The interannual changes in ice coverage in the Greenland Sea for the winter (December–April), spring (May– June), summer (July–September), and autumn (October–November) seasons for the period 1950-2018 are considered. The presence of negative linear trends and the polycyclic oscillations of the ice coverage variability for all seasons has been confirmed. Using spectral analysis, the dominant fluctuations from 5 to 22 years were identified. The cross-correlation method allowed us to determine the significant relationship of the Greenland Sea ice coverage with hydrometeorological and astrogeophysical factors. The statistically significant relationship of the ice coverage for a concrete year with similar characteristics for a previous period persisting up to three years had been noted. The highest cross-correlation coefficients were noted in the winter and spring seasons. The ice coverage of the autumn season demonstrates the persistence of the inertia of ice conditions for up to two years. The analysis of correlations with astrogeophysical parameters revealed the closest relationship between the ice coverage and the longitude coordinate of the Earth's pole position, the nutation parameters of the Earth's axis, and the distance between the Earth and the Sun. When constructing the multi-regression equations, we investigated the informativeness of various hydrometeorological and astrogeophysical factors in the models of the ice coverage variability for each season. The following estimates of quality of the models were obtained: correlation coefficients (up to 0.89), determination coefficients (to up 0.80), and a model reliability which depends on the admissible forecast error and includes the mean square deviation of the investigated value) – up to 99%). The informativeness of various factors was estimated and the contribution to the total variance was revealed: hydrometeorological factors – up to 70%; astrogeophysical factors – up to 50%. The obtained statistical equations can be used for the diagnosis and for development of methods for the very-long-term forecast of the Greenland Sea ice coverage.

In December 2019, the Covid-19 pandemic began in China, which in a short time swept the whole world. A biological threat of such strength, created artificially or created by natural mutation, that endangered the health of hundreds of millions of people, led to millions of deaths worldwide, cost the economy losses estimated in trillions of dollars. Several vaccines were developed in the shortest possible time. WHO defines vaccination as a simple, safe and effective way to protect against diseases before a person comes into contact with their pathogens. It would seem that the world is on the way to victory over the virus. However, statistics show strong differences in the level of vaccination in different countries. What does the proportion of vaccinated depend on? The paper considers various indicators that can affect the level of vaccination, a multiple regression is constructed using data from 124 countries of the world at the end of April 2021. Тема выпускной квалификационной работы: «Оценка человеческого капитала предприятия в ÑƒÑÐ»Ð¾Ð²Ð¸ÑÑ Ñ†Ð¸Ñ„Ñ€Ð¾Ð²Ð¾Ð¹ трансформации рынка труда». Предметом исследования является человеческий капитал в отрасли Ð¸Ð½Ñ„Ð¾Ñ€Ð¼Ð°Ñ†Ð¸Ð¾Ð½Ð½Ñ‹Ñ Ñ‚ÐµÑ Ð½Ð¾Ð»Ð¾Ð³Ð¸Ð¹. Целью данной работы является предложение методов оценки уровня человеческого капитала и его эффективности в сфере Ð¸Ð½Ñ„Ð¾Ñ€Ð¼Ð°Ñ†Ð¸Ð¾Ð½Ð½Ñ‹Ñ Ñ‚ÐµÑ Ð½Ð¾Ð»Ð¾Ð³Ð¸Ð¹. Для достижения поставленной цели были реализованы следующие задачи: 1. Проанализировать эволюцию понятия «Человеческий капитал» и провести анализ ÑÑƒÑ‰ÐµÑÑ‚Ð²ÑƒÑŽÑ‰Ð¸Ñ Ð¿Ð¾Ð´Ñ Ð¾Ð´Ð¾Ð² к оценке человеческого капитала. 2. Проанализировать влияние цифровизации на человеческий капитал и его динамику. 