A significant increase of migration flows directed to the Russian Federation from the PostSoviet states makes it possible to consider the modern Russian Federation as one of the main centers of migration attraction in the world, namely, the recipient state of external migration. Migration policy of the recipient state has certain features, which is due to the need to differentiate external migration into demanded and undesirable, to ensure a balance between the interests of government and society, to combine aspects of national security of the state and the personality with an economic and demographic approach to migration. Currently, there are several methods for determining the effectiveness of state migration policy developed by various international organizations, but these methods are focused on developing countries, which, as a rule, are the donor states of migration, or consider the effectiveness of individual components. For example, socio-cultural adaptation and integration of migrants into the host society. In this regard, the need to create new approaches of evaluation the set of measures realized by the state in the field of external migration in the context of the recipient state itself is actualized. Effective migration policy of the recipient state combines approaches that ensure the protection of national interests, the security of the state, society and the personality. It closes addressable the temporary needs of the national labor market, which makes it possible to formulate a number of objective criteria for its evaluation.

Histological examination of testicular tumours in cryptorchid males allows determining the nature of neoplasia, prognosis of long-term consequences in the form of metastases, and defining the optimal method of treatment of the animal, which determines the relevance of research in this area. The aim of the work is to determine the pathohistological structure of neoplasia of the left, cryptorchid, and morphology of the contralateral testes in a Yorkshire Terrier male with unilateral cryptorchidism. General clinical, ultrasonographic, radiological and histological methods were used in the examination of the animal. The article presents data on a mixed tumour of the intraperitoneal left testis of a 6-year-old Yorkshire Terrier, which is an atypical clinical case. It was found that the characteristic ultrasonographic features of the cryptorchid left testis tumour were numerous isoechoic foci of different diameters (from 4 to 26 mm), hyperechoic septa, and tuberous contours with a hyperechoic capsule. At laparotomy, the altered testis had an uneven surface saturated with blood vessels. The section showed milky-white neoplastic areas separated by fibrous bands that did not correspond to the normal structure of the organ. Histological examination of the parenchyma revealed areas of similar rounded cells in the form of a group of shapeless masses separated by a fibrous barrier. Neoplastic tubules had a developed fibrovascular stroma with an eosinophilic necrotic area. The protein membrane also had numerous fibrous formations. The layers of multifaceted cells were located perpendicular to the basal lamina, often with central necrosis, and the testicular mass contained multifocal haemorrhages. Such signs are characteristic of the lesion of Sertoli cells and interstitial Leydig cells, which indicated a mixed type of tumour of the left extraperitoneal testis of the Yorkshire Terrier. The contralateral right testis was unchanged and corresponded to the natural morphological and histological structure. The prostate was normal on macroscopic and histological examination, which has not been previously reported. Six-month follow-up of the dog showed no signs of metastatic process. The practical significance of the work is to obtain new scientific knowledge about the development of mixed tumours of the testis in cryptorchid males and the prospects for the treatment of diseased animals

Introduction and purpose: Polycystic ovary syndrome is the most common endocrinopathy in women, with a prevalence ranging from 10% to 13%. Oxidative stress and decreased antioxidant levels contribute to the development of various diseases, and one of them is polycystic ovary syndrome. The aim of this review is to provide an overview of the current knowledge about the effects of antioxidant administration in PCOS treatment. A brief description of the state of knowledge: Oxidative stress is an imbalance between increased levels of reactive oxygen species and a decreased efficiency of antioxidant mechanisms, which can potentially cause damage. The harmful effects of free radicals might be neutralized by antioxidants obtained from the diet, such as polyphenols, vitamins C, and E. These compounds improve several aspects of the PCOS pathomechanism, including hormonal imbalance, glucose metabolism, lipid profile, and ovarian functionality. Conclusions: The outcomes of all the reviewed studies in this paper indicate that antioxidants such as resveratrol, curcumin, vitamin C and E, N-acetylcysteine, and melatonin have therapeutic potential in the management of PCOS. However, currently antioxidant therapies cannot be recommended in PCOS therapy since there is a need for more prospective randomized clinical trials on a larger sample to establish a long-term effects of antioxidants supplementation in PCOS, the optimal dosage, and finally to assess which antioxidant is the most efficient in PCOS treatment.

