This review is an analytical presentation of the content of scientific articles and monographs published in the last few years and devoted to the problems of socio-economic development of the territories of the Arctic zone of the Russian Federation (AZRF). Since the legal recognition of the AZRF, many empirical studies have been devoted to the issues of its socio-economic development. However, the literature review in them is limited to the selected narrow subject of research. This circumstance creates an urgent need for a comprehensive analysis of currently relevant directions in the study of socio-economic processes in the AZRF. The purpose of this article is to demonstrate the diversity of vectors of scientific search in contemporary Russian studies of social and economic processes in the Arctic. The limitation of the study is the significant growth of publications on the topics of interest to us, caused by the variety of specific issues covered in the latest Arctic research. Therefore, we have selected only a few representative works that reflect the multi-vector nature of Arctic research in contemporary Russia. As a result of analyzing the works, we have found that Arctic research is characterized by both thematic and geographical diversity. The authors conditionally divide contemporary Arctic studies in Russia into three directions: interregional comparative studies within the boundaries of the entire AZRF, regional case studies, and local studies (at the level of municipalities). It is important to note that within the framework of the last two directions of research the key contribution to the multiplication of empirical material and its conceptual understanding is primarily made by scientists from regional scientific and university centers. Another peculiarity of Russian Arctic research is the shift of interest towards the study of the urban environment, industrial centers, and urbanism, while economists and sociologists pay insufficient attention to the study of the rural periphery. The observed deficit of local studies of social and economic processes in the rural Arctic in the future may lead to the rapid development of this direction in contemporary Russian science.

The authors have set the task to assess the socio-economic development level of the Kirov Region. The Volga Federal District has been chosen as the base of comparison. The key problems of the Russian constituent entities territorial development have been analyzed, and the authors’ methods of characterizing the regional social and economic development level published in early scientific works studied. The order of calculating normative values for selected indicators used to assess the Volga Federal District regions has been given. The diagnostic procedure has been carried out to characterize the Kirov Region social and economic development level in comparison with other district entities in the context of the economic development pace and the regional development overall level. Based on the analysis, the initial hypothesis of the study has been confirmed, and conclusions drawn about the general lag of the region from the federal district, while higher rates of its development in comparison with other regions of the Volga Federal District noted. The study results application scope consists in its further use within the framework of scientific works on asses–sing economic development of other district entities, as well as the used methodology application for other entities. The conclusion formulates further direction for improving the diagnostics of the Kirov Region social and economic development level and names specific steps to detail and clarify the future study results.

There is no doubt that at present the traditional roles of government and public administration must adapt to the emerging and future needs of the society. In this context, it should be noted that innovative technologies can bring new possibilities to the public sector, improve the interaction between government and citizens by simplifying procedures, and promote government openness. Redesigning political institutions and rethinking government can make political institutions more interactive and effective. All considered, the aim of the article is to study distinctive features of the introduction and implementation of innovation in the system of state and municipal government in Russia to ensure the socio-economic development of the country. The research methods include general theoretical and special methods of knowledge, namely analysis, synthesis, comparison, generalization, systematization, prediction, extrapolation. In the process of the research special attention is paid to the influence of innovations on the social and economic development of the country at the state level, which is determined by the example of three main levels of their implementation, covering almost all spheres of social life. At the local level, the advantages of using innovations in the activities of public authorities have been analyzed in the context of citizens, business structures and non-profit organizations, as well as the local authorities themselves. According to the results of the research, proposals have been formulated concerning the development of scientific and methodological support of innovative activities of public authorities inRussia and intensifying the use of progressive financial instruments that contribute to the emergence of managerial innovations.

The sharing economy is a new promising business model, which has not yet been sufficiently studied in the economic literature. This requires clarification of its essence and analysis of development prospects. To do this, the authors identified the basic concepts of the sharing economy; provide quantitative data on the volume of sharing industries; highlighted the problematic issues of the development of the sharing economy. The methodology of the author’s research included the use of methods for analyzing quantitative and qualitative characteristics, summarizing the analyzed information, describing, abstracting. It has been established that the penetration of elements of the sharing economy into various industries is very active today. The development of the sharing economy is an effective way to implement the sustainable development policy. The advantages of sharing are greater accessibility, clarity, cost-effectiveness of the forms of interaction used, compared to other areas of traditional business activities. The influence of the sharing economy is due to the fact that it creates an impetus for the development of traditional industries and changes the quality of socio-economic development.

