The authors showed that the imperfection of precision farming methods, methods of transferring energy from the tractor engine to the working bodies required the development of new methods for reliable and accurate identification of the soil and its properties, as well as the state of machine-tractor units. (Research purpose) To determine the actual energy and economic indicators of a working machine and unit reliably and promptly in the operating conditions of agricultural production by parameters closely related to the energy indicators of an internal combustion engine, the measurement of which did not require large costs. (Materials and methods) 24 indirect parameters reflecting the power and degree of engine load were used for the operational assessment. In this case, the angular accelerations of the internal combustion engine and the turbocharger rotor crankshaft, including those caused by the operation of individual cylinders, the working processes of the generator (their average and extreme values), as well as the amplitude-frequency spectra of these processes, and speed characteristics were taken into account. To improve the accuracy and reliability of the assessment of energy indicators, the authors selected the processes in the frequency and phase domains. (Results and discussion) The considered methods were tested in production conditions during the main processing of the alkaline-chernozem complexes of the Chulym district of the Novosibirsk region. The authors found that the use of a flexible machine-tractor unit based on an energy-rich tractor improved the quality of soil cultivation: the share of soil lumps less than 5 centimeters in size was 73-80 percent; the productivity of the tillage machine increased by 15-20 percent. (Conclusions) The authors proved that with the help of indirectly determined indicators of power and degree of load, it was possible to estimate the actual values of the energy and technical and economic indicators of the working machine and the unit, the quality of the assembly of the unit, the heterogeneity of the soil was much easier and cheaper than using the known force-measuring methods. It was found that the use of digital systems for automatic control of the unit using the indicated indicators made it possible to provide quite simply the setting of the optimal zone of energy modes.

The article covers the problem of unbalanced socio-economic development on labor markets of the regions of Russia. A new indicator that can be used for rapid response to short-term changes in labor market sentiment is introduced. Phase analysis of the indicator has been conducted for the period from Q12009 to Q2 2016, a distribution of subjects of the Russian Federation at the average level of the indicator is shown, a stable classification of Russian regions has been obtained and the features of each group of regions are identified and described.

In order to control the chemical composition of atmospheric air in cities located in the zone of influence of petrochemical enterprises, automatic atmospheric air monitoring stations (ASKAV) are installed. For the effective use of experimental data, the authors of the article developed a data collection system with ASKAV, in which the air control in residential quarters and the gas mixture at the source of organized emissions are synchronized. The analysis of data on the concentration of pollutants in the atmospheric air of the Sterlitamak obtained from ASKAV, on the basis of which a list of marker substances for enterprises of the city was compiled. Priority sources of air pollution with marker substances during a different wind regime were identified. The authors developed models for changing the concentration of marker substances in the air using the method of factor regression. Based on the results of the cross-correlation function, the time of movement of the contaminated gas cloud from the source of emission to the residential area of the city is obtained. Conclusions are made about the effectiveness of the developed air monitoring system and the field of application of the acquired models.

Acoustic sensor networks (ASN) are widely used to monitor water leaks in the power generating systems. Since the ASN are used in harsh climatic conditions the failures of microphone elements of ASN are inevitable. That's why the failure detection of ASN elements is a problem of current interest. Two techniques of operational monitoring ASN are developed. Both of them are based on the placement of the test sound source within a network. The signal processing for ASN sensors had to detect the failed element. Techniques are based time difference of arrival (TDOA) estimating at the each pair of ASN elements. TDOA estimates as argmaximum of cross-correlation function (CCF) for signals on each microphone sensors pair. The M-sequence phase-shift keyed signal is applied as a test acoustic signal to ensure high accuracy of the CCF maximum estimation at low signal/noise ratio (SNR). The first technique is based on the isolation principle for TDOA sum at three points. It require to locate the test sound source in the far field. This is not always possible due to technological reasons. For the second proposed technique test sound source can be located near the ASN. It is based on a system of hyperbolic equations solving for each of the four elements of the ASN. Both techniques has been tested in the computer imitation experiment. It was found that for the SNR to –5 dB both techniques show unmistakable indicators of control quality. The second method requires significantly more time control.

Relevance. When operating submersible equipment for oil production in aggressive environments and transferring wells to the cyclic operation mode, a decrease in the service life of the submersible installation for oil production is observed. In the first case, this is due to the formation of salt deposits and clogging of the working parts of the electric pump with mechanical impurities. In the second case – an increase in the number of starts of the submersible electric motor. To solve the existing problems, it is possible to implement closed control systems for submersible electric motors based on state variable observers, which determines the relevance of the study. Aim. To develop an observer with operational monitoring of the angular velocity of the rotor and the moment of resistance on the shaft of a submersible asynchronous motor at inconsistency of the initial conditions in various operating modes and its testing using modeling tools. Methods. The observer is built on the basis of known engine models in a fixed coordinate system α, β, the theory of IIR-filters to obtain a forecast of estimates of the angular velocity of the rotor and the torque on the shaft and their correction in real time. Results. The authors have proposed the original structure of an observer with operational monitoring of the angular velocity of the rotor and the moment of resistance on the shaft of a submersible asynchronous motor. Conclusions. The paper demonstrates the observer performance with inconsistency of initial conditions and electric motor model data in various operating modes. In all modes, stable estimates of the speed and torque of resistance on the electric motor shaft are obtained. At the same time, the error in estimating the angular velocity under the condition of changing the load on the shaft and starting in the loaded state is no more than 1.2%, which is acceptable in submersible electric motor control systems. It is revealed that the developed observer, under the condition of changing the active resistance of the stator and rotor in the ranges from –25 to +25% of the nominal value, obtains estimates of the angular velocity with an integral error of no more than 5%, except for starting the motor with a decrease in the active resistance of the rotor by 25% of the nominal value –5.53%, which is acceptable in engineering practice.

