The digitalization of higher education, the emerging trends for further improvement and implementation of e-learning and distance learning technologies have revealed the need to rethink the practices of implementing vocationally-oriented language training at a university and have led to the transition to a blended learning model. The purpose of the research: to reveal the potential of blended learning in foreign language teaching. The research methods: the method of selection, generalization and dissemination of advanced pedagogical experience. The research results: the potential of blended learning in foreign language teaching has been substantiated; the studies related to the problem of blended learning in foreign language teaching has been analyzed. Integration of digital educational resources and e-learning technologies (VLE and MIND) in the implementation of a mixed format of professionally oriented language training at a technical university expands the possibilities for creating a digital educational space as an integral component of educational activities in modern conditions. Key conclusions: Blended learning allows you to solve the problem of improving the quality of vocationally-oriented language training and the organization of academic interaction in a rotational mode; a meta-subject approach in teaching a foreign language for professional purposes creates opportunities for using existing and developing your own digital educational resources (CER); integration of ICT, allows you to achieve a qualitatively new level of delivery of educational content

The article considers the issue of using the digital environment in teaching professional communication at a non-linguistic university and aims to specify the role of a digital educational resource in business English courses and to further upgrade higher education. The relevance of the issue under consideration is due to the intensified intro­duction of digital resources in higher education. In this research the authors apply theoret­ical and empirical methods of analysis, consider modern approaches to the classification of digital educational resources for learning English, classify digital resources in accord­ance with the degree of their accessibility, study the ways of applying the communicative approach in teaching students a foreign language for special purposes, aimed at building and developing productive and receptive skills that future specialists will practice in their professional activities. The authors also analyze the results of a survey conducted among students about the experience of using a multimedia program based on Moodle educa­tional software platform, as a part of a business English course. The researchers come to the conclusion that the use of computer technology with a well-planned training program not only makes the process of learning a foreign language more attractive and interesting to students, but also contributes to a more effective development of their receptive and productive skills.

The concept of open science, which is becoming more widespread, actualizes the problems of access to educational content. Scientific libraries, in their turn, face a number of challenges involving the operation with open educational resources. The purpose of the study was to generalize the main trends of this kind of work carried out by libraries of foreign educational institutions, the material was the data presented in scientific publications in 2012–2021. The content analysis of 70 articles made it possible to identify the following areas in the work of foreign academic libraries with open educational resources: the support of the educational process; a study of awareness on resources and interest in them in the students’ and professors’ environment; open educational resources assessment by users; promotion, as well as barriers to the use and development of open educational resources. The results of the study are of value for organizing work with open educational resources in academic libraries.

Purpose of research. The purpose of the paper is to describe the possibilities of including tasks for the design, development, use and experimental evaluation of “inverted” educational resources in the professional training of future teachers of mathematics and computer science for the development of their subject-methodical readiness. The formation and development of subject-methodical readiness is the main goal of professional training of future lecturers at a pedagogical university. The process of creating “inverted” educational resources requires from their author quite serious subject and methodological training. Potentially, the inclusion of tasks for the design, development, expertise, practical use and evaluation of “inverted” educational resources in the professional training of future teachers of mathematics and computer science can create conditions conducive to the formation of competencies of future teachers to create a comprehensive educational process in a digital environment. Since, on the one hand, in such didactic means, the educational content should be presented systematized and structured, have logic and hierarchical connections. On the other hand, the problematic issues included in the resources should reflect specific subject educational results in accordance with a given taxonomic model in the curriculum.Materials and methods. Based on the analysis of theoretical and methodological sources, the article substantiates the relevance of the problem of finding new ways and means of implementing additional subject training in mathematics and computer science for both schoolchildren and future teachers in the context of digitalization of education. The analysis of examples of “inverted” educational resources, which are the results of the implementation of project tasks by undergraduate students of the Krasnoyarsk State Pedagogical University named after V.P. Astafiev, is presented. Through theoretical and methodological substantiation, the main possibilities of including tasks for working with such resources at different stages of professional training of future teachers of mathematics and computer science at a pedagogical university are synthesized.Results. In this study, the problems related to the possibility of including “inverted” educational resources as digital didactic tools in the training programs of future teachers of mathematics and computer science were updated. The authors’ position on the issue of the purpose of such teaching tools in the context of the digitalization of education is presented and substantiated. Examples of the results of the implementation of project tasks by senior students during the 2021-2022 academic year were demonstrated. The key didactic and information technology features, possible tools for creating “inverted” educational resources are given. The definition of the subject-methodical readiness of the future teacher of mathematics and computer science as an essential component of professional readiness is concretized. The possibilities of strengthening subject-methodical training by including tasks for work with “inverted” educational resources are described: analytical – in junior courses when mastering disciplines related to the use of digital technologies in education; project – in the middle courses when mastering methodological disciplines; experimental and expert - in the senior courses when passing industrial (pedagogical) practice and mastering the final disciplines of the professional educational program of higher pedagogical education.Conclusion. On a final note, the results and conclusions obtained in the paper are summarized; the key positions of the authors on the inclusion of “inverted” educational resources in the professional training of future teachers of mathematics and computer science are given. The materials of the article may be of interest to lecturers of pedagogical universities who train future teachers, representatives of schools cooperating with organizations of higher pedagogical education, researchers in the field of digitalization and digital transformation of education.

