The subject of the study is the process of deindustrialization in the regions of the Central Federal District of Russia (hereinafter – CFD) and a set of causes and factors that determine industrial production reduction dynamics. The purpose of the study is to determine algorithms of industrial production recovery depending on the identified factors and causes of deindustrialization. Statistical groupings, analysis and synthesis method, comparative analysis of deindustrialization processes in the CFD regions were used as a methodology. Exclusive ways to restore industrial production in the CFD regions have been identified: innovation transfer based on the experience of techno-zones, special economic zones, territories of advanced development, and technoparks; integrated use of natural resources; modernization of high-tech industries; industrial agglomerations development in the peripheral territories of the federal subjects. The results of the study can be applied in the process of building strategic plans for revival of industrial production, first of all, when ensuring import substitution and strengthening the country’s defense capability. The process of deindustrialization is influenced by a group of factors that should be considered when establishing original sequence of strategic measures to revive industrial production.

This study aims to identify the causes of deindustrialization among ASEAN countries with years of analysis from 2000 to 2017. Secondary data in this study were obtained from CEIC and the analysis method used an econometric model approach to panel data. The variable used to describe deindustrialization in this study (dependent variable) is manufacturing value added (MANVASUR) and the share of manufacturing in GDP (MANSHA). The results of the analysis show that per capita income, population, and economic openness have a significant effect on manufacturing value added (MANVASUR), while the share of manufacturing in GDP (MANSHA) is influenced by the wealth of natural resources, population, and economic openness. The population and per capita income of ASEAN member countries are positively related to the added value of the industrial sector, while economic openness is negatively related. This means that the more open the economy of a country, on the contrary the value added of the industrial sector actually decreases. Economic openness and natural resource wealth of ASEAN countries are positively related to the contribution (share) of the industrial sector to GDP, while the population is negatively marked by contribution (share) industrial sector to GDP. That means, the fewer the population, the less human resources involved in industry and industry will involve a lot of technology (capital intensive).

The article has discussed the features of the formation and development of the industrial sphere in the territory of today's Ukraine, considering the cyclical nature of the passage of socio-economic processes, starting from the time of the fall of the feudal system and the transition to capitalist relations (second half of the 19th century). The evolution of the formation of the fuel and metallurgical base in the Dnieper and Donbas’s with the participation of foreign capital has been investigated. The main priorities of centralized management and planning during the five-year period of accelerated industrialization (1928-1932) have been described. The achievements of the Ukrainian industry on the eve of the independence of the state (1991) have been emphasized - from mining to the creation of high-tech industries (space, aviation, shipbuilding, transport engineering, etc.). The problems of the industrial complex functioning (deindustrialization of the economy, a shortage of qualified personnel, critical dependence on the export of raw materials, low resource efficiency, etc.) has been analyzed. The theoretical foundations of the industrial policy formation in the conditions of transformation processes in the economy, the convergence of economic models of Ukraine and the EU countries have been improved. The international best practice of managing changes in the industrial sphere in the conditions of competition, strengthening manifestations of protectionism in the world market has been summarized. Measures have been developed to enhance the process of entering domestic enterprises to the global added value chains, which will contribute to expanding access to international markets, attracting FDI, and modernizing technologies. The expediency of introducing effective organizational forms of supporting business projects and innovations in the industry, increasing responsibility for the development, adoption, and implementation of engineering, business and management decisions has been substantiated. Recommendations on improving the national industrial policy with a focus on the comprehensive and sustainable development of industrial production to further strengthen the economic security of the state have been proposed.

The article identifies new trends and challenges in the development of the world economy and energy in an era of global instability, including the economic problems of the United States of America, the trend towards dedollarization of the global economy and the transition to alternative payment systems, the deindustrialization of Europe, role of the Government in economy, risks undermining the long-term stability of oil supplies due to underinvestment and limited opportunities to increase new production capacities. The issues of the development of «green» energy are analyzed, while it is shown that hat reducing the causes of global warming solely to CO2 emissions resulting from human activities is not sufficiently substantiated. The possibilities and problems of the fuel and energy sector of Russia in the era of the transformation of the world energy markets and restructuring of Russian’s economy are revealed.

The article summarizes the theoretical, methodological and practical aspects of industrial restructuring as a necessary condition for sustainable development and inclusive economic growth. The irrationality of the approach of the "reformers" to the application of the recommendations of the "Washington Consensus", which led to the deindustrialization of the Ukrainian economy, is analyzed. The main reasons for the low efficiency of the implementation of nationwide targeted economic programs for the development of industry have been identified. The need for effective interaction in the industrial structure of large, medium and small businesses is indicated. The level of innovative development of the national economy is assessed. An analysis of the export potential was carried out; its predominantly raw material character was noted. Measures are proposed to improve the organizational mechanism for managing the state industrial policy.

