An analysis of the foreign experience ofpublic service and the possibility of its use in Russia has been performed. The research is aimed at studying foreign experience of working with public administration personnel in order to make recommendations for improving the Russian personnel policy in the public service. The object of the study is public service in the world practice. The subject of the research is personnel policy in the public service offoreign countries. The positions of Russian and foreign scientists in this field of research have been summarized. The main trends of personnel policy in the public service in foreign countries have been highlighted. Public service in countries such as England, Germany, the USA, France and Japan have been analysed.

The problem of working with library personnel is among the most discussed issues in the professional community over several decades. The analysis of publications and reports of public libraries has showed that the list of main topical problems has not changed for years; changes have mainly touched the issue content: the state of vocational education (infrastructure state and development, training quality, students outflow to other professions, interaction of universities and libraries as employers; professional development; the professional culture loss and degradation; the personnel management state; the profession image; the professional community rigidity; information lack on issues of working with personnel. As the most of these problems remain unsolved for several decades, it is possible to characterize the state of studying and taking measures to eliminate them as poorly satisfactory.

The problems caused by the need to improve the quality of the personnel of the state civil service are analysed. The article is prepared on the basis of a study in the form of a sociological survey conducted in the Apparatus of the State Duma of the Federal Assembly of the Russian Federation with the aim of the most detailed and objective study of the effectiveness of personnel policy in the office of legislative bodies of state power, in particular in the Apparatus of the State Duma, and subsequent development of recommendations for improving personnel policy. The main emphasis is made on the development of personnel policy based on modern mechanisms for the formation of personnel. A number of recommendations and measures are formulated to perfect the motivation and improve the professional level of state civil servants of the State Duma Apparatus.

В представленной статье рассматриваются основные направления мотивации персонала современных компаний к расширению своих компетенций в условиях процесса цифровизации экономики. В связи с этим, имеет место определение основных компетенций персонала в условиях цифровизации. Помимо всего прочего, на основании отечественных и зарубежных исследований в рассматриваемом вопросе, сформирован перечень рекомендаций экспертов, касающихся организации процесса мотивации персонала к освоению новых цифровых компетенций. Важно подчеркнуть, что на данный момент времени цифровизация отечественной экономики приводит к тому, что именно личностный аспект каждого отдельно взятого сотрудника компании играет главную роль в процессе осуществления им интеллектуальной деятельности. При этом важно понимать, что на первое место выходят такие компетенции персонала компаний как творчество, профессионализм, коммуникация, и интеллект. This article discusses the main areas of motivation of the personnel of modern companies to expand their competencies in the process of digitalization of the economy. In this regard, there is a definition of the core competencies of personnel in the context of digitalization. Among other things, on the basis of domestic and foreign studies on the issue under consideration, a list of expert recommendations has been compiled regarding the organization of the process of motivating staff to master new digital competencies. It is important to emphasize that at this point in time, the digitalization of the domestic economy leads to the fact that it is the personal aspect of each individual employee of the company that plays the main role in the process of intellectual activity. It is important to understand that such competencies of company personnel as creativity, professionalism, communication, and intelligence come first.

6. Improvement of trading and technological processes at retail enterprises

Тема выпускной квалификационной работы: «Совершенствование торговых и технологических процессов на предприятии розничной торговли». Предмет исследования – торговые и технологические процессы магазина «Магнит Косметик». Целью дипломной работы является анализ торговых и технологических процессов магазина «Магнит Косметик» для выявления в них проблем и их дальнейшего совершенствования. При проведении исследования применялись такие методы, как: анализ причинно-следственных связей и синтез, системные и маркетинговые исследований (анализ, прогнозирование), сравнение, экспертные оценки, наблюдение, а также компьютерные технологии. Результатом работы стала разработка следующих мероприятий для совершенствования торговых процессов: установка электронных ценников, найм нового сотрудника и организация обучающих семинаров для персонала. В процессе оценки экономической эффективности предложенных мероприятий было выявлено, что установка электронных ценников будет иметь отрицательный эффект. Найм нового сотрудника и организация обучающих семинаров для персонала будут эффективны и в совокупности в планируемом году повлияют на увеличение товарооборота на 14,99 %. Результаты данной работы могут быть использованы предприятиями розничной торговли, занятых в сфере торговли косметики, парфюмерии, бытовой химии и товаров для дома., Theme of final qualification work: “Improving trade and technological processes at retail enterprise”. The subject of the study is the trading and technological processes of the Magnit Cosmetics store. The purpose of the thesis is to analyze the trading and technological processes of the Magnit Cosmetics store to identify problems in them and their further improvement. When conducting the research, such methods were used as: analysis of causal relationships and synthesis, system and marketing research (analysis, forecasting), comparison, expert assessments, observation, as well as computer technology. The result of the work was the development of the following measures to improve trading processes: installation of electronic price tags, hiring a new employee and organization of training seminars for staff. In the process of evaluating the economic effectiveness of the proposed measures, it was revealed that the installation of electronic price tags will have a negative effect. The hiring of a new employee and the organization of training seminars for staff will be effective and, together, in the planning year, will increase the turnover by 14.99 %. The results of this work can be used by retailers engaged in the trade of cosmetics, perfumes, household chemicals and household goods.
