7. Influence of culture on strategic leadership in international developent projects

The aim of this paper is to first of all determine, and later to explain the cause-and-effect relationship between culture and strategic leadership, as well as their influence on the results of international development projects (ID). In the first segment of the paper, we will explain the concept of international development projects and how they differ from profit projects. Then we will explain the differences between leaders and managers, in order to define as precisely as possible the functions and tasks that leaders have in the implementation of projects. We will also explain why it is important for the success of projects for leaders to understand different cultures. By considering at all these factors, with the help of the developed model, presented in this paper, we will show how culture affects the choice of leadership strategy and how it affects the critical success factors (KFU) as well as the outcome of international development projects.

11. The impact of corruption in the public sector on microeconomic entities in developing countries

The paper analyzes the impact of corruption in the public sector on microeconomic entities in developing countries. The work defines the concepts of bribery and corruption, and in addition to the legal context, it also generates the views of the authors of professional literature from that domain. The conditions and effects of corruption on the operations of microeconomic entities in developing countries have been reviewed. Based on the analyzed literature and the synthesis of collected data, an opinion has been formulated and constructive suggestions of possible alternative responses to such a critical factor have been given. In the final part of the paper, we have arrived at the conclusion that corruption entails the need for an adequate response of state policy, which would be based on rigorous judicial practice, as well as a marketing campaign to build public awareness in order to prevent such a destructive factor on the functioning of microeconomic entities in developing countries.

14. Obstacles in Exercising Social Rights in The Social Protection System Concerning The Forms of Services Provision

This paper analyzes the assessment of the approach in exercising social rights within the social protectionsystem in Bosnia and Herzegovina concerning the obstacles arising from the forms of assistance andservices in the institutions of the social protection system. The European concept of good practice ofsocial rights and obstacles to their implementation was presented. Special attention is given to theobstacles related to the management and procedures in social institutions that arise from the forms ofservice provision. The methods used in the paper are the method of content analysis of the documentsand the test method. The sample consists of a total of 306 respondents from Bosnia and Herzegovina:43 creators of social protection policies from 23 institutions, 133 providers of social protection servicesfrom 40 institutions (114 centers for social work, 10 institutions of social protection, and 9 nongovernmental organizations) and 130 social protection beneficiaries. For data collection, a specialinstrument was developed in the form of survey questionnaires for each group of respondents. For dataanalysis and hypothesis testing, the technique of sorting and statistical data processing was implementedby using the statistical package SPSS. Based on the analysis of empirical results, it was concluded thatthere are obstacles in the institutions of the social protection system of Bosnia and Herzegovinaconcerning the forms of assistance and services that affect the exercise of social protection rights.Identified obstacles relate to the management and procedures in social protection institutions and concerninadequate reception of beneficiaries, lack of general satisfactory conditions (technical, human, financial...), the inadequacy of information programs, low representation of fieldwork, as well as inconsistencyof working hours with needs of beneficiaries.

15. Possibilities of implementing the performance management process of non-profit organizations to the defence system

The current manner of evaluating the state and capabilities of the Ministry of Defense and the Serbian Armed Forces is gradually losing its relevance and partially deviates from the contemporary trends, which is why the paper singles out a special research problem, aimed at overcoming the traditional understanding of performance management, i.e. gradual introduction of the performance management process into the defense system. Taking into consideration the complexity of the mentioned research problem and the current level of the development of the defense system of the Republic of Serbia, the subject of the research is based on the possibility of considering the implementation of the performance management process of non-profit organizations within the Ministry of Defense and the Serbian Armed Forces. In this regard, the paper starts from the hypothetical view that certain elements of the performance management model of non-profit organizations can be successfully implemented within the defense system. The objective of this paper is to point out the possibility of developing similar solutions in the Ministry of Defense and the Serbian Armed Forces through the presentation of a strategic map and the dashboard of the performance management model of non-profit organizations, with a brief overview of the defense systems of some foreign countries. By the implementation of the method of content analysis, focused on the comparative analysis of the considered models, the research results have confirmed the set hypothetical framework. The paper concludes that there are the objective possibilities for the implementation of the performance management process of non-profit organizations within the Ministry of Defense and the Serbian Armed Forces.

