Intra-company and strategic planning consider the organization from different sides, combining the results obtained to compile a comprehensive strategy based on planned indicators, based on the capabilities of the enterprise and the assessment of external competitive advantages. In addition, intra-company and strategic planning helps industrial enterprises to make rational decisions and control risks in a volatile business environment. At the output, the company receives a single plan with priority areas of business development. The purpose of the work is to analyze the use of intra-company and strategic planning tools at industrial enterprises. In the conducted research general scientific methods were used: analysis, synthesis, grouping, generalization. Project and process management becomes a solution in the implementation of the investment block of the business strategy (a key tool). In PJSC “Quadra” it was proposed to introduce a projectprocess approach to management. The modified life cycle management system of the investment project (within the framework of the project-process approach) will avoid the following losses: in the form of RUB 250 thousand of the working time fund of the engineering staff of the branch. Rosatom State corporation considered a Scrum methodology, where social and economic effect from its application is 70% of successfully realized tasks, 20% – experience exchange between employees, 10% – training development.

In the context of the development of a new round of the global economic crisis, the growth of regional and global instability, the factor of importance of improving the tools for the integration development of the Eurasian Economic Union is extremely acute. Strategic planning is one of the most important mechanisms for improving integration processes. It is the long-term development documents that are able to foresee and successfully coordinate the problems of wealth inequality, the quality of living standards, the access of various social strata of society to financial services, etc. However, such program documents are doomed to failure without the presence of reasonable priorities, focused mainly on the implementation of structural changes in the economies of the EAEU and its potential new members, as well as today’s observers of the Eurasian Economic Union.Aim. The purpose of the study is to analyze the current state of long-term socio-economic planning and forecasting within the boundaries of the EAEU. A mechanism of “transinstitutional cooperation” is proposed, focused on strengthening integration ties through institutional transformations. The macro-regional approach is considered as an effective model of cooperation between states within the framework of various socio-economic tools.Task. Thus, the objectives of the study were: to demonstrate the tools for the development of “transinstitutional interaction” within the boundaries of the Eurasian Economic Union, to give examples of such cooperation based on the possible cooperation of the EAEU countries with potential members of the union (Uzbekistan), as well as to analyze the legislative framework and the accumulated experience of “strategizing” in borders of the Eurasian economic integration.Methods. The research methods are comparative analysis when comparing the standard and interregional approaches of “transinstitutional interaction” for the development of the EAEU states, the method of expert assessments — when developing recommendations for improving the mechanisms of strategic planning in the Russian Federation, methods of structural and logical analysis — when determining the priority tools in the development of the Russian Federation and the Republic of Uzbekistan.Results. As a result, the main challenges of the EAEU in terms of improving the strategic planning tool were identified. A mechanism of “transinstitutional cooperation” is proposed, focused on strengthening integration ties through institutional transformations. The macro-regional approach is considered as an effective model of cooperation between states within the framework of various socio-economic tools. The prospects for integration ties between the EAEU countries and the Republic of Uzbekistan are analyzed in order to analyze the possibilities of unifying strategic planning mechanisms within the framework of “transinstitutional cooperation”. Recommendations are given for improving the strategic planning of the Russian Federation as a locomotive state in the development of strategic planning in the EAEU.Conclusion. As the data presented in the paper show, the member states of the EAEU+ (Eurasian integration countries + observer countries + potential members of the union — Uzbekistan) face similar problems with regard to the strategic development of their territories. The “transinstitutional approach” presented by the authors will allow the members of the Eurasian Economic Union to unite in solving socio-economic challenges, to systematize efforts towards improving the mechanisms of socioeconomic development, significantly saving on the “scale effect” in the search for new socio-economic tools, testing its effectiveness and process control of achieved indicators.

Some aspects of the formation and realization of the modern maritime policy of Ukraine have been defined in the article. Its legal basis has been considered, its changes and updates have been monitored. The possibility and the ability to develop the documents of long-term planning in the maritime industry have been noted. At the same time, the belatedness and the lack of actual mechanisms for ensuring the execution of their norms lead to a stagnation of systemic reforms and a comprehensive update of public administration of the sphere. The attention is focused on the importance of a systematic approach to the transformation of legislative and law enforcement practices in the sphere of maritime and port activities in Ukraine, ensuring stability and continuity in their administration. The positive and negative practices in the exercise of powers by some subjects of realization of the maritime and port policy of Ukraine have been described. The pernicious practice of distance and situational intervention of a state in solving problems of the maritime and port industries as a strategic component of its political, social, and economic stability has been emphasized. Author suggests that introduction of modern methodology, such as maritime spatial planning may have positive impact on the effectiveness of Ukrainian maritime policy. When considering the development of the coastal regions as one of the directions of the maritime policy of Ukraine, it has been noted the advantages of creating and functioning the free economic zones in them. The characteristic of the experience of creation and work, as well as the specifics of such forms of trade facilitation (the preferential legal and financially-economic regimes, the presence of a particular specialization of entrepreneurial and investment activities, etc.), shows the economic expediency of granting such status to the port cities and the coastal regions. It has been noted that the free economic zones today are an active means of state policy, capable equally of reanimating depressed territory and giving an additional impetus to the regional points of growth.