Subject. The aggravation of such social issues as increased tension in the labour market, an accelerated rate of inflation, a drop in people’s incomes, declining birth rates and increasing natural population decline, insufficient state social services, environmental pollution, and others has been typical for Russian during recent years. An introduction of social innovations in the operation of economic entities may serve as a solution for these social issues. Therefore, social innovations whose forms depend on the objectives, tasks, needs, and interests of economic entities as well as general conditions and factors of their presence become relevant. Objectives. The goal of the articles was to study the main forms of social innovations and to identify the issues of their implementation and propagation within the contemporary conditions of the operation of economic entities. Methodology. To achieve the set goals, the following scientific methods were used: dialectical, analysis and synthesis, generalisation, and comparison. The research was based on the study of relevant scientific literature and economic journals. Conclusions. As a result of the study, it was established that the main forms of social innovations are social enterprise, social entrepreneurship, social cooperation, social partnership, and social contract. However, the process of propagating and scaling up social innovations in Russia is taking a long time due to the negative influence of objective and subjective factors. Among these factors are the following: lack of a single regulatory framework in the field of social innovations, uneven development of some regions of the country, lack of resources, regional budget deficits, etc. Thus, under these conditions, an effective state social and innovative policy determines the diffusion of social innovations. Using alternative methods and practices, it will help to reduce social tension, increase people’s real income and life quality, which, as a result, should lead to an extended propagation of all results and factors of economic growth. The scientific novelty of this study is that it explains the content of the forms of social innovations that act as an efficient tool of state policy.

Modernization of agriculture with the use of the latest digital technologies is one of the key global trends today. The authors found that in the context of sustainable development, the digital transformation of the economy is one of the key elements in building a technological information society based on ongoing social-and-economic processes. The purpose of the study is to identify the need for the modernization of agriculture in the digital economy, which improves the quality of sectoral management. To achieve the goal, the following tasks were solved: analysis of the main policy documents approved for the medium and long term and related to the development of agriculture in the context of the digitalization of the economy; assessment of the main indicators of the agricultural sector of the Republic of Belarus; identification of the main problems of agricultural development. The analysis made it possible to develop the main directions for the development of agriculture in the context of digitalization, which can be used to make managerial decisions by republican and regional government bodies in the formation and implementation of regional and state programs for the development of the agroindustrial complex. Модернизация сельского хозяйства с применением новейших цифровых технологий является на сегодняшний день одним из ключевых мировых трендов. Авторами выявлено, что в условиях устойчивого развития цифровая трансформация экономики выступает одним из ключевых элементов построения технологичного информационного общества на основе происходящих социально-экономических процессов. Цель исследования состоит в выявлении необходимости модернизации сельского хозяйства в условиях цифровой экономики, обеспечивающей повышение качества отраслевого управления. Для достижения цели решались следующие задачи: анализ основных программных документов, утвержденных на среднесрочную и долгосрочную перспективу и связанные с развитием сельского хозяйства в условиях цифровизации экономики; оценка основных показателей сельскохозяйственной отрасли Республики Беларусь; выявление основных проблем развития сельского хозяйства. Проведенный анализ позволил разработать основные направления развития сельского хозяйства в условиях цифровизации, которые могут быть использованы для принятия управленческих решений республиканскими и региональными органами государственного управления при формировании и реализации региональной и государственной программ развития агропромышленного комплекса.

The tasks of forecasting the development of Russian territories, in particular the territory of the Arctic, are the most problematic due to the urgent need of the economy and management for a reliable forecast, the uncertainty of the near future caused by the turbulence of geopolitics, and the ongoing impact of the COVID-19 pandemic on socio-economic processes, which are also not fully measurable. The purpose of the article is to present the initial grounds and forecast of the socio-economic development of the regions of the Russian Arctic with a lead time up to 2023. The methodological peculiarity of the research is to take into account geopolitical, national, regional, industrial factors and development trends on the basis of using: 1) the analysis results of real and perspective global trends recorded in statistical indicators, forecast documents of the IMF, WTO, Central Bank, Ministry of Economic Development of Russia; 2) generalizations, comparisons of official forecasts and development plans of the AZRF adopted at the federal, regional levels, as well as forecasts, plans of corporations operating in the AZRF; 3) analysis of real statistical data using the author's econometric models. Given the considerable amount of analytical information received, the aspects and factors that have a key influence on the prospects of socio-economic development of the Arctic are outlined and classified according to the following levels: global, national, regional. Forecasts are made for the regions entirely located in the Arctic zone — Yamalo-Nenets, Nenets and Chukotka Autonomous okrugs, the Murmansk Oblast with an anticipation period up to 20212023. The importance of scientific forecasting in modern conditions is emphasized, encouraging reflection, new hypotheses, discussions.

India is one of the countries in the world that shows dynamic growth in the development of all spheres of social and economic life of the population. At the same time, it is characterized by colossal differences in the level and quality of life of citizens. The work reveals territorial disparities in the level of social and economic development of the state. A comprehensive typology of the states and union territories of India was created, based on the economic and social statistics of the National Institute for Transformation of India. Economic development was considered in the context of a macroeconomic approach and is associated with the study of the gross regional product by administrative units of the state according to indicators of three sectors of the economy: primary, secondary, and tertiary. We analyzed social development in the context of five categories of indicators for the states and union territories of India: education, demography, poverty, infrastructure, and public finance. Principal component analysis was taken as the key analysis method. For each block, dozens of actual indicators were used in the structure of economic and social analysis. During analysis of variance and analysis of eigenvectors within the framework of the principal component method, latent indicators were determined that determine the level of development of each sector of the economy and the level of development of each category of social indicators. The factors of spatial development, which determine the territorial differentiation of the socio-economic life of the population by states and union territories of India, are highlighted. The functioning and development trends of the administrative-territorial units of India are assessed. Five states and union territories were ranked as the lowest, eight as low, eleven as medium, and six as high socio-economic development. The state with the highest level of socio-economic development was Maharashtra. It is the only administrative unit in India that has taken a leading position in the typology for many separate blocks of economic and social development. Against the background of an increase in economic growth and social indicators, a large gap remains in the country between wealthy and poor citizens, which complicates more effective socio-economic development of both individual regions of the country and India as a whole. This aspect should become a priority in the development of India.