The article is devoted to the problem of using digital educational resources (COR) for the development of cognitive interests of younger students in extracurricular activities. Using the methods of theoretical analysis of scientific sources, questionnaires, comparison of digital educational resources located on educational Internet portals, websites and platforms, the author in her studies identifies necessary requirements for a modern teacher – the ability to navigate and use digital educational resources. The article discusses the features of primary school children of generation A (alpha). The author made an attempt to define the concept of “digital educational resources” in relation to extracurricular activities. The CORs contained in twenty-four educational Internet portals, sites and platforms were studied and the possibility of their use for the development of cognitive interests of younger students in extracurricular activities was analyzed. Parents were surveyed in order to establish their opinion about the use of Internet resources. The attitude of teachers to the use of COR in extracurricular work with younger students is determined. The conclusion is made that it is necessary to use the COR in the extracurricular activities of primary schoolchildren for developing cognitive interests. The author also noted that the number of such resources is insufficient.

Introduction. Educational resources for medical students are not limited to traditional resources available in the university electronic environment of (subscribed or created at the university). Studies of the usage statistics of the university information-educational environment cannot give a reliable answer to the question of what resources students use. The study analyzes the survey data on the use of publicly available and commercial educational services along with the university resources. In result, we determine how the structure of the information and educational environment of the university meets the identified needs of students.Methods. In April 2021, we conducted an online survey of 1,765 students from 10 medical universities. Respondents were proposed to indicate the frequency with which they use different educational resources. We compare the 2021 results with the data of the 2020 survey using the methods of statistical analysis. Comparison of the use of the same type of university resources, publicly available and purchased are performed. The risks of the use of information resources of the university are assessed. Relationships between the use of different resources have been determined. Clusters of respondents demonstrating similar informational behavior are identified.Results. No significant changes in the frequency of use of information resources have been registered since 2020. Students prefer to use free resources regardless of their source. Frequent viewing of teachers’ online lectures reduces interest in face-to-face lectures, and frequent use of paid video resources or mobile applications reduces interest in the university resources as a whole. Close links have been found between the use of different commercial resources. 42.3 % of students prefer the university-created resources, whereas 38.6 % of students are focused at the publicly available resources and 19.1 % prefer technological resources from any source.Conclusion. The information resources of the university compete for the attention of students with a huge number of third-party resources. High-quality video content can significantly increase the use of university resources. An expert assessment of popular medical resources and an increase in students’ awareness of the quality of these resources is needed.

One of the promising areas of development and perfection of the musical art of pop is the widespread deployment of information and communication (computer) technologies into the practice of learning variety singing. The best “educational toolkit” in this process would be to include specialized electronic educational resources – programs designed to optimize the work with the voice, to improve the effectiveness of the training of pop singer. The article focuses on classifying these kinds of educational resources, describing their functions and selection criteria. Methodical requirements for the preparation of a pop singer with the use of electronic educational resources are formulated, taking into account their pedagogical potential and the basic professional characteristics of learning variety singing. The functions performed in the educational process by electronic educational resources, which may be used as a kind of reference material in the practice of learning variety singing, are systematic. In general, it is shown that electronic educational resources involve different forms of educational content and pedagogical interaction, complement and expand the possibilities of traditional learning of variety singing, thereby contributing to the development and improvement of the performing skills of students.

Purpose of research. The purpose of this work is to study the effectiveness of the use of electronic educational resources and their demand for students. The availability of digital technologies and readiness of students and lecturers to study in the electronic educational environment ensure the active development of this form of educational process organization. To assess the effectiveness and demand for electronic educational resources, data on the parameters of operation and user interaction with educational material are required.Materials and methods. To obtain data on the operating parameters and users’ work in the electronic educational environment, it is proposed to use a multi-level automated system for training, monitoring and analysis of theoretical knowledge – the Fire Test program, which is designed to organize and implement training in higher education programs of the specialty 20.05.01 – Fire Protection, 40.05.03 – Forensic Examination, the direction of training 20.03.01 – Technosphere Safety and the educational program of secondary vocational education 20.02.04 – Fire Protection. The Fire Test program is available on the Internet and allows you to conduct independent testing on specialties, disciplines, subjects of disciplines, as well as to carry out self-monitoring and knowledge control by lecturers online. As a tool for evaluating the effectiveness and relevance of the Fire Test program, it is proposed to use the web analytics service – Yandex.Metrica. To monitor the Fire Test program, we have selected key parameters that characterize the number of users and their activity in the electronic educational environment, which include demographic parameters, parameters of activity and loyalty of trainees, and technology parameters.Results. Based on the results of monitoring demographic parameters, which included the age of the audience during the study period of 1 month, the Fire Test program received an average of 27 visits from lecturers and 15 visits from trainees. Visitors from the number of students were 87%, from the number of Faculty Members – 13%. Monitoring user activity by time spent in the Fire Test program showed that students spent an average of 8 minutes 57 seconds on the site, and lecturers – 10 minutes 32 seconds. The largest number of visits of trainees was made during classes from 8-00 to 14-00 (55%), during the period outside of training sessions and self-training from 17-00 to 22-00 (23%), there was a uniform appeal of trainees to the Fire Test program. According to the monitoring of the loyalty parameter, during the study period, 12% of users accessed the site only 1 time, the largest number of users (48%) worked in the Fire Test program from 16 to 127 times, and more than 128 times 13% of users accessed the site. Monitoring of the technology parameter showed that smartphones are used as the main device for working in the Fire Test program, the share of which is 88.2%. The main operating systems used on smartphones are iOS (51%) and Google Android (37%), while the most popular browsers are Mobile Safari (44%).Conclusion. The results of the study allow us to conclude about the effectiveness and relevance of the electronic educational environment implemented by the Fire Test program among the trainees of Ivanovo Fire and Rescue Academy of the State Fire Service of the Ministry of Emergency Situations of Russia, as evidenced by their loyalty and activity in remote operation with the educational material.