5. M.K. Ammosov: A Prominent National Leaderof the Early Soviet Period

The article is devoted to the activities of the prominent Soviet politician and statesman M.K. Ammosov (1897-1938), who devoted his life to revolutionary transformations and the formation of a socialist economy in the Yakut Republic, Kyrgyzstan and Kazakhstan. The article considers the ideas of M.K. Ammosov concerning the socialist reconstruction of the national regions, and in particular of the households of nomadic and semi-nomadic peoples. Practical work to boost regional economies occupied a central place in M.K. Ammosov’s activities and was based on a comprehensive scientifi c study of productive forces and human resources. His goal was the organic integration of the economy of the perphery into the Soviet national economic system. Thanks to the eff orts of M.K. Ammosov, the economic development of the national republics accelerated, in accordance with the centuries-old aspirations of the peoples to overcome poverty and misery. M.K. Ammosov is analyzed here for the fi rst time from the point of view of his contribution to the economy of the USSR’s national periphery, and to its gradual inclusion into the processes of socialist construction. The development of the economy of the national regions in the early Soviet period largely depended on the organizational qualities and human principles of regional leaders and their selfl ess and honest service to the interests of the Soviet state. Accordingly, considerable attention is paid to M.K. Ammosov’s work among the people. When making decisions on governmental level he proceeded according to the interests and needs of society. Precisely such leadership qualities as someone who knows how to organically combine state and public interests elevated M.K. Ammosov to the highest political Olymp; at the same time these qualities exposed him to political repression. The article concludes that M.K. Ammosov’s thoughts and deeds to benefi t the working people went far beyond the framework of central planning and entered into an insurmountable confl ict with the then accepted practices of administrative management.

The author offers own vision of measures of state regulation for development of a fishing complex of Russia in general and investment appeal of updating and modernization of fleet in particular.

This paper presents an analysis of current state and perspectives for infrastructure deve-lopment as in the context of existing strategic planning and implementation of projects on the principles of public-private partnerships. At present, in accordance with Federal law dated June 28, 2014 N 172-FZ On strategic planning in the Russian Federation strategic planning system is forming. This system should certainly take into consideration the perspectives for public infrastructure development, including the principles of maximum attracting extra-bud-getary funding. So mechanisms of public-private partnerships have the greatest potential in this task. On the basis of in-depth analysis of federal and regional strategic planning documents at the level of goal-setting and programming the problems and prospects of spatial development of public infrastructure at regional and sectoral level are revealed. The article identifi es key strategic planning issues of infrastructure development, as well as the prospects for strategic planning for the public infrastructure development, using various forms, patterns and mecha-nisms of public-private partnerships (municipal-private partnership).

This paper studies the main features and results of economic development of Saint Petersburg in the post-Soviet period. The purpose was to determine the extent of influence of urban development on the results of development of Saint Petersburg during this period. The method used in this study consists in the processing of a large array of statistical and analytical materials and regulatory framework; determination of the mutual relationship between the achieved results and the implementation of the program-planning documents that define the objectives, priorities and tasks of socio-economic development of Saint Petersburg.In the course of work the authors highlighted seven key stages in the development of the city’s economy for the past 22 years, and six stages of development of the socio-economic planning system. The research into the specifics of Saint Petersburg economy within these stages shows that external conditions have a decisive influence on the results of its economic development. The results of this work can be used for improving the practice of state and municipal management, including the implementation of socio-economic development planning of regions and cities of Russia. The study concluded that the cycles of updating of the program-planning documents and changing approaches to public planning are set in Saint Petersburg rather from the outside, and they are connected with changes in the external conditions for development. The elaboration of urban strategic, conceptual and other program-planning documents has an insignificant impact on the development of the city

В статье осуществлен ретроспективный анализ двух проектов аграрного освоения Сибири: Перспективного плана развития сельского хозяйства Сибирского края 1926 г. и Генерального плана развития народного хозяйства 1930 г. Выявлены содержащиеся в них элементы прожектерства. Определены архетипы советской практики перспективного планирования. The article analyzes the two projects of Siberian agricultural development: The Strategic Plan for Agricultural Development in Siberian Region of 1926 and The General Plan of the National Economic Development of 1930. It is shown that both of these plans contained a number of unrealistic and far-fetched assumptions. The article also describes the archetypes of the Soviet long-term planning practices.