The uniqueness of today's social processes triggered by the COVID-19 pandemic determines the lack of insights into the transformation of the socio-economic space of the Russian Arctic. The purpose of this article is to review the past, recent, and future conditions for development and management of the Russian Arctic, considered in the context of the unfolding crisis of a non–economic nature and its consequences. The methodological peculiarity of the review is presentation of the phenomenon of the current crisis in the context of interrelated fundamental problems of the development of the Russian Arctic, the new economic reality, which makes it difficult to reliably predict the future. This naturally led to the substantiation of a series of contradictions and difficulties in implementing the declared development goals of the Russian Arctic, that are specifically reflected in the title of the article — "chimeras", which in biology means an organism consisting of genetically heterogeneous cells. A statistical description of the specifics of socio-economic development of the Arctic regions under the COVID-19 pandemic has been carried out in the context of review of the support measures, examination of the economic structure and the corresponding scale of "disconnection" of the regions' economies during the period of isolation and the subsequent recovery. It is revealed that the Arctic regions demonstrate greater economic resilience compared to the overall Russian situation, which is associated not so much with the strengthening of stabilization measures at the federal level with the support of the regional level, but with the fundamental reasons — the relative simplicity of the Arctic extractive economy, higher population incomes, low level of small and medium business development. Navigation on the risks and opportunities of governing the Russian Arctic has been carried out, linking the fundamentals and the practical implications of the study through the traditional rationale for navigating and considering the practice of managing an object, in our case, the Arctic, as well as routing, which is, choosing the path to follow. In particular, it makes a strong case that the pandemic has deepened the problems and risks that are also major management targets for the "precursor" period and creates a new hypothetical risk — the diminishing scale of the Arctic's social and economic development goals, including practices for securing conditions for increased standards of living and quality of life for its people.

The article examines the influence of the development of modern technologies on the management of industrial enterprises. The paper considers the main trends in the development of technologies, shows the dynamics of their changes over the past three years. The strongest positions in the market are held by companies that have determined the right vector for their development on time, and adaptation as a reaction to the emergence of new technologies becomes the key factor for successful functioning of an industrial enterprise in turbulent environment. The article presents a model of management for industrial enterprises heeding trends in development of technologies, and for the first time submits the usage of systems for preliminary assessment of innovation technology for its compliance and non-contradiction to the interests of the individual.

Being an integral part of the market environment, small and medium-sized enterprises (SMEs) play a crucial role in the development of the regional economy in Russia. However, the growth rate of this sector in Russia and its impact on socio-economic development is considerably lower than in developed countries. The long-term support of SMEs taken on the national level could not significantly correct the current trend. The presence of a correlation between the level of development of small and medium-sized enterprises in a particular region and the growth rate of its economy, the welfare of the population is confirmed by the results of many scientific studies. However, research findings confirm that there is a correlation between the level of SMEs development in a certain region and the growth rate of its economy and the prosperity of its citizens. At the same time, regions differ from each other in a number of aspects, and the impact of SMEs on the socio-economic development of the territories differs as well. The aim of the article is to evaluate the contribution of small enterprises to social, economic and investment development of the constituent entities of the North-West Federal District territories of the Russian Federation. Based on the available statistics, we singled out leading regions and regions-outsiders with the help of three indicators: the proportion of the number of employees in small enterprises in the total number of employees in the economy of the subject; the proportion of the turnover of small enterprises in gross regional product; the proportion of investments in fixed assets of small enterprises in the total amount of investments of the entity. Obviously, high contribution of small businesses in the region's economy determines their significant role in social development and investment sphere. The typology of the regions can be used to adjust measures to support small businesses, taking into account the problems and characteristics of regional development in order to increase the effectiveness of managerial impact. / Необходимым условием функционирования рыночной экономики, составной частью любой хозяйственной системы, без которой не может существовать и развиваться экономика и общество в целом, является малый бизнес. Это неотъемлемый структурный сегмент рыночной среды. Однако, темпы роста данного сектора в России и его вклад в социально-экономическое развитие значительно ниже, чем в развитых странах. Многолетние усилия государства в данной сфере не смогли существенным образом повлиять на сложившуюся тенденцию. Между тем, наличие корреляции между уровнем развития малого предпринимательства в определенном регионе и темпами роста его экономики, благосостоянием населения подтверждается результатами многих научных исследований. При этом в регионах наблюдаются значительные отличия по ряду параметров, что влечет за собой определенные различия в степени и характере влияния малого предпринимательства на социально-экономическое развитие территорий. В статье проведена оценка вклада малых предприятий в социальное, экономическое и инвестиционное развитие субъектов Северо-Западного федерального округа Российской Федерации (далее – СЗФО). На основе анализа доступных статистических данных выделены регионы-лидеры и регионы-аутсайдеры по трем показателям: удельный вес численности занятых на малых предприятиях в общей численности занятых в экономике субъектов, удельный вес оборота малых предприятий в валовом региональном продукте субъектов и удельный вес инвестиций в основной капитал малых предприятий в общей сумме инвестиций субъектов. В данном исследовании представлена типологизация регионов СЗФО в зависимости от величины индексов вклада малого предпринимательства в социально-экономическое развитие регионов по всем трем индикаторам. Очевидно, что высокий вклад малого предпринимательства в экономику региона определяет его существенную роль в социальном развитии и инвестиционной сфере. На основе проведенной типологизации могут быть разработаны корректирующие мероприятия, позволяющие осуществлять поддержку малого бизнеса в регионах с учетом проблем и особенностей регионального развития, что будет способствовать повышению эффективности управленческого воздействия.

