Purpose of the study. Analysis of inflationary factors associated with the labor market and employment is usually limited to the study of the relationship between the consumer price index and the Phillips curve. Therefore, the study examines the potential impact of a wider range of labor and employment market indicators on inflationary processes in the Russian economy. The purpose of the paper is to identify and assess the links between unemployment, on the one hand, and indicators of the labor market, employment, and incomes of the population in the national economy of Russia. Materials and methods. The study used the author’s hypothesis about the possibility of influ-encing inflation not only by unemployment, but also by other indicators of the labor market, such as the share of informal employment or the average working hours per week. The research also studied the impact of the labor market not only on the consumer price index, but also on the basic consumer price index (cleared of the influence of seasonal and administrative factors). The monthly data of the Federal State Statistics Service of the Russian Federation for 2016-2020 were used in Russia as a whole. We useda standard apparatus for searching and measuring cause-and-effect relationships (ma-trices of paired correlation coefficients, regression analysis). Results. In the short term, the level of labor force participation and economic activity have a positive relationship with inflation, as they are even lower than the level that could cause inflationary pressure (according to the second order polynomial). In 2017-2018 inflation was positively influ-enced by the size of the nominal accrued wages and the average number of hours worked per week. The traditional impact of the population income and aggregate demand on inflation has manifested itself. But it was insignificant (up to 10 % of inflation variance). This effect occurs only in those years when there are no more powerful inflationary factors. Consequently, cost inflation was fairly limited. In the short term, in some years, there is also a certain positive relationship between the share of people employed in the informal sector and the consumer price index. The rise in the infla-tionary tax on businesses without market power is forcing the majority of workers to be hired infor-mally. In the long term, an increase in the level of labor force participation explains part of the vari-ance of the basic consumer price index (but not related to the general consumer price index). With an increase in economic activity and income, the population acquires a wider range of goods, prices for which are not seasonal and are not administratively regulated. Conclusion. In general, the factors of the labor market and the population’s income are not de-cisive for inflation in the Russian economy, but they explain some of the changes. In the future, it is possible to build more accurate models in which indicators such as the level of labor supply can take a certain place next to the main inflationary factors. The findings of the study can be used when mak-ing decisions in the field of labor market regulation in conjunction with monetary policy.

This paper tackles the economic impacts of COVID-19 pandemic on the labor markets and human capital. Specifically, it looks into the issues the pandemic brought upon the human resources and personnel during coronavirus lockdowns. The high level of globalization characteristic of the modern economy has only exacerbated the negative impact of the pandemic. At the moment, it remains impossible to assess the qualitative and quantitative parameters of the damage caused to the economies of countries and regions by this event. However, it is possible to identify the main directions of analysis of the consequences of the pandemic, including in terms of the impact on the state of the labor market, which was the main goal of this study. In particular, the authors highlight a number of consequences, the work on overcoming which is still to be done by the Russian socio-economic system. The most obvious of them is the growth of unemployment, the release of part of the employed and the reduction in the number of jobs, and this is observed extremely unevenly across the sectors of the economy. Nevertheless, the authors point out that the problem of staff release is aggravated by the size of the share of informal employment in the labor market, especially in the sectors of public catering, leisure and tourism that have been most affected by the pandemic. As the second important problem, the authors point to ineffective staff reduction, the dismissal of useful and valuable employees of some organizations while maintaining an unnecessarily bloated staff of others. It also mentions the reasons and forms of staff retention, some of which, being either forced or economically and technologically attractive, give rise to additional problems. The authors call an important social consequence of the pandemic a reduction in the number and level of personal contacts in society, in particular, in working groups. As a result, the author's vision of the long-term consequences of current events for the state of the labor market, employment of the population and the economy as a whole is proposed.)

In conditions of globalization, computerization of work places, use of flexible forms of employment it is necessary to design new radical solution aimed at regulating and stabilizing the situation connected with the rise in informal employment of the population. The article provides author’s mechanism of regulating informal employment on Russian labour market, which covers tools being used now and those put forward by the author: a new form of individuals’ work, i. e. state-freelance partnership and a tool of regulating social and labour relations on federal, regional and municipal levels on the basis of studying international and Russian normative and legal acts in the field of employment. The key goal of the mechanism is to involve informally employed population in work based on official conditions of employment. This mechanism is not a drastic solution for struggling informal employment, it is aimed at raising the work force interest in leaving the shadow employment. In unfavorable economic conditions connected with the corona-virus infection, reducing the number of jobs, loss of work by people this mechanism can act as a program of improving the situation on Russian labour market. State support in this period can raise loyalty to measures introduced by the government, whose aim is to regulate informal employment.