The article is aimed at determining the nature of relationship between GDP per capita and the share of services, theoretical substantiating of presence of the limit of post-industrialization, and the practical assessing of its level. The formation of scientific views on the essence and attributes of the post-industrial development of economy were analyzed, approaches to determination of the limit of industrialization, essence and causes of premature deindustrialization were considered. It is displayed that the process of transition from industrial to post-industrial development is evolutionary and has the theoretically and practically substantiated positive influence on economic development. The article suggests a definition of the limit of post-industrialization as such, optimum at the current level of development of economy, the share of services in the GDP, exceeding of which leads to negative influence of service sphere on economy. On the basis of correlation-regression analysis of dependence of change of the service share and the level of GDP per capita in 134 world countries in 2015, modeling and graphic displaying of the post-industrialization limit was carried out.

Regional markets demonstrate a significant slowdown in economic growth and the Ural region is not an exception. The article examines the specificity of the Ural industrial markets. The methodological basis of the research is neoclassical economic theory looking at the dependence of output on the production factors applied in the context of the production function. The authors perform a quantitative research using the econometric tools and construct several regression models. We use the sales growth rate of the regional industrial market as a resulting indicator. Regressors (factors) are growth rates of salary; investments into fixed capital; own and raised funds allocated for investments into fixed capital; short-term and long-term financial investments. The authors describe the trends in the Ural industries. The results show that there is a correlation between growth rates of the industrial markets and growth rates of salary and own funds allocated for investments into fixed capital. The paper concludes about the necessity for the region to move to a new technological level. At the same time, it is also important to develop traditional industries. The region’s potential is high and, therefore, the synergy in the triad “industry–education–science” can stimulate its growth. In addition, at the moment there is an urgent need for cultivating conditions, especially institutional ones, to form a solid layer of medium-sized business in the Ural region.

Main development trends and complex of internal and external factors influencing on export potential of the industrial sector in the Republic of Belarus have been revealed and determined on the basis of the analysis of national and international statistical databases and method for expert assessment. Relevance of the research is to demonstrate that industry creates a significant part of commodity exports in the small open economy of the Republic of Belarus which has adopted a course to post-industrialization as a national strategy. Absolute figures of the Belarusian export of services are 3.4 times lower than values of the commodity export, 92.4 % of which is provided by manufacturing industry. It is in the sphere of industrial production that we should look for the reasons of long-term trend to reducing physical and cost volumes of Belarusian export, deterioration of its commodity and geographical structure, negative balance of trade and account of current operations. Main positions of the Belarusian commodity exports which form 70 % of its volume to non-CIS countries are raw materials exposed to unstable price environment in the world market, although the mining industry accounts for only 1.2 % while the manufacturing industry creates 85.6 % of the sector’s gross output. The study refutes the conclusion that problems associated with implementation of an export potential of domestic industry should be explained by the crisis of industrial production, proving that post-industrialization, accompanied by a reduction, curtailment or cross-border transfer of industrial production, is not so clear and does not bring the expected macroeconomic results. Reindustrialization, achievement of a breakthrough in the use of information technologies for a new quality of industrial production, which involves reorientation of IT-sector in Belarus operating on the basis of an outsourcing model from external to domestic market and solution of problems concerning system modernization of industry must become a national strategy aimed at the development and implementation of the industry’s export potential.

A study of theoretical development of the Russian economy industrialization in modern conditions is reported here. The existing tendencies connected with reduction of industrial sector in Russia and in the world are recognized. Actual data confirmed Russian considerable lag behind the leading countries in manufacturing industry production.Such economic situation determined a research objective – development and substantiation of the new industrialization concept as actual social and economic development trend of Russia. The analysis of traditional and modern approaches to new industrialization allowed discovering its purposes, the principles, stages and prospects.The result of research became the general concept of new industrialization which includes the reasons of deindustrialization analysis, prerequisites for carrying out new industrialization in Russia, and also key parameters of new industrialization and set of industrial development stimulating measures. The implementation of the indicative analysis technique allowed to estimate certain Russian regions according to the degree of their readiness for new industrialization.

The research work deals with regulations in tourism industry which should imply self-governance based on free market principles of republic of Abkhazia as well state government regulations in regard to the legislation issues.

The aim of the article is to generalize the problematic aspects of the functioning of the processing industry of Ukraine. An analysis of theoretical approaches to the positioning of the processing industry as a factor of value creation for industrial products, which, through export, ensures the emergence of added value of other types of economic activity in foreign markets, is carried out. It is noted that against the background of in-depth processing of raw materials, the added value of finished products is growing at a significant pace and ensures an increase in gross domestic product and, accordingly, the development of the national economy. The properties of the processing industry are generalized, which consist in the production of orders for certain types of services, in particular research, information, educational, financial, etc., that ensures the development of innovations for the formation of new sectors of the economy. It is concluded that structural changes in the processing industry generate a transformation of the country’s economic system. Emphasis is placed on deindustrialization as a process of reducing the proportion of industrial activities in the structure of the economy and the share of processing industry in the structure of the country’s industrial sector, which has two forms. The first one is a decrease in the volume of industrial production, the second one is a slowdown in the growth rate of industry compared to other types of economic activity. It is noted that Ukraine is characterized by the first form of deindustrialization, characterized by such main problematic aspects as deterioration of the structure of the economy and negative shifts in the commodity structure of exports. The deterioration of the structure of the economy is determined by the inability to produce products with a high share of value added, which is accompanied by a significant decrease in the share of the processing industry in the structure of gross value added of the national economy, as well as a decrease in the level of manufacturability of industrial products. Negative shifts in the commodity structure of exports are reflected in the rapid decline in the volume of exported manufacturing products against the background of an increase in exports of raw materials. Prospects for further research in this direction are the formation of effective means for the revival of the country’s processing industry, in particular on the basis of the concept of the Novel Industrial Development of Ukraine.

