Данная научная статья посвящена теме промышленной экологии и ее вкладу в достижение устойчивого развития. Промышленная экология представляет собой концепцию, основанную на принципах эффективного использования ресурсов, уменьшения отходов и снижения воздействия на окружающую среду. В статье описываются основные принципы промышленной экологии, такие как интеграция производственных процессов, использование вторичного сырья, снижение выбросов вредных веществ, энергоэффективность производства и другие. Также рассматриваются примеры успешной реализации промышленной экологии в различных отраслях промышленности, таких как химическая промышленность, производство бумаги, пищевая промышленность и другие. Описываются положительные результаты, полученные благодаря внедрению промышленной экологии, такие как сокращение выбросов вредных веществ, уменьшение объема отходов, повышение энергоэффективности производства, снижение использования природных ресурсов и другие. Статья подчеркивает важность промышленной экологии как одного из инструментов достижения устойчивого развития и сохранения окружающей среды. Реализация промышленной экологии требует серьезных усилий и инвестиций, а также согласованного подхода со стороны правительства, бизнеса и общественности. Однако, практические результаты показывают, что это эффективный инструмент для повышения конкурентоспособности предприятий, снижения расходов на сырье и энергию, а также снижения рисков возникновения экологических проблем и социальных конфликтов. В целом, статья представляет собой обзор теории и практики промышленной экологии, описывает ее основные принципы и примеры успешной реализации, а также подчеркивает важность данного подхода в контексте устойчивого развития., This scientific article is devoted to the topic of industrial ecology and its contribution to achieving sustainable development. Industrial ecology is a concept based on the principles of efficient use of resources, waste reduction and reduction of environmental impact. The article describes the basic principles of industrial ecology, such as the integration of production processes, the use of secondary raw materials, reducing emissions of harmful substances, energy efficiency of production and others. Examples of successful implementation of industrial ecology in various industries, such as chemical industry, paper production, food industry and others, are also considered. The positive results obtained through the introduction of industrial ecology are described, such as reducing emissions of harmful substances, reducing waste, increasing energy efficiency of production, reducing the use of natural resources, and others. The article emphasizes the importance of industrial ecology as one of the tools for achieving sustainable development and environmental conservation. The implementation of industrial ecology requires serious efforts and investments, as well as a coordinated approach on the part of the government, business and the public. However, practical results show that it is an effective tool for increasing the competitiveness of enterprises, reducing raw materials and energy costs, as well as reducing the risks of environmental problems and social conflicts. В последнее время во всем мире и в России активно исследуется «зеленая экономика». Необходимо констатировать, что при этом не приведено конкретных очертаний «зеленой экономики». Представляется крайне необходимым заполнять этот пробел. Обобщая материалы на эту тему легко заметить, что, не обсуждая суть «зеленой экономики» все публикации можно свести к двум направлениям. Первое – это минимальное вмешательство в природу и максимальное снижение наносимого экосистеме планеты вреда. Второе – это «углеродный след», который предлагается отслеживать, а также вводить различные меры, ограничивающие выбросы СО2 в атмосферу. Проблема в том, что предлагаемые сегодня решения проблемы СО2 не столь очевидны и однозначны поскольку исходя из них, второе начинает противоречить первому. В качестве решения предлагается не в целом ограничение выбросов по всей планете, а лишь «перераспределение» через систему квотирования. Странам с превышением уровня соответствующих выбросов предлагается покупать квоты у тех стран, у которых выбросы ниже определенной нормы, и продолжать загрязнять среду. Волатильность определения значений самих квот, а также субъективный характер их установления, очевидно, не способствует снижению выбросов, и эти меры нельзя рассматривать как меры по построению настоящей «зеленой экономики». Настоящая статья посвящена базовым вопросам «зеленой экономики» и возможностями ее развития в мире в целом и в России в частности., In the recent years, green economy has been actively studied in Russia and the world as a whole. It should be noted that there are no specific general picture of green economy, therefore it seems extremely necessary to fill this gap. Summarizing the materials on this topic, it is easy to notice that without discussing the essence of the green economy, all publications can be reduced to two directions. The first is the minimum interference with nature and the maximum reduction of the damage caused to the ecosystem of the planet. The second is the "carbon footprint", which is proposed to be monitored, as well as to introduce various measures limiting CO2 emissions into the atmosphere. The problem is that the solutions to the CO2 problem proposed today are not so obvious and unambiguous, because based on these solutons, the latter begins to contradict the former. As a solution, it is proposed not to limit emissions on the whole planet, but only to "redistribute" them through a quota system. Countries with an exceeding levels of the corresponding emissions are invited to buy quotas from those countries whose emissions are below a certain norm and continue to pollute the environment. The volatility of determining the values of the quotas themselves, as well as the subjective nature of their establishment, obviously does not contribute to reducing emissions, and these measures cannot be considered as measures towards building a real green economy. Горнодобывающая промышленность является основой для развивающейся отечественной экономики. Однако для успешного функционирования всего хозяйства необходима развитая обрабатывающая промышленность. Все эти компоненты должны функционировать совместно и составлять единый экономический организм. Казахстан – территориально крупная страна, которая отличается многообразием полезных ископаемых, где каждый регион специализируется на определенных отраслях промышленности. В статье выполнен обзор горнодобывающей промышленности Павлодарской области. Исследованы и изучены положительные и отрицательные стороны функционирования крупных горнодобывающих предприятий и их влияния на окружающую среду. Для наглядности приведены таблицы и рисунки, что позволит более объективно оценить сложившуюся картину., The mining industry is the backbone of a growing domestic economy. However, for the successful functioning of the entire economy, a developed manufacturing industry is needed. All these components must function together and form a single economic organism. Kazakhstan is a geographically large country with a variety of minerals, where each region specializes in certain industries. The article provides an overview of the mining industry of the Pavlodar region. The positive and negative aspects of the functioning of large mining enterprises and their impact on the environment have been investigated and studied. For clarity, tables and figures are given, which will allow a more objective assessment of the current picture. Systematic work of the higher authorities of China on achievement and implementation of generally valid aims in the field of science and technology allowed the People’s Republic of China to reach intense innovative advancement of its conomy. New and High-Tech Development Zones form the basis of the national innovative infrastructure in China, the most successful of which is China-Singapore Suzhou Industrial Park (hereinafter – the Park). The Park can be characterized as a flagship project of cooperation between the governments of China and Singapore, pilot zone of reforms and innovations, successful model of international cooperation. The aim of the foundation and development of the Park is creation of innovative world class productions and setting up new international district with modern information and technology infrastructure and environmentally-friendly neighborhood. The article presents the process of formation of the Park’s management system and its interaction with the public authorities as well as the main principles of its organizational structure. Current social-economic development results and advancement of favorable conditions for investors are analyzed. Special emphasis is given to the concept of development of the industrial ecology observed by the Park’s management. The examples of intensive growth of infrastructure are given: creation of demonstration zones and experimental areas, building of social facilities. The emphasis is given to the constant development of the Park’s human resources. The project represents a new model of international economic and technical cooperation of China with other nations.