Informal employment is one of the labour markets’ modern trends in the developed and developing countries. The author performs a review of informal economic activity researches. In particular, the concept of dual economy and its transformation are considered. The author pays attention to the K. Hart’s consepton that changed the prevalent opposition “modern-traditional” sectors of the economy to “formal-informal”. Due to Hart’s researches the informal sector was called the main source of the Third World countries’ development by ILO. Hart himself defining the essence of the informal sector based on Weber’s theory of modernization. According to it, genesis of capitalism demands development of a production and management rational organization. So informality is associated with a special degree of organization, not with a production scale or its productivity. The industrial society is characterized by formal or standard employment. In the postindustrial period other forms of employment appear under the influence of new informational technologies. The informal employment became normal and immanently inherent in the modern society. But typical doesn’t always mean positive. The wide spread of informality is the main challenge to the sustainable development of the modern countries. An informal employment growth on the national labour market is one of the main problems. The negative consequences of the informal employment practice are: on the one hand, violation of labour rights, and, on the other hand — underinvestment of the state budget. As far as a Russians’ subjective opinion on the informal status of employment is concerned, the researches didn’t find any real correlation between being informal employed and self-esteem. The difference between the formal and informal employment for a Russian employees isn’t considerable. The employed Russian population feels equal uncomfortable in the formal and informal sectors. The phenomenon indicates low quality of the formal sector’s institutions.

The article examines the development of the Russian market of transport online services. The analysis of this market segment acquires special relevance amid the economic digitalization in Russia. The study dwells upon households as both consumers and producers of transport services. In this regard, the following comes to light: distinguishing features of developing the market of services; the increase in information processing speed; the need for its assessment; additional opportunities for statistical accounting of the online peer-to-peer services. The authors aim at studying two aspects: first, the specificity of developing the market on the example of the Yandex.Taxi online aggregator in the conditions of digitalization and Sharing Economy development and, second, the reveal of nonobserved factors of households activity in the market segment and the problems of their accounting for GVA adjustment. The research methodology includes the industrial economics by Harvard School, Sharing Economy concept and the primary provisions of national accounts. The research methods are system-based, economic, structural and comparative analysis as well as methods of expert estimates. The authors reveal that the introduction of digital technologies and the development of online aggregators in the market of transport online services in Russia allows improving Yandex.Taxi market self-presentation, expanding the database for surveying the non-registered economy and, accordingly, reducing its share in GVA. The emergence of new digital products on the market of transport online services fundamentally changes volumes as well as the system for collecting and processing data. The possibility of data acquisition in real time allows accelerating information analysis and facilitates taking management decisions.

The development of the digital economy can aggravate the existing problems of the Russian labour market (the high level of informal employment, low labour mobility, growth of precarious employment etc.), can cause a growth of technological unemployment. Automation and digitalization would change most task sets within particular occupations, would radically change distribution of workers by occupations. By 2022, about 53% of labour forces can be re-trained. The Russian employment services have to become an effective structure of mass retraining. The analysis of in-depth expert’s interviews reveals an organizations problem of retraining programs (the focus on the functional tasks of the employment services, the low efficiency of programs, the insufficient financing, the lack relations of the employment services with employers, etc). The authors focused on a problem of interaction between the federal level (Federal service of labor and employment) and regional departments and the employment services. Now, it is necessary to strengthen the role of the federal bodies for the formation of a proactive employment policy. This measure will help us to move from the existing fragmentation in employment management, to transfer the experience and knowledge of the Federal service to all regional structures. Active work of employment services will help to reduce social inequality, will not allow excluding a most of Russian workers from high-paid, high-tech branches of the digital economy.

