The research paper presents the results of Russian articles analysis in the field of neurotechnology and artificial intelligence published from 1998 to 2023 in peer-reviewed journals indexed in the international scientific database Scopus. The methods of scientometric and bibliographic analysis with the construction of terminology maps and cartography were used for the analysis. The analysis allowed to identify the positive dynamics of publication activity in the field of neurotechnologies and artificial intelligence, the most active authors, key topics and areas of cooperation, as well as to form recommendations and describe the prospects for the development of this topic. The presented results can contribute to more effective planning of scientific research and partnerships for further development of the considered sphere and strengthening Russia’s position on the global scientific stage.

3. Pragmalinguistic Parameters of Article Titles in English and Russian Scientific Discourse: Comparative Analysis

The article conducts a comprehensive comparative analysis of the structural, semantic, and pragmatic features of scientific titles within Russian and English discourses. The relevance of the research stems from the need to identify modern trends in compiling scientific metatext across various linguistic and cultural communities, aiming to discover and implement the most efficient methods of encoding and disseminating scientific knowledge. The resultant findings could significantly enhance the overall quality of scientific work. The empirical basis for this study consists of article titles pertaining to linguistic matters, with Scopus and Web of Science editions providing the English examples, while the Russian equivalents are sourced from journals registered in the State Commission for Academic Degrees and Titles List. The criteria for the comparative analysis of the titles include a) qualitative and quantitative indicators of the lexical composition of the titles; b) methods of their syntactic organization; c) spectrum of the semantic dominants; d) design of the functional paradigm; e) degree and nature of expressiveness. Through this analysis, the authors identify several significant differences that shape the unique pragmatics of the aforementioned titles within their respective scientific domains. Among the most pertinent differences are the number and relative significance of the pragmatic functions carried out, giving insight into the linguistic mechanisms utilized at all textual organization levels.

4. Going global: The scientometric development path of Russian academic journals in international reference databases

We attempt to answer the question that has persisted since the introduction of partial restrictions on access to international reference databases (IRDs) for Russian researchers: is it still reasonable for national scientific journals to strive to be indexed in these databases or does it make sense for them to tread their development path at the national level? The study tests the hypothesis that indexation of Russian academic journals in the Web of Science and Scopus databases affects their scientometric indicators. Scientometric management and data management approaches constitute the theoretical framework of the paper. The key research method is scientometric analysis of bibliographic data. An extensive list of journals’ scientometric indicators was addressed, including those used when compiling the Science Index ranking until 20232. The research data were retrieved from the scientific electronic library eLibrary and Scopus and the Web of Science databases. The sample of the study is comprised of Russian academic journals indexed in the IRDs and classified in the State Classifier of Scientific and Technical Information (GRNTI) as the socio-humanitarian block. The analysis of the sample indicates that the effect expected from journals’ indexation in the IRDs, which suggests expanding the international pool of authors and a growing global interest, is overestimated, since it is largely ensured by an increase in the national academic audience. We substantiate that, despite the positive correlation between the rise in scientometric indicators and journals’ indexation in the IRDs, the mere fact of entering these databases is not the primary condition for success and the ultimate goal of development. The paper formulates recommendations stating that interaction between journals and the IRDs should be organized in accordance with editors’ goals and plans for the development of periodicals.

5. A SYSTEMATIC REVIEW OF THE RESULTS-BASED FINANCING ON MATERNAL MORTALITY RATE IN SUB-SAHARAN AFRICA

Results based financing as a component of health financing is one of the endorsed panacea to maternal mortality rate globally. The study undergoes a systematic review on the impact of results-based financing on maternal mortality rate in SSA. The study draws the results from the Scopus search database which has been argued to be more friendly and accurate than PubMed and Web of Science. The Scopus reported that there have been more publications and citations in the area of maternal health care and results-based financing during the period under study, this shows that, results based financing has becoming an interesting topic since its inception in SSA. The Scopus search database indicated that on 58 bibliometric studies retrieved on maternal health care, more were focusing on health delivery systems, maternal health services and health financing. The study also shows that despite the role played SSA countries in promoting maternal health care, the maternal mortality rate is still far beyond the United Nations target of reaching 70 deaths per 100 000 live births. Therefore, it is recommended that, SSA countries should source enough finance from local stakeholders, international organisations, among others in order to finance health system delivery. More so, they should develop other financing models that will capacitate the health sector to reduce maternal mortality.

Мета дослідження – проаналізувати й узагальнити досвід співпраці бібліотечних фахівців і вчених, викладачів у межах роботи університетської бібліотеки на прикладі створення та наповнення профілю автора в різних наукометричних базах. Методи дослідження ґрунтуються на інформаційному підході, який дав змогу виявити проблеми, пов’язані з потребою вчених в інформаційному супроводі процесів створення та наповнення їхнього наукометричного профілю, визначити роль бібліотечних фахівців як інформаційних (цифрових) аналітиків у методичному забезпеченні та інтенсифікації наукових досліджень у сучасному університеті. У роботі застосовано також загальнонаукові методи аналізу та синтезу, що дали змогу належно проаналізувати предмет дослідження. Наукова новизна одержаних результатів полягає у встановленні кореляції між інформаційно-консультаційним супроводом процесів створення та наповнення наукометричного профілю вченого й формуванням нових компетентнісних моделей фахівців бібліотечно-інформаційної справи в межах дослідницької інфраструктури сучасного університету. Висновки. Наголошено, що сучасні тенденції інформаційного супроводу та підтримки наукових досліджень засвідчують зміну ролі й місця наукових бібліотек у дослідницькій інфраструктурі університету, персонал яких дедалі більше прагне надавати професорсько-викладацькому складу розширені можливості сервісів і послуг. Це актуалізує проблему модернізації університетських бібліотек у системі наукової комунікації, що є умовою формування нових компетентнісних моделей фахівців бібліотечно-інформаційної справи. Доведено, що реєстрація, створення та наповнення профілів у ORCID, Google Scholar, Scopus, Web of Science тощо, синхронізація та обмін даних у цих системах, використання при цьому потенціалу соціальних мереж (ResearchGate) вимагають від бібліотечних працівників належної інформаційно-аналітичної підтримки, підвищення кваліфікації в галузі наукометрії, розробки нових пропозицій, розширення спектра пропонованих інформаційних продуктів і послуг, що перетворює наукометрію на один з найбільш актуальних напрямів діяльності університетської бібліотеки.

