This paper aims to understand the discursive designs of public policies won by the LGBT+ community and their impacts on the relation between the State and the subjects after the period of democratic reopening. It is based on a qualitative and analytical post-critical methodological perspective, which enhances the analysis of the production of effects of policies in the relation between the State and the subjects, in social contracts and subjectivities. Therefore, through a discursive cartography of public policies, the relevance of legislation in the construction of a "new society" is recognized, but as a dead letter it is not very effective. We will need to attack some of the cultural bases of a white and ciassist heterosystem, which insists on strengthening, with "new" clothes, technologies, and institutional tools, which reverberate in practices of domestication of bodies and which, consequently, perpetuate the normal of gender and sexuality. 5. Plano de Contingência da Assistência Social na Pandemia COVID 19 no Brasil: Implementação e Transversalidade (Fase II).

- Abstract
This research in Phase II of its development aims to review, explore, identify and map the PLANCON Contingency Plans for Social Assistance prepared in the COVID-19 pandemic between 2020 and 2021 in the capitals of 26 States and DF to identify and explore the logical questions, techniques and policies for planning and managing preventive and mitigating measures for protection and civil defense in response to an emergency situation. Considered a natural disaster, the pandemic was inserted in a biological subgroup, with a sudden, significant and transitory increase in the occurrence of infectious diseases generated by viruses in the Brazilian Classification and Codification of COBRADE Disasters. The capillarity of the Single System of Social Assistance (SUAS) in the Brazilian social protection policy, in connection with the Single Health System (SUS) makes it possible to promote the development of two PLANCONs of Social Assistance for action on Covid-19 in 27 states and 5,570 municipalities. In Brazil, the Contingency Plans are foreseen in the National Civil Protection and Defense Policy to define procedures, actions and decisions in response to emergencies. As a preponderantly qualitative research and type of study based on a literature review, it is expected, with the support of the digital tool of the webQDA software, to optimize the systematization of two data in a collaborative and distributed environment, essential in the interaction of geographically distant teams. As a propaedeutic result, it will be verified different levels of obstacles not accessible to the planes in the surveyed capitals. The global unpreparedness not confronting contingencies results in different variables that affect the results not planning and management in the areas of health, economy, education, social assistance, among others. As a result, after the completion of all the phases (I, II, III and IV), it is expected that the research could contribute to support the reflection and debate of new working methodologies in the management of social protection public policies. Paraguay has a literature of its own still searching to achieve a specific voice and, above all, which hasn’t found yet a response from a society that would take hold of it. There is a kind of determinism which has delayed for a long time the emergence of mature literary manifestations, in a medium that despised fiction because they wanted writings about “realities”, though Paraguayan reality often goes beyond the most delirious fiction. This article gives a panoramic view of Paraguayan literature and its relation with history’s influence as well as its actual production, overcoming obstacles such as: an educational system which doesn’t develop reading and the lack of public politics that promote culture and literary production.

8. Analysis of the life conditions of quilombolas communities in Tocantins, Brazil

The present study carried out a descriptive approach on the living conditions of families in some quilombola communities in the state of Tocantins. Through the application of a structured questionnaire, 414 families were interviewed, distributed in 21 quilombola communities in the State. From the interviews, it was observed that the communities were formed by a higher percentage of male quilombolas, in the adult age group. Many families had an income of up to one minimum wage, a value also made possible by the Bolsa Família Program, which complements the income of these families. In addition, a significant percentage of the residents engaged in farming and/or handicraft activities, and most of the population had Elementary School I (5th grade) as an educational level. The results of this study revealed that, despite having improved the access of quilombola communities to schools, many families are low-income and still lack basic sanitation and electricity in their homes. Therefore, the information presented here can contribute to the implementation of public policies aimed at quilombola communities in Tocantins.

Na última década (2010/2020), se observa a intensificação da mobilidade humana no Brasil, marcadamente de pessoas na condição de solicitantes de refúgio e que se deslocam forçadamente em busca de proteção por perseguição por questões de raça, religião, opinião política, nacionalidade, pertencimento a grupos minoritários, em flagrante e efetiva violação dos direitos humanos. Embora as pessoas na condição de solicitante de refúgio ou refugiadas sejam, na maioria homens, na última década, houve uma transformação no quadro sociodemográfico, podendo assim, se caracterizar um crescimento da população feminina se deslocando, inclusive no Brasil. Segundo o CONARE – Comitê Nacional para Refugiados, em 2019, considerando pessoas venezuelanas, que são o maior número em busca de refúgio no Brasil, 49,0% são homens e 45,1% são de mulheres, sendo que, deste percentual, cerca de 390 são mulheres na faixa etária acima de 60 anos. Considerando que essas mulheres, no processo de deslocamento sofrem violência nos seus vários aspectos, é preciso considerar a necessidade de se discutir as questões ligas ao envelhecimento e as formas de acesso as políticas públicas de atenção as pessoas idosas. Assim, é preciso refletir tanto sobre o acolhimento imediato dessas mulheres, quanto nas questões relacionadas ao processo de envelhecimento, visando prevenir todas as formas de violência, seja cultural, econômica, social, psicológica em busca de oferecer políticas públicas que ofereçam uma vida digna.