Introduction: Migraine is one of the most prevalent types of headache and is a subject of many clinical trials. There are various risk factors associated with migraine occurrence, from hormonal and genetic to environmental. It is observed that some migraineurs have specific psychological features- sometimes called as migraine personality. This encouraged researchers to evaluate migraine patients in terms of psychiatric co-existing conditions. Aim of study: The main aim of the study was to examine the relationship between migraine and psychiatric comorbidities, primarily personality disorders. Materials and methods: This article is based on the literature found in PubMed and Google Scholar Database with the use of keywords such as ”migraine”, “headache factors”, “personality disorder”, “migraine personality”, “migraine education”, “borderline personality disorder”, “anxious personality disorder”, “migraine health”, “depression and migraine”, “medication over-use in migraine”, “migraine comorbidities”, “depression”, “anxiety”. Results: Investigation of available literature revealed the connection between migraine and personality disorders. Psychiatric comorbidities worsen the treatment prognosis, are a risk factor of medication overuse and chronic headaches. Conclusion: Psychiatric comorbidities are frequent among migraineurs. Clinical evaluation of these patients should be complex and contain psychological and psychiatric analysis, especially in patients resistant to standard treatment.

Introduction: Matcha, a finely powdered form of green tea, has recently gained global popularity due to its vibrant green color, distinctive taste, and versatile applications in various food products. Despite its promising nutritional profile, matcha has not received significant attention in the academic community compared to traditional green tea. Purpose of work: The primary objective of this review is to provide a comprehensive overview of the current understanding of matcha's biological properties and its potential health benefits. Methods and materials: A review of the literature available in the PubMed database and Google Scholar, the following keywords were searched: "matcha", “catechin", "EGCG", “cognitive function”, “green tea” State of knowledge: Existing studies have demonstrated that matcha exhibits anticancer properties, enhances cognitive function, improves cardio-metabolic health, and modulates the gut microbiome. Moreover, matcha is known for its anti-inflammatory and antioxidant properties. Summary: This review summarizes the latest research findings on matcha green tea and its potential health benefits. While animal studies have shown promising results, our knowledge of matcha's effects on human health remains limited. Further randomized controlled trials are necessary to fully elucidate its potential health-promoting effects. Therefore, we advocate for continued research into matcha's properties and its integration into dietary practices to promote overall health and well-being.

Introduction and Purpose: Iron deficiency alongside anaemia is one of the most significant global health concerns with potentially long-lasting implications on child development and health outcomes. The period of infancy represents a crucial phase of central nervous system maturation, rendering infants particularly susceptible to the adverse effects of iron deficiency. It is therefore crucial to pay close attention to this issue. The aim of this review is to elucidate the neurological implications of iron deficiency in infancy and emphasize the necessity of implementing preventive strategies to safeguard child development. State of Knowledge: Iron deficiency in infancy can result in impairments of brain development. Extensive research highlights the influence of this micronutrient on various physiological processes, including the synthesis of neurotransmitters, neuronal metabolism, myelination, synaptogenesis and gene expression. Furthermore, iron deficiency during infancy is associated with adverse developmental outcomes, including cognitive, motor, and socioemotional deficits. Long-term follow-up studies have elucidated the enduring neurological consequences of iron deficiency in infancy, with effects extending into childhood and beyond. Summary: Given that the changes that occur during the infantile period are often irreversible and have long-lasting implications for future development, it is of the utmost importance to prioritize prevention strategies.

Introduction: Herbal medicine has been growing in popularity over the last few years. One of the most often used herbal remedy is Withania somnifera, more widely known as Ashwagandha Now known for its anti-stress, anti-inflammatory, antioxidant, anti-cancer, anti-anxiety properties it ranks as a cure-all. However, there is a rising amount of alarming reports regarding its safety. It has been observed that its effects are not always beneficial, and for some patients the risks of taking it may be greater than the promoted benefits. Aim of study: The aim of this paper is to evaluate possible risks connected to Withania Somnifera consumption based on available research articles and case reports. Materials and methods: This article is based on the literature found in the PubMed Database from the period of 2004-2024 with the use of keywords such as “Ashwagandha”; “Withania Somnifera”, “herbal medicine”;”complementary medicine”;“liver injury”; “thyrotoxicosis”; “adrenal insufficiency”;”autoimmune diseases”. Results: The outcomes of all the reviewed studies in this paper indicate that Withania Somnifera might cause a wide range of side effects. They include herb induced liver injury, endocrine complications such as thyrotoxicosis and adrenal insufficiency, acute graft rejection in a kidney transplant recipient and possible contribution to the onset of new autoimmune disease in patient with the history of autoimmune disorders. Conclusion: Further long-term research is needed on the Ashwaghanda’s benefits but particularly on its safety and potential side effects. The common education on the risks of taking herbal supplements should be carried out among health professionals and the rest of the society. Ashwagandha should not be used by patients with liver, endocrine and autoimmune disorders as well as transplant recipients.