The topic of this paper represents a relatively new and still evolving term of socially responsible business, with a focus on application of this concept to transport companies. Micro approach to corporate social responsibility stresses the relationship that exists between corporate social responsibility and internal organizational environment, i.e. internal organizational stakeholders. Employees, members of the organization who do not belong to the managerial structure, are an important category of internal organizational stakeholders. The aim of this paper is to create a model that reflects the interaction between socially responsible behaviour of the organization and the behaviour of its members, to explain the nature of that interaction, and to contribute to the promotion of a micro approach to corporate social responsibility. One of the most complex issues in a protected area (PA) management is the provision of adequate financial resources. Managers of PAs in Serbia are financed from several different sources: budget through the allocation of subsidies, fees for the PAs use, revenues generated through the business operating and management, funds provided for project implementation, donations, gifts, aids, etc. Public enterprise (PE) "Vojvodinašume" is the manager of 16 and the user of 19 PAs in the territory of Vojvodina. In this paper, two research goals are defined. The first goal refers to the determination of a statistically significant difference in the sources of subsidies according to the selected PAs, and those are special nature reserves: “Obedska bara”, “Koviljsko-petrovaradinski rit”, “Bagremara”, “Gornje Podunavlje” and “Deliblatska peščara”. The second goal is the determination of a statistically significant difference in the areas of subsidising, related to the selected PAs. In this paper, PE “Vojvodinašume” internal data for the period 2009-2019 were used. The research has determined funds provided by the national and provincial budgets as the most important sources of subsidies for the observed PAs. Concerning the areas of subsidising, most of the funds were allocated for the monitoring and improvement of the PAs conditions, which determined PE “Vojvodinašume” for taking an active approach to nature conservation.

The concept of "knowledge management" is increasingly becoming one of the key concepts for achieving and maintaining a competitive advantage in the new economy and management. This paper presents the basic elements and the relationship between knowledge management and competitiveness. After introductory considerations, knowledge as a strategic resource is analyzed, as well as the awareness of the importance of knowledge for achieving and maintaining competitiveness. The continuation of the paper is dedicated to research into the level of education and knowledge of employees, identification of the needs for additional knowledge and missing knowledge in business organizations of the city of Niš, followed by conclusions arising from the research. The fact is that shifting the focus towards creativity and innovation requires an even greater amount of knowledge. However, it is not enough for employees of business organizations to just possess the necessary knowledge, but also to be able to use it and share it effectively. Only the knowledge used in such way can become a source of sustainable growth and development of the business organization in question.

26. Human resource management process in textile industry: Case study of the city of Novi Pazar

The main objective of this paper is to investigate the degree of acceptance of the HRM process in the textile industry. Considering the importance of human resources and their microeconomic aspect, the paper starts from the determinants of the labor market, as a macroeconomic category, to be exact the place where workers and employees interact with each other. Human resources management is the business process of planning, recruitment, selection and retaintion the right people who form the base of a skilled workforce. The empirical research was conducted on a sample of 10 successful companies from Novi Pazar in the textile industry through surveys of owners or responsible managers, gathering their opinions and business practices. The results of the study show that adequate human resource management have an impact on reducing unemployment in the textile industry. The results obtained are very useful to owners or responsible managers, as they emphasize the need for greater implementation of all activities in the HRM process, from planning and recruiting, through selection and training, to performance appraisal, remuneration and fluctuation.

The subject of this paper were the changes in the National Sports System (NSS) lasting since the Republic of Serbia gained its full state independence (in May 2006) until present. National sports organizations have initiated those changes related to sports and overall culture and science of physical activity as well. The changes have been initiated in the belief that they will be expedient for the development of sports and society in Serbia. The documents include the facts about the aspiration of the then-leaders towards a consolidated model of sports, based on its broad autonomy. The changes have been planned to occur with the logistic and financial assistance of the actors outside the sports system, including the state (central government and local self-government units). In the restricted conditions of the socio-economic development of Serbia and the Serbian political system, the changes have also occurred with the participation of the state, whereby its support (2006-2007), and partnership (2008-2010) were registered, and since 2011, the political, and then legal (legislative) "consolidation" of the national sports in favour of the state - politics has been established. Everything that has been done in the sports system in Serbia since May 2006 can be assessed and evaluated in relation to various criteria, and primarily in relation to the results achieved by athletes, but also in relation to: the organization of major single-sport and multi-sport competitions; the development of individual areas relevant for the affirmation and humanization of national sports (sports medicine and protection of athletes, anti-doping, Paralympic sports, women's participation in sport...); allocation for sports; citizens' participation in physical activity and mass sports... but also according to the criterion of the sports system management and consolidation and the impacts of the state and politics on sports. In regard to the latter criterion, this paper examined its development and epilogue to the NSS. The conclusion is that the sports system continues to search for its value, organizational, program and managerial identity, and that the changes in the Serbian sports system have "abandoned" the prudent and innovative beginning leading to the exhausting and unpromising state interventionism of an unknown outcome!

