Worldwide, policy analysis is a booming discipline due to the increasing complexity of public policy problems and continuing globalisation. The discipline which provides decision-makers with expert attitudes has been established also in the Czech Republic. However, a paper describing and explaining the state of policy analysis has been missing. This paper aims to bridge this gap via using a theoretical supply–demand model which is applied to a historical overview of policy analysis in the Czech Republic and an empirical research. The research consists of an analysis of public contracts (both demand and reply) in the Czech ministries. The paper concludes that the demand for policy analysis from ministries is vague and ministries do not shape policy analysis very actively. On the other side, many different approaches are typical for providers who apply approaches that they are used to (yet academic style prevails). Czech policy analysis can thus be identified as slightly positivist in the context of the development of the discipline in the world. Policy analysis as a scientific field has been already institutionalised but not yet practically politically accommodated. [ABSTRACT FROM AUTHOR]

The Czech National Bank issued seven coins in 2010. The following 200 CZK silver pieces were struck: 600th anniversary of construction of the Astronomical Clock in Prague's Old Town, 150th birth anniversary of composer Gustav Mahler, 150th birth anniversary of painter Alfons Mucha, 700th anniversary of marriage of John of Luxembourg to Elisabeth of Bohemia and 100th birth anniversary of director Karel Zeman. Special issues in the series called Cultural Monuments of the Technological Heritage were represented by the following monuments: Heritage Site - Hammer Mill at Dobrív and National Heritage Site - Michal Mine in Ostrava. Also two emissions in gold were produced this year, in denomination of 2,500 CZK. [ABSTRACT FROM AUTHOR]

J. A. Votruba (1884-1965) was a cellist of the National Theatre Orchestra in Prague. Since his childhood, he was interested in history and art. He privately studied graphics and miniature painting. He produced various watercolour miniatures showing Bohemian and Moravian castles and old Prague sceneries. For his personal satisfaction, he also produced small figural sculptures made of rare wood, like chessmen reproducing national historical personalities. As a collector of antiquities, he was focused on old Bohemian and Moravian coins, and he painted some of them in real size using his favourite watercolour technique. In this article, one part of these watercolours is presented - many of them show precise exactness reproducing coin fields and margins in a very realistic way. For comparison, some of these real coins are reproduced in order to show the original models. The author of this article comments some minor imperfections, mainly the colours of worse quality and the technique, which does not allow any corrections. Finally, the author characterises the life-story of this extraordinary and hard working gentleman using his long-term personal contacts. [ABSTRACT FROM AUTHOR]

One of the most important Czech historians -August Sedláček (1843-1926) - produced fifteen volumes of the Castles, chateaux and strongholds of the Bohemian Kingdom, plus several other historical books. He studied at the Prague university, and later on, he worked as a secondary school teacher in Litomyšl, Rychnov nad Kněžnou and Tábor. Since 1899, when he retired, he lived in Písek. In Prague, the former county commissioner in Písek and collector František Karel Miltner piqued his interest in numismatics. In Tábor, Sedláček became a member of an informal group of numismatists represented by the local secondary school teachers. Similarly as his colleagues, he was a frequent attendant of the Prague numismatic shop owned by František Rudolf Chaura. He used to be a curator of the school numismatic collection in the secondary school in Tábor. He was in touch with the numismatist of the National Museum in Prague, Josef Smolík. He became a director of the Municipal Museum in Písek, and he was in charge of the museum numismatic collection. His interest in monetary history is well documented by his published articles and manuscripts found in his estate. His private numismatic collection is preserved in the original wooden box in the Museum of Prácheňsko in Písek, and it consists of more than 1,700 pieces. Sedláček was not a systematic numismatic scholar, but his studies together with private collecting activities and his work in the school collection in Tábor and museum collection in Písek enabled him to use numismatic information - more marginally and illustratively - in his academic publications. In autumn 1881, coins and jewels were found during regulation of the Moravice River, at its influx to the Opava River, at the edge of two land registers: Opava-suburb and Komárov. The hoard was discovered in time of excavating of the new river-bed, at the maximum depth, when water was already passing through the river-basin. Before the workers spotted the hoard, probably the larger part of it had already been splashed by water. Smaller part of the hoard was saved, but immediately after, it was divided among the workers. Based on the oral testimony, the hoard used to consist of small statues with chains and coins. These (and various other) data are known via the owner of the company working at the site. Thank to him and his son, probably a very small part of the hoard (12 coins, plus one animal statuette) found its way to the National Museum in Prague and to the Silesian Land Museum in Opava. The coins have been lost later, but recently re-discovered again. The hoard was published in the past, but separately: the coins and the statuette called "Agnus Dei". Re-discovery of one part of the hoard - six deniers of large flan (Bohemia - Boleslav I, Bavaria - Heinrich II, Swabia - Otto III, plus three deniers of the Otto-Adelheid type) and new numismatic and iconographic information led the authors to the revised description of the preserved coins and the animal statuette. The Kuttenberg mint used to belong to the top sources of the royal income. It was administrated by the coin board. Relatively stable coin production was only disrupted by small supplies of silver, which were not very frequent. Due to the mint, Vladislav Jagiellon could finance his court, his missions, reconstruction of the Prague castle and his smaller expenses. This income also played significant role in re-payment of some royal debts. Payment in coins was coordinated by the officers of the coin board, who partly took over some competences of the royal chamber. Finally, the mint also covered all mining activities for the king. Since the break of the 1470s and the 1480s, the sums sent to the king changed into the regular pay of constant amount. Unstruck silver was sent in lesser volume. In case of the serious financial need, which could not be covered from the sources of the board, the money was borrowed for the king. [ABSTRACT FROM AUTHOR]

The first presented Prague grossus comes from the coin find from the interior of the St. John the Baptist Church in Malín. The coin belongs to the oldest group of coins struck under John of Luxembourg - it is a variety of the type published by Castelin under no. I/1. Compared to the standard version, this coin is typical with visible absence of dividing mark between IOhANn'S and PRIMVS. The second coin is preserved in the Municipal Museum in Horice v Podkrkonoší and comes evidently from the Rohenice find. Typological classification of the coin is not so unambiguous. Most probably, it is a specimen of the oldest group of coins struck under John of Luxembourg - variety of the mentioned type (Castelin no. I/1). Compared to the standard version, this coin is typical with visible absence of dividing mark between GRATIA and R&3x20AC;X. Regarding absence of the dividing mark in the specific place, it is impossible to suspend the possibility that the coin can be also connected with the variety published by Castelin under no. V/28 - there with trefoil at the same place. This variety is also classified among the very early issues of the beginning of the John's rule. Because of the fact, that the vast majority of the early varieties of the Prague grossi struck under John of Luxembourg have all dividing marks, interpretation of absence of the dividing marks in the case of the above mentioned coins as an error seems to be very probable. From the objective point of view, it is necessary to state, that also direct intention of the die producers cannot be suspended. [ABSTRACT FROM AUTHOR]