Purpose: to analyze changes in air temperature and precipitation in the northwestern agricultural zone of Rostov region (since there is currently an urgent need to take into account climate changes in a specific soil and climate zone to adjust the composition of crops grown). Continuous operational monitoring of growing conditions for agricultural crops is necessary throughout the growing season. Materials and methods. Synoptic and statistical research methods were used. Results. A trend toward an increase in the average annual air temperature and the sum of temperatures above 10 °C is shown. The warming trend in recent decades in the northwestern zone has become increasingly pronounced, and the annual amount of precipitation has a significant upward trend. Conclusions. During the study period, a trend toward an increase in the average annual temperature and annual precipitation was observed. In general, a comparison of the average annual air temperature for 2000–2023 and 1950–1999 showed an increase from 8.6 to 10.2 °C, or by 18.6 %, while an increase in the average annual precipitation for the study period by 7.5 % was noted. Analysis of the supply curve showed that the probability of exceeding the amount of precipitation of 658 mm is 5 %, 530 mm – 25 %, 458 mm – 50 %, 392 mm – 75 % and 275 mm – 95 %. In general, there is a general trend towards increasing aridization of the climate of the territory, which requires adjustment of breeding work taking into account climate change trends and the implementation of special organizational and economic measures to increase the humidity of the territory due to agro-technical cultivation methods.

Assessment of the information space allows you to determine the possible causes (conditions) of the crisis and the characteristics of the information impact for any information activities that will be planned. One of the promising such scientific studies is the substantiation of a method for monitoring information impact in the interests of providing information activities. The essence of the information impact monitoring method is to assess information activities, namely: identifying information impact; the level of information impact; formation of conclusions and decisions on the need to counteract information impact; planning of countermeasures, approval of a plan of countermeasures; implementation of countermeasures according to the plan. In each information event there are certain indicators by which the characteristics of information are assessed and the conditions are determined by which a destructive orientation can be carried out for any information processes (actions, facts) in the information space of the country. Considering that these components have their own informational correction, in particular, they are found in the information space of the state (actions, facts), or phenomena can reduce the level of the moral and psychological state of the personnel of troops (forces) to a state when the personnel are not able to effectively perform tasks as intended , then in the above method it is proposed to consider these issues in two directions. These areas are the level of operational monitoring of the analysis of current information and the level of operational monitoring of the forecast of the development of information surges.

Introduction. The modern approach for ensuring marine activities of necessary quality related to the assessment of current information on the state of the ocean environment in Russia is clearly insufficient. The development of operational methods and instruments of observation, as well as the assessment of the state of the ocean and its forecast naturally determine such an approach. Therefore, the development of the concept, tools and methods of obtaining data is an urgent task of the operational Oceanography formation.Objective. The objective of the paper is to con-sider the concept of ocean surface monitoring using short-wave surface wave radar.Methods and materials. The paper presents a number of specific Oceanologic examples that require operational monitoring of the state of coastal waters of the oceans and individual regions. Also, it describes observational systems used in other countries. The paper pays special attention for the development of radar sensing of surface waters, carried out in our country occasionally. The resonant nature of the reflections gives the opportunity to obtain maps of high-precision measurements of surface currents and wave characteristics on the long-range area in real time. The paper notes difficulties of the experiments implementation and the results interpretation, shows the insistent issues for the establishment of the ocean surface operational monitoring, and gives the approaches for solvation of the existing problems. The paper formulates the main task of the world ocean parameters forecast for ensuring of the sea transport safety from natural and anthropogenic threats, as well as formulates the problems solution of effective nature management.Results. The paper shows that the optimal means of natural data acquisition is the creation of an observation network of coastal HF radars, which enables to assess surface currents and wave characteristics, as well as to solve the problem of monitoring. It is Important to develop an adequate coastal model and correlate its parameters with experimental data. The adaptive modeling and monitoring by modern technical means can overcome inadequacy of physical models to specific natural conditions can.Conclusion. By assimilation in hydrodynamic and wave models, these data become applicable in spatial mapping of hydrophysical inhomogeneities of the water layer, sound velocity, and underwater acoustic noise.