7. The first years of «Nature Conservation Research». What has been achieved?

The journal «Nature Conservation Research» (hereinafter – journal NCR) was founded in 2016. It is published by the Fund for Support and Development of Protected Areas «Bear Land». This review paper is aimed to characterise the first five years of the publishing activities of the journal NCR. We present the actual values of scientometric indicators of the journal NCR, and the main characteristics of the journal, interesting for authors (e.g. peer-review time, rejection rate). To characterise citation parameters of the journal NCR, we have used articles published in 2016–2020. For other characteristics, we have considered a period of 2016–2021. In addition, we have considered some aspects of the recognition of the journal NCR by the authors who have submitted manuscripts from 22.09.2020 to 14.04.2022. As a result of the journal NCR's development, during 2016–2021, it was included in the databases of the Russian Index of Science Citation (RISC) (in 2016), Directory of Open Access Journals (in 2016), Emerging Sources Citation Index within Web of Science Core Collection (WoS CC) (in 2017), Scopus (in 2018), as well as in the list of peer-reviewed journals accepted by the Russian Higher Attestation Commission (in 2018). To date, the journal NCR is classified to the 2nd quartile (Q2) according to values of CiteScore2021 = 2.9 (Scopus) and SJR2021 = 0.362 (Scopus or Scimago Journal Ranking), and to the 3rd quartile (Q3) according to the value of JCI2021 = 0.36 in Journal Citation Report (Clarivate Analytics). The Impact factor RISC2021 is 2.969. In late 2021, the mean peer-review time, i.e. the time from submission to the acceptance decision, was 20.9 ± 1.5 (min–max: 5.4–51.7) weeks, and the rejection rate was 57.8%, where the main part of manuscripts has been rejected without peer-review starting (desk rejection). The main reasons for desk rejection were predominantly the inconsistency of the manuscript with the research scope or the main requirements of the journal NCR. The highest number of articles published in 2016–2020, is devoted to mammals, vascular plants, and insects. However, the highest number of citations was received by articles devoted to the IUCN Red List assessment, wildfires, and insects. Researchers from 53 organisations, managing Protected Areas in Russia, Hungary, Philippines, and Morocco, have published articles in the journal NCR in 2016–2020. In the papers published in 2016–2020, 691 Protected Areas served as the study area. Authors have found the journal NCR predominantly based on recommendations by their colleagues, but the role of databases Scopus, WoS CC, and the research network ResearchGate is high, too. For the authors, the indexation of a journal in international databases (Scopus, WoS CC), free publication, and open access to the content play a paramount role for submitting a manuscript to the journal NCR. The majority of the authors read previously published articles before preparing and submitting a manuscript to the journal NCR. About 25% of the authors permanently follow the content of papers published in the journal NCR. The full main text in English is available in the Appendix at the end of this review paper.

8. Russian economic and sociological journals in Scopus: The impact of publication language on the citation rate

Choosing a publishing model is crucial for an academic journal which aims to increase international visibility, cover a wide readership and strengthen its position in international scientometric databases. The article investigates the publishing models of Russian economic and sociological journals indexed in Scopus. The methodological basis of the study is the general principles of scientometric management. The methods of content analysis and citation analysis were used. The information base covers the data retrieved from the Russian Science Citation Index and international scientometric databases Scopus, Scimago Journal & Country Rank. We propose an approach that helps establish a correlation between Russian articles’ citation rate in the international environment and their publication language. In the course of the study, we analyse 30 journals and carry out a quantitative and qualitative assessment of their citations. The paper provides a typology of publication models and categorises them into nine groups according to the share of English-language articles, their publication frequency and specificity in relation to the Russian-language content. Having analysed the journals’ citation indicators, we identify the models that do not impede the journals’ integration into the international environment and are most effective in achieving high citation rates and reaching a wide international readership. Publishing two Russian and English parallel versions of the same journal is recognized as the best practice. The findings can be of use to research institutions and editorial offices in designing journal promotion strategies and strengthening their positions in international scientometric databases.

10. High-Quality Publications in Russia: A Literature Review on How to Influence University Researchers

Introduction. Under the growing role of university science in Russia, special attention is paid to improving the quality of scientific publications of Russian university researchers in leading international and Russian journals. To understand the direction of scientific discourse on this issue, the authors explored scientific publications that address the tools to influence Russian university researchers to publish in journals indexed by Scopus or Web of Science. Materials and Methods. Articles found up to 2022 in the Scopus or Web of Science databases were included in this review. A systematic approach based on PRISMA recommendations and the qualitative content analysis method were applied. The review sample covered 14 articles. Results. The review results showed that the research topic is in its infancy, but there is interest in it. Three stakeholders were identified on this topic: the researcher, government bodies, and university management. The most mentioned tools of influence were: for the “researcher” stakeholder – the propensity for scientific work and participation in scientific projects, for the “government bodies” stakeholder – grants and government policy pressure, for the “university management” stakeholder – implementation of the rating system/scientometrics, initiation of incentive payments, support for collaboration, and competition stimulation. According to the review results, the main shortcomings of the system of influencing Russian researchers were bureaucratic management, scarce funding, pressure to publish, “academic capitalism”, and restrictions on academic freedoms. Most authors of the review sample commented that a number of tools to influence Russian researchers need to be improved or even replaced. Discussion and Conclusion. This review contributes to improving research management in Russia, highlighting the features of stakeholders to influence Russian researchers for high-quality publications, the main shortcomings of the system of influence and recommendations to address these shortcomings.