3. Дать рекомендации по повышению уровня человеческого капитала как на уровне страны, так и на уровне отдельного предприятия. При проведении исследования применялись такие инструменты, как модель множественной регрессии, модель DEA, метод Ð½ÐµÑ‡ÐµÑ‚ÐºÐ¸Ñ Ð¼Ð½Ð¾Ð¶ÐµÑÑ‚Ð². В результате построена эконометрическая модель влияния социально-ÑÐºÐ¾Ð½Ð¾Ð¼Ð¸Ñ‡ÐµÑÐºÐ¸Ñ Ñ„Ð°ÐºÑ‚Ð¾Ñ€Ð¾Ð² на национальный человеческий капитал, предложены методы оценки человеческого капитала как на уровне отрасли Ð¸Ð½Ñ„Ð¾Ñ€Ð¼Ð°Ñ†Ð¸Ð¾Ð½Ð½Ñ‹Ñ Ñ‚ÐµÑ Ð½Ð¾Ð»Ð¾Ð³Ð¸Ð¹, так и на уровне отдельного ИТ-предприятия. Разработаны рекомендации по повышению уровня человеческого капитала., The subject of the graduate qualification work is “Enterprise human capital evaluation in conditions of digital transformation of the labour market”. Thesis aims to suggest methods of evaluation of the human capital and its effectiveness in the sector of information technology. The research sets the following goals: 1. Analysis of the evolution of the term “Human capital” along with analysis of the already existing methods to evaluate human capital on different levels. 2. Analysis of the impact of digitalization on human capital and its dynamics. 3. Evaluation of effectiveness of human capital use in information technology sector in Russia. Suggestion of integrated indicator of human capital for the purpose of company’s human capital evaluation. 4. Development of recommendations that would help increase national human capital and human capital of a certain information technology company. The following instruments were used while carrying out the research: multiple regression model, DEA model, fuzzy set method. The study resulted into the composition of econometric model, that showed the influence that the chosen social-economic factors have on a national human capital. Methods of national and IT-company’s human capital evaluation are suggested. Recommendations to increase the human capital are developed.

Interannual changes of the summer ice coverage were investigated, and the role of hydrometeorological factors and solar activity in long-period fluctuations of the ice area in the East Siberian Sea was determined. Multivariate statistical analysis of time series of the ice cover, hydrometeorological elements, and the solar activity (SA), was performed for the period from 1950 to 2012 with regard for the cross-correlations of the analyzed variables that made possible to develop the equations of interannual fluctuations of the ice coverage in the East Siberian Sea in August and September. The equations include the following variables: air temperature in June–August of the current year TVI‑VIII; the atmospheric circulation presented by indices of Arctic oscillation (Arctic Oscillation, AO), Arctic dipole (Arctic Dipole, AD), Pacific North American oscillation (Pacific North American Oscillation, PNA); average annual runoff of river waters into the Laptev and East Siberian seas (RivLES) with a time shift of one and two years; average annual index of the North Atlantic thermal state (AMO) with a time lag of eight years; solar activity SA, presented by the average annual Wolf number with advancing of one year. Diagnostic calculations of the ice area by the obtained equations using the actual values of the indices did show a good agreement between the actual and calculated values in August and September from 1950 to 2012. These equations were used to calculate contribution of each factor to the general dispersion of fluctuations of the ice coverage. The most important factors influencing the ice cover of the Sea in August and September are: the air temperature; the atmospheric circulation, presented by the Arctic Oscillation at the end of winter; and Atlantic waters which are characterized by AMO with a time lag of eight years. The role of other factors, i.e. summer atmospheric circulation, river runoff into the above seas, and 11-year cycle of solar activity were found to be equal to only 5–10% for each. Basing on these estimates, it has been concluded that the obtained statistical equations may be used as the diagnostic models of interannual changes in the ice coverage.