Theoretical aspects of noncommercial concession use are considered in the article. It will allow to increase significantly efficiency of regional and local governing bodies interaction, and therefore the standard of living of municipalities population. The emphasis is placed on regulation of the noncommercial concession relations by the contract, determined by the regional law, and also other elements of the mechanism of noncommercial concession use for regional development. The main components of noncommercial concession contracts are considered, priority attention is paid to the new rights and obligations of the parties, arising in connection with the conclusion of the relevant contracts and reflecting novelty of this regions development instrument. The complete mechanism of noncommercial concession use for acceleration of social and economic development of municipalities and regions allows to carry out complex impact on basic spheres of the population`s activity for significant improvement of the situation. Use of noncommercial concession in the region is resulted by alignment of social and economic development of municipalities, granting to citizens jobs, goods and services in the place of residence, that allows to lower a population overflow, solving thereby problems of critical decrease in population of some territories and overpopulation of others. Noncommercial concession is the universal instrument of regional development and can be applied, after approbation on the basis of one or several regions, in all regions of the Russian Federation.

The factors of influence of the financial and banking sector on the processes of development of the socio-economic sphere of the regions have been generalized theoretically. Long-term lending (capital loan investment) has been allocated as a fundamentally important factor influencing the development of the economic complex and positive changes in the socio-economic sphere of the region as a whole. The available data on sources of financing of investments in fixed capital of organizations of non-financial sector have been analyzed. The impact on the socio-economic development of regions, which has the implementation of such banking functions as payment and settlement function, lending to the population, Deposit (saving function), the function of currency operations, has been considered. An assessment of a number of negative factors, that had an impact on the development of the financial and banking sector of the country in recent years, has been given.

Localization is regarded as a milestone of economic and social development at national and regional levels since it may contribute to the growth of production capacity. Following the potential of localization, governments of various mining countries resort to such strategic solution aiming to boost the growth of remoted areas such as the Arctic region. However, the implementation of localization strategies, assessment methodology and intermediate consequences vary significantly. Thus, the theoretical underpinnings of localization regarding generation of ripple effects and analysis of current implications are essential are the basis of our research question. Norwegian localization experience is considered as the most successful, while Russian at-tempts to create local content in the Arctic are frequently criticized. Therefore, we focused on the comparative analysis of Norwegian and Russian localization experience. The study comprises examination of both national and regional levels aiming to reveal key components of success and potential burdens. On national level, the research addresses macroeconomic Input-Output model focused on assessing the cumulative im-pact and potential of mining industry. On regional level, we conducted analysis of the key socio-economic indicators affected mostly by mining activities as well as their localization. In this regard, we used available statistical microdata. Given the results, the success of localization in remoted regions is determined by intensification of inter-regional links and implementation of the governmental approach towards mining projects focusing on upstream and downstream industries. At the same time, narrow governmental regulation leads to leakage of potential benefits. The research results may contribute to increase of knowledge on localization and ripple effects dynamic. Moreover, they may be considered while developing localization solutions for the Arctic projects.

In the conditions of continuing foreign policy instability, the problem of ensuring economic security at the national and régional levels is steadily increasing. The existing methodologies for assessing the security status of regional economies are static. Furthermore, they include a scattered list of indicators that are difficult to consistently interpret when conducting an analysis. Therefore, the authors proposed an indicative dynamic method for assessing changes in the security situation of the regional economy. As the initial data we have used indicators of the development of the Sverdlovsk region for the period from 2010 to 2017 inclusive. We have achieved the following results. Firstly, we have suggested the set of the indicators, which result in changes in the level of economic security of the region. Moreover, we have structured the main factors that have a formative and destructive impact on the economy of the region. Secondly, the conducted analysis has shown that the economic development of the Sverdlovsk region can be divided into two main phases: upward (2014) and downward (from 2014 to the present). This is a consequence of the instability of the regional economy to external shocks due to weak diversification as well as low entrepreneurial activity. Thirdly, the growing threats to the economy of the Sverdlovsk region lead to a decrease in the welfare of the population. In 2015, the level of wages in Moscow was 2 times higher than in the Sverdlovsk region, however, by the end of 2017, the level of wages in Moscow was already 2,2 times higher than in the Sverdlovsk region. At the same time, in Moscow, St. Petersburg and Tyumen, the growth rate of income of the population was about 10-11 % for 2017, while, in the Sverdlovsk region the income growth for the same period was only 5 %. The obtained results can contribute to the development of the Sverdlovsk region strategic programs aimed at ensuring the sustainable socio-economic development of the region. The findings concerning the level of economic security in the Sverdlovsk region are not final. This means the need for further development of economic and mathematical models that will logically complement the methods proposed in this article for assessing the economic security of Russian regions.

