El objetivo de este artículo es presentar el desarrollo de un material y una herramienta que permiten la fabricación de muebles a partir de desechos de papel de oficinas y escuelas. En el método se empleó la metodología TRIZ (Teoría para resolver problemas de inventiva), se establecieron criterios para evaluar el material a desarrollar, y se experimentó con diferentes configuraciones hasta crear un material adecuado para la fabricación de muebles, además, se construyó una herramienta para agilizar el proceso de fabricación. Los muebles fabricados se constituyen únicamente por papel, adhesivo biodegradable, y desechos textiles o pintura base agua para su acabado, y su proceso de fabricación es de fácil transferencia y muy bajo costo. A un año de haber fabricado el primer mueble, éste permanece en óptimas condiciones, a pesar de haber sido sometido a condiciones para las cuales no fue diseñado.

El aprovechamiento de frutos no aptos para la comercialización en fresco, representa un área con gran potencial económico. En las regiones donde se produce uchuva en Colombia es necesario considerar y desarrollar alternativas de procesamiento de este fruto, dado que las pérdidas en cosecha y pos cosecha de uchuva en el país, pueden alcanzar hasta el 45% del total de la producción. En este trabajo, se elaboró pulpa, mermelada y néctar de uchuva eco tipo Colombia con frutos rajados y blandos, provenientes de los municipios de Venta quemada y Ciénega del departamento de Boyacá. Los resultados de este trabajo, tienen aplicaciones para las regiones productoras de uchuva en Colombia que adolecen de pérdidas de fruta por rajado y ablandamiento. Se realizaron tres formulaciones de cada subproducto, variando el contenido de pulpa en el producto final y se realizo la caracterización fisicoquímica, microbiológica y sensorial. Finalmente, se calculó el costo de cada subproducto más aceptado por el panel. Los resultados mostraron que a nivel microbiológico y fisicoquímico, los subproductos cumplen la normatividad. A nivel sensorial, la pulpa más aceptada fue la pasterizada con azúcar, el néctar mas aceptado fue la formulación con 20% de pulpa y la mermelada más aceptada fue la formulación con 50% de pulpa. El costo para procesar 1 kg de fruta fue de 3,11USD para pulpa, 3,36USD para néctar y 3,66USD para mermelada.

[EN] The main objective of this research has been the valorisation of a waste from the TiO2 production process (sulphate method), called red gypsum, in the production of cements. This waste is mainly formed by di-hydrate calcium sulphate and iron hydroxides. To cover this objective it has been necessary to perform the physico-chemical characterisation of the red gypsum as well as the main components in the production of cements and of the new cements generated. Moreover, for the red gypsum, has been analyzed its radioactive content because it is generated in a NORM (Naturally Occurring Radioactive Materials) industry. Finally, the most important properties of the obtained cements with different proportions of red gypsum in their composition have been studied by comparing them with the standard ones obtained in a Portland cement. Lastly, we have demonstrated that the new cements fulfil all the quality tests imposed by the European legislation., [ES] El objetivo de esta investigación ha sido analizar la valorización de un residuo generado en el proceso de producción de dióxido de titanio (vía sulfato), denominado yeso rojo, en la producción de cementos. Dicho residuo está compuesto fundamentalmente por sulfato de calcio di-hidratado e hidróxidos de hierro. Para ello, ha sido necesaria la caracterización físico-química del yeso rojo, así como la de los otros componentes fundamentales en la fabricación de cementos y de los cementos generados con el mencionado residuo. Además, en el caso del yeso rojo, se ha analizado su contenido radiactivo al generarse éste en una industria NORM (Natural Occurring Radioactive Materials). A major part of the interface to a database is made up of the queries that can be addressed to this database and answered (processed) in an efficient way, contributing to the quality of the developed software. Efficiently processed spatial queries constitute a fundamental part of the interface to spatial databases due to the wide area of applications that may address such queries, like geographical information systems (GIS), location-based services, computer visualization, automated mapping, facilities management, etc. Another important capability of the interface to a spatial database is to offer the creation of efficient index structures to speed up spatial query processing. The xBR + -tree is a balanced disk-resident quadtree-based index structure for point data, which is very efficient for processing such queries. Bulk-loading refers to the process of creating an index from scratch, when the dataset to be indexed is available beforehand, instead of creating the index gradually (and more slowly), when the dataset elements are inserted one-by-one. In this paper, we present an algorithm for bulk-loading xBR + -trees for big datasets residing on disk, using a limited amount of main memory. The resulting tree is not only built fast, but exhibits high performance in processing a broad range of spatial queries, where one or two datasets are involved. To justify these characteristics, using real and artificial datasets of various cardinalities, first, we present an experimental comparison of this algorithm vs. a previous version of the same algorithm and STR, a popular algorithm of bulk-loading R-trees, regarding tree creation time and the characteristics of the trees created, and second, we experimentally compare the query efficiency of bulk-loaded xBR + -trees vs. bulk-loaded R-trees, regarding I/O and execution time. Thus, this paper contributes to the implementation of spatial database interfaces and the efficient storage organization for big spatial data management.

This paper analyses -from a critical and historical focus- the recent reform of the penal system in Colombia adopted by the Bill 906 of 2004. The reform was presented to the public opinion as a deep transformation of the Colombian penal system that will soon guarantee high rates of efficiency, law rates of impunity, and the diminishment of criminality. This article questions this thesis. In the first place, this paper makes a critical study of the theorical and philosophical basements presented to justify the reform. In the second place, it contrasts the main theorical and philosophical basements with what was really approved, underlying the lacks and inconsistencies of the penal reform. Finally, it shows the implications that the new penal system will present in the Colombian legal order. It particularly insists on the fact that the society will not find in this reform a truly material justice, but on the contrary it foresees that the society will be submitted to the loss of judicial guarantees and the rights adopted in the Colombian Constitution. Desde una perspectiva histórica y crítica, el texto analiza la reciente reforma al sistema penal colom- biano promulgada en la Ley 906 de 2004, reforma que ha sido presentada ante la opinión pública como una profunda transformación del sistema penal colombino, que garantizará en un futuro cerca- no altos grados de eficiencia, bajos niveles de impunidad y la disminución de la criminalidad, tesis que es puesta en duda en el presente artículo. El texto realiza, en primer lugar, un estudio crítico de los fundamentos teóricos y filosóficos que son presentados como justificación de la reforma; en segundo lugar, se contrastan los principios teóricos y filosóficos propuestos y lo que realmente se aprueba señalando los vacíos e inconsistencias de la reforma penal; y, por último, se presentan las implicaciones que el nuevo sistema penal va a presentar al ordenamiento legal colombiano y en particular a la sociedad que no va a encontrar en esta reforma una verdadera justicia material; por el contrario, se prevé que la sociedad se va a ver sometida a la pérdida de garantías jurídicas y de los derechos que señala la Constitución colombiana.