Введение. Перед российским научным сообществом поставлена задача – вхождение отечественных исследований в мировое публикационное пространство. На сегодняшний день в России культура пользования зарубежными базами данных находится на стадии формирования, в то время как за рубежом она находится на достаточно высоком уровне. С расширением глобализации социально-экономических процессов владение надпрофессиональными навыками работы с базами данных Web of Science и Scopus становится необходимым условием вхождения российской науки в мировое научное пространство. Поэтому неотъемлемой составляющей системы мер, направленных на повышение показателей российской науки в международных индексах цитирования, должны быть обучающие мероприятия по работе с зарубежными информационными ресурсами. Одной из важных образовательных проблем являются дефициты подготовки молодых исследователей к работе с зарубежными базами данных. Следовательно, в условиях глобализации и цифровизации необходима специально организованная образовательная поддержка молодых исследователей в работе с зарубежными информационными ресурсами. Поддержка исследователей должна быть направлена на формирование надпрофессиональных навыков работы с Web of Science, Scopus и их аналитическими инструментами, формирование «наукометрической грамотности». Цель – обоснование эффективности модели организационно-методического сопровождения вхождения молодых исследователей в мировое публикационное пространство. Материал и методы. Теоретические – абстрагирование, анализ, конкретизация, обобщение; эмпирические – включенное наблюдение, анкетирование, опрос, рефлексивное интервью, эксперимент, фокус-группа. Результаты и обсуждение. Разработана структура компетенций молодых исследователей для работы с зарубежными базами данных Scopus, Web of Science и аналитическим инструментом SciVal, включающая мотивационный, когнитивный, поведенческий и рефлексивно-оценочный компоненты. Для формирования данных компетенций была создана модель организационно-методического сопровождения вхождения молодых исследователей в мировое публикационное пространство. Предложенная модель сопровождения была апробирована на базе Томского политехнического университета. Заключение. Результаты диагностики показали, что модель организационно-методического сопровождения вхождения молодых исследователей в мировое публикационное пространство способствует формированию надпрофессиональных навыков работы с зарубежными базами и их аналитическими инструментами, формированию наукометрической грамотности студентов, аспирантов и молодых ученых.

Введение. В настоящее время конкуренция между странами идет в области технологий, обеспечить лидерство своей стране сможет тот, кто обладает умением оперативно получать знания и переводить их в технологии. Доля российских высоких технологий на мировом рынке очень мала, составляет около одного процента. Следовательно, подготовка инженеров нового поколения нуждается в трансформации в приоритетном порядке. Наука является основой инженерного образования. Инженер XXI в. – это «инновационный инженер», разработчик, который должен обладать исследовательскими навыками, умением получать и применять научную информацию в профессиональной деятельности. Поиск в наукометрических базах данных с наибольшей эффективностью и результативностью – важный навык современного инженера. Международные базы данных позволяют получать актуальное научное знание, быть в курсе трендов в инженерной деятельности, новых идей, способствуя созданию уникальных технологий. Систематическая работа со Scopus и Web of Science – это одна из возможностей для Lifelong learning, развития общего и профессионального потенциала личности. Но многочисленные опросы показывают, что существуют дефициты в области подготовки будущих инженеров для работы с базами данных Web of Science и Scopus. Цель – обоснование эффективности проектного обучения для формирования исследовательских навыков работы с международными базами данных Scopus и WoS у будущих инженеров. Материал и методы. В работе использовались теоретические методы – абстрагирование, анализ, конкретизация, обобщение; эмпирические методы – включенное наблюдение, рефлексивное интервью, эксперимент, изучение продуктов учебной деятельности. Проведен анализ научных исследований, посвященных идеям философской, педагогической и психологической науки, которые определяют эффективность проектного обучения для формирования исследовательских навыков для работы с международными базами данных у будущих инженеров. Методологическую основу исследования составили деятельностный, личностно ориентированный подходы, теоретический анализ научной литературы, обобщение результатов исследования. Результаты и обсуждение. Представлены результаты апробации проектного обучения будущих инженеров Томского государственного университета систем управления и радиоэлектроники для формирования исследовательских навыков работы с международными базами данных в рамках дисциплины «Основы проектной деятельности». Заключение. Метод проектов для обучения будущих инженеров способствует формированию исследовательских навыков работы с международными базами данных.

13. Topical Agenda for the Study of Values in Foreign Sociology: Topics, Theories, Methodologies

Research on values is important both for the development of sociology and for. practices of social management, they provide the necessary basis for effective public policy.The purpose of this article was to analyze the current agenda for the study of values by building theoretical and methodological thematic clusters. An optional task was to describe the thematic thesaurus used by the authors of the articles on values. The hypothesis was tested that the theory of social status in relation to economic topics received the greatest recognition in the current agenda. The study was carried out in a quantitative design, the method of content analysis was used, followed by the calculation of the c-correlation coefficient between the three semantic components of the study: topic, theory, methodology. The empirical material was the abstracts of 132 articles published in 21 sociological journals, included in the 1 quartile of Scopus in 2016–2020. Articles were selected according to the author’s search method. The limitations of the study are the 5-year time period, the language of the article (English), the use of only abstract texts for analysis, and not the articles themselves, the author’s method of building clusters (it is possible to build clusters on other grounds).Results. The main hypothesis was confirmed. The strongest connection was recorded between the theory of social status and economic topics (c-correlation coefficient — 0.62). The smallest connection was found between family values and theories about values as ideal representations (0.21). At the same time, the coefficient of connection between theories and research topics is, on average, lower than that of methodologies and topics. Qualitative methodology is mentioned by authors of articles on values a little more often than quantitative one. (114 qualitative versus 103 quantitative). In the thematic thesaurus, the greatest diversity is recorded in the research area “Labor and Economics”, the least — in the areas “Family” and “Education”. Despite the fact that the group of articles dealing with values in the sphere of politics is the second largest in the sample with 87 articles (66%), only 15 frequently used terms were included in its thematic thesaurus. In the area of “Labor and Economics”, 65 significant terms were identified; in total, materials of 111 articles (84%) were attributed to this area.The directions of further research are related to the study of the isomorphism of the agenda for the study of values in international and Russian sociology, as well as the analysis of substantive discrepancies in the study of values in the same sphere of life between Russian and foreign sociologists.