The issue of economic growth has become urgent since the country’s leadership set the task of doubling general domestic product (GDP) for the period from 2001 to 2010. We calculated the required annual growth rate and analyzed it both by year and over the past few years. The results suggest that GDP has not doubled within 10 years. Thus, it is appropriate to consider separately the pace of Russian economy on the whole and the total gross regional product (GRP) of its constituent regions. We analyzed its contradictions and disproportions restraining dynamic economic development at different levels. As a hypothesis, we assumed that the problems of the country’s economic growth mostly stem from such contradictions in the regional development. The research base was information on the volumes and dynamics of the Russian Federation GDP and GRP of its regions from 2001 to 2016, which indicate economic growth. We have assessed whether GDP and GRP dynamics was conform to the strategic guidelines of Russia’s economic development. We processed the dataset using a number of methods such as grouping, average and relative values, analysis of time series. Firstly, this processing has revealed, that the objective of doubling Russia’s GDP has not been met even over 16years (only 3.57 % was reached instead of the required average annual rates of 4.42 %). Secondly, over 16 years, the leading regions have been steadily developing whereas outsiders have become weaker, and the factors of regional development have remained unchanged. Thirdly, the analysis of the Republic of Bashkortostan case demonstrates that the existing model of regional economic growth, as well as the impact of the base effect, has reached its limits. Thus, growth rates are slowing down alongside with increasing absolute production volumes, while the ratio of intermediate and end products persists in the long term. Consequently, the regional economy lacks systemic positive structural changes, without which breakthrough economic growth is impossible. The obtained results can be used for improving the analysis and forecasting techniques of Russian regional development and forming an effective regional policy.

A breakthrough in innovations largely depends on the quality of human potential. In the context of demographic threats for economic security of the region, the national project “Healthcare” has prepared measures for reducing the mortality of the working age population, including mortality from cancer. However, the costs of cancer detection and treatment, as well as social costs of temporary disability are later compensated by reduced mortality losses and increased contribution of the labour potential to gross regional product (GRP). During the research we applied systematic and integrative approaches, methods of comparative and statistical analysis using modern IT solutions. The research is based on the data from oncology services of Tyumen and Sverdlovsk regions. The organizational and medical innovations in Tyumen region, including modern diagnostics on the basis of radiological centre, have increased the detection rate of malignant neoplasm. Moreover, these innovations have significantly reduced the number of cancer-related deaths in comparison with the national average value. In 2017, this indicator per 100 thousand was 112.78 in the Russian Federation, while in Tyumen region it was 90.04. For the period from 2013 to 2017, improvements in diagnostics and quality of the oncology service in Sverdlovsk region contributed to a higher detection of various diseases, longer treatment in the hospital and at home, which did not allow achieving economic effects by reducing costs. However, these measures have led to significant reduction of damage from working age population mortality. An indicator of “multidimensional economic effect in health care” is calculated as the sum of various types of effects. Its value demonstrates compensation for costs incurred at certain stages of medical assistance with the effects resulting from preservation of human potential by reducing mortality. Our forecast shows that medical and demographic indicators of the oncology service of the Sverdlovsk region will improve by 2022. Such improvements will result from constructing and equipping the centre of nuclear medicine and the proton centre in the framework of the public-private partnership in Sverdlovsk region healthcare. The results of the study can be applied for an objective assessment of health care and its contribution to the regional economy.

The article states that currently, the Russian economy is in the stage of transformation and global changes in economic and technological structures. The situation in the labor market and educational services in Russia causes the need to change the content of education in relation to modern requirements. The role of man has changed, because he has become the main resource of modernization. The article reveals the sector of digital transformation: the importance of balance, strategies and tactics of business and society, the issues of involvement of human capital and society in the management of economic modernization in the context of globalization. The necessity of formation of multicomponent information and educational environment on the basis of unity of educational and personnel policy, which can be considered part of the digital economy, has been shown.The process of management of information and digital system of ensuring the unity of educational and personnel policy of the region as a system with a complex structure, diverse functions and complex dialectics of development is considered. It is possible to distinguish its subsystems: theoretical and methodological, organizational, economic, legal, technical, technological, pedagogical, methodological, psychological. All of them are in complex interaction with each other, with other spheres of life in the region.A kind of “world educational space” is being created, which sets the criteria for the development of Russian education. Information and digital technologies make it possible to rebuild our present and therefore today the main task is to be ready to exist in these conditions, to build completely new communications, as well as new relationships among people, to rebuild the entire economy and society, to make our life better and more “smart”.

