Introduction. The new digital economy and its constantly evolving paradigm have completely transformed the model of doing business and the learning methods. MOOCs (massive-open-online-courses) and micro-credentials are the educations interfaces, have become an important teaching environment tool. Distance learning has become an indispensable alternative teaching method in updating and transferring classical education materials according to real-world settings, especially for learners in higher education.Aim. The current research is aimed to address the society's readiness and attitude direction to the concept of MOOCs and distance learning, highlighting its emergence and inevitability for educational institutions of all types in order to make a fundamental change in their curricula, especially in e-business courses, which are the most demanded training courses on MOOCs platforms.Methodology and research methods. In the study, the awareness and recognition of the online community on the MOOCs concept is examined. In this direction, Turkish people's perception and attitudes toward MOOCs have been addressed via sentiment analysis on Eksi Sozluk, the largest social communication and discussion platform in Turkey.Results. According to the sentiment analysis results, it has been determined that 52% of respondents have positive judgments on distance education and MOOCs, 29% of responses are neutral and 18% are negative. In general, distance education and MOOCs are perceived as a useful new education model by the Turkish people.Scientific novelty. This paper is the first sentiment analysis of learners' opinions on MOOCs and distance learning in Turkey. Considering the increasing awareness of MOOCs and the need for e-business education, as the most demanded type of MOOCs, this is the first study investigating the priority of these two phenomena within the context of COVID-19.Practical significance. It is thought that this study will contribute to the stakeholders in terms of showing how MOOCs and micro-credentials have a high potential to understanding trends in education especially in the new normal after the COVID-19 pandemic. The holistic education model of institutions has difficulty meeting the competitive nature and result-oriented approach of the e-business ecosystem. This market reality requires the institutions to offer more to-the-point and applied education solutions. In terms of e-business (e-commerce, digital marketing) education, the importance of MOOCs as a solution-focused on “how” rather than “what” has been comprehensively discussed in the paper. Введение. Новая цифровая экономика и ее постоянно развивающаяся парадигма полностью изменили модель ведения бизнеса и методы обучения. MOOK (массовые открытые онлайн-курсы) и программы микроквалификаций - это образовательные интерфейсы, которые превратились в важный инструмент учебной среды. В высших учебных заведениях дистанционное обучение стало незаменимым альтернативным методом преподавания при обновлении и передаче классических учебных материалов в соответствии с реальными условиями.Цель данного исследования - определить готовность и отношение общества к концепции МООК и дистанционного обучения, а также подчеркнуть неизбежность их использования в образовательных учреждениях любого уровня, для того чтобы внести фундаментальные изменения в учебные планы, особенно в программы курсов электронного бизнеса - наиболее востребованного направления образовательных курсов на платформах МООК.Методология и методы исследования. В исследовании анализируется осведомленность общества о концепции MOOK. Восприятие и отношение респондентов к МООК было рассмотрено с помощью сентимент-анализа на платформе Eksi Sozluk (социальная коммуникационно-дискуссионная онлайн-площадка). Результаты. Согласно результатам сентимент-анализа, 52 % опрошенных оценивают дистанционное обучение и МООК положительно, 29 % - нейтрально и 18 % - отрицательно. В общем, дистанционное образование и МООК воспринимаются респондентами как новая полезная модель образования. Научная новизна. Авторы впервые провели сентимент-анализ мнений о МООК и дистанционном обучении среди пользователей этих платформ в Турции. Это первое исследование, в котором рассматривается приоритетность растущей осведомленности о МООК и необходимости в дистанционном бизнес-образовании как наиболее предпочтительном типе МООК в условиях пандемии COVID-19. Практическая значимость. Предполагается, что данное исследование будет способствовать демонстрации заинтересованным участникам того, что МООК и программы микроквалификаций имеют высокий потенциал для осмысления тенденций изменения образования, особенно в условиях модели новой нормальности после пандемии COVID-19. Целостная образовательная модель учреждения образования сопряжена с трудностями в плане соответствия конкурентному характеру и ориентированному на результат подходу экосистемы электронного бизнеса. Рыночная реальность требует, чтобы учебные заведения предлагали более целенаправленные и прикладные образовательные решения для развития данной сферы обучения. Что касается курсов электронного бизнеса (электронная коммерция, цифровой маркетинг), то важность MOOК как решения, ориентированного на то, как, а не что, подробно обсуждается в статье. Раскрыты особенности внедрения цифровых технологий в сфере музыкального образования на традициях народной инструментальной культуры. Показаны потенциалы построения образовательного процесса на основе многовековых традиций русского народа, его богатейшего культурного наследия, в частности, народной художественной культуры. Показаны и проанализированы функции народной художественной культуры. Актуализировано значение знания и уважения культуры своего народа как гаранта самосохранения этноса, укрепления социального самосознания, формирования толерантных взаимосвязей и взаимоотношений с другими этносами. Рассмотрено значение народных инструментов в музыкальном образовании детей. Раскрыты возможности решения проблемы архивации продуктов культурного наследия и обеспечения к ним полноценного доступа. Продемонстрированы современные возможности дистанционного образования и использования ресурсов цифровых