2. Training of Production Managers for Machine-building Enterprises

The article discusses the problem of a discrepancy between University programs of production managers training for industrial enterprises and the modern requirements to such specialists. The result is an acute shortage of qualified top managers and middle managers, whereas university graduates can’t find specialty related occupation.To assess the needs of machine-building industry in production managers and various professionals a study was conducted at Novocherkassk Electric Locomotive Plant, which is the largest machine-building enterprise in Russia for production of mainline freight and passenger electric locomotives. Based on the survey using a direct regression, the conclusion was drawn about the current need in specialists of the main and auxiliary shops of the plant. The study showed that approximately 65% of the required specialists with higher education are production managers.To solve the problem of production managers shortage, the authors have developed a training program for production managers who will be able to manage human resources and at the same time effectively use technical tools to perform production process. The implementation of this program will enhance productivity, competitive advantages of domestic manufacturing and graduates’ job placement.

Any educational institution should care about future employment of its graduates. Almost every university has its own Job Placement Centre. Sharing experiences between such centres is a way to make their work more effective and to raise its quality and as a result to increase graduates’ competitiveness. The article focuses on the activities of the Regional Graduate Job Placement Centre of Tver State University that provides an integrated training of students for their recruitment on labour market. The training starts from the first year of studies and develops skills necessary to start a successful career. The Regional Graduate Job Placement Centre cooperates with employers who keep them informed about any vacancies for young people without any work experience.

The article presents the organization of professional orientation work with students at the metallurgical enterprise. The results of the sociological survey conducted by the authors revealed the topical problems concerning career guidance. So, the demand for blue-collar jobs has decreased among high school graduates as well as an entrance competition in higher education institutions on specialties required in economy of the region. Young people prefer to choose professions with a broad scope of application and employment opportunities; employment in steel industry after graduating from vocational schools graduates consider as a residual. The article focuses on the measures for solution of the problem of job placement in the region. The implementation of the project technologies in particular road mapping for students' career guidance allowed us to obtain tangible results.

In order to estimate the demand for graduates of the programme «Public administration» and find out what their professional self-fulfilment depends on, the authors have conducted an anonymous opinion survey of prestigious economic universities students (bachelor's and master's degree courses) and graduates specialized in this sphere. The questions were about the correspondence of the gained academic qualification and actual occupation, the importance of degree certificate, satisfaction with the education quality, attitude to different aspects of studying etc. Having organized the data and compared it with the previous surveys' results the authors came to a conclusion that such interdependent factors as forethought of career choice, students' vision of academic planning, approach to teaching, practice-oriented type of education are essential to professional success and application of knowledge and skills. Informants' answers helped to count out the percentage of graduates whose occupation is connected with public administration, to understand the reasons of choosing the relevant master course, to assess the significance of acquired competences and qualification for job placement at governmental organizations. The main scientific result of the survey is working out of a system of recommendations aimed at increasing demand for graduates specialized in the sphere of civil service, and, consequently, improving the efficiency of investment in management training. The presented measures could be used for the further modernization of the process of educational planning and could be taken into notice while developing academic programs.