Currently, analysis of the impact of public transport on real estate and its value is widely demanded in the world. The analysis is used to plan investments in public transport and the efficiency of public transport networks. In Russia, such studies have been carried out mainly in the framework of the evaluation of specific properties, which does not make it possible to macroanalyze the urban public transport environment and compare them with each other. The aim of the work is to study the influence of the proximity of public transport infrastructure on the cost of urban residential real estate, to determine the average value of such an impact for Yekaterinburg. In this study, we intend to confirm the hypothesis about different influence of the proximity of a public transport stop on the cost of housing, taking into account the different set of attributes that characterize it. The calculations were carried out using the analysis of the supply of the real estate market, carried out with the method of multiple regression, simultaneously with the geo-positioning of real estate units on the map to calculate the distance of each object to the nearest public transport stop of a certain type. Based on the results of the calculations, a global tendency towards a higher cost of the properties that are close to tram stops or metro stations in Yekaterinburg is confirmed, and the share of the value of a property generated by the proximity of a public transport stop was calculated. The authors confirmed the hypothesis about varying sensitivity of residential real estate to the proximity of public transport stops. Newer homes have lower sensitivity to proximity to public transport stops than older ones. The obtained empirical evidence of the influence of public transport infrastructure on the value of residential real estate demonstrates the most significant contribution to the value of a real estate object, the proximity to the metro station in Yekaterinburg (3.0-12.0 %). The tram infrastructure showed a slightly lower impact on the total cost of the facility (3.2-8.8 %). The revealed interdependencies make it possible to apply the obtained data to forecasting the growth of the taxable base for property tax during the construction of new transport lines. В настоящее время анализ влияния общественного транспорта на недвижимость и ее стоимость является широко востребованном в мире. С помощью анализа планируются инвестиции в сферу общественного транспорта, эффективность функционирования сетей общественного транспорта. В России такие исследования реализуются в основном в рамках оценки конкретных объектов недвижимости, что не дает возможности макроанализа среды общественного транспорта городов и их сравнения между собой. Цель работы – исследовать влияние доступности инфраструктуры общественного транспорта на стоимость городской жилой недвижимости, определить среднюю величину такого влияния для Екатеринбурга. В данном исследовании мы намерены подтвердить гипотезу о различном влиянии близости остановки общественного транспорта на стоимость жилья с учетом разного набора характеризующих его атрибутов. Расчеты были проведены с помощью анализа предложения рынка недвижимости, проведенного методом множественной регрессии, одновременно с геопозиционированием объектов недвижимости на карте для расчета дистанции каждого объекта до ближайшей остановки общественного транспорта определенного типа. По результатам расчетов подтверждена общемировая тенденция повышения стоимости жилья при его близости к трамвайным остановкам или станциям метрополитена в Екатеринбурге, рассчитана доля стоимости объекта недвижимости, сгенерированная близостью остановки общественного транспорта, подтверждена гипотеза о разной чувствительности объектов жилой недвижимости на близость остановок общественного транспорта. Более новые дома имеют более низкую чувствительность к близости остановки общественного транспорта, чем старые. В статье проанализированы показатели ипотечного жилищного кредитования в Сибирском федеральном округе за период 2006-2017 гг. Для проведения корреляционно-регрессионного анализа были отобраны факторы (среднедушевые доходы населения в месяц, численность населения, число филиалов кредитных организаций, удельный вес аварийного жилищного фонда), влияющие на объем ипотечных жилищных кредитов, которые были выданы в субъектах исследуемого округа. В результате отбора более подходящих факторов было построено линейное уравнение множественной регрессии, статистическая значимость которого была доказана на основе постановки специальных гипотез. Проведен прогноз ожидаемого значения объема ипотечного жилищного кредитования в случае увеличения отобранных факторов в среднем на определенный процент, а также были определены значения точечного и интервального прогнозирования объема выданных ипотечных кредитов в Сибирском федеральном округе на период 2018-2020 гг. при помощи метода экстраполяции., The article analyzes the indicators of mortgage housing lending in the Siberian Federal District for the period 2006-2017. As a result of the selection of more suitable factors, a linear multiple regression equation was constructed, the statistical significance of which was proved on the basis of special hypotheses. Purpose. To find a quantitative assessment of the influence of categorical factors on the variable being explained. To predict the value of a numerical variable depending on the values of other numerical variables, a regression analysis of a statistical model based on observational data is used. However, in many situations, categorical variables must be included in the model. Method. Categorical factors are included in the model as dummy variables whose values 1 or 0 correspond