Устойчивое развитие регионов является приоритетным направлением государственной политики. Одной из тенденций последних лет выступает создание и развитие производственной инфраструктуры внутри региона в целях получения наилучших показателей устойчивого развития. Формирование индустриальных парков как драйверов экономического роста способствует созданию целостной производственной системы внутри региона, направленной как на формирование экономической безопасности региона, так и на ускорение темпов его развития. С целью оценки роли индустриальных парков в достижении целей устойчивого развития (ЦУР) на уровне региона в статье соотнесены задачи ЦУР и вклад индустриальных парков в их достижение. На основе обзора теоретических положений устойчивого развития региона и показателей его оценки авторами предложена система показателей оценки устойчивого развития региона с выделением экономических, социальных и экологических аспектов. Оценка показателей развития института индустриальных парков в РФ позволила определить тенденции экономического роста региона при увеличении инвестиций в индустриальные парки. Результаты вклада индустриальных парков в развитие экономики регионов соотнесены с их влиянием на достижение целей устойчивого развития. Важным результатом представленного исследования стало формирование выводов на основе анализа позиций регионов РФ — лидеров по числу индустриальных парков в соответствии с индикаторами устойчивого развития. В числе индикаторов экологической, экономической и социальной компонент устойчивого регионального развития авторами исследованы экологический рейтинг регионов, объем валового регионального продукта на душу населения и индекс человеческого развития, рассчитанные на основе данных официальной статистики., Modern state policy predetermines necessity of pursuing sustainable development of the regions. Based on the review of the theoretical provisions of the sustainable development of the region and indicators for its assessment, the authors propose a system of indicators for assessing the sustainable development of the region with the allocation of economic, social and environmental aspects. В статье представлены результаты сравнения положений, касающихся вопросов экономического развития Стратегий национальной безопасности Российской Федерации 2009 и 2015 гг. В результате проведенного исследования установлено сохранение формулировок ключевых положений данных стратегических документов. Следовательно, сделан вывод о неизменности за шесть лет национальных стратегических целей, угроз и других элементов Стратегии. Это означает, что за время действия Стратегии 2009 г. отсутствовали значимые изменения, способные улучшить ситуацию в экономической сфере РФ. Поэтому было принято решение провести углубленное исследование данной проблемы на региональном уровне. На данном этапе исследования был проведен анализ преемственности Стратегии национальной безопасности РФ и соответствующих документов регионального уровня (на примере Санкт-Петербурга). Сопоставление стратегических документов, а также государственных программ Санкт-Петербурга позволило установить, что большинство элементов Стратегии национальной безопасности РФ не учитываются на региональном уровне (в Санкт-Петербурге), что снижает возможность достижения целевых ориентиров на федеральном уровне управления. Обнаруженный факт является причиной отсутствия значимых изменений в формулировках ключевых положений федеральных стратегических документов. Были обнаружены и другие важные проблемы в краткосрочном планировании. As a result of the study, the wording of the key provisions of these strategic documents was preserved. Consequently, it has been concluded that the national strategic objectives, threats and other elements of the Strategy remain unchanged over 6 years. This means that during the 2009 Strategy there were no significant changes that could improve the situation in the economic sphere of the Russian Federation. Therefore, it was decided to conduct an in-depth study of this problem at the regional level. At this stage of the study, an analysis of the continuity of the National Security Strategy of the Russian Federation and relevant documents at the regional level was carried out (using the example of St. Petersburg). A comparison of strategic documents, as well as state programs of St. Petersburg, made it possible to establish that most elements of the National Security Strategy of the Russian Federation are not taken into account at the regional level (in St. Petersburg), which reduces the possibility of achieving benchmark targets at the federal level of management. The fact discovered is the reason for the lack of significant changes in the wording of key provisions of federal strategic documents. Other important problems in short-term planning were found. Данная работа посвящена совершенствованию государственной жилищной политики, реализуемой на региональном уровне. Задачи, которые ставились в Ñ Ð¾Ð´Ðµ исследования, следующие: 1. Изучить теоретические основы формирования и реализации государственной жилищной политики на региональном уровне. 2. Провести анализ реализации государственной жилищной политики на региональном уровне в России (на примере Ленинградской области). 3. Предложить мероприятия, способствующие совершенствованию и развитию жилищной политики Ленинградской области. При проведении исследовании были использованы различные методы. In addition, this work can be useful for other constituent entities of the Russian Federation who are looking for solutions in the field of housing policy. Одной из важнейших задач гигиенической диагностики является выявление причинно-следственных связей между воздействием факторов окружающей среды и возможными изменениями состояния здоровья на основе гигиенического нормирования. С учетом современных достижений в интеграции знаний разработана и апробирована системная технология гигиенической диагностики для практической деятельности врача-гигиениста общего профиля. В гигиенической диагностике широко распространенными методами исследований, применяемыми врачами гигиенистами и клиницистами являются санитарно-описательные, физические, биологические, санитарно-химические, эпидемиологические, клинические методы исследований, метод гигиенического эксперимента и др. Проведена и апробирована выборка и логическая систематизация: методов и методик статистического анализа, донозологической диагностики, медицинского картографирования, подходов и методик к применению методологии оценки риска (в том числе и собственно разработанных адаптированных к региону) и других, по оценке неблагоприятного воздействия факторов среды обитания на здоровье населения на региональном уровне. Объектом исследования является система управления государственной собственностью на региональном уровне. Целью выпускной квалификационной работы является разработка предложений по совершенствованию системы управления государственной собственностью на региональном уровне. В ходе анализа института государственной собственности была определена сущность государственной собственности, её особенности и виды, дана классификация методов управления государственной собственностью, приведен их сравнительный анализ. По итогам анализа деятельности органов власти, осуществляющих управление государственной собственностью на региональном уровне, на примере Санкт-Петербурга, были выявлены основные проблемы управления государственной собственностью на региональном уровне: эффективная работа госпредставителей в акционерных обществах; несовершенная система учета, планирования и отчетности по работе с имущественными объектами; несовершенная система предоставления госимущества в аренду; несовершенная система контроля за использованием госимущества, переданного в аренду. Автором предложены возможные пути решения по ряду выделенных проблем в сере управления госсобственностью на региональном уровне, включающие изменение нормативно-правовой базы, структурные и методологические изменения системы управления госсобственностью на уровне региона. Представлен проект изменений системы аренды государственного имущества на уровне региона в части совершенствования процедуры работы с арендаторами-должниками: создание на сайтах региональных органов управления государственным имуществом открытого перечня организаций-должников; разработка перечня способов досудебного урегулирования вопросов погашения дебиторской задолженности контрагентов-должников; создание на базе регионального органа управления государственной собственностью специальной комиссии по работе с организациями-должниками. Реализация данных мер позволит органам региональной власти более рационально использовать имущество., The object of research is a system of state property management at the regional level. Based on the analysis of the activities of government bodies managing state property at the regional level, using the example of St. Petersburg, the main problems of managing state property at the regional level were identified: the effective work of state representatives in joint-stock companies; imperfect system of accounting, planning and reporting on work with property objects; imperfect system of providing state property for rent; imperfect system of control over the use of state property leased. The author suggests possible solutions to a number of identified problems in the field of state property management at the regional level, including a change in the regulatory framework, structural and methodological changes in the state property management system at the regional level. A draft of changes to the state property leasing system at the regional level is presented in terms of improving the procedure for working with debtor tenants: creating an open list of debtor organizations on the sites of regional state property management bodies; development of a list of methods for pre-trial settlement of issues related to the repayment of receivables from counterparty debtors; the creation on the basis of the regional state property management body of a special commission for working with debtor organizations. The implementation of these measures will allow regional authorities to more rationally use property.