The unprecedented impact of external shocks on the Russian economy threatens with a long-term recession, the avoidance of which requires the initiation of successive shifts in the technological, reproductive, sectoral, social structure, united by a single imperative of neo-industrial development. At the same time, structural changes in the economies of technologically advanced countries today are moving in line with the post-industrial transformation, the result of which is an increase in labor productivity and added value. In the Russian economy, the protracted deindustrialization requires the formation of a methodology and theory of neo-industrial development based on its own technologies and resources to counteract external shocks. The purpose of the study is to analyze approaches and theoretical provisions to the study of the possibilities of neo-industrial development of the Russian economy in the face of external shocks. Methods: literary review of Russian and foreign publications and materials, comparison and critical analysis of scientific theories. The results represent the structured content of the approach to the study of the neo-industrial transformation of the Russian economy in the context of external shocks, presented in comparison with the metho-dology of post-industrial development; the theories associated with it are criticized. The theoretical provisions of regulated structural shifts of the neo-industrial type, which are necessary to overcome de-industrialization and avoid post-shock recession, are considered. Conclusions. Theories describing the movement of the modern economy from an industrial to a post-industrial type objectively describe structural changes and technological transition in advanced countries, but do not offer forms and institutions to overcome the deindustrialization of the Russian economy due to its specifics. Nevertheless, the methodology of neo-industrial development includes approaches to the theoretical substantiation of the accelerated innovation and technological development necessary for the development of industry in the face of external shocks.

By the fall of 2023, the German government coalition (December 8 marked two years since the start of its activities) had developed a number of important economic bills. They were de- signed to increase the competitiveness of the German economic space in the context of polycrisis challenges – pandemic, energy, migration, geopolitical. But the economic policy of the Cabinet of Ministers also found itself in crisis. It acquired clear outlines after the German Constitutional Court in mid-November overturned the government’s decision taken at the end of 2021 to transfer 60 billion euros of loan funds intended to overcome the consequences of the coronavirus to the Cli- mate and Transformation Fund to finance current government spending. The author analyzes the consequences of this decision for the planned reform steps; assesses the prospects for the formation of the state budget; characterizes the current state of the German standort, as well as the prospects for the deindustrialization of its energy-intensive sector.

The approaching middle of the 20th electoral period in Germany was marked by significant fluctuations in the electoral popularity of established parties, which were recorded by numerous surveys of leading German demoscopic institutions. Respondents' moods were influenced by a variety of factors. According to the author of the article, the main problems were numerous problems in the state of the national economy, including the decline in the international competitiveness of the German socio-economic space (Standort). It was they who largely led to the growth of protest moods, reflected in the record high ratings of the Alternative for Germany party. The author substantiates the position that negative processes in the economy, including deindustrialization, high inflation, lack of qualified personnel, problems with digital and energy transformation, are associated with the inefficient policy of the current cabinet of ministers. In this context, current trends in the preferences of German voters, the processes taking place in the parties of the government coalition and the opposition are analyzed, and a forecast is made for the further development of partypolitical life in Germany.

The article is devoted to the analysis of the structure of Ukrainian exports based on the use of the ABC method. Its purpose is to assess the prospects of various product groups in the future model of Ukraine’s foreign trade based on the use of microeconomic analysis methods. The article substantiates methodical approaches to the division of individual goods of positions A, B and C depending on their specific weight in the total income from exports. Based on the data for 2021 (the last pre-war year of export growth), 5 commodity items that provide more than 75% of export income (group A) and 10 commodity items that make up more than 90% of exports (A+B) were selected. It is these positions that should be the focus of the state’s attention on the formation of export policy. The performed grouping was used to analyze the trends of changes in the export structure over the last 10 years. It was found that in group A, two product positions (chapters XV and XVI according to the Ukrainian classification of goods of foreign economic activity - UCG FEA) have a steady tendency to weaken positions, as well as two other positions (chapters II and III), on the contrary, constantly increase their specific weight in total exports. This phenomenon is qualified as deindustrialization of Ukrainian exports. In order to identify the growth potential of Ukrainian exports and justify the basic principles of the formation of the post-war foreign economic strategy, the ABC analysis was supplemented by the calculation of the elasticity coefficient for individual commodity items, which is defined as the ratio of the percentage change in income from the corresponding commodity item to the percentage change in the total value of commodity exports for the corresponding year. The analysis of the obtained results showed that goods from section XV (Precious metals and products thereof) are characterized by high elasticity both in periods of growth of total exports and its reduction. This gave reason to assume that the main factors of the dynamics of this part of exports lie outside the country’s borders, and therefore it should not form the basis of foreign trade strategy in post-war Ukraine. On the contrary, goods from sections I, II, III and IV (goods related to agro-industrial complexes) have low elasticity, their export is characterized by stability. However, due to these reasons, they also do not have significant growth potential, and therefore should be considered not as a driver, but as a stabilizer of foreign trade. The goods of group XVI (Machines, equipment and mechanisms; electrical equipment) have the greatest potential. Therefore, in the post-war strategy of foreign economic activity, a special place should be given to the stimulation of both the production and export of these goods, as well as the creation of special conditions for investors (domestic and foreign) who are ready to invest in export-oriented machine-building enterprises.

