The invention of the printing press in the 15th century revolutionized the way books were produced, making access to learning possible for anyone. In the 19th century, the library became an essential part of psychiatric institutions. Bibliotherapy is developed, which uses books to help people overcome certain problems. The reality offered by digital technology has opened a new era in the history of reading, fundamentally changing the way we read. The progress in communication technology in the 20th century leads to the emergence of the electronic book, thus information is made available online to the reader in a huge virtual library. Augmented reality is discovered, which manages to combine the two mediums, traditional and online, this being an interactive version of a real-world environment, achieved through digital visual elements, using holographic technology. Thanks to the images that come to life, involving more senses, the reader can reach a better understanding of the content. When access and availability are considered priorities, there is no doubt that electronic books are preferred, even though they cause fatigue and eye irritation. The physical book, on the other hand, is remarkably durable, does not need power or internet, can be edited in several editions, and continues to be valuable. In recent years, the demand for paper copies has become increasingly high, generating more than 150 billion dollars in revenue. Thus we ask ourselves the question regarding the survival of the printed book. The answer is, perhaps, surprising, but in an age of digital saturation, the traditional book has made a spectacular comeback in recent years, remaining, it seems, the preferred reading medium of true bibliomaniacs. In the context of an ever growing interest upon environmental protection issue, the study comprises an analyze of the organization and the effectiveness of the public sanitation services both at a union and a national level, starting from the premises of the two dedicated principles: the priority of selective waste collection and the principle „Pay-as-you-throw“, a practical application of a more general „the polluter pays“ principle. Both of these are going to be analyzed from a double perspective: the EU Law (Directive 2008/98/EC) and EU recommendations, on one side, the national law (Law no. 51/2006 of community services of public utilities, GEO no. 92/2021 regarding the waste regime, Law no. 101/2006 of the public sanitation services, Framework Regulation of the public sanitation services etc.), on the other. As this study will show, EU and national law are abundant in regulations determining and detailing these two principles: thus, the theory seems to be clear. These principles are no longer that clear when it comes to their concrete application, due to the lack of detailed rules. The selective waste collection remains, in fact, a simple wish, mostly because the users of the public sanitation service have not received previous proper instruction in this regard, as there are no concrete rules related to how to classify a waste into one of the paper/plastic and metal/glass/biodegradable categories. But also „The polluter pays“ principle is rather an illusion than a reality; even though national laws force its implementation, there are plenty of hurdles in applying it: the inadequate use of the available instruments that determines the waste produced by each individual, or to the difficulties related to condominiums. The article focuses on the analysis of all of these acute issues, taking into account two factual examples -- waste management in the Metropolitan Area of Cluj and Bucharest, -- proposing solutions attempting to ease the implementation of these two key principles concerning public sanitation services. During 1982 the living standard in the county of Timiș (like in the whole Romania) went up in decreasing following both the accelerate process of industrialization and the international energetic crisis, and need to pay back the external falling due. Crops export in order to pay back the external debt led to a ever greater penury of food of prime necessity: bread, sugar, and oil, meat and processed meat, flour, eggs, and butter, milk, cheese, etc. Lack of industrial products or the necessary products for an elementary hygiene – soap, toilet paper, or tooth paste – came together with the ones above. The population in Timiș County had to face the ever frequent stoppages of energy, of warm water, and apartments warming, or long files at the petrol stations or stations for gas cylinders. Such a crisis generated deep dissatisfaction in the county, a population frame of mind the reports of the Timiș County Inspectorate of the Ministry of Inner Affairs registered down and those reports were submitted to the prime-secretary of the County Committee of the Romanian Communist Party. The small retributions the villagers working in cooperates were given (after months and months) emphasized such dissatisfactions, all together with the salaries diminishing for unseating the plans in the case of those who worked in industry where the technological process was stopped for energy stoppages or lack of raw material. The papers register so the tensions of population, their