The article analyzes the migration situation taking into account the social and economic development of the Russian Federation. The statistical data on labor migration, illegal migration, as well as indicators of demographic development and the labor market have been adduced. The forecast of changing the demographic situation has been considered. The main trends in the distribution of foreign workers taking into account the professional-qualification structure have been revealed. The authors stated the growing role of migration in the formation of labor potential and its placement in the country’s territory. The main legal instrument in the sphere of migration, according to authors, is the Concept of the State Migration Policy of the Russian Federation for the period 2019-2025, approved by the President of the Russian Federation, which defines the goals, principles, tasks, main directions and mechanisms for implementing the state migration policy of the Russian Federation. The implementation of the Concept activities will improve the migration legislation, using labor market tools related to determining the needs of the Russian economy for foreign workers, simplifying the entry, exit and stay of qualified foreign specialists, entrepreneurs and investors, and the development of educational and academic migration. Improving the mechanisms for foreign citizens to work on the basis of patents from Russian individuals, to facilitate the territorial mobility of Russian citizens are important aspects of the state migration policy. First of all, economic trends in the management of the state migration policy should be aimed at a balanced distribution of labor resources in the territory of the Russian Federation. Special attention has been paid to the international cooperation in the migration field. Attention has been paid to international treaties, aimed at the implementation of labor activity of migrants, the suppression of illegal migration, as well as international treaties on readmission. The prospects of effective management of migration processes in the Russian Federation on the basis of interaction of various levels of power have been determined.

Conceptualization of the main scientific approaches to development of processes of the public-private partnership (PPP) received broad reasons in scientific literature. In the article theoretical aspects of PPP’s development from line items of its institutionalization and change of a role of the state institutes in accomplishment of social developments’ tasks are systematized.

Recent changes in the Russian Arctic are often unique in terms of their nature and intensity. Fundamentally new production and infrastructure facilities are being launched, the innovative development of external defense facilities is being completed. Furthermore, the territories of corporate management and support zones for the development of Russian Arctic zone are being established. We consider the examples of the project in the South Tambey licensed area (a liquefied natural gas production facility, a large settlement, a seaport and a large airport), the construction of Rosneft’s multifunctional service structure, changes in the nuclear power industry of the Chukotka Autonomous Okrug. Moreover, we demonstrate emerging legal collisions. A new edition of the state program for the Arctic region’s development, and the establishment of eight support development zones on the territory of the Arctic zone was officially announced. We examine the primary changes in the organizational, managerial and legal support for the development of Russian Arctic zone, which are due to the above-mentioned legislative developments. We critically analyse plans to launch a State Governance Body, responsible for the significant part of the support zones, within the St. Petersburg administration. These and other novelties have required the revision of: a) the content of the federal law on the development of Russian Arctic zone, including in the context of foreign practice of implementing the «Arctic law»; b) a set of subordinate acts of the Russian Government, the state program «Socio-economic development of Russian Arctic for the period until 2020» in particular, which has been and will be substantially reconfigured in the near future.

In article regional social and economic distinctions of regions of the North Caucasian Federal District after enforcement of the state program of the Russian Federation “Development of the North Caucasian Federal District until 2025” are analyzed; influence of the events held within the state program on differentiation of regions for the main socio-economic indexes of development. The analysis has shown that the state program existing in the region is effective, exerts impact on the directions needing financing thereby improving the level of economic and social situation and welfare of the region.

The article explores the features of the functioning of special economic zones, which are an integral part of significant changes in the institutional structure of the regional level of management in the Russian Federation. This issue has been studied by domestic and foreign economists for several decades, but at the present time there is no single conceptual apparatus for special economic zones. This is due to the different views and goals put by individual specialists in the term under investigation. The article provides the assessment of the activities of special economic zones (SEZ) of production-industrial type, as well as the analysis of their functioning in Russia. The research object is represented by the region’s economy, and the subject – by special economic zones of production-industrial type. The relevance of the study is determined by its systematic approach to the analysis of the experience of SEZ functioning in Russia and in developed countries; by identifying the institutional factors constraining their development and developing recommendations to increase the efficiency of special economic zones. The article substantiates the methodological approaches to the content of special economic zoning, and develops a number of practical recommendations to improve the effectiveness of SEZ management, taking into account the territorial features of facilities location. The approaches presented in the article are aimed at realizing the potential of special economic zones – increasing investment in facilities, applying modern technical developments, the possibility of organizing clusters, which will ensure high competitiveness of the regions.

The article discusses the features of the application of sectoral, territorial and typological approach in the management of socioeconomic development of territorial units. Arguing choice typological approach as the only expedient in modern Russian economic conditions, the author develops a proprietary algorithm implementation of this approach in management practices.

One of the goals of social and economic development of the territory is the preservation of its historical and cultural heritage. At the same time, effective socio-economic development of the settlement, fuller use of its historical and cultural potential requires an integrated approach, taking into account possible development prospects, which is impossible without the use of spatial planning and programming tools. The decision of the tasks of territorial planning at different levels of management is considered in the documents of strategic planning, regional and municipal development programs, resolutions and orders of territorial administrations in the sphere of culture.

