El objetivo de este trabajo es presentar la imagen de las comunidades indígenas que aparecen en algunas películas venezolanas, realizadas entre 1968-2008, con el fin de conocer la representación de estos grupos étnicos, dentro de la definición de “identidad nacional”, especialmente a partir de sus luchas por el derecho a la supervivencia cultural y étnica, a la autodeterminación indígena y a la tenencia de la tierra. Es importante recordar que, en 1968, durante el primer gobierno de Rafael Caldera (1969-1974), se inició en el país una “nueva política indigenista” dentro del modelo económico desarrollista implantado por este gobierno, llamada la Conquista del Sur, que a su vez permitió una aproximación etnográfica y socio-antropológica a las comunidades indígenas, por parte de diversos cineastas formados en Venezuela y el exterior. Por ello, es importante conocer los estereotipos más comunes en la cinematografía nacional, realizada por cineastas no indígenas y cómo estos estereotipos fueron contrastados posteriormente por los documentales realizados por cineastas indígenas.Este artículo presenta un inventario preliminar de esta filmografía, así como una muestra representativa de películas de ficción y documentales, con temática indígena, con el fin de conocer la representación de estas poblaciones en el imaginario audiovisual venezolano. The objective of this paper is to know the image of the indigenous communities in the Venezuelan cinema (1998-2008), and the representation of these ethnics groups, through the definition of “national identity” in contemporary Venezuela, especially since the struggles of the indigenous people for their cultural and ethnic survival, their defense of their land, and their political and economic self-determination.It is important to remember that in 1968, during the first government of Rafael Caldera (1969-1974), the country began a “new indigenous policy”, in the midst of the economic desarrollista model implanted for this government, called the conquest of the South [la Conquista del Sur], which also allowed a new ethnographic and socio-anthropological approach to the indigenous communities, from different filmmakers formed in Venezuela and abroad. This paper presents a preliminary film inventory of this filmography, as a representative example of fictional films and documentaries, with indigenous theme, to know the representation of this population in the current Venezuelan “audiovisual imagery”, during this particular time.

Este artículo muestra los resultados de un estudio exploratorio sobre el diseño y control de las imágenes patrióticas durante los períodos de gobierno de los presidentes Hugo Rafael Chávez Frías (1999-2013) y Nicolás Maduro Moros (2013- actualidad). El objetivo es reconocer, identificar y clasificar los objetos visuales constitutivos del régimen escópico de Venezuela, desgranando el plan iconográfico desarrollado por el Estado para su fundación. Tras el rastreo y la recuperación de 240 fotografías del espacio virtual observamos que los gobiernos chavistas consiguen el reconocimiento de su ideología a partir de una renovada iconografía patriótica en el espacio visual urbano. This paper presents an exploratory study on the design and control of patriotic images in Venezuela during the government of presidents Hugo Rafael Chávez Frías (1999–2013) and Nicolás Maduro Moros (2013 to the present). The aim is to recognize, identify and classify the visual objects that make up Venezuela’s scopic regime, unravelling the iconographic plan the state developed for its implementation. Having searched for and retrieved 240 photographs from the virtual domain, the paper shows that Chavist governments have gained ground for their ideology by way of a renewed patriotic iconography within the urban visual space.

Estudiar la experiencia histórica del mal en Venezuela es el objetivo de este trabajo. Desde la historia del tiempo presente y los regímenes de historicidad, indagamos sobre la naturaleza perniciosa de los mecanismos políticos e ideológicos que, instituidos por el chavismo, buscan la subordinación del otro, especialmente de aquel que se le opone y resiste. La memoria, los testimonios y la documentación nos permiten mostrar así la institucionalización de la violencia y el uso del mal como instrumento político. L’étude de l’expérience historique du mal au Venezuela est l’objectif de cet article. À partir de l’histoire du temps présent et des régimes de l’historicité, nous étudions la nature pernicieuse des mécanismes politiques et idéologiques qui, institués par le chavisme, cherchent la subordination de l’autre, en particulier de ceux qui s’y opposent et lui résistent. La mémoire, les témoignages et la documentation nous permettent de montrer l’institutionnalisation de la violence et l’utilisation du mal comme instrument politique. This paper aims to study the historical experience of evil in Venezuela. From the history of the present time and the regimes of historicity, we inquire about the pernicious nature of the political and ideological mechanisms that, instituted by Chavismo, seek the subordination of the other, especially of those who oppose and resist it. Memory, testimonies and documentation thus allow us to show the institutionalization of violence and the use of evil as a political instrument.