Experience received during work in mines and studies of dynamic behavior of rock pressure shows that the problem of resistance to various forms of rock pressure can be successfully solved under the condition of implementation of recommendations on improvement of efficiency and reliability of rock massif geomechanical state estimation, rock bursts prognosis and prevention at the stages of planning and development of deposits. Therefore, improvement of rock massif geomechanical state and its stability degree estimation efficiency in uranium mines is important and required. Applied method of the research included geomechanical monitoring results analysis, experimental investigations held mines and laboratories, mathematical and physical modeling, and theoretical analysis and generalization of the results. On the basis of data collected in research carried out since 1970 to 2011 and taking into account advanced heading-and-stall methods following results were achieved. Charts of dependency of elastic impact sounds frequency on stress rates taking into account strength margin expressed by ratio of the critical (breaking) load affecting structural element to working stress were designed. It was suggested an empirical dependence of stress value on the frequency of elastic impact sounds - the number of pulses per minute. It was suggested the classification of rock massif stressed state depending on the orientation of maximum stress in relation to mine working and composition of rules and the frequency of observation of the stressed-deformed state of rock massif. The "Regulation of the operational monitoring and prediction of stress-strain state of rocks and ore in the mines "Ingulskaya" and "Smolinskaya" of GP "Vost- GOK" was created. Among the factors that contribute to increasing the effectiveness of R&D, a special place is occupied by the issue of effective work planning, criteria for monitoring their effectiveness. The low research effectiveness noted at the level of state institutions hinders the innovative development of our country. The first fundamental step in solving this problem is the preparation of detailed comprehensive technical specifications based on effective work planning, the very possibility of which is a hotly debated issue in the scientific and technical community. The direct relationship between results planning and objective monitoring of the work progress, which together lead to increased effectiveness, the possibility of redistributing the budget in favor of highly effective innovative developments, is analyzed, and shown. Based on the lean R&D approach and tailored readiness levels criteria, both the possibility itself and practical step-by-step recommendations for planning and operational monitoring of results are shown. The recommendations are considered on the example of the formulation of detailed criteria for the necessity and sufficiency of pilot sample testing as the most important element of the early motivation of an industrial partner to get into cooperation. The described methodology is an important part of the lean R&D concept developed by the author, towards differentiated risk management based on numerical readiness levels criteria, early decision-making on the transformation of goals and objectives of work depending on the results obtained, and reasonable redistribution of investments. The result of the study is practical recommendations for planning and operational control of the results achieved to create competitive innovative products, early diagnosis of risks, justifications for the redistribution of resources. It is important to study changes in metabolism in patients with acute calculus cholecystitis (ACC) during laparoscopic cholecystectomy and to find ways to correct them. The aim of the study. To study the perioperative metabolism in ACC patients and evaluate the possibilities of its correction. Materials and methods. The study was prospective, not randomized. 129 patients with ACC, aged 36-84 years (54 men, 75 women), who underwent laparoscopic cholecystectomy, were studied. Preoperative risk ASA II-IV. General anesthesia with the use of the inhaled anesthetic sevoflurane and the narcotic analgesic fentanyl in low-flow mechanical ventilation. Perioperative intensive care was conducted in accordance with the International Standards for the Safe Anesthesiology Practice WFSA (World Federation of Societies of Anesthesiologists, 2010). In group I (n = 61) a retrospective energy audit was performed according to the protocols of anesthesia of medical histories and calculations of indirect calorimetry with the determination of current the Metabolic Rate (MR) and Basal Metabolic Rate (BMR). In group II (n = 68), operational monitoring was supplemented by the use of indirect calorimetry to determine MR, BMR, Target Metabolic Rate (TMR) and the degree of Metabolic Disorders (MD) (MD = 100 × (TMR-MR)/TMR %), and intensive care is supplemented by additional infusion therapy and glucocorticoids, taking into account the dynamics of metabolic changes. Results. The initial parameters of metabolism, in both groups, were without disturbance, and MR significantly exceeded BMR (in group I - by 30,5%, in group II - by 28,8%) and had the following values: in group I - 749±12 cal×min-1×m-2, in group II - 756±13 cal×min-1×m-2. In both groups, at the stage of the reverse position of Trendelenburg, the imposition of pneumoperitoneum and the beginning of the operation, significant metabolic disorders were observed with MR reduction to the basal level. The relevance of the study is caused by the need to develop modern methods of operational monitoring of the condition of territories due to the presence of various kinds of natural phenomena, in particular, floods and flood inundations. A lot of attention is paid to solving this problem by States, regions, municipalities and settlements. Purpose: development of a specialized software package designed to solve problems of short-term and medium-term flood water level forecasting based on operational data from hydrological observations with a minimum set of input data and with the ability to work with aerospace observation data. Objects: the area where the Tom and Ob rivers merge and downstream of the Ob river at the locations of hydrological posts: villages Pobeda, Nikolskoye, Molchanovo. Methods: neural network information modeling. Results. The paper considers the method of creating a neural network simulator designed for processing the results of hydrological measurements and solving a wide range of practical problems, including prognostic ones. An original method of constructing training samples was developed, which allows obtaining results with a minimum set of initial data. The authors investigated the efficiency and accuracy characteristics of neural network algorithms in solving the problem of forecasting the flood water level in the period from April 1 to June 30, 2011–2017.

It is important to study changes in metabolism in patients with secondary hyperparathyroidism (SHPT) during parathyroid surgical interventions (PTSI), as well as to search for ways to correct them. Aim. To study metabolism in patients with SHPT with PTSI and assess the possibilities of its correction. Materials and methods. The study was prospective, not randomized. We studied 135 patients with SHPT with end-stage chronic renal failure who underwent PTSI (72 men and 63 women, aged from 19 to 73 years). Preoperative risk ASA III–IV. General anesthesia using the inhalation anesthetic sevoflurane and the narcotic analgesic fentanyl in low-flow mechanical ventilation. Operational monitoring was complemented by the use of indirect calorimetry. In group I (n = 70), the metabolic rate (MR) and basal metabolism rate (BMR) were determined against the background of standard intensive therapy. In group II (n = 65) – target metabolic rate (TMR) and the metabolic disorders (MD) were additionally determined, and intensive therapy was supplemented with glucocorticoids. Results. The baseline MR in both groups were low, close to BMR. The MR of patients in group I remained low during the entire PTSI (P < 0.05). In group II, from the stage of removal of the parathyroid glands, a steady increase in the MR, with a significant excess of the baseline MR and BMR (P < 0.05), was noted. TMR decreased while exceeding the MR. Group II patients woke up and were transferred to the ward faster compared to group I, and nausea and vomiting were 2.5 times less frequent (9.2 % in group II, 22.9 % in group I). 12 hours after PTSI, feeling of pain, according to the VAS scale, was lower than in group I (P < 0.05). During the day after PTSI, the indicators of the acid-base state of the venous blood of both groups did not change significantly, and the level of ionized calcium decreased (P < 0.05), which required additional intravenous administration of 10 % calcium gluconate. Conclusions. Perioperative energy monitoring makes it safer to carry out PTSI in patients with SHPT. Additional definition of the TMR and the MD allows for more efficient construction of intensive therapy.