Communal noise is the noise that comes from living together. It is the noise in the interior or exterior, whether in the working or living environment, spaces in public buildings or open public areas. The issue of communal noise has been partially resolved on paper by lows and by-lows on the permissible noise levels in the environment. However, the question is how much noise the community will tolerate, i.e, at what point citizens will start fighting noise. Numerous cities have signed strict regulations for reducing noise levels, both day and night, with a proposal for permitted limits. This paper presents commonly used methods for managing and protecting against the harmful effects of noise.

In order to be able to understand the functioning of an organizational system that is conscious of its goal, we must abandon the classical approach to the explanation of how they function, and that is Cartesian, mechanistic approach. Functioning of a whole can no longer be interpreted through understanding of the functioning of its parts. The holistic principle teaches us that any whole is not a simple sum of its parts and relationships that govern them, but it is also the relationship of parts with the environment and the relationship of the whole itself and the interconnections towards the environment. This paper aims to show that holistic- systemic approach to change management is adequate approach because, by looking at the organization as a whole that is always more than simple sum of its parts, it provides - in a systematic way - changes to be perceived as processes, orders, sets of steps in designing and implementing appropriate changes. The role of menager as the most responsible persons of enterprises, organizations and institutions is inevitable in ensuring efficient management process in system of social welfare. The Manager performs control, coordinates, directs, and provides decision. Its activities undoubtedly have a crucial impact on the results achieved and the future development of the institution. The prerequisites for the realization of successful management in social care institutions are still effective execution of its core functions: planning, organizing, leading and controlling. These management functions depend on the organizational structure and the functional linkages between participants in the governance process. However, in smaller organizations and institutions, such as instituttion in social welfare system, management process is often the most dependent on the manager’s knowledge, skills and personal characteristics. Being a manager in an social welfare institution means to be the first and most responsible in the implementation of a number of processes, such as the exercise of rights, management of professional practices, service planning and budget management tasks and working time, the development of human resources, contracting services, establishing cooperation with partners , monitoring and evaluation work. In addition to the personal qualities of managers, the menagement psrocess in social institutions is affected with working environment and needs of beneficiaries of protection. Field of social protection is marginalizated, whitch presents a big problem. The chronic lack of financial resources, interference of political interests, intensifying social needs of citizens, lack of skilled personnel are factors that further complicate the management process in the institution. Managers of social welfare institutions must seek the path between the interests of users and the state; between the general and the individual; between the profession and individual interests; between the expected and possible. This situation leads managers in social welfare institutions from a very difficult mission: how to achieve good business results and not undermine the basic objectives of the activity of the institution. The paper describes the specifics of management in social welfare institutions, the current problems of management and assumptions for the successful management in institutions of the social welfare system. Special role of the personal competencies needed in the management and selection of competent persons as managers in social welfare institutions are problematize in a paper. Special attention was paid to managers role and tasks in center for social work and in institutions for placement and care. Finally, the paper offers recommendations for successful management, as well as identified tasks that successful manager needs to fulfill.

Based on the available literature on theory of innovation and the data processed from the official research on innovation activities in Serbian firms, this paper shows different perspectives of usage of the innovation activities indicators. The results showed that firms involved in software sector are more innovative than firms in agrofood sector. On the basis of the research conducted in this paper, it is possible to draw conclusions which are significant to the management of enterprises in observed industries. According to these recommendations, innovative enterprises management could respond to problematic situation of business economy in the field of innovation management through adequate business strategies. Besides that, empirical research in innovative activities in Serbia in the two observed sectors yield a serious analytic framework to guide industrial policy and employ appropriate measures in order to improve national competitiveness based on knowledge.