The article focuses on the problem of expert examination of electronic educational resources (EER), which present complex information and pedagogical systems as they are, from a viewpoint of searching and resolving inconsistencies between their components. To look for contradictions we propose the PN-method as a tool, which originates in the theory of solving inventive problems and is a further systemic development of its most famous part regarding a deal with inconsistency in innovative solutions. The choice of the PN-method is made due to its logical rigor and great potential for solving creative problems. These factors qualitatively distinguish the method from previously known approaches applied to similar problem situations that are based on other methods of identifying and resolving a narrow circle of inconsistency. The adaptation of the terms “contradiction in space” and “a contradiction in time” to expert examination of EER is explained. We also describe algorithms of searching for inconsistencies based on the PN-method in information and pedagogical systems, consider inconsistencies in the complete didactic cycle of mastering learning material presented in the EER, taking into account all the significant components of the teaching process and cause-effect relationships between them. The article exhibits tools for resolving inconsistency using methods based on the counterargument procedure and the technology of training on precedents, as well as examples of their use in practice.

Introduction. The actual problem of revealing the directions and the degree of influence of modern means of informatization of education on the development of Russian universities is considered in the article. The purpose of the study described was to determine the parameters of the activity of universities, which are changing under the influence of the use of open educational resources and massive open online courses. Methodology. Determination of the peculiarities and consequences of the use of these means of informatization was carried out on the basis of the formation of experimental (8 universities) and control (16 universities) groups of universities with subsequent comparative analysis of indicators of their activities contained in the annual monitoring of the universities effectiveness in 2013-2017. Results. As a result of the research it was revealed that the use of open educational resources and massive open online courses in universities can influence the efficiency of universities by increasing the number of foreign students, significantly increasing the university’s income from educational activities obtained from foreign sources, reducing the need for own computer technology, gradual reduction in the number of copies of literature stored in printed form, reducing the need for training and laboratory facilities At the same time, the use of informatization of education means does not significantly affect the systematic decrease in the number of students per teacher and the trend towards a decrease in the number of students studying in absentia. This indicates the predominant use of blended learning technologies by Russian universities. Conclusions. It is shown that the use of open educational resources and massive open online courses can have a significant impact on the development of universities and should be taken into account when developing models for improving the Russian higher education system.

The purpose of the study is to identify and justify the modern perspectives of open educational resources (OER) for higher education in Russia. The methodology includes study of initiatives, services, OER tools in Russia and abroad, evaluation of OER development factors. The authors have conducted a survey of university lecturers, processing of the results using statistical methods of analysis. The following prospects for the development and use of OER in higher education are identified: 1) further dissemination of free access to educational materials through the involvement of a wider range of universities; 2) improving the quality of educational materials in the context of expanding access to them; 3) extension of electronic educational environment, since OER are not tied to specific tools or technologies, and may be distributed in social media, mobile applications. The study of international and Russian practice has shown that OER provide methodological support primarily to university lecturers, allowing them to study the best practices of education leaders, to handle OER in accordance with the educational objectives of their courses and the students’ requirements and expectation. As a result of the survey, it was found that 60% of lecturers at Russian universities distribute their own educational materials on the Internet during the educational process for the convenience of students.

Introduction. The authors of the article highlight the results of research on the development of methods and tools for ensuring the information security of scientific and educational resources in information library systems and corporate information networks. The analysis of the state of the problem and the existing approaches on this topic are given too.Materials and Methods. The approach justifies the need to protect scientific resources from unauthorized access and the use of fuzzy logic to solve the problem. As a model and solution method, a fuzzy model correspondences is proposed, which makes it possible to comprehensively solve the problem of identifying threats in the event of a situation, as well as provide recommendations on how to eliminate them. For the formation of a knowledge base, experts are involved who determine the functions of belonging to knowlege base “Situation — Threats — Actions to eliminate the threats”.Results. The research results are being implemented as part of the ARMAT++ information library system of the corporate network of electronic libraries of 63 Uzbekistan universities for the protection of scientific and educational information from unauthorized access. Testing of the methods, programs of the subsystem and the expert knowledge base are carried out on the basis of information and resource centers under the project “Virtual electronic library of the Tashkent University of Information Technologies named after Muhammad Al-Khorezmi and its five branches”.Discussion and Conclusions. The use of the apparatus of fuzzy logic for the formation of a knowledge base of the “Situation — Threats — Actions to eliminate the threats” type in information library systems significantly increases the degree of protection of valuable information resources from unauthorized access.

The article considers the use of electronic educational resources, as well as testing the feasibility of methods of applying this technology in the training of future teachers of technology. It is emphasized that updating and improving the forms, methods and means of teaching in higher pedagogical school significantly increase the level of information technology training of future specialists in technological education. In particular, electronic educational resources are used to simulate complex real events, situations, visualization of abstract information by dynamic representation of processes, demonstration of fragments of programs, movies, virtual tours and more. IT software allows modern teachers of technology education to combine text, graphics, animation, video and audio information, which significantly increases the level of learning material.In the conditions of integration of modern Ukraine into the European educational space, the form, methods and means of teaching in the higher pedagogical school need to be updated and unambiguously improved. The constant growth of educational information, the need for its analysis, assimilation, generalization, systematization and preservation, expanding the capabilities of the global Internet have led to the widespread introduction of information technology in the training of future professionals in higher education. After all, without knowledge of multimedia technologies, the ability to develop elements of e-educational resources, navigate in the modern information global space, it is impossible to achieve a high level of professionalism and become a competitive specialist.The application of technology of development and use of electronic educational resources can increase the effectiveness of active teaching methods for all forms of organization of the educational process in higher pedagogical institutions: at the stage of independent training of students, lectures, seminars, practical and laboratory classes.