The review used the data from operational monitoring carried out by the Reference Center for Monitoring over HFRS – “Kazan Research Institute of Epidemiology and Microbiology of the Rospotrebnadzor”, based on official data provided by the Rospotrebnadzor institutions in the constituent entities of the Russian Federation. Statistical processing was conducted using conventional methods of variation statistics applying the Excel program. Over the past decades, hantavirus diseases have become very relevant and spread throughout the world. In the territory of the Russian Federation, natural foci of HFRS are located in the European part of the country, Western Siberia and Far East. The most epidemically active foci are situated in the European part of Russia. Over the past decade, the intensive incidence rate of HFRS in the Russian Federation stayed within the range of 3.0–9.5 per 100 thousand of the population, the long-term average annual indicator – 5.2 per 100 thousand of the population. In 2020, 3845 cases of HFRS were registered (2.62 per 100,000 of the population). There was a decrease in the incidence of HFRS by 3.6 times, compared with the indicators of 2019. A factor that may have influenced the decrease in the incidence of HFRS was the depression of the epizootic process among small mammals, the main carriers of HFRS pathogens, due to natural and climatic factors. The nature of the distribution of HFRS incidence across the territory of the Russian Federation in 2020 was heterogeneous. Statistical processing of the data made it possible to identify 5 groups of territories that differ in the level of HFRS incidence. Almost all constituent entities of the Volga Federal District and the Kostroma Region belonging to the Central Federal District were classified as groups of territories with high and very high incidence rates. In 2021, the deterioration of the epidemiological situation is predicted in the summer-autumn period of the year in the Volga Federal District and four entities of the Central Federal District.

The article considers the development of promising areas where libraries information resources could be used in order to determine the state of information security in Ukraine. The information and analytical departments of scientific libraries that carry out the analysis and processing of strategic information, are studied. The positive experience of the advanced countries in intensive use of methods of the statistical reporting and expert estimation of scientific potential of an institution activity, is analyzed. In Ukrainian practice, significant reserves to conduct researches may be involved due to a more effective organization of cooperation between libraries, which concentrate the main arrays of information, and scientific institutions, which are the creators of new scientific knowledge. In the field of strategic communications, changes in electronic digital communications have occured, and it allows to transmit information around the world at an extraordinary speed. Libraries, thanks to new opportunities, are turned into an integrated single whole, consisting of many different subsystems. Information and analytical processing of the data set of operational monitoring of indicators for information resources usage is essential to ensure the decision-making process of the online information system development. The scientific information produced today is subject to the general characteristics of the global information space development. And in this space the scientific and all other interests of the leading countries-globalizers are reflected. Undoubtedly, these interests find their place in the specific thematic and other interests of international publications, in the policy pursued in the formation of scientometric databases, in all other international structures organized to assess the effectiveness of scientific information.

One of the most efficient approaches to provide a current and objective assessment of forest cover over large areas is remote sensing data combining with an empirical models obtained from field ground research. For a detailed study of the phytomass of plantations by GIS technologies, calculations of spectral characteristics and biophysical parameters obtained as a result of decoding satellite images of monitoring objects are usually performed. The object of study – pine stands of the ravine Steppe of Ukraine. The subject of research – bioproductivity of aboveground phytomass components of pine stands. The aim of the study to develop the models for pine stands phytomass assessing at the ravine Steppe of Ukraine by remote sensing. The evaluation of aboveground phytomass pine forests was carried out by combining terrestrial and remote sensing methods. In order to estimate the aboveground biomass in the pine forests of the ravine Steppe based on the Sentinel-2 satellite imagery data for each pixel of images containing temporary sample plots (TSPs), the following indicators were calculated: NDVI, LAI, FAPAR, FCOVER, CAB and CW. In accordance with statistical analysis the distribution of spectral indices in most cases corresponds to normal, given the lower values of asymmetry and excess, compared with the critical values. Correlation analysis revealed that the spectral characteristics obtained from satellite images had a stronger correlation with the aboveground phytomass of trunks and total phytomass, compared with the crown phytomass of pine wood stands. With the help of the obtained geoinformation data, models of aboveground phytomass dependence on vegetation and biophysical parameters were designed with the help of which about 70 % of cases were subject to description. The NDVI, LAI, FARAP, TVI, FCOVER indicators were used as input arguments. The equation of the dependence of the aboveground pine phytomass on the NDVI index is the most significant statistically ftom the designed equations. The lowest approximation accuracy is observed when the LAI index is included in the equation. The comparison of the actual and simulated values of aboveground phytomass of pine stands obtained as a result of ground research revealed insignificant their deviation, which testifies to a rather accurate description of the empirical data model. The most intensive accumulation of pine phytomass at the amount from 150 to 250 tˑha-1 is observed at NDVI values in the range from 0.4 to 0.5. Based on the obtained data, the values of Scots pine aboveground phytomass were transformed into a forest area structure of the Dnieper state forestry of ravine Steppe (on the example of Obukhiv forestry) with the formation of a spatial distribution map of aboveground phytomass forestry. Values of aboveground phytomass pine plantations of Obukhiv forestry was estimated in the range from 75 to 310 tˑha-1. At the same time, most of the Scots pine plantations territory (61 % of the area) has a phytomass in the range from 100 to 200 tˑha-1. It is estimated that the total value of aboveground phytomass of pines in Obukhov forestry, calculated on the basis of spatial data processing, is 195782.40 tons, while the obtained biomass, determined by ground estimation 210861.95 tons, which is 7.2% higher, compared with remote sensing data. The obtained results demonstrate the prospects of the proposed method for the aboveground phytomass of pine plantations assessment at the regional level as an effective method of operational monitoring and management of forest resources in the Steppe zone.

