The paper presents the needs assessment project for ESP course conducted in the framework of «E-teacher Scholarship program». The needs assessment included such aspects as target situation analysis, present situation analysis and context analysis. The needs assessment project is conducted in order to design the syllabus for the students of the specialty “Thermal engineering”. The paper reveals the goals of the discipline “English for specific purposes” for students with account of their professional distinctiveness. The data are taken from the materials collected at students’ questionnaires, observation, interviewing “Thermal engineering” teachers. The paper also considers ESP challenges faced by university teachers. The absence of the placement test, poor English language competence of non-language teachers conducting the lesson, few practical hours influence the quality of material acquisition.

The paper deals with the development and implementation of the organizational and administrative mechanism for controlling the reproduction of labour power of the Russian North in the context of its development strategy. On the basis of structural and logical analysis and synthesis, the paper presents the structure and the correlations of this mechanism, including the management objective, subjective part of management, the key types of social and economic policy, the methods and tools. The author proves the necessity of using the tools of risk management, multilevel government, new methods and management tools that reflect the goals and strategic priorities of the enlarged reproduction of the labor force in the Russian Northin the management of the reproduction of labour power. The activities of the subjects of management to ensure the expanded reproduction of labour forceare determined. As a result of using the mechanism the transition to the expanded reproduction of the labour force in the Russian Northis achieved. The control mechanism presented in the paper can be used as the subjects of labour management at the level of the federal center and the regions, and individual employers, trade unions and social organizations.

The paper discusses some features of the style of M. Debrenne’s academic papers in terms of transferring the traditions of the French language academic writing into her texts of a similar genre written in Russian. This phenomenon and its manifestations in her Russian academic papers are analyzed within the framework of a larger phenomenon observed in the speech of the above-named French-Russian bilingual: conscious cross-language transfer, which consists in the intentional use of the rules of her native language (French) while writing in her second language (Russian). This analysis allows us to conclude that this bilingual writer’s academic texts, as the sum of their formal and substantive features, are significantly closer to the French academic tradition than to the Russian one.

Louis Althusser is an eminent French Marxist philosopher of the twentieth century, whose work is widely spread in the world and has caused various interpretations, and has a strong influence on subsequent thinkers. This paper deals with the concept of “epistemological break”, which was iontroduced by Althusser to determine the contribution of Karl Marx’s theory of social determinism. Althusser emphasized that Marx founded a new science – historical materialism, which, in its essence, is the benchmark for all other social sciences. The paper examines the stages of Althusser’s ideological evolution regarding Marx’s concept of historical materialism; the author analyzes the French philosopher’s reaction to the criticism of his position by other Marxists, for example, John Lewis, as well as present an attempt to demonstrate the main conclusions of L. Althusser, to which he comes at the end of his research.

The paper aims at disclosing the value-semantic components of the life strategies of university students. The characteristics of meaningful life strategy of the individual are described. The paper substantiates the position that the value orientations are a major component of vital strategies of the personality. The following research methods were used: M. Rokich’s test, S. Schwartz’s test, D. A. Leontiev’s life orientations test, R. Inglkhart’s test modified by M. S. Yanitskiy. Basing on the typology by L. I. Dementy and V. E. Kupchenko, the authors identified and described the differences between the fatalistic, conformist and purposeful life strategies, which lie in the method of planning for the future, the formation of an image of the future, the formation of the main goals in life, the degree of meaningfullness and life satisfaction, the ability to independently control the events of their life and take responsibility for them. The paper presents the characteristics of value-semantic sphere of the personality of high school students belonging to these types of vital strategy.

The paper addresses an urgent problems of modern education – the formation of personality of the future engineer with the professional and creative abilities in the context of the existing gap between education and practice. The purpose of the paper is to identify the main tools and techniques of the process of formation of professional and creative abilities of future engineer in the process of professional education. The author considers the main requirement for innovative engineers to be the developed mechanism for making technical decisions at the invention stage and the ability of finding the necessary information and self-study. The author considers the acmeological approach to the study and implementation of the engineer’s practical improvement through the transformation of the existing professional development level to a higher optimal level. The author suggests a dual approach as a mobile communication method of two systems: education and practice. The results of the study are applied in the University educational process of to improve the quality of professional training of future engineers. The author comes to the conclusion that a new future is possible only in the priority development of human qualities, the quality of public intelligence and the quality of educational systems in society.

The paper focuses on the definition and attributes of justice as an object of criminal law protection. The paper studies the feasibility of referring the activities of inquiry, investigation, prosecution bodies, and the activities of defense agencies enforcing court decisions and sentences to justice. The results allow classifying such activities as justice; the authors conclude that the title of Chapter 31 of the Criminal Code needs to be changed.

