This document contains the Convention on Technical Education adopted by the General Conference of the United Nations Educational, Scientific, and Cultural Organization (UNESCO). English, French, and Russian versions are provided. Article 1 defines technical and vocational education, specifies its applicability, and states how it shall be applied. Article 2 describes the methodology by which each Contracting State shall determine the general framework for the development of technical and vocational education. Article 3 specifies items that shall be accounted for in programs so developed; describes the content of technical and vocational education; and recommends other measures each Contracting State shall take to support and carry out the programs. Articles 4-7 mandate the following: periodical review of technical and vocational education; requirements for education and hiring of teachers; steps to facilitate international cooperation; and periodic reports to the General Conference of UNESCO. Article 8 sets forth provisions for parties to this Convention that have a nonunitary constitutional system. Articles 9-10 address such topics as the following: how Member States of UNESCO may become parties to this convention; date on which the Convention shall enter into force; right to denunciation of the Convention; procedures to follow such denunciation; revision of the Convention; authority of texts in the various languages; and registration of the Convention. This publication presents the recommendations of the International Federation of Library Associations (IFLA) Section on Bibliography with respect to the preparation of cumulative volumes of current bibliographies. The report is based on the premise that retrospective consultation over a long period is feasible only if the number of volumes handled is relatively restricted and, as a consequence, practical considerations must take priority in the production of such volumes. In 1981, a working group was established to study the preparation of cumulative volumes of current bibliographies. A questionnaire was devised and sent to 103 countries. Of the 64 replies, 53 were valid, representing a 51% return. Results from the survey are presented under the headings: The 1981/1982 Enquiry (breakdown, annual cumulative index, cumulative annual volume, and multi-annual volumes), and Considerations of the 1982/1983 Working Party. The recommendations of the Bibliographic Division of IFLA with regard to the preparation of content and structure of cumulative volumes of current national bibliographies are also included.
