International audience; Изучена пространственная структура растительного покрова одной из высокогорных ландшафтных провинций Северо-Восточной Якутии. С помощью методов анализа данных дистанционного зондирования Земли и геоинформационного моделирования, включающих также и методы машинного обучения, было выделено 9 геоботанических картируемых подразделений, которые позволили построить и проанализировать геоботаническую карту масштаба 1:100 000.

Abstract

International audience; The purpose of this article is to determine the relevant indicators for compiling an environmental security index of the Arctic Zone of the Russian Federation (AZRF) and ranking (compiling a rating) of the regions of the AZRF on its basis. We have developed our own methodology for constructing this rating. The ecological block of indicators includes three groups of parameters: the impact on atmospheric air and water environment, as well as waste management. In the ecological-economic block of indicators, characteristics, such as the expenditures on environmental protection and investments in this area per capita, are described. The socio-ecological block includes two main parameters: the comfort of living in Arctic cities (index of the quality of the urban environment; the share of the population in regions and cities with high and very high levels of pollution; provision of the population with clean drinking water) and the state of urban infrastructure (degradation of the infrastructure in areas such as water supply, sewerage, waste collection and disposal, pollution control activities, and the degree of housing improvement). The first and second places in the AZRF environmental security rating belong to the Nenets and Chukotka. Autonomous Districts. They have high indicators in the ecological and ecological-economic blocks of indicators. The outsider of the rating is the Krasnoyarsk Province, which occupies the last positions in almost all groups of parameters — ecological (waste management, impact on the water and air environment), economic (expenditure on and investments in environmental protection), and socio-ecological (the comfort of the urban environment and the state of urban infrastructure). This rating can have practical application in the work of federal, regional, and municipal authorities involved in planning and implementing the strategy for sustainable development of regions and cities of the Russian Arctic, as well as in the activities of scientific and non-profit organizations that monitor, analyze and evaluate the effectiveness of this strategy.; Целью данной статьи является определение релевантных индикаторов для составления индекса экологической безопасности Арктической зоны Российской Федерации (АЗРФ) и ранжирование (составление рейтинга) регионов АЗРФ на его основе. Была разработана собственная методика построения указанного рейтинга. Экологический блок индикаторов включает три группы показателей: воздействие на атмосферный воздух и водную среду, а также обращение с отходами производства и потребления. В эколого-экономическом блоке индикаторов выделены такие показатели, как затраты на охрану окружающей среды и инвестиции в основной капитал, направленные на эти цели, в расчете на одного жителя региона. Социально-экологический блок включает два главных параметра: комфортность проживания людей в арктических городах (индекскачества городской среды; доля населения в регионах и городах с высоким и очень высоким уровнем загрязнения; обеспеченность населения чистой питьевой водой) и состояние городской инфраструктуры (степень износа основных фондов в таких областях, как водоснабжение, водоотведение, организация сбора и утилизации отходов, деятельность по ликвидации загрязнений, а также степень благоустройства жилищного фонда). Первое и второе места в рейтинге экологической безопасности АЗРФ принадлежат Ненецкому и Чукотскому автономным округам. У них высокие показатели по экологическому и эколого-экономическому блокам индикаторов. Аутсайдером рейтинга является Красноярский край, занимающий последние позиции практически по всем группам параметров — экологической (обращение с отходами, воздействие на водную и воздушную среды), экономической (затраты и инвестиции в охрану окружающей среды) и социально-экологической (комфортность городской среды и состояние городской инфраструктуры). Этот рейтинг может иметь практическое применение в работе федеральных, региональных и муниципальных органов власти, занимающихся планированием и реализацией стратегии устойчивого развития регионов и городов АЗРФ, а также в деятельности научных и некоммерческих организаций, осуществляющих мониторинг, анализ и оценку эффективности указанной стратегии.