10. Entre managerialismo y nostalgia. El debate por el futuro de la Universidad y el Trabajo Académico.

- Abstract
The university and academic work have been challenged to become more efficient under the criteria of the New Public Management, promoting privatization and performance management and financing models. Chile, considered an emblematic case, has carried out new reforms in response to student mobilizations that have questioned this model since 2011. This article addresses the debate around these reforms, displayed in opinion columns, editorials and letters to the editor in the main media. The results show the dispute between two versions of university and academic work: the managerialist, oriented to competence, standards and indicators, and the Humboldtian based on constant appeals to a "better past" that was truncated. These versions show the limits of the debate and of the possibility of imagining a future of the university beyond managerialism. [ABSTRACT FROM AUTHOR]

This article brings a brief socialization of the historical processes of implantation of the rural education in the city of Colatina - ES, recalling the main milestones of this movement in peasant territory. It aims to present the organization and performance of community social movements, with a view to ensuring rural education. The methodology was based on a qualitative study. The case study was the strategy used to approach the collection of data and information about the theme investigated. The results revealed the dissatisfaction of families residing in the region of São João Pequeno and in the peasant communities of the Vales de Boa Esperança and Santa Joana, observing their children studying in distant schools and with divergent realities from the peasant context. These findings were experienced by many students, families and peasants from all over Brazil, contributing to the organicity of social movements in the struggle, claim and guarantee of public policies for rural education in peasant territories. In the results obtained with bibliographic, documentary and field research, we have highlighted the importance of these social organizations in strengthening rural education, as a modality of basic education, until it is consolidated as the right of the peasant population. In this context, it is increasingly necessary to sow and reap the fruits conquered by movements organized on the ground of rural schools, in the critical and emancipatory formation of educators, family members and the school community. This article defends the vital importance of systematic planning for the Brazilian Public Administration, especially for the new challenges posed by the SARS Covid pandemic. The analysis includes a description of the history of the use of the instrument by the Brazilian State before the 1988 Constitution, presenting a reading on the role of planning and its technical, political and social dimensions. We defend the reinforcement of the mandatory institutionalization of planning in Administrative Law studies, highlighting its functionality to assist in the performance and change of culture of a public administration committed to democratic participation, the efficiency and effectiveness of actions that guarantee access to services. fundamental rights and promotion of development. The article addresses, in particular, the understanding that the public agent must give importance to the action of planning observing the democratic values of justice, with the prediction of participation in decisions that involve the definition of public policies, costs and resources, as well as in the control of the Administration, being fundamental to promote a dialogic culture with society, to rely substantially on the recognition of planning, by Administrative Law, as an institute to compose the doctrinal and scientific description of the legal regime of the Public Brazilian Administration. This article analyses the institutional practices of use, appropriation, and (re)presentation of the recent past that give it specificity, delimit and recreate the Site of Memory, Promotion and Defence of Human Rights Campo de la Ribera, former Clandestine Detention, Torture and Extermination Centre during State terrorism in Argentina. These institutional practices enable the construction of a singular site of memory by delimiting the space and making it visible as a support and vehicle for a particular narrative of the past that ties remembrance and oblivion. It is shown that, unlike other sites of memory in the country, Campo de la Ribera is distinguished by working especially in the promotion of rights, proposing a narrative that expands the temporary delimitation of 1976-1983 and constructing a proposal that acquires meaning in relation to the characteristics of the territory in which it is inserted.