Background. At present, infection caused by the SARS-CoV-2 virus is one of the most urgent problems of infectious pathology. The total number of cases of a new coronavirus infection in the Russian Federation exceeded 22 million, of which more than 398 thousand cases were fatal.All resources of the healthcare organizations around the world were thrown into the fight against the coronavirus pandemic, which affected the quality of medical care for patients with other diseases. During the pandemic, data have been accumulated on the peculiarities of the course of COVID-19 infection, the clinical manifestations of which are variable: from an asymptomatic course to the development of massive lung damage and acute respiratory distress syndrome. Risk factors for severe COVID-19 are age over 60 years, comorbid background, including immunodeficiency conditions. Oncohematological diseases are associated with the highest risk of death from COVID-19. A particular danger is the development of COVID-19 infection in a time interval of less than 14 days from the course of antitumor therapy. Hodgkin's lymphoma is a localized or disseminated proliferation of cells of the lymphoreticular system, which can affect the lymph nodes, spleen, liver or bone marrow. Due to the progressive insufficiency of cellular and humoral immunity of the underlying pathology, as well as suppressing the immune response of treatment, such patients have a high risk of infection with SARSCoV-2, severe course.Objective. The present article describes a clinical case of COVID-19 with the development of severe respiratory distress syndrome against the background of a critical lesion of the lung tissue in an immunosuppressive patient.Results. The dynamics of the patient's condition against the background of respiratory support is described, and laboratory parameters during treatment are given. Despite the high mortality among patients with oncohematology, in connection with the previous immunosuppressive and toxic therapy, the outcome of the disease in this patient was favorable due to the timely detection of SARS-CoV-2, hospitalization in the hospital, as well as the correct tactics of treating the patient.

The article considers migration processes in the post-Soviet space, relative to the Russian Federation, as the main center of migration attraction. Empirical data are introduced into scientific circulation, characterizing some migration indicators in 2022 on the basis of which the features of external labor migration to Russia are revealed. The author analyzes quantitative and qualitative indicators of external migration on the basis of not only statistical data, but also regulatory legal acts, which makes it possible to determine the ratio of migration needs and migration challenges faced by Russian society, which generally negatively perceives the migration model implemented in the state. The conclusion proposes measures that allow, according to the author, to increase the effectiveness of the implemented state migration policy and reduce the conflict potential of external migration.

The aim of the study is a review of modern national and foreign literature on the influence of the oral cavity state and the pathology of periodontal tissues, in particular generalized periodontitis, on the occurrence and severity of the course of internal organ and body system diseases. Inflammatory-dystrophic periodontal diseases lead to an increase in the level of chronic inflammatory agents due to the systemic spread of inflammatory mediators released during local tissue destruction, as well as the systemic spread of pathogenic microorganisms, which contributes to the development of cardiovascular diseases, atherosclerosis, pathological processes in the gastrointestinal tract, complicates the course of diabetes mellitus and respiratory diseases in patients with periodontal diseases. That is why the study on pathogenetic interrelations between periodontal diseases and comorbid conditions is an urgent problem of modern dentistry. Conclusions. Given that certain extraoral pathologies arise as a result of damage by disseminated periodontopathogens, it is possible to provide new therapeutic opportunities to reduce the risk of developing comorbid conditions etiopathogenetically associated with generalized periodontitis. The data of clinical and experimental studies that are presented in this literature review definitely show the need for timely treatment of periodontal diseases, which provides not only the health of the oral cavity, but also prevents the occurrence of general somatic diseases.