critical reaction against the economical policy promoted by the Romanian communist leaders, and the distrust of people in the communist regime and ever frequent comparisons between the situation in Romania and Poland, an image that realistically put in light the ever less living standard in Romania during the 80s of the past century. Our research aims to better understand how public institutions have implemented the rules that guarantee the effective exercise of the right of the civil servant to refuse to sign administrative acts. Law 140/2017 and the 2019 Administrative Code granted the civil servants the right of refusals to sign. These laws protects public sector employees when they raise flags over illegal activities within a government organization. The paper investigates the background procedure that enables effective exercise of refusals to sign right. We seek to better understand how public entities have implemented the rules that guarantee the effective exercise of the right of the civil servant to refuse to sign administrative acts. Trough data collection and analysis, we assess the performance of public entities legal counteractive measures such as the elaboration of the procedure and the book keeping of refusals to sign in a public register published on paper and digital. Our goal is to improve current situation and to make recommendations that lead to limitation of politics influence and ensure the neutrality of civil servants in the exercise of their duties. By the civil status laws voted in 1894, in force with October 1, 1895, the authorities of the Magyar state imposed the Magyarization of the first names and even of names of Romanians, Slovaks, Serbians, and Croatians. The clerks in the administrative offices in charge of civil status activity were obliged to register births, marriages, and demises in special registers, and they tried to make parents to register the Christian name of a new born with the corresponding Magyar one, after baptizing. Schoolteacher Damaschin Daicoviciu of Căvăran, the father of the future professor, archeologist, epigraphist, and member on the Romanian Academy, requested the circle notary in Sacu, to register his son as Constantin, the name he had been given with the baptism occasion. That one refused to register the Romanian first name, and mentioned in the corresponding column of the register még nem kapott, “not given yet”, what was a falsity. Only in 1932, after demands addressed to Prefecture of Severin County, his Christian name Constantin was registered on his birth certificated written in March 6, 1898. Both along his studies at the Magyar public gymnasium and lyceum in Lugoj and Caransebeş, 1909–1916, and the military probation, 1916– 1918, he was enrolled under the name of Silard. The fall of 1918 when he applied to Cluj University was the first moment he used his Christian name in official papers. The archive documents prove that he was born in February 22, 1898, as registered in the parish register of the Romanian Orthodox Parish of Căvăran and that Constantin is his Christian name. From the register of newborns of Sacu circle notary results that his birth was declared only in March 6, 1898, but mentioned as born in March 1, a stratagem of his father to avoid paying the legal fine for being back with declaring the birth within 7 days. But March 1 is Constantin Daicoviciu’s sanctioned birth day, even if the true one is February 22. [ABSTRACT FROM AUTHOR]

This paper discusses one of the most important holy revelations that inspired the legal system of most civilized states. The Decalogue or Ten Commandments represents the foundation of the covenant relationship and the moral standards established by the sovereign God as a legal basis for the continuous relation with his people, Israel. In the first part of this paper we will point to the historical context in which the giving of the law on Mount Sinai took place, and will thus show that the covenant made with Moses was a continuance of the covenant lasting from Noah to Abraham. That being said, in this mosaic covenant, God keeps his 400 year old promise and gives laws and instructions intended to reveal his holy nature, while also establishing a moral, social and spiritual order for the Hebrew community. In the second part of this paper we will debate on the significance, purpose, structure and classification of the Mosaic law, thus attempting to define the concept of moral law. The Ten Commandments will be looked upon from three perspectives: the laws referring to a correct relationship with God, the laws related to work, and the laws related to society. The last part of our paper will focus on understanding and applying the Ten Commandments according to the new covenant. [ABSTRACT FROM AUTHOR]

