The current state of small and medium-sized businesses in Ukraine depends on the stability of the economic situation, the availability of a favorable tax and regulatory environment, the availability of financing, competition in the business environment, the pace of technological development and the sufficiency of qualified personnel in the labor market. The aim of the article is to study the role and analyze the impact of information management to support small and medium-sized businesses. On the basis of the carried out research, the main objectives of information management have been allocated and characterized, the influence of each factor on the indicators of efficiency and productivity of enterprise has been considered. It has been established that proper work with information is a crucial element for the success and sustainability of any organization or enterprise. Information problems can have serious consequences for a business’s operations, so it is important to pay due attention to information management and ensure that data is processed and protected effectively. This process contributes to effective management, informed decision-making, increased competitiveness, and information security. The article develops recommendations for further elaboration of information systems at small and medium-sized enterprises related to ensuring security and data protection, optimizing internal processes and improving the system of data collection and processing. The future development of information management will be characterized by the introduction of advanced technologies, improved data protection and privacy, real-time analysis, and the provision of mobility and teamwork.

The aim of the article is to determine the role and significance of the information economy in the process of reсovery of Ukraine after the war. Nowadays, information has a significant impact on the modern economy through decision-making, organization of production, allocation of resources and consumption. The article discusses practical examples of the use of information technologies and digital tools, as well as illustrates the impact of these technologies on the rapid and effective recovery of the country’s economy after the war’s end. The article highlights such aspects as the use of information systems to coordinate recovery processes, promoting investment opportunities, supporting small and medium-sized enterprises, developing innovations and startups in the recovery industry sectors, and improving management and resource efficiency. The carried out research allowed to correlate the concept of information economy with the above categories, which made it possible to identify the interdependence or subordination of the digital economy to these aspects. Currently, the issue of the information economy is studied at an inappropriately low level due to the complexity of the topic, which covers a wide range of aspects – from technology and socio-cultural influences to economic policy. It is proved that increasing the level of research on the information economy can contribute to improving the level of economic recovery of the country. It is defined that the rapid pace of technological progress is constantly changing the economic landscape and requires constant updating of knowledge and research methods. Therefore, it is very important to use all available resources that can help in the post-war recovery of the country: reconstruction and revival of infrastructure, the work of humanitarian organizations, attracting investments, managing crisis situations, creating new businesses, etc.

The novelty of the research consists in the need for a theoretical analysis of large-scale changes that occur in modern society under the influence of the rapid development of information and communication technologies. Social changes are reflected by scientists in the framework of the concepts of “information”, “post-industrial”, “technotronic”, etc. society, and each author identifies his own reasons for the genesis and main features of the current stage of development of Western technological civilization, which represents a certain problem of its social and humanitarian knowledge. The purpose of the research is to analyze the influence of information technologies on the main social subsystems within the framework of a civilizational approach to the development of Western European civilization using the results of the original research of M. Castells, dedicated to the idea of a network society, In the article the author considered the features of information technology revolution of the last third of the XX century which had changed the shape of industrialized countries of the West. In his research he relied upon the principles of determinism and historicism, and the idea of technogenic civilization, according to which the decisive role in the mechanism of social determination of modern society belonged to its production subsystem, which, through various mediating links, determined the state of other spheres of society. He also the consequences of the revolution for all social spheres of technogenic societies, including the formation of a global information economy, a social structure of a network society, and “real virtuality” culture. It has been concluded that network structures in the post-industrial economy become the basis for the sustainable development of all public spheres, allowing to combine high rates of social development and sustainability of basic social institutions.

With the spread of the COVID-19 pandemic, the digital economy has become a new engine of global economic growth, and new industries and economic models will continue to emerge. The digital economy has become a strategic high point of competition among countries and a new driving force of global economic growth in the new era, and all countries in the world are facing an important strategic opportunity period. This paper shows the value and potential of the digital economy by theoretically summarizing and analyzing its basic connotation, including its basic definition, development history, dissemination mechanism, and development law. The study released by the United Nations Conference on Trade and Development concluded that the epidemic crisis has intensified the digitalization process of the whole society, and the use of digital solutions, tools, and services has brought positive economic growth, which has also inspired many countries to find new breakthrough points for economic growth and accelerated the transformation of the global economy to digitalization. The digital economy in the post-crisis era will continue to accelerate this trend, and the underlying trends of the global digital economy will further strengthen, which will bring profound impacts and changes to digitally vulnerable countries. This presents an important research direction for studying the digital economy to enhance ESG development today.