The article addresses the problems of educational resources development in the Chinese language in higher education. The author gives an analysis of educational resources on the Chinese language, explores the main achievements and the problems connected with the development of educational resources, presents the review of new educational literature in the field of teaching the Chinese language, defines priority areas of the further development of educational resources in the Chinese language in higher education. In the conclusion the author substantiates the need to use the principle of the level-based formation of the communicative competence in the Chinese language. The implementation of this principle will help solve a number of problems in the development of educational resources in the Chinese language, such as: level setting of the goals, stages, content of training and learning outcomes in the Chinese language professional education training program, development of professional competencies based on the communicative competence in the Chinese language, ensuring the continuity of school and university education in the Chinese language, etc.

Introduction: in recent years didactic properties of electronic educational resources undergo considerable changes, nevertheless, the question of studying of such complete phenomenon as “an electronic educational resource with autodidactics elements” remains open, despite sufficient scientific base of researches of the terms making this concept. Article purpose – determination of essence of electronic educational resources with autodidactics elements. Materials and Methods: the main method of research was the theoretical analysis of the pedagogical and psychological literature on the problem under study. We used the theoretical (analysis, synthesis, comparison and generalization) methods, the method of interpretation, pedagogical modeling, and empirical methods (observation, testing, conversation, interview, analysis of students’ performance, pedagogical experiment, peer review). Results: we detected the advantages of electronic educational resources in comparison with traditional ones. The concept of autodidactics as applied to the subject of research is considered. Properties of electronic educational resources with a linear and nonlinear principle of construction are studied.The influence of the principle of construction on the development of the learners’ qualities is shown. We formulated an integral definition of electronic educational resources with elements of autodidactics, namely, the variability, adaptivity and cyclicity of training. A model of the teaching-learning process with electronic educational resources is developed. Discussion and Conclusions: further development of a problem will allow to define whether electronic educational resources with autodidactics elements pedagogical potential for realization of educational and self-educational activity of teachers have, to modify technological procedures taking into account age features of students, their specialties and features of the organization of process of training of this or that type of the educational organization.

Purpose of research. The purpose of the paper is to describe the features of the “inverted” educational resources intended for the implementation of additional subject training of schoolchildren in a distance mode, which are created on the basis of the concepts of the problem-solving approach and micro-learning.Distance learning technologies, widely introduced into educational practice, require a high level of self-organization and internal motivation from the student to work independently, which necessitates the search for new approaches to the development of educational resources that would help maintain the interest and attention of students until the end of training. Features of the generation of modern schoolchildren, such as a low level of concentration, the prevalence of “clip way of thinking” and the visual channel of information perception, the search for the most comfortable conditions for the implementation of educational activities necessitate a revision of the form and content of educational information, taking into account the possibilities of its development along an individual trajectory.Materials and methods. Based on a theoretical analysis of psychological, pedagogical, methodological literature on the topic of research and modern statistical data demonstrating the level of readiness and motivation of students for independent distance learning, the paper describes the features of the structure and content of “inverted” educational resources, built taking into account the cognitive and psychosocial characteristics of modern “digital” generation. The necessity of compressing and structuring educational material and presentation in a question-and-task, visualized format is substantiated.Results. As the results of the research, the paper describes the concept and features of “inverted” educational resources. An inverted learning resource is understood as a complex digital learning tool, the content of which is presented in the form of a hierarchical tree or a semantic network of questions, each of which is supplied with brief visualized theoretical information and explanatory practical examples that implement inductive-deductive connections (concretization-generalization). The main idea behind the development of such tools is that the “inverted” learning resources, on the one hand, implement a non-linear approach to the implementation of learning activities in accordance with the individual characteristics of a particular student (the current level of training, knowledge gaps, specific interests and difficulties), with the other - they create conditions for the initial systematization and complex internalization of the acquired knowledge and methods of action, contain a “cognitive challenge” aimed at increasing educational motivation through the implementation of mechanisms of formative self-control at the initial stage. Based on these features, the authors see a special effect of using such resources in the field of additional training. Having already a certain baggage of knowledge and experience in the subject area being mastered, the student can begin the study by identifying deficiencies and possible difficulties, their reflection, and only then proceed to a more conscious formation of new knowledge and specific methods of action.Conclusion. In conclusion, the paper summarizes the features of “inverted” resources for distance learning of schoolchildren, provides further plans for the development of the project, and also identifies the possible areas to use the results.The materials of the article may be of interest to developers of digital learning resources, researchers of educational learning models, teachers wishing to use digital cognitive and mental learning technologies.

Problem and goal. The article deals with the problem of improving the preparation of students for computer science Olympiads with the help of a specialized electronic educational resource (EER). Methodology. The research uses the analysis of existing EER to prepare for computer science Olympiads. Results. The assumption is put forward about the need to create a specialized EER for preparing students for computer science Olympiads, the requirements for it are formulated, interface and the operating procedure of EER are described. Conclusion. The use of the EER considered in the article makes it possible to increase the effectiveness of preparing students for participation in computer science Olympiads.