to the presence or absence of a certain categorical level of the explanatory variable.However, such an approach is justified only if the category variable has only two levels: the presence or absence of a certain quality. Then the value of the dummy variable is due to be equal to 1 in the first case and 0 − in the second one. If there are several categorical levels, it is proposed to introduce dummy variables corresponding to each level and taking the value 1 into the multiple regression model if the categorical explanatory variable takes the value of the corresponding level and is 0 for all its other values (levels). In addition, the model makes it possible to take into account the possible interaction of categorical levels of various explanatory non-numerical variables and the effect of such interaction when quantifying their influence on the explained variable. Results. Proposed model of multiple regression on the categorical factors , which allows to find a quantitative assessment of the impact on the explanatory variable, not only numerical but also categorical independent variables. Moreover, the model takes into account the fact that in the absence of any influence from the explanatory variables, i.e. when they are all 0, the regression should also be 0 . Moreover, the so-called “shift” of direct regression is absent ( and, moreover, cannot be negative, as for the mathematical line ) . Scientific novelty. The proposed model extends and generalizes the capabilities of the regression analysis of statistical models for the case of categorical factors. Practical relevance. In the context of global and regional climatic changes in the Altai mountain region, observations performed in 1949–2014 demonstrated evident rises of air temperatures, both annual and seasonal means. Relative to the climatic norm (1949–1985), mean annual temperature (averaged for the period 1986–2014) had risen by 0.8– 1.9 °С. The most significant warming took place in winter and spring. In winter, the positive difference with the mean value is approximately equal to 0.9–3.8 °C, while in spring 0.9 and 1.7 °C. Air temperatures in summer and autumn periods were rising as well. Changes in annual and seasonal precipitations were more variable. The autumn and winter periods are characterized by a decrease in precipitation. On average, it is respectively 17% and 6%. In the spring and summer seasons, the tendency is opposite since these periods are characterized by a weak increase in precipitation. On average for the whole territory, the increase in the mean climatic amount of seasonal precipitation was equal to 2% and 4% relative the climatic norm for 1966–1985, for spring and summer respectively. The amount of annual precipitation on theterritoryofGorny Altairemained unchanged. Under current climate conditions which are characterized by decreasing in winter precipitation, the air temperature rise during all seasons, and longer warm period the mass balance of the Malyi Aktru Glacier becomes drastically negative. Total accumulation decreases, the ablation increases, and as a result, the negative mass balance grows. Using the methods of exponential smoothing, given the type of the trend component in series of meteorological quantities, a forecast of a 10‑year mean air temperature and the amount of atmospheric precipitation was made for the period 2021–2030. Using the appropriate regression equations, this allowed calculating predictive mean values of accumulation, ablation, and mass balance of the Malyi Aktru Glacier for the third decade of the XXI century

Данная работа посвящена исследованию модели полносвязной линейной регрессии, представляющей собой синтез модели парной линейной регрессии и регрессии Деминга. Если множественная регрессия строится по принципу независимые переменные влияют на зависимую , то принципом полносвязной регрессии является все переменные влияют друг на друга . Полносвязная регрессия достаточно просто оценивается, лишена эффекта мультиколлинеарности, имеет гораздо более разнообразную интерпретацию, чем множественная регрессия, и пригодна для прогнозирования. Однако при построении полносвязной регрессии неизвестным остается соотношение дисперсий ошибок независимых переменных. В данной работе найдено такое соотношение дисперсий ошибок независимых переменных, которое обеспечивает наилучшие аппроксимационные качества вторичной модели полносвязной регрессии. Результаты исследования оформлены в виде теоремы. Из теоремы следует, что значение коэффициента детерминации вторичной модели полносвязной регрессии будет наибольшим либо когда она принимает вид двухфакторной линейной регрессии, либо вид наилучшей по коэффициенту детерминации однофакторной линейной регрессии. Таким образом, осуществляется отбор информативных регрессоров в регрессионной модели. Установлено, что в основе такого отбора лежит полная согласованность знаков коэффициентов при независимых переменных знакам соответствующих коэффициентов корреляции., This paper is devoted to the study of a fully connected linear regression model, which is a synthesis of the pairing linear regression model and the Deming regression model. If multiple regression is based on the principle independent variables influence dependent, then the principle of fully connected regression is all variables influence each other. A fully connected regression is fairly simply estimated, devoid of multicollinearity effect, has a much more diverse interpretation than multiple regression, and is suitable for prediction. However, when building a fully connected regression, the ratio of error variances of independent variables remains unknown. In this paper, we find the ratio of error variances of independent variables