The aim of this study was to evaluate the effect of treatment with valproic acid, erythropoietin, and dexamethasone on the anti-inflammatory and immunosuppressive activity of the secretome of adipose-derived multipotent mesenchymal stromal cells (MMSCs) in an in vitro experiment.Materials and methods. MMSCs were isolated from the fat of 6 healthy donors. The cells were grown in the culture up to passage 4. Then they were treated with valproic acid, erythropoietin or dexamethasone for 3 hours, washed from preparations, and incubated in a serum-free medium for 48 hours. Some of the cells were not treated with preparations. Supernatants from the cell cultures were concentrated by ultrafiltration, and protein standardization was performed using a nanophotometer. Then the supernatants were sterilized and added to mononuclear cells from peripheral blood of 8 healthy donors. The mononuclear cells were isolated by Ficoll density gradient centrifugation according to the standard protocol. Concentrations of TNFα, IL-2, IL-4, IL-6, IL-10, and IFNγ cytokines in 24-hour cultures and IL-9, IL-10, IL-17A, and IL-21 cytokines in 48-hour cultures were determined using multiplex analysis.Results. The production of IL-2, IL-6, TNFα, and IL-10 was reduced by the secretome of MMSCs treated with valproic acid. The production of IL-2, IL-6, and TNFα decreased during incubation of the mononuclear cells with the secretome of MMSCs treated with erythropoietin. The secretome of dexamethasone-treated MMSCs suppressed the production of IFNγ, IL-1β, IL-1ra, IL-2, IL-6, IL-9, IL-10, and IL-17A. No statistically significant differences were revealed in the production of IL-4, IL-5, IL-9, and IL-21.Conclusion. Among the studied inducers, dexamethasone enhanced the anti-inflammatory and immunosuppressive activity of MMSCs the most, which was manifested through the effect of their supernatants on peripheral blood mononuclear cells.

One of the main problems facing intensivists when treating patients with COVID-19 is severe and critical acute respiratory distress syndrome (ARDS) with the underlying viral pneumonia. The current guidelines of the Russian Ministry of Health (Version 15 of 22.02.22) do not include drugs with a lung protective effect. This issue could be solved by administration of a synthetic analogue of leu-enkephalin.Aim. Study the efficacy of a synthetic analogue of leu-enkephalin in ARDS in patients with COVID-19.Materials and methods. The study included 35 patients divided into 2 groups. Group 1 (main) patients (n=15) in addition to standard therapy received a continuous infusion of synthetic analogue of leu-enkephalin at a rate of 5 µg/kg/hour for 5 days. Patients from group 2 (control, n=20) were treated according to the Temporary Guidelines of the Ministry of Health (V.15), but without the synthetic analogue of leu-enkephalin. The radiological data, frequency, severity and evolution of respiratory complications, changes in P/F (PaO2/FiO2) ratio, as well as changes in the scores of prognostic APACHE II, SOFA, and NEWS scales were evaluated.Results. In patients taking the studied drug, the percentage of lung damage did not change with the median (IQR) of 0 [–8; 0], while in the control group it increased by approximately 10% with the median (IQR) of +10,0 [+2; +20] (P=0.001). The proportion of patients in group 1 with positive disease evolution within 5–9 days after treatment initiation was significantly higher and reached 46.7 [24.8; 69.9]%, whereas in group 2 it was 15.0 [5.2; 36.0]% (P=0.04). Also, in group 1, starting from day 4, the median P/F ratio was significantly higher than in group 2 reaching 220 [185;245] versus 127 [111;158], respectively (P=0.014). The need for non-invasive lung ventilation in group 1 on day 7 averaged 7%, while in group 2 it was as high as 45.0%, which was significantly higher than in the main group (P=0.013).Conclusions. The use of synthetic analogue of leu-enkephalin according to the specified regimen had a significant impact on the main parameters of the viral pneumonia severity. The results serve as a rationale for the development of a novel effective treatment strategy to supplement the current standard COVID-19 management.