Objective of the review is to characterize the nature of epidemiological situation on HFRS around the world and to conduct a comparative analysis of intensity and dynamics of the epidemiological process in the Russian Federation by Federal Districts, as well as make forecast for 2020. The analysis of the epidemiological situation is based on the materials of the official websites of healthcare organizations in the USA and Europe, WHO, the data from operational monitoring carried out by the reference center for HFRS monitoring “Kazan Research Institute of Epidemiology and Microbiology”, materials provided by the Rospotrebnadzor Institutions in the constituent entities of the Russian Federation. The analysis included all administrative territories of the Russian Federation. Statistical processing was carried out by standard methods of variation statistics applying Excel software. The epidemiological situation on hemorrhagic fever with renal syndrome around the world and in Russia remains tense. In the Russian Federation, epidemically active foci are located in the European part of the country, in Western Siberia and in the Far East. Infections over the period of 2010–2019 were registered in 8 federal districts of the Russian Federation, in 58 constituent entities. However, the incidence distribution across the territory of the country was differential. In 97 % of the cases, the incidence was recorded in the European part of Russia. In the Volga Federal District, HFRS incidence amounted to 82.16 % of the total incidence recorded on the whole in Russia. High incidence rates are also recorded in the Central Federal District (CFD). Over the past 10 years (2010–2019), there has been an increase in the incidence of HFRS in the Central and North-West Federal Districts, and a decrease in the incidence in the Ural and Far Eastern Federal Districts. Varying degree of anthropogenic impact on the natural HFRS foci and climate change manifested in increased ambient air temperatures are of great importance for the spread of HFRS over the past decade. At the end of the review the forecast of the development of the epidemiological situation on HFRS in the Russian Federation for 2020 is presented.

The relevance of the research is associated with the problems of creating and maintaining dynamic models of electrical submerged pump-equipped well as a part of operational monitoring and control systems under conditions of the elevator and inflow parameters deviation. Assessment of the root causes of well desired operating mode violation and the forecast of the immediate negative consequences are important for balanced (optimal) decisions on operational modes correction and ensuring stable operating conditions. The main aim of the research is to develop the least-squares algorithm – estimating the drift parameters of the elevator including the electrical submerged pump and the inflow of a dynamic well model and methods for stabilizing these estimates in real-time operations based on noisy measurements data. Methods: numerical integration of nonlinear differential equations, regression least-squares analysis methods, statistical computational tests, test perturbations, methods of regularizing estimation algorithms. Results. The authors have developed the two-stage algorithm for estimating the drift parameters of the elevator (wear, impurities) and inflow (productivity and reservoir parameters) to simplify the presentation of a complex dynamic model «inflow–elevator–electrical submerged pump–wellhead» according to two speed scales for monitoring the operating conditions of the system with inflow dynamics observer under conditions of test frequency disturbances. Summary. The proposed rules for stabilizing the model parameters estimates based on the generation of test perturbations, reducing dimension by decomposing the complex model into composite blocks, filtering noisy measurement signals by approximation, implementing a dynamic inflow observer form the basis for identification algorithm design with reliable estimation of the main group of deformation parameters of pump pressure-head characteristics and inflow. Despite the low accuracy of the elevator hydraulic resistance identification, the error in reproducing the dynamics of the variable states of the system in disturbed operating modes from the observer outputs does not exceed 2 %, which indicates the low sensitivity of the standard operating modes of the elevator to the desired parameter setting within the framework of the model solutions used. The required accuracy of the pipe hydraulic resistance identification should be consistent with the conditions for the periodic cleaning of the lift from sorbents.

The Arctic Portal of the Laboratory of Satellite Oceanography of the Russian State Hydrometeorological University is an open geo-informational system designed for operational monitoring of the sea ice–ocean–atmosphere system in the Arctic. Possibilities to use the Arctic Portal for the Arctic sea ice monitoring on the basis of satellite data, as well as the types of satellite measurements suitable for studying the properties of sea ice: active and passive microwave data; data of spectral radiometers in the infrared (IR) and visible ranges are considered. Every type of satellite data has certain limitations. For the study of sea ice the most suitable are the all-season remote sensing data – measurements of microwave instruments, independent of clouds and time of a day. Existing in the world resources of the sea ice maps and satellite data on sea ice are either closed for users or limited in their informational content. Several types of satellite data are currently available on the Arctic portal: Sentinel-1 synthetic aperture radar (SAR) images, 8-day averaged MODIS reflectivity data, optical and IR MODIS data of original time and spatial resolution, Norwegian Meteorological University sea ice maps, and data on consolidation of sea ice, based on passive microwave radiometer measurements. Some data is additionally available in the test mode. The effectiveness of combined use of various satellite data on the sea ice is proved by the examples of sea ice analyses.

Purpose: development of a contactless real-time monitoring system of the athlete’s current functional state. Material & Methods: analysis of scientific and methodological literature on the problems of ongoing research; biomechanical analysis of the kinematic and dynamic characteristics of the athlete's motor actions when performing competitive exercises; methods of mathematical statistics; computer mathematical modeling. Results: the existing methods for assessing the functional state of the body during the training and competitive activities of the athlete are reviewed and analyzed, on the basis of which the requirements for the construction of a method of contactless monitoring of the athlete’s functional state are determined. Conclusions: the functional state of martial arts athletes is currently monitored by modern equipment with a high degree of accuracy and speed of information processing, but only in contact mode, which excludes the possibility of operational monitoring of the athlete’s current state during the fight. The study of the biomechanics of the motion of the kinematic links of the limbs and the static working pose based on the materials of the video recording of the athlete's movements made it possible to establish the dependence of the flow of dynamic forces that determine the speed of movement of the biokinematic pairs, which formed the basis of the developed non-contact method for assessing the measure of athlete fatigue directly during the fight. Modern techniques of video recording, computer support and established patterns of kinematic movements at various static stresses of the working pose allowed us to achieve our goal.

