В 2022 году исполняется 300 лет со дня принятия Табели о рангах 1722 года. В статье рассматриваются изменения, произошедшие в государственной службе Российского государства в XVIII столетии. Особое место уделено Табели о рангах 1722 года как нормативному акту, который положил начало радикальным преобразованиям в отечественной государственной службе. Впервые появляется четкое разделение видов государственной службы на военную, статскую и придворную. В отличие от регламентов других европейских государств, в Табели о рангах основным видом госслужбы стала военная служба по сравнению со статской и придворной. Также Табелью о рангах был установлен принцип чинопроизводства в зависимости от выслуги чина и служебных заслуг. Возможностью приобретать дворянство выслугой Табель о рангах оказала решающее влияние на социальное положение чиновников, происходивших из непривилегированных сословий, что привело к существенному изменению состава и численности дворянства. Следствием принятия Табели о рангах стало образование бюрократии как особого слоя российского общества., 2022 marks the 300th anniversary of the adoption of the Table of Ranks of 1722. The article deals with the changes that took place in the public service of the Russian state in the 18th century. A special place is given to the Table of Ranks of 1722, as a normative act that marked the beginning of radical transformations in the domestic public service. For the first time, there is a clear division of the types of public service into military, civilian and court. In contrast to the regulations of other European states, in the Table of Ranks, the military service became the main type of civil service compared to civilian and court service. Also, the Table of Ranks established the principle of rank production depending on the period of service of the rank and service merit. Thanks to the possibility of acquiring the nobility by period of service, the Table of Ranks had a decisive influence on the social position of officials who came from the unprivileged classes, and, thus, on a significant change in the composition and number of the nobility. Improving the functioning of a military organization involves the transformation of its functional structure in order to qualitatively protect the state from new challenges and threats to national security. Social processes in transforming societies are determined by the complication of differentiation of the social structure, the growth of "role pluralism." To describe the level of differentiation of a military organization, its stratification is applied using a functional approach. The article presents the stratification structure of the organization in question, distinguished in accordance with the indicators of military rank, level of education, qualification, power, and military command link. The description of the structural elements of the military social system, indicators of the status of a serviceman is given. The study of the stratification division of the military organization also allows us to characterize the degree of inequality of the social groups of the military collective

The developed matrix of the model of professional and technical competencies is also characterized, with the help of which it is proposed to assess the level of proficiency in tools and technologies by HR-specialists. A competency model is a set of core competencies that employees need to successfully achieve the strategic goals of a company. Approbation of the developed recruiting algorithm is given on the example of LLC RN-BashNIPIneft. Представлен структурно-содержательный анализ основных этапов апробирования и ввода в действие профессионального стандарта «Педагог-психолог (психолог в сфере образования)» в образовательных учреждениях Российской Федерации, осуществленных в период с 2012 по 2019 г. Обозначаются требования недавно утвержденного профессионального стандарта «Педагог-психолог (психолог в сфере образования)», предъявляемые к психологу, работающему в образовательных учреждениях. Показано, что профессиональным стандартом предъявляются довольно высокие требования к соискателям должностей, связанных с психолого-педагогической деятельностью. Отмечается, что эффективная реализация общетрудовых и трудовых функций, обозначенных в профессиональном стандарте, возможна при сформированности у педагога-психолога определенных универсальных, общепрофессиональных и профессиональных компетенций, связанных с трудовыми действиями, необходимыми умениями и знаниями.

Problems and prospects of legal regulation of the personnel reserve institute for state civil servants are considered, the mechanism of formation of the personnel reserve is considered taking into account law enforcement practice. At present, in Russia, the formation of the personnel reserve is aimed at ensuring the realization of the constitutional right of citizens to equal access to public service. There is a need to improve the competitive system of filling the posts of the state civil service. In conclusion, it is concluded that an important vector in the development of the legal regulation of the personnel reserve is the formation of a mechanism for the promotion of civil servants in the personnel reserve.

