1. Analiza politike lokalne uprave do zaposlovanja diplomantov na kitajskem podeželju-Diplomant v vlogi vaškega uradnika

Politika lokalne uprave do zaposlovanja diplomantov na kitajskem podeželju je bolj znana po pod imenom »diplomant v vlogi vaškega uradnika« (Daxuesheng cunguan大学生村官). Čeprav se nazivajo z uradnikom, se ti diplomanti ne uvrščajo med javne uslužbence (Gongwuyuan 公务员), temveč gre predvsem za olepšano poimenovanje brez kake vsebinske konotacije. Dejansko je to pogodbeno osebje, ki ga vlada začasno zaposli za delo na podeželju. Omenjena politika se je razvila iz projekta, začetega leta 1995, namen katerega je bil uposabljanje mladih podeželskih uradnikov. S širjenjem podobnih projektov je ta politika na Kitajskem postala pomembna za razvoj podeželja, zlasti potem ko so je leta 2008 predlagala tudi Komunistična partija Kitajske. Zatem je kitajska vlada pričela s sistematičnim zaposlovanjem novih diplomantov po vsej državi. Z usmerjenim zaposlovanjem diplomantov na podeželju so v celoti izkoristili njihovo znanje in veščine za razvoj podeželskih območij in reševanje z njim povezanih težav. Po drugi strani je politika ponudila rešitev problema zaposlovanja diplomantov. Po letih praktičnega izvajanja je na kitajskem podeželju dosegla ugodne rezultate in spremembe, ki so jih prinesli zaposleni diplomanti. Hkrati je razkrila tudi pomanjkljivosti, kot so nepopolnost sistema za izvedbo, vprašanje identitete zaposlenih diplomantov in podobni praktični problemi. Izboljševanje in dopolnjevanje te politike ter učinkovito reševanje težave pri izvajanju je zato zelo pomembno za dolgoročni razvoj in izgradnjo novega podeželja. The policy of local government to the employment of graduates in rural China is better known for as “College Graduates Serving as Village Officials”. Although they are called by an official, these graduates are not classified as civil servants, but rather it is primarily a beautified designation without any substantive connotation. In fact, these are contract staff temporarily hired by the government to work in rural areas. This policy evolved from a project launched in 1995 to train young rural officials. With the proliferation of similar projects, this policy in China has become important for rural development, especially after it was also proposed in 2008 by the Communist Party of China. Therefore, the Chinese government began systematically recruiting new graduates across the country. Through targeted employment of rural graduates, they have made full use of their knowledge and skills to develop rural areas and solve related problems. On the other hand, politics offered a solution to the problem of hiring graduates. After years of practical implementation, it has achieved favorable results and changes brought by employed graduates in rural China. At the same time, it also revealed shortcomings such as the imperfection of the implementation system, the question of the identity of the employed graduates and similar practical problems. Improving and complementing this policy and effectively addressing the implementation problem is therefore very important for the long-term development and construction of new rural areas.