14. Means of Semantic Compression in Modern English Scientific Discourse (Based on Abstracts to the Articles From International Scientific Citation Databases)

The article explores the phenomenon of semantic compression in small format metatexts within the contemporary English scientific discourse. Abstracts to scientific articles from international citation databases, in particular those of Scopus and Web of Science, are analysed with the aim of eliciting ways of semantic compression. The latter is viewed as a key parameter of a scientific abstract, whose semantic quality is the main factor responsible for further integration of the research results into the global knowledge pool. It is presumed that an abstract, being a secondary small-format text, represents an exact semantic copy of the original scientific article, hence compression is viewed as a mechanism of redistributing the functional load of the eliminated units of the original by means of increasing the informative potential of the remaining elements within the secondary small-format text. In the process of pragma-semantic and discourse analysis, a specific complex of semantic compression methods is revealed on every level of scientific abstract organization; in particular, compression means are elicited on the structural and semantic textual levels, as well as on the morphological, lexical, syntactic and graphical ones. The revealed patterns, on the one hand, expand our understanding of compression mechanisms typical of small-format texts in general; on the other hand, the practical data obtained as a result of the analysis can be used by a wide range of researchers while writing abstracts in English for publications in high-ranking international scientific journals.

The formation of the concept of responsible investment involves a change in the basic understanding of the investment process, which requires consideration of the possible consequences of such actions for the planet, society and economy. In this regard, it is important to provide a thorough methodological basis that will be the groundwork for the dissemination of this concept and its scientific foundation. The purpose of this work is to conduct a quantitative bibliometric analysis of research on responsible investing. The scientometric international databases Web of Science from Clarivate Analytics and Scopus from Elsevier and their built-in tools were used for this purpose. The time period of the study was 1990 – March 2021, the main search query – «responsible investment». Quantitative analysis of scientific publications in selected databases was conducted time, geographical and subject search, analysis of organizations that fund research on this topic and the most cited works. The results show a growing trend of research on responsible investment in the world, with an increase in recent years, and a predominance of research by scientists from English-speaking countries (UK, United States, Australia, Canada) and European countries (Spain, France, Germany, etc.). Research is mainly funded by the European Commission and other Japanese and European organizations. The analysis of subject areas in the study of responsible investing revealed the presence of both managerial and economic, as well as social and environmental issues. The analysis of the most cited works in the scientometric databases Scopus and WoS revealed the popularity of socially responsible investments in the context of institutional, behavioral and functional aspects, as well as their connection with corporate social responsibility.

A lack of accessible information about the demand for domestic articles on the mitigation of consequences of the accident at the Chernobyl nuclear power plant in the early post-accident period necessitates referring to publications presented in international bibliographic databases, which can be a good help in planning research and preparing publications. The intention is an analysis of articles in the field of eliminating the biomedical consequences of the Chernobyl accident in the world and in Russia, indexed in the Scopus database in 1986–2018. A search query gave an array of 3929 articles in Scopus. The largest number of articles was published by authors from the USA (13.2%), Ukraine (12.6%) and Russia (12.2%). A significant number of articles were published by international authors. The average annual number of articles was (119±6) in the whole array and (15±2) in the Russian array. In the whole array, 11.5% of the articles dealt with the biomedical problems of the liquidators of the consequences of the Chernobyl accident; 12.5% – the population living in the radioactively-contaminated territories; 18.7% – neoplasms; 8.6% – medical radiation physics; 21.2% – radioecology; 12.0% – biochemistry, genetics and molecular biology. In the Russian array, these respective percentages were 19.8, 17.3, 18.1, 21.7, 18.8% and 10.2%. On average, there were 10.5 citations per article, 70% of the articles were at least once cited, self-citations made up to 17.6%, and the Hirsch index was 81. A quite high demand for articles in the field of eliminating the biomedical consequences of the Chernobyl accident has been revealed among the world scientific community. Russian scientists should form a habit of quoting articles from their colleagues more often. Some domestic magazines still have a low publishing culture. A lack of transliterated lists of references not only precludes from indexing articles in Scopus, but also interferes with citing research papers from domestic scientists, their affiliated research institutions, and Russia as a whole.

The article traces main trends of the scientific research development on the Northern Sea Route using the international database Web of Science by Clarivate Analytics and Scopus by Elsevier. Using a scientometric analysis and analytical tools of DBs, the author shows countries, institutions and organizations that study this problem, as well as funds financing them; names productive periodicals and authors with high publication activity. In conclusion, the author notes that the study of the Northern sea Route development is an urgent problem for the entire world society, not only for the northern countries. Objective – to carry on a scientometric analysis of information arrays (IA) in the international scientific citation indices devoted to studying the Northern Sea Route development. Methods: scientometric analysis. Results: countries, institutions and organizations that study this problem are represented, as well as funds financing them; productive periodicals and authors with high publication activity are designated; the main research fields are revealed. Practical implications: the study should be used as an information base for further research of scientists and specialists on various aspects of the Northern Sea Route development.

This article provides an overview of the scientific productivity of the regions of the Republic of Belarus according to the data of the scientometric systems Scopus and Web of Science. The aim of the work is to present the results of bibliometric analysis of research activities in separate regions of the country. The following indicators are calculated: the number of organizations and publications, citations, average citations per article, highly cited publications. The performed analysis is relevant, since the topic of the regional distribution of publication activity in the Republic of Belarus has not been covered yet in the professional press. The analysis showed that the scientific productivity of the regions in Belarus is at a low level, even with the observed increase in publication activity in recent years. The results obtained can be used as initial data by specialists in their further research, heads of scientific organizations for making managerial decisions in the field of scientific policy, determining the most promising areas of research, etc. It is concluded that in order to improve the results of research activities of the territorial-administrative regions in the Republic of Belarus, it is necessary to actively develop national and international scientific cooperation.

The article presents the scientometric analysis of the journal Bibliosphere (founder – SPSTL SB RAS) for 15 years of its existence – from the first issue publication in 2005 to the end of 2019. The purpose of the article is to track changes in the quantitative bibliometric indicators of the journal in conjunction with both of the editorial policy and in the context of the journal’s mission – to increase the level of scientific research in the field of library and information science, book science, and bibliography and their integration into the world scientific space, to identify problematic issues and outline ways to solve them. The results of the analysis show that the recognition of the results of the research presented in the journal is gradually growing, however, this growth and the degree of integration of research into the international context is uneven. The most competitive are studies in the fields of library and information science, while the results in the field of book science often turn out to be unnoticed by colleagues not only abroad, but also in Russia.