технологий в музыкальном образовании. The paper presents the peculiarities of introduction of digital technologies in musical education on traditions of folk instrumental culture, the potentials of building an educational process on the basis of centuries-old traditions of the Russian people, its richest cultural heritage, in particular, folk art culture. Functions of folk art culture are shown and analyzed. The core viewpoint of the paper is showing the importance of knowledge and respect for own culture as a guarantor of self-preservation of the ethnic group, strengthening of social self-awareness, formation of tolerant relationships and relationships with other ethnic groups. The importance of folk instruments in children's musical education is considered. The possibilities of solving the problem of archiving of cultural heritage products and providing them with full access are explored. Modern opportunities of distance education and use of digital technology resources in music education are demonstrated.

The article considers the actual problem of organizing the communication space of distance learning for first-year students of the university. The development of information technologies, the need to introduce innovative approaches, the emergence of global extreme social situations, such as the COVID-19 pandemic of 2019–2021years, – intensified the use of distance approach in educational activities. The purpose of this article is to study the experience of organizing the communicative space of distance learning, because communicative space is one of the key factors for effective learning. As a result of the empirical research, the issues of the formation of the communicative process, social connections and attitudes to educational activities among first-year students have been analysed. The paper concludes, that the effectiveness of the organization of the communicative space of distance learning depends largely on the communicative competencies of the teacher. The study reveals the most important competencies of teachers for organizing the communication space of online learning – the focus on innovation, the development of empathic abilities of teachers, business and Internet-communication skills.

В работе предпринята попытка предложить методы и практики для оптимизации онлайн-обучения. Сначало разобрана история развития дистанционного образования, проанализированы его определение и особенности. Затем в практической части было организовано обследование ситуации онлайн-обучения студентов, и по результатам опроса проводилась педагогическая деятельность. Наконец, предоставляются методы обучения и схем оптимизации онлайн-класса. The paper attempts to propose methods and practices for optimizing online learning. First, the history of the development of distance education is analyzed, its definition and features are analyzed. Then, in the practical part, a survey of the situation of online learning of students was organized, and based on the results of the survey, pedagogical activities were carried out. Finally, teaching methods and online class optimization schemes are provided.

В статье рассматриваются проблемы, с которыми столкнулись при переходе на дистанционный формат обучения из-за введения карантинных мер в связи с распространением COVID-19. При этом именно массовый переход на удаленный формат обучения позволил определить преимущества и почувствовать все недостатки дистанционной формы обучения. Методы исследования. В работе проведены социологические исследования в виде опроса родителей выпускников школ г. Рязани, студентов и преподавателей вуза на предмет удовлетворенности организацией дистанционной формы обучения, а также изменения уровня учебной нагрузки и возможных последствий для качества образования в результате перехода на удаленный формат обучения. По результатам исследования было выявлено, что в дистанционной форме обучения имеются проблемы технического и организационного характера, одними из которых являются перебои в работе онлайн-платформ из-за перегрузки; отсутствие должного программного обеспечения у учащихся, а также отсутствие прямого очного контакта между обучающимися и преподавателем; требование жесткой самодисциплины, мотивации. Проведенное исследование позволило сделать вывод о том, что дистанционная форма образования в современном ее виде ведет к снижению качества подготовки студентов высших учебных заведений и учащихся школ. Для повышения эффективности дистанционного образования необходимо активизировать работу по разработке новых образовательных стандартов, по применению новых методов и инструментов преподавания., The article discusses the problems encountered during the transition to the distance learning format due to the introduction of quarantine measures for Covid-19. At the same time, it was the mass transition to a remote learning format that allowed us to determine the advantages and feel all the disadvantages of distance learning. Research methods. In this paper, we conducted sociological research in the form of a survey among parents of school leavers in Moscow. Students and teachers of the university of Ryazan on their satisfaction with the organization of distance learning, on the change in the level of academic load and on the possible consequences for the quality of education due to the transition to a remote learning format. According to the results of the study, problems of distance learning of a technical and organizational nature were identified, among which are: interruptions in the operation of online platforms due to overload; the lack of proper software for students, as well as the lack of direct face-to-face contact between students and the teacher; the requirement of strict self-discipline, motivation. The study made it possible to draw the conclusion that the distance form of education in its current implementation leads to a decrease in the quality of training of students of higher educational institutions and school students. To improve the effectiveness of distance education, it is necessary to intensify work on the development of new educational standards, on the application of new methods and tools of teaching.