Resumen El cumplimiento de estándares internacionales establecidos en los Acuerdos Medioambientales Multilaterales (AMMAs) se ha convertido en parte de las estrategias de imagen de las Empresas Multinacionales (EMNs). A través de la difusión publicitaria del cumplimiento de tales estándares, estas empresas transmiten al consumidor un aparente compromiso con la transparencia y la sostenibilidad en sus prácticas a lo largo de su cadena de valor. ¿En qué medida estas estrategias de las EMNs pueden socavar la capacidad del Estado para regular, de manera independiente, actividades relacionadas con la protección del medio ambiente o el respeto a los derechos fundamentales? Este trabajo tiene como objetivo evaluar la influencia que las EMNs pueden tener en la capacidad regulatoria del Estado. Para tal efecto, se toma como punto de partida, la crisis actual de dos conceptos fundamentales en el Derecho Internacional Público: la soberanía y el principio de libre determinación, los cuales son analizados en el contexto de la dificultad para definir un estándar regulatorio en materia de consulta previa para la obtención del consentimiento fundamentado previo para el acceso a los recursos naturales. De esta manera, el artículo presenta una discusión sobre posibles vías para validar la aplicación de estándares privados o códigos de conducta voluntarios como una forma de resolver los impasses regulatorios que enfrentan los países en desarrollo al tiempo que los propone como medio para evitar controversias en materia de inversión que puedan surgir como consecuencia del mencionado déficit regulatorio. Las conclusiones abogan por un enfoque más cosmopolita de la gobernanza global, como único medio de lograr el cumplimiento de los objetivos y principios perseguidos en los AMMAs. Abstract The fulfilment of international standards established in Multilateral Environmental Agreements (MEA’s) has become a useful tool for Multinational Corporation’s aim of improving their public image, since it signalizes to the public a commitment to transparency and sustainability in all their practices. To what extent such MNC’s strategy undermines State’s capacity to regulate, in an independent manner, activities that might hamper the protection of the environment or the respect of fundamental rights? This paper aims to assess the influence of MNC’s on State’s regulatory capacity. Departing from the crisis of the traditional concepts of sovereignty and self-determination, the analysis focuses on the difficulties that modern States have in conceiving and enacting regulations on specific issues such as obtaining of prior informed consent in the context of the access to natural resources. Within this framework, the paper introduces a discussion on possible ways to validate the application of private standards and voluntary codes of conduct as a manner to resolve the default of adequate regulation in developing and least developed countries. Such approach is proposed as a mean of avoiding conflicts arising from regulatory defaults that can affect foreign investments. The conclusions support a more cosmopolitan approach to global governance as the only mean of achieving enforcement of the objectives and principles pursued in MEA’s.

El presente artículo presenta una reconstrucción crítica de la obra de Hans Kelsen. Una interpretación adecuada de la teoría de Kelsen permite distinguir en ella dos estadios: i) un primer estadio lógico constituido por la formulación de un programa científico alrededor de su teoría de la validez y de la estructura de la norma, y un segundo estadio consistente en la realización de ese programa, el que puede ser dividido a su vez en dos fases, a saber: ii) una fase de realización negativa a través de la generación de una crítica radical a las concepciones tradicionales de la ciencia jurídica incompatibles con el primer estadio, y iii) en una fase de realización positiva, cuyo fruto más relevante es la generación de un esquema completo de comprensión del derecho como un sistema dinámico en constante auto-reproducción. El objeto del artículo es dar cuenta de la formulación del programa y, como ilustración de su forma de funcionamiento, de la lógica de realización de la etapa negativa. The paper carries out a critical reconstruction of Hans Kelsen’s theory of law. According to it, Kelsen’s work can be divided in three logical steps: i) the construction of a scientific program, which is formed by Kelsen’s theory of validity and by his understanding of the structure of the legal norm; and the realization of this program, which itself can be divided in ii) a negative step and iii) a positive step. The negative realization of the program comprises Kelsen’s radical critic on the traditional concepts of jurisprudence and legal reasoning, while the positive realization of the program consists on the development of a whole model whose aim is the understanding of the legal order as a dynamic system which regulates and carries out constantly its own reproduction. The paper attempts to present a reconstruction of both the core of Kelsen’s program and the negative step of its realization.

Resumen El artículo estudia la recepción de la Revolución Francesa por la opinión pública limeña en 1794 y, posteriormente, en 1811-1812. El examen de los debates públicos durante este periodo muestra que la Revolución Francesa, unacontecimiento externo a la revolución iberoamericana, es el evento fundante que inaugura una nueva experiencia del tiempo histórico para los actores de Lima que serían los futuros protagonistas de la independencia peruana y de la introducción del liberalismo. Esta historicidad se manifiesta en 1812 en dos posibles temporalidades: un tiempo histórico lleno de esperanzas o un tiempo de peligros y amenazas. Para sustentar su argumento, el artículo establece un contraste en la recepción de esteevento fundante entre 1794 -cuando no se admiten paralelismos con el pasado- y 1812, cuando el paralelismo es la condición a través de la cual se percibe y recibe la revolución iberoamericana, uno de cuyos polos de desarrollo se ubica en las Cortes de Cádiz. Abstract This paper deals with how public opinion in Lima developed a view on French Revolution.We focused on the debate that took place in 1794 and then in 1811 and 1812. Our inquiry shows that this event , itself alien from Iberoamerican revolution, could be seen as a founding event in the sense that it made possible a new experience of history in Lima, particularly among those who shortly after would fight for Peruvian independence as well as for introducing liberalism in this country. For arguing in favor of this thesis, the paper establishes a sharp contrast between the reception of this founding event in 1794 and that one proper to 1812. Parallelisms with past events were not allowed in 1794, whereas they were common in 1812. This is how Iberoamerican revolution was shaped, though it is also worth to mention the influence from Cadiz Courts.

No existen protocolos claramente establecidos para el tratamiento de la boca seca. El objetivo de este trabajo es realizar una revisión sistemática de la literatura médica de los últimos 10 años. Hemos utilizado las palabras: «dry mouth», «prognosis», «treatment» y «dentistry». En una primera búsqueda hemos encontrado 1.450 entradas. Con la restricción «clinical trials OR randomized controlled trial OR systemic reviews» se han reducido a 522, de las que 145 eran metaanálisis y revisiones sistemáticas. Se han eliminado las que no eran pertinentes al tema y han quedado reducidas a 53. Posteriormente se descartaron 24 (8 no pertinentes, 7 revisiones y 9 opiniones personales). De los 29 artículos analizados, 15 son ensayos clínicos controlados, 2 ensayos no controlados, 4 estudios observacionales, 2 revisiones sistemáticas y 5 revisiones. Los enfermos mejor estudiados son los pacientes con síndrome de Sjögren y los pacientes irradiados. El tratamiento se centra en el etiológico, preventivo, sintomático, de estimulación salival local y sistémicos. Podemos concluir que el tratamiento debe ser individualizado, pudiéndose aplicar sustitutos salivales y diferentes técnicas de estimulación mecánica. There are no clearly established protocols for the treatment of dry mouth. The aim of this paper is a systematic review of the literature of the past 10 years using the words «dry mouth», «prognosis», «treatment» and «dentistry». The initial search found 1,450 entries and within the restriction «clinical trials OR randomized controlled trial OR systemic reviews» it has been reduced to 522, which 145 were meta-analysis and systematic reviews. Papers not relevant to the issue were removed reducing the entries to 53. Twenty-four were dismissed (8 irrelevant, 7 reviews without adequate information and 9 personal opinions). Of the 29 items tested, 15 were controlled trials, 2 uncontrolled trials, 4 observational studies, 2 systematic reviews and 5 non systematic reviews. The most studied patients were Sjögren's syndrome and the irradiated patients. Treatments are focused on the etiology, prevention, symptomatic, local salivary stimulation and systemic treatments. It can be concluded that treatment must be individualized, salivary substitutes and mechanical stimulation techniques can be applied.

Frente a tres décadas de objeciones a la concepción expresiva de las normas, tal como fue presentada por Alchourrón y Bulygin, el autor de este trabajo pretende demostrar, primero, que un expresivista que asumiera la propuesta de los dos maestros argentinos puede dar cuenta de los estados de cosas facultativos sin introducir incoherencias dentro del sistema normativo; segundo, que también puede describir con éxito el contenido proposicional de una metarregla sin dar contenido semántico al indicador de fuerza (normativa) de la regla-objeto; y tercero, que puede dar cuenta de una clausura permisiva aun cuando niegue la autonomía conceptual de los actos de permisión. A partir de estas demostraciones, el trabajo cierra sugiriendo una solución para una adecuada representación expresivista de las normas condicionales. Against three decades of objections made to the expressive conception of norms as presented by Alchourrón and Bulygin, the author of this paper purports to demonstrate, first, that their Expressivist accounts for facultative states of affairs without introducing inconsistencies into the normative system; second, that she can successfully describe the propositional content of a meta-rule without semanticizing the indicator of (normative) force of the object-rules; and third, that she can give an account of permissive closure even if she does not grant conceptual autonomy of acts of permitting. On the basis of these demonstrations, the author closes the paper with a suggestive solution for an adequate expressivist representation of conditional norms.