In the context of global processes of information economy formation, the traditional division into industries is losing its relevance. The leading role in the world economy is shifting to transnational clusters as a system of organizational and economic relationships. Meanwhile, at present, there is no global interstate regulatory legal act that regulates the activities of clusters. The few international legal acts on the issue are regional and are not of a peremptory nature. The methodological basis of the research was various methods of information economy: the interdisciplinary method, the systemic institutional-evolutionary method, the sublimation method, the empirical virtualization method, etc. The problems of information cluster formation remain insufficiently explored in the scientific literature, but the study allows to identify similarities in the clustering policy of world leaders such as the EU, the USA and Japan for the development of a competent institutional and legal policy in the field of clustering in the Union State of Russia and Belarus as well as in the EAEU in general. On the basis of foreign experience, the main legislative acts regulating clustering processes in the Russian and Belarusian economies were compared. Based on the analysis of the legislative acts, institutional and legal mechanisms for activating and unifying the processes of forming information clusters of the Union State of Russia and Belarus are proposed.

The purpose of the article is to form scientific and practical aspects of actualization of the development of the information economy in the context of global transformations. According to results of the study, one can say that modern information technologies have come a long way in their development, but they need further improvement. It is already clear that the future, for effective managerial decisions, envisages attraction of not only human capital, but also breakthrough technologies and artificial intelligence. Accordingly, most countries over the world associate their development strategy with the transition to the information economy. The greatest success in the transition to the information economy reached developed countries, including the United States, Germany, France, Great Britain, China, and Japan. Regrettably, Ukraine today occupies a low position in the world rankings regarding indicators influencing the process of actualizing the development of the information economy in the context of global transformations. Although recently in Ukraine there have been infrastructure changes in the direction of computerization and informatization, the degree of their influence both at the domestic level and at the level of corporate sectors is increasing, the number of innovative enterprises is actively growing. The essence of the information economy consists in the formation of elaborate, complex phenomena that are associated with changes in the system of productive forces and social relations directed towards the effective and rational use of information technologies and creative work. Overcoming existing problems will provide an opportunity to actively develop the information economy of Ukraine in the context of global transformations. In general, the policy of development of information economy should be comprehensive and create the necessary conditions for the corresponding transition: economic, legal, and organizational.

8. Formal and Functional Analysis of the Role of Money in the Reproduction Process: New Aspects of the Modern Theory of Money

The authors investigate the role of money in the reproduction process from the perspective of a functional approach, including the influence of external factors. The aim of the study is to develop the modern theory of money at the formal and functional level based on the analysis of the role of money in the reproduction process in the concept of coordination of monetary, macroprudential and financial policies of Russia for the purpose of economic growth. The novelty of the research is due to the development of the modern theory of money on the basis of clarifying the role of money in the reproduction process influenced by decisions made to coordinate the monetary, macroprudential and financial policy. The authors apply methods of system-structural, formal-functional, comparative economic analysis, econometric modeling using correlation-regression analysis, economic and mathematical methods. The authors developed a methodological framework for analysis, identified and structured the possibilities and risks of applying macroprudential policy measures for monetary circulation, illustrated the threats to the economy and its main macroeconomic entities due to the spread of coronavirus disease, summarized measures in the field of monetary and financial regulation to overcome threats and strengthen the role of money in the reproduction process. The authors conclude that it is necessary to form a trusted digital space, that forms the possibility of leveling the negative impact of external factors on the reproduction process and restoring the reproduction potential of money for economic growth, considering the coordination (conjugation) of monetary, macroprudential and financial policies. The implementation of the authors’ proposals to enhance the role of money in the reproduction process will allow to “revive” the economy by increasing the demand for money and ensuring an adequate money supply. It will also enhance the ability of monetary, macroprudential, and financial policy instruments to influence reproduction processes and economic growth.