Modern geo-economic and geopolitical processes create a need to rethink the integration interaction between the republics of the former USSR, now — sovereign countries. This is due not only to the rapidly increasing instability of the global financial system, the growth of trade and economic contradictions between countries, but also to the possibility of using the previous experience of inter-republican industrial-technological and intellectual cooperation to achieve the goals of economic development.Aim and tasks. The article’s main aim is to frame the technological and economic interaction between the former republics of the USSR in the new geo-economic and geopolitical conditions.Methods. The methods applied includes empirical and statistical analysis, the use of consistency, the principles of scientific discussion, dialectical methods of cognition, such as the unity of the historical and logical, the principles of induction and deduction, the principle of the linkage between qualitative and quantitative characteristics, the unity of analysis and synthesis.Results. The article highlights the features of the trajectory of the economic development of the former Soviet republics. The main problems associated with the transition to a “free market economy”, such as declining economies, population decrease, significant external debt, “Dutch disease” and deindustrialization of the economy, are identified.Conclusion. In conclusion the need to develop a new economic policy in the countries of the former USSR is argued from the standpoint of increased instability in the external economic environment and the need to strengthen their national economies, but also by the loss of economic independence and the accumulation of problems during the period of building a “market economy”. Significant efforts are required to restore the economy of the former republics of the USSR. The strategic direction is the reindustrialization of the economy, that is, the restoration of the lost economic potential on a new industrial and technological basis. For the successful implementation of the goal of strengthening economic sovereignty, it is of great importance to unite the scientific, intellectual and educational potential of the former republics of the USSR and create a common technological space. This will inevita bly lead to the formation o f a new system of international division of labor in the post-Soviet space, which is the main feature of a market economy.

Relevance of the research topic is explained by the need to develop and implement effective measures to respond to economic losses caused by the military actions of the aggressor country. Targeted attacks by the enemy are aimed at destroying Ukraine as an industrialized state, not only to affect the civilian population but also to destroy the industrial potential. As a result, Ukraine has suffered irreversible losses of industrial potential, which amount to about 30%, destruction of manufacturing and logistics chains, loss of access to resources (both raw materials and human resources), complications in doing business due to interruptions in energy supply and communications, etc. Although the Ukrainian economy is currently in a state of uncertainty during the war, the prospects for the development of industrial enterprises and their ability to conduct business, create high-paying jobs and conditions for normal operation require strategic planning for post-war recovery based on European principles. Formulation of the problem. Finding answers to today's military challenges and justifying tools for preserving existing and developing new machinery production will help the country fulfill its most important functions by strengthening the ability of Ukrainian machinery enterprises to occupy market niches for the production of climate-friendly energy technologies for the EU's green and digital transition (wind turbines, heat pumps, solar panels, renewable hydrogen); machinery products of russian and belarusian origin, etc. Analysis of recent research and publications. The importance of industrialization and industrial policy for the development of industrial sectors, including machinery, is widely discussed in academic and political circles. Various aspects of the development of the machinery are reflected in many scientific works of foreign and domestic researcherss, as well as numerous publications of international organizations such as the World Bank, the UN, the European Commission, UNIDO, etc. At the same time, most publications do not provide answers to the military challenges to recovery the industrial potential of the machinery, which makes this study relevant. Selection of unexplored parts of the general problem. The lack of justification for strategic initiatives to facilitate the adaptation of Ukrainian machinery to the global challenges of the future (military, political, digital, financial, investment, environmental, technological, social, etc.) widens the gap between Ukraine and the developed world and only increases the effect of deindustrialization of the country's economy. Economic recovery and economic sustainability cannot be achieved without strategic development planning based on the joint efforts of all economic actors, including representatives of business, science and the state. Setting the task, the purpose of the study. The purpose of the study is to formulate strategic tasks for post-war reconstruction with the identification of perspective types of Ukrainian machinery, based on the pan-European vector of integration and ensuring national interests. Method or methodology for conducting research. The study uses general scientific methods: abstract and logical, induction and deduction, systematic approach; analysis and synthesis, as well as special research methods: statistical comparisons, grouping, sampling (to assess the dynamics of sales of machinery, foreign trade indicators and the number of employees as basic indicators of development trends); structural and functional analysis, expert assessments in developing recommendations for effective support tools for Ukrainian machinery. Presentation of the main material (results of work). The machinery provides an economic multiplier effect for related sectors of the economy, united by a single technological chain. The hostilities led to a 70% loss of Ukrainian exports of machinery products from the level of 2021 (6107.56 million USD in 2021 vs. 4216.9 million USD in 2022). The loss of production capacity is offset by significant imports of machinery products in the amount of 15983.54 million USD in 2022, which confirms the high import dependence of the domestic market for machinery building products. The machinery industries are strategically important for socio-economic development, as they concentrate a significant number of jobs (almost 15% of industrial workers in 2021) with a fairly high level of wages. The field of application of results. Strategic directions of the machinery post-war recovery are an important component of strategic planning and selection of effective industrial policy instruments for the Ukrainian manufacturing recovery and opposition of negative manifestations of military challenges with the realization of opportunities associated with changes in the global geopolitical space. Conclusions according to the article. The preservation of existing and development of new machinery production facilities, as well as the realization of opportunities to occupy market niches in the European and world markets of machinery products vacated by the sanctions against Russian and Belarusian manufacturers, as well as to diversify its own production and become a member of global machinery value chains for the aviation, rocketry, medical, and military industries of the world industry depend on the implementation of industrial policy instruments proven in other countries such as networks of industrial parks, stimulating cluster movement, promoting partnerships with foreign manufacturers), supporting export activities and diversification of production, introducing incentive and compensation mechanisms at the state, regional and local levels; expanding domestic demand for domestic engineering products in the post-war recovery.