that provides the best approximation qualities of the secondary fully connected regression model. The research results are presented in the form of a theorem. It follows from the theorem that the value of the coefficient of determination of the secondary model of a fully connected regression will be greatest either when it takes the form of a twofactor linear regression or the best one in the coefficient of determination of a singlefactor linear regression. Thus, the selection of informative regressors in the regression model is carried out. Цель выпускной квалификационной работы – оценка динамики внешней торговли РФ до и после введения ÑÐ¿ÐµÑ†Ð¸Ð°Ð»ÑŒÐ½Ñ‹Ñ ÑÐºÐ¾Ð½Ð¾Ð¼Ð¸Ñ‡ÐµÑÐºÐ¸Ñ Ð¼ÐµÑ€ в период между 2011 и 2017 годами и ее прогнозирование в период с 2018 по 2021 год в соответствии со статусом действия ÑÐ¿ÐµÑ†Ð¸Ð°Ð»ÑŒÐ½Ñ‹Ñ ÑÐºÐ¾Ð½Ð¾Ð¼Ð¸Ñ‡ÐµÑÐºÐ¸Ñ Ð¼ÐµÑ€ в отношении российской внешней торговли. В Ñ Ð¾Ð´Ðµ работы был проведен анализ динамики и интенсивности, товарной и географической структуры внешней торговли РФ в обозначенный период. The aim of this graduate qualification work is the evaluation of dynamics of foreign trade of the Russian Federation before and after application of special economic measures between 2011 and 2017 and making a prognosis of it for years 2018 to 2021 in the context of the status of activity of special economic measures in relation to Russian foreign trade. As a part of the study, there has been performed an analysis of dynamic and intensity as well as geographical and commodity structure of external trade of the Russian Federation during the above-mentioned time window. As a result of econometric studies an effect, produced by activity of special economic measures on gross import and import of certain commodities to the Russian Federation, was evaluated. Volumes of foreign trade measurements have been forecast and calculated in the context of three scenarios, including one, in which special economic measures hadn’t been pronounced active in the year 2014.

Goal. Create a model of managing a complex system based on statistical data and find the optimal management solution. Method. The construction of a statistical model of a complex system that reflects the whole range of its parameters and relationships is the subject of many studies. All of them are based on methods of mathematical statistics and lead to the model of multiple regression [1,2,4]. The aim of the simulation is not only to evaluate the parameters of the system's operation, but also to manage it. This leads to the need to solve the problem of stochastic programming [3]. There is no single analytical method for solving such problems. The paper outlines one of the approaches that allows solving the problem of finding the best control with the help of the simulation model considering the consideration of interval regression estimates as a random effect provided by the mathematical model of stochastic programming. This allows us to find not only point estimates of the deterministic optimal solution, which occurs when reducing the problem of stochastic programming to the problem of nonlinear programming. Results. The application of the proposed method leads to the receipt of interval estimates of the controlled variables and the target function of the optimization problem, corresponding to the interval estimates of the regression of the explained parameters on the explanatory parameters. Scientific novelty. A method for solving the control problem of a complex system is proposed, which makes it possible to take into account the stochastic nature of the model and to find not only point, but also interval estimates of the optimal solution. Practical significance. Interval estimates of the decision of the statistical model, taking into account the random spread of statistical data, are necessary for making the right decision when choosing the parameters of the system being designed, which will allow to take into account possible undesirable random effects., Цель работы – создать модель управления сложной системой на основании статистических данных и найти оптимальное управление. Метод. Построение статистической модели сложной системы, отражающей все множество ее параметров и связей, – предмет многих исследований. Все они основаны на методах математической статистики и приводят к модели множественной регрессии [1; 2; 4]. Целью моделирования является не только оценка параметров функционирования системы, но и управление. Это приводит к необходимости решать задачу стохастического программирования [3]. Единого аналитического метода решения таких задач нет. В работе излагается один из подходов, позволяющий решить задачу поиска наилучшего управления с помощью имитационной модели, рассматривающей учет интервальных оценок регрессии как случайное воздействие, предусмотренное математической моделью стохастического программирования. Это позволяет найти не только точечные оценки детерминированного оптимального решения, что происходит при сведении задачи стохастического программирования к задаче нелинейного программирования. Результаты. Применение предлагаемого метода приводит к получению интервальных оценок управляемых переменных и функции цели задачи оптимизации, соответствующие интервальным оценкам регрессии объясняемых параметров на объясняющие параметры. Научная новизна. Предложен метод решения задачи управления сложной системой, позволяющий учесть стохастический характер модели и найти не только точечные, но и интервальные оценки оптимального решения. Практическая значимость. Интервальные оценки решения статистической модели, учитывающие случайный разброс статистических данных, необходимы для принятия правильного решения при выборе параметров проектируемой