The problem of pedagogical self-presentation directly concerns teachers of various levels. It is especially important for teachers of medical higher education institutions. Video lecture as an educational product is a means of self-presentation of pedagogical activities, therefore, it can be a product of expert evaluation. All the components of pedagogical mastery are integrated in selfpresentation and create the whole teacher’s image, which helps him (her) to realize the pedagogical goals. Pedagogical interaction, influence, pedagogical communication, pedagogical skills cannot be manifested by a teacher without the skills of self-presentation, both in direct communication and while using of electronic educational resources, in particular video lectures. Professional video lecture is not a pure record of an academic lecture, it is a complicated technical and methodical product, and a teacher is not only a lecturer but also a pedagogical designer and strategist. Universal criteria for assessing video lecture are its external, communicative and content components. Additional components are the interactive effects of educational video lecture. Self-presentation of a teacher, no matter in direct communication or via an electronic resource, is akin to performance presenting the best patterns of pedagogical practice to students.

The authors examine the digital divides of the first and second levels and analyze the use of educational resources by Russian schoolchildren. Several specialized educational resources for schoolchildren are described. The first level digital divide is understood as unequal access to the Internet among different social groups; the second level digital divide means the differences in the practices of using the Internet. Empirically the study is based on two surveys of schoolchildren, conducted in 2014–2016 in St. Petersburg (94 schools, 3,739 pupils of the 10th–11th grades) and the Kaluga region (249 schools, 27,904 pupils of the 6th–9th grades). The results show no evidence of the first level digital divide in the megalopolis. In the Kaluga region, the differences in access to the Internet are due to the type of settlement (city-village), the family structure (two-parent/single-parent families), and the parental educational level. Schoolchildren living in a village with a less educated single-parent are in the most vulnerable position. No differences in Internet use were found between schoolchildren regardless of their family background, school type, or type of settlement, neither in the Kaluga region, nor in St. Petersburg. Most schoolchildren use educational resources, and the intensity of use increases with age. The most popular general purpose resource is Wikipedia; the most popular specialized resource for schoolchildren is Znanija.com. Only a small percentage of the surveyed schoolchildren (about 2%) use the sites that offer ready homework.

The article presents the results of the UNESCO Institute for Information Technologies in Education project «The Open Educational Resources (OER) in non-English speaking countries» for 2010-2014. Main objective of the project is promoting of the of open educational resources and skills development for their creation, sharing and distribution in UNESCO Member States. Based on the implemented analysis of the requirements, potential, opportunities and problems arising during OER creation and use, the IITE experts develop recommendations on extension of OER use in educational practice.

Purpose of the article: improving of scientific and methodical base of the theory of the е-learning of variability. Methods used: conceptual and logical modeling of the е-learning of variability process with electronic educational resource of new generation and system analysis of the interconnection of the studied subject area, methods, didactics approaches and information and communication technologies means. Results: the formalization complex model of the е-learning of variability with electronic educational resource of new generation is developed, conditionally decomposed into three basic components: the formalization model of the course in the form of the thesaurusclassifier (“Author of e-resource”), the model of learning as management (“Coordination. Consultation. Control”), the learning model with the thesaurus-classifier (“Student”). Model “Author of e-resource” allows the student to achieve completeness, high degree of didactic elaboration and structuring of the studied material in triples of variants: modules of education information, practical task and control tasks; the result of the student’s (author’s of e-resource) activity is the thesaurus-classifier. Model of learning as management is based on the principle of personal orientation of learning in computer environment and determines the logic of interaction between the lecturer and the student when determining the triple of variants individually for each student; organization of a dialogue between the lecturer and the student for consulting purposes; personal control of the student’s success (report generation) and iterative search for the concept of the class assignment in the thesaurus-classifier before acquiring the required level of training. Model “Student” makes it possible to concretize the learning tasks in relation to the personality of the student and to the training level achieved; the assumption of the lecturer about the level of training of a particular student is formed using the reporting data of model as management. Theoretical provisions of variation e-learning, including its base tasks (teaching, learning, management), and also order, formallogical and program means of development and most important requirements for an effective electronic educational resource are grounded; it is shown that the formalization of educational resources is possible on the basis of the structural-mathematical approach using the set-theoretical representations, that allow defining the features of the educational process and the role of participants in the language of sets and mapping between them, and also to receive “pedagogical diagnostics” of the course and learning outcomes, using the intellectual potential of each trainee both personally and in the classroom. An example of practical implementation of model of variation elearning with electronic educational resource of new generation is given. Conclusion: The developed theoretical provisions and basis components for the model of variation e-learning with electronic educational resource of new generation allow the student to realize functional mastering of knowledge, abilities and skills of trainees on the base of variation approach, and also to choose a personal student-centered way of “finding concept (meaning)” of the given tasks in the process of motivated learning based on formalized information thesaurus-classifier of electronic educational resource.

The article views the organizational and pedagogical characteristics of the Russianopen educational resources and massive open online courses. The author adduces the basic characteristics of xMOOC such as fair use, free will, multitude of students, using of diverse Internet services, accent on self-dependent work, self-control and mutual control. The Russian priority in this area is proved.