The paper considers the description of linguistic personality characteristics in their problematical aspect. Taking into account the means of speech portrait methodology, the paper aims at justifying the necessity of a new aspect in linguistic personality description: a collective speech portrait of linguocultural representative in the social role of the mother. The history of speech portrait creation, classification of speech portraits, and the topicality of the issue are presented in the paper through conducted research analysis. The paper describes the specifics of the inclusion of Bachelor’s Degree students in system of scientific and research work in the course of studying pedagogical disciplines. Scientific and pedagogical research provides high-quality construction of the model of the teacher’s development (acme-trajectories of formation) in terms of continuing professional education through practice-oriented implementation of the idea of development of personality of a future teacher in the model of the principal activity, ensuring a smooth transition from reproductive knowledge to productive knowledge within the technology of system-pedagogical modeling. The quality of the solutions to the problems in the structure of teacher training is regularly verified in the system of scientific research in the evaluation of the research papers published in the proceedings of International scientific-practical conferences, scientific and pedagogical journals in Russia and abroad.

The paper presents the technique of designing the preparatory period of training of students-athletes engaged in sports aerobics. Load components were defined taking into account its distribution in each microcycle, which will allow the trainer to correct the training loads during the preparatory period, taking into account the educational activity of athletes. The author made an attempt at distributing the means of physical and technical training during the preparatory period within the academic year in higher education institution for athletes’ reaching their optimum form for the competitions. Thus it is very important to consider that students are compelled to skip training classes in due to with educational tasks or illness. The methods of pedagogical experiment and statistical data processing were used. Materials. Planning of the preparatory period within the academic year is one of the main aspects of training students-athletes for competitions. The following factors influence the design of the preparatory period: the educational process, test and examination sessions, the vacation period. At various stages of the preparatory period it is important to consider the most expedient ratio of volume and intensity of the performed work, and also the separate or consecutive development and improvement of physical qualities. The load ratio in the preparatory period at students-athletes engaged in sports aerobics in non-special higher education institutions considered in the paper will help athletes to have reached their optimum form by the beginning of the competitive period.

The paper is devoted to the content analysis of regional (Russian) textbooks of German as a foreign language conducted in the framework of studying for the Degree of Bachelor of German Philology at theUniversityofVienna. The paper examines the presentation of examples illustrating the use of subordinate clauses with the conjunction dass in three school-level textbooks of German as a Foreign Language („Academic school textbook” by I. Bim, “Wunderkinder” by O. Radchenko, “Mosaik” by N. Gal’skova), concluding that the authors use different linguodidactic concepts. The aim is to draw this to the teachers’ attention and to encourage the modification and optimisation of lessons in this subject. Research has shown that not all the textbooks adhere to a strict polarization within the concept (explicitnessimplicitness; deductive-inductive etc.), which indicates their potential of conceptual openness, of which the teacher could derive maximum benefit in a particular context and for a specific audience.

In this paper the acmeological approach is used to analyze the effectiveness of training managers. The data on the Presidential Programme implementation in Kemerovo region are presented. The paper describes the experience of creating acmeological conditions within the framework of Management (Type A) Programme implemented by Kemerovo State University.

The paper is devoted to the floodplain soils ofKrasnoyarskforest-steppe. The aim of the paper is to characterize the morphological properties of the floodplain soils of small rivers (tributaries of theYeniseiRiver): the Berezovka, the Esaulovka, the Kacha and the Buzim in theterritoryofKrasnoyarskforest-steppe. The authors continue a comprehensive study of floodplain soils, which is supported by new materials. The dominant type, elementary dominant soilforming processes for all the studied floodplain soils of small rivers of theKrasnoyarskforest-steppe are determined. The research reveled the characteristics of macro-morphological and micro-morphological properties of alluvial peatgley soils, black soil and dark humus alluvial soil – the dominant soil types which occur both at low and at high levels of floodplains. There are the sub-types of the dominant soil type: alluvial dark humus hydro-metamorphosed soils (typical for floodplains of the river Berezovka); alluvial dark humus gleyey soils (typical for floodplains of the Esaulovka, the Kacha and the Buzim). The sub-type depends on the varying degrees of the soils development and the width of humus horizons. The evaluation of floodplain soils in terms of their fertility and evolution was perfprmed.