This research paper presents the results of the author’s survey aimed at assessing the digital competence of modern university teachers. The relevance of digital competencies is becoming more and more obvious due to the transformations in the activities of educational organizations. These changes concern the use of digital technologies not only in university management, but also directly in the educational process. The development of distance learning and remote interaction formats is an objective reality in the modern world. The purpose of this article is to make an attempt of assessing a university teacher’s digital competence level based on the general perception of his/her abilities and the digital technologies used in his/her professional activities. The author analyses the teachers’ readiness to use digital technologies and their attitude to distance learning. The study showed that the majority of the interviewed teachers have a high level of basic and universal digital competencies. It was found that most of the respondents already have experience of taking online courses to improve their professional skills. The analysis makes it possible to conclude that the teachers who participated in the survey demonstrate a high readiness to use digital technologies in their professional activities. The author’s study is not supposed to give a complete picture of all Russian university teachers’ digital competence level, since this requires both greater coverage of respondents and the use of other channels (beyond digital) to collect data within the survey. At the same time, this research allows to formulate possible ideas for improving Russian university teachers’ digital competence level, which nowadays becomes the key to improving their effectiveness. The results of the study can be used when working out universities’ personnel development programs in order to ensure a higher level of the teachers’ digital competence. В данной исследовательской статье представлены результаты проведенного автором опроса, направленного на оценку цифровой компетентности преподавателей современных вузов. Актуальность цифровых компетенций становится все более очевидной в связи с трансформациями, которые происходят сегодня в деятельности образовательных организаций. Эти трансформации касаются использования цифровых технологий не только в управлении вузами, но и непосредственно в образовательном процессе. Развитие дистанционных форм обучения и удаленных форматов взаимодействия – объективная реальность в современном мире. Целью данной статьи является попытка оценить уровень цифровой компетентности вузовского преподавателя на основе общего восприятия им своих способностей и тех цифровых технологий, которые применяются в рамках его профессиональной деятельности. Автором проанализировано, насколько готовы сегодня преподаватели к использованию цифровых технологий, и определено их отношение к дистанционному обучению. Установлено, что в большинстве случаев опрошенные преподаватели имеют высокий уровень базовых и универсальных цифровых компетенций и обладают опытом прохождения онлайн-курсов в целях повышения своей профессиональной квалификации. По результатам анализа делается вывод о том, что участвовавшие в опросе преподаватели демонстрируют высокую готовность к использованию цифровых технологий в рамках своей профессиональной деятельности. Проведенное автором исследование не дает полного представления об уровне цифровой компетентности всех преподавателей российских вузов, так как для этого требуются и больший охват респондентов, и использование иных каналов привлечения к опросу, а не только цифровых. Вместе с тем оно позволяет сформулировать направления по повышению у преподавателей российских вузов уровня цифровой компетентности, которая в современных условиях становится залогом повышения эффективности их деятельности. Результаты проведенного исследования могут быть использованы при разработке программ кадрового развития вузов с целью обеспечения высокого уровня цифровой компетентности преподавателей. В статье проведён анализ влияния глобальной цифровой трансформации на развитие и совершенствование методов и технологий подготовки ИТ-специалистов, сформулированы ключевые аспекты стратегии высокотехнологичного обучения квалифицированных и востребованных ИТ-профессионалов, обладающих сложными знаниями, умениями и навыками на основе интеграции задачно-ориентированного подхода и платформенного мышления в рамках парадигмы проектно-деятельностного образования. В статье предложена концепция автоматического управления профилями компетенций с использованием искусственного интеллекта для непрерывной актуализации учебных курсов и поддержания соответствия образовательных программ потребностям рынка труда, а для выполнения практических заданий предлагается использовать виртуальную