La crisis venezolana es uno de los hechos más llamativos de la historia reciente de los países petroleros. El artículo aborda esta situación examinando las formas de distribución de los ingresos petroleros y ubicándolas en la historia más amplia de la Venezuela petrolera. Para ello, analizamos la especificidad de la distribución de la renta petrolera en la Venezuela Bolivariana, arrojando luz sobre dos mecanismos: la sobrevaluación de la moneda y los subsidios a los productos del petróleo en el mercado interno. Buscaremos reflexionar cómo tales mecanismos afectaron negativamente la capacidad productiva del país, proceso que se da durante el período de auge de precios y cuyas consecuencias se profundizaron en los últimos años. La crise vénézuelienne est l’un des faits marquants de l’histoire récente des pays producteurs de pétrole. L’article aborde cette situation en analysant les formes de distribution des revenus pétroliers et en les situant plus largement dans l’histoire du « Venezuela du pétrole ». Pour cela, nous étudierons les spécificités de la distribution de la rente pétrolière dans le Venezuela bolivarien, en éclairant deux mécanismes : la surévaluation de la monnaie et les subventions aux produits pétroliers sur le marché intérieur. Nous examinerons comment de tels mécanismes ont un effet négatif sur la capacité productive du pays lorsqu’ils se produisent pendant la période de croissance des prix du pétrole, processus dont les conséquences s’aggravent ces dernières années. The Venezuelan crisis is a striking event in the recent history of oil-producing countries. This article addresses this situation by analyzing the forms of distribution of the oil revenue, situating them more broadly in the history of the “Venezuela of oil.” For this purpose, it studies the specificities of the oil rent distribution in Bolivarian Venezuela, shedding light on two mechanisms: the overvaluation of the currency and the subsidies for petroleum products on the domestic market. The paper examines how such mechanisms have had a negative effect on the country’s productive capacity when they have occurred during rises in oil prices, a process whose consequences have worsened in recent years.

El año 2006 marcó un hito en la historia de la integración regional de Venezuela. Después de treinta y tres años como miembro de la CAN, el país se retiró de ese acuerdo de integración y se incorporó al Mercosur, marcando un cambio significativo en la estrategia de integración regional. En el presente trabajo, mediante una investigación documental, se analizan las causas de este cambio, así como sus efectos económicos y políticos. Una de las principales conclusiones es que Chávez decidió utilizar la integración regional como una herramienta para enfrentar las políticas liberales de Estados Unidos, sin tomar en cuenta las consecuencias económicas. Otra es que, debido al deterioro económico e institucional de Venezuela, el sector productivo no petrolero no está preparado para competir con los otros miembros de Mercosur. The year 2006 marked a milestone in the history of the regional integration of Venezuela. After 33 years as a member of CAN, the country withdrew from the integration agreement and joined Mercosur, marking a significant change in regional integration strategy. In this paper, the causes of this change, as well as its economic and political effects, have been analyzed through desk research. One of the main conclusions is that Chavez decided to use regional integration as a tool to address the liberal policies of the United States, regardless of the economic consequences. Another is that, due to the economic and institutional deterioration of Venezuela, the non-oil productive sector is not ready to compete with other members of Mercosur. O ano 2006 foi um marco na história da integração regional da Venezuela. Depois de trinta e três anos como membro da CAN, o país se retirou desse acordo de integração e incorporou-se ao Mercosul, o que marcou uma mudança significativa na estratégia de integração regional. Neste trabalho, mediante uma pesquisa documental, analisam-se as causas dessa mudança, bem como seus efeitos econômicos e políticos. Uma das principais conclusões se refere à decisão que Chávez tomou de utilizar a integração regional como ferramenta para enfrentar as políticas liberais dos Estados Unidos sem considerar as consequências econômicas. Outra se refere ao deterioro econômico e institucional da Venezuela, o setor produtivo não petroleiro não está preparado para concorrer com os outros membros do Mercosul.