Aim. To compare the effectiveness of evaluating the publication activity of organizations and authors by such indexing systems as Google Scholar, Scopus and RINTS, as well as to assess the reliability and credibility of these indexing systems in terms of measuring research performance. On the basis of this information, the reliability of the systems currently used to rank Belarusian universities, in particular the University of Grodno, was estimated. Methods. This article analyses and compares the effectiveness of various indexing systems, which is extremely relevant due to the widespread use of the Google Scholar, Scopus, and RINTS indexing systems in Belarus. Results. The general characteristics of the above-mentioned indexing systems and their significance in assessing the research performance of university staff are given. A comparative assessment of the indexing systems was carried out, including their specific features, advantages and disadvantages. The conducted analysis of the ideology and mechanism of indexing research data using Google Scholar proved the unreliability and inconsistency of this approach for evaluating research performance, as well as the fallacy of adopting this system for evaluating the publication activity of university staff. Conclusion. The analysis of the Russian Science Citation Index (RINTS) also revealed significant imperfections. However, the use of RINTS does provide a fairly objective comprehensive assessment of the publication activity of authors and organizations. In addition, RINTS enables an analysis of the structure of indicators, which is completely impossible using Google Scholar and Scopus.

Метою цієї роботи є огляд потенціалу використання наукометричних та бібліометричних показників для оцінювання результатів наукової діяльності та окреслення сучасних тенденції і кореляції даних та індикаторів високоцитованих публікацій українських авторів у провідних базах даних цитувань. На основі аналізу відібраних за визначеними критеріями публікацій та цитувань українських дослідників у трьох базах даних цитувань Dimensions, Scopus, Web of Science Core Collection, а також з урахуванням деяких показників Altmetrics і використанням таких індикаторів, як Scopus Citation benchmarking, Plum X Metrics за часовий проміжок 2017–2019 роки висвітлено особливості, тенденції та кореляції окремих показників щодо високоцитованих публікацій дослідників України. Наведено низку прикладів, що ілюструють дослідження. Виявлено, що перша десятка високо цитованих документів українських авторів є доробком великої кількості співавторів, зокрема зарубіжних, водночас трапляються документи, де науковці з українською афіліацією є головними авторами; журнали «топового» списку не є виданнями України, більшість документів авторів з українською афіліацією, отриманих за результатами пошуку в провідних базах даних цитувань, розміщені в журналах публікаційної моделі відкритого доступу, хоча відсутність повного тексту та згадування документа в Інтернеті не означає відсутність цитувань роботи, якщо вона є цікавою науковій спільноті; за сферою знань найбільше цитувань українських авторів здобули медичні, фізичні, математичні, комп’ютерні та хімічні науки. Автори підтверджують, зокрема, отриманими даними кореляцію між кількістю цитувань та міжнародним академічним партнерством, відкритим доступом, типом та видом публікації, джерелом та місцем публікації тощо.

An article in a scientific journal is the key element of modern scholarly communication system, in which scientific journals act as conductors of national science and researchers to the international level. Integration of Russian scientific journals into the global knowledge system and improving their competitiveness are necessary conditions for improving the competitiveness of Russian science itself.Today, we see a low quality of Russian scientific periodicals with an excessive number of journals. The highly competitive environment and the total use of bibliometric approaches in the research and assessment of science born unfair race for indicators, developing imitation science.The study aims to analyze, determine and propose solutions of topical issues of Russian scientific journals. The article is a case study of the oldest monthly scientific and production journal “Occupational Safety in Industry”. The transformation of the work of the editorial board is considered within the 2016–2019 period. We analyze the history of formation, development and the common problems of restructuring the activities of the editorial boards that have occurred in recent years.It is shown that the formalization of scientometric indicators and their impact on funding cause a sharp increase in the number of authors with multiple affiliations. In general, the use of bibliometrics in Russia has generated a number of systemic risks that threaten the development of national science.The study formulates the tasks and nearest prospects for the development of scientific journals as the basis for a changing scholarly communication system. It is necessary to develop the qualitative scientometrics with new scientometric indices and qualitative author-evaluating indicators (with more precise scientometrics, new tools will appear, including those for identifying dishonest scientists).To improve the evaluation system of Russian scientific journals, we propose: improving the generally accepted scientometric methods taking into account Russian specifics and introducing a system for assessing and monitoring the quality of Russian scientific journals, combining the use of bibliometric information and independent expert evaluation. The creation of high-quality scientometrics is possible with the use of artificial intelligence systems.The proposed steps will build a self-regulatory ecosystem on the Russian space of scholarly communication with well-functioning high-quality expertise, which will determine the future of scientific journals.

Today research libraries pay special attention to research information support. Publication activity is one of the most important indicators of the effectiveness of a scientific organization and reflects the level of science development in the state and separate regions. The article presents the statistics of publications of Russian authors according to Web of Science and Scopus. The contribution of Ural scientists to the all-Russian volume of publications on key indicators was analyzed. It shows the common development vector and a noticeable input of the Ural physicists, astronomers, chemists, mathematicians, specialists in engineering and material science in the Science in Russia. In order to achieve better results, the author proposes the creation of a publication activity support service. The review of existing Russian and foreign services is presented, as a result of which the list of actual types of services, the request form and the content of the future service is formed and described.

24. Teaching Academic English to Russian-speaking Academic Staff: The Case of the Office of Academic Writing

The paper discusses the preliminary results of teaching academic writing to scientific and academic staff at South Ural State University (national research university) within the framework of advanced training courses. The 36 and 72-hour training programs were developed by the academic and methodological department of the Office of Academic Writing. The Office was opened at the university in 2016 in order to improve the academic literacy of the university’s academic staff, develop professional communication skills in English, and assist authors who aspire to get their papers published in top rated scientific journals indexed in the scientific citation databases Scopus and Web of Science. Upon completion of these programs, authors of scientific papers gain knowledge about the basics of academic writing, the structure of a scientific paper, the English scientific style and its lexical and grammatical features, as well as editing a paper, working with scientific citation databases, and elaborating a publishing strategy. We conducted a study from October 2016 to December 2018 and calculated data on the attendees’ affiliation (an institute or higher school), the contingent (position), and the importance of the offered training programs (the number of attendees in each course). The obtained data indicates that representatives of social-humanitarian and technical fields show a special interest in the courses. The courses of academic writing are most popular among associate professors who have experience in publishing papers in Russian. Authors are especially interested in intensive practice-oriented programs. Upon completion of the courses and with the support of the Office of Academic Writing, attendees prepared scientific texts in English and submitted them to top rated journals and conference proceedings. The educational activity of the Office of Academic Writing can be developed through elaboration and implementation of new advanced training programs, including the distance ones. Their effectiveness will be evaluated by an increase in the publication activity of the university’s employees.