9. Information Management as a Factor in the Transition of the State from the Information Economy to the Digital Economy

The purpose of the article is to present the author’s approach to the study of information management when making managerial decisions by public administration bodies. In this paper, information management is consistently considered as an object, subject and method of information management. By the example of the content and correlation of such concepts as data and information, information and knowledge, the main obstacles to the transition of the state from the information economy to the digital economy are shown. The hypothesis is formulated that effective information management does not so much contribute to the formation of the added value of management processes, as it creates the potential for obtaining additional value of a management decision as an information product.Materials and methods. The research is based on the analysis of the processes of informatization of society and the state, as well as the analysis of the possibilities of information management for building a digital infrastructure and effective interaction of the subjects of the digital economy. Various aspects of information management are disclosed in accordance with the “subject-object-subject” and “subject-object-object” models. The problems of determining the quantity and quality of information are revealed in comparison with the attributive, functional-cybernetic and semiotic concepts of information. The information base of the research was made up of the results of scientific research in the field of decision-making in public administration and methodological approaches to information management used in science.Results. The main risks and problems of information management in decision-making by public administration bodies were identified. It is determined that knowledge becomes an economic resource not at the stage of its production, but at the stage of use. This resource allows you to create the added value of a management solution as an information product. It is proved that the role of the state in the dissemination and use of knowledge is provided by the unconditional desire of the individual to produce new knowledge. In addition, it is shown that for the transition to the digital economy, the state needs to create an information infrastructure in which openness and transparency of data are combined with equal opportunities for individuals in the economy (inclusive economy).Conclusion. Information management is a significant factor in the transition of the state from an information economy to the digital one. The simple accumulation of information and knowledge cannot be a guide for the transition to the digital economy. Information management from the perspective of creating and using additional information value will avoid the risk of mechanical informatization and uncontrolled digitalization. The state activities in this direction should be responsible and consistent. The volume of information increases as a result of the individual’s desire to produce new knowledge, but the social value of knowledge increases as a result of the effective impact of the state on the development of information infrastructure and the diffusion of information technologies. Thus, the realization of the potential of the additional value of information and its scaling on the basis of state-supported platform tools will allow for the transition from the information economy to the digital economy.

The article presents the results of expert surveys conducted by international organizations to determine the current problems, features and trends of client-orientedness of logistics service in the context of an information environment. A statistical analysis of the indicators describing the level of use of information and communication technologies in the management of relations with consumers in Ukrainian enterprises is carried out. The major barriers to digital transformation of logistics services are identified, which are conditionally classified into 6 groups: market, transport, marketing, informational, organizational, and financial-economic. The expediency of applying a client-oriented approach to logistics service in the information economy is substantiated. A digital strategy for the transformation of client service is proposed, the implementation of which will provide obtaining of a synergistic effect, combining the economic, social and ecological. Prospects for further research include the development of an organizational-economic mechanism for managing relationships with consumers in the context of the marketing strategy of enterprises in the information economy.

The article is aimed at studying the theoretical-methodical and applied aspects of formation of an integrated approach to financing the higher education system of Ukraine through the prism of the Quadruple Helix model. The specificity of interaction of subjects of the Quadruple Helix model is analyzed (sectors: higher education, entrepreneurship, the State, and public). The main planes of their interaction are allocated: personnel, science, innovations, management, social plane, with description of the character of cooperation of subjects according to each plane; perspective sources for obtaining synergistic effects are identified. The emphasis is placed on defining the potential sources of formation of financial resources of higher education institutions in the context of the subjects’ interaction planes of the Quadruple Helix model. On the basis of harmonization of interests of stakeholders, the author proposes an integrated approach to financing of higher education system. The perspective of implementation of the developed approach is substantiated in view of the current conditions of resource restrictions and in accordance with modern tendencies of formation of information economy. Prospects for further research are to develop the conceptual bases for the formation of a comprehensive model of competitiveness of the national higher education system, with inclusion in its structure of the presented integrated approach to financing.

The paper examines the transformation of national accounting in the information economy and the related issues of national accounting systems adaptation to worldwide accounting practice.The process of globalization is one of the main factors influencing the development of the whole economy and the national accounting system. In this regard, some issues connected with current condition of the national accounting system and its compliance with international practice are raised in the paper. First, the article examines the consequences of the globalization impact on developing countries, and its connection with the transition to international accounting standards. Through the use of a cross-disciplinary approach the differences in views on the process of globalization are established. The author deduces that we evidence the sharp transition to the new level of economy development - information economy. Besides, some empirical data on the economic consequences of this process are provided.The main purpose of this article is to study the ways of further development of national accounting systems under conditions of globalization. This highlights the need to assess the possibilities of using resources of the information economy to overcome transition process in developing countries. That is generally consistent with the hypothesis of growing interdependence of countries contributing to the solution of the problems associated with transitional periods and results in the necessity to accumulate and systematize accounting information in national accounting systems.