- Abstract
The general objective of the article is to construct a socioeconomic diagnosis of the municipality of Marituba, State of Pará, in order to support possible public policies for Urban and Peri-urban Agriculture (AUP). The methodology used was the case study of the municipality of Marituba, and the sources consulted for obtaining secondary data were the official databases, such as the Brazilian Institute of Geography and Statistics (IBGE), among others, besides scientific articles consulted through of the Capes / MEC and Scielo Journal Portal databases. The results indicate the precarious development of the municipality in relation to Belém, with respect to the infrastructure, mainly, of security and basic sanitation. On the other hand, referring to education and health, the municipality presents characteristics of relative development, since it has an average HDI in relation to other Brazilian municipalities, and in this case, the education and health dimensions had a strong influence on the improvement of the HDI. Agriculture in Marituba operates in a diversified system, and is essentially producer of vegetables and can be characterized as familiar and urban and periurban because it is conducted in areas near the urban center. In general, the municipality presents socioeconomic characteristics with potential for the development of UPA, and this conjuncture can be another contribution in the process of expansion of the improvements in the municipality and for this reason it needs stimuli and increments to the Public Policies and actions aimed at its strengthening and consolidation. This essay text is an analysis of the implementation model of the Pedagogical Practice Support System - SIAPP - adopted by the State of Bahia, with a focus on a Case Study and Participant Observation with the teachers who work in the Complex Education Institute of Porto Seguro - CIEPS. In view of the studies of the different models of Public Policy (PP) implementation analyzed in the component - Public Policies Compared - in the Postgraduate Program in State and Society (PPGES) by the Federal University of Southern Bahia (UFSB) and in partnership with another author of this essay, several questions emerged - motivation for the realization of the proposal in dance. In order to achieve the research, a proposal was made to make public policy feasible based on the literature on the subject, and it should be noted that the privileged models in this work were the top-down and the bottom-up in the light of street-level bureaucrats. Resumo OBJETIVO Analisar o entendimento de gestores municipais de saúde acerca das políticas públicas destinadas a população idosa e a forma de como elas são efetivadas no município. MÉTODO Estudo qualitativo, desenvolvido com 14 gestores municipais de saúde. Os dados foram coletados por meio de entrevista semiestruturada e analisados conforme os preceitos da análise de conteúdo. RESULTADOS Os resultados evidenciam a carência de saberes dos gestores municipais de saúde, relativos a políticas públicas de atenção aos idosos. Também, a atenção prestada a idosos nos municípios estudados centra-se em medidas de controle dos agravos à saúde. CONCLUSÃO Os municípios não possuem políticas específicas de atenção à saúde da população idosa. Assim, estes resultados podem subsidiar reflexões acerca da atenção a idosos nos serviços de saúde, sua relação com a legislação e a aplicabilidade das políticas públicas de saúde.

The objective of this article is to, by means of a literature review and analysis of the Operations handbook PRONERA, reflect on the public politics of Countryside Education denominated "National Education Program in Agrarian Reform" (PRONERA). The PRONERA is formed through a partnership between universities, social movements and INCRA, in other words, is a management model three-part. The PRONERA is the theoretical and practical construction of Education of the Countryside. A formation of teachers-peasants compromised with the collective causes of our society, that are militants of the social movements, and the search for another form of territorial development in the countryside, with equality and sustainability, are among the goals of this public politics.