Работа посвящена проблеме навигации в условиях недоступности сигнала спутниковых средств (GPS, Глонасс). В этом случае для определения местоположения объектов используются альтернативные источники навигационной информации, например, Bluetooth устройства, имеющие целый ряд преимуществ. Это возможность построения инфраструктуры на базе недорогого и распространённого оборудования, не требующего специальных профессиональных навыков персонала и возможность практически произвольного конфигурирования датчиков на стенах помещения в силу их малого размера и автономности. Передаваемые Bluetooth устройством данные содержат довольно ёмкую информацию о его работе. Для решения задачи навигации наиболее важными элементами данных являются уникальный идентификатор наблюдаемого устройства и относительный уровень мощности принимаемого от него сигнала. Уровень принимаемого сигнала связан с дальностью «объект-датчик» известным логарифмическим соотношением. Особенности программной реализации рассматриваемой задачи с возможностью накопления и совместной обработки данных измерений за некоторый период времени делают возможным её сведение к методу наименьших квадратов. Такое представление позволяет априорно оценить характерную точность определения координат объекта при различных конфигурациях системы датчиков, используемых для навигации внутри помещения, что особенно важно на этапе проектирования соответствующей информационно-навигационной системы. Работа сопровождается результатами вычислительных и натурных экспериментов, The paper is devoted to research of possibility to use Bluetooth devices for indoors navigation. Relying on alternative measurements such as Wi-Fi network, onboard accelerometers, Bluetooth devices are vastly used to solve positioning and navigation problems when there are limitations to use global positioning satellite systems (such as GPS). Recently the indoors navigation became a stand-alone subclass of the research problems with subset of developed math models and the implementation hardware. Even though there is a lot of interest in the solution of the problem, there are still no standard approach. Due to the accuracy limitations of the broadly available mobile devices applying inertial navigation approach would dramatically reduce variety of the hardware it could be used. Relying on available Wi-Fi networks for evaluation of navigation parameters also has accuracy limitations. However, using Bluetooth signal considered as way prospective for solving navigation problems. Due to the small size, relatively low prices of Bluetooth transmitters and signal features (indoors walls and bulkheads are not transparent) it is possible to deploy special indoors infrastructure for navigation purposes. The paper concludes that nature of the measurement available for Bluetooth signals is applicable for indoors accurate enough navigation for typical distances “object-beacon” in the range not more than 5-7 meters., №2(21) (2019)

A common feature of phonetic and orthoepic phenomena of the Russian language is that they can be analyzed through a positional approach. Instead of opposing phonetics and orthoepy to each other, a positional approach makes it possible to combine phonetics and orthoepy in a single description. Therefore all articulatory patterns should be divided not into phonetic and orthoepic, but into positional and non-positional. The result of systematic application of positional multifactorial approach to the phenomena of Russian pronunciation should be a description in which the realization of any phoneme depends on its position and is predicted in terms of probability, whereas lexicalizational nonpositional phenomena are set by the list.

В статье рассматривается отражение вариативности русского языка на современном этапе в словарях с позиции теории вариантности. Предложенная модель описания опирается на функционально-типологические признаки анализируемых единиц и носит универсальный характер. С опорой на традиции описания вариативности языка характеризуются основные возмож­ности лексикографии как средства фиксации этапов развития языка. В связи с этим предлагается включить номинативные единицы языка, в значении которых проявляется региональный компонент, в отдельный лексикографи­ческий источник, позволяющий описать региональную вариативность как форму существования конкретного языка. Особый интерес в этом отношении представляет русский язык, поскольку он функционирует на широкой территории и обладает значительной региональной спецификой, связанной с историей, традициями, культурой отдельных субъектов. Для описания и представления регионального варианта предлагается использовать инструментарий типологической лингвистики и лингвокультурологии, поскольку именно такой подход позволит охватить все проявления языка в регионе и отразить их в рамках словаря определенного типа. Значимость исследования заключается в дальнейшем углублении основ лингвокультурологической тео­рии, в разработке концептуальных основ словаря нового типа, в прикладном характере исследования с точки зрения социолингвистики., The article deals with the reflection of the variation of the Russian language at the present stage in dictionaries from the variation theory standpoint. The proposed model of description is based on the functional-typological features of the analyzed units and has a cross functional nature. Based on traditions of describing the variability of language, the main features of lexicography are described as means of fixing the stages of language development. In this regard, it is proposed to include the nominative units of a language, that have a regional component in their meaning, into a separate lexicographic source, which allows describing regio­nal variability as a form of existence of a particular language. The Russian language is of particular interest in this regard, since it functions on a wide territory and has a significant regional specificity, connected with the history, traditions, culture of individual subjects. To describe and present the regional variant, it is proposed to use the toolkit of typological linguistics and linguoculturology, since this approach will cover all the manifestations of the language in the region and reflect them in the corresponding within a certain type of a dictionary. The significance of the study lies in the further deepening of the foundations of linguocultural theory, in the development of the conceptual foundations of a new type of dictionary, in the applied nature of research from the sociolinguistics point of view., №2(12) (2017)

The article is devoted to the consideration of the problem of the Amiens Peace Treaty of 1802 and its English critics. Based on the analysis of the statements of a number of prominent British statesmen of the early XIX century, the author made an attempt to find out by what circumstances they expressed a critical attitude towards the peaceful treaty concluded with France, what were their arguments and how significant the segment of public opinion this criticism represented was. The conclusion of the article notes that the critics of the peace agreement with France (both in the variant of the preliminary peace and in the final text of the Amiens Peace Treaty), emphasized that main shortcomings were excessive concession to France, the fragility of the peace obtained so dearly, and in the absence of significant benefits for the U.K. itself.

