The aim of the article is to study the communication system of enterprises and organizations, to define its main components, interconnection and interaction, as well as its role in the process of ensuring an effective management process. In modern conditions, the effective functioning of enterprises and organizations is impossible without an established system of information and communications management. The performance of managerial functions is accompanied by information exchange both within the organization and externally. It is determined that the organization’s communication system contains subsystems of internal and external communications that provide information exchange within the organization and outside of it. Within these subsystems, social, technical, information and managerial subsystems, their constituent elements and characteristics are allocated. The internal communication system of the enterprise is designed to provide access to information in the process of making managerial decisions, while maintaining the optimal level of information protection. In addition, its further purpose is to create a favorable psychological climate in the team, increase the degree of staff involvement and loyalty, and overcome resistance to changes in the organization. The system of external communications is designed, first of all, to ensure the possibility of communication influence on external stakeholders, as well as effective circulation of information flows and information security of the enterprise. A conclusion is made regarding the need to take into account the influence of all factors and conditions of the internal and external environment, the formation of a complex of information transfer methods and tools, the optimization of communication channels, which will allow the most effective communication influence on target audiences.

Background. The modern development of the mining industry is characterized by the search for new mining technologies, increasing the complexity, depth, scale of workings and the danger of work, which leads to the search for approaches in building information and communication systems with increased functionality, namely, with the possibility of combining into a single system of mining automation tools, sensors, tunneling equipment, communication equipment, navigation, controls, equipment operating in an emergency situation. Since most underground facilities can be considered quasi-one-dimensional (mines, subways, sewers), transmission lines laid along tunnels can be effectively used to organize data transmission in them. Aim. Consider the physical side of the operation of the information and communication system in the medium and high frequency ranges. Methods. The dependence of the field strength in a tunnel with single-wire and bifilar lines laid in the tunnel was obtained using electrodynamic modeling by the finite element method. Results. The values of attenuation in workings with different medium parameters and attenuation dependences obtained experimentally in a coal mine are given. On average, the signal attenuation is 15 dB per 1 km. Conclusion. A digital medium-wave system based on bifilar lines has significant advantages when deployed over VHF communication systems. It can be used as a base, and if necessary, supplemented with VHF technologies (Bluetooth, Wi–Fi), for example, for personnel using an explosion-proof smartphone, and in areas where increased throughput is required, in places of active mining operations in mines and concentration of technological equipment and personnel.

Background. The military-political situation in the modern world order is undergoing significant changes. Military conflicts affect the national interests of the Russian Federation. Under the current conditions, it has become an objective necessity to create qualitatively new domestic models of military and special equipment devices based on the use of safe, reliable, energy-saving technologies. Such modern promising methods and measuring instruments include fiber-optic technologies and measuring devices developed on their basis. The purpose of this study is to adapt, generalize and classify the designs of devices and elements of information-measuring and control systems based on fiber optics for military purposes. Materials and methods. Prospects of application of fiber-optic technologies and means in the Russian troops are evaluated. Their purposes, tactical and technical characteristics and capabilities are disclosed. Combinations of methods were chosen for the study: analysis of scientific literature and statistical data, deconstruction. Results. The models of fiber-optic systems for military purposes and their structural elements are grouped, the distinctive feature of which is the simplicity and reliability of the design, safety of use, measurement accuracy, durability. Conclusions. New technical solutions of measuring and control devices based on the fiber-optic principle of operation will ensure safe, accurate and reliable measurement of the required physical quantities at military facilities in different operating conditions.

The development of new technologies, reducing the economic and physical costs of access to the unique resources of the Arctic, has simultaneously identified a set of interrelated economic and geopolitical problems arising during the Arctic territory development. Therefore, the subject of research of the article is the problem of the Arctic communication system formation, without which the further development of the region is not possible. The authors tried to substantiate the priority directions of the development of the communication system of the Arctic region with the aim to ensure continuous mobile access to strategically significant resources of the region in the current economic and geopolitical tendencies. The article proves that the main task of developing the Arctic should be to ensure the sustainable development of the Arctic region, which can not be achieved without the formation of an adequate level of a system of transport communications which meets the set goals and objectives of the development of the territories. Limited resources with a significant amount of required initial capital investment require an informed choice of priority investment areas, “points of growth” of the system of communications formed. The main conclusion is that the provision of operational access to the strategic resources of the Arctic is impossible without further development of the transport communications system in the region, and first of all the marine transport infrastructure (in particular, the Northern Sea route). At the same time, the impact of the redistribution of traffic flows on various aspects of the region's livelihoods, including the labor market and the social sphere, requires a separate study.

In the article on the basis of the conducted analysis the discrepancy between the existing scientific and methodical apparatus for assessing the effectiveness of the functioning of the military communication system, which is oriented on analog data transmission methods, and the implementation of the transition of the military communication system to digital communication means has been established. The necessity of: improving the method of calculating the bandwidth of the access network to the transport network of the communication system in the conditions of transition to modern digital methods of information transmission, the growth of information exchange, implementation of multiservice networks of service provision; development of the method of management of available resources of the transport network of the military communication system for the guaranteed provision of the necessary throughput capacity of the communication system in the difficult conditions of the conduct of hostilities. Subsequently, improved methods can be used to substantiate the requirements for a military communication system in combat operations (operations).