A complex of technical solutions is presented which makes it possible to study the influence of external factors on changes in the indicator of fat acidity value (FAV) and a range of other parameters characterizing the quality of preservation of long-term stored wheat grains in South Russia. Storage conditions (natural climatic, model) and also the effect of dust suppression treatment of grain by oil glazing that is carried out in some grain terminals in the South of Russia were taken as controlled external factors. New data has been obtained on changes in parameters of food suitability of the wheat grains during storage under model conditions with varying degrees of severity of climatic conditions in South Russia. After 6 months of storage the most considerable changes in FAV value were found for 4th class of wheat stored in natural climatic conditions with intensive insolation, the increase was 1.7 mg KOH/1 g of fat (from 7.3 mg KOH/1 g of fat up to 9.0 mg KOH/ 1g of fat). Minimum changes in the same parameter for the same storage period were observed for the wheat of the 3rd class stored in a thermostat at a stable high temperature of 35 ºС (from 11.6 mg KOH/1 g of fat to 11.5 mg KOH/1 g of fat). For wheat of the 4th class, the changes were 0.7 mg KOH/1 g of fat (from 7.8 mg KOH/1 g fat to 8.5 mg KOH/1 g of fat). Analyzes of stored wheat grains subjected to dust suppression by the oil glazing showed similar results, which allows us to state the absence of a significant effect of oil glazing on changes in wheat properties during its storage.Based on the results of the experimental analysis and a generalization of the data obtained an assumption was made on the possible reasons for the lack of pronounced trends in the data for the expected increase of FAV value in food suitability of the wheat grain when it is stored under typical model conditions of South Russia. The likely reason for this is the corresponding moisture state of grain, the water activity of grain was about 0.45. Such a low value was due, in particular, to the fact that samples of model-stored grain had a limited volume and do not reproduce the mass transfer processes that involve deep layers of the grain mass (because of the mass absence), which takes place during storage of grain in an industrial environment. The tools were proposed for the operational monitoring of the moisture state of wheat grain during storage. Moreover, a plan has been developed to expand the field of modelling storage processes in terms of varying the moisture state of the stored wheat grain samples with an assessment of the influence of moisture state on the dynamics of changes in the parameters to be controlled.

The article deals with the features of soil-agrochemical inspection of the nursery area with the use of geoinformation technologies. The purpose of this work was to conduct a soil survey of arable sod-podzolic medium - or light-loamy soils of the territory of the forest nursery, as well as estimation of production area contamination with weeds. The peculiarity of this study was the fact that the process of collection, systematization and processing of all compiled information was focused on the use of modern geographic information systems. Survey points were chosen in coordination with the administration of the nursery and were precised according to the actual space images. Geographical reference of testing points was carried out using global positioning technologies (GPS, GLONASS) based on the NextGIS mobile application (Android OS). Photofixation of nursery fields was performed by means of geotagging technologies, which allow implementation of the obtained graphic information directly into the geographic information system (GIS). The soil samples collected in the field were analyzed in the soil laboratory in order to determine the main indicators of soil fertility. On the basis of the received data the cartograms were developed by means of GIS, which provide information on the main nutrients content in the soil of nursery fields as well as on the most important indicators characterizing the soil absorbing complex (soil acidity, degree of base saturation, etc.). The study of weed infestation allowed developing the thematic map representing the weeds propagation on the nursery fields. All collected information was combined into a comprehensive geographic information system developed on the basis of Quantum GIS shell. As a result, the developed GIS will contribute to operational monitoring of soil fertility and ensure informational support for agricultural machinery applied in the nursery for growing planting material.

Abstract. Despite the decreasing TBE incidence trend in Russia, the disease is considered an ongoing challenge for the state’s public health and economics. Objective of our study was to describe the algorithm of short-term incidence forecast of TBE, to evaluate the conformity of these data to factual incidence and the results of annual strategic seasonal monitoring which takes place across all the entities of Russia. In the paper, we described the procedure for providing short-term extrapolation of TBE incidence forecast onto the Russian territories, depending on the absence or presence of incidence change trends.Materials and methods. Utilized were the State statistics, “The data on infectious and parasitic diseases” (Form No 2), as well as the information on strategic monitoring for a period of 2007–2018. In order to determine the multi-year trend of epidemic process development, regression analysis was applied. If the trend was identified, predictions were made on its basis, if not – through calculating the long-term annual average. In all the cases, 95 % confidence interval for incidence trend deviation was considered. Comparative analysis of actual morbidity rates and predicted ones and the data on strategic monitoring was conducted by Student’s criterion.The commutations were performed using Excel software tools.Results and discussion. The study has demonstrated that the expected rates of TBE incidence are not statistically different from the actual incidence or the data from strategic monitoring. The underestimation of the epidemiological risk is found only in 4 out of 49 entities (8,2 %), and it is of note that in 3 of them it was less than 16 %. The data from operational monitoring are downward biased by reference to actual incidence, which is probably due to inclusion of TBE cases confirmed and/or manifested upon termination of incubation period after expiration of terms of weekly observations. The unified and simple approach that we proposed to TBE-incidence forecasting within the territory of Russia provides for correct information on expected epidemiological risk assessment and timely planning of required preventative measures.

The effective physiotherapy and rehabilitation main principle is operational monitoring of patient’s visual retention of abstractive images. It is based on personalized adaptation of frequency, amplitude and vector-application vibrostimulation parameters, comfortable by the organism physiological reactions.