системы, что позволит учесть возможные нежелательные случайные воздействия., Мета дослідження – створити модель управління складною системою на основі статистичних даних і знайти оптимальне управління. Метод. Побудова статистичної моделі складної системи, що відображає всю безліч її параметрів і зв'язків, – предмет багатьох досліджень. Усі вони засновані на методах математичної статистики і приводять до моделі множинної регресії [1,2,4]. Мета моделювання полягає не тільки в оцінюванні параметрів функціонування системи, а й в управлінні. Це викликає необхідність розв’язувати задачу стохастичного програмування [3]. Єдиного аналітичного методу розв’язання таких задач немає. У статті викладається один із підходів, що дозволяє розв’язати задачу пошуку найкращого управління за допомогою імітаційної моделі, що розглядає облік інтервальних оцінок регресії як випадковий вплив, передбачений математичною моделлю стохастичного програмування. Це дозволяє знайти не тільки точкові оцінки детермінованого оптимального рішення, що відбувається у разі зведенні задачі стохастичного програмування до задачі нелінійного програмування. Результати. Застосування запропонованого методу зумовлює отримання інтервальних оцінок керованих змінних і функції мети задачі оптимізації, відповідних інтервальним оцінками регресії пояснюваних параметрів на пояснювальні параметри. Наукова новизна. Запропоновано метод розв'язання задачі управління складною системою, що дозволяє врахувати стохастичний характер моделі і знайти не тільки точкові, а й інтервальні оцінки оптимального розв’язання. Практична значимість. Інтервальні оцінки розв’язання статистичної моделі, що враховують випадковий розкид статистичних даних, необхідні для прийняття правильного рішення під час вибору параметрів проектованої системи, що дозволить урахувати можливі небажані випадкові впливи.

Рассмотрена методика совместного учета пористости и объемной плотности породы при моделировании распределения проницаемости в объеме залежи. На основе петрофизических исследований керна месторождений Башкирского свода проведен анализ соотношений значений пористости, плотности и проницаемости горных пород. Установлены значимые корреляционные связи данных показателей в условиях поровых коллекторов, а также снижение таких связей для плотных пород и интервалов с аномально высокими фильтрационно-емкостными свойствами. Для терригенных коллекторов порового типа предложена модель оценки проницаемости на основе совместного учета пористости и плотности пород.Для визейского эксплуатационного объекта Гондыревского месторождения построена модифицированная модель, для которой проницаемость коллектора рассчитана как функция от пористости и плотности пород. Проведено сравнение модифицированной модели с моделью, полученной по стандартной методике в результате установлены их значимые различия. В модифицированном варианте максимальная проницаемость выделена на южном участке залежи. При стандартной оценке наибольшие значения характерны для центральной части, при приближении к контуру по всей площади проницаемость закономерно снижается. Геологическая модель в модифицированном варианте в отличие от стандартного значительно более однородна, не имеет резких флуктуаций в значениях проницаемости.Для обоих кубов проницаемости выполнены расчеты по воспроизведению истории разработки объекта. Установлено, что суммарная добыча нефти, рассчитанная по модифицированной модели, значительно лучше соотносится с фактическими данными. Наибольший эффект от применения предложенной методики наблюдается для начального периода разработки, где сходимость высокодебитных скважин значительно лучше.В целом результаты сравнения методик показывают значительное улучшение адаптации истории разработки модифицированной модели по сравнению со стандартной. Таким образом, методика учета плотности пород позволяет более обоснованно учитывать различия в литологии визейских коллекторов, что в конечном итоге ведет к большей достоверности распределения остаточных извлекаемых запасов нефти., The authors review a method of combined porosity and volume density correction in the process of modeling the distribution of reservoir permeability. Basing on petrophysical investigations of core samples from Bashkir fold deposits, an association between rock porosity, density and permeability has been analyzed. Significant correlation has been observed for the above mentioned parameters in porous collectors in contrast to reduced correlation for dense rocks and intervals of anomalously high poroperm characteristics. For terrigene porous collectors the authors propose a model of permeability assessment based on combined porosity and density correction.A modified model was developed for Visean pool of Gondyrev oil field, where collector permeability had been calculated as a function of rock porosity and density. The modified model has been compared to the conventional one significant differences have been detected. In the modified version maximum permeability is associated with the southern part of the pool, whereas the conventional method points out the central part and predicts lowering permeability closer to the periphery. Geological model in the modified version is more homogenous than the conventional one and has no sharp peaks and valleys. The calculations have been made that reproduce the history of field development for both permeability volumes. Authors demonstrate that total oil production obtained using the modified model has a much better correlation with the actual data. The best results from using suggested method apply to the initial stage of development due to better convergence of high-rate wells.On the whole, comparison of two methods shows that for the purposes of production history adaptation the modified model is significantly better than the conventional one. Hence, the method of density correction allows for better justification of differences in the lithology of Visean collectors, which ultimately results in higher accuracy of data on residual oil reserves in the deposit., №231(3) (2018)

