The book under review is a collective monograph by the Russian International Affairs Council ‘International relations: Facets of the present and the future’, published in 2023. The reviewer emphasizes the high relevance of this work since all leading states (including Russia) are facing a need for a deeper rethinking of current trends in the development of international relations and establishment of new strategic priorities. The book under review differs from numerous recent Russian and foreign publications on the matter by a truly broad thematic scope and comprehensive approach. The monograph touches upon both the ‘classical’ factors of international relations (military power, energy, trade) and a number of new ones, which have acquired particular importance as the international system entered a period of profound transformation. These new factors include artificial intelligence, education, digital security, the climate crisis, ‘soft power’, etc. The reviewer concludes that this monograph can serve as a beacon in the raging ocean of modern world politics and as such may be of interest to both international experts and diplomats, as well as to a broad reading audience.

This article examines the development of drug trafficking and organized crime in Latin America, from the pre-colonial peri-od to the legislative measures of the 20th century. The study is grounded in ethnobotanical data on the distribution of psy-choactive plants among the continent's peoples before the on-set of European colonization. It posits that colonial interven-tions not only facilitated the spread of plants containing nar-cotic substances but also laid the groundwork for the emer-gence of international drug trafficking, including its intercon-nection with global socio-economic transformations. Under-standing the historical context is crucial for analyzing con-temporary issues of international crime and drug trafficking, as well as for developing effective resolution strategies. Thus, the article contributes to the theoretical foundation of interna-tional relations and global politics, expanding our compre-hension of the influence of historical processes on contempo-rary global challenges.

The aim of the article is to formate an adhocratic mechanism for compiling the happiness index and determining the level of influence of the intellectual potential of employees on the development of enterprises. The article emphasizes that at the present stage of development, the principles of social management, which ensure the search for ways to qualitatively improve the living conditions of a person, are of great importance. Therefore, the desire to improve living conditions encourages people to focus not on quantitative economic growth, but on the qualitative determination of indicators that form the happiness index. The main feature of economic development under the influence of globalization transformations will be competition between countries for the quality of life of the population. That is, each person determines the quality of his happiness index, how the person feels physically, emotionally, how satisfied the person is with his well-being, work, friends, family and State policy. In the modern world, every person, in order to provide oneself and the loved ones with the necessary means of subsistence, must work hard and fruitfully physically or intellectually. However, everyone wants to receive not only sufficient income from their activities, but also moral satisfaction, which forms the happiness index. For many centuries, people have not found an accurate and unambiguous understanding of the concept of «happiness» and the factors that form it. Scientists who conduct research in this area are still trying to find its causes both for the individual and for society as a whole. Therefore, studies have confirmed that a person’s happiness largely depends on the right choice of profession and enjoyment of the internal and external environment. The purpose of the effective work of the management staff of the enterprise is to create conditions for the active development of the intellectual potential of employees at the enterprise through continuous training and the use of a system of material and moral incentives. The article proposes an adhocratic integrated mechanism for managing the intellectual potential of enterprises in the context of global transformations, formed on the basis of adhocracy and the human happiness index, and determining the level of its influence on the development of enterprise. On the basis of the carried out survey, it is determined what factors influence the formation of the human happiness index and on the basis of which the socioeconomic paradigm for the development of intellectual potential in the context of global transformations is formed.

The primary objective of this article is to construct a comprehensive conceptual definition of "post-capitalism." The contemporary global landscape, characterized by postmodernity, is currently undergoing a profound institutional crisis. This crisis impacts both its economic underpinnings, rooted in the dominance of financial capitalism, and its societal foundations, which revolve around a universal model of social development built upon a universalist model of consumption.Discourses surrounding post-capitalism within Russian and Western academic and expert circles exhibit unique characteristics. However, they share common traits. On one hand, these discourses reflect an acknowledgment of the impasses inherent in existing models of globalization. On the other hand, they recognize the transformation of capitalism as a universal socio-economic system that forms the bedrock of international relations. This article underscores the inescapable rise of non-economic factors influencing socio-economic systems' development, including their role in shaping international relations.Post-capitalism is best understood as a collection of principles guiding spatial organization and the establishment of economic and political relationships within these spaces, rather than a specific developmental model. Positioned as an element within the broader return to a spatiality, post-capitalism is predominantly discussed within the context of international processes, serving as a transitional phase in international political and economic relations.

The article deals with the historical background, current issues and future challenges of educational reform in the countries of the European Union. It has been shown that the educational policy of the last century was aimed at increasing the length of compulsory secondary education to 18 years, early engagement of children in primary education and increasing its duration. The issue of decentralization as an educational trend in all European countries since the 1920s has been raised. The author analyses educational policy of the EU at the present stage, which is aimed at forming in European schools the necessary skills for their successful self-realization in society, including digital skills for future jobs, and the overcoming of gender differences in mathematics and sciences starting from school level. In the EU's current educational policy the following priority areas can be identified: all pupils should gain the competences they need; every pupil should benefit from high-quality learning, including migrant children; early childhood education and care should be more widely available, support for learners with special needs must be improved within mainstream schooling and reduction of early school leaving; teachers, school leaders, and educators should receive more support, including career-long professional learning opportunities; quality assurance should be further developed to ensure a more effective, equitable and efficient governance of school education and to facilitate learner mobility. The issue concerning creating a European education area by 2025 is revealed. The European vector of Ukraine’s development has been analysed, which has been considered as a priority since the proclamation of independence and confirmation of the Association Agreement between Ukraine and the European Union.
