indígenas y estudiantes en Colombia, entre otras muchas movilizaciones significativas. Diferencia sus demandas porque cuestionan las políticas neoliberales, por su contenido democrático y las reivindicaciones de carácter étnico.

ilustraciones, fotografías La política de Seguridad Democrática en 2002 se edificó bajo el contexto de la promesa de la derrota militar de las insurgencias, ante el fracaso de los Diálogos del Caguán y de una paz negociada con las FARC-EP. Pasaría una década de confrontación armada que antecedió el inicio de diálogos de paz de 2012, en el que murieron más de una decena de comandantes de esta guerrilla, entre ellos líderes históricos y miembros del Estado Mayor. Estas muertes fueron presentadas por el Estado y la prensa como un signo de victoria, a la vez que la guerrilla rendía tributos y fortalecía sus argumentos para mantenerse beligerantes. Esta investigación estudia el uso discursivo de la muerte y de elementos que definen el ideario político de los bandos en confrontación. A través de la noción de necropolítica, esta tesis propone contrastar los contenidos simbólicos y los usos de la muerte, los cuales expresan que el campo de batalla se expandía en la comunicación a través de notas de prensa y los comunicados de la guerrilla. Este ejercicio interpretativo propone la relación entre muerte y poder como una expresión diferencial para el Estado y la guerrilla ante la muerte de los comandantes. Para el gobierno este fue un recurso para mostrar un Estado fuerte y victorioso, al tiempo que la deshumanización en el trato informativo de las muertes, fue una forma de legitimar el uso de la violencia letal. Para la guerrilla en este contexto el lenguaje de sus comunicados deja ver los argumentos históricos de su lucha al tiempo en que las conmemoraciones y la imagen glorificada de los comandantes, se orientaban a mantener la unidad y la moral de los combatientes. (Texto tomado de la fuente) The Democratic Security policy in 2002 was built in the context of the promise of the military defeat of the insurgencies, given the failure of the Caguán Dialogues and a negotiated peace with the FARC-EP. A decade of armed confrontation would pass that preceded the start of peace talks in 2012, in which more than a dozen commanders of this guerrilla died, among them historical leaders and members of the General Staff. These deaths were presented by the State and the press as a sign of victory, while the guerrillas paid tributes and strengthened their arguments to remain belligerent. This research studies the discursive use of death and the elements that define the political ideology of the sides in confrontation. Through the notion of necropolitics, this thesis proposes a contrasted reading of symbolic contents and uses of death, which expanded the battlefield in communication present in press and guerrilla releases. This interpretive exercise proposes the relationship between death and power as a differential expression for the State and the guerrilla in the face of the death of the commanders. For the government, this was a resource to show a strong and victorious State, while the dehumanization in the informative treatment of deaths was a way of legitimizing the use of lethal violence. For the guerrillas, in this context, the language of their communiqués reveals historical arguments of their struggle at the time when the commemorations and the glorified image of the commanders were oriented towards maintaining the unity and morale of combatants. Resumen Villa Clara es la provincia más envejecida del país y la atención a este proceso demográfico se declara como urgente para este territorio. El artículo que se presenta constituye un resultado parcial del estudio que viene realizando, en el área de Política Social, un grupo de investigadores del proyecto Estudios de Población, que coordina el Centro de Estudios Demográficos (CEDEM), en la Universidad Central “Marta Abreu” de Las Villas. El objetivo del estudio es destacar, a partir del análisis de datos estadísticos del Censo de Población y Viviendas del 2012 ofrecidos por la Oficina Nacional de Estadísticas e Información (ONEI), la urgencia de incorporar a la estrategia de desarrollo de la provincia de Villa Clara la necesidad de la atención al adulto mayor. La muestra seleccionada está compuesta por 8 municipios de la provincia (Quemado de Güines, Sagua la Grande, Encrucijada, Cifuentes, Santa Clara, Placetas, Camajuaní y Remedios), que son los más envejecidos, según datos de la ONEI. Como resultado se propone que: la política social que se diseñe tenga como objetivo general lograr una atención eficaz a las necesidades del adulto mayor de la provincia a partir de los rasgos esenciales que caracterizan ese proceso en el territorio, que se base en valores como la solidaridad, la cooperación, que los principios que la sustenten sean de descentralización, flexibilidad en el diseño de la política, prevención, equidad, valorando siempre las necesidades y las posibilidades reales de acceso a los servicios de este grupo poblacional. The present article is a partial result of the study being done in the area of Social Policy, a group of researchers at the Population Studies project, coordinated by CEDEM at the Central University “Marta Abreu” of Las Villas. The aim of the studyis to highlight, from the analysis of statistical data from Census of Population and Housing 2012 ONEI offered by the urgency of including the development strategy of the province Villa Clara the need forcare of the elderly. The sample consists of 8 municipalities of the province (Quemado de Guines, Sagua la Grande, Encrucijada, Cifuentes, Santa Clara, Placetas, Camajuaní and Remedios), which are the oldest populations, according to theONEI. As a result it is proposed that: social policy that is designed to have as a general objective of achieving an effective attention to the needs of the elderly in the province from the essential features that characterize this process in the territory, which is based on values such as solidarity, cooperation, the principles that support it are decentralization, flexibility in the design of policy, prevention, equity, always valuing the needs and the real possibilities of access to this population group.