The object of study of this research is the PNAIC as a public policy aimed at training literacy teachers. The questions that guided the research were, namely: what changes occurred in the teaching practice of literacy teachers, after having participated in the continuing education of the PNAIC (2013-2016/2017-2018)? Were there advances in the teaching-learning process of students in the current PNAIC period (2013-2016/2017-2018)? Based on the questions, we outline the following general objective: to analyze the PNAIC and its contribution to the training of literacy teachers. Specific objectives are intended to: i) understand the PNAIC program and its formative assumptions; ii) observe the contributions of the PNAIC in relation to the pedagogical practices and in relation to the praxis of the teachers who participated in the program as scholarship holders; iii) discuss PNAIC's interference in the student learning process. The research universe was the ABC Paulista Region, located in the state of São Paulo and composed of the municipalities of Santo André, São Bernardo do Campo, São Caetano do Sul, Diadema, Mauá, Rio Grande da Serra and Ribeirão Pires. The research participants were twenty-nine teachers who taught, at the time of the PNAIC, in the first three years of Elementary School and who participated in the formation of the PNAIC between 2013 and 2017. The methodology used was qualitative and quantitative and, after document analysis, the data collection instruments used were: i) questionnaire with essay and multiple-choice questions and ii) semi-structured interview. The analysis of the results was based on the categorization based on Content Analysis proposed by Bardin (2011). The theoretical foundation of this research guides us scholars of public policies focused on basic education two who stand out: Stephen Ball (2004, 2009, 2011); Jefferson Mainardes (2006, 2018); Pierre Dardot and Cristian Laval (2017). On the influence of two multilateral organizations such as the World Bank and the Organization for Economic Cooperation and Development (OECD), stand out Olgaíses Maués (2003) and Eneida Oto Shiroma; Olinda Evangelista (2007). The theoretical reference for the continuous training of teachers is based on António Nóvoa (1999); Maurice Tardiff (2014); Umberto Pinto de Andrade (2006, 2018). On the aspects that base literacy in PNAIC, Magda Soares (2017) stands out; Roxane Rojo (2013, 2014); Maria do Rosario Longo Mortatti (2013). As results, it is verified that the PNAIC contributed with the training of two literacy teachers by promoting the mobilization of knowledge and transforming some aspects of their educational practices. In the ABC Paulista Region, the training has a participatory nature, in this way the teachers will share their knowledge and experiences, being these moments the most cited in the research. However, some weaknesses are also pointed out, due to the discontinuity of the program and its materials and the superficial treatment of some themes presented in the training and the materials made available by the program. Este estudio está vinculado al Programa de Maestría en Gestión y Prácticas Educativas de la Universidade Nove de Julho (PROGEPE – UNINOVE) El objeto de estudio de esta investigación es el PNAIC como política pública dirigida a la formación de alfabetizadores. Las preguntas que orientaron la investigación fueron, a saber: ¿qué cambios ocurrieron en la práctica docente de los alfabetizadores, luego de haber participado de la formación continua del PNAIC (2013-2016/2017-2018)? ¿Hubo avances en el proceso de enseñanza-aprendizaje de los estudiantes en el actual período PNAIC (2013-2016/2017-2018)? A partir de las preguntas planteamos el siguiente objetivo general: analizar el PNAIC y su aporte a la formación de alfabetizadores. Los objetivos específicos están destinados a: i) comprender el programa PNAIC y sus supuestos formativos; ii) observar los aportes del PNAIC en relación a las prácticas pedagógicas y en relación a la praxis de los docentes que participaron del programa como becarios; iii) discutir la injerencia del PNAIC en el proceso de aprendizaje de los estudiantes. El universo de la investigación fue la Región Paulista del ABC, ubicada en el estado de São Paulo y compuesta por los municipios de Santo André, São Bernardo do Campo, São Caetano do Sul, Diadema, Mauá, Rio Grande da Serra y Ribeirão Pires. Los participantes de la investigación fueron veintinueve docentes que impartían docencia, en la época del PNAIC, en los primeros tres años de la Enseñanza Básica y que participaron en la formación del PNAIC entre 2013 y 2017. La metodología utilizada fue cualitativa y cuantitativa y, luego análisis documental, los instrumentos de recolección de datos utilizados fueron: i) cuestionario con preguntas de redacción y opción múltiple y ii) entrevista semiestructurada. El análisis de los resultados se basó en la categorización basada en el Análisis de Contenido propuesta por Bardin (2011). La fundamentación teórica de esta investigación nos orienta a los estudiosos de las políticas públicas enfocadas en la educación básica dos entre los que se destacan: Stephen Ball (2004, 2009, 2011); Jefferson Mainardes (2006, 2018); Pierre Dardot y Cristian Laval (2017). The present article studies the Brazilian Penal Punitivism from the perspective of Political Psychology. To this purpose, starts in the case of the recent debates related to the PEC 171/1993 Bill in the Brazilian Federal Chamber, which reduces the penal age from 18 to 16 years. We identify a varied range of actors and political elements. From the analysis of the performance of each of these actors we investigate the psychological influence of each of these actors on the Bill, consequently, the punitive influence on the bill. Next, we dissect this public policy from a psychological approach of the legislator and his relation with his electorate. We conclude that it is imperative that all civil society and especially the State seek the inclusion of children and adolescents through the provision of quality education, access to health and the labor market, as well as access to culture, as opposed to the consolidated reason Developmentalism that treats the child as a mere adult-in-potential. The democratic administration in the public education system in a constitutional perspective was the beginning norteador for the analysis of this work. The present research aimed to evaluate the knowlegde of the corse School's students for Managers of the Municipal Net Teaching of João Pinheiro - MG. For the accomplishment of such evaluation, the present work was based in the beginning of the democratic administration foreseen in the legislations and in the Decenal Plan of the municipal district with validity 2015- 2025. They bring the democratic administration as relevant part for the improvement of the public education. This research, of qualitative stamp, was accomplished through the technique of collection of data Survey, by the application of questionnaires to 29 students of the formation in service of the course School for Managers, where the data were collected, whose results were presented in this work. During the research it was possible to notice the possibilities of a democratic administration. But in oder to that indeed happen, it is necessary each manager's willingness in to undress of the vanity of the power and to share successes and difficulties. [ABSTRACT FROM AUTHOR]

En ella, los profesores Francisco Moreno Fernández y Gretel Eres Fernández discuten el estado actual del español en ese país, el cual no afecta solo a las fronteras brasileñas sino que puede tener un impacto considerable en otras dimensiones de la expansión y consolidación del español. En este sentido, creemos que es un tema de interés en el ámbito de ELE y por ello nos gustaría que otras personas pudieran conocer esta situación de las manos de dos expertos.