компьютерную лабораторию, построенную на принципах самоорганизации для получения первичного практического опыта работы со сложными программно-технологическими решениями. Такой методический и технологический опыт призван не только повысить мотивацию учащихся за счёт свободы технического творчества с применением любого доступного программного обеспечения, но и благодаря отслеживанию паттернов обучения, сканированию интереса к тематике, формированию индивидуальных образовательных траекторий осуществить переход от индивидуальных педагогических теорий к новым формам обучения, которые базируются на статистически подтвержденной результативности для стимулирования более быстрого достижения образовательных целей и ускорения получения отдачи от прилагаемых усилий учащегося., The paper analyzes the impact of global digital transformation on the improvement of methods and technologies for training IT professionals, formulates the key aspects of the strategy for high-tech training of qualified and in-demand IT professionals with complex knowledge, skills based on the integration of a task-oriented approach and platform thinking. The article proposes the concept of automatic management of competency profiles using artificial intelligence for continuous development of training courses and maintaining the compliance of educational programs with the needs of the labor market. To carry out practical tasks, it is proposed to use a virtual computer lab, built on the principles of self-organization to obtain primary practical experience in working with complex software solutions. Целью работы является создание программных средств демонстрационного примера и контроля выполнения заданий для проведения практических занятий в дистанционном курсе «Интернет вещей» с использованием в качестве устройства IoT смартфона студента. Разработан сценарий проведения практических занятий, предполагающий использование смартфона студента в качестве устройства интернета вещей и обработку сообщений смартфона в облачном сервисе IBM IoT Platform. Разработаны программные средства смартфона с ОС Android, обеспечивающие передачу данных от встроенного датчика движения, а также программные средства обработки сообщений в IBM IoT Platform, которые можно использовать в качестве демонстрационного примера и основы курсовой работы. Разработаны программные средства контроля исполнения заданий с генерацией сообщений электронной почты, которые позволяют отслеживать этапность выполнения работ и создавать списки студентов с результатами выполнения., The aim of the work is to create demo software and task control for practical training in the Internet of Things distance course using a student’s smartphone as an IoT device. A practical training scenario has been developed that in-volves using a student’s smartphone as an Internet of things device and processing smartphone messages in the IBM IoT Platform cloud service. Smartphone software has been developed with Android OS that provides data transfer from the built-in motion sensor, as well as message processing software in the IBM IoT Plat-form, which can be used as a demonstration example and the basis of term paper. Software has been developed for monitoring the execution of tasks with the generation of e-mail messages, which allow you to track the phasing of work and create lists of students with the results of the execution.

The paper looks at the advantages and potential of network-based training of state forensic examiners, and the use of e-learning and distance learning technologies in continuing professional education in forensic science disciplines. The system of professional retraining developed by the RFCFS of the Russian Ministry of Justice is described in terms of how it combines face-to-face and distance learning approaches.

The paper proves the necessity of teachers’ readiness for introduction of the informational education environment to the higher school teaching process. The dynamic implementation of information communication and distance education technologies gives way to the more advanced level of pedagogic activity by broadening the teachers’ didactic, informational, methodological and technological horizons, and improving, therefore, the impact of education. The authors indicate the functional specifics of informational education environment that is designed to provide the full range of services and facilities for planning the student’s self-study work, consultations and controls. The components of teachers’ readiness for using information technologies in their daily professional work are defined including the motivational, technological, emotional, volitional, communicative and reflexive ones. The pedagogical tasks concerning the application of informational education environment along with organizational terms are outlined.