The purpose of the article is to study the scientific and applied principles of the functioning of the models of R&D commercialization of higher educational institutions in Ukraine. The article analyzes the experience of the leading Ukrainian higher educational institutions in R&D commercialization. The authors identify global (Horizon 2020, EEN-Ukraine), national (Network of Regional Innovation Development Centers of State Agency of Ukraine for Investments and Innovations; Ukrainian Integrated Technology Transfer System; National Technology Transfer Network) and local (Innovation, Transfer and Technology Commercialization Centers; research and production complexes; innovative technological clusters; business-incubators; industrial parks; scientific parks, etc.) levels of promotion and commercialization of R&D in real economy. The authors emphasize the necessity of developing and implementing the integrated model, which involves coordinating interests and synchronizing activities of business enterprise sector, higher educational sector, governmental sector, and private non-profit sector as the elements of the Quadruple Helix model. The article determines such functional blocks of the model as legal, marketing-informational, business-communication, service-consulting, personnel, material, technical, and financial.

The important issues of statistical definition of the «sector of content and information media» are considered, which is especially important at the modern stage of statistical science development in Ukraine under the conditions of European integration and implementation of world standards and classifications. The research is aimed at studying the principles of interaction between classifications and groupings in the process of statistical definition of the «sector of content and information media» in Ukraine. The basic provisions which should become the basis of statistical definition of the «sector of content and information media» are substantiated. The main historical stages of statistical definition of products of the «sector of content and information media» at the international level are considered. The essence of the concept of «products of the sector of content and information media» is disclosed, features of such products are defined. The first classification of information economy products is carried out with the help of the exhaustive list of products of the «sector of content and information media». Taking into consideration the principles of interaction of the international statistical classifications, a list of products and the corresponding types of economic activities of the «sector of content and information media» has been compiled according to CPC Ver. 2, UPC 2011 (CPA 2008), ISIC Rev. 4, and KVED 2010.

The article is aimed at identifying conceptual aspects of commercialization of scientific research results in conditions of establishing of information economy. The theoretical and applied aspects of commercialization of results of scientific researches in conditions of information economy are identified. The concept of commercialization of results of scientific researches is considered as a complex economic-legal category, covering the processes of organization and implementation of the transfer of objects of intellectual property, results of scientific researches into the real sector of the economy on a contractual basis. The author indicates relevance of establishing efficient communications between higher educational institutions and enterprises within the framework of the four-stranded spiral Quadruple Helix – by activating the processes of commercialization of scientific research results in the real sector of the national economy. It is proposed to supplement the system of specific principles of commercialization with the principles of synergy, adaptability, information capacity, and operational updating. Prospects for further research are the identification of commercialization of research results as part of the development of partnership in terms of Quadruple Helix in the context of the current tendency of establishing of the information type economy, on the basis of analysis of foreign experience and at adaptation of the best world practices to the national socio-economic realities.

The article is aimed at a systematization of scientific approaches to definition of stages of formation and development of the information society, and also definition of vectors of influence of higher education on the processes of its formation. Scientific approaches to periodization of the development of information society are analyzed. Two groups of approaches to the definition of origin and development of the information society are identified as: 1) evolutionary; 2) transformational. The views of Ukrainian and foreign scientists regarding the identification of key features of the information society are explored. The defining role of higher education (in particular, results of educational, research and innovation activities of higher educational institutions) in the development of information society at the present stage is substantiated. It is proposed to supplement the aggregate of attributes of the information society (modernization of higher education, activation of the processes of invention, patenting, transfer, commercialization of the results of scientific research, generation of knowledge, information, innovations, etc.). Prospects for further researches in this direction is research on the theoretic-methodical bases of formation of the information economy as a component of the information society with identification of vectors of influence of the system of higher education on the relevant processes.

The article analyzes development of the phenomenon of the economy of joint use in Ukraine, suggesting the qualitative forecast of influence on the Ukrainian economy of activity of the companies constructed according to the business models of economy of common use, in particular on the labor market, consumer markets for goods and services, employment and production.