prison education in Pará state This text systematizes the results of a research carried out within the framework of the Observatório Nacional do Sistema Prisional (ONASP) about prison education in Brazil and is also articulated to a postdoctoral study. Its elaboration sought to deepen and contribute to the existing discussions on prison education. We show the difficulties that such discussions have had in the field of the implementation of an education program, capable of being linked to the functional diagram of prison systems, whose formative character is essentially disciplinary and punitive. It was carried out based on the categories of work and education as constitutive elements of the people and in it we identified the fundamentals and main references on the subject, also bringing data about the configuration of education in prison in a national setting and more specifically in the Amazon of Para. The text was developed through bibliographical research, including a review of the literature and the reports produced in this field, in order to problematize the categories of labor and prison education as possibilities for human emancipation. We affirm that the education model based on oppression and the maintenance of order does little to re-socialize those incarcerated and that the educational proposals in the prison portray the limits, the few advances and some possibilities of a process of the construction of new parameters for the quality of the education offered in the prison. ___ Este texto sistematiza os resultados de pesquisas realizadas no âmbito do Observatório Nacional do Sistema Prisional (ONASP) acerca da educação carcerária no Brasil e também está articulado a um estudo pós-doutoral. Sua elaboração buscou aprofundar e contribuir com as discussões existentes sobre a educação em prisões. Evidenciamos as dificuldades que tais discussões têm tido no campo da efetivação de um programa de educação, capaz de estar ligado ao diagrama funcional dos sistemas prisionais, cujo caráter formativo é essencialmente disciplinar e punitivo. Foi realizado tomando por base as categorias trabalho e educação como elementos constitutivos das pessoas, e nele identificamos os fundamentos e as principais referências acerca do tema, trazendo, ainda, dados sobre a configuração da educação no cárcere em cenário nacional e, mais especificamente, na Amazônia paraense. O texto foi desenvolvido por meio de pesquisa bibliográfica, incluindo a revisão da literatura e dos relatórios produzidos nesse campo, com fins de problematizar as categorias trabalho e educação carcerária como possibilidades de emancipação humana. Afirmamos que o modelo de educação que tem como fundamento a opressão e a manutenção da ordem pouco contribui com a ressocialização dos encarcerados e que as propostas educativas no cárcere retratam os limites, os poucos avanços e algumas possibilidades de um processo que se estabelece sob a égide da construção de novos parâmetros para a qualidade da educação ofertada nas unidades prisionais.

O presente artigo tem como objetivo analisar os efeitos das políticas públicas voltadas à seca no Semiárido Nordestino. A metodologia utilizada neste trabalho é de natureza bibliográfica, fazendo uso de uma literatura que verse sobre os temas de políticas públicas, semiárido, desertificação e história das secas. A área de estudo é o Semiárido Nordestino. Quanto ao recorte temporal, trabalhar-se-á na análise historiográfica dos eventos da seca desde o século XVI, com foco especial para a mais recente ocorrida nos anos 2010, tendo como pano de fundo as políticas norteadas a este fenômeno. A ideia é analisar as políticas implementadas na região focadas na atuação contra a seca desde as primeiras incursões ligadas a este evento natural. Em síntese, observou-se uma miríade de políticas que atuaram com soluções tecnológicas descontextualizadas, sem preocupação com o desenvolvimento econômico local e regional, além da desprovida atenção aos saberes e práticas locais. Também observou-se um caráter reativo das políticas aqui destacadas, o que pode comprometer o desenvolvimento regional já que a literatura destaca a relevância das políticas proativas. Destarte, propõe-se um arquétipo que norteie o desenvolvimento sustentável da região, desmistificando as problemáticas e as tentativas frustradas de combate à seca e seus efeitos, levando em consideração outras variáveis além da realidade do Semiárido Nordestino. The objective of this article is to analyze the effects of public policies regarding droughts in the Northeastern Semiarid region. The methodology used is bibliographical in nature, making use of literature that deals with the themes of public policies, Semiarid, desertification and history of droughts. The study area is the Northeast Semiarid region. As for the time frame, we will work on the historiographical analysis of drought events since the 16th century, with a special focus on the most recent one, which occurred in 2010, having as background the policies oriented to this phenomenon. The idea is to analyze the policies implemented in the region focused on acting against drought since the first incursions linked to this natural event. In synthesis, it was observed a myriad of policies that acted with decontextualized technological solutions, without concern for local and regional economic development, besides the lack of attention to local knowledge and practices. It was also observed a reactive character of the policies highlighted here, which can compromise regional development since the literature highlights the relevance of proactive policies. Therefore, an archetype that guides the sustainable development of the region is proposed, demystifying the problems and the frustrated attempts to combat drought and its effects, taking into consideration other variables besides the reality of the Northeastern Semiarid region. Este trabajo tiene como objetivo analizar los efectos de las políticas públicas sobre la sequía en la región Semiárida del Noreste. La metodología utilizada es de carácter bibliográfico, haciendo uso de la literatura sobre los temas de políticas públicas, el Semiárido, la desertificación y la historia de las sequías. La zona de estudio es la región Semiárida del Noreste. En cuanto al marco temporal, se trabajará en el análisis historiográfico de los eventos de sequía desde el siglo XVI, con especial atención al más reciente ocurrido en 2010, con el telón de fondo de las políticas orientadas a este fenómeno. Se trata de analizar las políticas aplicadas en la región centrada en la actuación contra la sequía desde las primeras incursiones relacionadas con este fenómeno natural. En síntesis, se observó una miríada de políticas que actuaron con soluciones tecnológicas descontextualizadas, sin preocuparse por el desarrollo económico local y regional, además de la falta de atención a los conocimientos y prácticas locales. También se observó un carácter reactivo de las políticas aquí destacadas, lo que puede comprometer el desarrollo regional, ya que la literatura destaca la relevancia de las políticas proactivas. De esta forma, se propone un arquetipo para orientar el desarrollo sostenible de la región, desmitificando los problemas y los intentos frustrados de combatir la sequía y sus efectos, tomando en consideración otras variables más allá de la realidad de la región Semiárida del Noreste.