Introduction. The analysis of urbanization processes experienced by Magadan Oblast in recent decades is a most important component in understanding essentials and peculiarities of the urbanization agenda in the whole of Russia’s Far East. Historical experiences of the region attest to that urbanization processes across the eastern economic regions of Russia are highly dependent on actual conditions and prospects of mining industries, presence / absence of paternalism in policies of federal and regional authorities towards urban settlements that show no promise for further industrial development. So, mining and government support have deepest impacts on urbanization processes in Magadan Oblast. Goals. The study aims at analyzing key results of the Soviet urbanization program across Magadan Oblast, certain structural and demographic transformations of the region’s urban settlement network that took place in the 1990s to 2010s. Materials and methods. The work employs a set of general scientific tools, the statistical method, and those of specifically historical research (e.g., the chronological one) — for analytical insights into official statistics, national, regional and local regulations. Results. The study shows the urbanization crisis in the region is associated with its deindustrialization in the 1990s–2000s. The decline of the entire urban settlement network has manifested itself in both structural and demographical patterns. Two cities of the region — Magadan and Susuman — have experienced significant population losses, though still retaining their ‘city’ status. Meanwhile, 15 out of 34 urban-type settlements had been abandoned or abolished by the early 2020s. The policy of abolishing depressed settlements has been developed in the region, which is supported by federal and regional programs that facilitate resettlement — from districts of the Extreme North and rural localities to the capital city of Magadan. The urban population has reduced by 58.6 % during the mentioned period, while the dramatic rural population decrease of 90 % means that the region’s internal urbanization resources are almost completely exhausted. Conclusions. Urbanization prospects in the region are primarily tied to somewhat further development of Magadan and its agglomeration, the latter to include two near-capital districts in the south. At the same time, new projects of economic development in the region are increasingly associated with activities of shift workers’ townships.

Introduction. The contradictions that have accumulated in the world economy call into question the advantages of globalization and free trade, reinforcing the tendencies of protectionism. Theoretical analysis. Since mercantilism, which created the prerequisites for the Industrial Revolution, protectionism and industrial policy havebeen used as complementary mechanisms. In the twentieth century, protectionism was fi nally ousted from trade policy and from scientifi c research. However, the policy of free-trade has not been able to remove the contradictions of the countries of the “core” and “periphery”, whose socio-economic inequality persists. There is a need to develop a new concept of international trade, called neoprotectionism. Empirical analysis. A signifi cant disruption of the international trade balance between its largest participants signifi cantly aff ects Russia. The reproduction system created after the reforms and the level of gross accumulation insuffi cient to overcome deindustrialization led to a high degree of depreciation of fi xed assets and the destruction of the production basis of the Russian economy. Results. The risk of external threats and the need to overcome the technological gap determine the use of neoprotectionism, which provides preferences primarily for enterprises aimed at social effi ciency, since the concept of a domestic producer has lost its original meaning in the process of globalization.