Forecasting tax revenues is of particular importance for the treasuries of Russia’s constituent regions and municipalities. Such revenues are directly related to the regions’ development prospects on the basis of realizing their own potential, including taxation. The relevance of this work is determined by the requirement to develop the socio-economic territories of municipalities using modern approaches in the field of fiscal forecasting. Property taxes, including corporate property tax, which is one of the stable sources of revenue, have a significant impact on the tax potential of regional and local budgets. The aim of this work is to determine the impact of socio-economic indicators on the tax base formed by corporate property at a municipal level in Irkutsk Region. To achieve the goal, we apply the econometric methods of research, mainly regression analysis. The idea of this approach is to select independent factors (among socio-economic indicators) that affect the value of the resulting, or dependent, variable (the tax base). The investigation uses the following empirical basis: the statistical tax reporting data presented in the “Report on the tax base and the structure of accruals on corporate property tax” in the context of municipal entities as of 01.01.2014 and indicators of municipal entities of the Federal State Statistics Service for 2013. Six economic-mathematical models of multiple regression were constructed during the research. After checking their adequacy, the authors prefered a linear model, based on which point and interval forecasts are constructed. The numerical experiments led to a conclusion that the initial data are not homogeneous, which, apparently, is determined by the large area of Irkutsk Region, the uneven distribution of natural resources and the remoteness of some municipalities. These facts justify grouping municipalities into clusters in order to increase the homogeneity in each group and the adequacy of the model. The authors plan to apply this approach in their further research. The article is devoted to the modeling of the property tax base of organizations and forecasting of tax revenues in the municipalities of Irkutsk Region. The relevance of the investigation is determined by the necessity to improve tax forecasting in the Russian Federation. At the first stage of the study, the factors influencing the formation of the tax base were selected. Using the data for 2013, six various mathematical models of multiple regression are constructed. In the preliminary analysis, the following two best models were selected: linear and semilogarithmic ones. In the paper, the authors prefer a linear model, which is used for the point and interval forecasting. Basing on the selected model, a point and interval forecasts are established for the tax base for the property tax of organizations. Прогнозирование налоговых доходов имеет особое значение для бюджетов субъектов Российской Федерации и местных бюджетов и напрямую связано с возможностью развития регионов на основе реализации собственного потенциала, в том числе и налогового. Актуальность данной работы обусловлена необходимостью развития современных подходов в области бюджетно-налогового прогнозирования с целью развития социально-экономических территорий муниципальных образований. Существенное влияние на налоговый потенциал региональных и местных бюджетов оказывают имущественные налоги, в том числе налог на имущество организаций, который является одним из стабильных источников дохода. Цель работы состоит в определении влияния социально-экономических показателей на налоговую базу по имуществу организаций на уровне муниципальных образований Иркутской области. Для достижения цели применяются эконометрические методы исследования, главным образом регрессионный анализ. Идея этого подхода состоит в отборе независимых факторов (из числа социально-экономических показателей), влияющих на величину результирующей, или зависимой, переменной (налоговой базы). В качестве эмпирической базы использовались данные статистической налоговой отчетности № 5-НИО «Отчет о налоговой базе и структуре начислений по налогу на имущество организаций» в разрезе муниципальных образований по состоянию на 01.01.2014 и показателей муниципальных образований Федеральной службы государственной статистики за 2013 г. В процессе исследования построено шесть экономико-математических моделей множественной регрессии. После проверки их на адекватность авторы отдают предпочтение линейной модели, на основе которой строятся точечный и интервальный прогнозы. Проведенные расчеты привели к выводу о неоднородности исходных данных, которая, по всей видимости, определяется большой площадью Иркутской области, неравномерным распределением природных ресурсов и труднодоступностью отдельных муниципальных образований. Указанные факты обосновывают разбиение на кластеры муниципальных образований с целью повышения однородности в каждой группе и адекватности модели. Авторы планируют применить такой подход в своих дальнейших исследованиях. Основные положения: построено несколько эконометрических моделей зависимости налоговой базы по налогу на имущество организаций от факторов, влияющих на ее формирование; проведен анализ качества каждой модели и выбрана наилучшая из них; на основе отобранной модели построен точечный и интервальные прогнозы налоговой база по налогу на имущество организаций.