Intensive development of microfinance organizations in Russia has a double meaning. On the one hand, they are claimed by the population; on the other hand, the state control over their activities is difficult. The study reveals the nature, problems and prospects of development of microfinance organizations in Russia. The aim of the authors is to determine the nature of the controversial development of the financial market segment and suggest mechanisms that can resolve these contradictions. The study used a systematic approach and statistical methods. The authors analyzed analytical and statistical information of the Bank of Russia. The lack of adequate mechanisms for the state regulation and control over the activities of microfinance organizations the state is due to the gaps in the legislative framework. This was the reason for the increase in the share of overdue debts, the high debt load of the population, the intensification of collectors, the increase in lawsuits. The actions are proposed for increasing transparency of microfinance transactions without increasing the administrative burden on regulatory authorities. Among them are: attracting private investorslenders to microfinance activities with the development of Internet infrastructure, creating a special online platform to register microloan transactions between individuals and / or legal entities in real time with recording them in the Bank of Russia and in tax services. It is also necessary to amend the legislation on microfinance activity. This sequence of actions will lead to a reduction in the informal sector in the microfinance segment and in the financial market of the Russian Federation as a whole. The proposals made in the article can be used to develop the anti-crisis program of the Government of the Russian Federation in this area.

The author’s tool, whose main task is to attract informally employed people to carry out their activities through the new employment model has been presented. This tool is not a radical solution to combat informal employment, but rather a gentle measure, aimed at increasing the interest of the economically active population to quit shadow employment. In the age of modern technologies, when the problem of computerization of workplaces is relevant, the form of the state-freelance partnership, underlying the proposed tool, will help the population to legalize their income with the least barriers to entry.

The factors, causing the rapid expansion of the shadow economy (informal economy) in developing countries, especially in sub-Saharan Africa have been considered in the article. The shadow economic sector is the largest and fast growing sector in the region, therefore, it is necessary to study and make policy recommendations for development. The authors have studied some definitions of the shadow economy of well-known authors and outlined the essence and background of these definitions. Furthermore, the factors, dragging the development of the sector have been considered. The reasons behind low financial access among these enterprises have been studied. It has been revealed, that information asymmetry is one of the main problems, which limits access to finance by firms of the shadow economy. Consequently, small, (lower) access to finance limits the innovation activities of small and medium-sized enterprises, through which these firms produce goods and services to address (meet) local needs.However, the role of the shadow economy cannot be overlooked as the sector provides more than 55 % of employ and also contributes more than 50 % of the region’s gross domestic product. Thus, it is more able to stifle small and medium-sized enterprises in the informal sector of the economy and their innovative projects, which can slow down the technological industrialization and economic development of the region. The author’s position on measures to solve the problems of financial accessibility and access of shadow small and medium-sized enterprises to financial resources in the region has been substantiated. Thus, there is need of great attention of policy makers and the business community in tackling the problems, designated in this article, because it contributes to the economic and innovative development of the region.

In modern Russian conditions of economic management, it is important to analyze deformations in the development of small business in those sectors of the economy that are strategically important for the development of the economy of the whole country. So, for Russia strategic resources, determining the vector of development of its economy, among others are forestry. This is due to the fact that Russia is the world's largest country with forest resources. It ranks first in the world in terms of forest area and the volume of timber reserves. In addition, the development of entrepreneurship in forestry, including small business, is the most problematic in the current economic conditions. Due to the specific scope and the lack of financial capacity of small businesses in this sector demonstrates the lack of effectiveness in its development, which is reflected in the increase in arrears to the budgets of all levels, increasing the size of the shadow work and others. The results of the survey of small business leaders revealed that businesses can to lead a part of the activity into the shadow, first of all, with the goal of reducing costs. According to the estimates of the World Wide Fund for Nature, the extent of deforestation in the informal sector in Russia is more than 30%, and in the surplus regions up to 59-70%. According to expert estimates, federal and regional budgets are losing every year in this connection from 1 to 1.5 billion rubles. forest payments. The reasons for the deforming activities in small business are inadequate state, legal and economic policies and the lack of effective measures to support small business. This necessitates a more careful study of the implemented instruments of state support for small business in the forest sector of the economy, taking into account the currently existing factors of business deformation.