In the scientific literature, the problem of reconstruction of urban industrial zones was considered by scientists mainly in terms of architecture and construction (Sedin V. L., Kravchunovskaya T. S., Kovalev V. V., Bronevitsky S. P. and others), the economic aspect - less attention was paid. Foreign scientists Pacer R., Aruninta A., Ha S., Dardya M., Davis T., Margolis K. studied the concept of "redevelopment" quite widely, both theoretically and on the basis of examples of specific cities. Over the last decade, the deindustrialization of large cities has become widely known. As a result of reduced production, large-scale degrading industrial areas with unused buildings, warehouses and related infrastructure. The spatial structure of such zones requires a consistent transformation based on multi-purpose analysis. In this regard, there is a need for work on the reconception of industrial zones, their adaptation to modern conditions of the city and sustainable development. Development is a good practice all over the world. Development has a multifaceted effect: improving the architectural and planning development of the city, the emergence of new land resources, real estate, jobs, transformation and development of the transport network, reducing pendulum migration, solving environmental problems and of course attracting large numbers of tourists. Relevance of research. The development of industrial territories is the re-profiling of obsolete industrial and administrative buildings in accordance with the needs of the modern market and social development. Since tourism is an industry that requires a strong material fund, it is obvious that the use of redevelopment of industrial areas is in order to develop tourist infrastructure. Field of application of results. The obtained results can be used in substantiation and implementation of redevelopment of industrial territories as a way to create new means of tourist interest. The aim of the study. The positive and negative aspects of redevelopment are analyzed, as well as the expediency of use and the need for optimization in the future are substantiated. The subject of the research is the consideration of problematic issues, obstacles and motivational levers in the implementation of redevelopment projects of industrial zones. Thus, the development of industrial zones can be a motivating incentive for investors only if the municipality is interested in this process. It is the redevelopment that offers a comprehensive solution to the issues related to the transformation of unclaimed industrial facilities or irrationally used areas into new, investment-attractive tourist facilities.

The relevance of the research problem is that the understanding of socio-cultural transformation allows us to identify social processes that affect the functioning of post-Soviet Ukrainian society. The research subject is the social processes that determine the content and nature of socio-cultural transformation of post-Soviet Ukrainian society. The purpose of the article is to comprehend the impact of socio-cultural changes on the functioning of post-Soviet Ukrainian society. The methodology of the socio-cultural transformation research is based on the use of systematic, logical, historical, dialectical and socio-cultural approaches and methods. The results of scientific research. In post-Soviet Ukraine, the general context of socio-cultural change is due to the implementation of market reforms that have led to privatization, deindustrialization, mass marginalization, transition to a liberal state and depopulation. These processes have led to socio-cultural changes in the lives of Ukrainian citizens. There were important changes in the social sphere, the social structure of the population, the distribution of national wealth, which changed the direction of its movement from the dominance of social development to the predominance of social degradation. There was a change in the social matrix of society’s reproduction: there was a transition from the dominance of the middle classes’ culture to the spread of the culture of the poor, the main feature of which is the struggle for survival. The essence of the socio-cultural transformation of post-Soviet Ukrainian society is the transition from the absolutism of the state to the absolutism of the market, which means the transformation of everything possible into a commodity, and the dominance of commodity-money relations in all spheres of public life. This transition was accompanied by a change in the historical and cultural type of human personality, commercialization, deprofessionalization, as well as the primitivization of public administration. Changes in the culture’s state have complicated the reproduction of society as a whole. The Soviet way of life has been dismantled, and the failure of the social matrix indicates that a new way of life in post-Soviet Ukraine has not yet been formed, and therefore socio-cultural transformation must be aimed at its formation. The practical value of the results lies in substantiating the content of socio-cultural transformation in post-Soviet Ukraine and its impact on the functioning of society.

The article considers issues related to the assessment of the socio-economic situation of Ukraine and 12 countries that are its close neighbors in the Eastern European region. It is established that today Ukraine is in a severe socio-economic crisis, which covers all spheres of society and affects the economic and political aspects of the entire Eastern European region. The deepening of the crisis in Ukraine is observed in all areas: the curtailment of production, declining employment, falling incomes and demand. With the deepening recession and budget crisis, it is difficult to carry out the necessary reforms of the Ukrainian state and economy, while the living standards of the majority of the population continue to fall, unemployment and inflation are rising. The socio-economic potential of Ukraine and selected countries of Eastern Europe in the context of those indicators that directly relate to the social status of the population is studied. Using the World Bank statistics for 2019, the following indicators were analyzed: GDP per capita, unemployment rate (% of total labor force), inflation rate (%) and corruption index. The study found that Ukraine lags significantly behind its neighbors in macroeconomic indicators. Analysis of the data of the State Statistics Service shows that in Ukraine there is a deindustrialization of the economy and a decline in industrial production. At the same time, there is a decline in the science intensity of the economy in many sectors of the industrial complex (engineering, chemical, energy), which has significantly led to rising unemployment. Indicators such as low life expectancy at birth, high inflation and corruption also indicate a difficult socio-economic situation. It is established that the illustrated tendencies are largely due, on the one hand, to the unsuccessful institutional policy of the Government of Ukraine, and on the other hand – to corruption and domination of oligarchs in the leading sectors of the economy. In order to classify the countries of Eastern Europe and identify among them the place of Ukraine in the context of selected characteristics of the socio-economic situation, cluster analysis was used, in particular the hierarchical method of Ward. As a result of using this method, a dendrogram was obtained, the visual analysis of which allows to form 4 clusters. The K-means method was used to form clusters. Based on the analysis of the constructed clusters, it was found that the highest rating in the selected indicators have the countries included in the 3rd cluster: Estonia, Poland and the Czech Republic, which are characterized by high welfare, low unemployment and corruption. Countries in the 2nd cluster have a slightly lower rating: Belarus, Bulgaria, Moldova, the Russian Federation, Romania and Hungary. These countries are characterized by a high level of corruption and a fairly high level of inflation, the rest of the indicators in this group are average. The 1st cluster includes: Latvia, Lithuania and the Slovak Republic, which have a high level of welfare, low levels of corruption and inflation, but at the same time high unemployment (average value – 6.1%). The lowest rating is given to Ukraine, which is characterized by falling incomes, high unemployment, inflation and corruption. The study proves the need for urgent effective reforms and systemic transformations in Ukraine, which will promote the rational use of its own investment potential, improve the level of management and investment policy, as well as lobby for national economic interests and create conditions for economic and institutional stability