During the period of the forced transition of universities around the world to the online education, the demand for digital free access services has grown. A unique opportunity has appeared to supplement and develop the theoretical and methodological provisions of online learning based on the analysis of the empirical results that characterize the relevance and effectiveness of the digital environment parts. The educational materials free available at the Internet are the part of the digital environment, which are combined into the concept of open educational resources (OER). The purpose of the study is to assess the relevance of OER for faculty, systematize the main ways of working with them, identify the motives and barriers for the development of OER by faculty. The study conducted among the lecturers at Russian universities showed the high importance and value of OER for their teaching and methodological activities to create and develop the training course content in digital environment. More than half of the faculty staff create and distribute their copyright materials on the Internet on their own initiative for the convenience of their students. The faculty and students freely exchange educational materials using a variety of web services. In conditions of increasing demands on faculty and content of training-course, OER is a valuable resource for educational activities. The analysis of the regulatory framework revealed a lack of OER policy in Russian universities, which is one of the barriers for lecturers to create OER. The results of the study made it possible to develop recommendations for the development of OER in the field of higher education: consolidate the concept of OER in the regulatory framework of education, provide methodological and legal support for the creation and use of OER by faculty, and conduct an information campaign to reveal the prospects and advantages of using OER in higher education.

Problem and goal. The article represents the description, model and result of the development of application software available on the Internet to automate the organization of competitive procedures. The relevance of the creation of automated systems for assessing the quality of educational resources is due to the need to ensure the availability and efficiency of evaluation and competitive procedures in educational institutions. Methodology. The study is aimed at the design and development of a cloud portal-designer, which allows to automate competitive activities in educational institutions. In contrast to the existing similar developments, the created system represents the applied software for creation and carrying out competitive actions in educational institutions. Results. The work is of practical value for educational institutions of all levels and individual communities in need of automated systems of competitive evaluation of educational resources. Conclusion. For the first time, a projective cloud environment for automating the assessment of the quality of educational resources that have an object form (digital educational resource, teacher activity, information system, information environment, lesson, etc.) is proposed, and for which it is possible to build a criterion model of quality.

Purpose of the study. The aim of the work is to consider the possibility of improving the quality and accessibility of teaching and educational resources through the development and use of electronic educational resources (hereinafter referred to as EER) using the example of the module “System Design”. The article presents a solution to the problem that is of significant importance in the field of information technology implementation in education. The relevance of the research problem is determined by the fact that through the use of interactive tools in the learning process, users, as a rule, a student and an educator, can actively interact with these information tools. Interactivity implies the existence of conditions for educational dialogue, one of the participants of which is a means of informatization of education.Materials and methods. To solve these tasks, the general scientific system approach was used as the main one, the basis of which is to consider educational facilities as systems functioning in a certain environment, as well as methods of analysis and comparison. The study was conducted in accordance with the pedagogical conditions of student learning and the methodological requirements for the educational product. We reviewed methodological recommendations on the use of e-learning in the educational process of the university, the main regulatory documents of distance education technologies in the implementation of additional professional programs, the Moodle distance learning system, guidelines for practical exercises, as well as reference materials on the Moodle system.Results. The study revealed the problem of the use of electronic educational resources, their positive and somewhat negative impact on the goals and results of the educational process, as well as existing technologies for their creation. Based on the analysis of a variety of development technologies for various characteristics, a decision was made to use the LMS Moodle environment. The structure of the module “System Design” was developed, and this module was implemented in the LMS Moodle environment and tested in the educational process, it was revealed that the level of knowledge and skills mastering, as well as their possession is higher among students who studied on the electronic educational resource.Conclusion. Thus, the results of the study allow us to recommend the introduction of electronic educational resources in the learning process. Since the use of the presented development will not interrupt the learning process in cases where the student can not attend classes, and also contributes to improving the formation of students’ competence level.

Abstract. This paper highlights the features of web-based project management system Trello that could be used to develop various tools for educational web-sites. The authors show some practical examples of Trello use for learning and self-learning. The elements of Trello’s boards can be easily combined to form highly flexible educational workflow.

Individuals and organizations are motivated by various factors to create OER, both altruistic and self-serving. This article discusses various ways of organizing OER initiatives and the range of opportunities for compiling OER.

The article is devoted to modeling the process of creating open educational resources (OER). The technology of processing of the content presented in this paper provides solutions for the creation of competitive highquality e-learning courses, placed in an open information environment. The tools are analyzed in detail to create a virtual environment OER. The algorithm of the decision making process on the processing of contentbased neuro-fuzzy.

Introduction. Academic achievement is reflected in marks (points) achieved in the disciplines studied and it assumes that the student has acquired the required set of skills and knowledge, which he or she can use while performing educational and professional tasks after learning a particular discipline or a group of disciplines. This means that the concept of “academic achievement” represents measuring the student’s ability to comprehend academic programmes in the class or independently.The aims of the present research were the following: to determine the ability of students to be active users of educational databases and their elements, which are considered to be effective especially in this type of educational activity; to identify the opportunities to improve academic achievement and the quality of academic curriculum implementation (in accordance with the necessary content) through digital educational content.Methodology and research methods. The present research is based on the field survey methodology. Empirical data were collected through questionnaires and face-to-face interviews. The validity of the collected material was verified through the method of mathematical statistics.Results and scientific novelty. It is known that information technology today is one of the most important factors, which can have a powerful impact on the quality of the education system in universities. The research conducted at the Northern Border University (Arar, Saudi Arabia) investigated the following questions: how the databases available at the Saudi Digital Library assist students of various specialties (faculties) in their studies; what the real contribution of the databases to the training of future professionals is; how learners define their goals and needs by using these databases. The processed questionnaire and interview results demonstrated that for most students e-learning content is not a tool to improve academic performance. The students’ satisfaction with the offered e-learning content was very low. Meanwhile, the students noted that they needed accessible and quality digitised educational information. However, they lack the information competency to find, store and apply information in its various forms. This competency is not limited only to the skills to work with the computer (all young people possess this skill today) - it includes the skills to systematise and structure the received information; critical attitudes towards it; ability to summarise and draw conclusions. It is also important to have easy and user-friendly database tools. Thus, it is necessary to provide further guidance for learners on effective work with digital databases; to develop students’ research skills; to carry out specialised workshops in order to motivate students to use digital educational resources.Practical significance. The present research materials can be useful for specialists developing university digital databases based on curricula mastered by students.