Over the past two decades, the indicators of consumption of information goods by the Russian population have been significantly behind the similar indicators in developed countries, which was accompanied by inequality in consumption between Russian regions. The importance of studying consumption of information goods in information economy is due to the fact that the degree of satisfaction of needs reflects the level of population’s welfare and is an indicator of innovative development which defines the incentives and constraints of modernization and long-term sustainable growth of the national economy. The article is devoted to contemporary structural changes in consumption of auxiliary information goods by the population of a dynamically developing region (the Sverdlovsk Oblast) amid the development of information economy. The use of methods of economic-statistical analysis and sociological survey has helped identify the structure and main trends in consumption of information goods in Russia in general and in the Sverdlovsk Oblast in particular. The article is concerned with studying the stages of formation and development of phenomenon of the «new economy». Interpretation of the concept of «new economy» by foreign and by domestic scholars has been considered, the historical origin of the term of «new economy» has been defined, principles of its formation have been explored. The authors used reports by the World Bank on the level of development of the knowledge-based economy. Two combined index – the Knowledge Economy Index and the Knowledge Index have been provided, together with the accompanying rating of the world countries. The factors, determining the development of innovation process: economic, technological, political, legal, socio-psychological, cultural, organizational, and managerial, have been identified. Problems of establishing the national innovation system in Ukraine have been defined and ways of overcoming them have been suggested. The authors have developed and graphically presented the scheme of the conditions of formation and the regulation levers of the «new economy».

The article contains the results of the research of evolution of theoretical approaches to defining the role and place of the value in the process of the level growth of intellectualization of economic activity. The basic theoretical concepts of formation of postindustrial society are revealed. Analyzed the vectors of enhance of the role of knowledge and information resources in the process of the value formation. Investigated the influence on the value relations factors associated with the formation of information society. The modern condition of scientific interpretation of the value theories and its compliance to the challenges of globalization are showed. The subject of the research is the theoretical and methodological basis of analysis of the evolution of scientific approaches to the interpretation of the economic nature of the value. The aim of the article is an analysis of the main approaches to defining the economic nature of the value, systematization of scientific views on its evolution and definition of directions of the value transformation in the process of intellectualization of economic activity. In the process of writing the article is used a wide range of general scientific and special methods, including historical and logical, abstraction, generalization, induction and deduction, analysis and synthesis. The results of the research are primarily in the analysis of the main approaches to defining the role of the economic nature of the value, systematization of scientific views on its evolution and definition, on this base, the directions of the further value transformation under the influence of the trends growing towards intellectualization of economic activity. The conclusions the work is in the fact that postindustrial society is characterized by the formation of a new economic structure. Exactly social and economic transformations which are caused by the process of transition of the world economy to the informational stage of development are requiring the research of deep changes taking place in the economic nature of the value. The obtained results can be used as in the improvement of realization of national economic policy, and in the educational process in teaching a series of different subjects.

Конкретно, здесь речь идёт о том, что следующие новые моменты функционирования экономики и управления в условиях электронного правительства необходимо рассматривать как единое целое, а именно: стиль – виртуальность – бизнес – безопасность. Дело в том, что реалии современной экономической жизни требуют: во-первых, коренной перестройки традиционного стиля экономического мышления и перехода к новым информационно-экономическим образам и представлениям, во-вторых, выявить особенности виртуальной экономики и мобильного правительства, в-третьих, обосновать перспективы бизнес – процессов и, в-четвёртых, показать пути обеспечения информационной безопасности.

Objective: specification of the systemic object of state regulation under informatization of the Russian society. Methods: systemic information, evolutionary. Results: basing on the evaluation of the opinions of Russian and foreign scientists in the framework of the “Strategy of information society development in the Russian Federation”, the author examined the phased construction of the proposed systemic object of state regulation, named “Concept of 7 I-s”, which differentiates the objects of state regulation. Scientific novelty: the structure is grounded of the systemic object of state regulation “Concept of 7 I-s” under informatization of the Russian society, which includes: “information”, “intellect”, “innovation”, “institutes“, “infrastructure”, “investments”, “indicators”. For each of the elements of the system the main functions of the structural backward and forward linkages are set. Practical value: in the framework of the offered “Concept of 7 I-s” the development and coordination of regulatory and legal framework on all seven areas is proposed in accordance with the systemic-information approach, which will allow to obtain synergetic effects. The structure of the systemic object “7 I-s” has the possibility to change its condition and structure in response to possible disturbances, because the variety of perturbations requires a corresponding variety of possible states.

Especial attention in this work is paid to the peculiarities of the development of business reputation in information economy and to the influence of business reputation factors on the attractiveness of tech companies for their companies and shareholders. During this work, the following objectives have been solved: 1. Theoretical foundations of information economy and the role of business reputation in the information economy were studied. 2. The market position and financial activities of technological company âVKâ were analyzed. 3. Recommendations on business reputation management for âVKâ were developed. The analysis of the problems âVKâ currently faces has been conducted, and using econometric methods, the role of business reputation factors in the development of these problems was analyzed. In this work, a solution was developed to create an information agency in order to influence the business reputation of âVKâ and analysis of its investment attractiveness was carried out.