Oleksiy Musiyezdov suggests that Euromaidan should be viewed as a "bourgeois revolution" driven by entrepreneurs and the creative class interested in self-realization within the context of global capitalism. While elaborating on this thesis, Musiyezdov reaches several important conclusions that far exceed the scope of his initial hypothesis. First, he notes that as a result of the Euromaidan revolution, the inclusive political concept of nation has taken over the exclusive, ethnocultural understanding of Ukrainness. Second, he observes the surge of social responsibility and initiative of citizens, as reflected in the volunteer movement, mutual assistance, and cooperation. Musiyezdov makes another important point in explaining the discontent in the Southeast regions of Ukraine that are most affected by separatist and counterrevolutionary attitudes and by the sociocultural trauma of structural deindustrialization in this former center of Ukraine's industry. The article is aimed at researching modern tendencies in the industry of Ukraine, identifying problems and risks influencing its development, and specifying the measures directed towards improving the State-based industrial policy to increase the competitiveness of regions and strengthen the economic security of the country. The main systemic problems hindering the development of industry and the restoration of positive dynamics are defined, which are as follows: large-scale deindustrialization; deterioration of the technological structure of production; inefficient structure of production with the prevailing raw materials, energy-armed, «dirty» productions; weakness of cooperation relations in industry, low degree of cooperation of enterprises in value chains; consolidation of the monopoly-oligarchic model in many markets; shortage of skilled labor for industry needs; lack of a legislatively enshrined strategic course of industrial development; significant regional concentration of industry. It is indicated that at the regional level the tasks of economic development are effectively solved thanks to the concept of smart specialization (sensible specialization). A positive experience in the implementation of pilot projects of smart specialization in the regions of Ukraine is presented; the main directions of implementation of smart specialization and cluster development, which should be implemented at the level of public administration, in order to increase the competitiveness of regions and strengthen economic security in Ukraine, are determined.

In the article the author analyses theoretical approaches to the phenomena of industrial study and analysis of practices of working with industrial space that determines self-identification and image-creating process in a city. Industry played the leading role in the Soviet economic system, industrial discourse was all-absorbing in Soviet culture and factory space was almost sacral. A lot of films, songs, TV-reports, performances were devoted to industrialization, power of industry, workers and their heroism. Being sacral for the Soviet era, today the industrial space have become Terra incognita, a heroic image of working men and industry have changed into a negative image, Russia is associated with an idle factory and romantic and nostalgic attitude to industrial culture and spatiality is not typical for contemporary culture and for citizens. Post-soviet city space tends to be a space of post-fordism, the industrial areas are hidden by the city maps and ejected from post-soviet citizens' mental maps. Currently there is an increasing interest to the industrial culture revealed in different ways of working with industrial space: from revitalization to deindustrialization, from functional renewal to rethinking of cultural sense of industry. Art practices of working with industrial areas became the subject of the analysis in this article. he contemporary art's meditations and representations on industry and its place in city image and city geography are analyzed as a fixation of dichotomy of industrial/postindustrial and connected contradictions. Author examines the definition of «neoindustrialism». It is meant to be a new concept of economical development and a mean to overcome the process of deindustrialization. Neoindustrialism is an approach alternative to postindustrial theory.

The article is focused on the evolution of geopolitical arrangements that had initially materialized in the concluding quarter of the twentieth century and had given birth to the contemporary world politics paradigm including the growing role of Russia. The present author maintains that the very process of History is objective (i.e. independent of political establishment’s likes and dislikes) and continuous. This point is argued by appeal to various academic sources, among them the works of Russian and foreign historians, economists, philosophers, political scientists and futurologists. The dismemberment of the U.S.S.R. and collapse of bipolar world suspended, for a short while only, the developments at the sunset of the twentieth century. “Truncated” globalization resulted in “reactive” accumulation of controversies both between the North Atlantic “supercivilization” and the “rest” and within societies that emerged victorious after the cold war. The new vulnerabilities consisted of: deindustrialization as a sideeffect of globalization, “orientalization” of western societies as part and parcel of massive migration inflows from the South, political and economic decline encouraged by disappearance of powerful “counter­centre”embodied by the Soviet Union, waning of economically active population under existent demographic trends throughout the West, etc. Instrumental of cold war revision have also been: emergence of radical antiWest megaprojects like the “Islamic State”, gaining strength by the erstwhile “new influentials” as well as revival of Russia as an omnipotent world power. Nowadays, Pax Americana has become inefficient to be substituted by a new and workable global consensus on universal collective security system that meets the basic requirements of contemporary multipolar world.