Varios analistas han descrito a Venezuela como un estado fallido para caracterizar las actuales dificultades de gobernanza. Lejos de ser un problema coyuntural, parecería que se trata de una situación estructural relacionada con la forma misma como se constituyó el estado nacional venezolano y su desarrollo ulterior. La excesiva centralización del poder político y sus consecuencias económicas y sociales han contribuido a los desequilibrios internos y refuerzan la crisis política descrita como un Estado fallido. Dicho fenómeno evidencia la reiterada incomprensión de las realidades socioculturales regionales y locales, lo cual genera un modelo fallido de país que subyace a la idea de un Estado fallido. En este artículo el autor argumenta que la destrucción y desestructuración de las élites regionales y locales ha contribuido en parte a la continuidad de un modelo de país fallido. Several analysts have described Venezuela as a failed state to characterize the current governance difficulties. Far from being a conjunctural problem, it would seem that it is a structural situation related to the way that the Venezuelan national state was constituted and its further development. The excessive centralization of political power and its economic and social consequences have contributed to internal imbalances and reinforce the political crisis as a failed state. This phenomenon shows the repeated misunderstanding of regional and local socio-cultural realities which generates a failed country model that underlies the idea of failed state. El componente indígena de la sociedad y la cultura venezolana ha sido condenado a una gran invisibilidad social. Como parte de un imaginario muy extendido que privilegia un supuesto y excluyente carácter mestizo euroorientado, se asume que la influencia indígena en Venezuela ha sido mínima o casi inexistente en comparación con otros países latinoamericanos que se invocan como una especie de control. Contrariamente a la afirmación sobre la casi nula influencia de los indígenas en Venezuela, una aproximación desprejuiciada a la sociedad y la cultura venezolana muestra una presencia y una herencia indígena de gran alcance. Este trabajo constituye un análisis etnográfico de la invisibilidad de lo indio en la cultura y la sociedad venezolana. Se emplean como indicadores diversas áreas o campos (Onomasiología, Alimentación, Cultura Material, Afectividad y relaciones sociales, Conocimientos tradicionales: saberes y haceres, Creencias, Memoria histórica). The indigenous component of the Venezuelan society and culture has been condemned to great social invisibility. As part of a widespread imaginary that privileges a supposed and exclusive Euro-oriented mestizo character, it is assumed that indigenous influence in Venezuela has been minimal or almost non-existent in comparison with other Latin American countries that can serve as a kind of control. Contrary to the claim that the indigenous people have almost no influence in Venezuela, an unprejudiced approach to Venezuelan society and culture shows a powerful indigenous presence and heritage. This paper constitutes an ethnographic analysis of the invisibility of the Indian in Venezuelan society and culture. Venezuela fue uno de los pocos países que no tuvo la necesidad de democratizarse en lo que se denominó como “La Tercera Ola de Democratización en América Latina”, puesto que para esta época contaba con un sistema democrático y un control civil sobre la institución militar aparentemente estable. Sin embargo, esta situación cambió durante la década de los noventa donde se presentaron dos intentos de golpe de Estado en 1992 y la posterior llegada de Hugo Chávez al poder, quien cambió el antiguo sistema de control civil, alternado las relaciones cívico-militares en este país. Este cambio también estuvo acompañado por una gran influencia cubana, que dada su experiencia permitió la modificación del rol de los militares venezolanos ampliando su accionar, no solo a temas de seguridad y defensa, sino también a temas de política y de desarrollo socioeconómico. Así las cosas, la presente investigación buscará entender mediante la teoría “principal-agente” de Peter Feaver, quien presentó un modelo alternativo para entender las relaciones cívico-militares mediante la elección racional; esa modificación de las relaciones civiles y militares en Venezuela con la llegada de Hugo Chávez, a partir de la cooperación sur-sur establecida con