Актуальность исследования определяется тем, что оценка рисков легализации доходов, полученных преступным путём, требует изучения факторов, способствующих возникновению и распространению данного феномена. Существенную роль в формировании преступных доходов играет теневая экономическая деятельность, размеры которой косвенно характеризуются масштабами неформальной занятости. Цель - изучение воздействия теневых процессов на рынке труда на формирование рисков легализации незаконно полученных доходов. В работе решены следующие задачи: дана оценка масштабов теневой занятости; выявлены основные механизмы влияния теневых процессов на рынке труда на риски легализации преступных доходов; даны рекомендации по снижению уровня рисков легализации доходов, полученных преступным путём через воздействие на теневые процессы в сфере занятости. Методы: сравнительно-сопоставительный анализ статистических и научных материалов, анализ процессов на рынке труда. Новизна исследования состоит в комплексном подходе к изучению теневых процессов на рынке труда как фактора формирования рисков легализации доходов, полученных преступным путём. Результаты: теневые процессы на рынке труда выступают фактором, повышающим риски отмывания преступных доходов, сразу с двух сторон: во-первых, они являются одним из источников формирования преступных доходов; во-вторых, неформальная занятость и связанные с ней теневые доходы создают благоприятные условия для сокрытия основных каналов отмывания доходов, полученных преступным путём. Поэтому мероприятия по противодействию легализации незаконно полученных доходов, реализуемые в рамках финансового мониторинга, должны сопровождаться мерами по снижению неформальной занятости, скрытой оплаты труда, незаконной миграции. The relevance of the research is determined by the fact that the assessment of the risks of legalization of proceeds from crime requires the study of factors that contribute to emergence and spread of this phenomenon. A significant role in formation of criminal proceeds is played by shadow economic activity, the size of which is indirectly characterized by the scale of informal employment. The purpose of this research is to study the impact of shadow processes in the labor market on formation of risks of legalization of proceeds from crime. To achieve this goal, the following tasks were solved in the work: an assessment of the scale of shadow employment is given; the main mechanisms of the influence of shadow processes in the labor market on the risks of money laundering were identified; recommendations were given to reduce the level of risks of legalization of proceeds from crime through the impact on the shadow processes in the field of employment. Methods: comparative analysis of statistical and scientific materials, analysis of processes in the labor market. The novelty of the research lies in an integrated approach to the study of shadow processes in the labor market as a factor in the formation of risks of legalization of proceeds from crime. Results. The paper concludes that shadow processes in the labor market act as a factor that increases the risks of money laundering from two sides at once: firstly, they are one of the sources of the formation of criminal proceeds; secondly, informal employment and the associated shadow income create favorable conditions for concealing the main channels of money laundering. Therefore, measures to counter the legalization of proceeds from crime, implemented within the framework of financial monitoring, should be accompanied by measures to reduce informal employment, hidden wages, and illegal migration.

The article attempts to estimate the impact of economic factors on the employment rate in the informal sector among Russian federal subjects based on the dynamic model. To make calculations the authors used panel data on federal subjects. All subjects were divided into 3 groups based on the rate of employment in the informal sector in 2015: first group (19 subjects) – regions with minimal employment rate, second (39) – average employment rate, third (19) – maximal employment rate. The authors used the following factors for assessment: demand factors – income level in the region, vacancies; supply factors – unemployment or characteristic of employment; institutional factor – level of taxation. Based on the calculations the authors make following conclusions. The most impactful factors are demand-based. The negative connection between GRP per capita and the informal sector is statistically confirmed. The increase in supply of work positions in the formal sector decreases the rate of employment in the informal sector, which is especially important for the third group of regions with the maximal level of informal employment that have ‘compelled entrepreneurship’. The article also statistically confirms the high inertia of rate of the employed in the informal sector

