The concept, typology and historical development of the heritage, the collections in libraries with old documents and the preparation of the National Unified Catalog of printed and facsimiles existing in Argentina prior to the year 1800 are described. Later the concepts are differentiated and, as disciplines, conservation, restoration and preservation throughout history, until the appearance of preventive conservation. Then the ambiguity of definitions for historical or patrimonial libraries is demonstrated, and the age limit for collections and old books. It is important to carry out a diagnosis to know and understand the needs of the collection. And the main risks and factors of deterioration of the documents are analyzed. In addition, there is an approach to the theoretical aspects of the institutional framework and its influence on resources and policies, as well as diagnoses for the preventive conservation of collections. With the help of the proposed model, awareness of the prevention of deterioration of old funds is promoted through the design and implementation of a preventive conservation plan.

This research paper proposes to analyze the national archival policies by the Argentine State in the last 50 years, their relationship with current legislation and whether there is coordination, both transversal and vertical between the government institutions involved. Archival documents are important for the exercise of rights of individuals, institutions and the State. These safeguard the memory of administrative actions carried out by the Nation. It should not be forgotten that the idea of the same derives from a final work for a subject studied at this University. I can warn a priori, that to develop the first mentioned research I had not registered any antecedent of the subject to be addressed, taking into account that it is not usual to find related bibliography. For this, four state areas where archives operate were analyzed, which will be developed in detail in this introduction. A first step was to consult people specialized in the archival discipline to obtain sources of information that would give us a frame of reference to formulate research questions. From the beginning these sources were interviews, papers presented at congresses, writings, newspaper articles, legislation and resources taken from the web, in addition to using bibliography provided by the General Archive of the Nation.

This qualitative and quantitative action-research consists of the design, planning and execution of a program of activities to encourage reading of children in the 3rd and 4th grades of elementary school at the Japan School in the municipality of La Serena. The set of activities to encourage reading is part of the pedagogical management area developed by the CRA School Library of the educational establishment. In addition, this intervention is coordinated with the pedagogical practices of the teaching team in the language area. A plan of 08 activities to encourage reading is designed, to be carried out in 08 sessions with a duration of 45 to 90 minutes each. This program has a playful and dynamic approach that allows the development of the habit and the permanent taste of reading. This paper develops a solid referential framework that provides the theoretical foundations that explain the concept of reading habits and reading encouragement. The results are analyzed based on direct observation of the students' reading behavior and according to a statistical analysis of the borrowing and resultation of bibliographic material by users of the CRA A School Library before after having received the reading promotion intervention.

Agroecology, recognized by the UN as a production system that allows farmers to be sustainable through time, still lacks supporting tools that allows information to be organized and disseminated so it can be replicated and adopted nowadays. In Ecuador the Colectivo Agroecologico a space for coordination that manages to bring together multiple networks, organizations, associations and groups of farmers and consumers working to promote agroecology and food sovereignty, have the need of a tool that manage content generated within the organization. This paper proposes the creation of a platform for knowledge management and maintenance of agroecological online communities, under the standards proposed by the Agricultural Information Management Standards within the Office of Extension, Research and Knowledge Exchange FAO, within which was held a volunteer for three months. As result of volunteering and following the checklist for creating digital repositories proposed by the IMARK, the criteria that the platform require were established, subsequently a hierarchical analysis was performed with the help of experts that had experience in four content management systems; WordPress, Joomla, Drupal and a Drupal customization known as AgriDrupal. This analysis suggests that the best option for creating the platform is AgriDrupal with 30.64% followed by WordPress 27.9%, Drupal 22.7% and Joomla with 18.76%. The creation of the platform starts from a clean installation of AgriDrupal inside of a commercial server, the name of the platform is: Plataforma de Libre Acceso a Saberes Agroecológicos Sur (P.L.A.S.A. Sur). Finally, the paper describes the installation process and explains the general operation of the platform interface by screen captures.

