3. Gas chromatographic determination of phenols in surface waters using polyoxyethylene bis arsenates

Current paper is devoted to the determination of phenols in surface waters using the method of gas-liquid chromatography on the nozzle chromatographic columns with different polarities of sorbents, in the capacity of which silicone elastomers, polyethylene glycol with the molecular weight of 1500, and polyoxyethylene bis arsenate obtained by arsenating polyethylene glycol-1500 were studied. It was shown that positional isomers, para - and meta – cresols, which have almost identical boiling points, were separated on polyoxyethylene bis arsenate and on the standard sorbents (SE-30 and PEG-1000) they practically do not separate and come out with a single peak. The logarithmic retention indexes were determined for the analyzed phenols and chromatographic Rorschneider polarity factors on polyoxyethylene bis arsenate, which are extremely high for ethanol (factor y) and are associated with the formation of an intermolecular hydrogen bond in the sorbate-sorbent system. It was found that polyoxyethylene bis arsenate had a linear dependence of the logarithm of the retention time on their boiling point and dipole moments. In the case of dipole moments, there was a deviation from the specified dependence for o-chlorophenol, obviously as a result of a specific substituent effect (ortho effect). Polyoxyethylene bis arsenate was used to determine phenols in the surface waters of the Kuibyshev reservoir. For this purpose, a sample preparation system based on the conversion of phenols into brominated derivatives, which have high volatility and are fairly well analyzed by gas-liquid chromatography, was used. A comparative characteristic of the limit of detection of phenols for flame ionization and thermionic detectors was given. Показано, что на полиоксиэтилен бис арсенате разделяются позиционные изомеры, пара- и мета-крезолы, которые имеют практически одинаковые температуры кипения и на стандартных сорбентах (SE-30 и ПЭГ-1000) практически не разделяются и выходят одним пиком. На полиоксиэтилен бис арсенате определены логарифмические индексы удерживания анализируемых фенолов и хроматографические факторы полярности Роршнайдера, которые экстремально высоки для этанола (фактор у), что связывается с образованием межмолекулярной водородной связи в системе сорбат-сорбент. Установлено, что на полиоксиэтилен бис арсенате наблюдается линейная зависимость логарифма времени удерживания от их температуры кипения и дипольных моментов. При этом в случае дипольных моментов наблюдается отклонение от указанной зависимости для о-хлорфенола, очевидно, в результате специфического эффекта заместителя (орто-эффект). Полиоксиэтилен бис арсенат использовали для определения фенолов в поверхностных водах Куйбышевского водохранилища. С этой целью проводили пробоподготовку, основанную на переводе фенолов в бромпроизводные, которые обладают высокой летучестью и достаточно хорошо анализируются методом газо-жидкостной хроматографии. Приведена сравнительная характеристика предела обнаружения фенолов для пламенно-ионизационного и термоионного детекторов. При использовании разработанной методики анализа поверхностных вод установлено наличие фенолов в бассейне реки Волга, концентрация которых изменяется в различные периоды времени года.Ключевые слова: фенолы, газо-жидкостная хроматография, сорбенты, сорбаты, факторы полярности.DOI: http://dx.doi.org/10.15826/analitika.2020.24.4.001

5. Failures of big business tax administration and their impact on regional budgets

The destabilization processes of the Russian Federation's budget system, primarily at the regional level, are becoming longterm in their nature. It is necessary to find ways to overcome these processes. The current measures by the authorities are aimed at reducing budget expenditures and will not solve the existing problems. In the authors' opinion, these are, first of all, the failures of tax policy concerning the major taxpayers. The main purpose of the article is to provide the selected research results of the Institute of Socio-Economic Development of Territories of the Russian Academy of Sciences on the taxation of major oil and metals corporations, their relations with both federal and regional budgets. The analysis of regulatory acts allowed to conclude that the standard practice of major taxpayers' tax administration hardly corresponds to the basic principles of taxation. As a result, in recent years, revenues from the main income source of the territories - income tax steadily decline; industrial production development is limited by the inefficient tax concession system and the increasing costs, corporate management imbalances. These imbalances suppose that the interests of private capital owners and the management of state corporations prevail over the solution of the issues of social development. The paper proposes some measures to improve the profit taxation and increase the fiscal function of income tax. We have developed a differentiated scale of refunds from the budget of valueadded tax paid by large commodity exporters with a view to provide incentives for increasing exports of competitive products. The article also suggests that with continued centralization of the system of tax distribution across government levels, a part of additional revenues generated through the implementation of a selective approach to the provision of tax incentives could be used to increase financial support of the regions. Представлены результаты исследований по вопросам налогообложения крупных нефтегазовых и металлургических корпораций, их взаимоотношений как с федеральным бюджетом, так и с бюджетом регионов присутствия. Сделан вывод, что сложившаяся практика налогового администрирования крупнейших налогоплательщиков слабо корреспондирует основным принципам налогообложения. Разработана дифференцированная шкала возвратов из бюджета налога на добавленную стоимость, уплачиваемого крупными сырьевыми экспертами.

The Purpose: Of the study was to assess oral microbiocenosis changes in participants of microgravity modeling in a control group and using prophylaxis in the form of a probiotic supplement with 1.0·10
9 CFU of Streptococcus salivarius strain in one lozenge and a dairy product containing not less than 1·107 CFU of Streptococcus salivarius subsp. thermophilu s strain in one gram., Materials and Methods: The study included 15 participants aged 25-40 years from the "Dry Immersion-2018" experiment. Five participants were included in the control group, while 10 participants were divided into 3 prophylactic groups: group I with 3 people (1 glass of dairy after evening teethbrushing and 1 glass of dairy after breakfast and teethbrushing). Group II with 3 people dissolving 1 probiotic lozenge at bedtime after teethbrushing and 1 lozenge after breakfast and teethbrushing. Group III with 4 people tested the synergism of protective streptococcus strains according to the scheme: 1 glass of dairy before nightsleep after teethbrushing and 2 probiotic lozenges under the tongue during the day. Changes were assessed by the dynamics of the Eubiotic Index and the Community Periodontal Index of Treatment Need (CPITN)., Results: A significant deterioration of the periodontal condition was recorded in the control group: a growth of supragingival and subgingival tartar, bleeding gums, and a growth of pathogenic microflora. In all three prophylactic groups, a positive shift was detected in Eubiotic Index. In groups I and II there were no changes on CPITN index scale, and in group III an improvement in periodontal condition was recorded., Conclusion: The probiotic drug showed a positive prophylactic effect and found synergy with the dairy product based on the Streptococcus salivarius subsp. thermophilus strain.- Published

- Abstract
Earlier studies were furthered by examination of parodentium anaerobic microbiota and investigation of gingival liquid immunological factors in space flight. Immunoglobulins were measured using the .enzyme immunoassay (EM). The qualitative content of keya parodentium pathogens is determined with state-of-the-art molecular biology technologies such as the polymerase chain reaction. Statistical data processing was performed using the principle component analysis and ensuing standard statistical analysis. Thereupon, recommendations on cosmonaut's oral and dental hygiene during space mission were developed.