The paper discusses the challenges of student recruitment which Russian humanitiarian and classical universities face during the admission campaign. The methods used in career guidance by Kemerovo State University and the Faculty of Political Sciences and Sociology are described with estimation of their efficiency which was received from surveying the first-year students in 2015. In this research career guidance is explored in conjunction with the methods of public relations, understood as the work of the University aimed at professional self-determination of senior schoolchildren and creation of a positive im-age of KemSU and its faculties. During the research a special influence of “opinion leaders” (school teachers of History and Social Studies) on the formation of their students’ opinion the departments (Politology/Sociology) and the Faculty was found. On the base of the results the paper offers suggestions for forming career guidance. It is recommended to intensify the work on creating a positive image of the university and the faculty in the real and virtual information spaces, including print media, television and web resources; to work more carefully with school teachers of History and Social Studies which are the main opinion leaders for senior schoolchildren – future entrants; to accumulate the methods and techniques to counteract more successfully against the information creating a negative image of KemSU and the Faculty of Political Sciences and Sociology in the virtual space, including the popular communities in social networks and independent web resources.

The paper presents the analysis of the labor mobilizations in Kuzbass region in 1920 – 1921. The author emphasizes the cause-and-effect relation between the labor mobilization and the food supplies from Siberia to the famishing provinces of European Russia and the Urals during the fuel crisis because of the labour resources shortage in coal mines. The paper focuses on the role of the Siberian Revolutionary Committee in the realization of the plans of largescale displacement of labour force in the Kuznetsk Basin. Basing on the synthesis of the archival documents of Kemerovo, Novosibirsk and Tomsk regions and the Russian State Military Archive, the research revealed the sources of labour resources recruited in accordance with the labour duty for the coal mines of the Kuznetsk Basin and the construction of the Kolchugino-Prokopevsk mines railway. The quantitative membership and periods of labour activity of different groups of mobilized people are disclosed. The work shows qualitative and quantitative changes of mobilized workers in the Kuzbass coal industry. The work also gives a general characteristic of the economic activity of the Siberian labour army. The author comes to the conclusion that in the long run the labour mobilization did not significantly affect the replenishment of the workforce in Kuzbass. The study results allow us to extend the understanding of the formation of Kuzbass as an industrial center of Siberia.

The paper considers the mathematical model of one-type population growth, evolving in time and twodimensional space, e. g. a population of agamogenetic bacterias on a plane. The area where bacterias grow is a rectangle, which is further divided into several identical rectangles. For each rectangular area the precise value of bacterias number is known. Time in this model is continuous. The model includes birth and moving between adjacent areas. The intensities of the movements are called random environment. In general, the random environment is assumed as inhomogeneous: the intensity of the bacterias’ movements depends on the current position and the chosen direction. Based on this model the authors formulated and solved the problem of predicting the growth of bacterias in time and estimating the number of bacterias in unobserved areas based on the known values in several observed areas in the moment of observation. To solve this problem the analytic form of the conditional mathematical expectation of the number of bacterias in each area was found. The paper is concluded with the results of a computer program solving these problems.

The paper discusses the ontological and epistemological potential of the use of the categories of “everything” and “nothing” to describe the modes of human existence. People are represented as seeking for superbeing and corposana, constantly transcending themselves and the surrounding reality. Man is “the middle” between Nothing (which contains potentially Everything) and Everything (like relevance, which is always incomplete in any respect, that is, always contains Nothing as relevance). Man is defined through the concept of “soul”, which is understood as Everything that is human. People are “bigger” than the world, as the world is always “too small” for them. The paper discusses the development of the processes of understanding “everything” and “nothing” as modes of human existence in the ancient, medieval, Renaissance and modern thought.

The paper attempts to examine the reasons for the growth of sectarianism in Siberia due to resettlement of Protestant population from the Central provinces of Russia. The research disclosed the methods and forms of the Russian Orthodox Church struggle against non-Orthodox confessions in Siberian during the mass peasant movement of the late 19th – early 20th centuries, the paper presents the percentage of Orthodox population and that of the followers of non-Orthodox confessions in Siberia during the studied period. The authors substantiate the idea that the relations that existed between ethnicity and religious affiliation influenced the emergence of the confrontation between the Siberian Orthodox clergy and believers of other faiths. Of particular interest is the conclusion that the religious factor had a special role in the process of formation of the ethnic identity of Russians in Siberia. The paper proves that in the studied period the practice of enforcing the norms of religious tolerance in Siberian was predominantly influenced by the political factor

The paper reveals the question of physical education of children aged 5 – 6 years old through a range of exercises with elements of Hatha-yoga, which allow you to focus on the development of the mobility of the spine strength and endurance of the muscles, joint health, help maintain good health. High efficiency of the yoga adapted to children’s body is as well due to its ability to restore the protective system of the body and metabolism, normalize the functioning of the nervous system and circulation. The authors reveal the content of the developed complex of physical exercises with elements of Hatha-yoga, which includes asanas adapted for children of preschool age. Exercise is directed on developing such physical qualities as strength endurance, coordination and flexibility. The sequence of the exercises was determined on the basis of the physical effect of the exercises on children’s body, muscle groups involved in performing asanas, as well as coordinating the difficulty for the development of positions. In practicing the complex, attention was also focused on different ways of breathing. From the inventory of the Hatha-yoga breathing exercises the authors chose to use the exercises to build children’s skills of full breath through the gradual development of the methods of abdominal (diaphragmatic) breathing, breast breathing, and surface (clavicle) breathing. The exercises to the control air flow and regulation of breathing were used as well. The paper presents the results of the pedagogical experiment, which confirms the effectiveness of the developed complex for both boys and girls of preschool age. The proposed complex of physical exercises with elements of Hathayoga is recommended for development of physical qualities of children aged 5 – 6 years old at extra-curricular physical exercise classes.