The paper investigates the Ukraine's transition to the economics of postindustrial type, changing the proportions between basic spheres of population employment. The subject of analysis is the tertsiarization of forms and organizational shapes of economic activity in the basic domains of Ukraine economics in 2001-2018. It is concluded that a final transition of the Ukraine to the tertsiarization of activities at the expense of the deindustrialization is inevitable. The analysis of hired laborers' distribution by the forms of economic activity in the Ukraine in 2000-2018 is a very eloquent evidence of a successive replacement of the second (industrial) sector by the tertiary (service) sector of the national economics. It is supported the opinion of the expert community about impossibility of labor market to satisfy the demand of unemployed population with a job, and especially by place of residence. Special attention is paid to the migration attitudes and plans of Ukrainians. It is stated the fact of essential changes in the migration dynamics this year.

The article presents the results of the study of the dynamics, state and structure of Ukraine's foreign trade with the countries of the European Union. The foreign economic activity of Ukraine under the terms of the Association Agreement and free trade zones, the application of the trade part of which began in January 2016, is considered. It was found that a characteristic feature of recent years is the deindustrialization of exports and the consolidation of its agricultural specialization. It is demonstrated that the domestic economy continues to establish itself in international markets as a key agricultural player. The relations between Ukraine and the EU are studied. It is highlighted that Ukraine is considered an important political and trade partner of the European Union. It has been proven that the EU is striving for ever closer relations with Ukraine, going beyond just cooperation, to gradual economic integration and deepening political cooperation. The analysis of the commodity structure of Ukraine's foreign trade in 2020 and showed that the main goods focused on the international market were vegetable products, base metals and articles thereof, machinery and equipment, mineral products, fats and oils of vegetable and animal origin, chemical products, land vehicles, aircraft, floating vehicles. It is determined that the largest share in the structure of exports and imports of services was occupied by services for processing material resources, transport services, telecommunications services, computer and information services, business services, royalties and other services related to the use of intellectual property, services related to financial activities. The study singles out such European countries as Germany, Poland, Italy and the Netherlands as Ukraine's main foreign trade partners. It is proved that the situation with trade between Ukraine and the EU does not seem very clear, that the structure of exports remains mainly raw materials and low-tech. It has been proven that the reduction of EU import duties has not led to significant changes in the structure of foreign trade, that there is a negative foreign trade balance for most groups of goods and services, which negatively affects the balance of payments and economic growth. It is proved that multilateral cooperation with the European Union today fully corresponds to the natural geopolitical direction of Ukraine's integration strategy and is one of the main practical means of forming an effective open economy.

On the basis of unpublished archival materials, the problem of finding the optimal strategy for the further existence of the Academy of Sciences in the context of the struggle for power between the Union and Republican centers in the last years of the USSR is studied. Particular attention is paid to the consideration of the ongoing discussions on the feasibility of reorganization of the USSR Academy of Sciences. It is concluded that the fate of the Academy of Sciences of the USSR, as well as the fate of the country as a whole in the last years of its existence, largely depended on many subjective and objective factors. A significant part of the scientific community adequately and sagely assessed the events unfolding at that time. The decision to transform into the Russian Academy of Sciences, the Presidium's course to preserve it at all costs despite the very complex relations with the new government, which are now causing ambiguous assessments, allowed, in the author's opinion, to ensure the survival of the core of fundamental science in the 1990s in the conditions of deindustrialization and demodernization of the country.

The article regards the effectiveness of state business regulation proving the falsity of liberal ideas of minimizing the state participation in economic processes; the role of extractive institutes in the differentiation of the Russian society. It also studies the practicability of the introduction of inclusive institutes into the Russian society and gives their main characteristics. The article regards the error actions of the state during the transition to the market economy including deindustrialization, privatization of the public property, etc., and their economic impact on the market economy agents and population. The research proves the necessity of revitalization of investment processes and their financial support from the Government and big business. The article also regards the practicability of using the ‘developing state’ model, combining market instruments with active State participation; revitalization of the innovative processes in high-tech industries, including machine building; and what is of the utmost importance in the “digital revolution” — the development of nanotechnologies, biologically engineered technologies, and information-communication technologies reinforced with added participation of the Russian big business.

In the light of the propositions on the modernization and technological development of the national economy made by President D.A. Medvedev, the directions of constant and urgent necessity of carrying out this work taking into account the branches providing accumulation and replenishment of the capital are proved. On this basis measures on counteraction to deindustrialization, the creation of destroying growth conditions leading to the global crisis are offered. The question is about complex realization of four national projects of the Strategy - 2020, of anti-recessionary programs, creation of the economic “safety pillows” in the projects “The Urals Industrial – The Urals Polar”, “The South Industrial - The South Recreational”.