Introduction. Diffuse large B-cell lymphoma (DLBCL) is the most common (30-35%) type of B-cell lymphomas. Only about 60% of all newly diagnosed advanced-stage DLBCL can be completely treated by x6 CHOP-R only. High dose chemotherapy (HDCT) followed by autologous hematopoietic stem cell transplantation in the first remission (upfront auto-HSCT) can serve an option to improve prognosis in these patients (pts).Aim. To improve prognosis in DLBCL IV stage, IPI ≥2 pts by upfront auto-HSCT.Materials and methods. Included 105 pts: DLBCL NOS, age 18-65, stage IV, IPI ≥2, CR/PR after x6 CHOP/EPOCH + R from 2010 to 2019 at NMRC of Oncology named after N.N. Petrov of MoH of Russia were retrospectively analyzed. HSCT group includes pts with upfront HDCT followed by auto-HSCT (n = 35). The control group includes pts with non-invasive follow-up after induction only (n = 70). Primary endpoints were overall (OS) and progression-free survival (PFS). Secondary endpoints were response rate, relapse rate and treatment toxicity.Results and discussion. The 3-yr OS (p = 0.01) and 3-yr PFS (p = 0.018) were significantly higher in HSCT group. The complete response rate was significantly increased after upfront auto-HSCT (p < 0.001). Early relapse served as an independent negative prognostic factor in OS (p < 0.001) and experienced statistically less in HDCT group (p = 0.027). Early (ER) and late relapse (LR) rate were higher in pts with DEL (ER - p < 0.001, LR - p < 0.001 in control group and ER - p < 0.001, LR -p = 0.013 in all pts). The overall relapse rate was higher if pts had >1 extranodal site with lung involvement (p < 0.004 in the control group and p = 0.021 in all pts). Prognostic models suggested DEL and presence of >1 extranodal site with lung involvement as an independent negative prognostic factors for increasing the relapse probability in two years after treatment.Conclusion. Upfront HSCT can serve as a clinical option to consolidate the first remission in IV stage DLBCL pts with DEL and/or >1 extranodal sites with lung involvement.

Introduction and objective: Diabetes is one of the most common metabolic diseases in the world. Diabetic foot ulcers, which are often the result of the disease, are undoubtedly a nursing challenge. Negative pressure wound therapy (NPWT) is a new therapeutic method supporting wound healing, which has been useful in patients with diabetic foot. The purpose of this study is to compare the effectiveness of negative pressure therapy in comparison to the standard method in the treatment of diabetic foot. Review methods: In February 2023, articles found in the Medline (Pubmed) and Google Scholar databases were selected by using the following keywords: negative pressure wound therapy; VAC therapy; traditional dressing; standard moist wound care; diabetic foot. Brief description of the state of knowledge: NPWT has been proven to be associated with reduced healing time and faster appearance of granulation tissue, which is a sign of wound healing. Patients using this method require fewer dressing changes and surgical cleanings. Negative pressure therapy reduces the time to rehospitalisation and the risk of amputation or resection of the diabetic foot. Summary: Negative pressure wound therapy is more effective in the treatment of diabetic foot ulcers than traditional therapy. Despite the costs associated with NPWT being higher, the method proves to be more profitable. It is important to remember about good therapy technique and proper selection of patients.

The aim of this work is to study the working processes of burning the low-quality fuels, namely, the saw dust in the swirling-type furnaces with an opposite twisted motion of the air. The goal was achieved using the physical and mathematical modeling of the flows interaction. The article presented the results of numerical study of aerodynamic characteristics of burning the saw dust in the swirling-type furnace with the opposite twisted air flows. For the research, the facility was used for the saw dust burning with the air supply into the lower and upper zones of burning. The most essential result of the work was modeling of the working process at the ratio of the flows of the primary air and secondary air without the fuel admixture, equal to 0.2. The tangential rate of the flow changed according to the horizontal sections from 3-5 m/s to 40-42 m/s and with respect to the furnace height from 51 m/s to 30 m/s. The average angular rate of the mixture changed relatively the furnace height in the ranges of 171-500 l/s to 100—300 l/s. The significance of the results obtained consists in determination of the possibility of increasing the efficiency of the work of the furnace facilities at the expense of the introduction of the primary and secondary air flows. In this situation, the optimal ratio of consumptions of primary and secondary air was 0.2. Thus, in this work the consumption of primary air was 1.285 kg/s, the consumption of the secondary air was 0.255 kg/s.