The article examines the aspect of the resourcing system, or more specifically the system of ferrous scrap provision at metallurgical enterprises that operate electric steel production facilities. It is determined that the primary goal of this system is to minimize the cost of resources. This is also a necessary precondition for enhancing the competitiveness of an enterprise as the impact of negative environmental factors on the steel industry is growing. Purchase prices for ferrous scrap that are set by metallurgical enterprises and that represent one of the target indicators of the resourcing system along with the scrap purchase volume essentially depend on market conditions. The price level for ferrous scrap in the Russian market is one of the key factors of the external environment, influencing resourcing and management decisions as to its target indicators. The aim of the article is to create high-quality econometric models of forecasting prices of Grade 3A scrap in the Russian market. The method of multiple regression is chosen among the statistics methods of forecasting that is commonly used for dealing with similar problems of an industrial nature. Considerable attention is paid to practical aspects of forecasting. Three types of up-to-date econometric models are proposed; the interpretation of parameters and the forecast for the period from January to September 2015 are done. A conclusion is drawn about the possibility of using the models in management in metallurgical enterprises. It is expected that the forecast results will contribute to improving the existing resourcing system, especially as regards the preparation of data for further use in the formation of an optimal schedule of scrap purchase volumes for a metallurgical company. В публикации рассмотрен аспект системы ресурсообеспечения предприятий, имеющих электросталеплавильное производство, в частности система обеспечения ломом черных металлов. Определено, что первоочередная цель данной системы - минимизация затрат на ресурсы, одновременно выступающая как необходимое условие повышения конкурентоспособности предприятия в условиях усиления воздействия на металлургическую отрасль негативных факторов внешней среды. Закупочные цены на лом черных металлов, устанавливаемые металлургическими предприятиями и являющиеся одним из целевых показателей системы ресурсообеспечения наряду с объемом закупок данного вида ресурсов, существенно зависят от конъюнктуры рынка. Таким образом, уровень цен на лом черных металлов на российском рынке выступает одним из ключевых факторов внешней среды, осуществляющих воздействие на систему ресурсообеспечения и предопределяющих управленческие решения относительно ее целевых показателей. Целью статьи является формирование качественной эконометрической модели прогнозирования цен на лом вида 3А на российском рынке. Среди статистических методов прогнозирования выбран метод множественной регрессии, получивший широкое распространение при решении аналогичных задач производственного характера. Значительное внимание в публикации уделено практическому аспекту прогнозирования. Предложено три вида актуальных на момент публикации эконометрических моделей, произведена интерпретация параметров качества, осуществлено прогнозирование на период с января по сентябрь 2015 г. Сделан вывод о возможности использования данных моделей в управленческой деятельности на металлургическом предприятии. Ожидается, что результаты прогнозирования будут способствовать совершенствованию существующей системы ресурсообеспечения, в частности в аспекте подготовки данных для дальнейшего использования при формировании наиболее оптимального графика закупки металлургическим предприятием лома черных металлов.