25. Scientific Research on the Issue of Soft Skills Development (Review of the Data in International Databases of Scopus, Web of Science)

Introduction. In today’s world, professionals in any sphere of occupation should have soft skills in order to be in demand in the labour market, to quickly build a career and to achieve personal success. Soft skills involve: skills to communicate, to think creatively and unconventionally, to work in a team and to take responsibility, to organise own time effectively and to adapt quickly in new situations, etc. Therefore, it is necessary to be an owner of social qualities, which are commonly referred to as universal competencies, aimed at to finding optimal balanced solutions in a wide range of daily professional tasks. These skills are not quantifiable and are not generally described in job descriptions, but precisely these skills ensure high efficiency and productivity in any industry. In Western countries, the issues and strategies for soft skills formation in different categories of population have been studied for quite some time. Recently, these problems have become much more common among Russian scientists. The growing relevance of this issue is related to the changes in educational system, the changes in educational and personal guidelines, and the requirements for professional activities. This article is an overview of scientific Russian and foreign publications devoted to the aspects of soft skills development.The aims of the present research are the following: to identify the main trends in the study of soft skills and the possibilities for their acquisition by a person; to find out the similarities and differences between Russian and foreign studies; to determine the most promising scientific inquiry.Methodology and research methods. The study is based on the comparative-historical method. The authors used content-analysis and comparative analysis of documents, articles and results of statistical reports in international databases of Scopus and Web of Science within the period from 1975 to March 2019.Results and scientific novelty. For the first time, the authors conducted retrospective panoramic review of publications on soft skills, systemised additional information concerning the topic under discussion and identified the similarities between existing problems in different countries: lack of appropriate attention to soft skills development when designing educational programmes; insufficient involvement of employers in this process; complexity of the process of observing and evaluating soft skills; difference between the set of competencies acquired by graduates during studies with expectations and demand in the labour market, etc. Diverse ways of soft skills development are offered: organisation of special courses taught out of the subject context (which have already shown their inefficiency), mastering soft skills in parallel with the process of subject-based training or through the potential of particular disciplines. The international scientific community agrees with the statement that educational programmes, in any case, need to be refocused on the soft skills development. However, the general trend is the presentation in most studies of local statistical results, rather narrow professional topics of research and limited time (1–2 academic years). Concerning methodological tools for measuring universal social skills, both Russian and foreign authors prefer case study, classroom research and questionnaires.In general, Russian pedagogical science demonstrates the same vector of development as foreign science, but passes the same stages as other countries with a lag. The only significant difference was found in the research topic: according to the publications of Russian scientists, little attention is given to the problem of migrants’ soft skills. Indeed, the issue of soft skills development is one of the most relevant problems abroad. This can probably be attributed to the specifics of migration processes: for instance, many foreign citizens with completely different cultural and religious mentalities arrive in the European Union; on the contrary, Russia is migrated mainly from former Soviet republics, wherein people are close to the Russians in emotional intelligence.Practical significance. The results of the analytical review allow the scientific and pedagogical community to obtain a comprehensive picture of the main trends in studying the problems of soft skills development and to identify priority directions of further research.

На оцінку ефективності досліджень та дослідників дедалі більше впливають кількісні дані. Для оцінки якості та наукового впливу публікації основною метрикою є цитування, кількість яких визначає академічний вплив. Хто і як цитує українські журнали? Які існують основні кореляції та тенденції? Для дослідження цих аспектів був проведений аналіз цитувань двох «молодих» українських журналів, що видаються Національним університетом «Києво-Могилянська академія». Автори здійснили пошук статей, опублікованих двома журналами (Kyiv-Mohyla Humanities Journal та Kyiv-Mohyla Law and Politics Journal) у базах цитувань Dimensions, Web of Science та Scopus. За допомогою бібліометричного аналізу були розглянуті такі показники, як: цитування; самоцитування автора; самоцитування журналу; цитування від автора, афілійованого з видавцем журналу; цитування від автора, що має спільну афіліацію з автором статті; Altmetric Attention Score. Мета дослідження – з’ясувати вплив публікацій різних галузей знань у журналах відкритого доступу для дослідників різних країн світу, зростання кількості цитувань для публікацій англійською мовою; обґрунтувати важливість дотримання міжнародних публікаційних стандартів, кореляції для самоцитування та ін. Важливим результатом є висновок стосовно важливості індексування в різних базах даних. Дослідження показало, що на кількість цитувань журналу передусім впливає тематична актуальність матеріалів: тематика статті (тому, випуску) має стійку кореляцію з динамікою та географією походження цитат. Кількість самоцитувань авторів, самоцитувань журналу, а також цитат, що походять від спільної з автором та видавцем афіліації, виявилась незначною. Було виявлено також відсутність вагомого впливу на кількість цитувань дати публікації та її поширення в інтернеті (Altmetric). З’ясовано, що індексування журналів у реферативних, повнотекстових базах даних та базах цитувань також впливає на їхню видимість та читацьку аудиторію.

The changing world of scholarly communication and the emerging new wave of ‘Open Science’ or ‘Open Research’ has brought to light a number of controversial and hotly debated topics. Evidencebased rational debate is regularly drowned out by misinformed or exaggerated rhetoric, which does not benefit the evolving system of scholarly communication. This article aims to provide a baseline evidence framework for ten of the most contested topics, in order to help frame and move forward discussions, practices, and policies. We address issues around preprints and scooping, the practice of copyright transfer, the function of peer review, predatory publishers, and the legitimacy of ‘global’ databases. These arguments and data will be a powerful tool against misinformation across wider academic research, policy and practice, and will inform changes within the rapidly evolving scholarly publishing system.