The aim of the study is to analyze the extent of the presence of migrants and their behavior in the Russian labor market on the basis of largescale sociological surveys of migrants. This is especially important in the absence of reliable statistics on migrants in the labor market. The main attention is paid to the employment profiles of representatives of various socio-demographic and ethnic groups, illegal and informal employment, the intensity and wages of migrants from countries with a visa-free regime with Russia. Particular attention is paid to labor mobility of migrants. The main empirical basis for analysis was the results of sociological polls conducted by the Center for Ethnopolitical and Regional Studies for the Higher School of Economics in 2011. (8,5 thousand respondents) and in 2017 (8,6 thousand migrants in 19 regions of Russia). The study showed that education, qualifications, professional knowledge of migrants are not in demand on the Russian market, the typical path of migrants in the labor market is downward labor mobility – occupying a job that is worse than previously occupied in the homeland. At the same time, migrants are adapted to changes in the labor market, which is largely facilitated by the differentiation of migrant employment and the vertical mobility of some of them. Innovations in Russian legislation which came into force in 2015, as well as the integration process within the framework of the Eurasian Economic Union (EEA), which greatly facilitated access to jobs in Russia for citizens of the countries of the EEA, had a positive impact on the Russian labor market. The share of illegally employed migrants has significantly decreased in comparison with previous years. At the same time, the problem of informal employment of foreign citizens, excessive exploitation of migrant labor remains. The problems of combating forced labor of migrants and ensuring their decent labor come to the fore. Civilized conditions should be created for the legalization of labor activity of migrants, stimulating their reorientation to integrate into Russian society. The most serious attention should be paid to preventing the social exclusion of migrants to work in Russia, creating effective tools for their secondary socialization and adaptation to Russian realities.

Topic. The research object of the article is informal employment of the population of the Russian Federation. The authors assessed the magnitude of this phenomenon in the period from 2005 to 2015. We analyse the age structure, educational level, status of the population involved in informal activities, regional characteristics of the spread of this phenomenon, and made grouping of Russian regions by share of employed in the informal sector. At the end we make the final selection of the demographic, economic, social and financial factors influencing the proportion of the population engaged in informal activities.Purpose. The purpose of the study is to establish dependence between the selected indicators and the level of informal employment, as well as assessment of the impact of informal employment on the socio-economic development of the country and the state of public finances.Methodology. The study is based on statistical methods: data grouping, analysis of indexes’ dynamics, one-factor analysis of variance. Mass presence of Russian young people in spheres of education and work is considering. It is interpreted as social activity which is an important resource for successful formation and use of intellectual potential; to create an innovative economy without it is impossible. It is shown that the coverage of young people by vocational education has increased significantly. The current level is reached for the first time and indicates the emergence of a new situation, which influence at many aspects of society’s life. The share of young people employed in the labor market has declined somewhat, because the younger and middle age groups receive vocational education. But the level of economic activity of 25-29-year- olds is close to that observed in the population of older ages. The presence of young people in the structure of the workforce is similar. Restructuration of youth employment is discussed. This is one of important changes of labor market in the post-Soviet period. The number of young people in that sectors, where they were primarily employed earlier, has sharply declined. The youth unerringly grasped the changes in the economy, abandoned previous preferences and massively came to more attractive, rapidly developing industries. The problem of informal employment is also considered. The share of informally employed youth practically was not changed in the decade from 2006 till 2015. Attention is drawn to the fact that adolescents from the younger group (15-19 years) were represented there much more often. Data on youth unemployment are given. As in other countries unemployment among Russian youth is higher than in other age groups due to the specificity of the first entry into the labor market, difficulties of self-determination and the lack of coherence between sphere of education and the labor market. It is shown that the level of unemployment depends on the level of education. In general, the data presented in the article confirm the importance of social behavior of young people for the prospects of innovative development.

In this study the aim was to determine of options for increasing insurance contributions to the Russian pension system.. As a reserve for growth of revenues to the pension system are considered, the growth in the number of employees (payers of fees) through the legalization of informal employment. The paper is formulated and solved an optimization problem of the legalization of the informal economy in the framework of the current PAYG pension system while raising the level of pensions up to 40% of lost earnings in the context of economic activities and the subjects of the Russian Federation. It’s was built an optimization problem of nonlinear programming on the basis of balance equations of a distributive pension system. The paper presents a number of calculations on the basis of which conclusions are made. First, to increase the level of pensions in Russia, such a reserve as the legalization of informal employment is significant, but insufficient. Secondly, a 40% wage replacement rate can be achieved only in case of virtually complete legalization of population employment in the informal sector. Thirdly, the authors identified the particular characteristics of informal employment legalization in specific economic activities and subjects of the Russian Federation

Small business in the modern economy is an important factor for sustainable social and economic development and state stability. Small business plays a major role in ensuring employment and income growth for the population; increase in the domestic market potential, tax base expansion, development of the commodity market infrastructure and promotion of innovation activities. Direct methods of public administration in the examined area do not give the expected result. Despite numerous regulatory documents aimed at development and support of domestic small business, quantitative and qualitative indicators of this sector in the context of national economy are significantly lower than those of developed and emerging economies. This owes to the fact that different techniques are used for accounting small businesses. Russian economy features a significant informal sector which is not considered as small business.