The aim of this work is to determine the dynamics of the firewood burning-out in the fluidized bed burners and to select the optimal constructive characteristics of the burner of the fluidized bed, which allows decreasing the unburnt fuel particles to be carried out of the burner volume. The aims and problems were solved using the experimental and numerical methods. Thus, to determine the dynamics of the burning-out, the experimental device was used with a fluidized bed, which is a 200x300 mm chamber 1000 mm high. The fuel mass of each combustion cycle was similar. It was 3.8 kg. The average time of burning-out during the combustion full cycle was in the range of 300-500 s, the maximum temperature of the layer was 800C. The studies per-formed showed that the major problem in the wood waste combustion is the insufficient time of the combustion process in the burner. This problem was proposed to be solved using the cone-shaped burner. The mathematical method was developed to determine the optimal main con-struction parameters (D is the top diameter; d is the bottom diameter and H is the cone height) of the burner accounting for the solid particle motion rate in the ascending flow. The devolatiliza-tion parameter of material was used as the optimization parameter. The most significant results are those cone-shaped geometrical parameters optimized in the research process. The signifi-cance of the results obtained is that the results of the above studies can be used in practice for designing the boilers with the fluidized bed burners.

The therapeutic effect of multipotent mesenchymal stem cells has been proven on various disease models. One of the mechanisms is the paracrine effect of the cells on the surrounding tissues.The aim. To investigate the secretome effectiveness of the multipotent mesenchymal stem cells in the treatment of adjuvant arthritis and contact-allergic dermatitis in Wistar rats.Materials and methods. Adjuvant arthritis was simulated in 26 female rats by the administration of Freund's complete adjuvant and then treated with the administration of 100 µl of multipotent mesenchymal stem cell secretome or saline. Contact-allergic dermatitis was modeled on 30 female rats by applying 200 μl of an oil solution of dinitrofluorobenzene to the skin on days 1, 5 and 6. Then the rats were treated with fluocinolone ointment (a positive control), baby cream (a negative control), baby cream with a secretome of native multipotent mesenchymal stem cells or from the cells processed with dexamethasone.Results. Judging by the indicators of the longitudinal and transverse dimensions of the paws in rats and a histological examination, the secretome did not have any anti-inflammatory effect on adjuvant arthritis. A cream with a secret from multipotent mesenchymal stem cells processed with dexamethasone, was the most effective on the model of contact-allergic dermatitis: the clinical improvement occurred on the 2nd day. The secretome from native multipotent mesenchymal stem cells and fluocinolone had a therapeutic effect on the 3rd day of application, the negative control - on the 4th day. The main goal of the work is to study radiation and convection heat-exchange in a closed volume of a panel radiator to assess the possibility of transferring short-wave radiation in the working area to a comfortable long-wave one. The goals have been achieved through the use of a mathematical model of three-dimensional unsteady flow and complex heat exchange in a radiant heating system, in which the system of Reynolds-averaged Navier – Stokes equations is added, supplemented by the radiative transfer equation. The effect of the shape and size of the panel, surface material and the presence of thermal insulation has been numerically investigated. It has been found that the arrangement of radiating panels reduces the surface temperature to 450–500ºC, but the increase in the surface area of the radiator provides a more uniform radiation intensity over the area being heated, not exceeding the permissible sanitary and hygienic requirements. The most important results are the creation of a more uniform radiation flux density when placing additional panels around a high-temperature radiator and the conversion of short-wave radiation in the working area to a comfortable long-wave one. The significance of the obtained results consists in the fact that the results of these studies can be put into practice in the design and installation of radiant heating systems for various buildings. The results obtained in the work show the promise of further theoretical and experimental studies on subjects related to the optimization of radiant heating system parameters for industrial and civil buildings.

One of the big-league participants in major international processes, the US government defines the current agenda of the modern world order, steers the vector of international relations development and affects the distribution of power on the global political arena. A supporter of the Non-Institutionalized Global Governance concept and the idea of Rule of Law, American administration demonstrates its own, specific understanding of the goals and course of action of modern international legislation. It seems to have its own insight on the nature and order of international organizations in regards to formulation and adoption of international law, the US role in determining the key features of global law enforcement, as well as the standards and principles of implementation of international law in the US federal legislation. Despite the recent tendency of the US government to roll back from participation in IO projects and revision of a number of agreements within the framework of interstate cooperation, the United States not only succeeds, one way or another, in guiding the trends of global political development, but also continues to have an impact on the interpretation and application of international law. The given article looks at the status of international law in the American legal system, focuses on the participation of the United States in proposition, discussion and adoption of conventions, declarations, agreements and other documents within the framework of the UN, and determines the main directions, according to which American jurisdiction implements international legal doctrines. The current research also brings a focus on specific issues, problems, relations, and contacts regulated at the international level but not implemented by the US federal legislation. The article analyzes political aspects of formulation and adoption of legal rules by American public administration, which are meant to supplement and specify the dominant principles of international sources of law.