This research uses the Actor-Network Theory toolbox to open the black box behind the Pasco’s Proyecto Integral de Agua Potable Project collapse, an ambitious public infrastructural intervention caused by both local pollution conditions and the lack of water resources. We worked with a qualitative methodology focused on process tracing through the analysis of multi-sited narratives about humans and non-humans. Non-participant observation, documentary analysis, and anonymous semi-structured interviews with fourteen spokespersons of the project were used. The results suggest that the project collapse was caused by the fragility of the alliance system since the spokespersons were unable to centralize the management of the Local Implementation Network or translate the sociotechnical controversies around water, given its multidimensional nature., Esta investigación recurre a la caja de herramientas de la Teoría del Actor-Red para abrir la caja negra detrás del colapso del Proyecto Integral de Agua Potable de Pasco, una ambiciosa intervención pública infraestructural suscitada tanto por las condiciones locales de contaminación como por la carencia del recurso hídrico. Se trabajó con una metodología cualitativa centrada en rastreo de procesos mediante el análisis de las narrativas multisituadas acerca de humanos y no-humanos. Se empleó observación no-participante, análisis documentario y entrevistas semi-estructuradas anónimas a catorce portavoces del proyecto. Los resultados sugieren que el colapso del proyecto se produjo por la fragilidad del sistema de alianzas puesto que los portavoces no pudieron centralizar la gestión de la Red Local de implementación ni mediar las controversias sociotécnicas en torno al agua, dada su naturaleza multidimensional.