The paper deals with the problem of modern students‘ visions of happiness. The authors propose a conceptual model of visions of happiness. According to the authors, the vision of happiness is a complex cognitive structure, which belongs to the category of implicit (internal) and social (cultural and historical) representations, defining the person‘s attitude to happiness, the ability to perceive it, awareness and experience. The paper shows that the average level of happiness prevails among students. Problems were identified in the research for most indicators: some indicators of vitality, irrational аttitudes, indicators of the scale of existence have a low degree of expression. Correlation analysis showed that the perceived happiness is interconnected with a high degree of life satisfaction and subjective well-being; with vitality, with the absence of irrational attitudes, with the absence of irrational settings, with high values on the scale of existence. This problem continues to be developed, taking into account a variety of factors: age, gender, cultural, ethnic, social, etc.

The paper addresses the problem of group coping. The authors note that today the situation of group reactions to difficulties are studied mainly in the framework of dyadic interaction (family coping) or within large social groups (collective coping). The study focused on group coping with the difficulties at the level of small groups, an attempt is made to distinguish it from group defense mechanisms. Group coping refers to the way shared by all group members to cope with the objective stressful situation that threatens the integrity of the group and mobilizes its resources. The paper presents the data of an experimental study showing that the strategies of group coping are not a set of group members‘ individual copings, and that there is a correlation between the strategies of group coping with the effectiveness of group decisions and the level of group cohesion.

The paper regards the analysis of the phenomenon of «oniomania» as the social-psychological problem. The basic socio-economical, psychological and valeological consequences of oniomania as the addictive form of behaviour are regarded in this paper. The results of the social investigation of students are presented. The author proves the existence of an inverse relationship between the human desire for super consumption and their life‘s filling with meaning orientations. The ways of the prophylaxis and correction of students‘ addiction are characterized in the conditions of existential psychological trainings. It is concluded that the more people are focused on self-actualization and personal growth, the less it is characterized by addictive patterns of behavior.

The paper analyzes conceptual determinants as well as practical EU steps towards Common European Security and Defense Policy (CESDP) development. The purpose is to reveal the peculiarities of CESDP evolution with the example of the EU actions towards crisis regulation in the Caucasus region. The paper methodology includes the principles of historicism, objectivity, systemic, concreteness as well as the methods of historical and political research: synchronous, chronological, comparative benchmarking, source analysis techniques, event analysis, historical induction and deduction. The results of the paper include new scientific data on the dynamics of the EU actions towards crisis regulation in the Caucasus region. It is pointed out that despite the evident growth of the EU structural potential in the sphere of conflict resolution since the foundation of CESDP it is untimely to talk about the EU as an influential actor of international security system. The paper outcomes can be used by Russian state authorities when elaborating new technologies of effective complex use of military and civil tools towards constructing common European security architecture.

The purpose of the paper is to consider the ideological background of Oswald Spengler‘s cultural-historical theory in his work The Decline of the West, which influenced the formation of his political views as an ideologist of the German ―conservative revolution‖. The author analyzes the problem of Spengler‘s ideological transition from political and ideological traditionalism to the ideology of ―conservative revolution‖. In the context of the cultural-historical concepts of The Decline of the West the paper reveals the relations between Spengler‘s theoretical and methodological views on the historical process and his political ideas.

The paper discusses the possibilities of the modern school in the development of skills for effective interpersonal and inter-group interaction as a means to prevent ethical conflicts. On the basis of the conducted research the author proves the necessity of prevention of ethnic conflicts through the development of intercultural competence of adolescents. Inter-ethnic conflicts are considered as a special case of social conflict when conflicting groups have been formed on an ethnic basis. The paper presents the results of the psycho-prophylactic work aimed at the development of the components of intercultural competence, communicative tolerance and ability to accept others. The obtained data allow drawing conclusions that intercultural competence can be instilled through prevention programmes aimed at the reduction of conflict, the development of communicative skills and learning about the culture and traditions of other nations. The most significant changes are observed in such indicators of intercultural competence as the tolerance to opposing views and opinions, the ability to avoid conflict situations and understanding the peculiarities of different nations.