The final work of degree in Library and Documentation aims to determine the degree of standardization in terms of formal presentation that are observed in scientific journals edited by the National University of Cordoba in the period 2000-2007. It shows an overview of the work and institutional efforts made in the evaluation of periodical publications at the international, regional, country level, and in Argentina, especially naming the activities of Caicyt in support of the edition of scientific journals. The situation of the magazines of the National University of Córdoba (UNC) from a paper presented by the Center for Advanced Studies (CEA) of the UNC in which they were evaluated according to the criteria of Latindex. The ISO presentation standards of publications for the international level, and analyze the equivalents IRAM of Argentina and UNE of Spain in the national level. University journals and Caicyt catalogs 158 paper journals published by the university are collected from which they are chosen to evaluate the ones that are still published, which are scientific and have published at least 3 issues between the years 2000 and 2007. Indexes are made with all the magazines identified, which are presented as annexes to this study. From the analysis of the UNE and IRAM standards 18 indicators are grouped into 4 parameters, and are described according to the norms. The tool is built up of 75 indexes to collect the information according to the indicators and applies to 2 fascicles of each one of the 30 magazines surveyed. The results obtained indicate that the journals of the UNC have a low degree of normalization, the less normalized aspects being the presence of indexes and cumulative summaries, the existence of a volume cover, the inclusion of the dates of receipt and acceptance of the articles, and the division of the publication into volumes with independent fascicles for each volume, among others. 5 journals exceed 50% of normalization. It is recommended that a policy be editorial by the authorities and the support or approach of the professionals of the information to the publishers of the magazines of the UNC.

ABSTRACT: This paper is based on qualitative research that analyses and interprets the experience of users, librarians and library coordinators in public libraries in Tijuana, Baja California during 2017-2018. The goal is to find out if libraries have an educational dimension. Empirical data was gathered via interviews, observation and dedicated survey. The concepts displayed are “educational”, “subjectivation processes”, “social practices” and proposes the notion of “library practices” to describe the diverse interactions amongst participating social actors. Some of the findings are: the number of public libraries and personnel asigned to them was unchanged from 2006 to 2018; most of the librarians have been working as such for over 20 years. There is a diverse motivation for people going to the libraries. For users, libraries are a place of encounter, learning and play, becoming in essence a “third place” distinct from their home or work. A third place where they feel comfortable and included. There is a resignification of the use of public libraries deriving from those diverse motivations, the librarian’s initiatives and the precarius conditions in which they operate. For librarians, their role is perceived as promoting Reading, despite most of them having to asume cleaning and maintenance activities. Due to sustained neglect, they have stopped expecting support and investment to the libraries from local authorities. Despite that, librarians have developed important projects for the communities they serve. The experience of ex library coordinators shows a chronic lack of funding and personnel and the need to foster alliances with institutions and groups in order to support the development of library services in the city. The use of free (libre) and open source software (FLOSS) in the State is fundamental for several reasons: for security reasons, for the independence it provides from its suppliers, for its low costs and the development of local industry. But, fundamentally, because allows citizens to know the tools used by the State, and because it is the type of systems that at the programming level allows to comply with the principle of technological sovereignty. In our country, several bills have been presented to establish the migration of the National Public Administration to FLOSS systems, from the year 2000 to date, although none has had the political consensus necessary to become law. Nevertheless, local legislation on the subject has been adopted in several municipalities and provinces of Argentina. And the absence of legislation at the national level does not mean the absence of experiences in this area. This paper analyzes the use of FLOSS operating systems in the main headquarters of the National Ministries of Argentina, through a cross-sectional exploratory investigation of quantitative analysis. It was carried out through a survey, which was conducted mainly in the systems areas of each ministry and in which it was inquired about: what are the systems FLOSS operations used, the reasons why they were chosen, if there were problems at the time of their choice, what is the use that is given to them and who is in charge of their maintenance.