In accordance with the title of the journal Economic and Social Changes: Facts, Trends, Forecast, in the editorial article we analyze objective and real trends and facts in Russia’s domestic and foreign political and socio-economic life. Trying to distance ourselves from a subjective viewpoint, we rely in our analysis on the assessments given by experts from different fields of knowledge (economists, sociologists, public figures, etc.), as well as on a long-term database of sociological data, formed on the results of our own observations for the period since 1996 up to the present time. For more than 20 years now, every two months, we analyze the data of a sociological monitoring, which shows that there are significant and largely positive changes in the President’s foreign policy, but the dynamics of the domestic socio-economic situation in Russia are stagnant: during the period from 2000 to the present time, the key issues of concern to people have not changed, and the relevance of many of them has even increased. The reason for this lies primarily in the public administration system, the effectiveness of which is hindered by the dominance of private economic interests of individual elites over the national need for social justice and dynamic development of the standard of living and quality of life. On the eve of Vladimir Putin’s fourth presidency the number of those who find the current socio-economic and political situation in Russia satisfactory becomes fewer, despite the fact that the President enjoys a high degree of support. In this situation, the government and the future President will face new challenges, the solution to which will be crucial not only for the future of Russia, but also for the preservation of its integrity as an independent sovereign state

Article is devoted to the integration choice of the Republic of Tajikistan and the prospects for cooperation with the Customs Union and the Eurasian Economic Union. The analysis of the dynamics of foreign economic relations of the Republic of Tajikistan in the context of a possible accession to the Customs Union and the EAEU is considered. The opportunities that can help integrate Tajikistan into the created unified labor market of the CU/UES.

At present, the Russian economic situation is characterized by significant imbalances in regional development. So, the forecasting of the indexes of regional social and economic development has become especially relevant. The authors offer a technique of the forecasting of regional social and economic development, it consists of two blocks. The first one is the estimation and forecasting of the level of regional social and economic development. For the purposes of this block, we applied a method of development level and some adaptive methods. The informative basis is the data on the social and economic development of the Republic of Crimea. The change of the integrated index’s growth rate, which is used for the inertial and realistic scenarios, defined the conclusions on the regional socio-economic development. The second block of this technique includes the estimation and forecasting of the social and economic state of considered region. This block is based on the methods of cluster, discriminate and adaptive analyses. The information basis is the data of the social and economic situation of 79 Russian regions for the last 14 years. On the basis of cluster analysis, we divide all Russian regions into two clusters according to their social and economic position. Discriminate models allowed to determine the prospective rate of the Republic of Crimea. The adaptive methods made possible the identification of the researched region to a certain cluster. In the article, the presented models support a complex estimation of the level of regional socio-economic development in the current forecast period and can be considered as a tool of decision-making support at the multivariate scenario analysis of the regional development strategy.

The main problems of the socio-economic situation of the cities of the Yamal-Nenets Autonomous District, which are primarily connected with the narrow raw material specialization of their economy, are considered in the article. Results of work: The analysis is carried out and disproportions of development of small and average business in Republic of Belarus in branch and regional cuts are revealed. The institutional environment and the regulatory legal base regulating development of business in Belarus is studied. Extent of influence of various categories of subjects of business on formation of the main macroeconomic indicators of social and economic development of the country is revealed. The main problems in the sphere of development of business are defined. Conclusions: The main directions of development of small and average business in Belarus are defined.

This article examines the current state, problems and methods of forecasting social and economic development of the Republic of Belarus, and proposes primary directions of its improvement, which is the subject of the research. With considering of a new stage of economic development of the Republic of Belarus, which based on the implementation of innovation policy crucial relevance in the Republic of Belarus attain researches in accounting processes of creation, implantation and applying of innovations in long-term forecasting social and economic development. The aim of the article is to elaborate main research areas and applied projects on improving long-term forecasting social and economic development. We used following research methods to reach this aim: abstract-logical, analysis and synthesis, induction and deduction, comparison, rationale, generalization, appraising, systemic and complex approaches. Results: The necessity of implementation of a new instrument for the long-term forecasting social and economic development was substantiated. This instrument is Foresight, which involves the increase of innovative activity and advancing growth of competitiveness of Belarusian enterprises. The Foresight methodology includes dozens of traditional and new expert methods. At the same time this methods continue their improvement working off processes and procedures, which provides the increase of validity of foresight in scientific, technical, social, and economic development. In order to account all possible options it is commonly involved a considerable number of experts. It is usually applied a combination of different methods in every Foresight project including the Delphi method, SWOT-analysis, brainstorm, scripting, technological road maps, creating expert panels and relevance trees. At the same time, there is no single correct method in Foresight because it must be always adapted to certain conditions in which it is carried out. There was found the direct dependence between success of the Foresight project and the complexity of applying mentioned methods of forecasting while the system of combining their usage is constantly becoming more complicated. The area of usage results of the research: is the improvement in system of long-term forecasting on the levels of country, economic complexes, economic sectors and enterprises of the Republic of Belarus. Conclusions: The usage of Foresight in forecasting social and economic development of the Republic of Belarus will improve the accounting innovative processes, identify the most acute long-term problems, assess long-term prospects and possible options for social and economic development, provide expert discussion (scientists, businessmen, heads of enterprises, officials) about acceptable directions in the further development of Belarus and create measures for movement in the chosen direction, which is acceptable for all parties.