Digital technologies play a crucial role in achieving the long-term balance between the techno-sphere and the natural environment that is necessary for sustainable development. The digital economy is a relatively new concept in national policymaking, often using such terms as “information economy” (the 1970s), “knowledge economy” and “electronic economy” (the 1980s), “new economy” (the 1990s) or “network economy” and “Internet economy” (the 2000s). While there is no single definition of the digital economy, there is general agreement on some fundamental principles. The basic idea of a digital economy is that products, services, lifelong learning and innovation are made possible by the computerised transfer and processing of modern technology in the context of market globalisation and sustainable development. Sustainable development is largely related to the preservation of the biosphere and natural capital together with the techno-sphere and the socio-sphere. However, in real life, environmental aspects are often overlooked. In recent years, there have been changes in the formation of the economies of countries, especially in strengthening their environmental component. Reducing the cost of sensor technology and the spread of networks allow you to connect each component entering the production process. The data collected through such connections provide an opportunity to know the place of origin of the product, the method of production and the amount of energy spent on its production. Information received on their basis gives to companies, cities and whole countries the opportunity to restore, create, and to relocate these resources more effectively. It is proposed to take into account the impact of the digital economy on the environment. The EU response is increasingly seen as a strong combination of the knowledge economy and the green new deal.

Currently, a significant number of definitions of terms of different types of economy, including the term «new economy», has been developed, and the content of these definitions is often duplicated or not specific. Vertical and horizontal interrelations of these terms are not often expressed clearly, which reduces the quality of scientific researches in the field of economics and management. The subject of the study is the typology of the term “new economy” and related terms. The purpose of the study is clarification and addition of the typology of the term “new economy” and related terms, as well as to develop their adequate definitions. The hypothesis of the study is based on the fact, that the definitions of the studied terms include duplicate components and classification features or do not contain the necessary components and classification features. Therefore, these definitions can be refined and supplemented on the basis of terminological analysis. Logical-structural methods have been chosen as research methods: terminological analysis, grouping, typology and classification. The major components and classification features of definitions of different types of the economics have been revealed and grouped in the article. Classification features and their combinations have been substantiated. Options for the classifications of different types of economics have been developed and their structure has been justified. The basic and refined definitions of different types of economics have been proposed. The scientific contribution has been provided by the correct choice and use of the empirical base, application of adequate research methods, the substantiation of the author’s typology of terms of different types of economics, allowing to obtain their unambiguous definitions.The results of the study allow to adjust a number of provisions of the economics theory, ensuring the improvement of its terminological apparatus and structure.