O tema proposto tem como ponto de partida a inquietação de pessoas, grupos, pensadores que vêm refletindo sobre o funcionamento global da sociedade brasileira. Principalmente depois de 1985, com a substituição do regime militar por um regime democrático, que ficou conhecido como Nova República. Analisando os últimos (quase) 30 anos, um cientista social afirmou: “A desmontagem da Nova República”... “está sendo claramente vivida neste começo de século e de milênio”... “As instituições e os partidos políticos”... entraram... “em nítido colapso no vendaval das manifestações populares”... “e perderam os laços com a sociedade”. Essas palavras transformam o tema numa pergunta: o modo de operar das instituições governa-mentais nacionais, e em particular dos órgãos de vigilância sanitária, tem servido à inclusão social e à proteção à saúde? ------------------------------------------------------------------------------- The theme has as its starting point the caring of people, groups, thinkers who have reflected on the overall functioning of Brazilian society. Especially after 1985, with the replacement of the military regime by a democratic regime, which became known as the New Republic. Analyzing the last (almost) 30 years, a social scientist said: "The dismantling of the New Republic" ... "is clearly being experienced early this century and millennium" ... "The institutions and political parties" .. . entered ... "in sharp collapse in a gale of popular demonstrations" ... "and lost ties with society". These words become the subject of a question: how to operate the national government institutions, and in particular the health authorities, has served the social inclusion and health protection?

- Abstract
The purpose of this article is to provide subsidies for the understanding of Brazilian social assistance as a public policy of social protection, with the sights for the implementation of uniform social assistance, signaling the transition from an archaic, traditional and conservative practice to innovative practice in the right field and strengthening of a decentralized, participatory and non-contributory social security system. With the advent of 1988’s Federal Constitution was officially established the social security system, built on a tripod between Health, Social Security and Social Assistance, defined as an inclusive and noncontributory social protection policy. We also emphasize the importance of Social Assistance in the political crisis that has hit Brazil over the last few years, which provides the dismantling of public policies and social rights in Michel Temer’s government [ABSTRACT FROM AUTHOR]

- Abstract
In this study, literacy textbooks circulation devices, also known as primers, are analyzed in primary school in South of the state of Mato Grosso, between 1927 and 1961. Thereunto, a qualitative documentary research was carried out, in which national and state legal documents that guided primary education during this period were examined. From the documents investigated, we sought to understand the investment made to teach reading and writing under the light of these artifacts. The obtained results indicate that the analyzed legal devices, directly or indirectly indicated the method of literacy and textbooks that should circulate in that context, suggesting didactic practices and the way of thinking about literacy with each new law or decree created. This paper analyze the Viracopos International Airport as inductor of regional development between 2010 and 2015. It was recovered the theoretical debate about the dynamics of the contemporary economy to understand the role of major airports such as the infrastructure of logistics integrated. The study reported investments of high value added and isolated actions of mayors in the region due to the proximity with Viracopos. The paper concludes that it is necessary to establish a systemic view of transportation as an economic activity that adds value to goods, a plan of Metropolitan Development to coordinate the flux of transportation and a politic airport management in Campinas to integrate the actions of the municipality to the enlargement process of Viracopos. - Abstract
The development of public policies has been seeking to open space, and give more rights and visibility to People with Disabilities (PwD). Considering the changes related to the expansion of the process of inclusion of PwD, this study analyzes the perception of leaders and their teams concerning the inclusion of PwD in a company in the agribusiness sector of Porto Alegre, in the State of Rio Grande do Sul. This is an exploratory, qualitative research that uses a case study method. Through the use of qualitative interviews with a semi-structured script as a form of data collection, and the technique of content analysis, three main thematic units were discussed and analyzed: social inclusion, public policies and prejudice. The results show that the interviewees perceive the process of inclusion of PwD in the labor market as necessary, developing an organizational vision in order to ensure better working conditions for these individuals, or to offer new knowledge about the subject to areas of the company that do not have PwD, or to create more new vacancies for PwD. Finally, the limitations of the work are presented, along with some suggested areas for future research. [ABSTRACT FROM AUTHOR]