Bearing in mind the globalization of the economy and the dynamics of national, social and economic development, the scientific and technological progress, the integration of business entities and the new polarization of the world, this paper proceeds from security as a human need and the equity capital interests at various levels of organization and function of modern age economic entities. This period, the end of the 20th and the beginning of the 21st century, is characterized by non-linear development of political, economic and legal relations in the world. The paper defines the concept of corporate security and discusses security in corporate and industrial systems as a subsystem of civil and national security, as well as an indivisible interest of the human race in the global community under the conditions of the dictate of the neoliberal doctrine in economics and the plural democracy in politics. In analyzing the whole range of interdependent security interests, from global to national, and business and personal ones, the attention is focused on general and specific characteristics relevant to one segment of the security of the socio-political, socio-economic and security system under formation - transition countries. It is a matter of primary human interest, which begins with the elementary assumptions of human and environmental security in the social community, and ends in the modalities of protecting capital as a material value in sustainable human development. The topic of the paper is discussed from the point of view of the security practice, both personal and corporate, ownership interests of companies, and large business systems. The paper discusses security as a philosophy of reality and security in the shift of ideologies, as well as security of a corporate state. In addition, it discusses corporate security in the foundation of the modern state and instruments of the new world order and global management, as well as the security of equity capital management and possible challenges for human, property and information security. The paper may also help future civil security managers and professionals to think of a compound of possible activities in business systems, of undefined and defined threats and solutions through activities of planning, organizing and directing, as functions of management, in the sphere of security of production and non-production systems, and in protection of persons, property, and business operations.

The question of the extent to which leadership skills can be learned and improved, and in which a man with certain qualities born, is one of the most controversial issues of leadership. This paper will be considering the features of successful leaders, as well as the most important factors affecting the formation of leadership capabilities. It is going to deal with about personal characteristics related to creating a vision, willingness to accept the risk, creativity, self-confidence, as well as the cognitive and psychological characteristics. In addition, the paper will analyse the most important sources of leadership skills, related to a genetic predisposition, family heritage, the influence of parents in early childhood, but also influence of the work environment, training and experience. In this context, a survey was conducted on the perception and sources of leadership capabilities, through 17 organizations, including 35 leaders and 56 employees in the country.

43. Higher Education for Professionals for Work in Heritage Institutions, with Special Reference to Museums.

The topic of this paper is higher education for professionals, for performing basic professional jobs in heritage institutions. The paper is based on theoretical and empirical knowledge, and its purpose is to highlight the need and ways of comprehensive reforms that would contribute to creation and permanent additional education of professional staff trained for quality work, according to contemporary principles, in archives, libraries, institutes for protection of cultural monuments and museums, which the analysis presented here have mostly dealt with. The first part of the paper is the analysis of the current international practice related to the existence of different internal professions in the heritage institutions. The analysis indicates that, along with various traditional professions, due to development, modernization and democratization of heritage activities, a whole series of the new ones emerged, including the profession of a cultural manager. Educational training for practical work is based on a variety of basic, but also on thematically directed specialist, master's and doctoral studies. It also involves institutionalization of accredited forms of further permanent education through work. The second part of the paper is focused on the analysis of the current situation in Serbia, which shows that in practice there are neither some of the traditional professions, nor a range of the new ones. It also indicates that the heritage institutions are employing a very narrow range of educational profiles and that there are insufficient educational capacities for adequate previous, university, as well as for additional, permanent specialized training, necessary for modernization of work in the heritage institutions. In accordance with these conclusions, the final part of the paper makes suggestions for further reforms of the educational system that would create a wider range of options for the previous, university education of staff needed for modernization of work in the heritage institutions, as well as for the obligatory, partly institutionalized continuing professional development through work. It is also concluded that the proposed set of measures requires existence of a well designed, explicit cultural policy at the state level. [ABSTRACT FROM AUTHOR]

Corporate philanthropy implies direct nonrefundable donations of company's money, goods, and time to support philanthropic causes. Corporate philanthropy has a very long history in practice. However, various authors have conflicting views as to its feasibility in terms of its impact on business results. On the one hand, there are authors who claim that any expenditure of money on matters which does not maximize profit is unjustified. On the other hand, other authors believe that companies are citizens of society and that their moral obligation is to organize their business in a manner which improves the community. In recent years there has been a growing number of papers which explain that the voluntary commitment of companies to promote society can in turn help them improve their competitiveness. A number of empirical studies have shown that there is a positive relationship between corporate philanthropy and competitiveness. However, the dilemma of whether corporate philanthropy is just "an expense without coverage" or a means of improving competitive advantage is still present as those studies contain significant methodological limitations. The starting assumption of this paper is that corporate philanthropy can help improve the competitiveness of companies, but only if it is implemented strategically in accordance with the company's business goals and strategy. This article will study the concept of digital transformation in the administration of human resources, as well as the ways in which different technologies are supporting various HR functions and the personnel who work for those activities. The study is of a descriptive character, and its compilation included the use of secondary data such as reports from corporations, Web sources, blogs written by subject matter experts, and research papers. This study was conducted with the intention of investigating the concept of "SMACI," which refers to the utilization of Artificial Intelligence (AI), HR Chatbots, Machine Learning, and Robot process automation (RPA) in order to perform the fundamental responsibilities of human resource management (recruitment, screening, interviewing, and onboarding) in a manner that is more intelligently, more quickly, and more effectively. The study also made an intervention in the existing literature by analyzing the different strategies that are employed by companies for the growth and development of their human resources departments. This allowed the researchers to make a contribution to both bodies of knowledge. The benefits of implementing digital transformation in human resource management, the potential obstacles or challenges a company may face during transformation, and the solutions to overcome those obstacles have all been investigated, with the examples of Indian companies and their uniqueness in the business world serving as case studies.