На примере базы данных Scopus проведен анализ публикаций белорусских авторов с целью изучения тенденций международного научного сотрудничества на начальном этапе. На основе использования наукометрических и библиометрических методов – статистического, подсчета количества публикаций, индексов цитирования, количества соавторов – выявлено, что доля одиночных публикаций в тематических коллекциях базы данных крайне незначительна, представленные статьи являются результатом масштабных международных проектов и подготовлены при участии больших авторских коллективов с лидирующей ролью исследователей высокоразвитых стран. Обоснована перспективность международного коллективного формата сотрудничества для публикации результатов научных исследований в журналах с высоким импакт-фактором, что способствует цитируемости работ и повышению научного имиджа белорусских авторов.

The article discusses the current situation in the Russian higher school system related to the publication activity of faculty, including publications in journals indexed in international citation databases Scopus and Web of Science. The author argues that the vast majority of scientific and pedagogical workers of Russian universities, especially those teaching social and economic disciplines, are unable to provide the necessary number of such publications required by the administration, due to both organizational and financial reasons. In order to ensure at least a relative balance between the interests of the faculty and their employer, it is proposed to create new structural entities in large public and private universities – centers for support of the publication activity of teachers. The author has developed a project of standard organizational structure of management for this Center, as well as an algorithm of its work and the main functions of its divisions.

In the culture and society of the Republic of Moldova, philology has a distinct position, which is due to the importance of the studies dedicated to the evolution of language, literature and folklore both in the current space of the republic and in the general Romanian space. One of the most widely used research methods of scientific fields is the bibliometric analysis. The richest data source for bibliometric studies in the Republic of Moldova is the ŞTIU.md platform. The analysis carried out on this source concerns the following: author, year of publication, IBN domain, UDC (Universal Decimal Classification), keywords, document type, source, affiliation, country, language, type of access. The results of the research highlight the interesting features of the philological research in the Republic of Moldova, which is mainly focused on subjects of local and regional relevance.

The work by W. Rostow in 1985 was the first study on the fourth industrial revolution. Analysis of publication activity based on data from the Scopus citation system and the Russian Scientific Electronic Library (elibrary.ru) for 2011-2020 shows a significant increase in the interest of researchers in this topic. A study of abstracts and available full texts of publications shows that the least developed is an analysis of the distribution of this topic by branches of knowledge. Therefore, the goal of the article is to quantify the degree of penetration of the Fourth Industrial Revolution topic in the Scopus publications at the macro and micro levels of the ASJC classification. This goal includes four interrelated research tasks. The first task is to evaluate for 27 macro categories and their possible relationships. The results were two 27 × 27 tables that show the absolute and relative distribution of publications by 27 macro categories and their paired relationships. The second task is an assessment for 15 micro categories included in the macro category “Business, Management and Accounting” and “Economics, Econometrics and Finance”. The result is a 15 × 15 table with absolute and relative indices that show the distribution of publications in the selected 15 micro categories and their intersections. The third task is to evaluate for 334 ASJC micro categories without taking into account intersections between micro categories. The result is the identification of 94 micro categories that are out the framework of the fourth industrial revolution, and the ranking of the remaining 210 categories according to the number of publications and the coefficients of penetration in the subject micro categories. The fourth task was to develop a method for finding work at the intersections of various micro categories. The text presents 24 works on management and other related micro categories that illustrate the created method. Discussion questions and directions for possible future research complete the article. The database includes 9810 publications indexed by Scopus, which in their titles, abstracts and keywords contained the phrases “fourth industrial revolution”, “4th industrial revolution” or “industry 4.0”. The author of the article personally did all the data extraction from Scopus and its processing from March 30 to April 3, 2020.

The article analyzes the problems of diversification of the higher education system in the light of the problems of scientific communications.With regard to the purpose of this study, as a key point was chosen the analysis of research activities of domestic universities and in particular-publication activity, as one of the criteria for assessing the effectiveness of research activities of higher education institutions. The author concludes that the role of Universities in the training of scientific personnel in Russia is growing. If this trend continues, we can say that the domestic trend of diversification of the education system, have full or almost full compliance with global trends, where the training of scientific personnel is conducted mainly in higher education. Based on the analysis of statistical material, it is noted that the number of publications in journals of Russia and other post-Soviet States indexed in the international citation databases Scopus and Web of Science Core Collection is small compared to other countries.

The article contains the research results of the Central Scientific Library of the Ural Branch of the Russian Academy of Sciences (CSL UB RAS) to determine the publication activity of chemical profile institutions of UB RAS based on information retrieval system SciFinder of Chemical Abstracts Service (CAS). The indicators take into account publications number, their citation rates and impact factors of journals (from the database Journal Citation Reports). The authors reveal basic research topics, scientific journals, which published the research results of scholars working at the chemical profile institutions of UB RAS more often. The article presents the results of studying citation of inventions of UB RAS’ scientific organizations in the Russian Science Citation Index (RSCI) (Scientific Electronic Library eLIBRARY.RU) and SciFinder (CAS). The obtained indicators allow authors to evaluate the dynamics of scientific productivity of UB RAS’ institutions.

This study analyzes the scientic literature on technology transfer by comparing the studies on this topic indexed in Web of Science Core Collection (WoS CC) database and Scopus (SC) database using bibliometric techniques. The technology transfer process plays an essential role within an interactive and open approach of the innovation process. Public Research Organizations receive major public investment for research and development (R&D) and the eectiveness of technology transfer into new or better products or processes is strongly related to the contribution of those public investments to economic development. As a consequence, countries and regions economies become more innovative, which allows them to increase productivity and competitiveness, boost growth and create jobs, improve healthcare, transport, digital services and countless new products and services, develop a more social and sustainable economic model, and address current social challenges such as climate change and food security. For this reason, Public Administrations are actively searching for new ways to improve the technology transfer processes. On the other hand, the academic literature is increasingly focusing on technology transfer in order to provide scientic data for the public policies design and for the evaluation of these policies’ results. The main objective of this study is to provide a general and comprehensive overview of the main dierences between the WoS CC and Scopus databases on technology transfer research, and to identify recurrent trends in both databases. The bibliometric study analyzes the publication year structure and the distribution of documents pe research area, as well as the most cited articles, the most productive and inuential authors, institutions, countries and journals, and the most common author keywords; also, bibliometric mappings of bibliographic coupling of countries, co-citation of journals, and co-occurrence of author keywords will be implemented in order to present a graphical visualization of these variables

In the article, the criteria (design, organizational and communication, productive) and indicators of efficiency of the use of electronic open journal systems (EOJS) in scientific and pedagogical research are elaborated. A sufficient level of projective criteria (67%) and high level of organizational and communication (80%) and effective (100%) criteria was established by an expert evaluation. The concept of "ICT-competence of scientific workers on the use of EOJS in scientific and pedagogical researches" was specified. The motivational-value, cognitive, operational-activity, adaptive components of ICT-competence are singled out and the criteria (axiological, cognitive, praxeological, and adaptive) and the indicators of its evaluation are specified. As a result of expert evaluation by ranking method, the most significant criterial indicators are specified, which should be guided in the process of assessing the ICT competence of scientists on the use of the EOJS in scientific and pedagogical research. The characteristic of levels of ICT-competence components’ formation (basic, sufficient, in-depth) is given. The criteria for evaluating scientific periodicals for inclusion in the leading international scientometric and abstract databases Web of Science (WoS), Scopus, Directory of Open Access Journals (DOAJ) are considered.