The objective this study was to determine which processes of space producing that insert agriculture in the context of the urban expansion in Manaus. The article had as case study areas vegetables in the Cidade de Deus society, located in the New City district, North zone of the Manaus city. The problem went away the following question: How does urbanization affect the agricultural production in Manaus? From there, it was appointed as hypothesis that the urbanization expands on the agricultural production due to lack of planning by the government to maintain such spaces in the city. The strategy consisted of the systemic approach in order to study the subject in its entirety. About the research method, the case study was seen as the most suitable for understanding the problem. The subjects comprised 10 farmers, covering the whole area under study. It was found that the processes of production of space that insert the agricultural production in the context of urbanization are the demographic expansion and the creation/expansion of public roads in Manaus. The human occupation in the vicinity of agricultural areas may decrease the space vegetables production; a fact that poses risks to the farmer. The creation and expansion of roads, beyond causing decreased crop space, can impact in the quantity and quality production. In contrast, workers believe that agriculture could expand with urbanization prevailing in Manaus because a higher demand for vegetables in the face of population growth., O objetivo dessa pesquisa consistiu em verificar quais os processos de produção do espaço que inserem a agricultura no contexto da expansão urbana em Manaus. O artigo teve como estudo de caso as áreas de hortaliças existentes na comunidade Cidade de Deus, localizada no bairro Cidade Nova, zona Norte da cidade de Manaus/AM. O problema partiu do seguinte questionamento: Como a urbanização influencia as unidades de produção agrícola em Manaus? A partir daí, foi apontada como hipótese que a urbanização se expande sobre as unidades de produção agrícola devido à falta de planejamento pelo poder público para a manutenção de tais espaços na cidade. A estratégia metodológica consistiu na abordagem sistêmica com a finalidade de estudar o tema em sua totalidade. Sobre o método de pesquisa, o estudo de caso foi visto como o mais adequado para apreensão do problema. Os sujeitos da pesquisa compreenderam 10 agricultores, abrangendo a totalidade na área em estudo. Foi constatado que os processos de produção do espaço que inserem as unidades de produção agrícolas no contexto da expansão urbana são a expansão demográfica e a criação/expansão de vias públicas em Manaus. A ocupação humana nas proximidades das áreas agrícolas pode diminuir o espaço da produção de hortaliças; fato que representa riscos ao agricultor. A criação e a expansão de vias terrestres, além de causar diminuição do espaço de cultivo, podem impactar na quantidade e qualidade produtiva. Em contrapartida, os trabalhadores acreditam que a agricultura poderia expandir com a urbanização vigente em Manaus devido uma maior demanda por hortaliças diante do crescimento populacional.

Both the gender issue and drugs public politics are a relatively recent reality in Europe. The essay provides a context for the two following articles, summarizing the EU process, the gender system and the social problem of drugs from a public politics point of view. The ambivalent juridical perspective (legal-illegal) to which certain behaviours linked to these kind of substances are subdued, has conditioned the scientific boundary of public politics related to drugs in the EU. Tanto la cuestión género como las políticas públicas en materia de drogas son una realidad relativamente reciente en Europa. El texto es una contextualización de los dos siguientes artículos de la publicación, donde se pretende sintetizar, además del proceso de UE, el sistema de género y el fenómeno social de las drogas, desde una perspectiva de políticas públicas. A guerra contra as drogas está longe de ser efetiva na redução da procura e da oferta neste mercado. Como o custo para fazer cumprir a atual legislação sobre drogas é muito elevado, a sociedade mundial deve avaliar a capacidade estatal para fazer cumprir a proibição, e o resultado real que um combate truculento ao tráfico tem produzido. Ao apresentar evidências de que a guerra contra as drogas tem apresentado resultados pouco satisfatórios, uma política mais racional - baseada na ética liberal - é apresentada para lidar com a questão.The ongoing war on drugs is far from being effective in reducing either the demand or supply side of the market. As the costs of enforcing the drug laws are very high, the global community should consider the feasibility of prohibition and the real results that have been achieved so far. Presenting evidence that the results of the war on drugs are largely unsatisfactory, a simpler model based on liberal ethics is proposed to deal with this matter.

The city of Camaçari-Ba in the Bahia is considered the biggest territory of the region metropolitan area of Salvador-B. This population has presented considerable growth in the Human Development Index (HDI), with magnifying of the life expectancy and industrial cycle. The biggest social organization situated in the city and considered satate reference of social inclusion are develops entailed diverse actions to the participation of the city departments, except on actions to the healt secretariat. This study one is about a research of transverse whose objective was to identify the profile of 227 individuals assisted by social organization Prof. Raimundo Pinheiro, located in the mentioned city. The results had indicated the presence of a predominant age range next to 60 years, the relation between income and scholarity, the high frequency of chronic pain and relation enters the chronic use of drugs, activities of daily life and occupational activities. It is necessary that the activities of the social organization contemplate the logic of the intersectoral and include secretariat of health in its organizational politics.

