There was congested a wide experience of organization and management of scientific work in the 3rd CMCH by Vishnevsky A.A. for a term of more than 40 years. This experience is subjected to generalization, analyze for the purpose of determination of it's priority orientations of improvement. Scientific-methods work in hospital is rated as a complex of measures, organisationaly-planed and coordinated by purpose and reinforcement of scientific schools of the 3rd CMCH by Vishnevsky A.A., as a basis of effective delivery of specialized medical aid. The vector of scientific researches is directed, generally, to solving questions of military and field medicine.

The medical technological, administrative and statistic information received from data base of annual medical statistical reports, operating statements of corresponding department heads, results of expertise of 5 municipal curative preventive institutions are considered. The analyzed data relates to medical care provided to the patients suffering with diseases of cardiovascular organs and neurological, traumatological, neuro-surgical and surgical pathology. The algorithm and design matrix are developed for planning the amount of beds in the reanimation and intensive care clinic departments up to 2015.

The analysis of the functioning of the regional referral clinical center of hand surgery, the eye injury center, the pediatric burns center and the neurosurgical center situated on the basis of large multi-field hospitals of the City of Ekaterinburg is presented. Such common conditions of their activity as experienced manpower availability and medical Academy chairs maintenance are revealed. The special referral clinical centers organized prior to the perstroyka and reformation, continue to function successfully providing high-tech medical care to the patients of the megapolis and to the inhabitants of the Sverdlovskaya Oblast. The effectiveness and perspectiveness of further functioning of the special referral clinical centers embedded into the structure of the municipal multi-field hospitals in the conditions of health reforms is demonstrated.

Scientific work in central military-and-clinical hospitals (CMCH) is very important since it leads to creation and application of modern medical technologies in practice of military-and-medical service, professional growth of doctors and improves the status of hospitals among other medical organizations. The analysis of CMCH under the Russian Ministry of Defense shows that the main role in the development of scientific work in central hospitals belongs to management which is the activity to perform planning, organization, coordination, motivation and control functions.

The specific character of emergency surgical care requires a concentration of highly skilled specialists of various profiles on the basis of multi-type hospitals and using expensive modern, highly informative and less invasive methods of diagnosis and treatment. The using of multi-type hospitals for emergency medical care will allow the intensification of treatment, wide application of less invasive technologies that will result in the appearance of incentives and conditions to shorten the number of bed-days, restriction of groundless hospitalization and to improve the tariff politics in the system of compulsory medical insurance.

Effective activity of military medical units and institutions is greatly depends on quality of planning. In such case the significant role belongs to organizers of health service, their professional training and style of work. The results of the conducted investigation show that planing of working time for day and week by heads of military health service is inalienable precondition for successful solution of the problems standing before the institution. Efficient and punctual work of the hospital staff will depend on the correct working time planning and on the rational organization of efforts to realize these problems.