Development of concepts functioning information society is the most important task of social and political development of the modern state, to be competitive, innovative, technologically equipped, aimed at the development of science, education and culture. The essence of the new global information economy, which contributes to the emergence of new forms of information - the enterprise network, characterized by flexible manufacturing, new management systems, organizations, based on a horizontal rather than a vertical model. The analysis of that information revolution, also known as computer, beginning with the appearance of the first personal computer, fundamentally changed the nature of life and work of people in most countries. Of values for Ukraine are increasing national competitiveness through the development of high-tech sectors of the economy and quality of life of citizens by the information economy. It is proved that the information revolution, also known as computer, beginning with the appearance of the first personal computer in 1981, fundamentally changed the nature of life and work of people in most countries. The analysis that a characteristic feature of this revolution is that information has become a critical resource without which it is possible in principle to carry out business management of the modern world. The result of information is that there were not only non-waste and energy-saving technologies, but also the most economic activity substantially transformed in the direction of differentiation of production. Proved that the information revolution has increased the possibility of many people to monitor the changes that occur in the environment, social and political life. Despite the fact that the nature of the information economy outlined quite clearly the nature of the information society is not yet defined. The conclusion is that one of its features is the ability to better access to information, but modern society is divided into those who have access to information and those who have no such access, causing a new form of social stratification - "information rich" and "information poor". However, technological shifts in such societies do not lead to changes in political or other form of society. In broad terms, in terms of systemic change, information technology promotes cultural globalization and therefore weakening of national cultures and nations - states as the basic units of social organization. As a result, the information society is interpreted as a specific stage of modern civilization dynamics as actual "information civilization", in which social processes are influenced "information economy". Очередная смена экономической формации и переход к постинформационному обществу, или индустрии 4.0, сопровождается появлением новых стратегически важных цифровых активов, которые, обладая способностью приносить организации доход и наращивать свою стоимость при использовании, могут быть определены в качестве элементов интеллектуального капитала. В этой связи исследование интеллектуального капитала в эпоху цифровизации становится актуальным направлением научных исследований, как развивающих фундаментальные теории интеллектуального капитала, так и имеющих прикладной характер. Целью статьи является изучение и систематизация новых цифровых элементов интеллектуального капитала, которые могут иметь ценность для бизнеса в условиях нового экономического уклада, а потому должны стать объектом пристального внимания со стороны руководителей организации. Использованы методы реферирования, группировки, сопоставления и обобщения при анализе научной литературы и иных информационных источников. Результатом исследования является выделение новых элементов человеческого, структурного (организационного) и реляционного капитала: цифровых компетенций персонала; веб-сайта, аккаунтов в социальных сетях, мобильных приложений как имеющих правовую охрану результатов интеллектуальной деятельности; отношений с клиентами в социальных сетях, опыта таргетированной рекламы, опыта SMM-продвижения. По результатам исследования сделаны выводы о том, что появление новых элементов интеллектуального капитала, связанных с цифровыми технологиями, формирует широкое поле дальнейших исследований в области оценки стоимости новых элементов, развития приемов и методов управления ими, наращивания их стоимости. Практическое применение результатов исследования позволит руководителям организации видеть более полную картину имеющихся ценных нематериальных ресурсов, формировать более адекватную оценку стоимости своего бизнеса, определять направления инвестирования в перспективные цифровые элементы интеллектуального капитала., The next change in the economic formation and the transition to a post-information society, or industry 4.0, is accompanied by the emergence of new strategically important digital assets, which, having the ability to bring income to the organization and increase their value when used, can be identified as elements of intellectual capital. In this regard, the study of intellectual capital in the era of digitalization is becoming an urgent area of scientific research that develops both fundamental theories of intellectual capital and those of an applied nature. The purpose of the article is to study and systematize new digital elements of intellectual capital that can be of value to business in the new economic order, and therefore should be the object of close attention from the organization’s leaders. The methods of abstracting, grouping, comparing and generalizing are used in the analysis of scientific literature and other information sources. The results of the study are the identification of new elements of human, structural (organizational) and relational capital: digital competencies of personnel; website, social media accounts, mobile applications as having legal protection of the results of intellectual activity; customer relations in social networks, experience in targeted advertising, experience in SMM promotion. According to the results of the study, it is concluded that the emergence of new elements of intellectual capital associated with digital technologies forms a wide field of further research in the field of assessing the cost of new elements, developing techniques and methods of managing them, increasing their value. - Abstract