This paper aims to establish the relationship between the current administration in university libraries in the city of Cordoba and administrative theories analyzed by Idalberto Chiavenato in his book "Introduction to the general theory of management". The aims of this research are to detect basic assumptions present in the administrative management of university libraries in the city of Cordoba, and to investigate the theoretical knowledge people in the management department apply and the professional training they have. It is a study of two approaches: qualitative and quantitative, since it includes a theoretical study of literature and content analysis of the authors concerning the administration to detect the underlying assumptions to the subject and in parallel develop an exploratory field study, extracting data directly from reality, through a questionnaire. The study found that in the management of information centers there are aspects, tools or elements that respond to different management theories.

The main objective of this paper is to analyze the messages that were released from Podemos' and Ciudadanos' profiles on Twitter during the period of the election campaign for the general elections of December 2015. Consequently, the theoretical approach is discussed from the perspective of political marketing, the theorizing of election campaigns and the playful theory of political communication. Consistent with the above, the 2181 tweets that constitute our sample will be analyzed through the language games as the main methodological tool, and also by the specific frame analysis as a complementary technique. Libraries facilitate access to information to the community in which they operate, offering products and services to the public, regardless of age, race, creed, gender or social status. In turn, librarians further the fundamental and inalienable mission to meet users’ information needs. While the right to access to information and the enjoyment of cultural property is guaranteed by international agreements, its exercise is affected by the law of copyright, generating tension of interests between rights holders and society. Copyright legislation affects many of the processes performed by libraries such as the services provided to the user, the conditions under which such access must be provided, and the role libraries can play in relation to conservation and preservation activities. This paper analyzes the laws of copyright in the United States of America, Spain, Chile and Argentina, in order to identify which library activities and processes are favored or restricted by such regulations. Finally, from this analysis, supporting evidence is given to substantiate the need to amend the Argentine legislation to incorporate those exceptions.

In the 2003, the Diffusion Service of the Intellectual Creation was created (SEDICI) as an Institutional Repository (IR) of the National University of La Plata (UNLP) supported by the development of an own software called Celsius DL. At the end of 2011 a study to migrate to another more actualize software was done and DSpace was selected, the most used software platform of IR in the world. The process of migration from Celsius DL to DSpace finished in 2012. DSpace allowed new functionalities, flexibility in the strategic changes by the repository managers, and some modifications in the institutional image without affecting the logic of the repository and widen the management of the typologies of the accepted resources. DSpace, as other platforms, has some limitations in relation to the Representation of the Resources, which consists on the process of registering in a persisting way a set of data as a synthesis and substitution of the “real” object to identify it, recover it and distribute it, such a situation was one of the main problems presented in the transition of Celsius DL to DSpace. This research focused on describing the Representation of Resources problem in the SEDICI Institutional Repository and showing a possible solution, all under a Model- Driven approach. The study object – The Representation of Resources- is a recurrent problem that has been studied for some authors in other parts of the world: Malizia (2010), Paganelli (2005), Gonçalves (2004), Fox (2004), Candela (2007), among others. However, the analyzed papers address the topic in a general way, they don´t take into consideration the resource as a core idea. The development of a referential framework that allows the improvement of functionalities from the design of a flexible model according to the representation of resources was suggested, under the context of SEDICI, but re-used in other repositories. Such proposal is related to the elements of a repository: resources, metadata schemes, storage and cataloging, and with the following functional processes according to the storage material and the ISO norm 14721: ingest, storage, cataloging, indexing, search engine, and browsing. To achieve it, a bibliographic analysis of the topic was done, the pattern of construction of the software Model-Driven was selected to implement the solution, and different conceptual models and models of data were analyzed to build a referential framework that supports the proposed model associated to the ISO norm 14721. The pattern of Model- Driven Development (MDD) is a construction of software approach that assigns a central role to the models with prototypes that go from the most abstract ones to the most concrete ones. This pattern, besides, provides an environment that allows the interested persons to share their points of view and manipulate the representation of the domain entities. That is why in the research proposal, the referential framework was organized in 5 modules or phases starting from the Model- Driven approach: DSL to the development of the flexible model, transformation of the flexible model to a relational prototype, transformation of the relational model to a script SQL to the creation of a data base, mapping the DSpace-SEDICI resources to the created data base, and the development of an application in WebRatio to the visualization and exportation of the resources. This research gave response to the considered objective and tied premises from tree disciplines: The information sciences, documental sciences and computer sciences. To braid together such areas in a proposal related to institutional repositories represented a contribution in an area with lacks of literature.