Гострий апендицит є однією з найчастіших патологій у дітей, які вимагають хірургічного втручання. Призначення антибактеріальної терапії та її тривалість у післяопераційному періоді переважно визначається формою гострого апендициту, яку первинно встановлює хірург при виділенні червоподібного відростка. Мета: порівняти інтраопераційний діагноз із результатами гістологічного дослідження та проаналізувати чинники їх розбіжності у дітей із гострим апендицитом. Матеріали і методи. Робота ґрунтується на результатах апендектомій та гістологічних досліджень, які проведені у 1624 дітей, що знаходились на лікуванні у І хірургічному відділенні Львівської обласної дитячої клінічної лікарні «ОХМАТДИТ» з приводу гострого апендициту протягом 2014–2018 років. Результати. У 60,6% пацієнтів інтраопераційний та гістологічний діагнози збігалися, тоді як у 39,4% дітей – різнилися. При цьому у 87,7% дітей з невідповідністю діагнозу відмічалась гіпердіагностика, а у 12,3% – недооцінювання запальних змін у відростку. Найчастіше гіпердіагностика була у дітей, яких оперували пізно ввечері та нічний час (46,8%), а також у вихідні дні (49,4%). Відмічена більша точність діагностики форми гострого апендициту при лапароскопічній апендектомії порівняно з лапаротомними втручаннями (68,3% і 59,7% відповідно). Висновки. Хірургічні втручання у нічний час та вихідні дні супроводжуються значним відсотком гіпердіагностики запальних змін у червоподібному відростку. Впровадження у клінічну практику методів гістологічної експрес-діагностики дозволить оптимізувати антибактеріальну терапію у післяопераційному періоді у дітей із гострим апендицитом. Автори заявляють про відсутність конфлікту інтересів.

Development of the Russian energy sector seems to be rather promising (considering the speed and nature of the emergence of new technologies, such as digital power equipment, prognostic instruments, real-time payment techniques, etc.), however, there is no clear understanding of the potential demand level regarding specific technologies. Frequently companies abandon research and development projects due to the uncertainty and risk of losing investments because of the absence of end-users. At the same time foreign suppliers of innovative solutions (including those for the energy sector) gain market power. Simultaneously, emerges the problem of strengthening competitiveness of the Russian Federation regional economies in the view of tightening competition from foreign suppliers of innovative solutions including solutions for the energy sector.

The present article describes the stages of the development of the test-system that allows to research the potency of GSK-3 inhibitors to induce endothelial progenitor differentiation and to increase cell survival in hypoxia in vitro. β4-thymosin, which shows anti-ischemic and angiogenic activity, has been used a reference preparation. The proposed experimental cell model can be useful in the preliminary testing of new chemical compounds in terms of their ability to treat ischemic disorders and it can be used as an alternative for procedures involving animal testing.

Aim. Analysis of the State Program to Assist Voluntary Resettlement of Compatriots Living Abroad to the Russian Federation to determine the quantitative and qualitative indicators of its implementation.Methodology. The authors consider the program as one of the effective tools for implementation of the state migration policy that helps attract compatriots to the Russian Federation. The article presents the types and features of public management program and target tools in social and economic development of the country and its security. Arguments in favor of a clear link between the goals and tasks of the state body with the planned quantifiable results and the necessary financial resources are given. Methods of statistical analysis, analysis of scientific literature, analysis of materials provided by Federal Executive bodies are used. On the basis of a systematic and institutional approach the problems and prospects of the state resettlement policy towards compatriots are considered, and the ways to solve them are substantiated.Results. Proposals for the state bodies to improve the process of attracting compatriots to the country and normative regulating of this sphere are prepared.Research implications. The materials contained in this research can be used by Federal and Regional Executive bodies that formulate and realize the state policy and normative regulation in the field of migration, including issues of the organization of resettlement and settlement of compatriots.