Resumen El Romanticismo alemán se sirvió del drama con menos frecuencia y con menos éxito que los movimientos estéticos que lo precedieron. Pero existió un teatro romántico alemán y llegó a desarrollar una serie de características distintivas. En la medida en que estas características se analizan a la luz del programa del Romanticismo mismo, se pueden ver con algo más de claridad algunas de las posibles razones por las cuales los románticos alemanes no solo no produjeron gran cantidad de obras teatrales sino que tampoco encontraron en el teatro un vehículo apropiado para parte importante de su propuesta. El objetivo del presente artículo es llevar a cabo dicho análisis y reflexionar en torno a la naturaleza del drama alemán del Romanticismo y las razones de su desarrollo comparativamente menor. Abstract German Romanticism made use of drama less frequently and less successfully than the aesthetic movements that preceded it. However, there was a German Romantic theater, and it developed a number of distinctive characteristics. As these features are analyzed in the light of the Romantic program itself, one can see with rather greater clarity some of the possible reasons why the German Romantics not only failed to produce a large number of plays, but also did not find in drama an appropriate vehicle for an important part of their agenda. This paper carries out such an analysis and reflects on the nature of German Romantic drama and the reasons for its comparatively minor development.

En el presente trabajo me centraré en el estudio, desde la posición procesal del deudor demandado, de algunas de las cuestiones más polémicas que tienen lugar en los procedimientos monitorios y en los procedimientos declarativos subsiguientes relativos a la reclamación de saldo de tarjetas de crédito revolving: los documentos requeridos para la admisión a trámite del procedimiento monitorio, el control de oficio de cláusulas abusivas, la omisión de pronunciamiento sobre la excepción de nulidad causada por la usura, la sujeción de las cláusulas contractuales al control de transparencia y los efectos restitutorios de la declaración de nulidad contractual., Throughout this paper I will focus, from the defendant debtor’s point of view, on the analysis of some of the most controversial issues that take place in the monitorio procedure and the subsequent declarative procedures, in which revolving credit card debts are claimed: the documents required for admission to processing of the monitorio procedure, ex officio control over the unfair terms, the omission of a pronouncement on the counterclaim exception relating to contractual invalidity caused by the usury, the subjection of the contractual clauses to the transparency control, as well as the restorative effects of the declaration of contractual nullity.

This paper presents a current literature and techno¬logical revision of tools and equipment for tree pruning or forest cutting in the electricity and telecommunications lines, showing a research methodology based on consultation of patents and databases of national projects, selecting the more representative.In the end, it proposes a panorama of the market and identifies possible innovations and suggestions for news and better machines for the area.

Nowadays, in order to take advantage of fiber optic bandwidth, any optical communications system tends to be WDM. The way to extract a channel, characterized by a wavelength, from the optical fiber is to filter the specific wavelength. This gives the systems a low degree of freedom due to the fact of the static character of most of the employed devices. In this paper we will present a different way to extract channels from an optical fiber with WDM transmission. The employed method is based on an Optically Programmable Logic Cells (OPLC) previously published by us, for other applications as a chaotic generator or as basic element for optical computing. In this paper we will describe the configuration of the OPLC to be employed as a dropping device. It acts as a filter because it will extract the data carried by a concrete wavelength. It does depend, internally, on the wavelength. We will show how the intensity of the signal is able to select the chosen information from the line. It will be also demonstrated that a new idea of redundant information it is the way of selecting the concrete wavelength. As a matter of fact this idea is apparently the only way to use the OPLC as a dropping device. Moreover, based on these concepts, a similar way to route signals to different routes is reported. The basis is the use of photonic switching configurations, namely Batcher or Bayan structures, where the unit switching cells are the above indicated OPLCs.

[EN] The continuous raise in the integration scale of CMOS technology has provoked an augment in the fault rate. Particularly, computer memory is affected by Single Cell Upsets (SCU) and Multiple Cell Upsets (MCU). A common method to tolerate errors in this element is the use of Error Correction Codes (ECC). The addition of an ECC introduces a series of overheads: silicon area, power consumption and delay overheads of encoding and decoding circuits, as well as several extra bits added to allow detecting and/or correcting errors. ECC can be designed with different parameters in mind: low redundancy, low delay, error coverage, etc. The idea of this paper is to study the effects produced when adding an ECC to a microprocessor with respect to overheads. Usually, ECC with different characteristics are continuously proposed. However, a great quantity of these proposals only present the ECC, not showing its behavior when using them in a microprocessor. In this work, we present the design of an ECC whose main characteristic is a low number of code bits (low redundancy). Then, we study the overhead this ECC introduces. Firstly, we show a study of silicon area, delay and power consumption of encoder and decoder circuits, and secondly, how the addition of this ECC affects to a RISC microprocessor., © 2021 IEEE. RESUMEN. La Convención Interamericana para la Protección de los Derechos Humanos de las Personas Mayores regula la obligación de los Estados parte de implementar un proceso para que la persona mayor pueda manifestar, de manera expresa, su voluntad anticipada y sus instrucciones respecto de las intervenciones en atención de la salud. Chile ha ratificado este instrumento. El presente trabajo analiza el estado de la institución desde una perspectiva comparada y considera la oportunidad de su regulación expresa en Chile. ABSTRACT. The Inter-American Convention to protect the Human Rights of Older Persons regulates the obligation of the states parties to implement a process so that the elderly person can express their advanced directives regarding health care interventions. Chile has ratified this instrument. This paper aims to analyze the state of the institution in Chile from a comparative perspective and the opportunity for its express regulation.

RESUMEN. Este artículo considera aspectos esenciales acerca de la aplicabilidad de la inteligencia artificial y la tecnología blockchain en los contratos contemporáneos, a partir de las posibilidades del sistema jurídico para recibir estos desarrollos informáticos, y de la definición de sus principales problemas, evidenciando a la vez su implementación práctica y perspectivas. ABSTRACT. This paper considers essential aspects about the application of Artificial Intelligence (AI) and blockchain technology in contemporary contracts, as well as the capability of the legal system to adopt these technological developments. Thus, it identifies the main problems of blockchain and its practical implementation and perspectives.

