In the begining of 1990 Romania had the highest maternal and infant mortality in Europe and one of the highest in the world. Through complex and integrated programs, Romania succeded to improve it's mothers and child health. Improvements in mothers and childrens health were the result of both program implementation, which produced an increase of quality and eficiency of medical services and improvement in the socioeconomic conditions for the general population. The Cluj district presents an even higher improvement compared with the Romanian average; the district implements many of the programs included in the National Mother and Child Health Program.
