This article recovers the history of one of the first public school libraries in the province of Buenos Aires. Its historicity invites us to reflect on the link that libraries can establish with the community. Sustaining over time has been its greatest challenge, but the accompaniment of generations of users who visit it, its greatest strength. The pandemic has not been able to close its doors, through protocols and in a virtual way it continued with its activities. This is the story of a space for everyone where the ties that were woven over the years with the Ramos Mejía community allow the “Almafuerte” library to be recognized today not only as a place for reading but also for meetings. and cultural exchanges.

The right to information implies the individuals' freedom to look for information and make decisions; but it also entails the States' obligation to establish systems that have information ready and organized. In this sense, the design and implementation of a National System of Libraries (stipulated by the General Law of Libraries of Mexico) is a pending task, which would support the national development of the information infraestructure. The System requires the coordination of legislators, authorities of the Executive Power, the librarians and the citizenship. In order to achieve sustainable results, the desire to stick to centralist and concentration tendencies must be abandoned, and explore legal solutions that ponder harmonization, such as institutional collaboration.

The Covid-19 pandemic has disrupted societies, having health, economic, political, and communication implications. Governments have had to plan and implement immediate communication strategies to explain the actions that have been taken and to manage public health campaigns. This research analyzes the Spanish Government’s communication strategy at national and international level since the announcement of the state of alert on 13 March until 9 May 2020. To this end, the 71 press conferences held by the Government have been analyzed, with the participation of 414 media outlets that have asked 1,069 questions, in addition to 1,080 publications on the official accounts of La Moncloa on Facebook and Twitter and information about Spain in the two main newspapers in six countries (Belgium, France, Germany, Italy, USA, and UK). The results show a permanent presence of the Government, offering information via up to three press conferences on some days, revealing a strategy to control the subjects of discussion and their framing with warlike language associated with national unity. On social networks, the content related to administrative or service information prevails over image communication, with a clear dominance of press conferences and divergence between the communication interests of citizens versus the Government, preventing a true interaction between them. Regarding foreign press reports, 778 news items on Covid-19 in Spain were identified, with a prevalence in the US press and on economic rather than health issues.

Presence and activity of Spanish regional parliaments in social networks: Little progress in promoting citizen participation. Social networks have become an essential communication tool for public institutions. The 17 Spanish autonomous parliaments already have many profiles in several networks and have been increasing their activity in them, especially to disseminate information. However, there are few studies that analyze how they use these networks to promote dialogue and participation of citizens, true values of communication 2.0 and the so-called “open parliaments”. By monitoring their profiles, and based on the above analysis data, it is clear that despite the progress, there is still a long way to go in this area.

Knowledge management helps to capture and disseminate existing knowledge, creating new knowledge, communication and collaboration between people who have it. Many organizations in Peru which are committed in the fight against HIV-AIDS have contributed to improving society's response to the epidemic; To do this, they have developed various activities and the way they have learned many lessons. However, these had not been systematized much less shared. Network Knowledge Management (RGC) in HIV-AIDS emerges as a community of practice composed of organizations and governmental and non-governmental seeking systematize their best practices effectively and efficiently achieving a collective learning about the achievements and failures in the topic of interest. These experiences are presented on the platform called "Virtual Knowledge Coordination Centre in HIV-AIDS (HIV CVCC)". The National Institute of Health (NIH) in order to meet one of its priorities and research agenda, results of the Concerted Health and contribute to the national policy of modernization of public administration Plan, assumes responsibility for the joint administration and management Peru AIDS Network RGC and HIV CVCC.

To assess the relevance of the Public Library System in the political agenda, programmes presented by the Political Parties competing in Regional and Local elections in the Spanish Region of Castilla-La Mancha were analysed and the proposals about these library institutions were identified. All Regional programmes were collected and also an ample sample from the Municipalities for the 2007 and 2015 elections; trying to find the differences influenced by the impact of the financial crisis and recession on the public-library policies. The conclusion arrived at was that, although the Public Libraries may be reasonabily present in the studied programmes, there is a low awareness by the Political Parties of the main problems.