Resumen: El objetivo de este artículo es analizar la transmisión espacial de los precios del arroz en Colombia, haciendo énfasis en el impacto de las políticas comerciales. Con tal propósito, se utilizó un modelo Markov-switching vector error correction para modelar cambios de régimen en la relación entre los precios domésticos del arroz en Colombia y los precios internacionales de algunos países de control, desde enero de 1996 hasta septiembre de 2018. Los resultados revelan tres regímenes de transmisión de precios que coinciden con políticas comerciales internas y con la crisis alimentaria de 2007-2008. El régimen de volatilidad alta fue el más persistente, con una duración promedio de 15,4 meses, una probabilidad de transición de 93 % y una velocidad de ajuste de 0,24. Además, durante este régimen, Colombia estuvo menos integrada al mercado internacional del arroz. Estos resultados son relevantes en la medida en que constituyen la aplicación de una metodología por umbral al análisis de transmisión de precios agrícolas, y pueden ser útiles para el diseño de políticas agrarias que contribuyan a la integración y competitividad del sector arrocero colombiano. Clasificación JEL: Q1, Q11, Q18, C32. Abstract: The aim of this paper is to analyse the spatial price transmission of rice in Colombia, emphasizing the impact of trade policies. For this purpose, a Markov-switching vector error correction model was used to model regime shifts in the relationship between domestic and international rice prices in Colombia and some control countries, from January 1996 to September 2018. The results reveal three price transmission regimes that coincide with internal trade policies and with the food crisis of 2007-2008. The high volatility regime was the most persistent, with an average duration of 15.4 months, a transition probability of 93 % and an adjustment speed of 0.24. In addition, during this regime, Colombia was less integrated into the international rice market. These results are relevant, since they constitute the application of a threshold methodology to the analysis of the transmission of agricultural prices and can be useful for the design of agrarian policies that contribute to the integration and competitiveness of the Colombian rice sector. Le régime à forte volatilité était le plus persistant, avec une durée moyenne de 15,4 mois, une probabilité de transition de 93 % et une vitesse d’ajustement de 0,24. En outre, pendant ce régime, Colombie était moins intégrée au marché international du riz. Ces résultats sont intéressants dans la mesure où ils constituent l’application d’une méthodologie de seuil à l’analyse de la transmission des prix agricoles et ils peuvent être utiles pour la conception de politiques agraires contribuant à l’intégration et à la compétitivité du secteur du riz colombien. Objective: To overview the Item 793 of the Federal Supreme Court, which deals with the joint liability of federated entities for the duty to provide health care, and which required the magistrate to direct the fulfillment of the obligation according to the rules for the division of competences. Methodology: the the deductive method was applied to understand the various aspects inserted in the vote of the rapporteur Minister Edson Fachin on the subject of the division of competences in the Brazilian public health care system, SUS, which culminated in the Item 793 of the Federal Supreme Court. Results: this paper presents the basic rules for financing pharmaceutical assistance; providing parameters for identifying the provider of health care; it also indicates ways to reduce the costs of judicialization and points to the Federal Union as the main responsible for financing pharmaceutical assistance. Conclusion: Item 793 has not yet been able to bring a single court decision, and it is not clear about which federated entity should male part of the factual matter and be condemned in health benefits. The identification of the debtor of the benefit should be a concern of the litigants and the legal operators, including the assumption of possible penalties for non-compliance.

Carbon capture and storage (CCS) is required in order to reduce the impact of fossil fuel burning on global warming and the resulting climate change. The use of CCS technology offers much promise in regard to the capture of major levels of waste carbon dioxide produced from the burning of fossil fuels for electricity generation and from industrial processes. Crucial to the development of CCS technology is the need for improved decision-making tools to underpin sustainable investment and associated policy initiatives for CCS technology and infrastructure. Consequently, this paper provides the results from the techno-economic analysis of CCS. This includes regression modelling of the levelized cost of electricity for power generation via combined cycle gas turbine both with and without CCS. In order to inform future research in the area, a supporting CCS research agenda has been formulated.

Los académicos de las democracias emergentes, como la mexicana, solíamos considerar a las democracias consolidadas como un paradigma que guiaba nuestras aspiraciones democráticas. Cada una de las innumerables reformas tenía que coincidir con las mejores prácticas internacionalmente reconocidas en materia electoral. Repentinamente, los modelos de comunicación política cambiaron con la proliferación de plataformas digitales (como Facebook y Twitter) que están suplantando a la prensa escrita, la radio y la televisión. La aparición de nuevas realidades propias de esta llamada revolución digital están aproximando estos dos viejos hemisferios entre sí. La conflictividad electoral que se vivió en los países latinoamericanos parece interesar cada vez más a las democracias que creíamos invulnerables. Es así como incluso en aquellos países, los jueces deben vivir su cotidianeidad con normas desfasadas con los tiempos que vivimos. Y los legisladores advierten que el tráfico de información en internet no se puede regular con las reglas de las libertades públicas tradicionales (como las de expresión y de prensa). La proliferación de campañas de desprestigio, conocidas también como fake news, está acercando a los países a encontrar soluciones que sobrepasen la falta de funcionalidad de las simples prohibiciones legales. En este artículo, se presentan algunos de estos desarrollos y puntos a considerar para abrir el debate y acercar a dos polos (viejas y nuevas democracias). Pero que ahora presentan realidades y controversias inéditas que, tarde o temprano, tendrán que llegar al conocimiento de los jueces electorales. Scholars from developing democracies, such as Mexico, used to consider every consolidated democracy as a paradigm guiding our general expectations. Every new legal amendment would have to match the best practices, internationally recognized on electoral matters. Suddenly, political communication model completely changed since the expansion of digital platforms (such as Facebook or Twitter). Those platforms have being overlapping traditional media: Television, printing press, radio or tv. New realities produced by the current Digital Revolution seem to approach these old hemispheres betwen them. Electoral conflicts in Latin America seem more and more interesting to democracies considered to be invulnerable. Then, even in those countries, judges must live their day to day working after overlapped rules, overshoot by times we’re living in. Legislators realize the internet traffic cannot be regulated through traditional rules related with public liberties (such as free press and expression). Proliferation of discredit campaigns, better known as fake news, are approaching countries to encounter legal solutions beyond simple prohibitions. In this paper, the author describes some of these developpements, appealing to some aspects opening debate in order to approach the aftermentioned two hemispheres dividing old and new democracies. Many of those controversies, able to be submitted sooner or later to electoral judges.

RESUMEN El uso de vehículos electricos para transporte publico es una practica que se ha extendido ampliamente en los ultimos años, en respuesta a las necesidades de reducir las emisiones globales de gases contaminantes y disminuir los vehículos de uso privado. Sin embargo, hoy en día es necesario superar algunos retos para proporcionar este tipo de servicios con vehículos electricos, como los margenes de baja ganancia que pueden tener los operadores de la flota. Este documento aborda este desafío, dando al EV publico la funcion de proporcionar energía a la red electrica. Por lo tanto, se propone un sistema de control basado en la optimizacion para realizar una gestion economicamente rentable de la carga y descarga de los EV que se utilizan para proporcionar servicios de transporte publico por parte de un operador, los cuales tambien tienen la posibilidad de entregar energía a la red electrica. Ademas, este sistema de control tambien tendra en cuenta el costo de desgaste de las baterías. ABSTRACT The use of electric vehicles for public transportation is a practice that has spread widely in recent years, in response to the needs of reducing global polluting gases emissions and decrease vehicle ownership. However, nowadays some issues need to be addressed to provide this type of services with electric vehicles, such as the low-profit margins that can be achieved by the fleet operators. This paper addresses this issue giving to the public EVs the feature of providing power to the electrical network. Hence, a control system based on optimization is proposed to perform profitable management of the charge and discharge of the EVs that are used to provide public transport services by an operator, which also have the possibility of delivering power to the electrical network. Furthermore, this control system will also take into account the batteries wear cost.

Se presentan los primeros resultados de las indagaciones sobre la valoración que las mismas víctimas del conflicto armado, del municipio de San Carlos Antioquia (Colombia), hacen de la implementación de la Ley 1448 (Ley de Victimas); dicho proceso de investigación, en esta primera entrega, evidenció entre otros hallazgos, la contradicción entre el discurso oficial y el relato de las víctimas en relación a los procesos de reparación, discursos contradictorios respecto a la transición, el estado de vulneración e insatisfacción de necesidades básicas de las personas victimizadas así como una alta confusión en la implementación de la Ley. Estos resultados, entre otros, permiten afirmar que, la reparación hoy, dista mucho de ser un proceso que aporte a la reconstrucción del tejido social, a la paz y la reconciliación. The first results of the inquiries on the valuation made by the very victims of the armed conflict, in the municipality of San Carlos Antioquia (Colombia) are shown in this paper, which are part of the implementation of the 1448 Law (Law of Victims); such a research process of, in this first installment, evidenced among other findings, the contradiction between the official discourse and the story of the victims in relation to the reparation processes, contradictory speeches regarding the transition, the state of infringement and dissatisfaction of victimized people’s basic needs, as well as a high confusion as for the implementation of the Law. These findings, among others, allow to affirm that reparation today, is far from being a process that contributes to the reconstruction of the social fabric, to peace, and reconciliation.