O presente estudo se propõe a investigar a percepção de professores de educação física, que atuam em projetos de inserção social através do esporte em comunidades populares do município do Rio de Janeiro, sobre os seus alunos e a intervenção institucional. Tomaram parte deste estudo, 25 profissionais de educação física, com idade entre 27 e 59 anos (M = 37,28). Os entrevistados atuavam em programas de intervenção sócio educacional através do esporte situados no interior de duas favelas do município do Rio de Janeiro. Os professores responderam a uma entrevista semi-estruturada com questões abertas sobre suas experiências com o esporte (benefícios e avaliação,) suas orientações sobre os objetivos dos programas, sobre os alunos e sobre os benefícios ou prejuízos do esporte, tanto em termos pessoais quanto entre os participantes dos projetos. Os dados revelam as seguintes evidências: a) os professores não conseguem perceber em seus alunos potenciais para crescerem no esporte; b) não acreditam no esporte como meio de formação pessoal e profissional; c) não acreditam que as condições materiais e de infra-estrutura sejam suficientes para a formação dos alunos; d) não percebem em si competência para contribuir na formação dos alunos; e) não estão comprometidos com o processo de formação dos alunos. Estes indicativos merecem ser mais bem investigados, pois o seu resultado parece ser a falta de instrumentalização dos alunos participantes em Projetos de Inclusão Social para que tenham condições de fazer maiores investimentos na formação esportiva.The present study aimed to investigate the perception of the physical education teachers who work in social insertion projects through the sport in popular communities of the city of Rio de Janeiro on their students and the institutional intervention. The participants were 25 professionals of physical education, with age between 27 and 59 years (M = 37.28). The interviewed worked in two slum quarters of the City of Rio de Janeiro. The teachers answered a half-structuralized interview involving questions related to their experiences, evaluations and expectations of the respondents on the profile economic partner, the perception of the benefits or damages of the sport in their personal and professional formation, the evaluation of the potentialities and limitations of the students and the project and its beliefs about the impact of the intervention through the sport on the formation of the children and young The data revealed the following evidences: a) the teachers are not able in their students the potential to grow through the sport; b) they do not believe in the sport as a way of personal and professional formation; c) they do not believe that the material and infra-structural conditions are sufficient for the students formation; d) they do not perceive competence in themselves to contribute to the students formation; e) they are not compromised with the students formation process. These indicatives deserve to be better investigated because the result seems to need instrumental resources of the participant students in Social Inclusion Projects so they can have conditions to make greater investments at the sportive formation.

This article presents an overview of the first Center of Psychosocial Attention (Caps) established in the city of Manaus (AM) and the deployment of the principles of Psychiatrist Reform in the city. The purpose of the research was to bring out the conditions that are obstacles to the proper functioning of the center and for the success of the psychiatrist reform, using as an object of investigation the view of the professionals working in this health service. Results were obtained through semi-structured interviews with professionals, and detecting the lacks concerning the operation of the mental health support network in the city, preventing the Caps to provide the specialized service for which it was created, one of which the lack of integration of the municipal health network. That way, is shown the significance of promoting public that further integration of the health network in Manaus.

Este artigo busca refletir sobre o papel do conselho tutelar na sociedade a partir de uma experiência de estágio curricular em Psicologia Jurídica nos cursos de graduação em Psicologia no Brasil. As atividades do estágio foram observações do cotidiano de um Conselho Tutelat (CT), plantão de Psicologia Jurídica junto à população e discussão dos casos atendidos com conselheiros e a coordenação de um grupo de adolescentes encaminhados por uma escola da região do Estudo. Este artigo pretende mostrar que o conselho tutelar é uma instituição que denuncia os conflitos subjacentes em uma sociedade excludente; além disso, o trabalho aponta caminhos para que esse órgão possa funcionar como um aparato de promoção de saúde.Este artículo busca reflexionar sobre el papel del Consejo Tutelar en la sociedad, a partir de una experiencia del aprendizaje curricular en Psicología Jurídica en el curso de grado de Psicología en Brasil. Las actividades del aprendizaje fueron: observaciones del cotidiano de la institución, turnos de Psicología Jurídica a la populación, discusiones de los casos atendidos con consejeros y coordinación de un grupo con adolescentes encaminados por una escuela de la región. Este artículo pretende mostrar que el Consejo Tutelar es una institución que denuncia los conflictos subyacentes de una sociedad excluyente; además de eso, el trabajo apunta caminos para que este órgano pueda funcionar como un aparato de promoción de salud.This article tries to reflect about the role of the Child Protection Agency in society, starting from a curricular internship experience in Legal Psychology on the graduation course of Psychology in . The activities of the internship were: observation on the daily activities of the institution, legal psychological care of the population, discussion with advisors of the attended cases and coordination of a group with adolescents who were sent to a nearby school. This article intends to depict that the Child Protection Agency is an institution that denounces the conflicts underlying an excluding society; moreover, this work points out ways so that this organization could work as an apparatus for the promotion of health.

Due to the small amount of space in this text, it certainly is impossible to deepen the debate on the question, for this reason, we present a study from the bibliographical study, some transformations and upgrades in the professional field of education, analyzing them but not totally putting an end to the theme.