The paper analyses various foreign concepts of distance education of the past and future. In spite of the considerable progress in theoretical concept developments, the distance education still lacks the required scientific basis. This retrospective analysis is aimed at systemizing the key elements of the theory and practice of education in question, and outlining the main trends. The technology of distance education is reviewed from the following standpoints: industrialization development, distance concept and communication environment. The author points out that the modern concept of distance education has been developed under the influence of the postindustrial society and differs from the preceding approaches to education (pre-industrial and industrial); from the instrument of standard mass education it turns into the individualized way of acquiring the necessary knowledge and information. The innovative information and communication technologies make it indifferent to the time and space barriers; though the distance education is more then just a new way of transmitting the content of traditional education. The author regards it as the potential alternative to the existing educational system due to its capability to assimilate the principles of modern information society and meet its requirements.

The paper presents learning and the heuristic method in educating Civil Defense staff with a view to making appropriate decisions in emergency situations and a state of emergency with special reference to the use of heuristic models in the education of emergency teams and the command of the Army of Serbia. It is designed for command and teaching staff, as well as for the personnel of civil defense, the protection and rescue system (Department for Emergency Situations) and local governments (district chief executives, mayors and mayors-commanders and commanding officers of the Army of Serbia that can be employed in emergency situations during the protection and rescue of people and materiel. The heuristic approach to problem solving and learning should provide the training of command personnel from the local to the national levels in making adequate decisions after the proclamation of emergency and a state of emergency in parts of the territory, or across the territory of the Republic of Serbia. Introduction The modern world (post-industrial, technological, informational, global) needs people who are trained, ready and able to use new complex tools, who quickly and efficiently acquire, construct and apply a variety of skills, who actively and responsibly take part in complex social and economic relationships and processes in everyday life and make adequate, rational and best decisions, especially in emergency situations. In a rapidly changing world, where knowledge expands in complexity and quantity on a daily basis, and where sources of information in the field of emergency proliferate at a speed of light, data, information and facts can become irrelevant and obsolete even before they are used. The heuristic approach to problem solving (Kvascev, 1978) implemented into the method of distance learning and the design of the future system of civil defense in the function of emergency seek to overcome these problems (Beres 2014) in a new way (teaching topics and units are designed as a heuristic algorithm (Amaldi et al., 2003), which allows learners to choose unknown subject matter and skip the known one, so that the maximum individuality is achieved in their work. Such a renewed model of distance learning with the heuristic concept allows the audience to get involved in the education process at any point in time (in their leisure time, during working hours via the Internet and from any computer available). Concept, mission and purpose of distance learning at the Ministry of Defence Learning involves much more than simple transmission of information and cannot be defined as "the traditional view" (Figure 1) with the use of new technologies. It is a completely different process, using other methods, and provides a wealth of other features. It sets out the requirements before both learners (in this case – members of emergency teams and officers of the Serbian Army within these teams) and teachers and requires sharing responsibility. The style, method and approach applied in distance learning are significantly different from the traditional approach to learning which most learners are accustomed to. The learning environment is very interactive and communicative, but the key difference is that learners have great responsibility in relation to their progress in the learning process. Heuristics in emergency situations and distance learning The heuristic modeling involves the creation of such a model that it has heuristic significance and represents several originals in one same model, i.e. this model enables the discovery of new knowledge and the development of creativity by requiring from learners to be independent taking into account the previous knowledge of each learner in their domain separately (e.g frequent emergencies (Beres et al., 2014, p. 155-159) The heuristic model very little determines activities in the course of solving problems so that it leaves to learners-team members (Staff for Emergencies) a possibility of finding one or all possible solutions, depending on learners’ prior knowledge, level of independence, and their creative abilities. Such an approach to problem solving allows each learner-team member (Staff for Emergencies) to reach their maximum, for weak, average, and above average, i.e. talented listeners alike. Setting a problem using the heuristic strategy means that a team member is placed in a position to apply old experiences to new situations in order to discover new ways of creative problem solving (Beres et al., 2013, p. 46-57). Implementing such a model into the method of distance learning brings a new quality in the training of the mentioned staff. For example, multi media teaching with the teaching topics and units is designed as a heuristic algorithm (Figure 3), which allows learners a choice of unknown subject matter and skipping the known