El objetivo del presente artículo es realizar un estudio de la distribución de competencias en materia turística entre la nación, las provincias y los municipios en Argentina, enfatizando su análisis en destinos turísticos de reciente desarrollo. Concluye en la necesidad de otorgar mayores competencias normativas a los municipios turísticos, para favorecer su desarrollo. The aim of this paper is to achieve a study about the distribution of tourism competencies among the nation, provinces and municipalities in Argentina, emphasizing their analysis in recently developed tourists destinations. Concludes in the need to grant greater regulatory powers to tourism municipalities to promote their development.

Este artículo analiza los intentos del periódico gaitanista Jornada por adaptarse a las nuevas circunstancias de orden político que tuvieron lugar como consecuencia del asesinato de Jorge Eliécer Gaitán en 1948. Se destaca la forma en que los gaitanistas intentaron mantener vigente el órgano periodístico que sirvió como uno de los principales medios de integración del movimiento de apoyo a Gaitán desde su fundación en 1944. En primer lugar, el artículo explora el papel político del diario y su equipo editorial entre abril de 1948 y 1951 en medio de la inestabilidad política y social, el incremento de la violencia y las vacilaciones de los gaitanistas con respecto a su posición en la estructura partidista del liberalismo y en la vida pública en general. Luego, se comentará la postura específica de Jornada frente al Partido Liberal y al gaitanismo, para pasar a presentar las crisis que tuvo que sobrellevar el diario durante estos años y que afectaron de manera decisiva su presencia en la opinión pública. Finalmente, el texto hacer referencia al carácter discursivo del órgano gaitanista en relación con el cubrimiento de la violencia política, destacando las estrategias que usó para reencontrarse con el lenguaje popular que lo caracterizó en sus primeros años. This article analyzes the attempts of the Gaitanista newspaper Jornada for adapting to the new political circumstances that took place as a consequence of the assassination of Jorge Eliécer Gaitán in 1948. It underlines the way in which the Gaitanistas tried to keep in force the journalistic media, which served as one of the main means of integration that supported the movement of Gaitán since its founding in 1944. First, the article explores the political role of the newspaper and its editorial staff between April 1948 and 1951 amid political and social instability, increased violence and hesitations of the Gaitanistas with regard to their position in the party structure of liberalism and in public life in general. Then, we will comment on the specific position of Jornada with respect to the Liberal Party and Gaitanismo, to proceed to present the crisis that had to bear the newspaper during these years and that affected in a decisive way its presence in public opinion. Finally, the text refers to the discursive character of the Gaitanista paper in relation to the coverage of political violence, highlighting the strategies used to meet again with the popular language that characterized it in its early years.

El presente artículo aborda la figura de la consulta pública y previa a la expedición de reglamentos en el sistema jurídico colombiano. Para ello recurre al derecho comparado, a una interpretación sistemática del régimen jurídico vigente y a la jurisprudencia reciente sobre el particular, para proponer algunas líneas de acción de lege ferenda, para definir el alcance de la consulta y una propuesta interpretativa, ya de lege lata, en clave constitucional sobre la figura en cuestión. La tesis que pretende sostenerse es que a partir del marco jurídico vigente es posible predicar la existencia de la figura de forma particular para ciertos reglamentos, tal y como se establece en normas especiales, pero también en forma genérica a la luz de lo dispuesto en el artículo 8.8 CPACA. Sin embargo, debido a la forma imprecisa en que quedó redactada la figura sería deseable que el legislador se ocupe de desarrollarla o que el Consejo de Estado en su interpretación unifique sus implicaciones. Mientras ello ocurre, es posible, a la luz de una interpretación en clave constitucional de la misma, proponer ciertos parámetros para definir su alcance en la actualidad. The present article addresses the figure of previous and public consultation in administrative rulemaking in the Colombian legal system. Doing that, the article uses a comparative law, a systematic interpretation and a jurisprudential approach to propose some de lege ferenda and de lege data interpretation on the figure. The thesis aims to hold is that from the existing legal framework it is possible to preach the existence of the figure form certain regulations, but also in a generic form in the light of the provisions of Article 8.8 of CPACA. However, due to the imprecise way the consultation was regulated there will be desirable that the legislative branch develop it in more detail manner in the near future or the Consejo de Estado as the Colombian supreme court on this particular issue defining in a unified way the scope of the public consultation. While this occurs, this paper proposes a constitutional interpretation of the institution.

Páginas 49-58, En la actualidad, hay diversas formas para generar energía eléctrica; una de ellas consiste en aprovechar la cantidad de energía liberada al quemar un combustible y efectuar una serie de procesos de conversión de energía mediante un ciclo termodinámico. Para hacer estos procesos más eficientes, existen técnicas que permiten analizar en qué equipos de la planta se está desaprovechando energía; una de estas técnicas es el análisis exergético, que consiste en la aplicación simultanea de la primera y segunda ley de la termodinámica. En el presente trabajo se realiza el análisis exergético a una planta de generación de electricidad y calor a partir de la producción de vapor operando bajo un ciclo combinado. Inicialmente se definen conceptos importantes para realizar el análisis. Después de aplicar la primera y segunda ley de la termodinámica los resultados indican que la eficiencia exergética de la planta de ciclo combinado es 53% y se encuentra que la cámara de combustión es el componente del sistema que más exergía destruye y que las bombas son los dispositivos donde hay menor pérdida de energía útil., Nowadays, there are several ways to generate electricity; one of them is to harness the amount of energy released after burning a fuel and carrying out a series of processes to convert energy through a thermodynamic cycle. To make these processes more efficient, there are techniques that allows to analyze which plant devices are wasting energy; one of these techniques is exergy analysis which consists on a simultaneous application of the first and second law of thermodynamics. This paper shows the exergy analysis in a plant of electricity and heat generation from the steam production operating under a combined cycle. Initially, important concepts are defined to perform exergy analysis. After applying the first and second law of thermodynamics, the results indicate that the exergy efficiency of the plant of combined cycle is 53% and the combustion chamber is the device that destroyed more exergy in the system and the pumps are devices where occur less destruction of exergy., Bibliografía y webgrafía: páginas 57-58., Artículo revisado por pares.

[ES] La determinación de la posición angular instantánea del rotor es parte integral del control en los accionamientos de Motores de Reluctancia Conmutada (MRC). La medición directa de esta variable adiciona complejidad y costo al sistema y no siempre da buenos resultados. Esto ha motivado el desarrollo y prueba de estimadores de la posición angular del rotor que utilicen solamente las mediciones de las variables eléctricas del MRC. En este trabajo se presentan dos variantes del Estimador de Horizonte Deslizante (MHE) para estimar la velocidad y la posición angular del rotor del MRC MFR 132.5, empleando dos modelos distintos del motor, uno de caja blanca y otro de caja gris. Se muestran los resultados de la simulación de los estimadores diseñados para estimar la velocidad y la posición angular del rotor durante el arranque hasta haber activado consecutivamente todas las fases y para estimar estas variables cuando el motor trabaja regularmente y aparecen perturbaciones en el torque de la carga, considerando en ambos casos un error en la estimación de la posición angular de partida y la presencia de ruidos en las mediciones. Los resultados demuestran que este tipo de estimadores realiza estimaciones satisfactorias del estado del motor, aún ante la presencia de perturbaciones en el torque de la carga, siendo mejores cuando se utiliza un modelo gris del sistema., [EN] The measure of the instant angular position of the rotor is integral part of the control of Switching Reluctance Motors (SRM) drivers. The direct measurement of this variable adds complexity and cost to the system and it doesn’t give good results sometimes. That has motivated the development and test of estimators for the rotor angular position that only use the measurements of the electrical variables of the SRM. In this work are presented two variants of a Moving Horizon Estimator (MHE) for estimating the speed and rotor angular position of the SRM MFR 132.5. Each variant uses a different model of the motor, a white box model and a grey box model, both of them presented in this paper too. It was carried out the simulation on PC of the designed estimators for estimating the speed and the angular position of the rotor in three tests under different conditions and considering an error in the initial estimation of the angular position and noisy measurements. The results show that this kind of estimator gives good estimations, which are better if a grey model of the system is used.