47. The impact of parking lots on sustainable mobility in the Mzab Valley (Algerian Sahara), preliminary results of field observations

Sustainable mobility reduces the consumption of space and resources, facilitates access, promotes economic dynamism, and creates a sustainable environment. This paper investigated the possibility of switching to a sustainable mobility system through parking management in the Mzab Valley and the city of Ghardaia, one of Algeria's classified heritage sites. Using the quantitative descriptive approach and the road network analysis method, the current situation of parking lots shows a high diversity and characterization of parking lots. The most important factors affecting parking lots were also identified, such as population density, vehicle ownership, and the road network. The study shows medium connectivity of the road network and traffic problems with a road saturation coefficient of almost 60%, where access to parking lots increases from 5 minutes to 10 minutes when driving to the city centre. The city centre has a high concentration of parking lots (81%). Furthermore, parking frequency is 5% higher in the morning compared to the evening, with an overall capacity of 12,495 parked cars and a deficit of 10,500 parking spaces. Linking the study to the social and policy aspects, the results indicate that trips for non-compulsory reasons dominate over mandatory trips for workers, where 50% of the population owns a private car and 10% use public transport. Based on the SWOT method, strengths, weaknesses, opportunities, and threats to be adjusted were identified. This research defines short- and medium-term solutions as a global vision for improving sustainable mobility in the Mazabite context or a similar region.

The need to influence public opinion as well as the need to achieve a certain type of communication with the public is as old as human society. Marketing and advertising rulers of ancient Greece and Rome who tried in various ways to gain the support of their citizens are the forerunners of today's public relations experts. Public Relations (PR) could be defined as the management of communications and relations in order to build the company's reputation and mutual understanding between the company and its public. The basic function of public relations is to maintain two-way communication with the environment. It is considered that two-way communication with users is the best method for their motivation, because "conversation" with them contributes to users continuing to express their opinions, since it creates the impression that someone hears what they are saying. A crisis for a certain company is a circumstance in which it is no longer possible to act normally. It endanger the company's ability to function, makes it harder to achieve goals, and affects the very survival of the organization. Even a minor crisis, which at first glance seems to have no dramatic proportions, its negative impact on the organization's image can become so great that it threatens its long-term survival. Unexpectedly poor publicity is associated with the crisis and therefore public relations (PR) is a managerial function, which takes care of establishing and maintaining communication between the organization and the public. The success or failure of the company depends on the management, the management manages the identity and image,and the reputation of the organization, which is also its most valuable asset. In crisis situations, it is important to attract and interest neutral audiences and various target groups, internal and external public, for the activities of the organization, and this can be achieved with a correct relationship with the media. This paper will try to explain the correlation between management and crises that occur in organizations, and how best to deal with them.

Protected areas can only deliver their environmental, social and economic benefits if they are effectively managed. The aim of the paper is to analyze the management of nature parks entrusted to the State Enterprise for Forest Management “Srbijašume”, identify management problems and opportunities, and provide management and other reform proposals in order to improve the efficiency of management of protected areas. SE “Srbijašume” manages 5 nature parks on an area of 280,497 ha, which makes up 94% of the total area of nature parks in Serbia. Managerial organization of protected areas in SE “Srbijašume” is in accordance with the Law on Nature Protection, which prescribes the conditions that must be met by the manager in terms of professional, personnel and organizational qualifications to perform the tasks of protection, improvement, promotion and sustainable development of the protected areas. The management of protected areas is coordinated with the three-level organizational structure of the Enterprise (General Directorate, Forest Estates, Forest Administrations). For the management of nature parks “Stara planina”, “Golija”, “Zlatibor” and “Radan” special work units have been formed.