Author analyzes the practice of functioning of political elite of modern Russia, the phenomenon of high rating of one of its actors and the crisis of alternative political leaders. The article pays special attention to the existing, in accordance with the Constitution of the Russian Federation, the breadth of presidential powers. Separately discusses the features of current and in General closed for the controlled companies to the private process of formation of the Russian political elite. According to the author, this process takes the form of selection of candidates by a narrow circle of senior officials for subjective reasons, in connection with which the political elite even more segregated from the controlled companies and rising to a new, unattainable level of elitism. Referring to the existing practice of the presidential elections in Russia in the early 90-ies of XX century to the present focuses on the stagnation of the political opposition, lack of political competition among major political parties and their low electoral support in view of the existing political absenteeism. In the article the author considers the historical context of the formation of elite groups and privileged minorities, and draws attention to features of "technocratic parliamentarism", which is inherent in States with a parliamentary form of government and does not implement at present in Russia, with its prevailing system of governance by public authorities. In conclusion, the special attention of author is turned on the existing in society political absenteeism, latent protest potential and, as a consequence, the request for the renewal of political elites, particularly in the framework of the upcoming presidential elections of the Russian Federation in 2018, the participation of new candidates. According to the author of the inventory of such social demand companies will allow to stop the risks enhance the destructive part of economic and regional political elite, will enhance the possibility of rotation of political elites, strengthen the role of civil society institutions and lead to the reproduction of an authoritative political leaders.

The author analyzes the policy of the Russian Federation in the sphere of external labour migration, reveals the peculiarity of formation of the Russian labor market for foreign workforce, focusing on its basic focus on the integration model of the Eurasian economic Union and the Commonwealth of independent States. The article discusses the scheme of formation of migration policy and identifies a number of problematic issues of management of external labour migration, which the author attributed the imperfection of the migration system and peculiarities of political processes in the post-Soviet space. According to the author, this approach is not conducive to quality development of external labour migration, however, is one way of lobbying foreign policy interests in the post-Soviet space. In turn, Central Asian autocrats are interested in the maximum outflow of the economically dissatisfied citizens to prevent anti-state speeches. The quality of the existing risks management of external labor migration indicates the potential of growth of popularity of right-wing political forces and destabilization of the Russian political system. Taking into account the need to balance national security interests and supported by loyal Russian foreign political elites, the author proposes to separate the management of migration on the field of law enforcement and socio-economic part, which requires a political decision of government institutions. Proposed dualism in the author’s opinion, will promote increase of efficiency of counteraction of illegal migration and activation mechanisms, presence on the labour market demand for migrants. As a tool of migration management, the author highlights the Institute of international agreements, the potential of which is currently used does not fully.

The article is aimed at studying the existing approaches to evaluation, as well as analyzing and determining the relevant directions for improving the efficiency of use of the enterprise’s main production assets. The article explores the issues such as development of the theoretical-methodical approaches to evaluating and improving the efficiency of use, finding practical ways and forms to implement innovations and upgrade the main production assets. It has been found that ensuring the efficient use of the main production assets goes along with application of technical, organizational-productive and organizational-administrative activities that are not only related to the technical side of the use, but also require the involvement and training of highly qualified professionals capable of providing with the appropriate productivity a high level of all the types of the work needed. The introduction of modern achievements in the sphere of management automation, production, advanced technologies, and the development of an optimal structure of the main assets would improve the efficiency of use of the main production assets.

The paper discusses the problem of the development of organic farming in lubuskie voivodship. Presented in it analysis of changes in this production sector in recent years and identified critical factors for growth for this area of production in the nearest term. In analysis used statistic data coming from public statistics and public institutions dealing with agricul-tural production sector in Poland.

Object of the study is an evaluation of applied remedies at a process of decrement of failure of the thermal liquid collector by application of FMEA method. Remedies that lead into the minimisation of failures are proposed atier identification and evaluation of potentially failures.

This article deals with assessment and risk reduction measures in explosive atmospheres, respectively of natural gas filling station CNG for cars, lorries and buses. The filling station was monitored for two years and FMEA have been applied to define and evaluate deficiencies, suggest corrective measures to reduce the number of failures in the system. Application of the method FMEA helped by identifying and minimizing the likelihood of failures in the system, which is of great importance from the viewpoint of preventing the occurrence of adverse events.

An assessment of potential energy saving and of alternative sources energy using in the industry was carried out in order to highlight the most promising areas of energy saving in the industry. The reserves of industrial enterprises were identified on: waste recycling technologies of its own production, buying and implementation of energy-saving equipment, as well as interaction with the plant for the integrated processing of municipal solid waste.