Highlighting the importance and actuality of the elements of negotiated justice in the criminal trial, this study deals with the issue of the statement given by the defendant during the criminal investigation, as an expression of his consent in order to conclude a guilty plea agreement. The institution of the guilty plea agreement, as a form of negotiated justice, was introduced into the procedural-criminal legislation in Romania through the provisions of the current Criminal Procedure Code (entered into force on 1 February 2014). Starting from an aspect of non-unitary practice regarding the legal consequences of the defendant's withdrawal of consent regarding the admission of guilt, as well as from the finding, by the Constitutional Court of Romania, of the unconstitutionality of some provisions of the Criminal Procedure Code regarding the guilty plea agreement procedure (including in relation to the statement given by the defendant in order to conclude the agreement), the present work brings into discussion the difficulty of adapting the adversarial elements to the continental law system to which the Romanian law is also part. The research methods used for the elaboration of the study are: the documentation, the observation and the scientific analysis, including aspects of comparative analysis (between the Anglo-Saxon legal system and the continental one, between the procedural-criminal legislations of several European states, as well as between the special procedure of the guilty plea agreement and the simplified trial procedure in the case of admission of guilt in the regulation of the current Romanian Criminal Procedure Code). The paper presents the solution pronounced by the Romanian High Court of Cassation and Justice (in the Decision No 5/2017) for the unification of the judicial practice, in the sense of establishing the irrevocable character of the recognition of guilt made under the conditions of a validly expressed consent. Likewise, in the context of the legislative changes foreseen by the most recent draft law on the amendment and completion of the Criminal Procedure Code, approved by the Government of Romania on 28 December 2022, the paper formulates a concrete proposal, de lege ferenda, for the implementation of the Constitutional Court Decision No 490/2022. The underlying principle of the present paper is the active learning supported by various strategies, methods and techniques for empowering students to develop their critical thinking and participate in directing their own knowledge acquisition. In this sense, backward course design creates the illustrative framework for an innovative pedagogy by planning assessment first, then the learning experience and teaching activities, having in view the main goal, i.e. students' understanding of the big ideas (the moral of the story of the course/learning unit), which can then be autonomously transferred to other real world learning contexts. The basic rationale of this paper is to present the instructional model of backward course design of learning experiences, highlighting assessment modalities. To construct an authentic assessment, we employed with the students at our university the GRASPS model, a form of assessment that engages learners to use their thinking skills and demonstrate the application of essential knowledge, conceptual understanding and skills acquired throughout a unit of learning. The article looks into the changes brought in 2020 by the COVID‑19 pandemic and consequent restrictive measures into the existence of Romanian human trafficking victims, beneficiaries of assistance programmes, in the sense of access to services, but with a focus on mental health challenges. It highlights the perspective of a psychotherapist providing psychological intervention on how the pandemic changed the psychotherapeutic context, framework and dynamics with clients. The paper also takes into account the victimized clients’ perception on the experience of life during COVID‑19 pandemic and how it affected their mental health. The purpose of this paper is to provide a broader image on how impactful the fast adjustment to a VUCA context has been for the most vulnerable, putting a significant burden on their mental wellbeing (activating post‑traumatic symptoms, anxiety, loss, partially processed painful experiences resurfacing), also in terms of restricting access to assistance and other services. A second objective was to offer the professional’s experience on the need to re‑organize the conditions of their work, not having certainty in predicting the results. The paper uses qualitative methods, the psychotherapist’s reflections, being completed by the clients’ perceptions obtained in psychotherapy and in a focus group (on the challenges victims perceived and how their mental wellbeing was impacted), afterwards synthesized in a group report, corroborated with the findings of a dedicated qualitative research and a body of theory centred on psychological trauma. In order to effectively address the impact of the COVID‑19 pandemic on the trafficking victims’ mental wellbeing, the continuity and coherence of assistance services needs to be ensured, particularly of psychological assistance. The victim clients shared the relational difficulties they faced in their family environments which they could no longer distance from, most of which had already been tensed before, or mentioned challenges experienced while living alone and had few social relations. Thus, the paper highlights once again the necessity in difficult times to secure the most vulnerable in terms of physical health, emotional health and economic wellbeing. [ABSTRACT FROM AUTHOR]