The review of methods of an assessment of stability of development allowed to carry out their group. On the basis of the conducted research author’s approach to a stability assessment with use of coefficients of elasticity is presented.

The article deals with the problems of a recreational and tourist activities Ukraine - the use of cultural heritage in the territorial organization of the economy in the context of European integration, provision of tourist-excursion services, filling the budget of local communities and the modern experience of other European countries. The study is proof of the need to preserve the use of cultural heritage in the recreation and tourism industry in Ukraine and studying the experience of neighboring European countries. The methods that were used in the study. The paper used a set of scientific methods and approaches, including systemic, structural, comparative, factorial methods that allowed to realize objectives of the study. The results of the work. The article analyzes the use of cultural heritage in recreational and tourism activities in Ukraine as a source of budget revenues, an important factor of social and economic development of the territory. Author determined the transition from simple to complicate the protection of monuments and transformation in measures to detect and study them to full use in the recreational and tourism activities, and full preservation for future generations. Range of application results. The practice of recreational activities and tourism areas. Conclusions. The analysis allows the problem mentioned that cultural heritage in Ukraine is not used fully to meet the excursion and tourism services of domestic and foreign customers, socio-economic development of the areas cleared facts of destruction of the integrity of the historical and cultural landscape as a result of unauthorized construction and reconstruction memory 'out architecture, the looting of archaeological sites and more. It was found that the financing of innovative development of recreational and tourist activity in Ukraine should be much source, involving both domestic and foreign capital.

Article is devoted to studying of ecological and economic development of the country and a state of health of the population of the Republic Vietnam. It is shown that growth of number of manufacturing enterprises of the different sizes and capacities has essential impact on an ecological condition of the country. It is noted that anthropogenous nature of economic activity in the different large industrial cities (Hanoi, Hayfong, Gue, Da Nang, and Ho Chi Minh) the countries causes damage of environment. As a result, growth of diseases of the population and child mortality is noted.

The problems of social and economic development of the science city are considered in the article. The similar cities were established by the government the last century to solve such problems as implementation of political and strategic objectives which demanded development of defense industry complex and its scientific support. Zhukovskiy is the example of science city. Localization of the hi-tech, innovative centers, different enterprises within one territory serves as a resource for solving tasks in the sphere of economy, policy, at the same time creating a number of competitive advantages to the region in which the science city is located. The author revealed some problems which prevent socio-economic development. The author made an attempt to solve the above-mentioned problems by developing the mechanism of authorities, city-forming enterprises and society interaction in Zhukovskiy.

This paper analyzes the opposition between the «liberals» and «statists» in the Russian political and economic thought. It demonstrates that the economic liberalization is an absolute prerequisite for the transition to sustainable socio-economic development. The district borrows favorable natural and the economical geographical position influencing development of sanatorium activity. Positive dynamics of development of the market of sanatorium services of the Southern Federal District is based on the rich natural and medical capacity of the district, historical and social and economic features of development of this kind of activity in this region. Social and economic resources form possibility of development of the market of medical and improving and recreational services as such indicators of the population as mortality, birth rate and a natural increase, indicators of incidence of the population, its income and expenses have direct impact on formation of demand of the population on sanatorium services.

This research focuses on the development of the goal setting concept in the strategic urban development and the identification of innovative priorities for sustainable development of urban areas, acting as catalysts for reforming of municipalities’ management.The purpose of this research is to establish an effective system of milestones of innovative development of urban areas in the process of strategic urban development.Methodological basis of the research is the complex of abstract and hypothetical and logical tools, as well as the axiomatic analysis of the problems and prospects of innovative development of urban areas.The research results include the study of terminological apparatus of urban innovations, formation of the main directions of innovation policy implementation in the process of urban development of urban areas, the development of a fundamental algorithm of strategic goal setting in the innovative development of urban areas.The scope of application of the research results is a system of planning of social and economic development of municipalities, as well as comprehensive programs of financing and investment support of social projects of the urban environment development.The main conclusion of this research is the statements of need for innovative orientation of plans for social and economic planning of the urban environment, revealing the negative effects of the inertial urban design, characteristic of most Russian cities, inattention to which can lead to a social and economic damage and even to a social, ecological and economic degradation of territories.

The article discusses the relevance of studies on working out the indicators for sustainable territorial development. It also considers the possibility to apply the modern geoinformational technology for carrying out the ecological and socio-economic research. The author suggests the methodology of integrated research of ecological, social and economic processes that take place in the Volgograd region, implemented using GIS technologies. As a result, the author revealed the regularities in the manifestation of the intensity factors of anthropogenic transformation of the territory of Volgograd region municipalities on the basis of data on the socio-economic and ecological conditions of the territory. The proposed algorithm for the comprehensive regional analysis will help to solve current scientific and practical problems. This will contribute to annual increasing of statistical data, the development of information technology for processing spatial data, growing needs of informing the public and professionals on the status of nature management and results of socio-economic development in the region.