The technological development of civil construction sector has led to the exploration of industrialized building systems. One of this system is the structural Light Steel Framing (LSF), which consists in cold formed steel frames juxtaposed with drywall enclosure of different materials, such as cement boards, wood boards and plasterboards. Despite of the advantages of this system, there is still a concern about their fire safety. Therefore, this paper aimed to verify the fire resistance of LSF systems with two types of plasterboard, one composed of standard plasterboard (common) and the other one by fire-resistant plasterboards. The samples were tested according to the ISO 834-1 standardized fire curve (ISO, 2014). During the tests, it was evaluated integrity, thermal insulation and structural stability of each solution. The results presented the system with fire-resistant plasterboards more secure when compared to the standard plasterboard (common). In both cases, the sample’s failure occurred due to the loss of integrity in the panels' joints.

VSCs connected to the grid through LCL filters are common in the integration of renewable energies into electrical systems. Therefore, in this paper small signal stability of the current loop of this configuration is performed. The analysis includes the getting of a state-space representation of the system, the calculation of their eigenvalues and the sensitivity analysis to the variation of some relevant parameters. Real-time simulations have also been carried out in order to validate the theoretical analysis.

Los emprendimientos universitarios se caracterizan por ser una actividad de alto riesgo, debido al elevado número de factores que influyen en su desarrollo, ya sean sociales, económicos o tecnológicos. A estos factores, se suma la inexperiencia de los emprendedores universitarios en la utilización de métodos, técnicas y herramientas, que les permitan alcanzar el éxito. Por ello, la definición adecuada de una estrategia es relevante, con miras a aumentar las posibilidades de éxito de un emprendimiento, además de ayudar a atenuar y disminuir el riesgo de este. Sin embargo, los emprendedores universitarios no siempre cuentan con las capacidades y el conocimiento necesario que les permita crear un análisis apropiado, lo que trae como consecuencia una mayor dificultad en el proceso de obtención de información relevante, así como en la planificación de sus actividades y de los recursos que posee. Frente a esta problemática, el proceso de enseñanza de los emprendedores requiere de nuevas herramientas, técnicas y métodos que les permitan evaluar y anticipar problemas, con el fin de disminuir el riesgo futuro de su emprendimiento. Teniendo en cuenta esta premisa, este artículo presenta una metodología estructurada, que tiene como objetivo contextualizar y analizar un emprendimiento universitario, pero teniendo en cuenta para ello los recursos reales que este posee, junto a la priorización de soluciones que los emprendedores puedan aplicar, con base en la teoría de resolución de problemas de inventiva University entrepreneurships are typically a high risk activity due to several factors that influence their development, whether these are social, economic or technological. The lack of expertise by university entrepreneurs regarding methods, techniques and tools to achieve success is added to those factors. Therefore, the adequate definition of a complete strategy is important for increasing the chances for success and mitigate risk. However, university entrepreneurs do not always count on the necessary abilities and knowledge for a proper analysis, leading to bigger difficulties in the process for obtaining important information, as well as in the process of planning activities and the resources available. Regarding this issue, the training process of entrepreneurs requires of new tools, techniques and methods that enable them to foresee and assess problems, with the aim of diminishing risks in their future business projects. In this sense, this paper introduces a structured methodology for contextualizing and analyzing a university entrepreneurship, bearing in mind the real available resources of the entrepreneur. The priorization of solutions that entrepreneurs may apply are taken into account as well based on the Theory of Inventive Problem-solving (triz).

En este artículo se presenta un acercamiento al mando a distancia de un robot móvil que emplea un teléfono inteligente para comandarlo. La idea principal es recolectar los datos generados por el acelerómetro incluido en el teléfono inteligente. Los datos son los resultados de mover el teléfono en la dirección de los ejes Y y Z. Tales datos serán usados para entrenar dos redes neuronales que definirán la dirección del movimiento del robot móvil. Las salidas obtenidas de las redes neuronales serán procesadas para calcular y trazar la trayectoria, que es determinada por el modelo cinemático para un robot móvil tipo triciclo. // This paper presents an approach to remote control a robot using smartphone. The main idea is to collect data generated by the accelerometer sensor included in the smartphone. The data are the results of moving the smartphone in direction of the axis Y and Z. Such data will be used for training two neural networks that will define the direction of the movement of the mobile robot. The outputs obtained from the neural networks will be processed to compute and plot the trajectory, which is determined by the kinematic model for a tricycle mobile robot.

Realizo en el presente trabajo una revisión de la doctrina judicial prevaleciente en una parte importante de Iberoamérica con respecto al control del «presupuesto habilitante» en el que descansa la legislación de emergencia. Según la doctrina en cuestión, a menos que haya un evento, hecho, circunstancia o situación de emergencia objetivamente comprobable, ninguna ley de emergencia podrá ser convalidada en sede jurisdiccional. A la hora de fundamentar esta exigencia, sin embargo, la doctrina parece realizar una serie de presuposiciones filosóficas de dudosa justificación. Mi cometido será doble: por un lado, consistirá en reconstruir qué entiende la doctrina por «objetividad»; y, por el otro, consistirá en criticar esta noción, en particular por estar ligada a una comprensión valorativamente aséptica de la función política difícilmente defendible. In the present paper I try to conduct a general review of the legal doctrine prevailing in an important part of Iberoamérica, especially regarding the control of the facts that underlie emergency legislation. According to the doctrine under analysis, unless an event, fact, circumstance or situation proves to be objectively verifiable, no emergency law would reunite the conditions to be validated by the judiciary. However, when it comes to understand what such requirement means to the doctrine, some dubious philosophical assumptions will be put on display. My task is twofold: firstly, it is to reconstruct what the doctrine really means by «objectivity»; and, secondly, it is to criticize this notion, for being linked to a hardly appealing value-free conception of the political action.

La figura del agotamiento de los derechos de propiedad intelectual en relación con los contratos de licencia de software genera los mismos problemas que se pueden presentar en otros negocios jurídicos que tienen por objeto otras obras protegidas por el derecho de autor. Hoy, por ejemplo, se discute sobre cuál es el acto jurídico que puede habilitar el agotamiento de los derechos, cuáles son los derechos que se agotan mediante esta figura; incluso, respecto de la forma en que los contratos de licencia deben ser interpretados cuando hay diferencias sobre las disposiciones que pueden o no dar origen al agotamiento. Todos estos cuestionamientos son igualmente aplicables a los programas de computador y a las obras musicales o literarias. Sin embargo, el presente artículo, fruto de una ponencia del autor en la Universidad de Chile, trata en concreto dos problemas relevantes para la industria del software y los contratos de licencia allí utilizados; estos son la interpretación de los contratos y la calificación de la naturaleza de las copias objeto de descargas digitales. Los dos problemas identificados son enfrentados a la figura del agotamiento de los derechos de propiedad intelectual para concluir la necesidad de revisar los criterios de interpretación utilizados en estos contratos, y para evidenciar la necesidad de volver a categorizar las denominadas copias digitales como "bienes digitales tangibles". The first sale doctrine in relation to software license agreements generates the same problems that may arise in other contracts that deals other copyrighted works; today, the doctrine discusses which dispositions enable the exhaustion of rights, what rights are exhausted by this figure, or even how to interpreted licenses agreements. All these questions are equally applicable to software, as they are to musical or literary works. However, this paper, which is the result of a presentation made by the author at the University of Chile, discuss in particular two issues relevant to the software license agreements; these are the interpretation of these contracts and the nature of the digital downloads. The two problems identified here confronted with the first sale doctrine to conclude the must needed review to the interpretation criteria used in these contracts, as well as to demonstrate the need to re-categorize the so-called digital copies, now as "tangible digital goods".