The paper analyzes latest crisis events in Ukraine within the context of contemporary German-Russian relations as well as European security problems. The purpose of the paper is to reveal the peculiarities of conceptual position as well as practical German steps towards Ukraine crisis taking into account continental security problems and RussianGerman dialogue dynamics. The paper methodology includes the principles of historicism, objectivity, systemic, concreteness as well as methods of historical and political research: synchronous, chronological, comparative benchmarking, source analysis techniques, event analysis, historical induction and deduction. The results of the paper include new scientific data on the specific German position towards latest Ukrainian events. It is pointed out that Berlin foreign policy, aimed at hard counteractions to Russian ideas and interests and formed well under external influence, needs to be reformatted otherwise such policy may weaken both internal and foreign positions of German Chancellor A. Merkel. The paper outcomes may be used by Russian state authorities when elaborating new technologies of effective use of bilateral diplomacy tools as well as taking part in constructing common European security architecture.

The paper deals with the reception of Jean Bodin‘s political ideas in the works of Thomas Hobbes. The analysis of the relationship between the political traditions of France and England helps understand the presentation of the ideal political system of European thinkers of the Early Modern period. Bodin‘s theory of sovereignty is an essential part of Thomas Hobbes‘s doctrine. This may be verified in the theory of civil obedience, as it is reflected in both authors‘ works. The paper attempts to verify this hypothesis and other themes by comparing the subjects and issues raised in the works of Bodin and Hobbes that determined the development of modern legal and political thought. The paper suggests that the relationship between Bodin‘s and Hobbes‘s intellectual ideas may be stronger than it is assumed in the historiography.

Contemporary migration is a global phenomenon and only all the affected states together can direct it. The 1990s witnessed the beginning of using foreign policy instruments in migration governance which means the cooperation among the countries of origin, transit and destination of migrants. This paper covers regional consultative processes which have become a new tendency in global governance of migration. Having analyzed the European Union and the International Organization for Migration documents as well as foreign researchers‘ articles, the author concludes that regional consultative processes are rather effective and convenient for most participants. This paper is an overview of the successful EU experience in this sphere of world politics. Russia should explore it and become more active in this issue in order to take part in the global governance of migration.

The paper focuses on the complex, non-linear nature of relations between the parameters of value-semantic sphere and features of human temporal perspective. Time perspective and value-semantic dimensions of human life-world are considered in their interdependence with each other within a holistic process of life-fulfillment, in relation to which they act as ―cross-cutting‖ symptoms; for this purpose individual characteristics of this relations are defined by features of human chronotopic organization. The time perspective, considered in unity with value-semantic dimensions of human lifeworld, is revealed in a new meaningful composition (which includes the meaning of life orientation, existential performance, basic beliefs, meaningful goals) acting as an element in the structure of higher-transspective life-fulfillment. On the basis of empirical data, typological methods of chronotopic life-world organization are identified and described. It is shown that the features of time perspective and value-semantic characteristics, that are consolidated in the image of the person‘s world, are associated with their preference for one or another field of employment as one of the basic components of adult lifestyle. The paper demonstrates empirical evidence that awareness and harmonization of temporary locuses of value and semantic parameters gives a person a real opportunity to find their ―inner center‖, switch to selfdetermination and choose an emotionally rich, meaningful live.

The paper considers the problems of political socialization of youth in the conditions of the modern Russian province. It reveals the role of political socialization in the formation of the system of political values which is the cornerstone of political culture of various communities. The general characteristic of the system of values of «provincial» youth is given. The importance of supporting valuable development of the Russian province youth in the context of ensuring political stability of the society is reasoned. Psychological and pedagogical, social and political and information technologies of assistance to valuable development of youth are revealed. In this aspect, the authors prove the key role of information technology associated with the reduced role of traditional institutions of socialization along with growing importance of mass communication. The paper provides a detailed description of the Internet as one of the major agents of socialization of youth, the positive and negative effects of its use are analyzed. Information threats to the process of socialization of youth in the Internet environment are identified and systematized. The paper argues for the necessity of development and realization of a complex of measures for ensuring information security of youth in the process of political socialization. The authors‘ interpretation of information security of youth as a state of safety from the negative impact of threats to the deformation of social and individual consciousness is given. The paper reveals content of psycho-pedagogical, socio-political and information technologies facilitate the process of value determination of youth, based on the creation of conditions for independent choice and internal acceptance of higher spiritual values. On the basis of the conducted theoretical research, the authoirs arrive at the conclusion about the necessity of incorporating information technology in the package of measures to ensure effective political socialization of young people, creating conditions for prevention of extremism and radicalization of political participation among the youth, and thus ensuring sustainable, stable development of the society.