Improving the estimation innovative projects is a topical task for the emerging fourth period of innovation process management theories – the post-industrial concept of «Innovation 4.0». The existing methods of estimation innovations are based mainly on the tools of the theory of investment efficiency, which does not take into account all the features of innovative projects. Consequently, the purpose of the study is to improve the estimation the economic efficiency of innovative projects implementation based on the formation of a system of balanced indicators. Scientific novelty of the study lies in the fact that the proposed improved the estimation economic efficiency of innovative projects through a comprehensive analysis of various aspects of the impact of innovation based on a system of balanced indicators that allows us to achieve more objective results when comparing investment alternatives. Scope of the study results: organizations that implement innovative projects. The study tested the strengths, neutrals and weaknesses of the organization under study based on the SNW-analysis. The following results were obtained: system of balanced indicators was formed for 4 key areas(economy, customers, internal business processes and innovations), taking into account 7 components: strategy, personnel, marketing, production, finance, logistics and information technology. As a result, 6 strategic indicators were identified that reflect the key aspects of the selected areas and determine the decision on the feasibility of developing an innovative project. The remaining 12 indicators of the controlling system will be used for operational monitoring of the achievement of the aims during the implementation of the innovation project. In the context of the development of the digital economy and the emergence of controlling systems at enterprises, using specialized programs, it is possible to compare the obtained indicators online with the organization's strategy and determine the further direction of activities, i.e. to make the process of managing innovation more effective. The following software products can serve as a digital platform for creating a balanced scorecard: Microsoft Office Business, ARIS 7.0, Business Studio 2.0, and ScoreCard Manager 2005. Further research will be devoted to testing and improving the developed system of indicators at enterprises of the Vologda region that are implementation innovative projects.

The relevance of the research is caused by the need to improve the accuracy of the means for ultrasonic operational monitoring of the characteristics of iron ore pulp solid phase in enrichment process. This area of means for improving will allow increasing the efficiency of controlling the enrichment and the quality of the final products. The main aim of the research is to increase the accuracy when measuring the particles density in pulp solid phase based on the laws of gamma radiation propagation in randomly non-uniform heterogeneous environments, as well as Lamb waves along the surfaces in contact with these fluids, in their natural or specially organized movement. Objects: processes of gamma radiation propagation in randomly inhomogeneous heterogeneous media, as well as Lamb waves on surfaces contacting these media. Methods: systematization and analysis of the methods developed for ultrasonic controlling the characteristics of solid phase of heterogeneous environments, methods of mathematical statistics and probability theory for processing the results of experiments, computer information technologies and software technologies designed to implement the techniques developed. Results. Investigated distribution patterns of gamma radiation in randomly non-uniform heterogeneous environments, as well as Lamb waves along the surfaces in contact with these fluids, in their natural or specially organized movement allow determining particle density of solid phase, which characterizes the degree of disclosure of a useful component (mineral) at known particle size and concentration in the test volume. The authors have developed the scheme for monitoring the suspensions solid phase density based on the obtained regularities. The error in measuring particle density in pulp solid phase by this method is 1–3 %.

The article presents the possibilities of the national ground-based optical space surveillance assets for the conduct of complex optical observations of military and dual-use purpose satellites of the Russian Federation in the interests of the Armed Forces of Ukraine. The results of the complex observations of geostationary (GSO) military and dual-purpose satellites of the Russian Federation are illustrated by the examples of the «Luch-Olimp» (2014-058A) military reconnaissance multipurpose telecom satellite and the dual-purpose meteosat «Electro-L» №1 (2011-001А). Carrying out of complex optical observations of space objects in the visible part of the GSO orbital belt (the far operational strategic space zone) provide operational monitoring of military-space systems of intelligence, communications, combat control and retransmission, early detection and warning of missile launches. Comprehensive analysis, analytical processing and comparison of the results of observations of space objects in the far operational strategic space zone with the results of monitoring of the near operational strategic space zone in which reconnaissance, navigational, topogeodetic, meteorological and manned systems are used, provides opportunities for the formation of a comprehensive operational picture of situation (above the territory of Ukraine in particular) and the early disclosure of the enemy's plan. The actual data received will allow the relevant analytical units of the Armed Forces of Ukraine, based on demagogic signs and peculiarities of the use of satellite and their clusters, to draw conclusions about the likely locations (objects, districts, directions) of the enemy's interest and the likely targets for the use of high-precision armament and missile-guided high-precision weapons. Skillful and effective use of the above-mentioned actual information in the Armed Forces of Ukraine will allow to reduce personnel losses, to preserve weapons and military equipment, to determine in advance the intentions of the enemy, rather than, in general, to carry out more effective counteraction to the enemy. Involvement of national optical observation assets for complex observations of the enemy's spacecraft and their clusters allows to provide effective monitoring of the operational environment in the near-Earth space in the interests of the Armed Forces of Ukraine.

Introduction. The work objective is to increase the reliability of the prediction methods for the lithium hydroxide behavior in the steam-water circuit at the thermal power plants and nuclear power plants, and for the operational monitoring of the pH index of steam solutions. A method of operational control is developed on the basis of the conductometric measurements of the hydrogen index of the corrosion inhibitor vapor solutions for construction materials of lithium hydroxide used at the TPP and NPS.Materials and Methods. A mathematical model method is used for the practical implementation of the high-temperature operational control of the steam solution pH index.Research Results. A method for monitoring the pH of vapor solutions of lithium hydroxide based on the determination of vapor concentration through the steam condensation in the coolable conductivity sensor located in the vapor space of the steam generator is developed. This has significantly improved the accuracy of determining the lithium hydroxide concentration. Equations describing the change in the limiting molar equivalent conductance and dissociation constants of lithium hydroxide in a wide range of state change parameters are proposed.Discussion and Conclusions. The proposed on-line technique of testing the pH value of steam solutions, and mathematical models for calculating the limiting molar equivalent conductance and dissociation constants provide an acceptable error level calculations and the capability of measurements automation. With an increase in the vapor temperature up to 573.15 K, the necessity arises to fortify lithium hydroxide in the vapor to 10-2 mol/kg.