International audience; Последнее время, тема Арктики все чаще затрагивается и обсуждается на мировых энергетических форумах, а в развитии региона заинтересованы уже не только прибрежные страны, но и многие другие, которые не имеют прямого географического выхода на эти территории. В то же время, Арктика становится одним из самых быстро меняющихся регионов в мире, где потепление климата удвоилось по сравнению с другими частями планеты всего за несколько десятилетий. Из-за прогрессирующего увеличения уровня выбросов CO2, арктический ледяной покров уменьшается и уже потерял более 40% площади летнего льда и почти столько же своей толщины. Некоторые ученые утверждают, что Арктика может и вовсе остаться без летнего льда уже к 2030 году. Тем временем, уменьшение ледяного покрова открывает новые экономические возможности для мирового сообщества, особенно для прибрежных государств. К тому же, Арктическая зона России составляет приблизительно 18% от всей территории страны (порядка 3 млн. кв. км), на территории которой проживает 2,5 миллиона человек, что составляет 2% населения России и более 50% от общего населения всей Арктики. В связи с этим, надежное обеспечения местного населения и предприятий энергоносителями является крайне важным фактором успешного дальнейшего развития региона. При этом, учитывая экологическую уязвимость Арктики, усиленное развитие региона может иметь пагубные последствия не только для местной среды, но и для всей глобальной экосистемы. Будучи крупнейшим прибрежным государством, Российская Федерация обладает значительным потенциалом и несет некую ответственность за то, чтобы быть региональным лидером в отношении устойчивого развития арктической зоны. Поскольку возобновляемые источники энергии уже полностью переплелись с концепцией устойчивого развития, они могут сыграть существенную роль в обеспечении устойчивого развития арктического региона.

Abstract

International audience; This article describes forest fires in Yakutia as one of the main types of natural hazards, as well as the factors of their occurrence and proposes methods of geoinformation modeling of forest fire risk in the Republic of Sakha (Yakutia). Forests of Yakutia occupy a significant area. Forest fires annually cover an area of hundreds of thousands of hectares. The article analyzes the impact of various factors on the risk of forest fires using the linear correlation coefficient and the coefficient of determination. GIS modeling was used to predict the risk of forest fires. It was carried out in stages: the collection of different types of data and their integration into the GIS database, checking the impact of individual factors on the fire occurrence, assessing the risk of forest fires using artificial intelligence and machine learning. The study used global sources of fire information-the fire information management system (FMS). The data available in the service are collected from satellite systems and MODIS Collection 6 Active Fire Product, as well as VIIRS 375 m, 750 m. The article presents the results of assessing the impact of individual factors on the occurrence of forest fires. The analysis showed that the greatest influence was exerted by such factors as solar radiation, maximum temperature (July), NDVI index, altitude, slope, human factor (distance to roads, distance from settlements and rivers). The following artificial intelligence and machine learning methods were used to assess fire risk: random forest and maximum entropy methods. With the help of GIS modeling, geographical maps of the risk of forest fires in Yakutia were created. The maps highlight areas of very low, low, medium, high, very high and extremely high probability of forest fires.; В данной статье рассматриваются лесные пожары в Якутии как один из основных видов стихийных угроз природного характера, а также факторы их возникновения и предлагаются методы геоинформационно-го моделирования риска лесных пожаров на территории Республики Саха (Якутия). Леса Якутии занимают значительную площадь. Лесные пожары ежегодно охватывают территории площадью сотни тысяч гектаров. В статье проанализировано воздействие различных факторов на риск возникновения лесных пожаров с по-мощью линейного коэффициента корреляции и коэффициента детерминации. Для прогнозирования риска возникновения лесных пожаров использовалось ГИС-моделирование. Оно осуществлялось поэтапно: сбор различных типов данных и их интегрирование в базу ГИС, проверка влияния отдельных факторов на воз-никновение пожаров, оценка риска возникновения лесных пожаров с применением средств искусственно-го интеллекта и машинного обучения. В исследовании использовались глобальные источники информации о пожарах-Система управления информацией о пожарах (СУИП). Данные, доступные в сервисе, собраны со спутниковых систем и MODIS Collection 6 Active Fire Product, а также VIIRS 375 м, 750 м. В статье при-ведены результаты оценки влияния воздействия отдельных факторов на возникновение лесных пожаров. Проведенный анализ показал, что наибольшее влияние оказали такие факторы, как солнечная радиация, максимальная температура (июля), индекс NDVI, высота над уровнем моря, уклон, человеческий фактор (расстояние до дорог, удаленность от населенных пунктов и рек). Для оценки риска возникновения пожаров использовались следующие методы искусственного интеллекта и машинного обучения: методы случайного леса и максимальной энтропии. С помощью ГИС-моделирования созданы географические карты риска воз-никновения лесных пожаров в Якутии. На картах выделены зоны очень низкой, низкой, средней, высокой, очень высокой и экстремально высокой вероятности возникновения лесных пожаров. Из-за прогрессирующего увеличения уровня выбросов CO2, арктический ледяной покров уменьшается и уже потерял более 40% площади летнего льда и почти столько же своей толщины. Некоторые ученые утверждают, что Арктика может и вовсе остаться без летнего льда уже к 2030 году. Тем временем, уменьшение ледяного покрова открывает новые экономические возможности для мирового сообщества, особенно для прибрежных государств. К тому же, Арктическая зона России составляет приблизительно 18% от всей территории страны (порядка 3 млн. кв. км), на территории которой проживает 2,5 миллиона человек, что составляет 2% населения России и более 50% от общего населения всей Арктики. В связи с этим, надежное обеспечения местного населения и предприятий энергоносителями является крайне важным фактором успешного дальнейшего развития региона. При этом, учитывая экологическую уязвимость Арктики, усиленное развитие региона может иметь пагубные последствия не только для местной среды, но и для всей глобальной экосистемы. Будучи крупнейшим прибрежным государством, Российская Федерация обладает значительным потенциалом и несет некую ответственность за то, чтобы быть региональным лидером в отношении устойчивого развития арктической зоны. Поскольку возобновляемые источники энергии уже полностью переплелись с концепцией устойчивого развития, они могут сыграть существенную роль в обеспечении устойчивого развития арктического региона.

