Zaradi staranja prebivalstva se razvite države soočajo s povečevanjem finančnih potreb za zagotavljanje ustrezne zdravstvene in socialne oskrbe in s problemi zaradi premajhnih zmogljivosti ter dolgih čakalnih vrst v zdravstvenih ustanovah in zavodih institucionalnega varstva za starejše. Ker se zaradi negotovosti v gospodarstvu in vse večjega deleža neaktivnega prebivalstva finančne zmožnosti držav, da bi zagotavljale sedanjo raven ter obseg zdravstvenih in socialnih storitev, zmanjšujejo, se vse bolj pojavljajo zahteve po bolj trajnostnih načinih bivanja in storitvah za starejše. Članek izhaja iz domneve, da je zamisel uresničljiva s preureditvijo bivalnih enot in selitvijo oskrbnih storitev v domače okolje starejših ljudi, s čimer bi bilo starejšim zagotovljeno, da bi čim dlje časa ostali v svojem bivalnem okolju, v katerem bi bili sposobni živeti čim samostojneje in čim bolj kakovostno. Developed countries are facing increased financial demands in providing appropriate social and health care due to the ageing of the population and in addition to the issues of insufficient capacities and long waiting lists at hospitals and retirement homes. Countries’ financial capacities to ensure the current level and extent of health and social care services are decreasing, also due to economic uncertainty and the increasingly greater share of the nonworking population. For that reason demands are raising for more sustainable ways of housing and services for the elderly. The article starts from the assumption that the idea could be achieved by reorganising of housing units and relocation of care services into the home environment of older people, and thereby make it possible for the elderly to remain in their home environments as long as possible, capable of living as independently as possible with high quality of life.

Urbanistično načrtovanje se sooča z velikimi izzivov glede uskladitve morebitnih strukturnih vrzeli med grajenim okoljem in staranjem prebivalstva. Grajeno okolje je namreč pomemben dejavnik, ki vpliva na kakovost življenja ljudi, še posebej starejših. Urbanistično načrtovanje mora biti zato trajnostno tudi z vidika starajoče se družbe, saj igra pomembno vlogo pri omogočanju starejšim, da kljub starosti in s tem povezanimi mobilnostnimi, senzornimi in kognitivnimi težavami ostanejo aktivni člani družbe, zlasti lokalne skupnosti, v kateri bivajo. Neoviran dostop do grajenega okolja, možnost uporabe transportnih sredstev, raznovrstnost stanovanjske ponudbe so le nekateri elementi, o katerih razpravljamo v članku in ki lahko pozitivno vplivajo na izkušnjo staranja. Urban planning is facing major challenges in harmonizing of possible structural gaps between the built environment and ageing. The built environment is an important factor that affects the quality of human life, especially the elderly. Urban planning should therefore be sustained also in the context of an ageing society, since it plays an important role in enabling for older people to remain active members of society, especially local communities, in which they reside, despite their the mobility, sensory and cognitive difficulties. Barrier-free access to the built environment, use of transportation infrastructure and diversity of housing supply can positively affect the experience of ageing, and therefore discussed in this article.

V diplomski nalogi je obravnavano trajnostno načrtovanje železniške infrastrukture in trajnostni razvoj prometa s predstavitvijo novih možnosti povezav mest z železniško progo, s poudarkom na razvoj turizma teh območij. V prvem delu diplomske naloge je predstavljen pomen železniškega prometa in železniške infrastrukture ter pomen trajnostnega prometa in trajnostne mobilnosti. Ker je Slovenija država članica Evropske unije je obravnavan trajnostni razvoj prometa v Evropi kot enoten evropski prometni prostor. Predstavljeni so tudi primeri trajnostnega načrtovanja železniške infrastrukture drugod po svetu. V nadaljevanju diplomske naloge je opisana obstoječa železniška infrastruktura na območju severozahodne Slovenije, podrobneje železniška proga Ljubljana – Jesenice in Bohinjska železniška proga. Progi sta osnovi za trajnostno načrtovanje novih predlaganih povezav Lesce – Bohinjska Bistrica in Most na Soči – Tolmin – Kobarid – Bovec. Ker so našteta mesta pogoste turistične destinacije je predstavljena povezanost železnice in turizma, pomen izgradnje železniške infrastrukture na turističnih območjih, trajnostni in zeleni turizem ter značilnosti železniškega potniškega prometa. V praktičnem delu diplomske naloge so podana teoretična izhodišča in izračuni geometrijski elementov predlaganih železnih prog Lesce – Bohinjska Bistrica in Most na Soči – Tolmin – Kobarid – Bovec. Progi sta projektirani s pomočjo programske opreme CGS Ferrovia. Na koncu diplomske naloge so opisane vse predlagane variante obeh železniških prog ter tehnične in okoljske možnosti umestitve prog v prostor. The thesis deals with a sustainable planning of railway infrastructure and sustainable development of transport by introducing new options of connectivity towns with the railway line, with a focus on tourism development of these areas. The first part of the thesis presents the importance of rail transport and rail infrastructure and the importance of sustainable transport and sustainable mobility. Because Slovenia is a Member State of the European Union, the thesis deals with the sustainable development of transport in Europe as a single European transport area. It also presents examples of sustainable planning railway infrastructure around the world. The following thesis describes the existing railway infrastructure in the area north-west of Slovenia, in detail railway line Ljubljana – Jesenice and Bohinj railway line. Railways are basic for sustainable design of the proposed new links Lesce – Bohinjska Bistrica and Most na Soči – Tolmin – Kobarid – Bovec. Because listed cities are often tourist destination, the thesis presents the integration of railway and tourism, the importance of building railway infrastructure in tourist areas, sustainable and green tourism and the characteristics of railway passenger traffic. In the second or the practical part of the thesis are presented the theoretical foundations and calculations of geometric elements of the proposed railways Lesce – Bohinjska Bistrica and Most na Soči – Tolmin – Kobarid – Bovec. Railways are designed by using the software CGS Ferrovia. At the end of the thesis are described all the proposed variants of both railways as well as technical and environmental possibilities of railways placement in space.

V diplomskem delu smo obravnavali trajnostni razvoj v obmestnem prostoru, kjer model za preurejanje in razvoj sodobnih naselij predstavljajo strnjene skupine stavb v obliki samooskrbnega naselja. Za oblikovanje takšnega naselja smo na podlagi teoretičnih izhodišč zbrali vidike, ki jih moramo upoštevati za doseganje ˝trajnosti˝. Vidike smo razdelili glede na njihov vpliv na različnih nivojih načrtovanja in sicer na lokalni nivo, nivo strnjenega naselja in nivo stavb. Pri tem smo izpostavili nivo naselja. S pomočjo teoretičnih izhodišč, spoznanj, referenčnih primerov in analiz lokacije smo zasnovali vzorčni model trajnostnega naselja družinskih hiš. In this thesis we deal with sustainable development in the suburban area, where a model, for the reorganization and development of sustainable neighbourhood, are compact groups of buildings in form of self-sufficiency settlement. In order to create such neighbourhood gathered from certain aspects on tha basis of the principles, which we have to consider in order to achieve ˝sustainability˝. Those aspects were divided on different levels of planning according to their impact: on the local level, the level of density and the level of buildings. In doing so, we pointed out the density of the neighbourhood. With the help of theoretical principles, insights, reference examples and location analysis, we designed a model of sustainable neighbourhood of family houses.