Nowadays, we observe the expanding gap between levels of signals of universities and researchers from different countries, resulting in different levels of incomes and opportunities for access to scientific knowledge. The article points out that the current system leads to the growth of power of major players of this market, and this is the result of concentration of property rights within the industry.

The development of academic writing competence is an institutional responsibility of universities. However, writing centers in Russian universities have proved to be true laboratories for scholarly communications as tasks they have to solve are conceptually different from those of overseas universities and the aims they attempt to reach are by far more challenging. One of such aims is to provide university researchers with expert help in order to develop their professional competencies so that they could significantly improve their publication outcomes and, as a consequence, succeed in the global academic community.

When publishing an education related article, a problem of choosing and evaluating a scientific periodical rises. A simple comparison of educational journals ranks in Russian ratings and other resources that use an appropriate approach in selection and assessment of journals, which allows them to rate journals, shows ambiguous results. The conducted analysis revealed that none of resources offers a full range of reputable journals in an analyzed category, thus, cannot be a universal tool in this field.

In this article the problems of research and evaluation of Antonio Gramsci’s theoretical heritage are considered. Empirical data were taken from electronic bibliographic abstract databases «ProQuest Dissertations & Theses» and «Scopus». The article presents the results of two series of research concerning researchers’ publications on Antonio Gramsci’s theoretical heritage issues. The first series aims at defining the state and dynamics of publications by the categories of «Gramsci’s heritage studies». The second series specifies the points of the first series, and contains the issues of using «Gramsci and Education» criterion for defining the authorship of the publications on his theoretical heritage. The article shows that publication activity of teachers can be considered within three clusters of time period. Empirical data analysis by «Gramsci and Education» criterion allows for some meaningful conclusions about chronological distribution and content of publications by modern teachers abroad.

It is demonstrated that the share of meeting abstracts and proceeding papers accounts for 20% of publications indexed in Web of Science Core Collection. There has been carried out an evaluation of the Russian scientific community’s inclusion in generating publication flow, formed using meeting abstracts and proceeding papers, indexed in Web of Science Core Collection. It is demonstrated that the accumulative share of Russian conference content in the overall volume of documents of this type, indexed in WоS CC in 2014, equals 1,56%, which places Russia 15th in the world rating. The relative share of Russian meeting abstracts in the global cohort of WoS CC is 0,98% (22th in the global rating), and the share of proceeding papers is 2,32% (10th in the world). The article analyses the effect of publications from international conferences, held in Russia, on the national publication flow, indexed in WоS CC. Attention is drawn to the fact that more than half of international conferences, organized by Russian Academy of Sciences, do not fulfil their function in internationalising outcomes of fundamental research, completed in Russia.It is concluded that such content as publications from conferences is poorly used by the professional Russian scientific community for translating new scientific knowledge and increasing the volume of national publication flow, indexed in international bibliometric databases.

An important aspect of the interaction of the subjects of legal relations is the process of making a management decision on the possibility of partnership. This makes it necessary to assess the economic reliability of a participant in the relationship, both a potential partner and within the framework of the interaction that took place. The purpose of the article is to show a variety of approaches when analysing the organisation economic reliability. The approach proposed to assessing the organisation reliability from the point of view of the goals of different interest groups of the organisation business environment has been illustrated. The object of the study is the concept of the organisation economic reliability. The subject of the study is the differences between the goals (markers) of different interest groups in assessing the organisation economic reliability. The methodological and theoretical basis of the research is general and private scientific approaches to studying the essence of the definition and methods of assessing the organisation economic reliability. The article is based on the system approach methodology. During the study the methods of comparative analysis, the method of expert assessments, normative and logical methods were used. In addition, CyberLeninka, eLibrary.Ru, Scopus, Web of Science, and Google Scholar were used as academic citation database. To ensure the accuracy of the literature review process, all publications were studied independently by the authors. The article reveals the dependence of the assessment and the form of presentation of the results of the assessment of the organisation economic reliability on the group of users in whose interests it is carried out.

The article reviews criteria for scientific research performance assessment. It analyzes feasibility of the task to develop scientifically based methods that would allow assessment of activities performed by individual research departments and teams. The authors believe that a full-scale study of the dynamics of scientific departments and teams development should be based on the Current Research Information Systems (CRIS) within companies integrated into the national CRIS. The authors suggest a method to assess performance of the ongoing research studies based on the review of ratings of journals on which a research team’s studies are published.

Background. Modern system of scientific work evaluation is based on scientometric indeces. It stimulates authors to choose journals for their manuscript publication, based on many parameters. Objective. To reveal convenient scientometric journals for native morphologists. Results. Analyzing main scientometric databases (Scopus, Web of Science and Russian Index of Scientific Citations) for the presence of journals, published in CIS countries, we have revealed their minimal number. This problem results in inadequate assessment of scientometric indices for native authors, as they publish their articles predominantly in another titles. Conclusion. Selecting a journal for manuscript publication authors should pay attention to its indexing in scientometric databases - Scopus, Web of Science and RISC. Among these journals, those which are published in CIS countries are more convenient for native authors. Among the three scientometric databases RISC is the most affordable – it contains the largest number of Ukrainian scientific periodicals and morphological journals of CIS countries. The fact of registering the journal in Google scholar or Index Copernicus International database is not enough to consider it as a scientometric. Citation: Pototskaya OYu.