Es possible afirmar que els drets socials no només s’assoleixen gràcies al debat parlamentari, sinó que, la majoria de les vegades, existeixen grups organitzats que lluiten per aquests drets molt abans que arribin al Congrés. Atès que les formes d’organització i militància van canviant segons el context i les necessitats, és interessant observar la manera en què han continuat els moviments socials al llarg de la pandèmia de Covid-19, fent servir les xarxes socials com a mitjà per expressar-se i mantenir activa la seva militància. A l’Argentina, les lluites per la legalització de la Interrupció Voluntària de l’Embaràs van tenir entitat gràcies a la militància de la Campanya Nacional pel Dret a l’Avortament Legal, Segur i Gratuït, com també d’altres organitzacions. El més curiós és que aquest grup també té influència en la implementació real de la llei, i és això el que es vol analitzar en aquest treball., It is possible to say that social rights are not only achieved through parliamentary debates, but, most of the time, there are organized groups that fight for these rights even before they reach Congress. Given that the ways of organization and activism change according to context and necessities, it is interesting to see the way in which social movements have persevered all along the Covid-19 pandemic, using social media as a way to express themselves and to maintain their activism alive. In Argentina, the fights for the legalization of the Voluntary Termination of Pregnancy gained relevance thanks to the activists of the National Campaign for the Right to Legal, Safe and Free Abortion, as well as other organizations. The curious thing is that this group has had influence in the real implementation of the law too, and that is what this paper wants to analyze., Es posible afirmar que los derechos sociales no solo se consiguen gracias al debate parlamentario, sino que, la mayoría de las veces, existen grupos organizados que luchan por esos derechos mucho antes de que estos lleguen al Congreso. Al ser que las formas de organización y militancia van cambiando según el contexto y las necesidades, es interesante observar la forma en que han continuado los movimientos sociales a lo largo de la pandemia de Covid-19, utilizando a las redes sociales como medio para expresarse y mantener activa su militancia. En Argentina, las luchas por la legalización de la Interrupción Voluntaria del Embarazo tuvieron entidad gracias a la militancia de la Campaña Nacional por el Derecho al Aborto Legal, Seguro y Gratuito, como también de otras organizaciones. Lo curioso es que este grupo tiene influencia también en la real implementación de la ley, y eso es lo que desea analizarse en este trabajo.

49. Desigualdad, pobreza e inseguridad alimentaria en las regiones del sur, sureste y golfo de México, 2008-2020

Since the eighties of last century, economic neoliberalism has dismantled the social state and governments have oriented their social policy towards targeting extreme poverty in order to reduce public expenditure. The purpose of this article is to present CONEVAL estimations regarding extreme poverty and food insecurity (FI) between 2008 and 2020, and to discuss the relevance of other methods to determine these figures. Official records from eight federal states grouped in three regions of the country, were analyzed. In 2018, the CONEVAL statistics showed a reduction in extreme poverty and an increase in moderate poverty in all states but Yucatan state (south-east). In 2020, extreme poverty and FI only has diminished in the south. When using official data, extreme poverty is underestimated, therefore, we discuss the need to review and adjust poverty measurement thresholds constantly because they are mobile and change over time. In conclusion, with the change from a subsidizing state to a welfare state, a re-evaluation of the official thresholds used in the poverty measurement is necessary., Desde los ochenta del siglo pasado el neoliberalismo económico desmontó el Estado social y los gobiernos orientaron su política social a focalizar la pobreza extrema para reducir el gasto público. El objetivo en este artículo es mostrar las estimaciones del CONEVAL sobre pobreza extrema e inseguridad alimentaria (IA) entre 2008-2020, y discutir la pertinencia de explorar otras metodologías para conocer el déficit de ciudadanía que se vincula a la pobreza y IA. Se analizaron los datos oficiales de ocho entidades federativas agrupadas en tres regiones. En 2018, las estadísticas de CONEVAL mostraron la reducción de la pobreza extrema y aumento de la pobreza moderada, menos en el estado de Yucatán (sureste). En 2020 la pobreza y la IA disminuyeron solo en el sur. Utilizando datos oficiales se subestima la pobreza extrema, por ello, se discute la necesidad de revisar y ajustar constantemente los umbrales de medición de la pobreza porque son móviles y cambian con el tiempo. En conclusión, con el cambio de Estado subsidiario a Estado benefactor conviene redefinir los umbrales oficiales.

La Carta Social Europea, que entra en vigor en 1965, es el gran aliado en materia de derechos sociales,pese a que muchos profesionales del derecho, incluso en la academia, ignoren su existencia, estudio, enseñanza y validez. Su naturaleza jurídica es la de un tratado de derechos humanos, como se analizará más adelante. Fue elaborada en el seno del Consejo de Europa para contribuir, como complemento al Convenio Europeo de Derechos Humanos, a los ideales de la organización de estrechar los lazos entre estados y salvaguardar y promover el progreso económico y social.