The article provides a review of literary sources on the problems of evaluating the quality of software systems. The concept of accessibility is considered. Attributes that are most important for building an architecture Web-oriented educational systems Attributes are available based on the international standard WCAG 2.0-2.1 and are classified by types of psycho-physiological human disorders. This model is based on a three-level model of accessibility, which can be used to make an informed choice of the optimal resource in accordance with the individual needs of the student.

The article explores the methodological issues of education system evaluation. Such evaluation, based on the comparative analysis of national and regional education systems, is an important source of information for education policy design and implementation through educational development programs. The existing approaches to and methods of education system evaluation are discussed. It is shown that they are based on internal indicators, not those perceived by end users or the effects external to the system. Even though there have been some objective reasons for using such approach, it remains unclear to what extent its results reflect the educational outcomes for the end users― that is, individuals, society, and economy? Statistical analysis methods are applied to OECD education statistics to investigate the relations between the education indicators characterizing the level of educational attainment, education accessibility, and the amount and quality of the resources involved, on the one hand, and the outcome effects for individuals, society, and economy. Where such relations are observed, they tend to be non-smooth and only manifest themselves up to a certain point in the vast majority of cases. Such cessation of growth in the outcome indicators that happens after achieving certain levels of resources involved, educational attainment, and other education indicators can be described as oversaturation or satiety effect. Inferences about the limitations and conditions of applying education indicators in education system evaluation are drawn from the findings.

The widespread introduction of electronic educational resources in the educational process requires the development of a scientific basis for all aspects related to their creation and use. These modern means are designed not just to convey to learners the required course material, but also to create conditions for its most effective study. This is possible in conditions of reasonable approach to the presentation of educational material on the screen. The article is devoted to consideration of the problem of presenting educational material in electronic educational resources. Visuals are powerful didactic tool that enhances the perception and understanding of educational information. Particular attention is paid to the use of such a powerful medium like video. Investigated the role and importance of video in the learning process, their educational opportunities and benefits. Shows types of video and their use in electronic educational resources. Adduced the example a real electronic multimedia educational resource and shows the possibility of using video.

The article discusses the possibilities of using electronic educational resources in mathematics lessons in elementary school for the implementation of an activity-based approach to education. On the example of one of the video lessons, methods of organizing an active search activity of younger schoolchildren in teaching mathematics are demonstrated. One of the regularities is the following: "The development of a student occurs only in activity, and the more active the activity, the more successful it is to move forward in development." Coordination of the organization of the educational process with the above regularity presupposes the role of the student in it not so much as an object, but as a subject of activity. Thus, the concept of an activity-based approach to education consists in organizing subject-subject relations, in rethinking the role of a student as a subject of education and the role of a teacher as an organizer of student activities. Currently, a lot of electronic educational resources (EER) have been developed that have the ability to organize active educational activities of younger schoolchildren in the classroom: video lessons, electronic games, tests for self-examination. However, teachers do not always realize such opportunities. Observations show that often, both in face-to-face and distance learning, the use of EER is limited only to their demonstration, without further analysis. At best, students perform the proposed tasks according to the model given, for example, in the video lesson. This significantly reduces the effectiveness of the implementation of the activity approach to learning.

Today the tools for maintaining training courses based on opportunities of information and communication technologies are developed. Practically in all directions of preparation and on all subject matters electronic textbook and self-instruction manuals are created. Nevertheless the industry of computer educational and methodical materials actively develops and gets more and more areas of development and introduction. In this regard more and more urgent is a problem of development of the electronic educational resources adequate to modern educational requirements. Creation and the organization of training courses with use of electronic educational resources in particular on the basis of Internet technologies remains a difficult methodical task.In article the questions connected with development of electronic educational resources for use when studying the substantial line “Information technologies” of a school course of informatics in particular for studying of spreadsheets are considered. Also the analysis of maintenance of a school course and the unified state examination from the point of view of representation of task in him corresponding to the substantial line of studying “Information technologies” on mastering technology of information processing in spreadsheets and the methods of visualization given by means of charts and schedules is carried out.

Communication improving of educational processes requires today new approaches to the management arrangements and forming of educational policy in the field of distance learning, which is based on the use of modern information and communication technologies. An important step in this process is the continuous monitoring of the development and implementation of information technology and, in particular, the distance learning systems in higher educational establishments. The main objective of the monitoring is the impact assessment on the development of distance learning following the state educational standards, curricula, methodical and technical equipment and other factors; factors revelation that influence the implementation and outcomes of distance learning; results comparison of educational institution functioning and distance education systems in order to determine the most efficient ways of its development. The paper presents the analysis results of the dependence of the quality of educational services on the electronic educational resources. Trends in educational services development was studied by comparing the quality influence of electronic educational resources on the quality of educational services of higher pedagogical educational institutions of Ukraine as of 2009-2010 and 2012-2013. Generally, the analysis of the survey results allows evaluating quality of the modern education services as satisfactory and it can be said that almost 70% of the success of their future development depends on the quality of the used electronic educational resources and distance learning systems in particular.