The study presented in this article — which is a study of rural employment in the informal economy — relies on data from the following surveys of households and individuals — “Comprehensive monitoring of the population’s living conditions” and “Selective monitoring of income and participation in social programs”, both carried out by Rosstat in 2011–2015 and commissioned by the Russian government. Rural residents ages 16 and up were interviewed in every region of the 9 Federal districts, including the Crimean Federal district. It is revealed that the transition to a market economy during the 1990’s was accompanied by increasing unemployment and poverty, transformations in the labor market, and the emergence of various forms of self-employment. A decrease in the level of rural inhabitants employed in farming, together with an increase in other fields of the agro-industrial complex (AIC), lead to sectoral mobility (relocation), the transformation of rural social structure, and the development of an informal sector, one third of those employed in which are rural residents. Employment in the informal economy is quite a risky endeavor, which in many ways makes the agrarian labor market unstable as a market economy institution. However, despite the informal sector being characterized by a primitive level of technology, low capital-intensity, as well as low levels of human capital, nevertheless, it compensates the expenses of Russian village social development by way of absorbing labor resources, which, had they ended up outside of this sector, might have stayed out of business.

The article examines the main indicators of the labor market in Russia given the global economic crisis. The main factors contributing to the slowdown in the growth rate of unemployment. Analyzed the degree of influence the diff erentiation of pay levels by type of economic activity to changes in the employment structure. Analyzed the level of employment in the informal sector of economy of Russia for 2007-2013 Studied the reasons for the growth of informal employment in Russia. As a result of the analysis the conclusion is made about the need to reduce informal employment.

Исследование неформального сектора и занятости в нем сельского населения на региональных рынка труда Агропромышленного комплекса опирается на базу данных Росстата, полученную в 2012–2015 годах в результате обследования домохозяйств и индивидов по заказу Правительства РФ. Выявлено, что переход к рынку в 1990-е годы сопровождался снижением уровня занятости сельского населения в сельском хозяйстве и рост в других отраслях агропромышленного комплекса обусловили отраслевую мобильность, трансформацию социальной структуры села и образование неформального сектора, в котором треть занятых – селяне.

Forming of the competitive environment in the trade service sphere, establishing of the opportunities for competition realization, providing economic security for domestic trade need not only the development of new forms of retail trade, but also the considerable expansion and support of its subjects which have been providing the trade service for the population for more than one year. In the article the informal trade sector is characterized, its role in the domestic trade system is defined. The informal trade sector is understood as set of unincorporated subjects which provide the trade activity on the principles of independence, self-sufficiency and self-employment. The emphasis is placed on the main functions which are carried out by the studied sector in the Ukraine domestic trade system. The article’s aim is to investigate the main aspects of development and functioning of the system of branched internal and external interrelations of informal sector with adjacent spheres on the system approach basis. The relevance of the research is explained by the fact that, according to official data, there is one trade enterprise of the formal sector on about four subjects of informal sector and it means that it is impossible to get the studied sector out of sight Формирование конкурентной среды в сфере торгового обслуживания населения, создание возможностей для реализации конкуренции, обеспечение экономической безопасности внутренней торговли нуждаются не только в развитии новых форм розничной торговли, но и в существенном расширении и поддержке тех ее субъектов, которые уже не один год осуществляют торговое обслуживание населения. В статье характеризуется неорганизованный сектор торговли, определяется его роль в системе внутренней торговли. Под неорганизованным сектором торговли понимается совокупность некорпоративных субъектов, которые осуществляют торговую деятельность на принципах самостоятельности, самоокупаемости и самозанятости. Сделан акцент на основных функциях, которые выполняет исследуемый сектор в системе внутренней торговли Украины. Цель статьи – на основании системного подхода исследовать основные аспекты развития и функционирования системы разветвленных внутренних и внешних взаимосвязей и взаимоотношений неорганизованного сектора со смежными сферами. Актуальность исследования объясняется тем, что, согласно официальным данным, на одно торговое предприятие организованного сектора приходится почти четыре торговые точки субъектов неорганизованного сектора, а это говорит о том, что исследуемый сектор нельзя упускать из поля зрения
