The relevance of the study is due to the presence of problems in the management of municipal finances and the need to identify ways to solve them. The purpose of the study is to formulate a set of recommendations that will make it possible to achieve improved financial support for municipalities in the current socio-economic conditions as a basis for ensuring their development and improving the quality of life of the population. Materials and research methods. The research uses official Federal Treasury data for 2015-2017, the processing of which was carried out using such methods as analysis, synthesis, a set of graphical tools for presenting results. Results. According to the results of the study, authors recommendations were formulated for improving the financial support of municipalities in the Russian Federation. Conclusion The results of the study are recommended to be practically introduced into the management of all municipal entities in the Russian Federation, as well as to be used by the Ministry of Finance of the Russian Federation to develop relevant guidelines.

The article focuses on the need of integration of municipal government into a unified hierarchy of strategic planning in the country. The basic positions of the acting version of the Federal law no.131 “On general principles of organization of local self-government” and the Federal law no. 172 “On strategic planning” don’t provide clear legal framework for the solution of this problem. Besides, the practical integration of municipal management into a unified hierarchy of strategic planning meets serious economic obstacles, the main of which consist in the negative situation within the system of local finance, characterized by trends of deficiency, high dependence on subsidies and, as a consequence, volatility and lack of predictability in relation to any plans and programs of long-term nature. The main idea of the article is to prove the need for a systemic approach to solving tasks, related to the integration of municipal management in a unified vertical of strategic planning in the country. The essence of this approach is the combination of a number of legal innovations in the legislation on strategic planning and local government with a set of measures, aimed to strengthen the fiscal basis of Russian local self-government together with institutional ensuring of municipal planning and its interaction with the practice of strategic planning at the level of subjects of the Russian Federation.

Managing local government units in the 21st century faces new challenged connected to the conditions of knowledge-based economy. Currently the greatest approval is gained by the view which states that the ability to manage knowledge becomes a truly deciding factor for the efficiency of economic processes. In the conditions of globalisation, free capital flow and dynamic development of the capital market and new financial instruments, the LGUs are forced to seek new paradigms for finance management, such as will focus – to a greatest extent than before – on diffusing information and knowledge, developing competences of key significance for the LGUs, developing financial knowledge among LGU employees and supporting organisational learning

At this stage of its formation, Ukraine is on its way to European integration. This process involves not only the scope of the political life of the state but also economic policy. By ratifying the Charter of Local Self-Government, Ukraine has confirmed that it shall comply with its provisions. Article 9 of the Charter provides that at least a portion of the financial resources of local self-government should be formed at the expense of own revenues of municipalities. Such income includes tax revenues. At this stage of the budgetary system of Ukraine's total share of income of local taxes and fees in local budgets is insufficient to fund the operation of local government. Well-known is the fact that the effectiveness of local government largely depends on how much of their own resources available at its disposal. While the hallmark of developed European countries is to strengthen the role of local budgets, the main component of which in many countries are local taxes. At the present stage of development of the budget and tax system of Ukraine will be useful to study the experience of developed countries in Europe with regard to the financing of socioeconomic development of cities by tax revenues. The article is devoted to the problems of management of the revenues of cities of Ukraine, Russia and Poland. Five historical stages of evolution of becoming and development of city management and taxation are selected. Description of significant items of the revenues municipal budgets of Russian, Ukrainian and Polish cities in terms of one citizen in dollar equivalent at the end of 2010 presents. The author conducted a comparative analysis of the general management experience revenues of municipal budgets. Each of countries adheres to the main financial terms of the European charter of local self-government concerning management of revenues of cities and simultaneously uses the own specific approaches to ensuring of financially-budgetary capability of urban communities. Analysis of research showed that the European experience, in particular, Polish, is a positive and acceptable for Ukraine. Polish city management can be considered financially self-sufficient. The current system in the country revenues differences of municipal budgets to "own resources self-government" and "transfers" is more precise and verified. There is a need to continue research on finding ways to partition the optimal sources of revenue Ukrainian city budgets for its own and delegated authority. [ABSTRACT FROM AUTHOR]

The article deals with the analysis of the sources of the budget revenues in financing of the cities of Chernivtsi region. The budget is the only fund which facilitates the financial development of the small cities of Chernivtsi region because of the inconspicuous role of the off-budget mechanisms and sources. The analysis was performed on the base of the reports of the budget execution concerning 2009-2012 of the small cities of Chernivtsi region with the usage of the absolute indicators of the budget supply of the city development as well as the enumeration of the relative indicators, to our point of view, this fact just aggravates the investigated problem. The analysis of the budget profitability has reflected that the financial sufficiency of the small cities remains very low. Performed budget and tax reforms haven't gained success in the part of the decentralization of the inter-budget relations which is proved with the increase of the role of the grants and subventions in the revenues of the local budget during 2011-2012. The role of the local taxes or outturns is very low, this fact represents its secondary and additional value, the significant dependency of the profitability of the local budget u pon the decisions of the central bodies of power, the inconspicuous independence of the local government. The basic methodological principles on which should be done the evaluation of the effectiveness of social investment are singled out in the article. We construct four-level model of the effectiveness evaluation of social investment in social infrastructure's objects that are owned by the local community. Grouping of indices of effectiveness of social investment which is made at the expense of local budgets is done.