This paper analyzes the characteristics of a SDI service (Selective Dissemination of Information) and its validity in a context marked by a huge generation and publication of information through the internet. Then, it studies the potential of social networking tools and the RSS format and analyzes the most important among them to conclude which ones can best meet the needs of the users and the service. Finally, there is a proposal to design a SDI service using selected tools.

Prevailing science is undergoing a change process in which different actors, norms and contexts are leading to a radically different way to discover and research, e-science. From the point of view of information, this new paradigm touches everything: resources, processes and outcomes, thus it is an imperative to know the construction of these new architectures of knowledge regarding issues such as access, opening or closing them. In this paper we approach to the cyberinfrastructure of the Large Hardon Collinder, LCH from the Centre Européenne pour la Recherche Nucléaire, CER,N and we do it, from the focus of the open science, ‘openness’, movement under construction which we try to inquire the scaffolding of their epistemology (knowledge as a common resource and public domain). For this we deconstruct, at first, the regulations at CERN, trying to trace its mesopolitics and discourse, its understandings and ways of conducting science in this current context. And ultimately, following other sociologists of science, we approached at a local research group from a Spanish university, part of the LHCb from the CERN collaboration to see how are shaping to these models of per-production, its reading, practices and behaviors in relation to issued / ignored discourses by the collaboration.

The libraries that make up the Consorcio de Digitalización de Prensa Vasca keep a digitization project of contemporary newspapers related to Basque culture. Both characteristics and contents of the resulting digital collection are described. It is defended the need to undertake a project of digital preservation in the light of guidelines established by international experts and institutions. The paper also describes different technological choices in order to establish a storage infrastructure capable of facing the challenges posed by digital preservation. Finally, different choices are suggested to be implemented by the Consorcio at a lower cost and with a higher guarantee of success.

The document management system of the IVAC, implemented over a full-text DBMS, is not able to properly register data of film copies filed in each of its records. It neither allows to navigate simultaneously through different types of item. In this paper the causes of the problem are analysed; and it has been designed a procedure involving data extraction, analysis, and conversion to a relational database, which will allow to represent data accurately. The designed procedure is easy to be repeated. The result is a web application for consulting filmographic fund.

The web portal of the Institute of Communication and Image sought to achieve the following objectives: Offer a multimedia service that disseminates all the information related to the Institute, contributing to its institutional consolidation; to constitute a tool for disseminating academic work and a dynamic medium that allows the campus to position itself as an outstanding reference for content on communication; support in a transversal way the teaching, extension and internal management tasks of the Institute; generate segmented spaces (channels) towards the different types of potential audience of the portal, both within the university community and among external navigators; define an orderly information architecture with different forms of access, emphasizing usability and the use of international standards for web development; increase the presence of academic publications in electronic format (magazines, research, articles, working documents, papers, among others); reinforce the contingent information area (news and highlights) with reports, interviews, activities agenda, extension notices, offer of courses, products and services; orient graphic design in relation to the image that the University and the Institute wish to project, while interpreting the diversity of concepts that coexist within them; provide expedited access to the information resources and online services currently offered by our university; use a dynamic content management model, with flexible support, and compatible with the future institutional portal of the University of Chile; serve as a platform for setting up future courses and workshops in the form of distance education via the internet (e-learning).