International audience; In the last years of the 20th century and the beginning of the 21st century, the number of flooding and ice-flooding impacting the populated areas of the Republic of Sakha (Yakutia) has significantly increased. This present research analyses the long-term hydrological data and the features of the ice drift on the average Lena for the period 1990 to 2016 with the Landsat 5 TM, Landsat 8 OLI and Sentinel 2 MSI remote sensing data. The best methodology for the recognition, extraction and mapping of the water flooding is based on the MNDWI water index. MNDWI water index was used to map the flood areas and limits from Tabaginsky cape to Kangalassky cape.

International audience; Currently, there are many approaches to the recognition of urbanized areas, mainly based on the methods supervised and unsupervised spectral image classifications. D. Statakis, K. Perakis, I. Yu. Savin proposed an index (VIBI - Vegetation Index - Built up Index), which is a combination of widely known NDVI and NDBI. In this article, we will conduct the experience of deciphering the urbanized territories of Yakutsk based on the VIBI index approach and define the features of the use for northern cities. The purpose of the study is to determine the most effective method for the urbanized territories of northern cities using the example of Yakutsk. We applied the VIBI index on Landsat 8 OLI multi-temporal for the recognition of the urban structures of Yakutsk. Images selected are from June 26, 2017, and November 4, 2017. Winter images are more efficient due to the absence of open water surfaces and various types of open soils. Results of the VIBI index are combined in GIS with other urban databases for the identification of the datchas and year-round houses.

The conditions for the development of water tourism in the South-East part of the Republic of Sakha (Yakutia) are described. Scientific and methodological foundations have been developed for creating digital maps of water tourism. The structure of GIS for water tourism is proposed.; В данной статье рассмотрено понятие о водном туризме. Изучены особенности водного туризма как особого вида рекреации. Описаны условия развития водного туризма на Юго-Востоке Республики Саха (Якутия). Разработаны научно-методические основы для создания электронных карт водного туризма. Abstract

International audience; The single track railway scheduling problem with two stations and Q segments of the track is considered. Two subsets of trains N′1 and N′2 are given, where trains from N′1 go from the station 1 to the station 2, and trains from N′2 go in the opposite direction. The speed of trains over each segment is the same. A polynomial time reduction from the problem under consideration to a special case of the single machine equalprocessing- time scheduling problem with setup times is presented. For this special case with different objective function under different constraints, polynomial time solution algorithms are presented.

http://iai.donetsk.ua/general/ai_begin.php3?m=31&l=r; International audience; The article deals with methods for determining the design of process parameters on the machining production lines with blocks of parallel operations: the number of workstations on the line and the number of blocks of operations at each station; partitioning a given set of operations for stations and units. Methods based on graph theory, the theory of mixed linear programming (SLP) and heuristic approaches. The first group of methods reduce the original design problem to finding the optimal path in a special limited acyclic digraph. For the second group of methods developed special algorithms to significantly reduce the size of the PSL model. Heuristic methods for developing a well-known method COMSOAL, as well as the use of combined approaches based on a combination of the first two groups with the decomposition of the original problem.