Cuba. Venezuela was one of the few countries that did not have to democratize itself during “The Third Wave of Democratization in Latin America”, mainly because at that time, Venezuela had an apparently stable democratic and civil control system over the military institution. However, this situation changed during the nineties, when there were two coup d’état attempts in 1992 and the subsequent election of Hugo Chávez as the president, who changed the old civil control system, modifying the civil-military relations in the country. The modification of the civil-military relations had a strong Cuban influence in the changing role of the Venezuelan military amplifying their actions, not only to security and defence problems but also in political and socio-economic development issues. Thus, this paper seeks to understand the change of the civil-military relations in Venezuela by the principal-agent theory by Peter Feaver considering the south-south cooperation with Cuba. L'imperi colonial espanyol i la República holandesa després de la Pau de Münster Inicialment en aquest article s'exposen els arguments pels quals s'ha de revisar la interpretació tradicional que la ruptura de la unitat ibèrica va ser la conseqüència del funest resultat d'aquesta per al món portugués d'ultramar. Ara ja no es pot mantenir que la Monarquia Hispànica abandonés les colò nies portugueses als seus propis recursos. Sobre aquest rerafons, l'autor exposa les formes com la pau de Münster (especialment les clàusules comer cials) va influir profundament en les estratègies i assoliments econòmics i militars dels holandesos, donant lloc a una nova fase (1649-1668) en les rela cions entre Espanya i els Països Baixos. The overseas Spanish Empire and the Dutch Republic after the Peace of Münster This paper begins with some arguments to revise the traditional view according to which the rupture of the Iberian unity was a consequence of its disastrous results for the overseas Portuguese world. Nowadays one cannot maintain that the Hispanic Monarchy left the Portuguese colonies to their own resources. Against this background, the author explains the ways by which the Peace of Münster (especially its commercial clauses) deeply influenced economic and military Dutch strategies and achievements, begin ning a new phase (1649-1668) of relations between Spain and the Nether lands. Spaniards kept the legal control of trade in America and the Philippi nes, but the preferential treatment granted to the Dutch in 1648 made it easier for them, for example, to turn Curaçao into their main base to enter the slave traffic for the Spanish colonies, to exploit the Venezuelan salt pans of the Point of Araya and to gain control of the spice trade in the Moluccas. The Dutch obtained, by penetrating the commercial structure of Seville and Cadiz, an important participation in the Spanish trade of precious metals.

En 1999, flujos de lodo devastaron la costa venezolana. A raíz de esta catástrofe natural de extraordinaria violencia, se hicieron muchos intentos para explicar el hecho y darle sentido. Este esfuerzo colectivo, que permitió no sólo a las víctimas sino a todo el país dar un significado al desastre, también se tradujo en la definición de acciones que pudieran evitar que esa tragedia vuelva a ocurrir. Las herramientas utilizadas para desenmarañar el desastre se refirieron a diferentes escenarios que brindaban marcos para el pensamiento y la acción. El artículo arroja luz sobre la forma en que el simbolismo religioso, el pensamiento naturalista o el discurso del riesgo convivieron y fueron apelados alternativamente por los distintos actores involucrados: instituciones, iglesias, vecinos, periodistas, políticos THE SENSE OF DISASTER: MULTIPLE INTERPRETATIONS OF A “NATURAL” CATASTROPHE IN VENEZUELA -- In 1999 mud slides devastated the Venezuelan coast line. Subsequently many efforts were attempted to explain the event and to give it some meaning. This collective enterprise of signification enabled not only the victims but the whole country to define what could be done in order that such a tragedy should not reoccur. The tools used to deal with the catastrophe involve different frameworks of thought and action. This paper sheds some light about how religious symbolism, naturalist thinking and risk discourses coexist and are each in turn appealed to by different involved actors such as state institutions, the church, locals, journalists and politicians.