This paper focuses on the legal effects triggered by the revocation of pension decisions over the employment relations, with a special emphasis on the case where the employer ascertains the termination of employment as a result of the employees’ decision to retire. First, we perform a critical analysis of the Decision No 54/2022 rendered by the High Court of Cassation and Justice, where the Court basically ruled that the rejection of a request to benefit from old age pension with the reduction of the standard retirement age during a review process triggers the application of the Civil Code rules on the effects of nullity in what concerns the employers’ decision ascertaining the termination of employment by operation of law under Article 56 (2) and Article 56 (1) c) of the Labour Code. Concretely, we argue that the ruling rendered by the High Court of Cassation and Justice ignores the legal requirements concerning the revocation of administrative acts, namely for these acts not to have entered the civil circuit, as a well the particularities of employment relations, which are incompatible with a tale quale application of the civil nullity principles. Secondly, the study concentrates on the elaboration of de lege ferenda proposals aimed at clarifying the legal regime applicable to employment relations in case where the act based on which the termination of employment is ascertained is annulled. The present work aims to focus on a number of articles selected by the interwar agents of the Department of National Security from the lines printed in Floarea de foc magazine, a magazine founded in Greater Romania, in the context of heterogeneous socio-political metamorphoses and the accelerated development of modern Romanian society. The present paper contributes to a qualitative analysis of how political power generated ideologizing identities in interwar publication texts. In order to diagnose the way in which the publication under the leadership of Sandu Tudor positioned itself in relation to the ideological and cultural imperatives of the time and to distinguish the nuances of the regimentation of journalists and intellectuals within the horizon of a political ideology, the analysis approached an interdisciplinary perspective, which would allow perceiving the distinction between the journalist's language and the interwar Security Department agent's language. Thus, we confronted the data obtained from the notes prepared by the interwar Security Department, found today in the files of the CNSAS Archive, with the information obtained from the set of articles published under the signature of the authors investigated by the state institutions, in order to penetrate beyond the objectives of the interwar Security Department work, which consisted in gathering different types of information. The exponential development of new technologies brings with it efficient technical solutions that can be implemented in everyday socio-economic life, but which in many cases go beyond the regulatory framework based on stable ancestral legal concepts, forcing the law to leave its comfort zone in order to adapt. The need for the law to adapt to new realities has always existed, but today it is perhaps more pressing than ever, because the exponential pace of technological development and the economic imperative of implementing new solutions require viable legal remedies that are just as swift. This paper aims to explore the legal nature of Bitcoin - the technical prologue to a potential new decentralized world. It begins by setting out the history of the struggle to liberalize the use of cryptography and the liberal beliefs of cypherpunks, the community of programmers who advocated online privacy, of which the creator of Bitcoin was part. The article then examines the technical aspects of how the network works, seeking to make them more digestible through an analogy, albeit simplified, imperfect and inappropriate. Finally, evoking the debates in English law with respect to digital assets, the article attempts to answer questions pertaining to the legal qualification of Bitcoin according to Romanian law, seeking to establish whether Bitcoins are susceptible to possession and whether they can be subject to ownership. This paper comparatively analyses the feminist problematic in the texts of four poets, two of them belonging to Romanian contemporary literature and the other two to Russian literature: Miruna Vlada - Elena Vlădăreanu and Oksiana Vasiakina - Anastasia Vekșina. The analysis starts from the ideas of the theorist Julia Kristeva, who studies female identity from the point of view of semiotics, anthropology and psychology. I will follow the predominant theme in the works of the aforementioned poets, feminist poets by self-definition and through their writings: the feminine outlook in the context of war, marriage, motherhood, the manifestation and survival of this perspective, observing the ideational and stylistic similarities and differences in the creations of the aforementioned poets. Romanian criticism has tended to use generational framing to delineate the boundaries of local poetic paradigms, which has also been the case for the Generation 2000 and Generation post-2000. If in the 1980’s a discussion about a Romanian postmodernism was put into debate, in 