The concept of green gentrification has gained strength in studies from the United States and Europe, especially those related to urban parks and green infrastructure. In Latin America, the use of the concept is still restricted. This study assesses whether the concept coined in the Global North can be applied to the context of the most urbanized Global South region and reflects on the uses, possibilities and limitations of this concept, particularly in the case of Brazil. Three illustrative cases in Brazil were chosen to discuss and test the green gentrification concept in the light of whether mediation was required, based on local realities and experiences. Our findings demonstrate that the concept offers insight into the processes observed simultaneously assuming new contours when applied to a southern reality. From a critical perspective, this article shows the need to politicize the relationship between nature and the capitalist production of space in Latin America.

La reflexión sobre el tema de la participación popular está en estrecha vinculación con los procesos de descentralización político-administrativa y de ampliación de las posibilidades de democratización de la gestión local. En el contexto brasilero, el tema de la participación y de la integración de la comunidad en el proceso de toma de decisiones está asumiendo una creciente importancia en la compatibilización entre las transformaciones socio-institucionales y el fortalecimiento de los derechos de ciudadanía. El objetivo principal es el de concretizar de forma más directa y cotidiana el contacto entre los ciudadanos y las instituciones públicas para posibilitar que estas consideren los intereses y argumentaciones político-sociales en el proceso decisorio.

On April 29 and 30, 2020, the Knowledge Platform for Urban Transformation (transformacionurbana.mx) convened the webinar "Cities and COVID-19: new directions for urban research and public policies". The webinar was held in collaboration with the “Science Advice and COVID-19” initiative of the International Network for Government Science Advice and its chapter for Latin America and the Caribbean; the Coordination of Humanities, the Coordination of Scientific Research and the Center for Interdisciplinary Research in the Sciences and Humanities all entities of the National Autonomous University of Mexico; the National Federation of Municipalities of Mexico, and the Observatory on Latin America of The New School. The call received 78 proposals from 16 countries from which 20 were orally presented (see: https://www.youtube.com/channel/UCUzZdubLtXDiL1I0I-fBLAA). This book was prepared with those proposals that better responded the terms of the webinar’s call. The book was coordinated by Gian Carlo Delgado Ramos and David López García and edited by the Knowledge Platform for Urban Transformation and the International Network for Government Advise. It includes 31 works by 62 authors who address, from different perspectives, both the challenges that cities face in times of COVID-19 –many of which are not new, although some are rapidly worsening– and the opportunities that lie ahead. The entry points are diverse, from the analysis of the transmission of SARS-CoV-2 in cities, going through the challenges of planning, operating and managing cities in contexts of informality, poverty and social inequality, to those aspects related to democracy, the nature of human behavior in times of COVID-19 crisis, or the social construction of the pandemic risk and its communication. The book offers the review of cases in the United States, Mexico, Argentina, Uruguay, Jamaica, Honduras, Brazil, Colombia, among others. Most of the contributions are in Spanish, however some are in English. El 29 y 30 de abril de 2020, la Plataforma de Conocimiento para la Transformación Urbana (transformacionurbana.mx) convocó al webinar “Las ciudades ante el COVID-19: nuevas direcciones para la investigación urbana y las políticas públicas”. El webinar se realizó en colaboración con la iniciativa “Science Advice and COVID-19” de la International Network for Government Science Advice y su capítulo para América Latina y el Caribe, la Coordinación de Humanidades, la Coordinación de la Investigación Científica y el Centro de Investigaciones Interdisciplinarias en Ciencias y Humanidades de la Universidad Nacional Autónoma de México, la Federación Nacional de Municipios de México, y el Observatorio Latino Americano de The New School. La convocatoria recibió 78 propuestas de 16 países a partir de las cuales, y después de un proceso de selección y revisión académica, 20 fueron presentadas (véase: https://www.youtube.com/channel/UCUzZdubLtXDiL1I0I-fBLAA). Como resultado posterior se preparó el presente libro, el cual recoge las propuestas más afines a los términos de la convocatoria. El libro fue coordinado por Gian Carlo Delgado Ramos y David López García y editado por la Plataforma de Conocimiento para la Transformación Urbana y la International Network for Government Advise. Incluye 31 trabajos de 62 autores quienes abordan, desde distintas aproximaciones, tanto los retos que las ciudades enfrentan en tiempos de COVID-19 –muchos de los cuales no son nuevos, aunque sí su agravamiento–, como las oportunidades que se vislumbran. Los puntos de entrada son diversos, desde el análisis del comportamiento de la pandemia en las ciudades, pasando por los retos de la planeación, funcionamiento y gestión de las ciudades en contextos de informalidad, pobreza y desigualdad social, hasta aquellos aspectos relacionados a la democracia, la naturaleza del comportamiento humano en momentos de crisis, o a la construcción social del riesgo y a su comunicación. El libro ofrece la revisión de casos en Estados Unidos, México, Argentina, Uruguay, Jamaica, Honduras, Brasil, Colombia, entre otros más.