one, so that the maximum individuality is achieved in their work. Thus this innovated model of distance learning with the heuristic concept allows the audience to get involved in the education process at any point in time (in their free time, during working hours, on the Internet and computers). Conclusion The advantages of the method of distance learning and the implemented heuristic model of education are as follows. The advantages of distance learning are flexibility in terms of time, place and pace of learning, much lower price than in the traditional way, and significantly increased availability of information (e-books, articles, simulations, virtual labs or classrooms). All the learner needs is a computer and the Internet access. Distance learning offers a number of advantages both to institutions and teachers. The number of listeners is not limited by the number of available teachers and classrooms. In addition, the price of organizing teaching is lower. Teamwork in solving problems in emergency situations; more people bring different skills to the team, which helps to improve efficiency; more knowledge and information; heuristic prediction problem; greater understanding and commitment to problems in emergency situations; focus on the problem; decision-making process in stages with appropriate activities. The phase of decision making is a process of decision making and includes the following activities: problem analysis and definition of objectives, risk analysis, development of strategies, development of models and simulation of behavior as well as decision making and its transfer to learners; and the application of heuristic techniques to solve combinatorial problems in emergency situations. The use of heuristic methods is focused in two directions: (a) to solve complex problems that can be presented in quantitative terms but are so complex that their solution cannot be found using rigorous analytical techniques and (b) problems that cannot be represented by a mathematical model because the variables in the model are of quantitative nature. The goal of the heuristic method is to allow finding acceptable solutions to complex problems that cannot be solved by classical methods. Solving heuristically conceived problems (the term means: the art of using relative knowledge in achieving the set goals, the transformation of the resulting situation into the desired or predetermined one by understanding the problem and by implementing appropriate management actions). The notion of solving problems means understanding the events and the transformation of knowledge into appropriate actions. Developing models and methods that would improve the quality of decision making by quantitative means (software support) for a more rational use of resources (energy, money, time, labor, food, etc.) in all emergency situations. Proposing original solutions and being competitive with leading research in the field of emergency.

The paper summaries the experience of implementing the information and communications technologies of distance learning recommended to children with disabilities; the need for distance learning of disabled children being denoted along with the concept of distance learning technologies. The author gives the general characteristics of existing informational educational platforms of the “Tele-school” and “I-school”, functioning as the network resources and available in most regions of the Russian Federation. They give the necessary informational and methodological support to the distance education centers, organized for coordinating and guaranteeing the distance learning of children with disabilities; the main functions of the centers and the distance education models being outlined. The author considers the distance learning as a prospective educational trend supported by the state and society including teachers, parents and children. Обоснована необходимость дистанционной формы получения знаний; раскрыто содержание понятия «дистанционные образовательные технологии». Дана обобщенная характеристика существующих в России информационно-образовательных платформ «Телешкола» и «I-школа», представляющих собой сетевые ресурсы, доступные в большинстве субъектов РФ. Главной целью деятельности платформ стало оказание учебно-методической поддержки специально создающимся центрам дистанционного обучения, выполняющим роль координаторов и гарантов реализации проекта «Развитие дистанционного образования» в регионах. Сформулированы функции таких центров и продемонстрированы основные модели дистанционного обучения. Автор приходит к выводу, что на современном этапе рассматриваемый вид образования является перспективным направлением, которому, судя по появляющимся официальным документам, уделяет большое внимание государство и на которое возлагают большие надежды общественность, педагогическое сообщество, родители и сами дети, особенно те, кто нуждается в особых условиях познавательного процесса. Образовательное учреждение вправе самостоятельно выбирать модель обучения, исходя из своих потребностей и возможностей. Однако существуют единые требования: любая модель должна делать образование действительно доступным, максимально полно удовлетворять образовательные запросы детей с «повышенными потребностями»; быть адаптивной к уровням и особенностям развития и подготовки детей-инвалидов; наконец, должна обеспечивать охрану здоровья детей

The paper provides the comparative analysis of peculiarities of the case-technology in distance education along with the modular approach opportunities. The pedagogic conditions for the modular approach application in designing and implementing the case-technology are given, the model of the technology in question and its application in vocational teacher training being discussed. В статье представлен сравнительный анализ особенностей кейс-технологии дистанционного обучения и возможностей модульного подхода к данному виду обучения, раскрыты педагогические условия применения модульного подхода к проектированию и организации кейс-технологии, рассмотрена модель модульной кейс-технологии и опыт ее применения в подготовке педагогов профессионального обучения