Results of the analysis of a role of standards in a quality management system of electronic educational resources (EER) university are presented. Requirements and specifications, methods and technologies of use of standards for definition of criteria, the organizing and carrying out of monitoring of quality EER are described. The offered model of use of standards at carrying out of monitoring of quality EER at the Kherson State University is illustrated on an example of electronic resources for distance learning system «Kherson Virtual University».

The analysis of scientific literature and regulatory documents in the field of educational services in the Russian Federation allowed us to identify research areas that are of priority importance for pedagogical practice. It is significant for the authors to use a set of exercises, educational courses, design methods, situational tasks, and game technologies to form professional competencies of specialists. Most researchers note the need to justify the use of digital technologies to solve innovative pedagogical tasks. The scientific publications included in the review attempt to develop criteria for evaluating the effectiveness of teaching tools used in educational practice, their ranking and classification on various grounds, as well as the didactic potential of digital educational resources.

Elaboration and implementation of electronic educational resources and its main component electronic content is an integral part of information and communication technologies development. An overview of properties of information, which fills the resource, enables to identify different types of electronic content: text, graphic, interactive and video one. The article focuses on the research of interactive content, since it provides opportunities for continuous communication between participants in the educational area and facilitates their interaction. An analysis of existing online services and platforms is carried out in the article. The classification of electronic educational resources is developed based on the types of interactive content through the lens of their potential capabilities: tests and crosswords; quizzes, games and polls; interactive posters; multiservices. The description of H5P and LearningApps multiservices is provided; their advantages and disadvantages when using in the mathematics lessons are specified. The practical basis of the research is development of interactive posters through H5P and Thinglink services. This allowed to outline the principles of their creation and most appropriate ways to use in the educational process. In addition, the blogs and authors’ interactive posters developed by mathematics teachers during the certification program "Pedagogical program tool "Designer of Interactive Poster" are analysed. The importance to select the interactive content based on the educational goal and objectives is emphasized.

Introduction: the relevance of this topic is due to the fact that at the moment there is no uniform structured approach to the creation of digital educational resources (DER), at the state level there are no clear requirements for their structure and content. Accordingly, there is a need to systematize DER and develop unified requirements for their creation, structure and content for the purpose of application in educational institutions.The aim of the study is to identify a systematic approach to the structure and use of the DER in the educational process.The object of study is selected DER.The subject of the study is the DER in the educational activities of the modern university.The scientific novelty of the research is as follows: identified existing approaches to systematization of the DER; proposed systematization of the DER for educational and methodological functions, by appointment. indicated the feasibility and the need to ensure the educational and educational process of the DER.Materials and methods: the writing of the article was accompanied by the use of the following methods - analysis of literary sources, pedagogical experiment, comparative analysis, method of expert assessments.Results: the practical significance of the work lies in the refinement and updating of the information component of the existing electronic educational and methodological complexes (EEMC) on the discipline "Information security", "Computers and peripherals" and "Introduction to operating systems" developed on the Moodle platform.Discussion and conclusions: the problem of integrated assessment of the DER is relevant along with the formulation of requirements for the DER, since the issue of health protection in the conditions of working with a computer has priority.

The aim of the study is to develop teaching methods for future teachers of foreign languages based on the use of digital educational resources. In the case of the formation of digital resources of the infor­ mation society to improve the quality of teaching a foreign language, an analysis of the literature revealed the following contradictions: between a person, society, the state and the needs of the labor market and the education system in the context of traditional knowledge in accordance with the characteristics of the current dissatisfaction with the quality of higher education; an increase in the information that deter­ mines the content of foreign teacher education, and the definition of a limited period of study and the possibilities of subjects of the educational process. Because of the above, the relevance of learning a for­ eign language through the introduction of digital educational disciplines is questionable, since this field has not been sufficiently studied. The article states the risk of loss of the younger generation of the Russian language wealth and cultural heritage. This is due, in particular, with a small number of educational multimedia Internet resources for the study of Russian language and culture, and therefore attractive for young people. The idea of creating a multimedia textbook for young Internet users, providing information about the facts of Russian culture and their reflection in language, has become the main for the authors of multimedia dictionary of language and culture “Russia”. The main content of the article is a summary of the vocabulary concepts and description of the possibilities of its use in the practice of learning and teaching of the Russian language (vocabulary, information articles, media library, interactive exercises).

The article examines the experience of the Udmurt State University in conducting competitions of educational publications and electronic resources. The purpose of such competitions is to provide methodological support to educational process. The main focus is on competition of electronic educational resources. The technology of such contests is discussed through detailed analysis of the main stages of the contest. It is noted that the main task of the preparatory stage of the competition is related to the development of regulations on competition and the definition of criteria for selection of the submitted works. The paper also proposes a system of evaluation criteria of electronic educational resources developed by members of the contest organizing committee and jury members. The article emphasizes the importance of not only the preparatory stages of the competition, but also measures for its completion, aimed at training teachers create quality e-learning resources.

This article observes modern approaches and standards in the domain of metadata for electronic educational resources of the new generation. The basic provisions of the international standard ISO/IEC 19788 are discussed in detail, the article contains requirements for the specification of the metadata element. It also deals with the necessity of establishing a national profile of requirements for electronic learning resources, harmonized with international standards and taking into account the specifics of the Russian educational system.