"Critical dimensions of information management at the institutions of Venezuelan fiscal control." Abstract: Information has become an essential resource within public agencies, implying that mechanisms be created to its manage especially if it is related with the use and destination of State Authority financial resources. In this sense, the purpose of this research is to analyze the dimensions of information management in Venezuelan State Authority fiscal control. Research is classified as a descriptive with a field design enabled by use of a questionnaire with Likert scale questions, multiple choice and dichotomous directed to officials of the comptrollers of western Venezuela, responsible for the informational work. It was observed that in these organs the environment of information management has favorable conditions seeking to secure staff skills; processes likewise are satisfied; likewise complies with classification and processing of the information that supports core processes and infrastructure associated with information management is supported in information and communication technologies. It is concluded that state comptroller have an management information with characteristics inherent in this particular context, that is, leaving aside fulfilled social principles related to usability, accessibility and transparency of information reported by the constitution and laws as an important part of national public organs.

We describe how public funding for cultural and library services in Spain decreased in 2012. Therefore, we analyze the impact of this problem on library services, and explain some ways to reduce the damage, such as user contributions and crowdfunding (i.e., social microfinancing). We conclude by arguing that in any case public funding remains essential for stability of these services, and that library associations and librarians must demand it.

For local e-government to become a reality, all the elements of the ecosystem must be in place. We search for the elements which constitute the ecosystem, both from the citizen and from the city council point of view, with the electronic identity card (eID) as the core. In order to find out the main deficiencies in the system and to propose solutions, we need to quantify the present situation of each element: from city and county councils websites where eID is needed to use the services offered to the number of eID and compatible readers owned by citizens. According to the latest data, only 2% of the population owns an eID reader: this is the weakest element of our ecosystem.

The Public Library Network of the province of Barcelona has extensive experience in the field of collaborative work. The key to its success is not just the important historical events that helped to shape the present library system in the province of Barcelona. It is also the dissemination of collaborative values among libraries and library staff. After years of hard work, there are new challenges to meet, without forgetting the firm commitment to provide high quality library services that meet people’s needs and expectations.

This article is an approach to the study of the sources of information for decisionmaking on communication strategies on the part of the political institutions. With this aim, the authors present to the scientific community the piece of work of an ongoing investigation, which seeks to define the overview of the sources of information related to the area of information and communication links of the departments of the Spanish State. Through a review of the websites of the press the types of sources are defined. The level of development is stablished, as presented and concluded in its role as interpreters of institutional project of the government in power.

Put into context the concept of institutional repositories, its relation to open access, its impact on the web rankings and its importance in Venezuelan universities. Similarly, the Venezuelan legal framework that allows the implementation of repositories in public institutions in the country is listed.

The article describes the experience of automating all documentary information related to planning and urban development regulations on the island of Majorca, from the acquisition of the computer through the digitisation of the documents and their dissemination over the Internet. It is a pioneering experience in administrative archives, having begun in 1996. It is based on applying advanced techniques for conservation and for massive dissemination of documents that, from the moment of their creation, are classified for permanent conservation due to their juridical and administrative value as well as their historical value in the future. The technical work has been carried out on a large and important local government archive with the aim of combining the conservation of a large number of documents with a permanent service for both the local administration and for the general public. To this end, new technologies have been employed.

The City Council of Barcelona and the Diputació (The Provincial Council) agreed in 1996 to produce a Libraries Plan for the period 1998-2010 with the aim of adapting the library network of the city of Barcelona to the needs of the future. Consequently, the subtitle chosen for the Plan was: Libraries of the 21st Century: from information to knowledge. For this Plan to be carried out correctly, the Consortium of Libraries of Barcelona was formed in 2001, as an instrument for managing the combination of the city’s public library infrastructure and services. The formula chosen was that of a consortium given that it responded best to legal and organisational needs and also allowed for a better service to the citizens.

The results of a study of situational Municipal Public libraries in relation to the number of provinces and districts existing in the project area, ie, the Ancash, indicators show a very interesting research landscape region is presented.