2018 the question regarding the emergence of a Romanian poetry metamodernism arises. In this context, I intend to trace in this paper the nuances of generational debates in order to outline to what extent this methodology succeeds in describing the mutations and the characteristics of recent poetry. With the posthuman turn and the possibilities for the emergence of metamodernism being debated, my paper addresses, on the one hand, the viability of metamodernism in recent poetry, and, on the other, possible points of conjunctions of posthumanism and metamodernism. The posthuman turn encompasses the post-2000 generation, while local discussions have also proposed metamodernism as a label for the post-2000 generation. The question I start from is to what extent, theoretically, is our local poetry metamodernist in its sensibility and specificity, and to what extent does posthumanism fit into a metamodernist heuristic label. Although the debate remains open insofar as the Romanian theoretical field seems rather refractory to transnational theoretical fictions, what I observe in this article is that metamodernism, as theoretically proposed, can be a viable alternative to the crisis of critical discourse. Starting from Asbjørn Grønstad’s concepts of bio visuality and the responsibility of forms, the paper analyzes the issues that arise when adapting self-fiction into film. It maps out how the concepts can be applied especially well to self-fiction and New Romanian Cinema, then applies them in a comparative analysis of Cezar Paul-Bădescu’s book, Luminița, mon amour, and Călin Peter Netzer’s movie adaptation, Ana, mon amour. The paper argues that whereas the book’s ambiguity succeeds in transmitting its central themes, the movie fails to faithfully adapt the central ideas due to an inadequate choice in form. Finally, the paper argues that the formal issues cause ethical faults which hinder the transnational effort and negatively influence the worlding process. [ABSTRACT FROM AUTHOR]

The paper proposes an analysis of literature’s role in the current Romanian cinematographic context, starting from two case studies: After the Hills (2012) by Cristian Mungiu, based on the novel Spovedanie la Tanacu by Tatiana Niculescu Bran and Moromeții 2 (2018) by Stere Gulea, based on the novels Moromeții vol. II and Viața ca o pradă... by Marin Preda. The approach aims to carry out a comparative analysis regarding both the role played by the literary work in the cinematographic production as well as the valorization of the literary work through the film. In the current socio-cultural context, the artistic impact of a film creates the cultural premises for the propagation of a literary work to several types of audiences. Artistic products derived from literary works develop a series of issues regarding adaptation methods, aesthetic interpretation, and even artistic interference regarding the assimilation of a literary piece in relation to the cinematographic production. The paper presents two case studies to analyze how the literary work appears either as an adjunct to the cinematographic production or as a central element of the filmographic artistic exposition. These case studies are used to determine the role that the film industry has in the processes of internationalization, propagation, and even popularization of a literary work in a Romanian consumer society, which is dangerously far removed from the book industry. Thus, the scientific approach proposes an exploration of literary valorization through cinematographic artistic products in order to popularize and mediate literature in today's society. This paper aims to investigate the ideological mutations that occur by turning the written text into an adaptation, using the protagonists that play the role of the marginal, both in the novel and in the movie, facilitating the breakthrough in the peripheral universe. Transmedia reveals the construction of the same fictional word, but the shift lies in the swinging between ideological isms: progressivism and conservatism, capitalism and anti-capitalism. This study is focused on recent literature and its adaptations. Characters have got the same name, they live in similar universes, but the main aim of this paper is to identify the shifts that result from turning the written message into a visual one. The same “story” can take a different ideological turn, therefore, both creations must be taken into consideration, in order to comprehend the global message. The ”double-creations” chosen to illustrate this point are: Love Sick by Cecilia Ștefănescu, motivating this choice by the progressivism of the adaptation in contrast to the conservatism of the novel, concentrating on the queer component; I am an old communist hag! by Dan Lungu where the focus falls on the anti-capitalist view, whereas the novel concentrates on an anti-communism ideology; Soldiers by Adrian Schiop, a case where the movie diminishes the focus on the progressivism, shifting the prespective on the universal love story between Adi and Alberto. his paper aims to explore what might be the limits of what we call today Biographical Novel, framed as Biographical Fiction or Life Writing, research that has as its central objective to find an answer