The paper examines the plan of preparation and holding of elections to the People's Chamber in 1950. The author gives an estimate of their value in the context of US-Soviet confrontation. The paper substantiates the importance of studying the significance and character of elections in terms of social experiments, the role of elections in Germany while maintaining the authority and control of the occupying powers. The author emphasizes the need to study the impact of the co-existence of two German states on the security of the winner-states and the security sector. With regard to the German Democratic Republic, the Soviet leadership had two seemingly contradictory objectives: a) to strengthen pro-Soviet elements; b) to create more favorable conditions for further negotiations on the unification of the country, taking into account the security interests of the USSR. The paper uses archival sources: the conversations the President of the Soviet Control Commission in Germany with the leadership of the German Democratic Republic.

The paper is devoted to some aspects of the European Union cultural policy. The relevance of the research is determined by the aggravation of the relations between Russia and the European Union at the background of the Ukrainian crisis and by the influence of the strained relations on the sphere of culture. The paper considers the process of formation and the legal base of the cultural policy pursued by the European Union, as well as problems caused by implementation of those provisions. The EU cultural programmes are being analysed as a factor of forming the European identity. General approaches to the cultural policy are being stated. Preservation of self-sufficiency and independence of the Union members in matters of culture acquires an important role. Such approach results in multiple standards of rendering historical and cultural heritage of Europe. The conclusion made in the paper is as follows: a plenty of contradictions lie in the ideological and legal base of the European Union cultural policy that provoke conflict situations, both within the Union and with other countries, including Russia.

Basing on a wide range of published and unpublished sources the paper presents the current state of the source base and typology of the documents related to the process of recruiting, training, further professional activities, as well as the post-war prosecution of the SS overseers (SS-Aufseherin), female guards in the Nazi concentration camps (1938 – 1945). This paper is the result of the author‘s work in a number of foreign and national archives. In total, in elaborating the theme archival materials of the Russian Federation, Germany, Poland, the Czech Republic, and Austria were used. The paper is devoted to the settlement of the question of reparations in the context of the relations between Germany and Britain in the second half of the 1920s. The paper aims at describing the main milestones in the solution of the problem of reparations and designating the reasons for the revision of the Dawes Plan. The paper also pays attention to the evolution of British and German policy in the reparations question, the role of particular political figures in its regulation. A conclusion is made about the combination of economical and political reasons for the revision of the Dawes Plan. For almost two years the British Government opposed that revision, hoping to force its position. Due to the pressure of the Allies on London and the beginning of Germany‘s economic difficulties, eventually Britain met Berlin and the Allies halfway.

The paper presents the problem of evolution of German migration policy at the turn of the 20th – 21st centuries. The main aim of the paper is to analyze the regulatory framework of this policy, adaptation programmes and their influence on modern migration processes. The author pays attention to the Middle East and African migration and its impact on the formation of multicultural German society. The paper also describes the main institutions responsible for the elaboration and implementation of migration policy, makes an analysis of their main activity and evaluates the effectiveness of policy implementation.

The paper poses the problem of the organization of extracurricular activities for the purpose of ethnic socialization of schoolchildren. Ethnic socialization of the individual is understood as a process of formation of ethnic identity, values and tolerance. The authors emphasize that under the new GEF extracurricular activities are designed to provide spiritual and moral development and socialization of students through the organization of excursions, conferences, debates, round tables; creating clubs and elective classes, school scientific societies, research and others. The educational institution determines the forms of organization of extracurricular activities. Therefore, instructional design and organization of extracurricular activities is important in the context of ethnic socialization of students. It is shown that the design of extracurricular activities programs in the ethnic socialization of students requires the development of specific objectives, the content of the studied material; the application of innovative methods and means of training and education etc. The paper provides the guidelines for implementing the program of extracurricular activities, as well as its methodological foundations, approved in the regional model of School of communication.

The paper examines the concepts of ―value and ―conflict of values. The possibilities of using metaphorical association cards to resolve the conflict are revealed. A scheme of conflict resolution with the help of metaphorical cards is presented. The authors provide an algorithm for analysis of ethical dilemmas using the methods of art therapy. The proceedings will be useful to specialists working in the counseling practice using metaphorical cards for resolution of a wide range of interpersonal problems including conflicts of different nature. Metaphorical cards are a valuable tool of psychological work, which is clearly shown in the paper.

The purpose of this paper is to explore the problematic and effectiveness of psychotherapeutic practices in the context of risks of psychological capitulation. The paper presents the results of phenomenological research of client activities, therapist activities and helpful therapeutic effects in existential group therapy. The data were collected during the group therapy given by Dr. A. E. Alekseichik ―Life Psychotherapy. Intensive Therapeutic Faith‖, held in November2014 inthe city ofKemerovo,Russia. To collect the data we used the measures developed by Mick Cooper and John McLeod (2011) and described within the framework of the pluralistic approach of psychotherapy they pioneered. The study required to collect reflexive assessments and reports by the participants of the therapeutic group. The purpose for collecting and processing the data analyzed in this paper was to identify the meanings of the most effective activities, events and processes.