The article discusses the difference between such notions as non-local / local community (migrant/non-migrant) in terms of N. Luhmann’s communicative systems theory and ‘geophilosophy’ developed by Gilles Deleuze and Félix Guattari. The analysis has been performed with the assistance of the empirical data collected in three cities of Yakutia. It has shown that labor and educational migration rate is higher in Mirny and in Yakutsk, rather than in Lensk. Respondents have been conventionally divided into several groups according to the number of times they changed their place of residence. Thus, there are four groups found: 1) the «traditionally changing their place of residence» migrants (1 move), 2) «active» migrants (2 to 3 times), 3) «intermediate» migrants (4 to 5 times) and 4) «hyperactive» migrants (6 or more times). Besides, they have been asked to express their attitude towards «settling (in a new place)» when completing the questionnaire column titled «native/non-native.»

Improving the efficiency of communication systems in the modern conditions of their development is one of the most urgent scientific and practical problems. Particular attention is paid to the problem of quantifying the effectiveness of the functioning of these systems, and not on individual indicators, but in a complex way, taking into account the influence of all indicators of quality on the result of the system's intended use. The purpose of the publication is to formalize the process of comprehensive assessment of the effectiveness of the communication system and to demonstrate, by way of example, the observance of the requirements for reliability and readiness, the opportunity to streamline its evaluation activities with the calculation of probabilistic quality indicators. Evaluation of the efficiency of the communication system is a multi-criteria problem of determining the real state of various components of the quality of its functioning. The formalization of the complex estimation of efficiency is proposed, taking into account the influence on its value of separate quality indicators. Scientific novelty of the work consists in quantitative estimation of the value of the probabilistic indices of individual components and a comprehensive assessment of the quality of the functioning of the communication system in general. The results obtained should be used both in assessing the effectiveness of existing and well-founded choices for the development of promising communication systems.

Rejection from timely the measures to support radio-electronic security communication system leads to detection and subsequent fire destruction of control system components. Therefore for the purpose of progress of radio-electronic security necessary level of armored brigade’s communication system in this article suggests procedure of determination radio reconnaissance’s range of enemy subject to radiant power of radio stations. In radio reconnaissance’s range calculations application of connectivity model gives us an opportunity to reduce radiant power of radio stations in margin limits of communication lines. Based on dependence calculated factor reducing signal power from distance of spreading radio signal we obtain enemy radio reconnaissance’s range. Subsequent progress with the approach will give us an chance to solve special tactical tasks in military control and communication area.

We propose an agent­based simulation model search. This model allows us to evaluate the effectiveness of different males­females pheromone search strategies for Lepidoptera. In the model, we consider the simplest case of the search, when the pheromone has only one chemical component. It is assumed that the insects are able to detect the pheromone molecules and the sensory cells generate action potentials in contact with the pheromone for some time. Thereafter pheromone molecule is inactivated. This behavior can be regarded as a memory of individual. Proportion of individuals who have reached the source is selected as an integral indicator of the search efficiency. To evaluate the effectiveness, numeric experiments were performed in different conditions: random walk, search algorithm without memory, and algorithm with memory and return mechanism. The resulting effectiveness of source localization by insects for flight in turbulent flows is ~ 70 %, which corresponds to experiments with live specimens in literature. In this case, proposed pheromone search algorithm is quite simple, which makes it biologically correct. Conducted modeling calculations can be the starting point for planning of field observations and pest monitoring systems using pheromone traps.

The system of pheromone communication in insects-phyllophagous was considered in terms of its effectiveness as a communication system. A selected lepidopterous insect (Lepidoptera) was chosen for analysis of pheromone communication system. We analyzed data on 250 species of insects from three families – Lasiocampidae, Geometridae, Lymantriidae. Specificity of the chemical composition of the complex pheromones and pheromone component count was assessed for all of these females. Characteristics of complexes of insect pheromones and possible female strategies of behavior were modeled using the methods of information theory, utility theory and game theory. We estimated complementarity for various types of chemical compounds in pheromone composition. The uniqueness of the pheromone signal of separate species of Lepidoptera is achieved by using a multi-component pheromone. There are no hard links between existence or absence of individual components in multi-component pheromones. The model was proposed for explanation of regularities of pheromone composition. Nonmonotonic of relative frequency of insect species curve with different number of components can be explained in terms of a trade-off between increasing the efficiency of males seeking females of the same species with an increasing number of individual components and the complexity of the synthesis of pheromones multi-component pheromones. The Kolmogorov-Smirnov test was used to assess the validity of the model description. Possible mechanisms of pheromone signal amplification studied were associated with the aggregation of a large number of individuals in a limited area. If females in the process of attracting individuals of the opposite sex are aggregated, then the source of pheromones is not a private individual, but a group of females, and the intensity of the flow of the group of molecules is defined as the intensity of pheromone release pheromones individual animals and the number of females in the cluster. The analogy game-theoretic problem «Prisoner's dilemma» use for evaluating of the effectiveness of the group strategy to attract for the simplest case, which dealt with two players – the females capable of generating pheromone. The proposed approach allows evaluation of the reliability of the pheromone communication system in insects – phyllophagous.

On the basis of comparative analysis the legitimacy of representation of the communication system as an automated system is proved. The possibility of applying a set of information security norms and requirements to communication systems within the framework of existing legislation is considered.

The purpose of the article is to considerthe consulting work as a process of social communication. The way of such approach allowed to determine objective and function of communication system of ophthalmologic regional hospital, to consider the problems of communication management concerning the problem of computerization of Russian Health Service.