to questions such as: what might be the features of the genre and what purpose do they serve today? How do we relate to past personalities in the present context and what can we extract from their lives – can we talk about censorship/ attributing an unrealistic context to a public personality? But more importantly, what is the relationship between fact and fiction constructed, given that the boundary between these is very vulnerable? All these questions are meant to guide the readers throughout the study. Even if the genre is not so much in demand among writers today, probably for reasons related to the economy of time, such writing can become interesting to study how the author chooses to present someone’s life, a choice that must first be well documented, and then fully assumed, with full responsibility for the facts shown. This paper attempts to analyze Jacobus Arminius's theology from a different perspective than usually addressed, in order to stress the merits of his theology. This is especially necessary because theologians like Calvin and Luther, both living in the same century, were given much more credit than Arminius, which in our opinion ill-favours both history and Arminius' theological work. Thus, this paper will mostly deal with the 16 and 17th centuries political and religious background, as well as the core of Arminius' theological input. We consider these parts to be essential for a holistic understanding of Arminius, and a proper understanding of these two sides can bring about a better understanding of his theological influence throughout history. These steps will reveal how one could come to appreciate his theological inquiries. The last part of our paper focuses on the influence of Arminius' theology especially on the Pentecostal movement. Although, in general, his theological influence is received pessimistically in contemporary theological circles, the present study strives to show the need to differentiate between Arminius' own theology and that of his successors. This step will hopefully inspire the reconsideration of Arminius' core theology, which, contrary to the popular understanding, does not emphasize the human being, but the person of God. The paper presents a new regulation issued in Romania, in April 2023, regarding the Status of the professional cultural worker, following the E.U. and UNESCO recommendations on the matter of the precarity of artists and cultural workers activity; although not all the UNESCO recommendations are observed by the Romanian regulation, it represents a first step in supporting the independent cultural sector, namely professionals outside the „employee" legal framework, based on a regular „work contract", offering tax reductions, right of fee negotiations and recognition of work experience. The paper also analyses the international recommendations in force, current national regulations on the status of the artist and the cultural worker, as well as data from recent research on the subject. This paper highlights an example of how an international actor can achieve its interests using the means specific to the irregular warfare dimension. The scientific stake of this analysis is rendered by the particularity of the analyzed context, where reaching the interests of a state goes against the main codified provisions of international law. The research hypothesis of this study is that if the Kremlin administration wanted to justify to its own citizens the conventional military action against Ukraine, that began on Feburary 24,2022 as a „special military operation", then the means by which this objective is achieved is information warfare. This idea is intended to be demonstrated primarily through a terminological understanding of the difference between military actions executed in the conventional sphere and those performed in the irregular sphere. Subsequently, the position that information warfare occupies within military theory is outlined and how this tool is viewed from the Russian perspective is investigated. Last but not least, the theoretical part is applied through a case study focused on Russian propaganda in the context of the Russian-Ukrainian conflict. The results of this study focus on understanding the importance of information warfare-specific actions within hybrid conflict typologies. - Abstract
The name “Tiergarten Programme” was given to Russell’s early philosophical project by Nicholas Griffin (1988) because it was conceived during a walk through the Tiergarten in Berlin. Russell’s plan was to develop a comprehensively Hegelian dialectic of the sciences, from mathemathics to physiology, using the tools of dialectical logic and the metaphysical categories of the Absolute Spirit. Russell wrote a lot of notes about the new developments in Mathemathics and Physics and he tried to put them in a neo-hegelian framework. The only completed work the Essay on the Foundations of Geometry (1897), which could be understood as an attempt to offer a new version of Kantian transcendentalism. My goal in this paper is to propose a reconstruction of these contributions and to point out their philosophical significance both in the context in which they were elaborated and in relation to Russell’s philosophical development.