[ES] En esta investigación se realiza un análisis para el modelado y la caracterización de los parámetros del proceso de soldadura por fricción agitación (FSW) a partir de las señales vibro-acústicas generadas por el proceso. El modelo se basa en una red neuronal empleada para predecir los parámetros del proceso de soldadura a partir de la medición on-line de las señales generadas durante su ejecución. En los ensayos se han soldado chapas de aluminio AA1050 H24 con 3 mm de espesor, y las señales del proceso de soldadura han sido adquiridas empleando un sistema de adquisición NI USB-9234. Como entradas para el modelo basado en la Red Neuronal Artificial (RNA) se han empleado parámetros de caracterización de las señales a partir de la señal temporal y su descomposición a partir de la aplicación de Transformada Wavelet. Como salidas del modelo se han escogido los parámetros del proceso: velocidad de rotación, avance y diseño de la herramienta. Se ha empleado una red multicapas feed-forward, estudiándose diferentes topologías y algoritmos de entrenamiento. Los resultados obtenidos a partir de la comparación de los datos experimentales y los estimados por la RNA, demuestran la validez del modelo obtenido a partir de las investigaciones, el cual abre la puerta a avances en el control automático de los parámetros del proceso a partir de las señales vibro-acústicas, como línea natural de continuidad para futuras investigaciones., [EN] This paper presents an analysis of the correlation between acoustic emission (AE) signals and the main parameters of friction stir welding (FSW) process, based on artificial neural networks (ANN). The AE signals have been acquired by the data acquisition instrument NI USB-9234, applied during the welding process carried out on plates of 3 mm thick of aluminium AA1050 alloy. Statistical and temporal parameters of discomposed EA signals using Wavelet Transform (WT) have been used as input of the ANN, while the outputs of model include the welding parameters: tool rotation speed and travel speed, as well as the tool profile. A multilayer feed-forward ANN has been selected and trained, using different algorithms and network architectures. The parameters provided by the ANN constitute the model and the characterization of the FSW process; finally an analysis of the comparison between the measured and the calculated data is presented, validating the results. cardiopulmonary complications associated with traditional versus propofol sedation for gastrointestinal endoscopic procedures in adults: systematic review and metaanalysis of randomized clinical trials (rct) background: For sedation in endoscopy, propofol offers advantages for its fast recovery profile com pared with traditional sedation (opioids and/or benzodiazepines). However, their use may be associated with deeper levels of sedation, increasing the risk of complications. aims: To evaluate the safety of propofol compared with traditional endoscopic procedures. To analyze influence of operator sedation in endoscopic procedures. materials and methods: ECR comparing cardiopulmonary complications (hypoxia, hypotension, bradycardia) between propofol and traditional sedation in adults undergoing endoscopy, were included. We searched MEDLInE, EMBASE, Cochrane Controlled Trials Registry, LILACS. Relative risk (RR) was cal culated. The data were analyzed using Rev Man v.5.3 (The Cochrane Collaboration). results: 8 ECR were se lected, totaling 739 patients; of these, 381 received propofol and 358 traditional sedation. An anesthesiologist administered sedation in 3 of the 8 papers, in patients with greater comorbidity and deeper level of sedation. Compared with traditional sedation, the RR of developing hypoxia, hypotension or bradycardia with propofol was 0.78 (95% CI, 0.56-1.08), 1.37 (95% CI, 0.82-2.28), 0.57 (95% CI, 0.27-1.24) respectively. The RR of hypoxia in using propofol by an anesthesiologist was 1.59 (95% CI, 0.38-6.72) and non-anesthesiologist was 0.75 (95% CI, 0.53-1.05). no statistically significant differences between propofol and traditional sedation for the analyzed adverse effects were found. conclusions: Use of propofol compared with traditional sedation for endoscopic procedures do not increase the risk of cardiopulmonary complications. [EN] The behavior of a three-port bidirectional DC-DC converter (TPC) under soft-switching mode applied to hybrid electric systems is analyzed in this paper. The principle of power flow control and the operation under soft-switching mode have been studied to establish the converter operation regions. The parameters considered are the transformer turns ratio and the leakage inductances, which establish the maximum power that can be transferred. As a result, design considerations to operate the TPC under soft-switching mode within a wide operation range, by using the conventional modulation strategy, are presented. Se estudia el principio de control de flujo de energía y la operación con conmutación suave para establecer sus regiones de operación. A partir de este análisis se definen criterios de diseño para operar el CTP con conmutación suave en un amplio rango de funcionamiento. Los parámetros considerados son las relaciones de transformación y las inductancias de dispersión del transformador, las cuales determinan la máxima potencia que puede ser transferida. Se presentan resultados experimentales para validar el análisis.

Power companies usually answer the increase in power demand by building new generation facilities. Nevertheless, an efficient use of energy could reduce and delay the costs of investment in new power plants. This paper shows a software system to manage transformers and evaluate losses when they work with zero loads. This system contributes to reduce the waste of energy with some simple actions such as shutting off an unused transformer or reconnecting disabled equipment based on the customer’s demand. It uses real time measurements collected from Intelligent Electronic Devices as a base for software decisions. It also measures and reports the total power saving. Las compañías eléctricas por lo general responden al aumento de la demanda de energía mediante la construcción de nuevas instalaciones de generación. Sin embargo, un uso eficiente de la energía podría reducir y retrasar los gastos de inversión en nuevas centrales eléctricas. En este trabajo se muestra el sistema de software para gestionar transformadores y evaluar las pérdidas cuando trabajan con cero cargas. Este sistema ayuda a reducir la pérdida de energía con acciones simples como: Desenergizar un transformador no utilizado o volver a conectar el equipo con base en la demanda del cliente. Utiliza las mediciones en tiempo real obtenidas de la base de Intelligent Electronic Devices para el software de Decisiones. También mide e informa el ahorro total de energía.

The Near Infrared Spectrograph and Photometer (NISP) is one of the instruments on board the ESA EUCLID mission. The Boot Software (BSW) is in charge of initialization and communications after a reset occurs at hard- ware level. The Universidad Politecnica de Cartagena and Instituto de Astrofisica de Canarias are responsible of the Instrument Control Unit of the NISP (NI-ICU) in the Euclid Consortium. The NI-ICU BSW is developed by Universidad de Alcal´a, and its main functions are: communication with the S/C for memory management, self-tests and start of a patchable Application Software (ASW). [ES] En el contexto del Hogar Digital, donde múltiples sistemas de muy diversa índole tienen que trabajar conjuntamente, se han hecho muchos esfuerzos encaminados a conseguir un estándar de comunicaciones que permita la interoperabilidad entre los mismos. El protocolo Digital Home Compliant (DHC) persigue ese objetivo creando una red que ofrece servicios comunes a los distintos dispositivos como son los de localización, eficiencia energética o seguridad. Para formar parte de la red DHC y poder interactuar con ella, es necesario el desarrollo de un adaptador software para cada dispositivo que actúa como intermediario con la red. Dado que dichos adaptadores tienen una proporción de código común bastante alta, y que el código específico que permite controlar el dispositivo suele venir dado por el fabricante, se plantea en este trabajo automatizar el proceso de generación de adaptadores, siguiendo el paradigma de la Arquitectura Dirigida por Modelos (ADM). Una vez generado el código partir de una plantilla y del modelo SysML del sistema, el adaptador se puede desplegar automáticamente, y como consecuencia, mejorar la interoperabilidad del sistema. The Digital Home Compliant (DHC) open communication protocol arises to meet that requirement by means of a software adapter for each device that acts as intermediary with the DHC network. Based on the fact that all the adapters have a high proportion of source code in common, this paper aims to go a step further in the use of the protocol automating the adapters’ process generation, following the Model Driven Architecture approach. The Web Services java code is created from a template and a SysML model of the system. Power transformer condition assessment is a very complex task but also of high priority for power system reliability. Several diagnosis techniques have been published in the field of transformer condition assessment, where some new techniques are used to assess winding and core condition, e.g. Frequency Response Analysis (FRA). FRA technique is a promising tool, since it is sensible to some minor winding deformations, which are very important when transformer condition is evaluated.Research advances in transformer diagnosis using FRA show some methods using mathematical indexes and frequency band definition for failure detection and interpretation, respectively. These methods show increasing sensitivity of the indexes when they are evaluated in suitable frequency bands. Also, failure interpretation strategy is focused on the relationship between failures and their influence on different frequency bands of the frequency response. However, a suitable method using FRA for failure detection and interpretation is still to be established. This paper presents a novel method for failure detection and interpretation using mathematic indexes and fuzzy sets.

