V magistrski nalogi na podlagi pridobljene strokovne literature in statističnih podatkov obravnavamo problematiko osebne mobilnosti in vpeljevanja ukrepov, ki sledijo konceptom trajnostne, pametne in aktivne osebne mobilnosti. Z njimi lahko namreč izboljšamo mobilnostne navade in kulturo ter s tem zmanjšamo negativne vplive trenutnih vzorcev osebne mobilnosti na okolje, družbo in gospodarstvo. Na podlagi pregleda literature in študije primerov v širšem evropskem prostoru predstavimo pregled aktualnih konceptov in ukrepov za učinkovito spodbujanje bolj trajnostne, pametne in aktivne osebne mobilnosti. Vsebina naloge je razdeljena na več poglavij, v katerih najprej obravnavamo in predstavimo problemska izhodišča, strukturno in metodološko zasnovo naloge. Opišemo vlogo in odnos osebne mobilnosti napram grajenemu okolju ter trenutno aktualne pojme in koncepte na tem področju. Sledi pregled vloge in pomena načrtovanja osebne mobilnosti na različnih ravneh s primeri dobrih praks. Na osnovi pregleda literature in polstrukturiranih intervjujev s predstavniki nevladnih organizacij, ponudnikov javnega potniškega prevoza ter državne, regionalne in lokalne ravni javne uprave je opravljana SPIN analiza stanja, problemov, vplivov in želenega stanja osebne mobilnosti v Sloveniji. V zadnjem koraku na podlagi opravljene analize osebne mobilnosti in nabora primerov dobrih praks oblikujemo predlog smernic in ukrepov za spodbujanje trajnostne, pametne in aktivne osebne mobilnosti v Sloveniji. In this master’s thesis we discussed the problems of personal mobility and the introduction of measures that follow the concepts of sustainable, smart and active personal mobility based on obtained literature and statistics. Such measures can be used to improve mobility habits and mobility culture, thereby reducing the negative impacts of current patterns of personal mobility on the environment, society and the economy. Based on literature review and case studies in the wider European area we provided an overview of current concepts and examples of measures for effective encouraging of more sustainable, smart and active personal mobility. The content of the thesis is divided into several chapters in which we first present the initial issues of personal mobility and the structure and methodology of the research. Then we discuss the role of personal mobility vis-?-vis the built environment and current concepts in the field. This is followed with an overview of mobility planning at different levels of governance, with examples of good practice. Based on literature review and semi-structured interviews with representatives of non-governmental organizations, providers of public passenger transport as well as national, regional and local levels of public administration, we analysed personal mobility in Slovenia using the method of SPIN analysis. We defined the current state, its problems and impacts as well as desired state of personal mobility in Slovenia. In the last step, we formulated a proposal of guidelines and measures for encouraging of sustainable, smart and active personal mobility in Slovenia on the basis of the analysis of personal mobility and a set of examples of good practices.