Este es el tercer artículo de la línea de investigación «Relaciones científicas atlánticas decimónicas: la red franco-venezolana del químico Vicente Marcano (1848-1891)» del PROYECTO VES, dedicado a presentar los perfiles biográficos de dieciocho profesores de la École Centrale des Arts et Manufactures (Escuela Central de Artes y Manufacturas) que se sabe actuaron durante el periodo cuando el científico experimental e ingeniero industrial venezolano Vicente Marcano estudió en esa institución entre 1866 y 1869. Conocer estos perfiles biográficos nos dará una mejor comprensión del tipo de formación que se daba en Francia en el campo de la ingeniería industrial proporcionándonos una visión más completa de la formación profesional de Vicente Marcano. Los perfiles biográficos obtenidos son el resultado de aplicar la metodología Sondeo Histórico Digital (SHD) a repositorios franceses con información digitalizada. Un detalle interesante de los perfiles presentados es que estos están ilustrados con una serie de caricaturas de los profesores. SHD es una metodología creada por el autor para utilizar internet y las redes sociales para hacer crónicas biográficas e institucionales en el marco de la iniciativa de investigación independiente PROYECTO VES el cual está concebido para presentarle a los venezolanos modelos referentes a partir de los perfiles de vida de la migración tecnocientífica en Venezuela. The third paper from VES PROJECT's research line “Nineteenth-Century Atlantic Scientific Relations: The Franco-Venezuelan Network of The Chemist Vicente Marcano (1848-1891)” («Relaciones científicas atlánticas decimónicas: la red franco-venezolana del químico Vicente Marcano (1848-1891)») presents the biographical profiles of eighteen professors of the École centrale des arts et manufactures (Central School of Arts and Manufacturing) that are known to have been active when the Venezuelan experimental scientist and industrial engineer Vicente Marcano studied there between 1866 and 1869. A knowledge of these biographical profiles will give us a better understanding of the type of training that was given in France in the field of industrial engineering, providing us with a more comprehensive view of Vicente Marcano's professional training. These biographical profiles are the outcome of applying our Digital Historical Survey (DHS) methodology to French digital data repositories. An interesting detail of the profiles presented here is that many of them are illustrated with caricatures of the professors. Explorando el statu quo sobre la enseñanza del idioma chino, este trabajo persigue evaluar el desarrollo del Instituto Confucio de la Universidad Bolivariana de Venezuela, en Caracas, analizando las características principales de este proyecto, así como las dificultades que se han presentado en tan importante labor educativa. Para ello, utilizamos métodos de entrevista y revisión de documentación especializada, todo lo cual nos lleva a visualizar los esfuerzos realizados por China y Venezuela en materia de intercambio cultural como uno de los ejes vitales de la cooperación. By exploring the status quo on the teaching of the Chinese language, this paper seeks to evaluate the development of the Confucius Institute of the Bolivarian University of Venezuela in Caracas, analyzing the main characteristics of this project, as well as the difficulties that have arisen in such important educational work. The tingids or lace bugs (Hemiptera: Heteroptera, Cimicomorpha: Tingidae) are small sized insects with phytophagous habits and a cosmopolitan distribution, and some taxa are of agriculture importance. In this paper, a revised and updated checklist of the family Tingidae registered from Venezuela is presented and discussed. Up to now, 67 lace bugs species have been recorded, distributed into 3 subfamilies, 3 tribes and 26 genera, including subfamily Cantacaderinae, Tribe Phatnomatini, genera Zetekella (1 species) and Phatnoma (2 species); subfamily Tinginae, Tribe Litadeini, genus Stragulotingis (2 species); and the Tribe Tingini, genera Acanthocheila (1 species), Amblystira (3 species), Atheas (1 species), Corythaica (4 species), Corythucha (6 species), Dictyla (5 species), Dyspharsa (1 species), Eurypharsa (1 species), Gargaphia (4 species), Leptocysta (1 species), Leptodictya (4 species), Leptopharsa (5 species), Pachycysta (2 especies), Paraceratotingis (1 species), Phymacysta (1 species), Pleseobyrsa (2 species), Pseudacysta (1 species), Sphaerocysta (1 species), Teleonemia (7 species), Tingis (2 species), Vatiga (2 species); and the subfamily Vianaidinae, genera Anommatocoris (6 species) and Henryvianaida (1 species). The presence of Corythucha fuscomaculata, Eurypharsa nobilis, Anommatocoris serratus, Anommatocoris n. sp. 1, Anommatocoris n. sp. 2, Dyspharsa uniseriata n. sp., Pleseobyrsa venezuelana n. sp., Henryvianaida n. sp., Leptopharsa n. sp. 1, Leptopharsa n. sp. 2 and Leptodictya n. sp. are recorded for the first time. The formal descriptions and diagnoses of two new species, Dyspharsa uniseriata n. sp. and Pleseobyrsa venezuelana are presented.