In this paper, a study of the propagation of partial discharge pulses in the stator winding of a synchronous machine is presented. This study was performed by injecting artificial partial discharge pulses in the stator winding of a 2.4 kV/210 kVA salient-pole synchronous machine. It was found that the propagation of the partial-discharge PD signals is presented in two modes: the slow mode, in which the coil acts as a transmission line; and the fast mode, in which the pulse propagates through the overhangs. The fast mode is due to capacitive and inductive couplings in the overhangs. In the slow mode, a PD signal manifests itself at the generator terminals after a transit time that depends on the distance traveled by the pulse. A strong positive linear correlation was observed between the arrival time in the slow mode and the length traveled by the pulse in this mode. The DC ohmic resistance between the injection point and the measurement point was used to represent the distance traveled by the pulse in the slow mode. The capacitive and inductive couplings also cause a crosstalk between the phases. As a consequence, a PD signal can be measured at different phases to the origin phase. In the slow mode, the signal will suffer attenuation in amplitude due to the dispersion and the absorption of energy while it propagates in the slow mode.

Sus propiedades pueden ser aisladas y analizadas para definir las bases de un nuevo paradigma gracias a los avances en el hormigón armado y a su capacidad de materializarse como superficie continua en el espacio. Este artículo compara tres acercamientos –Kiesler, parent, SAnAA– que cuestionan las direcciones cartesianas orientadas por la gravedad en el espacio euclídeo.

Explosive phenomena on concrete structures have catastrophic effects in many instances despite its reduced occurrence. The civil buildings are usually not designed to withstand this type of dynamic load, so a methodology to analyze the structural response on blast loads is recommended. This paper studies the behavior of reinforced concrete frame structures against these actions by lagrangian finite elements method with explicit time integration. Finite element models of segregated concrete and rebar are used to make possible the study of structure parts as columns and slabs, but is not possible to use these detailed models in complete structures because of excessive computational costs. Shell and beam elements models properly calibrated are needed to obtain a similar response. Conclusions and practical recommendations are provided for the use and calibration of models and realistic simulations., El fenómeno de explosión sobre estructuras de hormigón tiene efectos en muchos casos catastróficos a pesar de su reducida frecuencia. Las edificaciones civiles no suelen estar diseñadas para resistir este tipo de solicitación dinámica, por lo que conviene disponer de una metodología que permita analizar los efectos de las explosiones sobre las mismas. Este trabajo estudia el comportamiento de las estructuras reticuladas de hormigón armado frente a estas acciones, mediante métodos numéricos de elementos finitos lagrangianos con integración explícita en el tiempo. Se analizan de forma realista partes de la estructura como columnas y forjados usando modelos con hormigón y armaduras de forma segregada, pero las limitaciones computacionales los hacen inviables para estructuras completas. Se proponen modelos de elementos lámina y viga debidamente calibrados para obtener una respuesta similar. Se obtienen conclusiones para el uso y calibración de modelos y simulaciones realistas de edificios completos para estudios de seguridad.

Para ello, se compilan conceptos generales de los sistemas de identificación presentando sus definiciones, componentes de hardware/software, aplicaciones en la cadena de suministro y el uso que grandes, medianas y pequeñas empresas le otorgan. El estudio pone en evidencia la importancia que estas tecnologías tienen para mejorar el desempeño y la trazabilidad, simplificar operaciones, reducir costos y agilizar los flujos de información en la cadena de suministro.AbstractThis article provides a bibliographic review that shows the state-of-the-art and the relation between identification systems (barcode and radiofrequency based) with the supply chain management in significant applications worldwide and in Colombian industry, based on an analysis of books, papers, and case studies available. To do this, a compilation was made of general concepts of identification systems, emphasizing barcode and radio frequency-based systems. It includes definitions, hardware/software components, their applications in the supply chain and its use by small, medium-sized and large companies in the country. This provides evidence of the importance of these technologies to improve performance and traceability, simplify operations, reduce costs, and streamline information flows in the supply chain.

ResumenEste documento analiza cómo resolver el problema de la falta de acceso a los servicios financieros que padece la amplia mayoría de la población de los países en desarrollo. La solución propuesta toma como hipótesis que la falta de acceso a los servicios financieros se explica principalmente por un problema de oferta. Los modelos de negocio usados por las entidades financieras que operan en los países en desarrollo son inadecuados e ineficientes al no permitir servir rentablemente a los segmentos de bajos ingresos. Para resolver este problema de oferta, se necesita del desarrollo de modelos de negocio de distribución de servicios microfinancieros a bajo coste adaptados para servir a segmentos de población de bajos ingresos rentablemente.AbstractThis research paper discusses how to solve the problem of the vast majority of the population in developing countries that lack access to financial services. The proposed solution takes the hypothesis that the lack of access to financial services is mainly due to a supply problem. The business models used by financial institutions operating in developing countries are inadequate and inefficient because they do not allow serving low-income segments in a profitable manner. To address this supply problem it is necessary to develop low-cost business models for the distribution of microfinance services adapted to serve segments of low-income population profitably.

Sometimes when connecting a crest vertical curve, followed by a sag and another crest, a road disappears from the view of a driver to reappear later. Then, there is a loss of path or a hidden dip in a road. It is essential to avoid losses when they hide dangerous points, such as intersections or unexpected changes in direction. In addition, this loss disrupts drivers and its effect depends on quantitative relationships between the variables involved in the problem. This paper presents a quantitative procedure for studying hidden dips in roads. The method is based on calculating the sections visible and hidden by a driver using a Geographic Information System. An application to a Spanish road is presented. Procedure results were compared with in situ carried out studies and with a video of the highway recorded using a Global Positioning System equipped video camera embarked in a vehicle. The main quantitative issues related to hidden dips are discussed.

The use of subcooled flow boiling is a convenient option for the thermal management of downsized engines, but proper control of the phenomenon requires the accurate prediction of heat transfer at the coolant side, for which the use of computational fluid dynamics is a suitable alternative. While in most of the applications found to engine cooling a single-fluid equivalent method is used, in this paper the performance of a twofluid method is evaluated in engine-like conditions with special interest in the low velocity range. This paper describes a new methodology for solving a typical problem in the design of antifunicular structures: how a equilibrium configuration can be obtained with initial geometrical constraints. In the seventies the Force Density Method -FDM- was introduced for the research of an equilibrium position. This method is nowadays being used successfully for both tension structures and antifunicular structures. However, in the second ones, the problem of balance turns non-lineal and must be solved in an iterative manner through successive tests. By means of the so-called Catenary Aproximation Method -CAM, conceived as an assistance tool in the application of the FDM to antifuniculars structures, it is possible to obtain in a simple way a equilibrium configuration with some geometric characteristics previously established., Este artículo describe una nueva metodología para resolver un problema típico del diseño de estructuras antifuniculares: cómo obtener una configuración de equilibrio partiendo de condicionantes geométricos iniciales. En los años 70 se introdujo el Método de Densidad de Fuerzas –MDF– para la búsqueda de la configuración de equilibrio, método que hoy en día sigue utilizándose con éxito tanto en estructuras tensadas como en estructuras antifuniculares. Sin embargo, en las segundas, el problema de equilibrio se vuelve no-lineal y debe resolverse de una manera iterativa, mediante pruebas sucesivas. A través del que hemos denominado Método de Aproximación Catenaria –MAC–, concebido como herramienta de ayuda en la aplicación del MDF a estructuras antifuniculares, es posible obtener de manera sencilla una forma de equilibrio con unas características geométricas previamente establecidas.