The paper provides a historical retrospective of the transformations which led Kosovo from being one of the historical regions in the north-west of the Balkan Peninsular to becoming an autonomous political entity within Yugoslavia and, finally, to obtaining its own statehood. The paper further discusses the international reaction to Kosovo‘s unilateral declaration of independence in 2008, revealing the two main principles of international law applicable to the Kosovo question: sovereignty and peoples‘ right to self-determination. A special focus is put on the ruling of the International Court of Justice regarding the 2008 Kosovo declaration of independence. It is demonstrated that such decision considers Kosovo‘s declaration to be a fact by no means setting a precedent and that this decision does not involve the two international law principles mentioned above. However, the reaction of international actors to this ruling shows that the wide recognition of Kosovo‘s statehood is actually considered as precedent-setting. The result of the Kosovo case is destruction of the universal character of sovereignty as a principle of international law, which will inevitably lead to growing chaos in the international relations.

The paper introduces the concept of integral conservatism, covering the spiritual heritage of the German philosopher Ernst Jünger (1895 – 1998) in the final period of his work. The author analyzes the impact of his ideas on the European conservatism and considers their relation to the ideological and political theory and practice throughout the whole political spectrum in the last third of the 20th century. As a result, the paper concludes that the final period of Ernst Jünger‘s work is characterized by special synthesis, giving reason to believe his conservative to be integral, that is, including all types of conservative ideological and political tradition, as well as to talk about the serious influence of the writer‘s ideas on the entire conservative camp without exception. The research results can be used for further analysis of the nature of the changes taking place in the modern Western conservatism.

The paper analyzes one of the major sources on Pan-Germanism history (not translated in Russian) – a political lampoon by Heinrich Class, the leader of the Pan-German Union. The author considers the structure, logics of statement, and also Class‘s essentially important conceptual approaches regarding the reorganization of the German state and society on the eve of World War I. Class's conception attracts research interest, first, as it reflects the views of the conservative nationalist block of the German elite, secondly, as it is the source testifying to a change of consciousness in a part of the German society that predetermined its loyalty to the national socialist regime. The fact of its numerous reprinting, including post-War (more than ten times) testifies to the popularity of Class‘s lampoon. The author critically considers Class‘s intention to keep the name of the lampoon even after the revolution and the crash of monarchy in Germany. The paper considers the researchers‘ points of view on the problem of Pan-Germanism and Pan-German published works (J. Leicht, R. Hering, H. Hagenlücke). The paper bases on the documents collected by the author in German archives and libraries.

The paper attempts to reassess the British politics in Europe and to formulate a new vision of Great Britain‘s role in the development of Versailles international order in the first half of the 1920s. This interdisciplinary research was performed by using the methods of multifactor and system-analysis of international relation along with historical and political methods. The author notes that the turning point of Great Britain‘s European policy emerged in 1921 and was connected with developing a complex foreign policy programme of ―European reconstruction‖. This policymaking process before and at the Genoa Conference of 1922 is researched in the paper. The study of the diplomatic aspects in the foreign policy implementation is based on the investigation of the personal political style and diplomacy of D. Lloyd George‘s, the British Prime-Minister at that time. Despite the British foreign policy aims were partly achieved at the Genoa Conference, the priorities of the British policy addressing European problems remained urgent in 1923 – 1925. The author concludes that the leadership of Great Britain in the Versailles order stabilization was provided by such basic features of British foreign policy as continuity and systematic political thinking.

The paper discusses the model of interethnic communication culture (ICC) of modern teachers. The topicality of theoretical and experimental study of the culture of interethnic communication and its components is founded in this paper. One of the conditions of ICC development for future teachers in the learning process at the university is considered to be the introduction of a specially designed program of developing interethnic communication culture in the learning process. The analysis of the experiments results showed a high degree of interrelation between future teachers‘ interethnic communication culture and their level of development of such qualities as empathy, assertiveness, communicativeness, emotional stability, tolerance and ethnic identity. Statistically significant differences in the level of development of all components of future teachers‘ interethnic communication culture before and after the introduction of the Ethnocultural training in the educational process were also discovered. Based on the results of experimental investigation, the psycho-pedagogical model of interethnic communication culture is presented.