The potato (Solanum tuberosum L.) is one of the most important food crops, the advantage of which is the ability to give a high yield in a wide range of agroecosystems, high specific production of dry weight per unit of cultivated area. Nowadays potato is considered a source of vitamins, minerals, dietary fiber and other nutrients. Potato cultivars are characterized by low genetic diversity, which reduces their potential to produce varieties with improved properties. Wild potato relatives retain a high degree of genetic diversity, which can be used to find the superior alleles and for their further transfer to cultural genotypes. To this end, there is an intense development of potato gene banks, with the help of the information technology to access the data. The present review is devoted to global information resources in potato. It describes the most relevant information portals and databases of genetic resources for potatoes. Analysis of information in the Internet shows that the main information resources on potato collections are concentrated in the United States and Europe. Information portals provide a wide variety of information useful to producers, consumers and breeders. On such portals, there is an intensive information support of the latest technologies in the field of potato growing and breeding. An interesting direction is the provision of services to determine the DNA prints (markers) of potato varieties, involvement of potato growers in the process of operational monitoring of diseases and pests of potatoes. Integration of data on potato collections plays an important role at the present stage. In line with this, European collections and databases are being developed. However, despite the existence of pan-European potato collection, national collections are still given support. An important collection-related trend in recent years has been inclusion of samples with a large number (more than a hundred) characteristics, which are evaluated by constantly testing varieties within the framework of foreign state breeding programs. As a result of access to such information, the breeder can effectively plan an experiment with the purpose of directed selection for key features of plants. These trends confirm the effectiveness of the use of the latest technologies (including information) in the maintenance and dissemination of potato genetic resources.

The work presents the underpinning for using of the spectral approach for assessment of primary productivity indicators based on remote sensing data. Existing information has been analysed. Problems, which should be solved for practical implementation of the spectral model of primary production in the Black Sea based on satellite data, have been identified. It has been shown that application of the regional algorithms for the assessment of the Black Sea primary productivity indicators on the basis of satellite data has improved the accuracy of model assessment of phytoplankton pigment concentration in the sea. Obtained for the last decade data of bio-optical water properties and photo-physiological characteristics of phytoplankton in the Black Sea allow to switch to the new level of regional models, which take into account not only amount, but also the spectral composition of radiation available for photosynthesis. The spectral model takes into account differences in phytoplankton light absorption efficiency between seasons as well as between euphotic zone layers separated by thermocline. Conceptually, this model is more realistic, and could be used not only for operational monitoring of the Black Sea waters, but also for development of predictive models for the sea ecosystem changes

In 2012 - 2015 operational monitoring was carried out to evaluate intensity of lateral wear, depending on operating conditions in the curve of 350 m radius. The article presents data on the influence of operational factors on lateral wear of rails at the East Siberian, South-Ural and Privolzhskaya Railways. It is shown that the main factors affecting the lateral wear are: lubrication, rail canting, curve radius, the level of unbalanced acceleration. To manage the process of lateral wear and reduce its intensity the following should be made: elimination of multi-degree curves; maintaining rail canting within 1/16 - 1/27, thus the elimination of deviations in values of canting should be carried out by replacing the elastic under-rail and under-sleeper pads or by using standard leveling shims; providing well-known engineering solutions, such as design of curves with unbalanced acceleration in the range 0.3 m/s2 for freight and 0.7 m/s2 for passenger trains; lubrication of the rails in curved sections of the track.

This article analyzes the application of remote sensing data for operational monitoring of hydrometeorological hazards, and estimation of their consequences on the territory of Perm region. The author shows the necessity of application of remote sensing data on the example of three problems in the study area. There are problems of monitoring of hydrological hazards in the period of spring high water, monitoring of the development of droughts and estimation of damage from hydrometeorological hazards for forest resources of the region.

The article discusses the fields and methods of application of unmanned aerial vehicles (UAV). Current legislation in Russia and in the world, significantly limit the use of UAV in monitoring. For the first time, we present a solution to the problem of a monitoring measurement system included in the state register of measuring instruments using the example of the basic UAV model. We conducted an analysis of promising approaches to the creation of UAV metrological and methodological support, as well as ways to adapt their target load to meet the challenges of operational monitoring of air pollution.

The goal of the article lies in specification of the function of monitoring the economic activity of enterprises with respect to complementary «controlling» notion with the help of analysis of theoretical and methodological aspects of feedback. Analysing, systemising and generalising scientific works devoted to monitoring and controlling, the article shows a tendency of mixing the monitoring and controlling functions. In order to divide monitoring and controlling functions, the article formulates scientific principles in accordance with which this division should be done. This is the principle of reality chart, principle of historical succession, principle of mutual study of complementary notions and principle of minimum of inter-subject uncertainty. The article proves that the monitoring and controlling notions, as synthetic and complementary notions, should be described within the feedback theory. It justifies that the monitoring functions lie observation over the enterprise properties through their measurement and preservation of the obtained results. Controlling is the process based on monitoring, activity of which lies in the search for deviations from the standard (plan) and development of correcting decisions directed at achievement of goals of the enterprise. Development of the studied methods of management within the feedback theory would help to reduce uncertainty in their interpretation, which exists now in scientific circles. [ABSTRACT FROM AUTHOR]