The aim of the article is to determine trends in the transformation of employment in advanced information economy countries. The paper analyzes the current state and dynamics of the labor market of countries with the development of information and computer technologies. Based on the analysis the trends in the transformation of employment in advanced information economy were revealed. It was shown that information and computer technology do not affect the level of employment, while significantly raise the level of productivity. In countries with developed information and computer technologies already existing forms of precarious employment are widely used, which are adapted to the modern requirements of the labor market. Electronic forms of employment appear and are widely used, in particular, electronic freelancing. The workforce that performs frequently repeated mediation computer technologies are replaced. Relevant changes in the content and the nature of work in the information economy were found. The innovative forms of human capital were characterized. В статье рассмотрена сущность такого важного понятия, как интеллектуальный капитал, компоненты интеллектуального капитала, его структура, изучены подходы к его определению и измерению, которые были предложены различными учеными в XX и XXI в. Описаны ключевые проблемы при стоимостной оценке интеллектуального капитала, а также основные группы методов по измерению ИК для целей финансового и нефинансового учета. Так, под ИК понимается совокупность информационных знаний, использующихся организацией в производственных и иных целях. Рассмотрены основные четыре группы методов измерения интеллектуального капитала: методы прямого измерения интеллектуального капитала, методы рыночной капитализации, методы отдачи на активы, методы подсчета очков. Методы прямого измерения ИК основаны на определении и оценке отдельных активов компании в денежной оценке. Метод рыночной капитализации основан на расчете разницы между рыночной стоимостью компании и ее балансовой оценкой. Метод оценки рентабельности активов основан на сравнении материальных активов и годовых показателей финансового роста со средними показателями по отрасли. Метод подсчета очков основан на определении различных компонентов интеллектуального капитала. Данные методы на сегодняшний момент являются наиболее актуальными для учета интеллектуального капитала, именно они применяются зарубежными корпорациями наиболее часто. Кроме того, рассмотрены коэффициент Тобина, который позволяет рассчитать величину интеллектуального капитала, а также метод Navigator, специально разработанный зарубежной компанией. Кроме того, были сделаны выводы относительно того, какой метод является наиболее применимым в российских реалиях, метод добавленной стоимости интеллектуального капитала (VAIC), The article examines the essence of such an important concept as intellectual capital, the components of intellectual capital, its structure, explores the approaches to its definition and measurement, which were proposed by various scientists in the 20th and 21st centuries. The key problems of valuation of intellectual capital are described, as well as the main groups of methods for measuring IC for financial and non-financial accounting. Thus, under the IC means the totality of information knowledge used by the organization for production and other purposes. The main 4 groups of methods for measuring intellectual capital are considered: methods for the direct measurement of intellectual capital, methods of market capitalization, methods of return on assets, methods for calculating points. Direct IC measurement methods are based on the determination and valuation of individual company assets in a monetary value. The market capitalization method is based on calculating the difference between the market value of the company and its balance sheet value. The method of evaluating the return on assets is based on a comparison of tangible assets and annual financial growth indicators with industry average indicators. The method of scoring is based on the determination of various components of intellectual capital. These methods are currently the most relevant for accounting of the intellectual capital they are most often used by foreign corporations. In addition, the Tobin coefficient, which allows calculating the amount of intellectual capital, as well as the Navigator method, specifically developed by a foreign company, are examined. The article outlines main problems of formation of the domestic human potential on the way to the knowledge economy. It uses general scientific methods of formal and dialectic logic, modern technique of system analysis, scientific abstraction, synthesis, systematisation and generalisation. It marks out main obstacles of transformation of human potential into the factor of economic development: destruction of macro-economic reproduction proportions, institutional and value motivational grounds of human economic behaviour. It identifies that the problem of building the knowledge economy in Ukraine lies not only in institutional transformations, backwardness of the material and technical base of conducting studies, flowing of scientific personnel abroad and deformed demographic state, but also in qualities of a human being as a creator of knowledge. The author identifies the role and place of organizational culture in the era of knowledge economy. On the basis of presentation of the highlights in its development, the relationship between organizational culture and innovation in the Bulgarian business environment has been conceptualized, the relationship between cultural production and cultural use of knowledge has been examined. The author presents a new view of innovation resources and organizational culture in the context of business anthropology. It turns out that Bulgarian firms exhibit low levels of development of a culture of applying new knowledge, which reflects the principles and the supply as well as the demand of knowledge here. Business maturity of the Bulgarian companies does not correspond sufficiently with the necessary prerequisites for the generation of innovative attitudes and organizational best practices. It is imperative that a reconsideration of the conditions and prerequisites for the development of organizational culture with qualitatively new accents would start. Otherwise, the poor picture in terms of parameters reflecting our cultural matrix and associated with the manifestation of knowledge would become a barrier to good expectations for a modern economy. The results from the concluded free trade agreements have been estimated. Every economic system can be considered a formal social-economic structure. It changes, and under certain institutional conditions it can develop stable. In its logical unity the economic system includes the "real" sector of the economy and social area. The statement that in Bulgaria the economic and institutional transformation in the real sector is done faster in transition is well-known. This paper studies the specifics of the economic institutions in the social area. The theoretical base of the analysis is the neoclassical and institutional approach. The branches of the social area "produce" services, which are direct investments in the human capital. The role of the human capital in the times of the knowledge economy is increasing. The institutions are the sustainable norms and rules, which determine the behavior of the people, of the economic subjects. The institutions are the very organizations - firms, departments, state. The main thoughts in the paper are on whether the forming of human capital can be left in the power of the institutions on the competitive market. This would mean realization of the functions of the market, forming a balanced market price of the social goods, monopolization, etc. The dilemma concerns the issue how admissible this market is in this socially sensitive area. It is known that the market is "socially immune". The article shows the main barriers to the full application of the market institutions in the social area. "Quasi" market forms of production and distribution of the main services are applicable here. The article defends another thesis as well - that there are factors requiring the application of elements of the market mechanism and the economic principles of behavior in the branches of the social area. "Building in" of the economic institutions in the branches of the social area should guarantee an optimal ratio between humanism and economization.