The paper is devoted to the analysis of the royal public ceremonies in the Middle Ages and the Early Modern Period considered in the papers of British and American historians of the late 20th – early 21st centuries. The author analyses the ceremonial trips of French and British Monarchs, matrimonial ceremonies and the procedure of farewell with dead rulers in England and France. The scientists‘ views on the rituals are studied, their approaches to analysing the key elements of the ceremonies and their general interpretation of these public events are evaluated. The author marks the principal features of ceremonial processions from the point of view of the represented specialists and their significance for the power presentation and its sacralization. Research revealed that ceremonial events with participation of a monarch were one of main ways to establish a connection between a monarch and their homagers. The author marks the researchers addressing to the concept of social dialogue as a way to form the sacral image of power.

The paper investigates the inner-relations and their influence on the transformation of modern political parties. The basic trends in the transformation of political parties in the EU are exposed: traditional big parties are losing their popularity and influence, and new parties emerging due to socio-political transformation of the contemporary society and changes in the forms and style of political communication. Particular attention is paid to the analysis of the functioning of the German political parties that use modern tools and strategies in their struggle for the conquest and retention of state power and, ultimately, are drawn into the process of cartelization. Few interactive methods to attract voters are used so far, but there is a tendency to expand social networking during election campaigns. Political activity becomes professional. The paper describes the features of intra-party and inter-party cooperation of German political parties at the present stage. The author shows the features of political communication among major political parties in Germany, where an important role is played by the ability to work in coalitions and to interact effectively with the business at all levels.

The paper looks into the prospect of analyzing the correlation between the communicative behavior of a participant to the communication act and his/her linguistic capacity. The methodological platform of the current research is laid down by the theory of autopoiesis. Within this framework the communicative event is viewed as the process of adaptive interaction of self-organizing systems. The paper features the findings of the experimental research with Russian native speakers who learn English as a second language in order to show how autopoietic principles can be applied. The research reveals that a participant is not aimed at communication when his/her level of linguistic capacity prevents a more thorough understanding of the text and speech act production. In such cases various adaptive mechanisms or strategy of self-presentation may be employed. The study proves that linguistic capacity determines the level of understanding environmental factors by a living system (a participant of communication) and its ability to recursive interaction with the environment.

The paper is devoted to analyzing the development of the German nationalism in the days of the Weimar Republic. A comparison of conservative and national-socialist projects of nationalism is carried out. The author uses the methodological approaches of modern intellectual history. Nationalism is considered as an alternative to the democratic Weimar system. The paper notes the existence of several nationalist discourses in the Weimar Republic, which points to alternativeness of the development of the right movements in Germany. The nationalism, anti-democratism, antiparliamentarism, denial of conditions of the Versailles peace treaty and aspiration to its audit was the general element of the right German movements

The paper focuses on the everyday life of Maria Vasilchikova, a representative of the aristocratic society, in 1940 – 1945, when World War II made adjustments to the peaceful life changing it thoroughly. The author highlights the substantial impact of military actions on M. Vasilchikova‘s emotional state and, consequently, their impact on the described newsfeed and its display in the memoirs. The paper concludes that the psychological state of the author of the diary had significant influence on the choice of the expounded news, creating an emotional background for the narration.

The paper discusses the ethno-psychological aspect of the value orientations structure of the Baikal region students. The paper presents only a part of the data from a large-scale cross-cultural research. The objective was to study the structure of value orientations of students from different nationalities living in the Baikal region. The study used the method of survey which was taken by more than 900 students of Russian and Buryat ethnic groups living in Irkutsk region and Buryatia. The results of the study showed that the structure of value orientations of young people has some differences which depend on specific national characteristics. The structure of the value orientations of young people of Russian and Buryat ethnic groups living in Irkutsk region significantly differs in a number of life values in comparison to the structure of value orientations of Russians and Buryats living in the republic of Buryatia. These differences indicate that the factor of human habitation in their motherland affects the development and the formation of values in life. Universal basic life values such as respect for the relatives and friends, family and marriage, love and friendship, regardless of the ethnicity and the region of residence, occupy a significant place in the structure of the value orientations of young people. The results of our research will be applied in practice and will make a valuable contribution to the currently important, significant area of research which aims to understand patriotism and interethnic harmony.

The paper presents the analysis of the results of the empirical research devoted to the self-development visions of different age and social groups. The conclusion is given in social context and personality activity which determine the importance of self-development and subjective vision of its effectiveness. The paper grounds the idea that the specifics of the social situation of personality development, the context of its functioning play an important role in determining the visions of self-development; the distortion model of development, a narrow range of scenarios, broadcast significant environment limit the identity construction of possible trajectories of self -development. The study of the ideas about the self-development of people belonging to different age groups allowed us to draw conclusions about which resources for designing self-development are used in adolescence and young adulthood, the period of maturity. Overall, the study revealed that the significant resources for designing and performing the selfdevelopment are: its value for the individual, subjective activity, reflexivity, existential responsibility, involvement in a variety of human activities, the availability of appropriate models.