The article deals with the sociological assessment of the skills level and identification of its influence on some aspects of labour activity: The realization of labour potential, choice of the scope of activity, position and occupation. It suggests an approach based on the subjective evaluation of the population as an instrument of the skills level assessment. The received results are compared with the indirect estimates allowing to characterize some particular components of labour potential which are similar to the considered skills. A specific feature of the research is not only the determination of the professional sphere, occupation and position on the skills level, but also the accounting of the reverse effect. The methodological tools including the methods for the assessment of skills level, labour potential and extent of its implementation in a labour activity have been approved in the Vologda region. The study revealed that, at the present time, the most developed skills are the teamwork, communication and mutual understanding while the least developed ones are the initiative and creativity as well as ability to be retrained and readiness to increase the professional level. It shows that the employees of socially oriented spheres and also the representatives of state structures have more developed skills. At the same time, the development of innovative skills not only leads to the growth of labour potential, but also creates conditions for the employment in workplaces with higher skills requirements. The paper shows that higher skills level along with higher skills requirements leads to more complete implementation of cumulative potential in the labour activity. The received results can be used by regional authorities for the development of the analytical system of labour market, the development of labour force and the labour potential of the population. Представлен методический инструментарий, включающий способы оценки уровня развития навыков, трудового потенциала и степени его реализации в трудовой деятельности, апробированный в Вологодской области.

In the article one of terms of forming of pedagogical position for the students of higher education physical establishments - decision of educational-pedagogical situations (EPS) is examined. Monitoring of progress from pedagogical disciplines confronted with the results of experiment on determination of levels of decision of EPS by students is conducted. It is set that the traditional model of studies provides the high level of capture students theoretical knowledge, but does not influence on forming of them pedagogical position. Most students were shown by the medium-and-low levels of formed of abilities to decide EPS. It is set that the traditional model of teaching provides the high level of capture students theoretical knowledge's, but substantially does not influence on forming of their pedagogical position. Basic difficulties are certain at a decision the students of EPS, which allow to define the basic going near development of methodical accompaniment of EPS, which must include: educational material which is based on integration of pedagogical and sporting preparation with support on context approach; algorithm of decision of tasks; questions of cognitive character., В статье рассматривается одно из условий формирования педагогической позиции у студентов физкультурных вузов - решения ними учебно-педагогических ситуаций (УПС). Проведенный мониторинг успеваемости по педагогическим дисциплинам сопоставленный с результатами эксперимента по определению уровней решения УПС студентами. Установлено, что традиционная модель обучения обеспечивает высокий уровень овладения студентами теоретическими знаниями, но существенно не влияет на формирование их педагогической позиции. Большинство студентов продемонстрировали средний и низкий уровни сформированности умений решать УПС. Більшість студентів продемонстрували середній і низький рівні сформованості вмінь вирішувати УПС. Встановлено, що традиційна модель навчання забезпечує високий рівень оволодіння студентами теоретичними знаннями, але суттєво не впливає на формування їх педагогічної позиції. Виявлені основні труднощі при розв'язанні студентами УПС, що дозволяють окреслити основні підходи до розробки методичного супроводу УПС, який повинен включати: навчальний матеріал, що ґрунтується на інтеграції педагогічної та спортивної підготовки з опорою на контекстний підхід; алгоритм вирішення завдань; запитання пізнавального характеру.

В процессе формирования двигательной активности следует учитывать как благоприятные, так и неблагоприятные социальные факторы, а при практической работе - такие направления: гигиеническое, оздоровительно-рекреационное, общее подготовительное и лечебное. В процесі формування рухової активності слід враховувати як сприятливі, так і несприятливі соціальні чинники, а при практичній роботі - такі напрями: гігієнічне, оздоровчо-рекреаційне, загальне підготовче і лікувальне. Представлені основи фізичної рекреації студентів, до яких відносяться: побудова комплексної програми, розробка валеологічних і рекреаційних заходів; спільна творча діяльність викладачів і студентів і в той же час використання сучасних методів здоров'яформуючих технологій.