Актуальность исследования обусловлена тем, что в настоящее время в Дагестане государ ственночастное партнерство все еще находится в зачаточном состоянии. The article is devoted to the problems and trends of the development of interethnic relationships at the regional level. The assumption that migration process has direct influence upon them is proved. The hypothesis of the research is that the interethnic relationships of "traditional" ethnic communities for the region fundamentally differ from the interethnic relationships of the ethnic communities formed by the new migrants. For the first ethnic communities, ethnicity is not so important while the civil identity is more relevant and over-ethnic integrated images are developed. That results in the reduction of interethnic tension. For the other ethnic communities, ethnic and cultural barriers are strong, ethnicity is relevant for them. Furthermore, the language curtain and social distance strengthen interethnic tension for these ethnic communities. In our opinion, the basic threat is that the efforts of public authorities for the harmonization of interethnic relationships are mainly bending to the first ethnic communities. The public authorities attempt to save and develop the ethnic culture to form tolerance. Meanwhile, the major interethnic tension is associated with the migration process, a negative perception of migrants and a number of sociopsychological problems. Main factors having the influence on the negative perception of migrants and interethnic tension are analyzed. The conclusions are based on the research conducted by the author in 2011, relying on the questionnaire and expert survey, on the research conducted from 2008 till 2015, on the analysis of national population census and analytical reviews about migration situation. The results of the study can be used by the public authorities of the region developing ethnic policy, migration policy in formulation forecast of socio-economic development and social tension. © L. Обосновано предположение о непосредственном влиянии на них миграционных процессов. Проанализированы факторы, влияющие на негативное отношение к мигрантам и формирующие межэтническую напряженность.

The purpose of the article is the interregional analysis of human potential. In comparison with the quality of life of the population, the quality of population itself is studied far less. The article presents an expanded characteristic of human potential in seven directions: economic activity, demographic processes, physical health, cultural potential, social health, educational potential and the attitude of the population to the environment. On the basis of statistics for 2008-2012 years, 63 indicators of human potential for all directions are selected. In the final result, the correlation analysis has led to the substantiation of the system of indicators consisting of 10 indicators. Three economic and seven social indicators characterizing human potential are included into this system. On the basis of the indicators by means of hierarchical agglomerative methods of cluster analysis, a classification of the Russian regions is carried out in two versions: with economic indicators and without them. The result of the calculations is a stable temporal typology of regions by indicators of human potential covering 74.4 % of the population of Russia. The article provides a substantial interpretation of dividing regions into groups, identifies the strengths and weaknesses of each cluster, shows the specific features of the regions included into the clusters. The obtained results can be used in the development of measures for the reduction of the interregional inequality in terms of human potential. It is possible to define what measures can be effective by studying the strategic directions of the development of regions in the cluster which is the most successful regarding the characteristics of human potential. Приведена характеристика человеческого потенциала по семи направлениям: экономическая деятельность, демографические процессы, физическое здоровье, культурный потенциал населения, социальное здоровье, образовательный потенциал, отношение населения к окружающей среде. Представлена содержательная интерпретация разбиения регионов на группы, выявлены сильные и слабые стороны каждого кластера, отмечены специфические особенности входящих в них регионов.

В статье рассмотрены вопросы совершенствования управления инвестиционной деятельностью на региональном уровне в условиях рыночной экономики, которые должны способствовать эффективному развитию социально-экономической сферы и реального сектора экономики.