В работе представлены основные положения методики формирования практикоориентированной образовательной программы, основанной на компетентностном подходе. Особенностью методики является обширное использование актуализированной информации из открытых источников сети «Интернет». С этой целью были разработаны алгоритмы автоматизированного поиска и формирования перечней профессий и организаций работодателей, полученные на основе анализа профессиональных стандартов. Данная методика универсальна и может быть использована при разработке и модернизации образовательных программ в вузах. В процессе реализации алгоритмов поиска, обработки и выбора информации сформированы перечни профессиональных стандартов по виду профессиональной деятельности, профессий по общероссийскому классификатору профессий рабочих, должностей служащих и тарифных разрядов и организаций-работодателей, которые могут быть полезны специалистам центров трудоустройства вузов, а также учебно-методическим подразделениям и дирекциям образовательных институтов при организации текущей деятельности. Проведенный анализ вакансий, заявленных организациями-работодателями из полученного перечня, позволил сформулировать требования (компетенции) к потенциальному соискателю работы. Результаты исследования положены в основу разработки образовательной программы бакалавриата по направлению «Мехатроника и робототехника», практикоориентированность которой должна способствовать повышению уровня трудоустройства выпускников Петрозаводского государственного университета на предприятия Республики Карелии и Северо-Западного федерального округа, а также удовлетворению кадровых потребностей этих предприятий вследствие подготовки специалистов с востребованными компетенциями. The article presents main ideas of forming competence - based practice - oriented educational program. Peculiar features of this method is in broad use of actualized information from open Internet sources. Special algorithms for automated search and formation of professions and employers lists based on analysis of professional standards were developed. This method is universal and can be applied to designing and altering educational programs at the universities. In the process of implementing algorithms for searching, processing and selecting information authors formed lists of professional standards for professional activity types, professions according to the Russian classificatory of professions for workers and office workers, employers organizations and position types which can be useful for university employment centers, as well as teaching and methodic departments and educational institutions managers in organizing their everyday activities. Conducted analysis of vacancies presented by employers from the obtained list allowed for forming the list of requirements (competencies) for potential employees. Research results formed the basis of designing bachelor program in the specialization «Mechatronics and robotics», practical orientation of which should facilitate employment of Petrozavodsk State University graduates at the companies situated in Karelia Republic and North - Western Federal District and meet personnel needs of these companies by means of providing them with specialists with required competencies. The paper is devoted to the problem of professional selfdetermination, which involves selection of and enrolment in a particular educational institution, as well as preparation for a job placement after graduation in the fast changing labor market. Additionally, the authors point out the related complications, caused by deformations in the professional orientation system, and leading to a professional self-identification crisis. The aim of the research is to demonstrate that fostering the competitive university graduates -the priority task of the modern higher school - requires psycho-pedagogical facilitation, and flexible alternative application of available resources of time, content, organization, and technology. However, the necessity to follow the Federal State Educational Standards and other regulatory procedures slows down the higher school’s response to changing realities, and hinders the prompt development of mobile and adaptive educational programs. As an effective tool for solving the problem of professional selfidentification, the author recommends the variational programs of additional education, regarded as an option to the major specialization. The paper discusses the “SchoolofProfessional Success” project, approbated inBashkirskyStatePedagogicalUniversity, based on the competence and person-oriented approaches, and analytical monitoring of students’ requirements for additional skills and knowledge. The above experience can be further extrapolated to different fields of training.

Молодые специалисты являются одним из основных ресурсов развития кадрового потенциала РФ, повышения конкурентоспособности ее экономики. В то же время наблюдается недоиспользование молодых специалистов как трудового ресурса, в том числе вследствие их неустойчивого положения на рынке труда. В соответствии с этим целью статьи выступает рассмотрение трудоустройства молодых специалистов как социально-экономической проблемы. В результате анализа отечественных исследований по данной теме авторами был сформулирован ряд ключевых противоречий в сфере трудоустройства молодых специалистов, в том числе дисбаланс между рынком образования и рынком труда, противоречие между требованиями работодателей и социально-профессиональными характеристиками молодых специалистов, между запросами и ожиданиями выпускников вузов и реалиями российских организаций, между реалиями рынка труда и субъективными моделями профессионально-трудового поведения молодых специалистов. Авторы отмечают, что проблема трудоустройства молодых специалистов усугубляется кризисными явлениями в российской экономике. Решение рассмотренной проблемы возможно, по мнению авторов, только в ходе взаимодействия различных субъектов – органов государственной власти и местного самоуправления, работодателей и организаций высшего образования. Young specialists are one of the main resources for the development of the Russian Federation's human resources potential, enhancing the competitiveness of its economy. At the same time, there is a lack of use of young specialists as a labor resource, including because of their precarious position in the labor market. In accordance with this goal of the article is the consideration of employment of young professionals as a social and economic problem. As a result of the analysis of domestic research on this topic, the authors formulated a number of key contradictions in the field of job placement for young professionals, including the imbalance between the education market and the labor market, the contradiction between employers' demands and the social and professional characteristics of young professionals, between requests and expectations of university graduates and Realities of Russian organizations, between the realities of the labor market and subjective models of professional and labor behavior of young professionals. The authors note that the problem of employing young professionals is exacerbated by the crisis phenomena in the Russian economy. The solution of the considered problem is possible, in the opinion of the authors, only in the course of interaction of various subjects - state authorities and local self-government, employers and higher education organizations.

Results. Informants’ answers helped to count out the percentage of graduates whose occupation is connected with public administration, understand the reasons of choosing relevant master course, assess the significance of acquired competence and qualification for job placement at governmental organizations. The main scientific result of the research is working out a system of recommendations aimed at increasing demand for graduates specialized in the sphere of civil service, and, consequently, improving the efficiency of investment in management training. It is specified that the most important issues in this regard are forethought of career choice, students’ vision of academic planning, and approach to teaching, practice-oriented type of education. Scientific novelty. Having organized the data and compared it with previous surveys’ results, the authors reveal the factors essential to professional success and application of knowledge as well as correlation of these factors which means meeting the objective of the research.Practical significance. The presented materials can be used for the further modernization of the process of educational planning and taken into notice while developing academic programs for the direction «Public and Municipal Administration».
